Traction of mining vehicles is well understood for a variety of unfrozen road surfaces, allowing optimal design of mine access and haulage roads. However, no such characterizations exist for the frozen or partially frozen surfaces typically encountered in Northern regions. Recent work by U. S. Army researchers suggests methods for characterizing roadway traction for any vehicle on the basis of test measurements made with a standard test vehicle. Such a test vehicle was designed, and several sets of test data were recorded at the onset of winter in Fairbanks, Alaska. This work suggests methods for future research and possibilities for the use of such research in designing drive systems, tires, and mine roads for Arctic and sub-Arctic mines.

This paper discusses the design of long panels for longwall mining at Twentymile Coal Company (TCC) from conception to implementation. The case study of the long panels at Twentymile includes extensive mine plan reengineering in the early 1990's to world record production months in 1996 and 1997. The obstacles of subsidence engineering, environmental regulations, conveyance, ventilation, equipment design, and continuous miner (CM) development timing had to be overcome to successfully begin longwall production within a 4 year time frame. The background and some detail for each of these areas listed will be discussed to show how the coordination of many facets must be pulled together to implement a successful long panel mine plan.

Mining companies have been required to enter a "new era of management" in the 1980's as they strive to become more efficient in an increasingly competitive market place. One response for many companies has been to modify their mine accounting systems to make them more effective for cost control and decision-making. Eight Mine Weather Stations (MWS) installed at the Waste Isolation Pilot Plant (WIPP) to monitor the underground ventilation system me helping to simulate real-time ventilation scenarios. Seasonal weather extremes can result in variations of Natural Ventilation Pressure (NVP) which can significantly affect the ventilation system. The eight MWS(s) (which previously collected and stored temperature, barometric pressure and relative humidity data for subsequent NVP calculations) were upgraded to provide continuous real-time data to the site wide Central Monitoring System. This data can now be utilized by the ventilation engineer to create real-time ventilation simulations and trends which assist in the prediction and mitigation of NVP and psychrometric related events.

?Energy-related systems: wind, solar, electric are typically materials intensive. As new technologies are widely deployed, significant quantities of the elements required to manufacture them will be needed. However, many of these unfamiliar elements are not presently mined, refined or traded in large quantities, and, as a result, their availability might be constrained by many complex factors. A shortage of these ?energy-critical elements? could significantly inhibit the adoption of otherwise game-changing energy technologies. Pioneering work with pilot scale autogenous grinding started in Boliden 1956. From 1961 to 1991 eleven fully autogenous grinding (AG) circuits have been installed at various concentrators within the Boliden company. A compact two-stage grinding system was de- signed in the beginning of 1970s. The system included a pebble extractor which feed the secondary grinding stage with grinding media. The APC grinding system (Autogenous/Pebble/Crusher) is a further development of the AG concept. A new design of the Boliden pebble extractor together with improved control strategy make the performance of the APC system suitable to almost any ore quality. The Boliden AG concept is probably the most cost efficient grinding system of today.

In the past, when phosphate rock quality was good, few paid attention to any of the impurities or other qualities associated with phosphate rock. In general, they had little or no effect on the ability to make the phosphate products for the market. However, as phosphate rock quality declined, it was apparent to the rock consumers that the individual impurities had a significant impact on their processes. FIPR is presently funding an analysis of operating plant data to determine the range of the effects of rock impurities on production plant performance. The study will not be completed until 2002. IMC has agreed to share some of the information they had developed in the early 1990s.

Two separate studies investigated the compressive strength of basic igneous rocks and its relation to index properties such as porosity, density and soundrave velocity. The rocks tested were weathered dolerite from S. W. England and vesicular lavas from California. In both cases strength was affected considerably by porosity. In the dolerite, strength was also affected by fissures (microcracks) which were formed in the parent rock by shearing and later accentuated by weathering. While test results show that porosity, density and sound velocity are not reliable indices of rock strength, these properties are useful in interpretation of strength test results. Index testing can be used to classify samples according to similar behavior and to recognize the influence of fissures.

This paper discusses the process utilized by the City of Portland Oregon’s Bureau of Environmental Services (BES) to procure and compensate Impregilo-SA Healy (I/H)for the West Side Willamette River Combined Sewer Over?ow (CSO) Project. The contract method is a three-phase process consisting of qualifications based contractor procurement, pre-construction phase design assistance/construction planning, and facility construction where the contractor is compensated on a cost reimbursable-fixed fee basis. The paper focuses on pre-construction phase lessons learned from the development of the contract general conditions, establishment of a construction budget and cost control program, incorporation of contractor recommended design changes, and development of a subcontractor procurement program for construction.

In 1967, development of the Cyprus Thompson Creek molybdenum deposit began near Challis, ID. The first mining claims were staked on an intrusive rock out-crop. Exploration continued for 14 years. In 1978, the decision was made to develop the deposit. In Dec. 1980, approval was received for the environmental impact statement and facilities construction and waste rock removal began. By the middle of 1983, 126 Mt (139 million st) of rock had been removed and all facilities completed. Location The Thompson Creek project is located about 58 km (36 miles) southwest of Challis in Custer County, in south central Idaho. The mine and mill are situated between 2.2 and 2.6 km (7,217 and 8,530 ft) in elevation. The project is located in an isolated area. In 1985 the Pittsburgh Energy Technology Center (PETC) of the U.S. Department of Energy (DOE) conducted a study to evaluate the emerging selective agglomeration processes (Killmeyer, 1985). This paper covers a recent similar study evaluating an associated technology, the emerging advanced froth flotation processes. This study has goals similar to those of the 1985 study: to evaluate the emerging froth flotation technologies collectively and determine how far they have progressed in their ability to clean ultrafine coal, and to assess the differences among the participants. The major concern again in this study was not the level of development, nor the economics of each individual process but only the current technical performance.

As part of a program to address the long-term need to ensure adequate supplies of domestic phosphate raw materials, the Tennessee Valley Authority (TVA) has conducted considerable research on dolomitic phosphate rock beneficiation. The discovery that alkyl diphosphonic acids act as phosphate mineral depressants led to the development of several processes involving a carbonate flotation step for the effective beneficiation of these problem ores. Most recently, a partial deoiling process in which the reagent consumption is greatly reduced has been developed. The reduction is achieved because part of the initial feed is beneficiated without passing through the separate carbonate flotation step. Using this method, a phosphate product containing 30.6-30.9% P2O5 and 0.7-0.8% MgO was obtained from a Florida dolomitic phosphate pebble that contained about 23% P2O5 and 2.0% MgO. The P205 recovery was 80.8-86.5%.

The announcement of a high-grade ore intercept near Wenatchee, Chelan County, WA, by Asamera Minerals in 1983 triggered widespread interest in this old gold mining district. The district has a long history of exploration and production and was actually one of the few underground gold mines that operated in the post World War I1 years in the US. Gold occurs in a north-trending structural zone in folded and faulted Eocene arkose intruded by andesite and dacite dikes having dates in the 42 to 50 m.y. range. Ore has been mined selectively from ladder veins perpendicular to the trend, from the south end of the trend near Squilchuck Creek. These veins narrow and silicification becomes pervasive northerly where wider zones were caved later in the operation. Recent discoveries at "B" reef at the north end are also in wide zones of silicified arkose. The gold lodes originally cropped out as prominent silicified and iron-stained ridges that were described in the early days as "reefs." The early discoveries were made in out- crop about a hundred years ago, and two claims, the Gold King and Macbeth lodes, covering the most prominent out- crops on the north side of Squilchuck Creek, were staked in 1885 and patented shortly thereafter. A five stamp mill was erected in 1894, but failed to liberate gold for amalgamation. The two patented claims were acquired in 1934 by J. Keegan, who carried out limited exploration and shipped small amounts of flux ore to Tacoma during the next few years. There was no substantial exploration or development of the claims, however, for several years after that time, and ownership of the claims eventually passed to a series of trusts administered by a bank in Seattle.

As Assistant Director for Program Support for the Office of Surface Mining Reclamation and Enforcement (OSM), a bureau of the U.S. Department of the Interior, I am responsible for the regulatory and abandoned mine land programs under the Surface Mining Control and Reclamation Act of 1977, which governs the environmental impacts of coal mining. My perspective is influenced by my current position and my previous positions in government and private industry. Sustainability is a cooperative effort of many parties and can only be achieved if each assumes their responsibilities for making it happen. I will highlight some of my thoughts on the role of government in achieving sustainability in the mining arena.

Mining at Phoenix is currently done by surface operation in the Fortitude and Bonanza Pits, at a combined rate of approximately 110,000 tons per day. A portion of the ore bodies targeted by these pits was mined previously by underground mining methods, dating back to the mid to late 1800?s. Most of the underground workings (voids) are located in the west central area of the Bonanza Pit. The surface operation requires excavation through voids, and there is a risk of pit floor subsidence that has to be addressed. This paper presents a review of the risk mitigation measures that were implemented to reduce risks to people and equipment working in the area.

Borehole mining, as a viable concept for recovering deep sedimentary mineral resources, historically has been long on promise but short on results. Application of the technology seems best suited for recovery of Miocene phosphate resources on the East Coast of the US. These deposits are potentially enormous in scope and underlie sections of the coastal plain and the near offshore continental shelf. The landside portion of these deposits is generally too deep to mine using conventional open pit methods. Recovery of these minerals requires development of alternative mining systems. A significant proportion of the offshore resources appear to occur at depths below the practical limits of cutter suction dredges and may even exceed the limits of bucket ladder dredges. In most cases, these deposits are covered by overburden that must he removed and redeposited before the mineral section can be mined. The depth, thickness, composition of overburden and environmental sensitivity of a particular location would greatly impact mining system selection. It is probable that dredging would not be an environmentally acceptable mining method in many of the areas underlain by this phosphate rock. In cases such as these, new processes such as borehole mining must be evolved or the resource will remain undeveloped. A borehole mining test program, using an existing prototype borehole system, successfully extracted Miocene phosphate in northeast Florida in 1984-1985. The top of the main mineral zone was 80 m (261 ft) below the surface. Based on the results of this test program. plus subsequent laboratory testing and engineering studies, a new prototype borehole mining system was designed in 1986. This design incorporated several innovations of offering potentially higher productivity and lower power consumption than was achieved with the previous test unit. Economic restraints at that tine prevented the actual construction and testing of this new design.

A new method is proposed for measuring the grindability of solids and the energy efficiency of grinding mills. The method is based on a similarity law of fracture mechanics for elastic materials in conjunction with the self- preserving character of the size distributions formed when feed particles are comminuted individually in compression. The single-particle grindability index reflects more closely the inherent resistance of a solid to size reduction than the grindability indices currently in vogue. The performance of grinding mills is evaluated in comparison with the single-particle breakage mode, which has the highest energy utilization or efficiency of all mechanical grinding routes. For a given set of stipulations, the performance index of the commonly used ball mill when grinding dolomite is found m he only 21%. compared to 44% for the high-pressure roll mill, a newly-invented energy-efficient mill. The difference is also reflected in the energy consumed per unit mass offines produced when closed-loop grinding circuits are simulated, which shows that the high-pressure roll mill circuit is invariably more energy-efficient than the ball mill circuit, provided the energy input per pass through the mill does not exceed a prescribed limit. Theoretical upper bounds on the yield of the ground product in a desired size range and lower bounds on the energy investment are calculated from the single-particle breakage mode which has, apart from the highest energy utilization efficiency, a minimum dispersion in size of the comminuted particles. Data on theoretical hounds for seven minerals/ores are presented. It is argued that it is unlikely that a grinding mill can be designed and a comminution circuit constructed whose performance exceeds these bench-mark values.

Following a severe recession in the early 1980's, mining companies have taken significant steps to improve metallurgy and reduce operating costs. They do not view chemical reagents and the long-term relationship with reagent producers the same way they did two decades ago. This paper discusses the general perspective of changes that have taken place over the years, especially with respect to cost of production, selling price and environmental constraints. A cooperative program between the consumers and producers of chemical reagents is recommended to understand each other's problems and identify the present and future needs of the mining industry. This approach will be beneficial to the long-term survival of both parties.

Gold in many ores occurs in sulphides, which, if the gold is finely disseminated, renders the ore refractory and therefore not amenable to the simple process of milling and cyanidation. Traditional methods of treatment of these refractory ores is to produce a sulphidic flotation concentrate which is roasted to form a porous calcine from which the gold is recovered by cyanidation. The roasting process imposes a constraint of a minimum sulphur grade of the concentrate on the flotation plant, which may lead to a lower gold recovery being achieved in the flotation section. Thermal decomposition of the concentrate by roasting means that the sulphur contained therein has to be treated and disposed of in an environmentally acceptable manner; and, if arsenopyrite is present in the concentrate the environ- mental aspects will be worsened. It has long been recognized that finer milling of gold-bearing materials improves the liberation of gold, especially when the gold particles are very fine. After extensive laboratory and pilot plant investigations (Liddell, Patents), a suitable mill has been developed for the mining industry by Metprotech, which is capable of producing very fine grinds (down to 90 percent passing one m if necessary). In the course of the investigations it has been found that a large number of gold-bearing materials are amenable to fine milling. A specific advantage that fine milling of sulphidic materials has over oxidative processes such as roasting and bacterial leaching is that the sulphides are not decomposed and there is therefore not a sulphur disposal problem. Furthermore, the milled sulphides can become a future sulphur feed source, and can be reclaimed if necessary. A further feature of the Metprotech process is that it is possible to add cyanide to the mill feed

Popular concepts of resin and conventional roof bolting The conventional roof bolt with shell anchor was first introduced for coal mine entry support in the late 1940s. The general concept of a reinforcement mechanism for this type of bolt is suspension. This means the shell anchor must be anchored well inside a competent rock stratum (such as sandstone, limestone or firm shale) so the bolt suspends the underlying weaker strata. This concept has and will continue to dominate the use of conventional roof bolts. Under this concept, the conventional roof bolt is not suitable for the stratigraphic sequences in which a strong, firm stratum is not available within the economic anchorage horizons.
