"Construction projects involve a great many risks. The risk that material prices will increase during construction or that the work under construction will be destroyed by fire, storm or some other act of God are just a few examples. In tunneling or other underground projects, one of the most significant risks is that the subsurface conditions encountered during construction will differ from what is expected. Each of these risks must be accounted for, managed and, ultimately, the duty of one party or the other to bear. The primary tool used to allocate the risks among the parties is the construction contract.How construction contracts allocate the risk that subsurface conditions will differ have changed substantially over the past century. Today, construction contracts typically allocate the risk through a series of provisions. The first is the differing site condition or changed condition clause. That clause, when included, typically provides that the owner bears the risk that the subsurface conditions will differ from what is indicated in the contract documents or what is reasonably expected. The second clause is one that provides that the contractor must conduct a reasonable site investigation and bear the risk of any conditions that such an investigation would reveal. The third provision includes disclaimers that are often included in geotechnical data provided by the owner (or the owner’s engineer) to the contractor which attempts to limit the information on which the contractor can rely. Because these risk-allocating devices seem to be somewhat conflicting, a brief discussion of each provides critical insight in understanding how the modern construction contract allocates the risk of differing site conditions.At the start of the 20th century, construction contracts looked substantially different than they do today. For example, one contract for the construction of a public water tunnel in Chicago, IL, drafted around 1895 contained the following clause:The contractor must take the work entirely at his own risk. No extra allowance will be made for quicksand, hardpan or boulders."

Land management planning is an important issue in all jurisdictions, especially as it relates to mineral development. These planning documents are prepared at different intervals and reflect the realities at the time that they were prepared. The Seven Questions to Sustainability developed during the North American Process of the Mining, Minerals and Sustainable Development (MMSD) project are proposed for the evaluation of Land Use Plans as they relate to Mineral Development. This paper provides the background to the Seven Questions to Sustainability and how it can be applied to the evaluation of land use plans with specific reference to Resource Management Plans developed by the U. S. Department of the Interior?s Bureau of Land Management in Nevada. While this paper is focused on Nevada, the approach is broadly applicable and may be used in other planning regimes.

Erratic distribution of values in free gold ore bodies presents severe problems in sorting material in large scale open pit mining. However, an intense program of modern blasting techniques and less than modern gold panning results in good sorting at Houston International's Manhattan mine. Blasting technique is important. If the sample location cannot be relocated because of blasted material movement, information acquired while drilling is useless. So short benches are critical to minimize dilution. Though not very accurate, panning allows for rapid analysis. The more accurate fire assay does not provide the needed speed. Panning can be fairly accurate and errors made are mostly on the low side. Samples of mixed and broken stockpile material are used as checks on pit procedure and to develop stockpile content in¬formation. Added tonnages discovered offset the higher labor costs of this careful sorting technique. The mine is located in central Nevada's Toquima Range in the small mining town of Manhattan, 322 km north of Las Vegas. The mine has four epithermal stockwork ore bodies that are mined in two pits. The mine problem was that conventional ore control was not separating ore from waste. Assays of 6-m blast-holes were used on 5-m centers. The blastholes were relocated by stadia survey after blasting. Holes assaying above the cutoff grade were flagged and mined as ore. This system is practical and useful in high concentration ore bodies or in evenly disseminated mineralization. But it was not practical at Manhattan because of large gold particles and small ore pocket sizes. Ore pockets were often missed when drilling a grid area for blasting. Also, large gold nuggets made assay results unreliable. The probability of a nugget being contained in an assay charge is small. So most results were low, compared to actual grades mined based on stockpile samples. When a nugget found its way into a fire assay charge, the result would be far higher than the actual grade of material represented. In addition, disturbance by blasting created problems in relocating ore. Because of these problems, the grade control program was intensified in September 1979. It successfully separated ore and waste in blocked out ore areas and located more ore in "waste" areas. Known reserves mined to date have increased up to 50% on some benches. The methods used are modern blasting techniques, detailed assaying, and traditional panning of samples collected from active mining faces. These methods allow mining flexibility, to match the variable mineral occurrence in ore bodies. The united effort of the geology and engineering departments has been important to the program's success.

There are a great number of asbestos deposits in the USSR, and some are quite large. The main deposits of chrysotile asbestos are shown in Fig. 1. The Bazhenovo deposit, which is located in the Sverdlovsk region, is the largest and has been mined since 1889. Systematic studies of asbestos deposits were begun from the very be- ginning of Soviet government and are most often connected with the names K.E. Tarasov, P.M. Tatarinov, B.J. Merenkov, N.D. Sobolev, F.V. Syromjatnikov, V.N. Lodochnikov, V.P. Petrov, V.P. Eremeev, L.A. Sokolova, V.R. Artemov, and V.F. Dybkov. Investigations by these people and others helped the USSR be one of the most important producers of asbestos in the world. In this chapter, the main asbestos deposits of the USSR are explained in a general outline from the point of view of their genesis, common features, and differences that must be taken into account for forecasting, exploration, and the mining of asbestos. All chrysotile asbestos deposits of the USSR were formed from magnesium rock as a result of comparatively low grade temperature, hydrothermal alteration, and free crystallization of fibrous chrysotile in open cavities that served as catalysts. Chrysotile, a widely distributed rock-forming mineral, is not in general an important mineral for industry as it is a long fibrous and main vein variety. However, it must serve for geologists as an important prospecting criteria. And, the geologist should search for the mineral not only in places of possible chrysotile generation, but in places where asbestos may be crystallized in its long fibers. The Soviet geologists distinguish chrysotile asbestos deposits in two groups: (1) ultrabasic rocks and (2) sedimentary dolomite terranes, taking into account how the maternal rock was affected by hydrothermal solutions. The largest deposits are related to ultrabasite. In dolomite, the largest deposits are small and their asbestos contains almost no iron, which makes it a better filler for insulating plastics. There are a few types of asbestos deposits within the limits of the ultrabasic group, the largest being a Bazhenovo type to which the deposits of the Urals are attributed. This Bazhenovo asbestos is characterized by the most complete zonality of disposition for various kinds of asbestization. These types of deposits are, for the most part, the only ones presently working in the USSR. The Bazhenovo deposit is connected to the gabbro-peridotite intrusive belt that is about 180 km long and is broken into a number of fault blocks as shown in Fig. 2. Granitoid veins of intruded rocks are found along the deepest faults, and were sources of hydrothermal solutions that affected the maternal rock. The nearest granitoid vein, ultrabasite, is substituted by listwanite that consists of quartz, talc, carbonate, and some other essentially talcous rock. The next zone of hydrothermal alteration is composed of serpentine. The boundry between serpentinite and unaltered ultrabasite is as irregular, diffuse, and rough as the boundaries between all other zones. Nearer the vein of granitic rock, ultrabasite is entirely serpentinized into massif serpentinization that penetrates through cracks and fissures. There is an unaltered ultrabasite space between fissures, and the biggest block is preserved unaltered in the central part of the massif. The Soviet geologists call this ultrabasic sopka. Preservation of the unchanged blocks is of great importance for deposit formation as volume changes are impossible during the process of asbestization and serpentinization. It may be confidently said that asbestization in Bazhenovo type deposits is possible only when alteration of ultrabasite has not completely occurred. A new moving cone optimizing technique will be introduced. In order to facilitate under- standing of the moving cone optimizer, a re- view of the principles of moving cone design technique is presented. A concept called the negative moving cone design technique is also introduced to help facilitate understanding of the moving cone optimizing algorithm. In the introduction to Subsection 3.3, the relationship of the mineral inventory modeling technique to the ultimate pit design optimization methods was reviewed. Five modeling techniques were described, and four mathematically provable optimizing methods discussed. The broad use of the regular 3D fixed block model was attributed, in part, to its applicability to automatic optimization methods of pit limit design such as the Lerchs-Grossman graph theory algorithm, and in part, to its systematic nature.

Discussion by D.G. Krige I read the paper "The jackknife approach" with interest. There appears to be a widespread misunderstanding of the kriging variance as a measure of the error variance of the kriged grade estimate of an ore block. Virtually all mineral deposits display skew frequency distributions and are subject to the well-known proportional effect. Thus, it is usual to find in an ore body, when subdivided a really into subpopulations, that the variances of the grades (or the total sills of the variograms) for the subpopulations will be correlated with the corresponding mean grades (usually linearly with the squares of the mean grades). Thus, the variogram will be station. When this feature is evident, the relative variograms for the subpopulations (i.e., with variogram values divided by the relevant mean squared) will be similar, or they could even be accepted at an averaged model for the whole ore body with stationarity. Using this approach, the kriging variance will reflect the relative error variance that is to be multiplied by the kriged block grade estimate squared to yield the usual kriging variance for purposes of confidential limits. The objection that the kriging variance does not take into account the local grades used for a block valuation then falls away. In the example given by the authors, the global mean grade is not recorded. But the global variance, taken at the value of the total sill, is 0.005, whereas the variance of the 11 values used in the example is 0.000152. The two variances differ by a factor of nearly six. If the relative variogram approach is applicable in this case, the need for a jackknife technique will fall away. Also note that, for skew distributions, the confidence limits for ore-block estimates will be skew as well, and symmetrical normal limits will not apply. RepIy by G.S. Adisoma and M.G. Hester There are a few interesting ways to utilize the block-by-block kriging variance that the authors have encountered. One of them is to classify a particular block into a proven-probable reserve or a possible-resource category, using a somewhat subjectively determined kriging variance value. Here, the kriging variance still represents the drilling density, i.e., data configuration more than the data values. Professor Krige mentions another ingenious approach through the use of relative variograms. This will yield a block kriging variance that takes into account local (block) grade, as he correctly points out, for purposes of confidence limits. However, we are more interested in quantifying the uncertainties associated with grade estimation in a much larger scale than a block. e.g., for a mining phase or the minable reserve. The jackknife, through the block kriging shortcut, provides a simple solution to obtain a single estimation variance for a general shape. The authors' main reference discusses different ways to handle skewed distributions typical in mineral resource estimation, e.g., the weighted jackknife approach or data transformation. Also, as with any technique, we can always improve our estimate by subdividing into smaller populations that are geologically and statistically separate domains. As we have mentioned; the jackknife is but a tool in our collection of tools to solve estimation problems. The jackknife's appeals are its simplicity and versatility. It is handy when no other solution is available, or when the available solution is not practical. It is used with other methods, not to replace them altogether. ?

Two years on from the first SDIMI conference, significant progress has been made in further developing and implementing the Framework. To fulfill their commitment to implement and report performance against the ten sustainable development principles in the Framework, ICMM’s corporate members have committed to report ‘in accordance’ with the GRI 2002 Sustainability Reporting Guidelines and the Mining and Metals Sector Supplement, developed by the GRI and ICMM. While much remains to be done, development of the Supplement and the commitment to reporting mark an important milestone for ICMM and the sector.

Zinc ranks third and lead fourth in world nonferrous metal conumption. In 1972 the free world consumed 3,333,000 mt of refined lead and 4,422,000 mt of refined zinc. The lead tonnage was divided into the following end uses: storage batteries (42%), lead allows (7%), pigments and chemicals (11%), cable sheathing (9%), gasoline additives (13%), pipes and sheets (8%), and miscellaneous uses (10%). The corresponding distribution of zinc uses in 1972 was galvanizing (39%), die casting (26%), brass (15%), rolled zinc (8%), oxide excluding American Process zinc made directly from concentrate (6%), and other uses (6%). The pattern of usage of lead and zinc varies considerably from country to country. During 1972 in the USA 49% of refined lead was consumed in storage batteries, 19% in gasoline additives, and only 3% in cable sheathing, whereas in the United Kingdom 28% of the lead was consumed in batteries, 14% in cable sheathing, and 14% in gasoline additives. For zinc the major US uses were die casting (41%) and galvanizing (37%), with about 3% consumed as rolled zinc; corresponding usages in the same applications in France were 12, 28 and 28% and in Australia 12, 67, and 3%, respectively. The mining paradigm is changing on the continent of Africa. Jessica Kogel?s closing statement from her September 2013 President?s Page (ME, September 2013, pp. 6) has never been more appropriate, ?Africa is shaping up to be the next mining powerhouse, and there is huge opportunity for local communities, national governments and private industry to work together to create a win-win situation for all.? Supporting this notion, attendance at numerous industry conferences around the world demonstrates the shift toward a more sustainable, more environmentally conscious extractive model. But questions remain: How effectively is the industry making this transition, and how willing are companies to learn from the experiences of others? The international development community, as we like to call ourselves, is going through a parallel shift. We are experiencing our own funding crisis; governments are not as flush with resources as they were pre-economic meltdown. But more importantly, after a half century of implementing development programs, we must admit that while some of our programs have been fantastically successful, too many still fail to achieve the goal of poverty alleviation for the world?s poorest. Moving forward, we are forced to recognize that achieving success in scale and sustainability is not always accomplished from our work alone. As the director of international programs for Africare, a nonprofit with more than 40 years of experience implementing community-based development programs in Africa, I can report that our organization is changing the way we think about successful development partnerships. Africare recognizes that for too long the mining sector and nonprofits have been at odds, choosing noncommunication as a ?solution? to the problem. Both sides now recognize that this standoff is outdated, and Africare, specifically, is ready to cross the proverbial line. We see the potential benefits of mining for local communities and, when done responsibly, the opportunity to properly manage Africa?s resource boom as a benefit to all. There are challenges in this conversation. Many mining professionals view nonprofits as whistle-blowers, ready in a pinch to speak to news sources and complain about poor operational standards. Those are advocacy organizations, and while their role is important, they are not the only nonprofits interested in mining operations in developing countries. Organizations like Africare, with decades of experience implementing poverty reduction programs, approach this differently. We know we can work with mining companies to promote economic opportunity in the communities where mining operations are occurring. We recognize that the conversation is difficult, and we are open to discussions about how we can bring our unique experience to bear on the problems faced by mining companies in carrying out their investment programs.

The regulation of exposure of underground personnel to radon and its daughter products has significantly changed since the 1950's. The U.S. Bureau of Mines - Mining Enforcement and Safety Administration (MESA) - Mine Safety and Health Administration (MSHA) sequence of standards and regulations have lowered the maximum allowable occupational exposure and now the new Environmental Protection Agency (EPA) National Emission Standards for Hazardous Air Pollutants, effective in 1990, have further regulated uranium mine emissions. Under the authority of Section 112 of the Clean Air Act (42 U.S.C. 7401), the EPA has set regulations for the control of radon (Rn-222) emissions from underground uranium mines as well as other sources. Since the venting of radon from the mine atmosphere to the outside air is a major component of the miner's protection, and since this is the first quantitative effort to limit gaseous mine emissions to the environment, it was felt that it would be useful to examine the implementation of the EPA regulation at working mines. The concern was not only for determining compliance with the regulation but also for observing what effect the rule might have on mine air quality and thus on worker exposure. The regulation is stated in terms of the maximum permitted radiation dose to the closest potentially exposed individual, which is calculated from a computer program supplied by EPA and radon emission rates measured by the mine operator. Relative proximity to nearby populations determines the allowable magnitude of mine exhaust ventilation emissions. For some mines this is a serious operational constraint.

This paper provides an overview of the Design Build Project features and highlight some of the important design considerations, features, and innovations, including geologic conditions and related TBM design, and deep shaft and tunnel segment designs. The paper provides the most recent updates on some of the project construction activities including TBM tunnel progress and retrieval schemes, tunnel pump station and deep vertical shaft liner installations, SEM construction, and microtunneling for the longest adit using Fiberglass Reinforced Polymer Mortar pipes.

The Inland Steel Company operates five underground iron mines in the Lake Superior District. The two largest of these, from the standpoint of productive capacity, are the Sherwood Mine in Iron River and the Bristol Mine in Crystal Falls, both on the Menominee Range of Michigan. It is at these two mines that we have had our principal experience with belt conveyor installations underground, .At the Sherwood Mine, which has an annual capacity of about 450,000 tons, the first conveyor belt installationwas made in 1947 when conveyors were installed in the main haulage drifts on the 1200 ft, level, It was estimated at that time that approximately 5,000,000 tons would be mined from the stopes above the 1200 ft, level and. that if all this material could be moved to the shaft by belt conveyor, the entire cost of operation, including maintenance and the amortization of the equipment, would be about $,05 per ton, which was slightly more than half of what the cost would have been by conventional tramming methods employing locomotives and cars. Now, ten years later, the 1200 ft, level is almost completely mined out and we have actually removed. 5,200,000 tons and. the average cost of transporting this material to the shaft by belt conveyor has been $.095 per ton. Since there has been a substantial increase in hourly rate of pay and also in the cost of materials since 1947, we feel that the anticipated savings were very nearly realized., The 1200 ft, level installation at the Sherwood consisted of two 36" trunk line conveyors 815 feet long and 380 feet long, respectively, deliverying ore to the shaft. These in turn were fed. by three lateral 36" conveyors which paralleled the sides of the orebody, These gathering conveyors passed under draw points to which ore was brought from the stopes by mea S of scrapers or shaker conveyors, Shaker conveyors were used for a number of years in conjunction with the conveyor belt system of haulage but it was finally concluded that with this particular type of ore, the maintenance on shaker conveyors was excessive. Therefore, more recently, we have gone back to scrapers for the shorter distances and. are using belt conveyors in the scraper drifts for the longer distances. After this belt system had been in operation for about three years, it had proved to be so successful that it was decided to proceed with the same system or. a new level to be opened up 200 feet below. Instead of sinking the shaft and driving a horizontal drift to the orebody on the 1400 ft, level, an inclined conveyor drift was started near the shaft at the 1200 ft. level and driven downwards toward, the orebody at a slope of 15 degrees. The conveyor installed in this inclined drift is 36" wide, 990 feet long, is powered. by a 100 hp motor, and is capable of delivering 300 tons per hour to the 1200 ft, level shaft pocket. It is fed by lateral horizontal conveyors on the 1300 ft? 1400 ft., and 1425 ft, sub levels. Wien the inclined drift was started, the rock was scraped from the breast directly to the rock pocket at the shaft. As the distance increased., double scraping was employed, until the advance had reached 350 feet, At this point a portion of the final conveyor was installed, with a scraper slide near the breast, T e drift was then advanced be scraping on to the conveyor until a sufficient distance had been driven to permit the installation of an additional 200 feet of conveyor. This proved to be a very efficient and economical means of moving the development rock to the shaft and obviated the need of using cars or an inclined skip way, At the present time 85 percet of tie entire mine output is being mined below the 1200 ft, level and is delivered to the shaft via the inclined conveyor. The system appears to be working as well and as economically as did the conveyor systemonthe 1200 ft, level.

The Casa Grande West-Santa Cruz porphyry-¬copper deposit is in the Basin and Range physiographic province west of Casa Grande, Arizona (Fig. 1). The Casa Grande West portion of the deposit is controlled by Casa Grande Copper Company and the Santa Cruz portion by ASARCO. The deposit contains at least 350,000,000 metric tons of rock with greater than 1 percent Cu. The deposit is covered by at least 300 m of sediment, with no visible expression of the deposit at the land surface. The deposit is in an area of prime agricultural land that depends heavily upon well irrigation because of a hot and arid climate. Because of the deep sedimentary cover, the chance is extremely remote that the geochemistry of soil or stream sediment would reflect the deposit even if the land surface were not disturbed by many years of farming. Irrigation wells of the area generally bottom in the sedimentary cover. The purpose of the study is to see if the Casa Grande West-Santa Cruz deposit is geochemically reflected in ground waters over and near the deposit.

The Copper Canyon Cu-Au-Ag deposits include two geologically distinct hypogene ore bodies developed primarily in late Paleozoic rocks adjacent to a 38-m.y.-old potassic-altered granodiorite, whose emplacement seems to have been controlled largely by the Virgin fault, a north-striking normal fault. Widespread but subeconomic concentrations of sulfides as fracture and cavity fillings in skarn apparently preceded the final intrusion of the granodiorite. In the west ore body, metals reached ore-grade concentrations through the massive replacement of andradite by chalcopyrite, pyrrhotite, and pyrite mineral assemblages. The east ore body probably formed after the granodiorite reached its present level. Calculated 6dD values of water in equilibrium with primary and secondary biotites range from -76 to -99 per mil at temperatures indicated by d180 values from coexisting quartz and biotite. The lightest values are in secondary biotite from the east ore body. These data suggest that fluids associated with potassic alteration here were most likely composed of magmatic water mixed with some meteoric water.

In situ recovery (ISR) of uranium alters the baseline groundwater geochemistry in order to mobilize and complex uranium to extract and concentrate it. ISR wellfield restoration is often challenging, and primarily relies on groundwater sweep, reinjection of treated permeate, and/or injection of reductants. Greater focus should be placed on injection-based approaches (using existing infrastructure) based on established engineering concepts used for in situ remediation of groundwater plumes. Such injection-based approaches could shorten restoration timeframes consequently reducing long-term operational costs. This paper addresses various types of injection-based approaches to wellfield restoration based on in-situ remediation success with other constituents that require similar treatment. This paper describes necessary design practices for injecting reactive chemicals (e.g., reductants or biostimulants), operations and maintenance (O&M) strategies to prevent fouling of the chemical delivery system and well network, and natural constraints to restoration. Best practices for successful biostimulation strategies that minimize residual uranium, radium, oxoanions, and other trace elements are as described. Advantages of such injection-based approaches could include significant reductions in restoration times, and consequently, lower restoration costs.

After some decades of lying low and being treated as a second rate fuel, coal is back in the news. Production is rising. Predictions are for an ever expanding use, and they differ only in their rates of increase. Even the FBI is involved in trying to stop fraudulent sales of non-existent coal lands and leases to the innocent. In short, we have a nearly chaotic boom on our hands. Obviously our energy production base is in the process of undergoing a major shift, and the process will present many problems. However, there is little doubt that the industry has the basic strength and organization to be able to deal with the new issues that will arise as a result of these shifts in production and use of coal. After all, it does produce nearly 800 M tpy now, and coal is the single biggest fuel for generation of electricity. This role of coal is illustrated in the table below, which shows the coal equivalent quantities of various fuels used in the production of electricity.

Longwall coal mines are frequently located in steep mountainous areas with narrow valleys. In order to protect surrounding watersheds and residential structures, support areas are left under the valleys. However, the indirect subsidence effects to the residential structures due to the potential topography effects can be a serious problem. The present study examines a longwall mine in southern West Virginia located in an area with an average slope of about 30°, or 58%, and with an overburden depth that varies from 49 to 376 m (160 to 1,235 ft). A comprehensive investigation was carried out to assess the subsidence and topography effects, as well as other ground control issues at this site. Surface and subsurface movements and deformation were predicted and their direct effects on nearby streams and structures were assessed. The potential and indirect subsidence influences of surface topography effects were assessed. The techniques and results of this investigation are presented in this paper. It shows that the direct and indirect subsidence effects on the streams and residential structures should be insignificant. The post-mining observations agreed well with this study.

Modern high-performance disc filters such as the BoVac Disc Filter have set new standards in applications where large capacities of solids, liquids and air have to be managed through the filters. These disc filters have an enormous hydraulic capacity. For applications in mineral processing - with a special focus on tailings – which typically have high solids throughputs but low filtrate and air flows, this capacity can be used to expand the filtration area while maintaining the benefits of very good cake discharge even with thin cakes (4-5 mm) and a high filter speed. Research work over the last century has proven that increasing the filter area should be achieved by increasing the disc diameter. Because adding more discs leads to big problems with the cake discharge. However, as the disc diameter increases, the filter segments become longer and heavier. A suitable compromise was therefore found by doing both. The result is the first vacuum disc filter that offers significantly more than 300 m² of filtration area, but has no more than 6 discs.
