At the last meeting of the Institute, several contributions were made to the subject of miners' aid funds. Such matters will always form important factors in the administration of large industrial enterprises. From the frequently remote and isolated position of mining properties, it is a subject that often forces itself upon the attention of the mining engineer. Local conditions are usually so variable that no single method can be found equally well adapted to all localities. At the same time, a study of different types is often suggestive and valuable, and it is with this in view that these notes are presented. The Miners' Fund of New Almaden is a remarkably successful example of what may be done for miners by a wise and at the same time firm management, by simply directing their own efforts and without incurring any great expense to the stockholders,—a practical consideration not without importance in most cases. You may think long before this talk has been completed that the speaker is belaboring the obvious. Please let me put to rest here and now any doubt which you may have in this regard by assuring you that is precisely my intent, and for a very specific reason. We all profess to know and recognize the obvious, but I am impressed increasingly how often we forget or fail to act upon the obvious. Shortly after starting my first job upon graduation from college, I was asked by my boss to participate in a course on practical communications, particularly as applied to conveying proposals effectively to the client -- be he customer or company president. The concept or philosophy underlying this program was so simple and obvious that in my youthful brashness I saw only a gross waste by the company of e good, solid $1930 in compelling me to take the course. The sequel to this experience occurred about five yews ago when I was directing a 300-man marketing group. At that time I enrolled a dozen of my department heads, and subsequently about a hundred other personnel, in the contemporary version of that sane program. Why? -- because they all knew the obvious, but I could see how imperfectly they were implementing it. Truly, a wide chasm exists all too often in our beliefs on the one hand and our practices on the other.

"Column flotation circuit engineering has matured to a good level of understanding regarding testing, scale-up and design. Some of the factors important to the process of implementing columns are addressed in this paper, highlighting the following issues• operating bias and the maximum achievable solids carrying rate for a column application.• internal circulating loads of full scale and pilot plant flotation columns• short-circuiting oflarge scale columns and the impact on separation selectivity• the number of stages in a column circuit and the impact on selectivity.The paper uses several case studies, from pilot plant to full scale implementation, to illustrate these design issues.1. IntroductionTen years ago, in 1984, there were very few column flotation installations world wide and the largest columns were about I . 5 to 2 m diameter or square. During the following decade there have been in the heighbourhood of 80 column installations that have been successful and profitable, as both retrofits and green-fields plants. Now, columns as large as 3 to 4 m are not uncommon. Examples of installations with many large columns include Escondida, with ten columns each at 4 m square, and P T Freeport Indonesia, with 21 columns: nine 3 m diameter columns, four 2.4 m diameter columns and, starting up in April I 995, eight 3.6 m diameter columns.During this growth period there have also been column installations that can be considered as failures. In the majority of these cases, the reason for their failure has been an insufficient installed capacity for applications where there is a high weight recovery of solids to the froth product These include zinc cleaning, copper cleaning and iron ore flotation (silica flotation from a feed that is 15 to 30 %Si02) An application with high weight recovery to the froth product makes column scale-up and circuit design more complicated. This is particularly so if a high degree of selectivity is also required while attaining a high weight recovery, which can happen with iron ore flotation in columns."

At its Olen site, Union Minière Copper operates a new full-size deposit tank house. A first 200,000 t/y module was commissioned in October 1996, and an additional 130,000 t/y unit started in April 1998. The main objectives of the new tank house project were to produce grade A cathodes starting from anodes with a wide range of compositions and at a minimal operating cost. The tank house uses Isa Process technology. Based on the process parameters agreed upon with MIM, UM Copper developed the basic design and UM Engineering was the in-house contractor for the engineering. The new tank house is equipped with advanced technology polymer concrete cells, automated two-bale cranes and high-capacity machines. The first 200,000 t/y module treats anodes with a more conventional composition at 330 A/m2; the second 130,000 t/y module treats anodes with a high slimes fall (12- 13 kg/t) at current densities up to 285 A/m2. After some teething problems, the new tank house is meeting all set targets. This paper illustrates and comments on the design characteristics and operational results.

"Mine water generated from underground coal mining operations contains both dissolved and particulate solids. Dissolved solids primarily consist of sodium, calcium, magnesium, potassium, chlorides and sulfates. When discharged to a receiving stream without treatment, these constituents create a potentially toxic environment for aquatic life.A case study is presented to discuss how a centralized treatment plant treats mine water from six locations to meet discharge limitations for chlorides. Located in West Virginia, this facility consistently achieves less than the National Pollutant Discharge Elemenation System (NPDES) permit limitation of 218 mg/L chlorides in the discharge while generating almost zero liquid waste. The dissolved solids concentration in the influent ranges between 5,000 and 10,000 mg/L, with chloride concentrations of 1,000 to 2,000 mg/L and sulfate concentrations of 2,000 to 6,000 mg/L.The mine water is treated using advanced treatment technology to produce clean water for discharge or reuse. The treatment process comprises aeration, softening, filtration, reverse osmosis (RO) reject softening, evaporation, crystallization, final effluent remineralization and sludge dewatering. The solid waste generated in the treatment process is landfilled on site. The leachate is sent back to the facility’s thermal treatment process. Because no liquid waste leaves the property, this plant is termed a zero liquid waste (ZLW) facility.The advanced water treatment system was built to meet a new 218 mg/L regulatory limitation imposed by the West Virginia Department of Environmental Protection for chlorides discharged to surface waters. The system is designed to treat a maximum flow of approximately 795 m3/h (5 million gpd) of mine water. The treatment process utilizes RO membrane treatment to achieve the effluent criteria, and evaporation and crystallization technology to manage the RO concentrate from the water treatment process. As a result, the system produces clean water for discharge while generating zero liquid waste. The effluent water can be used for industrial purposes or discharged to a receiving stream. A water impact index (WIIx) study indicated that discharge of this high-quality water into the Monongahela River watershed may improve the water quality for downstream water users. The waste produced in the treatment process, including softening sludge and salt, is disposed of in an onsite landfill. Currently, the plant is treating at an average flow of 490 m3/h (3.1 million gpd) of mine water with an average influent chloride concentration of 1,530 mg/L and an average effluent chloride concentration of 11 mg/L."

There is an increasing requirement for mines to meet a certain minimum criteria for sustainability within the context of the physical environment, ecosystem and socio-economic system in which they are located. The mining industry has wrestled to develop methods for assessing the ‘sustainability’ value of a mining project and indicators of ‘sustainability success’. A methodology for the evaluation of sustainability of a mining project using the Multiple Accounts Analysis (MAA) system was developed. The MAA is a platform for engagement of stakeholders and for the assessment of site-specific alternatives based on both qualitative and quantitative indicators of success.

Column flotation has been successfully implemented on a production scale in the Athabasca oil sands. In this application, bitumen is recovered and mineral matter is simultaneously rejected from a middling stream originating from a primary separation vessel. Exploiting the natural hydrophobicity of bitumen, the middlings streams have traditionally been processed utilizing conventional, mechanical flotation cells. Although these cells offer adequate bitumen recovery and mineral rejection rates, operating costs are high due to the required maintenance of the wetted mechanical components. In comparison, column flotation provides superior metallurgical performance while offering a lower maintenance demand. Both metallurgical and mechanical characteristics of column flotation are discussed to demonstrate the benefits of this technology for the recovery of bitumen from oil sands.

The commonly used exact methods (1-2) to determine the WL measure the total a activity or the total number of a counts during three preselected time periods. Due to the half-lives involved (TRaB = 26.8 min, TRaC = 19.7) I these methods take 3S minutes to complete the a activity Ra measurements. Methods using the total a counts, obtained at times less than about one RaB half-life after the end of sampling run into statistical 214 problems. These methods are almost blind to RaB (Pb214) as a consequence of its relatively long half period (see above) and the fact that RaB is a ß emitter. The way out of this dilema is to measure RaB directly through its ß activity. Since RaB's daughter Rae (Bi214) is also a ß emitter, the two f3 spectra have to be separated to obtain RaB alone. How this is accomplished 1s described in subsequent sections describing the theory of the IWLM and its calibration. 2.0 THEORY The IWLM samples air for two minutes and counts this airs ample for two minutes starting 3 sec after the end of the sampling period. The instrument has three channels. The lower a channel, the upper a channel, and one ß channel. The total RaA counts observed are accumulated in the lower a channel, the total RaC? counts are stored in the upper a channel. The total ß counts from RaB and RaC are recorded in the ß channel. These three quantities are functions of NA, NB, and NC, the unknown concentrations

Coal and nonmetal mining used about 4.3 billion pounds of explosives and blasting agents during 2001 in the United States. A major part of this consumption was related to surface mining. Mine Safety and Health Administration accident data indicate that flyrock and lack of blast area security were the primary causes of blasting-related injuries in surface mining. Fatal injuries due to lack of blast area security were primarily caused by failure to clear blast area or inadequate access control to the blast area. At a coal mine, a neighbor walked into the blast area and was fatally injured. The blaster could not see the victim entering the blast area from the firing station. In another case, a passenger in a vehicle was fatally injured by flyrock because highway traffic was not monitored during the blast. In another example, a dozer operator entered a blast area due to lack of access control. Several fatalities resulted from using inadequate or no blasting shelter. A crane operator was fatally injured while standing in the open about 120 ft from the blast site. In another instance, a helper, standing about 150 ft away from the edge of a blast, was fatally injured by flyrock. In a limestone mine an equipment operator was fatally injured while guarding access roads in a pickup truck. This paper briefly describes six representative fatalities due to flyrock and lack of blast area security in coal and nonmetal mines. Several mines were visited to collect information relative to working practices aimed at mitigating blasting hazards. Salient information obtained through these visits is presented.

A field method combining solvent extraction and paper partition chromatography permits a simple and rapid semiquantitative estimation of gold in siliceous, argillaceous and sulphide ores. The method will facilitate the eyaluation of prospect samples in which the gold is too fine for separation by panning.Ethyl alcohol-hydrobromic acid mixtures are suitable for chromatographic development of the gold complex, and give clear reproducible definition of the gold zone. Substitution of commercial "methylated spirits" for the ethyl alcohol gives equally good definition, improving the potential of the method for field use.A batch of six samples in the range of 0·5 to 5·0 dwt/ton can be completed in two hours. The range may be extended by simple modification to higher or lower values.INTRODUCTIONIn a chromatographic method described previously (Lever 1958, Nevill and Lever 1959), gold from a standard volume of ore clamped between -plate glass was extracted by aqua regia on to the paper. After cautious drying the chromatogram was developed by an ethyl acetate-nitric acid-water mixture and gold was identified by spraying with stannous chloride solution. Sensitivity of the method in the low range was poor. The brown line obtained in the 1-3 dw/j ton range, caused by movement of gold in the reduced form, was not considered to be a satisfactory confirmation of the presence of gold. It was felt that the method would be improved by using a more elegant extraction and applying developing conditions which would produce a well defined purple line at all gold values. Iron was a limiting factor, and a method of eliminating its interference was needed.The method now developed overcomes these shortcomings, and gives a reliable result with a purple line for assay values of 0·5 dwtjton and over. In order to comply with time limitations imposed by this symposium, a very narrow but nonetheless interesting segment of the market has been chosen for discussion of the preparation of a tailor-made product to meet a specific need, and in view of the fact that the barite market is one of the oldest and one of the broadest non-metallic mineral markets in the world, it is necessary that we place this in perspective. Of a recent world annual production; (i.e., 1966 figures released last year in MINERALS YEARBOOK), of some four million tons, the United States consumed over 1/2 million tons, of which approximately 950,000 tons were produced domestically and approximately 700,000 tons were imported. Of this total, something approaching 90% was used for drilling-mud weighting, and of the balance, all but about 60,000 tone is consumed in the production of glass, barium chemicals, aggregates, and other minor uses; thus we are really taking a look at a very minute, however important, and very selective, portion of the total barite-market. The real meat of this paper, after eliminating all irrelevant uses of barite, and delineating the area of discussion, resolves itself into the approach to a favorable marketing area and a specific attack on that area. Cost, to the user, has been, patently, a function of distance, as the basic price of barite has varied very little over the years until recently, and freight rates have been the governing factor. Conversely, the seller of barytes must make concession in the plant price to compensate for distance, if he is to successfully compete.

THE SEAL BEACH oil field is between the Long Beach and Huntington Beach oil fields, south of Los Angeles, and about half the productive area is with-in the city limits of Long Beach. The proved area lies in portions of Sections 2, 3 and 11, T. 5 S., R. 12 W., S. B. B. & M. Seal Beach is 'an additional link in that remarkable chain, of oil fields extending from Newport to Beverly . Hills, filling in one of the few remaining gaps. It differs from other fields along this line of folding in that it is an oil field in an area of tide lands. Ocean-connected sloughs have access to this area, which ac-counts for its extensive mud flats. The surface eleva-tion of the low ground varies from 2 to 5 ft. above sea-level. This condition called for much preliminary work in building roads prior to field development. Roads are constructed with dredges and drag-line scrapers, which excavate mud from alongside the proposed road and pile it up to a grade high enough to be above high tide. The road bed is then surfaced with gravel, or decom-posed granite, which makes it serviceable in all kinds of weather. An immense amount of road material has already been hauled into this field. Well locations are staked in the mud flats, sometimes ahead of road build-ing, and material is dragged to its place on the ground by tractor. It is necessary to drive piling to support derrick foundations. The present practice is to drive 5 piles for each derrick leg, 4 under the rotary table, 2 under the draw-works, 2 under the Samson post and 4 under the pipe rack, a total of 32 piles. This pro-cedure is, of course, varied to suit special conditions, using either more or less piling.

This paper describing the practice at the tungsten concentrator of the Nevada-Massachusetts Co., Inc., at Mill City, Nev., is one of a series being prepared by the Bureau of Mines on milling practices, methods, and costs in the United States. The ore, which contains about 1.10 per cent of scheelite (CaW04), is concentrated on tables and by means of a magnetic separator and roasters. A product containing 70.43 tungsten trioxide is shipped. The plant was designed for a capacity of 100 tons per 24 hours, but at present 142 tons of ore are milled per day. The author acknowledges the assistance of William O. Vanderburg, associate mining engineer, U. S. Bureau of Mines, in preparing this paper.

[The accepted theory of acid formation in coal mines with the subsequent appearance of the acid in coal-mine drainage, is oxidation of iron pyrite and subsequent solution and hydrolysis of the iron sulphate formed. It has also been found that 5 gobbed sections and worked-out areas, where there is usually an abundance of iron pyrite-bearing, materials in contact with air, are the sections that make the most important contribution to the quantity of acid drainage. It would thus seem obvious that if oxygen can be kept out of contact with tae acid-forming materials in tie- sections mentioned the amount of acid in coal-mine drainage could be reduced markedly and corrosion problems with mine pumping equipment and general stream pollution mitigated thereby. Although the efficiency of the suggested remedy as been borne out by laboratory experiments6, it has appeared desirable to substantiate the laboratory work by field observations in so far as pertinent data are available. It has been difficult to learn of mines or sections of mines about to be sealed, whereby an actual comparison of the drainage before and after sealing can be made. In view of that difficulty it has been necessary to devote attention to a comparison of the character of the water from areas already sealed with that from open but otherwise comparable sections of the sane mine. Previous cork has shown that the acidity of drainage in different parts of the same mine may vary, but if it can be shown also that the water from sealed areas is with but fen exceptions less acid than the otherwise similar open sections of tae same mine, the laboratory finding will be supported in a practical gray. This report presents some of the evidence that has been obtained.]

Pulse-forming circuitry is described for use in explosives research that requires precise synchronization and control of events in order to investigate detonation parameters. Included are pulse generators for oscilloscope sweep control, counterchronograph actuators, and a raster-type oscillographic method for the determination of velocities of detonation that are applicable to studies on solid, liquid, and gaseous detonations. INTRODUCTION Prom time to time, requests have been received for information on electronic circuitry used in explosives work at the Explosives Research Laboratory, Bruceton, Pa. The methods used are not entirely original;4 5 6 however, modifications of earlier techniques and some novel design aspects have resulted in time-tested methods that warrant a more detailed description.

This Bureau of Mines report deals principally with the resources and economic aspects of feldspar in the United States east of the Mississippi River. Although in a strict sense, all phases of the feldspar industry affect its economic structure, emphasis in this study is on supply, demand, and marketing. Although feldspar was originally mined for use in the manufacture of pottery and other ceramics, the glass industry, which began to use feldspar in the mid-1920's, now consumes more than half of the annual output. Most mining is open cut, and the methods used are similar to those used in mining crushed stone. Excess plant capacity has been chronic, and production is usually about 50 percent of capacity fur the industry as a whole. Since 1947, feldspar consumption has grown more slowly than the average for all U.S. industry. This has fostered intense competition, especially for the glass market. Prices have not kept pace with inflation, and profits are small. The trend of consumption through 1.970 for glass feldspar is expected to be upward; less rapid growth in consumption of ceramic feldspar is anticipated.
