Leaders from the U.S. government and the global mining industry opened the MINEXCHANGE 2026 SME Annual Conference & Expo with a keynote session centered on restoring U.S. critical mineral production and strengthening domestic supply chains. The session, titled “Regaining America’s Mineral Dominance,” featured remarks from Ned Mamula, director at the U.S. Geological Survey (USGS), Utah Governor Spencer J. Cox and Vicky Peacey, president and general manager of Resolution Copper, along with opening comments from industry leaders and conference organizers. The speakers emphasized that renewed government attention to critical minerals, combined with industry investment and technological innovation, will be necessary to meet rising demand for materials such as copper, zinc and rare earth elements. The session opened with remarks from Pat Risner, president of South32 Hermosa, followed by a safety share from 2025 SME President Bill Hancock. Hancock then introduced moderator Debra Struhsacker, who emphasized the importance of strengthening domestic mineral production and reducing reliance on foreign supply chains. Struhsacker, who is SME’s government and public affairs consultant, noted that decades of policy decisions have weakened the U.S. mining sector, leaving the country increasingly dependent on imported minerals. She pointed to declining domestic capacity, a shrinking number of mining schools and the closure of the U.S. Bureau of Mines in 1996 as factors that contributed to the current supply challenge.

INTRODUCTION The Laurens Street section of the Northwest Line of the Baltimore Region Rapid Transit System, located along Pennsylvania Avenue between Pitcher Street and North Avenue is situated in material which cannot be definitely categorized as soil or rock. However, in the area of residual soils in which these tunnels were constructed, considerable attention was required to determine the character of the ground so that the designers and the constructors could properly evaluate the behavior of the ground and plan their respective efforts accordingly. The Laurens Street sections structures consist of twin rock tunnels, station structure, traction power substation, vent shafts at both ends of the station, the midline vent shaft, and the twin mixed-face tunnels. This paper concentrates on the mixed-face tunnels which extend from Station 99+67.03 (O.B.) to Station 102+49.00 (O.B.) at the southern end of the section. Since the completion of the design of this project, the Laurens Street section has been renamed the Upton Station. (See Figures 1 and 2). SUBSURFACE INVESTIGATIONS At early stages, three preliminary studies were performed by the General Soils Consultant (Ref. 1, 2, & 3). The purpose of the first study was to ascertain the generalized geological and subsurface conditions which might be encountered in the region. No borings were performed for this study. Native sulfur occurs with barite, celestite, and bioepigenetic calcite in the Culberson, Pokorny , and Leonard Minerals deposits, Delaware basin. The sulfur in these deposits, in "castile" masses, and in deposits of the Fort S tockton district have 6 34s values between +9 and -15. Native sulfur in the caves of the Guadalupe Mountains is somewhat lighter [(634s = -15 to -25)]. Barite in the Culberson, Leonard Minerals, and Comanche Creek sulfur deposits have 63% values of +35 to +73; celestite in the Culberson and Leonard Minerals occurrences have values of +38 and +36, respectively, and 87Sr/86Sr values of 0.707808 and 0.708138, respectively. Barite associated with sulfide, deposits, Guadalupe Mountains, have [634s] values of +41 to +62. Barite at Seven aeart Gap, Apache Mountains, is somewhat less enriched in heavy sulfur [(634s = +14 to +37)].

Construction of the first phase of the Sao Paulo Metro, the North-South Line, will be completed late in 1974. The downtown section of this line consists of 2.2 miles of 19.6-foot diameter soft ground tunnels and 3 subway stations. The entire tunnel - station package was let to one contractor. A plan and profile of the tunnels and stations is shown on Figure 1. Passage of the tunnels under Boa Vista Street in the Sao Paulo Financial District was one of the major challenges. The street is only 50 feet wide from building line to building line and flanked by 10 to 20 story buildings. The tunnels pass within 4 feet of adjacent footings. Further south, the tunnels run 13 feet below the flat foundations of the Caixa Economica, a massive 11 to 14 story building. Surface settlement had to he limited to less than .07 feet/tunnel and good face control and grouting procedures were essential. For this reason, full face cutting wheel tunneling machines were selected to drive the tunnels south of the Access Shaft Prestes Maia which included Boa Vista Street and the Caixa Economica. The tunnels north of the Access Shaft Prestes Maia were driven under a fairly wide Avenue and greater settlements were permitted. Open face shields were selected to drive these tunnels. Most of the work has now been completed and analyzed. Douglas W. Fuerstenau (DWF) grew up on a farm and in several small communities in rural South Dakota during the depression years, where he learned the value of hard work. Working hard can produce results but being clever and hardworking will give you a bright future. In his later school years, Fuerstenau’s family moved to Rapid City where his intellectual curiosity and capacity helped him graduate with a B.S. in Metallurgical Engineering from the South Dakota School of Mines and Technology in 1949. His technical interests led to graduate studies and completion of a master’s degree from the Montana School of Mines in 1950 and Sc.D. degree from the Massachusetts Institute of Technology (MIT) in 1953.

Hanging Lake Joint Venture recently excavated two conventional 12.8 m (42 foot) diameter highway tunnels in the difficult ground conditions of Glenwood Canyon, Colorado. This paper outlines the type and success of the various Controlled Blasting Techniques that were used to minimize overbreak in the portal and tunnel excavations. The different Smoothwall and Cushion Charge loads used in the different ground types are described in detail. Delay Timing and Drilling Pattern variations are also discussed.

Jurist, educator and historian Neil Reynolds will be the keynote speaker at the National Mining Hall of Fame's 11th annual induction banquet on Sunday, Oct. 11,1998 at the Pointe Hilton Resort in Phoenix, AZ. Reynolds is Municipal Court Judge for the City of Leadville, CO, home of the National Mining Hall of Fame & Museum, and a fifth-generation resident of the community. His family staked mining claims on nearby Mount Massive in 1862. Judge Reynolds is a fulltime faculty member at Colorado Mountain College, Chairman of the Lake County Historic Preservation Advisory Board and practices law in Leadville. In announcing the speaker, Board Chairman Richard Moolick said seven inductees into the National Mining Hall of Fame will join 138 mining greats previously honored in the annual ceremonies. This year's inductees will be enshrined by Thomas Falkie, president and chief executive officer of Berwind Natural Resources of Philadelphia, PA. Moolick also announced that Jeffrey Clevenger will be the master of ceremonies for the induction banquet. Clevenger is executive vice president of Cyprus Amax Minerals, Englewood, CO and president of Cyprus Climax Metals, Tempe, AZ. In 1988, the US Department of Energy's (DOE) Pittsburgh Energy Technology Center identified three coal cleaning options for achieving flexible environmental control strategies aimed at reducing energy-related SO2 emissions. These are selective agglomeration, advanced froth flotation and advanced cycloning. Each relies on maximum liberation of pyrite and other mineral matter through feed coal comminution to fine and ultrafine sizes. The National Energy Strategy (NES) and the Clean Air Act Amendments (CAA) of 1990 are examples of the nation's commitment to a clean environment. The need to use the nation's energy resources in an environmentally sound manner presents critical challenges and opportunities for coal preparation during the next decade, particularly regarding the control of SO2 emissions. The principal challenge is the development of cost-effective coal preparation approaches for sulfur removal beyond currently achievable levels. Opportunities are provided in the form of incentives associated with a novel system of SO, allowances and a policy environment based on the proper functioning of familiar market forces. An allowance, as defined in Section 402(3) of the Amendments, is "an authorization ... to emit ... one ton of sulfur dioxide." To achieve the objective of the Clean Air Act Amendments, SO, emissions will be eventually capped at 8.12 Mt (8.95 million st) annually by controlling the number of allowances issued nationally. By permitting allowances to be bought and sold once issued, the law encourages "overcompliance" as a source of profit for owners of excess allowances. Many details concerning the administration of allowance trading are not yet written.

Although lateritic deposits have long been a principal source of bauxite and are becoming an increasingly important source of nickel, the problems in the evaluation of such deposits are not generally understood. In the evaluation of lateritic bauxite and nickel deposits, there are many similarities, but there also. are significant differences. It has long been recognized that laterites with commercial concentrations of trivalent metals represent the ultimate in the intense leaching of tropical soils. Any factors which effect-the rate of soil leaching will effect the form of local lateritic concentrations. Although the most intense leaching generally occurs on somewhat elevated areas of gentle relief where there is a free downward flow of rain water, the- effect of local rock structures in effecting varia¬tions in soil metal concentrations has-not been well understood - primarily because the laterite forms a masking blanket over the rocks from which the laterites were derived. All of the-factors which facilitate downward movement of water may effect greater surficial concentrations of trivalent metals. Such features as zones of fracturing, zones of greater rock permeability, and areas of karst topography may, therefore, be responsible for greater leaching. The variations in rock structures and the vagaries of ground water flow pat¬terns impart, to the laterites, rapid lateral and vertical variations in thickness and metal concentrations. In the event of fire underground, it is essential that all miners be warned as quickly as possible. With mine air rapidly depleted of oxygen and contaminated with smoke and toxic fire gases, any delay in the warning signal could have disastrous consequences. Unfortunately, present mine fire warning systems, such as stench, audible or visual alarms, telephones, and messengers, are often slow, unreliable, and limited in coverage. Recent research by the US Bureau of Mines has established the feasibility of ultralow frequency electromagnetic signaling for underground mine fire warning. Infield testing completed thus far at five mines, signals of from 630 Hz to 2000 Hz were transmitted through rock up to distances of 1645 m (5400 ft) to a pencil-sized ferrite-core receiving antenna and intrinsically safe receiver circuit. Theoretical analysis indicates a capability to transmit effectively for distances in excess of the maximum depths of most American mines, which is about 900 to 1000 m (2950 to 3280 ft) . The prototype system uses off-the-shelf components and state-of-the-art technology to ensure high reliability and low cost. This technology would enable simultaneous and instantaneous warning of all underground personnel, thereby in- creasing the likelihood of successfully evacuating a mine during a disaster. This report discusses the theoretical basis for through-the-rock ultralow frequency electromagnetic transmission, design of the prototype transmitter and receiver, and the results of in-mine tests of the prototype system.

Thin-seam mining presents unique challenges when management or economic conditions require significant productivity increases. These challenges can be further amplified depending on such factors as labor unions, federal and state regulations and market characteristics. This article explores the turnaround situation occurring at Tanoma Mining Co. (TMC), a medium-sized, underground coal mining company in central Pennsylvania. The company has used a systematic approach of improving management controls and direction, labor relations and communications to improve its cash flow from negative to positive within a projected five-year span. An intensive upgrade-rebuild-replacement program for mining equipment and systems has also been established to support other management activities. Discussion Thin-seam coal mining is an industry within the broader industry of coal mining. Thin seam mining faces the same cost pressures and engineering problems as its higher-seam competitors, without the advantages of moving volume per foot of extracted material. To stay at economic parity with others requires additional creativity within the management team to extract higher productivity gains from the existing workforce and mining systems. The Tanoma operation is a deep mine in Indiana County, PA, about one hour northeast of Pittsburgh. Coal is extracted from the Lower Kittanning "B" seam. What is the definition of a successful construction or development project? It could be described in many ways: a project that performs as designed; a project completed on time, a project completed within budget. The title of our talk today is, "The Advantages of Applying Design/Build -Construction Management to the Mining Industry." As our talk develops, you will see that rather than tell you how to apply this concept, we will discuss the advantages and details of Design/Build so that you can independently apply the concept. Design/Build is not new, and it cannot be universally applied. It has, however, within the past ten years, carved a specific and substantial place in the overall construction -development market. The reasons for its rather recent rise to considerable prominence as a concept is due, in part, to the increasing urgency of gaining productive access of a production facility and, in part, to the inherent advantages of the concept's economics--and they are considerable. If the Design/Build concept of contracting were fully understood, it would, without exception, be the favored way for private industry to contract for its new construction and development as well as renovation work. The basic advantages are: earliest possible access and completion at the lowest cost. Design/Build is often equated and compared to "fast track" or "turnkey" methods of construction. The Design/Build concept can, in fact, be both of these or neither. "Fast track", in and 6f itself, implies that the project will be phased construction, that is to say, it will be built quickly; whereas I "turnkey" is a measure of the completeness of the project, usually meaning essentially that the

"INTRODUCTION This past year commodity prices continued their dip with increased volatility causing market values to slide another 16% putting increased pressure on even the largest companies to improve their free cash flow.[1] Without a recovery in commodity prices in sight, companies must find a sustainable method to improve returns in the current economic climate. In an effort to improve plant sustainability, the mineral processing industry is investing in advanced automation technologies and innovative processing methods that are both more reliable and more efficient than ever before. One such breakthrough technology is Heap Leaching (HL). This method of extraction has certain advantages over traditional metallurgical methods making previously unsustainable operations economically feasible. While HL is already seeing use in the gold and copper industries among others, recent developments may allow for the use of HL to process primary sulfide ores which make up about 80% of today’s ores.[2] For this reason, this emerging technology is poised for exciting growth. Unfortunately, as with any process change, the implementation of HL projects requires significant training on both the control system as well as the underlying process, and further, due to the complex nature of the HL process, this can be a particularly difficult task. DEMOGRAPHIC TIME BOMB Even before the implementation of these new technologies, the availability of the skilled workforce has already become a significant problem for the mining and mineral processing industries. From a survey of 912 mining professionals, Stratum International found that a mere 0.4% of senior level candidates were between the ages of 25 and 34 and a similar proportion aged over 75 years.[3] This indicates that there is both a deficiency of young skilled workers and a skilled workforce that is retiring earlier than the previous generation. Combined with data published by the US Department of Labor stating that the median age of the mining workforce is approaching 50 years old, research suggests that up to 50% of skilled mining and mineral process professionals are expected to retire in the next 5 years, leaving with their irreplaceable knowledge and experience.[4] While it is projected that the labor pool will be sufficient to fill open positions, the real question is if this young workforce will have necessary skill sets and experiences. In addition to a rapidly aging workforce and an inexperienced labor pool, a study done by the Oil and Gas Journal showed that it takes about 7 years, on average, for new workers to achieve a level of competency that permits them to assess risks and appropriately make decisions.[5] Not only is this figure is in direct conflict with the typical tenure of 5 years in one position meaning that the thinly spread skilled labor will be required to become senior staff before they are able to achieve competency in their current role, this also means that these millennials are not given the opportunity to become competent in their role before the retirement of the more experienced workforce."

It is well known that surface moisture and fine content have a strong influence on coal handle- ability. It is known as well that these two criteria are not sufficient to classify coals. It seems that certain types of coals are intrinsically difficult to handle, the reason being still not well understood. For these coals, moisture and fine content are aggravating factors and have to be strictly controlled in order to avoid handling problems (sticking, arching in hoppers.. .). CERCHAR has undertaken research aimed at identifying the role of intrinsic characteristics of coal with regard to handling properties. Two of them have been identified as particularly relevant : the clay content and the "colloidal particle" content. Two simple tests commonly used for soils characterisation, but never used so far for coal, have been applied to characterise a wide range of coals. The derived classification has been compared with an empirical classification based on dry screening tests. DRY SCREENING EXPERIMENTS Dry screening at a relatively low screen aperture (e.g. 6 mm) may be considered as a good tool for assessing the handleability of wet fine coals. Difficult to handle coals always lead to rapid plugging of the screen whilst easy to handle coals can be screened without difficulties. A wide range of coals has been selected with various ash, moisture and fine content. Their characteristics are given in table 1. The experimental set-up consists of a 2 t.p.h vibrating screen equipped with two automatic re- cording balances collecting respectively oversize and undersize material. Provided that the feeding rate is accurately controlled, good reproducibility in the percentage passing as a function of time is obtained. Figure 1 gives examples of different types of relations that were obtained. - LMC coal exhibits a behaviour that is characteristic of easy to handle coals : % passing remains constant in the course of the screening operation. - B coal behaves slightly differently. One observe first a rapid decrease in the flow passing through the screen and then a stabilization. Hand- ling properties can be considered as intermediately - The curve relative to LHB coal is characteristic of a very difficult to handle coal that blinds the screen almost immediately. It is necessary to point out the fact that the classification derived from screening experiments is a global one, including not only intrinsic factors but also external factors such as fines and moisture content. Using potassium oleate as a collector and alizarin red S as a modifying agent, selective depression of dolomite from francolite was achieved in an alkaline medium (pH > 9.0). Adsorption of alizarin reds alone on dolomite was found to be higher than that on francolite. Complimentary adsorption experiments of alizarin red S and oleate showed that oleate adsorprion was increased in the presence of alizaring red S. The results are explained in terms of comparative adsorption for the active sites on francolite and dolomite by oleate and alizarin red S and their interactions with dissolved mineral species in solution.

The rise of artificial intelligence in the information ecosystem represents yet another fundamental shift. As AI evolves, an organization’s reputation will no longer be shaped solely through human interactions, media coverage, social activity, or corporate disclosure. Increasingly, public understanding depends on how AI systems interpret and represent company information. These systems influence search results, conversational tools, news aggregation, social discourse, and even investor intelligence platforms. As AI-generated summaries, answers, and narratives become the default interface for stakeholders, they also become authoritative in shaping trust. For mining companies, this creates both risk and opportunity. The organizations that recognize how AI reads, prioritizes, and amplifies information will be better positioned to build trust. Those that remain silent or rely on traditional communication methods may find their reputations being algorithmically defined without their participation. This paper explores how mining companies can proactively engineer their reputations in the age of AI.

Ground support requirements for safe and economical design of room and pillar coal mining layouts are reviewed. The design methods for mine roofs and mine pillars are discussed and the role of the geotechnical aspects is considered. It is shown that current support design procedures in the United States do not utilize fully the latest research findings and the need for more effective technology transfer in coal mine ground control is emphasized. Promising new developments in ground support are identified and possible research areas are suggested.

How best to grind? This article compares conventional crushing and grinding circuits to semiautogenous circuits, reviews recent installations of each circuit, and describes seven methods of using autogenous or semiautogenous techniques. In addition, steel and power consumption data are reported and benefits of a dedicated digital computer are discussed. Size reduction is the most expensive operation in most mills. Crushing and grinding are usually the greatest part of capital costs. They often make up 60-70% of total mill operating costs. Picking the proper crushing and grinding method must, therefore, be done with great care, so the best circuit is chosen. In the past 10 years, there has been a strong trend toward using autogenous or semiautogenous grinding in mills throughout the world. Autogenous grinding is favored when the ore is quite competent and a fine grind is needed. Semiautogenous grinding is applied when fine crushing could cause severe problems or when ore varies in hardness or competency. The taconite iron ores of northern Minnesota fit the description for an autogenously ground ore and many are successfully ground that way. Most im¬pressive are the nine lines of 11 x 4.9 m (36 x 16 ft) mills powered by 9 MW (12,000 hp) motors at Hibbing Taconite. Porphyry copper and molybdenum ores fit the description for semiautogenous grinding. Recent installations include Highmont in British Columbia, Canada, and Quintana in New Mexico. Sampling Many mills have been built based on inadequate sampling data or insufficient tests. With the cost of many mills exceeding several hundred million dollars, it is mandatory that geologists, mining engineers, and metallurgists work together to prepare representative testing samples. Simple, repeatable work index tests are usually sufficient for rod and ball mill tests. However, pilot plant tests on 50-100 t (55-110 tons) of ore are frequently necessary for autogenous or semiautogenous mills. Preparation and selection of the test sample is of utmost importance. Procedures for autogenous and semiautogenous mill pilot plant tests are relatively simple for those experienced in running them. Reliable and repeatable results can be obtained if simple, fundamental procedures are followed. The accompanying figure shows a typical conventional crushing-grinding circuit with three stages of crushing followed by ball mills or a rod mill-ball mill combination. This flowsheet is typical of many mills that have been built throughout the world. Also shown is a typical semiautogenous (SAG) circuit with feed coming directly from a primary crusher, and the semiautogenous mill product going to the separation process. Many similar semiautogenous circuits are built today because they are simple and flexible, lend themselves readily to high tonnages, and usually cost less to build and operate. With some ores, it is possible to send mine-run ore directly to the semiautogenous mill, eliminating the need for a primary crusher, as at Benquet's Dizon mill in the Philippines. An autogenous or semiautogenous circuit, as the name implies, uses the ore itself to assist in the grinding process. Generally, for this type of circuit, the ore must be competent so large ore chunks can be used to grind smaller ones. If ore alone is used, then the circuit is autogenous; but if balls are added to supplement the charge, then the circuit is termed semiautogenous. Ore competency is not always a criterion, to break up large pieces and wash away cementing material. Autogenous and semiautogenous mills have been very successful on relatively soft uranium ores where the values are frequently found in the material that cements together the sandstone grains. Waste clay ponds are a necessary part of phosphate rock beneficiation. They are large, averaging 2.6 km2 (1 sq mile). They are unsightly in that they protrude 6 to 15 m (20 to 50 ft) above natural grade. Stabilization and reclamation is slow and they have had a history of catastrophic failure. Florida has never published a specific rule regarding the configuration or height of these ponds. But it has enforced several policies along these lines. The phosphate industry has been forced to make major monetary decisions that affect mine economics for decades. The Florida Bureau of Mine Reclamation believes that the direction of regulation has been solidified but changes are still anticipated. Phosphate rock has been mined in Florida since 1890 (Fig. 1). Three notable technological changes occurred in the industry that led to major shifts in mining technique and volume. By about 1915, hydraulic mining had been replaced by centralized washers. Hydraulic mines usually started at an outcrop in or adjacent to a stream of the pebble zone. Water was pumped out of the stream through high-pressure monitors and sand and clay were washed away from the pebble. Mobile grizzlies and screens were used in conjunction with animal and human labor to concentrate the pebble and haul it away. Populations were sparse and the clays washed into the stream were considered an acceptable price for the commerce. The clays were not voluminous because the pebble zone typically contained relatively small amounts of them. Machines largely replaced animals by 1910 and provided greater efficiency of production. Centralized washers replaced mobile trommels. They allowed greater ease of access to shipping routes by rail. Some clays were placed in mine cuts from 1915 to 1930. Some were dammed off to increase the capacity of a given site. Some of these also failed, leading to clay plumes that were visible all the way to the Gulf of Mexico. By concentrating the waste clays (slimes) in impoundments, the solids concentration had increased, making plumes persistent for long distances. There were complaints. But there was no litigation against the companies during that time. In 1930, flotation technology allowed the recovery of the phosphate from deeper zones. This was because the "concentrate" size phosphate rock was in the sand-size range and could not be screened out. Centralized beneficiation plants grew into a three-step process - washing and screening, feed preparation and flotation (Fig. 2). Reagent storage, safety and the flotation cell complex made the plants into large capital installations. Larger draglines were required to dig deeper into the matrix. Dispatching systems have attracted considerable attention in the last years due to substantial gains in productivity achieved through their implementation. These systems will be extensively used in the future by mine operators as a means of optimizing productivity. This paper describes a computer simulation model designed to study the feasibility of continuously dispatching trucks in open-pit mines based on different operating procedures. The system developed is semi-automated and performs an active role by suggesting to the dispatcher the best assignment according to each specific circumstance. It is modeled based on an advance-clock increment to reduce computing time and allows the insertion of heuristic dispatching policies and equipment real-locations when breakdowns occur. Dispatching procedures taking into account long-term production objectives are considered in system development.
