Even before the energy crisis developed in the early '70's, considerable research world-wide was being directed towards the development of schemes to both reduce the energy requirements and to reduce air pollution emissions associated with the manufacture of glass. In many cases the sought-for solutions would benefit both objectives. If, for example, the glass batch could be consolidated into such compact forms as briquettes or pellets, they could be preheated in a moving-bed heat exchanger with the high-temperature exhaust gases from the glass furnace. Lower furnace temperatures would thus be possible with a corresponding reduction in heat losses and total fuel consumption. Moreover, the lower temperatures would also reduce the amount of nitrogen oxides generated in the furnace and emitted to the atmosphere. Many tests on consolidated glass batch have been run in many countries. In some cases, extended tests on production furnaces have also been included in the programs. For various reasons, however, none of these has proved to be economically attractive. The current, but temporary lull in the rapidly rising cost of energy which has been with us in recent years, has reduced the push for research for energy saving means for melting glass. A few of the current programs will be discussed. Since raw material requirements, primarily physical in nature, are affected by some of these schemes, these will also be considered.

With the exception of reports on commercial deposits of kaolin, fuller's earth, and other specialty type clays, there is little published information on the extent, properties, and potential uses of the clay resources of Florida. Recent studies by the Florida Bureau of Geology in cooperation with the University of Florida and the U.S. Bureau of Mines have proven the existence of two extensive Miocene clay deposits, one in peninsular Pinellas County and the other in southeastern Charlotte County. Drilling and subsequent testing of the clays from these deposits indicate their potential for economic development. Both deposits consist of montmorillonite type clays, have an average thickness of 25 to 35 feet, and are overlain by unconsolidated Pleistocene sediments. Preliminary firing tests indicate that the clays from Pinellas County are a potential raw material for lightweight aggregate production. The clay has good bloating characteristics across an acceptable temperature range with a resultant aggregate density of less than 1.00 specific gravity. The clays from Charlotte County have poorer natural bloating characteristics but might well be used after treatment or with additives. The economic potential and locations of both deposits emphasize the need for locating similar clay resources in the state that might have economic potential so that land use planning and subsequent urbanization will not prohibit their development.

Introduction Treatment of ores to recover metal and mineral values results in waste materials usually in the form of dilute slurries. The US Bureau of Mines (USBM) investigated a technique for dewatering phosphatic clay waste by flocculating with polyethylene oxide (PEO) and dewatering the resulting floes on a static screen and/or trommel screen (Schemer et al., 1985). In the investigation, it was determined that PEO was far superior to polyacrylamide polymers for this type of dewatering. This paper discusses reasons for this superior performance. Comparison of PEO with polyacrylamides Dewatering experiments were conducted by adding PEO solution from a burette to a stirred clay slurry. The dewatering endpoint was characterized by rotation of the floc mass as a unit, a clear supernate, a maximum floc size, and a minimum floc volume. Additional water was removed from the floes by hand squeezing (Schemer et al., 1985). The clays investigated were sodium, potassium, magnesium, calcium, and aluminum exchanged montmorillonite and attapulgite. Nine commercially available (Superfloc) polyacrylamides were compared with PEO at two polymer concentrations. Results are summarized in Table 1. The solids content of the dewatered clays ranged between 24% and 33% and was highest for PEO-treated material. These results and the data in Table 1 indicate that PEO is superior to polyacrylamide in terms of polymer dosage required. Superflocs 16 through 128, like PEO, are nonionic and should give similar results to those for PEO if the flocculation mechanism is the same for both type polymers. Superflocs 204 through 214 are anionic with increasing anionic character from 204 to 214. Generally, the anionic polymers gave the best results for the polyacrylamides tested, but in terms of dosage they were not as good as PEO. Correlation between flocculation and dewaterability of waste slurries The overall mechanism for mechanically induced clay dewatering is not completely known, but certain observations can be made. For instance, when a polymer is adsorbed on a clay such as montmorillonite, the polymer desorbs interlayer water. Polymer adsorption is driven by favorable entropy changes associated with this water desorption. It is also known that the -CH2-CH2- links of the PEO chain are sufficiently hydrophobic to lead to physical adsorption of the polymer (Theng, 1979). For montmorillonite slurries, the sheet-like fundamental particles, called tactoids, consist of a small, variable number of aluminosilicate layers together with interlayer water and exchange ions. The flocculation process consists of adsorption of polymer on the tactoid. Loops and tails of polymer that extend into solution then adsorb on another tactoid, forming a bridge. Mechanical action, induced by hand squeezing or in a trammel, joins the bridged tactoids face-to-face and edge-to-edge to form regions of high density. Similar orientation effects are observed for the needle-like attapulgite crystals (Schemer et al., 1985). Proposed flocculation model Generally, statements concerning flocculation and dewaterability apply to both PEO and the polyacrylamides. However, PEO has additional interaction with the clay material when compared with polyacrylamides. PEO is a polymer with repeating -CH2-CH2-O- groups and interacts with montmorillonite through a water bridge whose strength is greatly influenced by the exchange ion. Some of the most difficult coal mine roof in the U.S. can be found in the Illinois Basin. Factors contributing to the high roof fall rate include: weak moisture-sensitive roof rock, high horizontal stress, and limited longwall mining. The depth of cover ranges from 90-1,000 ft and roof damage from horizontal stress can be severe. Moisture sensitive-roof rock is common above the Springfield-Harrisburg Herrin #5 and #6 seams in the Illinois Basin, and contributes to roof skin deterioration. The roof fall rate increases significantly in the humid summer months. The National Institute for Occupational Safety and Health (NIOSH) has shown, using lab and field studies, that highly moisture-sensitive roof rock can be directly correlated to poor roof conditions. Controlling the skin is the key to reducing rock fall injuries, and roof screening is, by far, the best remedy. Illinois Basin coal operators have been successful in reducing the number of rock fall injuries in recent years. NIOSH has documented best practices for screen installation which has resulted in safe, efficient operations. Other solutions to skin failure include: the use of denser five bolts per row patterns to reduce spans between bolts, systematic supplemental support in intersections, straps and large pans protecting operators, and air conditioning to remove moisture from the intake air.

The U.S. Bureau of Mines, in an effort to improve coal conservation and utilization is currently investigating longwall panel layouts to maximize coal recovery and minimize interactive problems in multiple-seam operations. When longwalling coalbeds in descending order, the transfer of stress from overlying gate roads is a major design constraint affecting pillar stability in the lower mine. The lower mine gate road pillars must be properly designed to withstand the additional load transfer if gate roads are superpositioned in successive seams. The Bureau's MULSIM/NL model was used to analyze load transfer mechanics for superpositioned gate road pillars. Analysis of Longwall Pillar Stability (ALPS), which is an empirically based design method for longwall gate road pillars, was used to calibrate model input parameters. The attributes of both the MULSIM/NL model and ALPS were combined to develop a modified method for estimating pillar stress for multiple-seam cases. The modified method uses a multiple-seam (MS) factor to estimate the stress on the lower mine gate road pillars when superpositioning is practiced. Numerical analysis shows that the MS factor is dependent upon the interburden thickness and pillar width and is presented in a series of graphs relating these two parameters. Several examples are included to illustrate the use of the MS factor for estimating lower mine pillar stress and resulting stability factors.

Silicon is usually considered to be a useful metallic alloying element. To be more truthful, it is not a metal at all, but a semiconductor, whose electrical resistance (when pure) is high and decreases with temperature. We will join the metallurgists, at least for this paper, and refer to it as a metal. In its commercially available form, silicon is metallic in appearance, brittle, with a density of 2.33, less than that of aluminum. Silicon dioxide or quartz has a high heat of formation, which not only makes the metal a useful reductant for other materials, but also makes it difficult to reduce from its ore. The melting point is 1412°C, slightly less than steel, but substantially higher than aluminum or cast iron. The alloys of silicon with iron, usually called ferrosilicons, have some unique advantages. The melting points of most alloys are substantially below those of iron or silicon (Fig. 1). The two major compounds formed (FeSi and FeSi2) help somewhat in the reduction of silicon by their energies of formation, but the influence of these phases on the mechanical properties is more important. Four major groups of alloys are made -- silicon metal (>95% silicon), 75-85% ferrosilicon, 50% ferrosilicon, and silvery pig iron (12-22% silicon). The alloys between 50 and 65% silicon and between 25 and 40% silicon are normally avoided because of structural instabilities, presumably of the two compounds, leading to disintegration of the alloys on cooling.

History of the feldspar industry in the United States has been summarized by DuBois (I)*. The earliest production of feldspar in the United States is reported to have been from Mitchell County, North Carolina, about 1744, with the product shipped to England, In about 1825 several pegmatites were worked to a limited extent in Connecticut, with the production shipped to England. The first feldspar grinding facility was constructed about 1850 in Connecticut, with chaser mills used. Feldspar has been produced continuously in the United States since about 1870. Feldspar is produced from the following states: North Carolina, California, Georgia, Connecticut, South Carolina, South Dakota, Kansas, Oklahoma, Virginia, Arizona, and Wyoming. Total United States production for 1969 will amount to approximately 900,000 tons. The most current published figures for world production is 1966, at which time 2,165,000 tons was produced. It is estimated that world production of feldspar for 1969 will amount to 2,410,000 tons. Historically, feldspar has been produced by hand sorting and hand cobbing of coarse block feldspar obtained from the intermediate and wall zones of zoned pegmatites. In the United States the reserve of known block feldspar, recoverable by hand sorting is nearing depletion. More emphasis is now placed on feldspar sources contained in finer grained rocks, especially coarse granites or fine-grained pegmatite and beach, dune, and river sands from which the feldspar is obtained by beneficiation.

The overall economics of a coal production unit are governed by a number of interdependent parameters which individually and collectively affect the final result. A business judgement is measured through return on investment considerations and in this respect, a sensitivity analysis proves useful. Figures 1 and 2 show how the various parameters affect return on investment through unfavourable change from planned or expected values. In the case of metallurgical coals, the selling price negotiated is the primary and most sensitive variable, followed by transportation, clean coal yield and capital funds invested in mining. It is clear that coal preparation plant capital and operating costs are the least sensitive to R.O.I. For energy coals, the selling price is determined by heat energy content (x cents per million BTU's) and is therefore not con¬sidered as an interdependent variable. In this case, transportation cost is the major primary factor affecting the level of income. Again the amount of saleable clean coal or total yield has a major effect on return on investment. Most of the factors considered in Figures 1 and 2 are fixed and unfavorable change from planned values becomes critical but clean coal yield is to a great extent controllable during actual operations. Once the theoretical yield for a particular coal has been determined, the optimum return is achieved by approaching this theoretical yield as nearly as possible in practical commercial operation.

Compressed air is a relatively inefficient yet very convenient vehicle for transmitting mechanical energy. It is inefficient when compared to, say, hydraulic or electric energy systems since compressor and pneumatic machine efficiencies are quite low (in the range 20-65%) and reticulation losses can be quite high unless adequate pipe diameters are used to minimize friction drops. It is convenient in that capital and maintenance costs of pipes and machines are exceptionally low, the equipment is flexible and lightweight, the technological level is simple, the form of the energy supply is intrinsic- ally safe, and as an additional minor but psychologically important benefit, it provides a ready source of cooling and air supply for emergency use in deep hot mines. It is for these reasons that compressed air is a premier source of energy for many forms of underground equipment, in particular hand or rig-mounted rockdrills, some forms of rock- handling equipment, and a host of minor applications including agitators, small-lift pumps and temporary f am installations. In a typical S. African deep-level gold or platinum mine, compressed air generation accounts for 15% of the total mine electrical energy bill - more than is used for hoisting. In these mines it is not uncommon for over 100 km of underground compressed air piping to be installed, primarily to supply handheld rockdrills.

The control of sulfur dioxide and fly ash in the emissions from coal-fired boilers is a significant segment of the national environ- mental protection program. Developing technologies to accomplish this objective presently emphasize aqueous scrubbing techniques. Should circumstances require aqueous scrubbing for fly ash control only, provision must nevertheless be made to counteract the presence of sulfur dioxide which can create an acidic and potentially corrosive environment. Major technologies for sulfur dioxide control by aqueous scrubbing include, l), recovery processes yielding sulfuric acid or elemental sulfur and 2), throw-away processes which produce a sludge consisting essentially of calcium sulfite or varying amounts of calcium sulfate.1/ Recovery processes are more sophisticated and best suited for locations where there are markets for sulfuric acid or sulfur, or where sludge disposal is an overriding consideration. Throw-away processes are generally less sophisticated but have a problem in that gas scrubbing systems may not operate for practical time periods without failures due to corrosion and to plugging by particulates and precipitates. To overcome this difficulty, some throw-away systems employ an aqueous solution of caustic in the gas scrubbing device to assure maximum water solubility of sulfur compounds, followed by the addition of lime to the scrubbing medium in a system external to the scrubber to produce the throw-away sludge and regenerate the caustic for recycle. Such systems are referred to as double alkali systems.2/

The U. S. Department of Energy is constructing and operating the Waste Isolation Pilot Plant (WIPP), a research and development facility near Carlsbad, New Mexico, to determine whether or not defense-generated high-level radioactive waste can be stored safely in bedded salt. The goal of the WIPP modeling program is to develop the capability to predict room responses from one site to another without a priori knowledge of the actual room responses. Data from one of the early WIPP excavations, called the South Drift, have already been used to form an initial evaluation of computational models for predicting room closures as a result of salt creep [Morgan et al., 19851. In that study, a significant unresolved discrepancy existed between predicted and measured room closures. It was suggested that future studies address alternate forms of the constitutive law. In this paper, an alternate form of the creep model for salt is used that is founded upon the deformation- mechanism map for the micromechanical deformation processes. This model embodies both steady-state and transient creep. Also, quasi-static plasticity is incorporated into the complete constitutive model for salt. The conclusion is drawn that the combination of the mechanistic creep model, plasticity, and flow potential can approximate the late time South Drift deformation. Further improvement of the model fit of plasticity in the future is expected to further improve the simulation.

It is well recognized that machine type and machine characteristics play vital roles in the successful application of froth flotation in mineral processing. Since the early 1900s, a multitude of machine designs have been and are still being introduced in an attempt to improve flotation efficiency. Machines based on mechanical agitation have been the most dominant in industrial practice. However, in recent years there has been a growing interest in pneumatic flotation units because of their claimed simplicity, low cost, high throughput and good metallurgical performance. This work was carried out to assess the effectiveness of pneumatic flotation on a magnetite ore. The method was applied using a prototype pneumatic flotation device that utilized a suitable nozzle for bubble generation. Important variables of the process were examined and optimized, including the nozzle size, air flow rate and froth thickness. Further tests were conducted to determine the influence of frother dosage and to explore the improvements that could be made on concentrate grade and recovery by cleaning and scavenging. Under the best test conditions, an iron concentrate was obtained with a grade of 66.4% Fe and a recovery of 97.7%. Particularly, the recovery was superior in comparison to that of mechanical flotation. This was attributed to the ability of pneumatic flotation to create and maintain a relatively thick froth layer.

Mine Safety and Health Administration (MSHA) regulations require underground coal mine operators to dust their mine corridors with an inert material to prevent coal dust explosions. The most commonly used material is pulverized limestone. Current practice to determine compliance with MSHA regulations requires the coal mine foreman or an MSHA inspector to collect samples of the deposited dust, a mixture of coal dust and limestone rock dust, for above ground laboratory analysis. To expedite this process, the U.S. Bureau of Mines has developed two instruments to facilitate the inspection and rock dusting processes, the explosibility meter and float dust deposition meter. The explosibility meter is a hand-held instrument which provides an in situ measurement of the explosible nature of homogeneous mine dust samples. The float dust deposition meter measures the mass loading density of the top layer of coal or limestone dust deposited on the mine floor during mining operations by the ventilation air. It may also be used to automate trickle rock dusting equipment. The operation of each device is based on the difference in the optical reflectance between the light limestone dust and the dark coal dust. The principal of the explosibility meter is based on the observation that, for a fixed coal volatility, the optical reflectance of dust mixtures is relatively constant at the limit of flammability, and independent of the coal dust particle size.

This paper addresses the use of the microcomputer programs BACKONE and BACKWEDG for an estimation of rock mass strength characteristics by back analysis of plane and wedge failures. The artificial support requirements are also determined by the programs PLANE2, BOLTPAT, and BOLTWEDG in terms of rock anchor installation angles, tensions, and installation patterns. These programs have been combined into a package called BACKPACK, which can be applied in open pit mines where some failures have already occurred.

Increasing mechanization of underground mining operations throughout the years has reduced the dependency on large, concentrated working forces. Fewer workers in scattered locations, coupled with the versatility of diesel equipment to load and haul personnel, supplies, and mineral ore, has made diesel equipment attractive in mine feasibility and design studies. The use of the mobile equipment along with higher production or "bulk" mining methods provides for more efficient mineral extraction systems. These systems are expected to become more widespread until long-term research provides a further evolution to more complete automation of underground mining. The U.S. Department of the Interior, Bureau of Mines, has been conducting research to reduce the health and safety hazards posed by increasing use of diesel equipment and the higher power ratings being proposed. The goal is to provide for safe and efficient use of the equipment. The National Institute for Occupational Safety and Health has recommended that diesel exhaust be regarded as a potential occupational carcinogen adding importance to the Bureau's research program. The paper describes advances in engine design, the use of diesels in mining operations, and significant health and safety research accomplishments of the Bureau of Mines. These accomplishments will help assure that diesel equipment remains an option for determining the most efficient system to mine an ore body.

Conventional zinc concentrates generally contain 5 to 10% Fe, while bulk concentrates can contain up to 20% Fe. As a result, the disposal of iron bearing residues is an integral part of zinc refining operations. The quality of iron residues must comply with ever changing and increasingly stringent environmental legislation. Zinc has been recovered from sulphide concentrates by a hydrometallurgical route for almost one hundred years. The disposal of iron was a major difficulty for the industry for many decades and was directly responsible for low overall zinc recoveries. The introduction of the jarosite process in the mid 1960's allowed for the treatment of neutral leach residues and the precipitation of iron in an easily filterable form. Subsequently, three additional iron precipitation processes have found commercial application in the zinc industry: the goethite process; the paragoethite process; and the hematite process. The Sherritt Zinc Pressure Leach Process has been developed for integration with existing roast leach electrowin zinc plants, or as a stand alone facility for the treatment of a wide variety of zinc bearing feed materials. It is essential that these processes allow for the disposal of iron residues in an environmentally acceptable form. This paper describes the integration of the Sherritt Zinc Pressure Leach Process with commercially proven iron precipitation processes. The results of laboratory testwork and data from operating plants are presented.

INTRODUCTION Following the world stock market debacle in October 1987, it would have been foolhardy to expect that securing equity funding in 1988 would be easy. Indeed, major equity financing's for gold mining companies have until recently been few and far between in the weeks and months following Black Monday. As a result, gold bullion loans have taken on an increasingly important role among producing firms in the industry. During 1988, the role of bullion loans has become increasingly complex and controversial. Some observers herald the emergence of a new breed of bullion loans - such as the 1,000,000 ounce loan to Newmont Mining, and the 400,000+ ounce facilities drawn down by Bond International Gold and Placer Pacific - as both increasing the public's awareness of the technique, and representing the dawn of a new age of gold financing. But are these recent loan facilities significantly different than those issued worldwide during the early to mid 19801s? Similarly, observers have voiced concerns regarding the role that gold loans play in the world's bullion markets, specifically in relation to their impact on prices. Have the new generation of mega-loans depressed current and future prices? Has the current surge of bullion loans irrevocably changed the nature of the gold market? Is there an upper limit on the number and size of gold loans?

For the past four years the U.S. Bureau of Mines has investigated the early detection of insulation failure in squirrel cage induction motors. Data modeling techniques based on values calculated from a motor's voltage and current phasors were used to produce a pair of polynomial equations that calculate a motor's insulation leakage current and power. This paper describes a prototype system using these models that monitors six motors on a continuous miner for insulation leakage in order to anticipate insulation failure. The system consists of a motor-data system for each motor on the machine, a control computer located some ' distance from the miner, and a serial bus to interconnect these items. Each motor-data system consists of an analog interface to the motor's voltages and currents, a single-board computer that reads digitized data and calculates voltage and current phasors, and a bus node that interfaces the single-board computer with the serial bus. The control computer can request and receive phasor data from any motor-data system on the bus. Using models developed at the Bureau, the control computer calculates and displays two deterioration values for each motor, one for leakage current and the other for leakage power. These values are then stored into a database from which the user can display them over time.

Declining US ore grades along with skyrocketing energy, materials, labor, and regulatory costs underscored the urgency for technological innovation in the mineral processing area. Re¬liance on the scale-up and automation of unit operations was the sector's primary battle plan. Debate continues on the upper size limit of concentrating plants and whether process controls should be centralized or distributed in the mill. In the materials handling area, the economics of large-scale and mobile systems, particularly conveyors, were well documented in the literature. Comminution, the most costly and energy consuming area of the processing flowsheet, saw improvements in process controls and liner designs. The trend toward larger grinding units stalled somewhat during the year owing to some operational problems at commercial plants. Research and development of apparently less expensive physical separation processes-that also boast recovery of cleaner and more environmentally acceptable products -gained momentum during the year. Because of escalating capital cost requirements for new plant capacity, the year saw a greater interest by mill designers to re-examine existing capacity. The focus here is clearly to modify or retrofit unit operations with more efficient components as an alternative to installing more costly new equipment. Rogers Group, Inc., is the nation's largest privately held aggregates producer (primarily producing crushed limestone and secondarily sand & gravel) and a major regional asphalt paving construction contractor. The company also has interests in building supplies and coal. Facilities are concentrated in five states in the central U.S. (Ohio, Indiana, Kentucky, Tennessee, and Alabama), with an additional location in Southwestern Virginia. At the request of its then CEO and with support from the company's ownership, Rogers embarked on a strategic planning program in late 1986 by retaining an outside management consulting firm. The ultimate goal of this program was to develop a self-sustaining strategic planning process to inject a strategic dimension into every manager's business thinking and to improve company performance. Since then, Rogers has internalized the outside consultants' strategic planning framework --initially, using it wholesale, and later, greatly streamlining and tailoring both the planning process and product to meet the specific needs of the company. Implementation of strategies developed from strategic planning has resulted in significant improvements throughout the organization. The latest product of the strategic planning effort is a company-wide (or, "corporate") strategic plan that carries the theme of "Market Leadership through Excellence". This paper provides a case study of successful corporate strategic planning by examining the evolution of strategic planning at Rogers and by summarizing the key elements of a sound planning process and product.
