M.A. Industries, Inc. has developed and is now offering on a commercially available basis, complete systems to recover and recycle lead from spent SLI batteries. The system begins with the breaking and separation of the component parts of the batteries and subsequent treatment of the effluent water produced by this operation. The recyclable materials recovered from this process are metallic lead, lead paste and polypropylene. The lead paste is introduced into a process to convert it from a lead sulfate to a lead carbonate. The process also regenerates the salt solutions into reusable carbonate. The lead carbonate is then leached into an acid bath where it is later recovered by a proprietary electrolytic process. The metallic lead is recovered in a short rotary furnace producing metal for further refining and alloying. The polypropylene is further washed and then introduced to a reclaim extruder along with the proper modifiers and additives. The resulting resin can then be sold on the open market to injection molding processors. This complete system greatly reduces the amount of waste to be disposed of and completely complies with all applicable EPA guidelines.

Introduction United States Steel Corporation's, Texas Uranium Operations operates in-situ mines located approximately 70 miles north of Corpus Christi near the town of George West in Live Oak County, Texas. In 1977, Texas Uranium Operations became the operating entity for the Burns Ranch mines 100% United States Steel ownership and also operates the Clay West mines a 50150 joint venture of United States Steel Corporation and N M Uranium, Inc. Until mid-1982, Texas Uranium operated eight (8) satellites where uranium was captured on resin and two central plants where the loaded resin was eluted, acidized, precipitated and dried to yellowcake. At present, the Clay West Central Plant is operating, as are four (4) satellite plants in a mode designed to optimize results while depleting remaining reserves. United States Steel's Texas Uranium Operations, as have some other uranium producers, managed to continue successful production during the plunge to the recent floor price of $17. Despite the fact that United States Steel does not intend to continue as--a uranium producer beyond the life of its present reserves, we naturally hope the recent trend to the pre- sent price of $24 will continue to increase.

INTRODUCTION The environmental requirements of the next section of Washington, D.C. METRO subway tunnels present unique challenges to the Contractor. The 14th Street Tunnels contract includes twin 975 m (3200 linear ft) soft ground tunnels. A stringent environmental soil and groundwater monitoring and free product recovery program was specified by the owner. A project-wide dewatering program hinges on satisfactory completion of the environmental requirements. Implementation of the Contractor's environmental program is discussed, including the pros and cons of the program, as they relate to progress of the project. Environmental issues on tunneling projects have become an important part of the urban tunnel construction process. Delays associated with environmental issues can have a major cost impact on tunneling projects. This paper will discuss the first of five Washington Metropolitan Area Transit Authority (WMATA) tunnel and station contracts awarded in 1994. These contracts are part of WMATA's Fast Track Plan to complete the original 166 km (103 mile) system by 2001. As such, stringent environmental requirements have been specified as a part of these contracts to limit delays associated with local regulators in order that the tunnels may be constructed on schedule.

"While many classic mineral processing circuit design approaches rely on deterministic methods, numerous studies have shown that the uncertainty inherent to the various input parameters can significantly influence design decisions. In a separation circuit, many of the technical uncertainties can be mathematically represented as statistical distributions for the unit recovery and feed grade. These uncertainties are then propagated by the circuit design and reflected in the circuit performance indicators, such as product grade and global recovery. An effective design strategy entails identifying which units are most influential in this uncertainty propagation and thus merit further consideration. Unfortunately, few analytical tools provide this information, particularly those that rely solely on deterministic methods. However, one promising approach is through the application of Taguchi’s method, in a fashion similar to statistical tolerancing of manufactured products. Since the technical challenges are fundamentally similar, Taguchi’s method shows promise in evaluating the level of compounded uncertainty by various circuit designs while determining the role of each separation stage on the overall selectivity and variability of separation circuits. This paper demonstrates Taguchi’s method in several two and three unit circuit designs. INTRODUCTION AND METHOD DESCRIPTION Uncertainty in Mineral Processing Circuit Design Analysis and estimation of uncertainty propagation in mineral processing separation circuits is an essential and significant aspect of an optimal circuit design procedure. Most of the current circuit design methodologies have been constructed, implemented, and validated using a deterministic modeling approach. However, numerous studies have shown that the inherent uncertainty induced by uncertain design parameters can be a significant factor in many mineral processing applications (e.g. Kraslawski 1989; Xiao and Vien 2003; Ghaffari et al. 2012). Thus, an effective circuit design methodology must be able to quantify uncertainty in separation circuits with limited input data. This paper describes Taguchi’s method, as an experimental design technique, to approximate uncertainty in mineral processing applications, and then the similarity of results between Taguchi’s method and Monte Carlo Simulation is investigated. Monte Carlo Simulation The term “Monte Carlo Simulation” has been used to refer to a variety of stochastic simulation methods spanning a broad array of business, technical, and scientific domains. Most generally, Monte Carlo Simulation refers to numerical analysis which is based on (pseudo) random sampling from a domain of input parameters with a known statistical distribution. This methodology allows one to determine the distribution of expected results from a standard deterministic process model. Execution of a Monte Carlo simulation begins by identifying the domain of input parameters, statistical distributions for each parameter, and a deterministic process model which describes the anticipated result as a function of the inputs. Next, one discrete random sample is taken for each input parameter, considering the input distributions. The process model is then solved for this mix of input parameters, producing a single simulation result. This procedure is then repeated a “large” number of times, utilizing new randomly sampled input parameters for each simulation iteration. Once the desired number of iterations is reached, the results of each independent simulation are aggregated to produce descriptive statistics such as minimum, maximum, mean, standard deviation, kurtosis, and other distribution parameters. Given enough iterations, the Monte Carlo method fully explores potential synergies between the input parameters. How will the demands from the communities that are most affected by mining operations shape the mine of the future? How will technology and innovation be used to help miners reach deposits that are getting harder to access, and what are the dangers of this new world? Who will work at the mine of the future, and what will that work look like?These are questions that do not yet have definitive answers, but they are questions that need to be asked for the mining industry to move into a future that is as filled with uncertainty and challenge as it is with promise and opportunity.On Feb. 16, the 2015 SME Annual Conference and Expo and the 117th CMA National Western Mining Association conference began with a keynote address, "The mine of the future: Forecasting opportunities and challenges for the global mining industry." Panelists from five sectors of the mining industry participated in the session, which was followed by the conference and expo, that in large part, were also trying to answer the question of what the mine of the future will look like.In coming months, Mining Engineering will continue the discussions and answer some of the questions submitted by members of the 2,000-person audience during the keynote address in a monthly feature called, "Predicting the Mine of the Future," and in Thought Leaders Podcasts with the panelists and other industry experts."

The Mining Foundation of the Southwest will hold its 14th annual American Mining Hall of Fame awards banquet Saturday, Dec. 7, 1996 at the Leows Ventana Canyon Resort in Tucson, AZ. Each year, preceding the Arizona Conference of SME, the Mining Foundation sponsors this banquet to honor outstanding contributions by people in the mining industry. A permanent display of honoree vitae is located at the Arizona Historical Society in Tucson. Each year, one living award recipient and up to two honorees from mining’s history are chosen by the hall of fame committee and the board of governors of the Mining Foundation. In 1989, the foundation also established a medal of merit to recognize outstanding individual technical and professional contributions to the mining industry. And, in 1995, an award was created to recognize contributions made by companies and individuals in partnership with the mining industry. This year’s inductee is Richard de J. Osborne, chairman, president and chief executive officer of Asarco. He will also be the featured speaker at the banquet.

Silicon dioxide, silica, is the most common oxide in the earth' s crust. The health effects of silicon dioxide dust have been known since Biblical times. Agricola's book, published in the mid 1500's on occupational medicine, described a lung disease that afflicted miners. He observed a disease in miners that caused shortness of breath, coughing and wasting. Add fever, chest pains and fatigue and we have the current symptom complex of silicosis. As we approached the 21stcentury, the Labor Department began an aggressive campaign to combat silicosis-a preventable disease. Unfortunately, many publications do not clearly differentiate the polymorphs of silica known to mineralogists. Crystalline silica, i.e., alpha quartz, tridymite and cristobalite need to be considered differently from the amorphous forms of silica. Freshly fractured surfaces of the silica and host specific responses will be examined. Recent research focuses on the biologic interactions of free radicals generated by mineral particles. This results in cell injury and DNA damage, in turn leading to fibrogenesis and possibly carcinogenesis. In addition to particle-cell interactions, emphasis is given to lung defense mechanisms.

For every million ounces/year of gold produced by mining and process operations, each 1 % loss to tails represents 10,000 oz/year of production sacrifice. Recovering this lost gold would generate aditional revenue of $3 million/year at $300/oz. Similarly, if the average recovered grade is say 0.15 oz/st, every $0.45/st reduction in operating costs will result in equivalent annual savings of $3 million. This paper describes the application of a technique to realize such cash flow benefits for milling operations.

An understanding of the Florida Phosphate Industry, the mining practices and extraction processes and the historical development of the Industry, is essential to any consideration of reclamation. In the earliest days of the Industry, phosphate rock was produced by screening the phosphate pebble from the matrix. The waste, which consisted of overburden, clay, sand and fine phosphate, and was called "debris", was disposed of onto, either the adjacent surface area, or into mined-out pits. Since the Central Florida area was sparsely settled in those early days, there was no complaint from residents about contamination of streams or the resulting spoil piles - environmental concerns were non-existent. The development of the flotation process in the 1930's and the implementation of the flotation process in the early 1940's was a significant technological breakthrough in the Industry. This technique made possible the extraction of fine phosphate particles, and doubled the recovery of phosphate values from the matrix. However, the implementation of the flotation process produced a new waste disposal problem.

Computerized, real -time monitoring had its beginning in the U.S. coal industry in the early 1970's. Over the last 10 years, developments in technology have made systems available that are capable of monitoring and controlling many mine parameters that can increase safety and production. However, situations currently exist where computerized monitoring systems are not being utilized to their fullest capability. They produce reams of printed output that are not sorted in a useful format, and human operators are not able to react fast enough in emergency situations tn tile large amount of information that the systems generate. A solution is the application of an expert system as the interface with real-time monitoring. An expert system would use an extensive knowledge base and human-type reasoning ability to make decisions on optimum strategies. Expert systems have been applied successfully to problems in other industries, and could provide significant benefits to mine information management systems. The use of an expert system with real-time mine monitoring is discussed in this paper.

Although it is only utilized in a few U.S. longwall mines, a bleederless ventilation system can be an effective spontaneous combustion control method in mines with a demonstrated history of spontaneous combustion. In order to provide insights for the optimization of bleederless ventilation systems for U. S. underground coal mines, a computational fluid dynamics (CFD) study was conducted to model the spontaneous heating in longwall gob areas with a bleederless ventilation system. A single longwall panel with a bleederless ventilation system was simulated, and typical ventilation data for a longwall mine was used in the simulations. The permeability and porosity profiles for the longwall gob were estimated using a geotechnical model and were used as inputs for the CFD modeling. The effects of gob permeability and resistance of the collapsed entries on the spontaneous heating were studied. The effectiveness of nitrogen injection to prevent spontaneous heating in the gob was also examined. One of the most difficult problems in mining operation is how to determine optimum cutoff grades of ores at different periods over the lifespan of the mine that will maximize the net present value (NPV) of the mine. Cutoff grade optimization maximizes the NPV of a project subject to capacity constraints in the mine, mill and the market.. This paper describes the determination of a cutoff grade strategy based on K. Lane’s algorithm adding an iterative optimization factor calculated for every year during the live of the mine to maximize the project’s NPV. The introduced algorithm is a windows based program developed at Virginia Tech which coded in visual-basic within a spreadsheet environment (Excel). The resulting cut-off windows based program is a user-friendly tool which calculates interactively different mining cutoff grade scenarios. The benefits of the methodology are demonstrated using a hypothetical case study. The authors have observed an improvement of the total NPV using this iterative approach using a year by year optimization factor.

INTRODUCTION The United States Uranium Registry (USUR) tissue program was funded in 1978 by the United States Department of Energy (DOE) through its Human Health and Assessments Division, and registrant enrollment began in 1980. It is operated by Hanford Environmental Health Foundation (HERF), Richland, Washington, with support provided by Pacific Northwest Laboratory (PNL).** The USUR tissue program is the first systematic effort to contact and gain assistance of workers occupationally exposed to uranium and to seek and study uranium deposition in human tissue. This paper describes the program objectives, populations selected for study, procedures for enrolling workers in the program, types of tissue to be studied, and analytical procedures to be used. PROGRAM OBJECTIVES The objectives of the USUR tissue program are to: 1) Determine the distribution and concentration of uranium, if any, in the tissues of occupationally exposed workers. 2) Compare bioassay measurements of exposed individuals with the results of analyses of tissues obtained at autopsy. 3) Seek evidence of histopathologic changes related to any uranium deposition that may be present. 4) Conduct analyses of whole bodies, when available, to obtain more precise data on the uranium burdens, if any, in the body and organs, and especially the distribution in parts of the body, such as the skeleton, that are not usually accessible for sampling. 5) Develop data that will assist in evaluating a) the accuracy of current in-vivo measurement techniques, b) the propriety of existing regulations, and c) the adequacy of current protection programs. SELECTION OF POPULATIONS FOR STUDY Selection of the populations for the USUR tissue program was based on studies of the United States Uranium Registry described elsewhere (0c81). Potential populations for study were quite varied because of occupational exposure to different chemical forms of uranium, different levels and eras of exposure, varying ability to identify populations exposed in the past, and the general interest and cooperativeness of the populations. Nevertheless, certain identifiable populations emerged that were both willing to participate in the study and likely to provide useful information. Among the targeted populations are individuals who were exposed to uranium prior to the existence of modern exposure standards. These individuals are presently being enrolled by the USUR. The reliability of concentration and distribution data and the demonstration of effects are more likely in such individuals than in those who have received less exposure. However, the targeted groups also include individuals who Have been exposed to permissible levels of uranium, and reference employees in uranium plants who have not worked with uranium. The lesser exposures are of immediate interest because of the rarity of heavy exposures under current standards. The sampling of potentially exposed individuals with negative in-vivo measurement results may serve to check the adequacy of in-vivo measurements in the detection of deposition. [ENROLLMENT PROCEDURE] The enrollment of participants follows three patterns. 1) Presently employed workers are enrolled by the cooperative efforts of USUR staff with the medical, industrial relations, and/or health physics personnel of the uranium facility. Volunteers may be enrolled by medical personnel at the time of their physical examination or by health physics personnel at the time of a bioassay or lung counting procedure. Follow-up after initial contacts with currently employed uranium workers is carried out by on-site personnel, but subsequent follow-up is the responsibility of the Registry. 2) Retired workers are contacted by mail, with a covering letter from their former employer supporting the principles of the study but leaving participation in the program on an entirely voluntary basis. 3) An alternate method of enrollment is to obtain a USUR autopsy consent after death from the next of kin. As part of enrollment in the program, permission is requested for access to the individual's medical and exposure data, and a short occupational history is filled out. The autopsy permission agreement signed by the individual is for an initial period of 5 years; the USUR ordinarily seeks renewal of the agreement upon its expiration. While this agreement provides

Power cable costs are only a small part of total mining costs. So many mine operators consider power cable failure and resultant downtime as part of the cost of doing business. But, viewed in terms of lost production, these costs can be quite significant. Now one company, Cablec, seeks to cut cable costs by upgrading the polymer compounding process used to make cable insulating and semiconducting materials. Cablec is the leading manufacturer of electrical power cables in North America. And with about a third of the market, Cablec is the largest supplier of power cable to the mining industry in the United States. To improve its products, Cable has entered the polymer compounding business. In July, it began producing insulator and semiconductor polymer compounds at its plant in Indianapolis, IN. "This new facility provides a quantum leap over conventional compounding methods," said Harry C. Schell, Cablec's president and chief executive officer. "The Cablec polymers plant is producing a dramatically higher standard of polymer compounds that provide significantly higher levels of performance and improved life cycle costs for power cable." Cablec faces tough foreign competition in the wire and cable business. Competing on price alone is difficult, particularly when foreign producers are state subsidized. So Cablec feels the best way to compete is to establish new quality production standards. The company's new polymers plant is one way to do this. By increasing purity control and uniformity in polymer compounding, Cablec says its power cables will last longer and fail less often. A typical medium voltage cable consists of a conductor, conductor shield, insulation, insulation shield, metal shield, and jacket. The conductor shield and the insulation shield are conducting polymers. Contaminants and imperfections can occur within the insulation, at the conductor shield/insulation interface, or at the insulation shield/ insulation interface. Over time, these contaminants and imperfections can decrease the electrical strength of the cable or cause premature cable failure. The effort to minimize the number and size of any possible contaminants begins with pure polymer compounds mixed in a clean facility. However, most power cable manufacturers manually handle raw materials, use ethylene/propylene (EP) in bulk bales, and mix polymercompounds in open Banbury mixers. The quality and uniformity of polymer compounds is also impacted by temperature variations in the mixing process. This results in wide gradations of product consistency from batch to batch and ultimately contributes to power cable failure. Cablec says the improved polymer compounds from its state-of-the-art plant will be the purest and most consistent insulating and semiconducting materials available. The plant itself RCA spent $18 million to build Cablec's Indianapolis plant. RCA used the facility to mix specialty polymer compounds used to make video disks. RCA had two considerations in mind for the plant, cleanliness and uniformity of the compounds. However, when the video disk market failed to materialize, RCA sold the 46.5 dam 2 (50,000 sq ft) plant to Cablec for $3.1 million. Cablec invested an additional $3 million for modifications and increased production capabilities. Today's replacement cost for such a facility is estimated at $30 million. Cablec says the plant will set a new standard for performance and be economically difficult to duplicate anywhere. One of the essential elements of the plant's clean process environment is the air intake system. It filters contaminants greater than 2 um, less than one-fiftieth the current industry standard. All material handling and conveying areas in the facility are air-locked. This keeps out contaminants such as smoke, dust, and pollen. Banks of pneumatic pumps move polymer components through the system and continually filter the air. The plant also has a backup air intake system. No process downtime due to pump failure here. From the time raw material enters the plant, it is stored, transported, and processed in filtered air by an airtight stainless steel system. The stainless steel resists rust and corrosion. This further eliminates the danger of contamination from paint or rust particles in the conveyance network. Mining equipment maintenance costs account for a major portion of a mine’s total operating expense. A reduction of maintenance costs while providing required equipment availability translates directly into increased profit for a mine. Therefore, having in place a successful maintenance program can be management’s most direct route to increased profits. One key element of a successful maintenance program is a practical and effective recordkeeping and information system. In recent years, many mining operations have invested in the development or purchase of computerized maintenance information systems. Computerized maintenance information systems can serve as a valuable tool in managing mining-equipment maintenance. They can also be a costly, frustrating waste of time. Why are some systems successful at one operation but a failure at others? Should all mines use computerized maintenance information systems? How does management decide what maintenance software is best for their operation? In an effort to to answer these questions and to better understand what is required to make a mining maintenance information system successful, a study was recently conducted on maintenance information systems used in the mining industry.

In the early 1900s, vat leaching was a common process for treating gold ores. It was, however, labor intensive and was abandoned in the 1930s. Technology advances in recent years, though, have caused vat leaching to once again become a viable alternative in precious metal processing. At least three plants have been built. Others are being considered as alternatives to agitation and heap leaching. What is vat leaching? Vat leaching is a process in which ore is crushed and screened to a size of between 6 to 12 mm ( 0.25 to 0.5 in.) This crushed ore is placed in a large, boxlike container where an alkaline-cyanide solution is added and later removed. The process might be likened to indoor, controlled heap leaching. The ore does not require fine grinding in a ball mill. Therefore, capital and operating costs are lower than agitation treatment. But the extra handling causes costs to be slightly higher than heap leaching. If any amount of fines is present, the ore should be agglomerated.

Through the early 1980s, surveying at Bingham Canyon required a great deal of repetitive and manual work. The advent of total station surveying equipment provided an opportunity to improve the speed and accuracy of surveying work while reducing manpower needs. An evaluation was made of total station systems and their ability to meet the surveying requirements of Bingham Canyon. This culminated in the purchase of a total station system as the mine reopened in 1986. The surveying department at Bingham Canyon during the early 1980s consisted of three, four-man crews using theodolites and self-leveling levels to perform the majority of the field work. Office work involved data reduction and hand plotting. Although hand-held programmable calculators were used, a great deal of time was spent manually transferring field notes to final calculations. After shutting down in early 1985, plans for start-up of mining operations in 1986 included a review of all aspects of the operation for cost and productivity improvement. Applying total station survey capabilities offered the potential to improve surveying accuracy and speed while reducing manpower needs.

Comminution is an integral part of the mineral extraction process. However, the influence of the comminution method (ball and rod mills) on silica and magnetite particle shapes has not been substantially investigated. Shape parameters for fractions of -250+212, -150+125, and -106+75 μm sizes were examined utilizing a scanning electron microscope and a Clemex vision PE image analysis system. The silica particles displayed higher elongation and flatness parameter values for rod mill products, but roundness and relative width parameter values of rod mill products are less than that of the ball mill products. Magnetite particle elongation and flatness parameter values of ball mill products in fraction sizes of -250+212 and -106+75 μm are larger than rod mill products, but roundness and relative width parameter values of ball mill products are smaller than rod-mill products, but for the -150+125 μm size range the result is converse. Furthermore, particle elongation and flatness increased with decreasing particle sizes of silica, whereas, roundness and relative width decreased for both Ball and Rod Mills. In case of magnetite, ball mill products displayed an increase of flatness and particle elongations with decreasing particle sizes but flatness increased and roundness and relative width decreased. Similarly for rod mills, magnetite fractions of -150+125 μm were found to have the largest values of elongation and flatness. INTRODUCTION Comminution alters the size and shape, causes lattice distortion, changes chemical composition, surface area, surface-free energy, and polymorphic transformation of all materials. The quantity and quality of such changes depend on specifications of the material feedstock, the type of mill being utilized, the specific energy input, ambient temperature, and environmental pressure [1]. The shape difference between the milled products depends on different grinding mechanisms and the respective breakage principles that these mechanisms depend on [2, 3]. With decreasing particle sizes, the nature of the particle surface become crucial [1]. The influence of the breakage technique has been found to be non-trivial and heavily dependent on the type of grinding mill used for particle size reduction [4]. Shape is an important industrial parameter for predicting particle behavior in downstream processes. The shape parameter affects the way particles burn, compact, are recovered, flow in fluids, sinter, float, agglomerate, fluidize, interact with pulmonary tissue, cut, abrade, react with chemicals, form structural materials, and retain and permit fluids to flow [5, 6]. The distribution of particle sizes and shapes are important for mining, civil and chemical, pharmaceutical, and various other industries with interest in the population modeling of atmospheric dusts, smoke, and grit [1, 3, 6]. The shape parameter not only affects the chemical, physical, surface properties of particles but is also important for downstream processes [5, 6]. Image analysis has been found to provide detailed information about size and shape of the particles and can be used for the control of product quality [4].

The practice of Countertrade and all of its variations has increased dramatically during the last five years in great part due to the worsening world economic situation and the Third World's increasing debt problems. Conventional wisdom has held that the goods finding their way into countertrade will tend to be manufactured goods of ever increasing value added. It is my contention that this has not been the case. The continued depression of most metals and minerals prices has conspired to keep a great number of metals and raw materials in the forefront of countertrade negotiations. The concept that if a country needs hard currency it will simply sell metals into world markets for cash has been significantly modified by countertrade which encourages subsidies for raw materials which are in turn funded by higher prices for the manufactured goods which the country must import. Countertrade is a term that is relatively new to most of us who have been involved in the international trade of metals and minerals, but it is one that we will continue to hear more of in the future. Countertrade as it is generally known today had its beginnings after the Second World War in Eastern Europe. As the shattered economies of Europe struggled to right themselves, a "cashless" system of trade developed. This system included such ancient concepts as barter as well as more modern ones like bilateral clearing agreements. For over 30 years countertrade was confined mainly to the COMECON nations and their various trade protocols with Third World nations. If metals and minerals were involved, there was little disruption of world markets by such examples as Cuba shipping ferronickel and sugar cane to the U.S.S.R. for a host of manufactured goods and oil. As the world's economy began to slow in the late 70's and the debt crisis began in earnest in the early 801s, this all began to change. As more and more nations which had previously been almost totally dependent upon their mineral wealth over-extended themselves in an attempt to industralize, they concurrently found their income from minerals falling, due to the decreased demand and subsequently lower prices available in the marketplace. At first these nations attempted to balance their payments by promoting the sales of their high value-added manufactured goods. We have all heard numerous examples of U.S. companies going to sell their high technology products in Rumania or Yugoslavia and being confronted with counterpurchase requirements for machine tools, shoes or drill bits. When faced with these demands, a number of companies chose not to sell into those markets while others merrily signed up the obligations without much intent to carry them out. The Performance Bonds required were generally minimal, especially when considered in light of the high margin inherent in high tech items; and the penalty clauses were equally small or nonexistent. A third group of companies actually tried to buy the machine tools or drill bits either for their own internal use or resale but found that due to poor quality and high prices, they were faced with a difficult if not impossible task. This is not to say that no one was able to fulfill a countertrade requirement, but the success ratio on these transactions was incredibly low. This was one of the major contributing factors to the reputation that countertrade has gained as a discipline ... "that it is mostly talk and very little action."
