Following a study by NIOSH on the availability of teams in the U.S. as well as existing training sites and their capabilities, the Penn State University, leaders of the Pittsburgh Section of SME, providers of mine rescue equipment, and industry sponsors united to establish and make fully functional a student mine rescue team at Penn State University. With the growth of MERD and mine rescue competitive events at Missouri S&T, the Mine Training and Technology Center in PA, and at Colorado School of Mines Edgar Mine, a critical mass of effective training venues were made available to help student teams progress and develop mine rescue skills. The challenges to be met in creating and developing a student mine rescue team will be discussed. The rewards from this type of effort will be the quick capability of graduates from mining engineering programs to be involved in not only mining operations, but industry mine rescue teams and other leadership roles as well.

(communication to the Secretary*):— Formerly it was the general practice of engineers to designate coal that is free from moisture and ash as " combustible," notwithstandirig that it contains oxygen and nitrogen. The origin of this practice was more particularly due to the requirements in connection with boiler-testing, which demanded a consideration of that portion of the fuel which took part in the combuition-process because results based on a unit of either moist or dry coal were not comparable, since both moisture and ash were recognized as variable quantities. Thus, a pound of " combustible " became a standard of value, and was treated as a constant before employing measurements of heating-power and calculating therefrom the percentage of efficiency. The recognition of this term " combustible " was an advance to be credited to the engineer rather than to the chemist, because the latter, not having to do with the interpretation of analyses in practice outside the laboratory, usually saw no reason for reporting results in terms other than those of the moist-coal composition. Some years ago I needed a table of fuel-composition in terms of moist, dry, moisture-free and ash-free coal, and of the combustible components. This table required the use of the word combustible in its proper sense, for the purpose of designating carbon, hydrogen, and sulphur, instead of including these three elements with oxygen and nitrogen, to which aggregate the term combustible was formerly applied. To make such a tabulation involved either the use of the inconvenient and cumbersome term, "ash- and moisture-free coal," or of some other representative term, and for this purpose I adopted the expression pure coal, which is short, simple, convenient, and technically correct. "In Malaysia, there were two rare earths processing plants namely Asian Rare Earth (ARE) and the Malaysian Rare Earth Corporation Plant (MAREC) in Perak, which were operated until 1992 and were subsequently closed due to problems pertaining to disposal of large amount of radioactive waste. Recently, Lynas Advanced Materials Plant (LAMP) has become one of the largest rare earths processing plant in the world producing rare earth elements (REE) in Gebeng, Pahang. The primary raw material is lanthanide concentrate (LC) which is imported from Mount Weld mine in Australia and shipped to Malaysia. LC is produced from lanthanide ore after mining and mineral processing. The ore has a lower impact than Bayan Obo, Mountain Pass and adsorbed clay deposits, given the small footprint of the mine itself and the remoteness of the location. The type of ore being mined (rare earth phosphates: carbonatite, monazite) may have higher thorium content than bastnasite ore from the Chinese or American mines but still far below radiation concerns. This paper was written to review the processing flowsheet at the Lynas Advanced Materials Plant (LAMP), the environmental impact associated with the processing of the said ores and the sustainability of the operation.INTRODUCTIONRare earth minerals are one of a set of 17 minerals or chemical elements which consists of yttrium and scandium, as well as the 15 lanthanide elements (lanthanum, cerium, praseodymium, neodymium, promethium, europium, gadolinium, terbium, dysprosium, holmium, erbium, thulium, ytterbium, and lutetium). Despite their importance, rare earth minerals rarely exist in economically viable concentrations and they are usually difficult to extract. Rare-earth minerals create strong magnets when added to magnetic elements such as iron, and are useful for the production of electronics systems as well as electric cars. They are also used extensively in automotive catalytic converters, fluid cracking catalysts in petroleum refining, wind turbines, phosphors in colour televisions and flat panel screens, displays for mobile phones and laptops, rechargeable batteries, and various medical devices. The elements are typically split into two subgroups: the cerium sub-group of ‘‘Light’’ rare earth elements (LREEs) which includes La to Eu and the yttrium sub-group of ‘‘Heavy’’ rare earth elements (HREEs) which include the remaining lanthanide elements, Gd to Lu, including yttrium (Gupta and Krishnamurthy, 1992; Jordens et al., 2013; Trifonov, 1963). Scandium, however, when it is classified as a rare earth element, is not included in either the LREE or HREE classifications (Gupta and Krishnamurthy, 1992; Jordens et al, 2013). Half of the world’s 110 million tons of reserves exist in China while other sizable deposits are found in Russia, United States, Brazil, India, Australia, Canada, and Greenland. The countries known to be actively mining REE are China, Russia, India, Brazil and Malaysia (Hao et al., 2015). Among these countries, China has the largest REE production, accounting for more than 93% of global supply (Yap, 2015). The critical metal report (Moss et al. 2011) listed 14 economically vital raw materials that are prone to supply disruption and concluded that supply disruption would threaten the goal for cleaner transport and sustainable energy since rare earth metals are used in products using green technology, such as hybrid/electric vehicles, carbon capture systems, wind power generation, low-energy lighting, and energy efficient flat-screen displays."

The Bureau of Mines studied the use of computerized, continuous, remote monitoring systems for safety from power system faults in underground coal mines. In this report the need to improve protection against power system faults is documented, and types of faults are identified. The relationship between mine safety regulations and computerized, continuous, remote monitoring is analyzed.

"Construction of the longest road tunnel in Mexico is part of Acapulco’s alternate roadway to the scenic roadway project. This article provides a brief summary regarding details of the construction since the project began. Work was done by skilled engineers and Mexican workers that includes outstanding execution of the work in an urban and tourist area. This project will have a strong impact on the steady development of the port of Acapulco.Project locationAcapulco’s Alternate Roadway Project is currently under construction in the city of Acapulco, located in the Guerrero state of Mexico. It is an 8-km (5-mile) long roadway that starts at the Icacos neighborhood, heading toward Acapulco’s airport, crossing a drill-and-blast tunnel that is 3,160 m (10,350 ft) long under Veladero Park, a mountainous area. The tunnel overburden reaches a depth of 380 m (1,250 ft) approximately at the central point of the horizontal alignment, and continues with a 4-km (2.5-mile) long elevated road to connect to the existing Viaducto Diamante toll road (Fig. 1).Tunnel construction has already been finished using two portals for drilling and blasting operations; Brisamar Portal on the west side and Cayaco Portal on the east side (Fig. 2).Geometric dataOnly two main excavation cross-sections were considered in the executive design. The first one corresponds to the running tunnel for a three-lane vehicle section, with crosssection areas between 120 and 130 m2 (1,290 and 1,400 sq ft) taking into consideration different geological and geotechnical conditions to be encountered (Fig. 3).The second one corresponds to eight emergency bays, each one 50 m (164 ft) long, laid down within the tunnel outline, located at 400 m (1,312 ft) from each one with excavation cross-sections between 156 to 169 m2 (1,680 to 1,820 sq ft), in accordance to geological and geotechnical conditions to be encountered (Fig. 4).The tunnel’s horizontal alignment is completely straight, having a small curve within the vertical alignment on Cayaco portal, because there were some differences in levels when tunnel excavation started. Tunnel slopes were designed in such a way that rainwater does not run down into the tunnel at any time."

Subsidence beneath the land surface has traditionally been monitored using the most accurate surveying methods of the day. Over the several hundred years of subsidence investigation, these techniques have improved, and thus the accuracy of subsidence measurements has improved. In circumstances where the subsiding surface is masked by water or rock, novel methods must be developed. This method describes the recent successes of subsidence monitoring using advanced bathymeric techniques in the Sydney Coalfield. In order to obtain subsidence profiles above submarine coal extractions, seafloor bathymetry surveys, run before and after mining, have shown that subsidence profiles can be detected, despite the primitive nature of some of the trials. Very recently, there have been considerable advances in this field, associated with the availablity of high-powered personal computers to control data collection and analyse the results. The recent surveys described in this paper have demonstrated the considerable potential for such methods. This paper describes bathymetric subsidence monitoring developed in the Sydney Coalfield, illustrated with some typical results, and summarizes the findings of the research leading to the development of subsidence design criteria specific to the Sydney Coalfield.

"The primary objective of the Barrick Goldstrike expert system is to achieve the desired liberation size for the autoclave circuit while maximizing throughput. In addition, when downstream limitations (autoclave circuit or others) restrict the milling circuit tonnage the expert system further improves grinding product size. Since its implementation, the expert system has provided expected throughput improvements while improving or maintaining circuit performance.Barrick Goldstrike and MinnovEX Technologies Inc. teamed up to install an expert system to control Line I and I1 of the autoclave grinding circuits. The dissimilar equipments of the two grinding circuits coupled to different production objectives, skepticism among operators, and the variability of the ore types processed in each line challenged the implementation.To ensure implementation success, Barrick Goldstrike dedicated four administrators full time to the project. The system administrators included two metallurgists, a process control engineer and a mill trainer. As usual, the control room operators were the experts who provided the operational logic for the foundation of the control system. The administrators and all eleven of the control room operators signed off on acceptance of the system. Current online utilization is 95%.INTRODUCTIONThe grinding circuit for Barrick Goldstrike’s autoclave process consists of two SAG Mill Ball Mill lines. Line 1 grinding circuit is comprised of a 22 by 8 foot, 2500 horsepower Allis Chalmers (AC) variable speed SAG mill, followed by a 12.5 by 14 foot, 1250 horsepower AC ball mill, and a 13.5 by 18 foot, 1800 horsepower Dominion ball mill in parallel. SAG mill recycle from the primary discharge screen (+5/16 inch) is processed through a 1352 Nordberg Omnicone crusher (4.5 foot). A secondary SAG discharge screen (+1/8 inch) closes the SAG circuit. The ball mill circuit is closed with 6 Krebs super D20 cyclones. Line 2 grinding circuit is comprised of a 24 by 12 foot 4000 horsepower Fuller variable speed SAG mill followed by a 16.5 by 30.5 foot 5000 horsepower Fuller ball mill. SAG mill recycle from the primary discharge screen (+5/16 inch) is processed through a 1560 Nordberg Omnicone crusher (5 foot). A secondary SAG discharge screen (+1/8 inch) closes the SAG circuit. The line 2 ball mill circuit is closed with 12 Krebs super D20 cyclones. The underground Meikle ore is typically fed through Line 1. Achieving the desired product size is critical for successful processing of Meikle ore. Open pit Betze ore is fed to Line 1 when Meikle ore is unavailable. Line 2 processes Betze ore exclusively. Throughput is maximized when processing Betze ore as the product size is less critical. The products of these two circuits are combined as feed to the autoclave circuit. The ore types and the autoclave circuit demands determine the required grinding circuit product size and maximum combined mill feed tonnage."

INTRODUCTION WITH the greatly expanding use of magnesium during the war, it appeared necessary to the War Metallurgy Committee that the notch sensitivity of magnesium alloy extrusions be further investigated and the influence of various factors upon notch sensitivity be noted. Accordingly, the National Defense Research Committee of the Office of Scientific Research and Development placed a research contract with the University of California, supervised by the War Metallurgy Committee. The work discussed herein was done under "Restricted" Project NRC-21, reported in Dec. 1943 1; it has been released for publication by the O.S.R.D. SCOPE OF THE INVESTIGATION The notch sensitivity of various magnesium alloy extrusions was determined under axial tension, and also under several conditions of nonaxial tension. Hardness, grain size and other metallographic features were observed; stress-strain data were obtained, and the chemical compositions of the alloys were determined, in order to correlate these quantities with the notch sensitivity. Notch sensitivity under axial tensile load was determined for a few specimens which had been cold worked to various degrees by tensile prestraining. Magnesium alloy extrusions studied included Dowmetal 0, X, J, and M. For comparison, extrusions of aluminum alloy 24S-T, cast bars of aluminum alloy I22-T2, and cast bars of magnesium alloy C were also tested, The specified chemical composition of these alloys is given in Table I. All bars tested were within specification limits of composition. Investigation of the tensile notch sensitivity of various magnesium alloy extrusions, under conditions of axial and eccentric load, showed little or no correlation with stress-strain or other conventional data. Since the many uncontrolled variables present might mask significant relationships, one alloy was selected for intensive study. Magnesium 0 alloy extrusions were subjected to experimental heat treatments, and the changing hardness, tensile strength, microstructure, and notch sensitivity observed. EXPERIMENTAL TECHNIQUES AND PROCEDURES Tensile Testing Bars used for axial loading were machined with 3/8 in.- and with 1/4-in. minimum diam, and included specimens with 6o° V notches (Fig I and 2). Each V-notched specimen was roughed out carefully and then finished with a honed tool. The Supervisory Computer System at Cities Service copper mine and concentrator at Miami, Arizona was installed at Pinto Valley in the spring of 1975. Design and specification [l] of the digital system was initiated jointly by key plant personnel at Pinto Valley and staff of Cities Service Research and Development Company. The Pinto Valley digital system [2] may be classified as a supervisory control system of hierarchical design. There are three fully independent satellite computers which retrieve and reduce the raw plant data from each of the three main operating areas - the primary crushing plant, the fine crushing plant, and the grinding and flotation plant. While the three satellite computers are core resident systems, the master computer is a disc-based operating system which also interfaces with a computer controlled on-stream x-ray analyzer system. Figure 1 illustrates the basic system configuration [3]. The software systems required to support a large system are quite diverse and vary greatly in function. The philosophy followed in dividing the software into three categories was designed to: 1) fully utilize existing process knowledge of technical staff; 2) delegate certain software tasks to outside sources already skilled and trained in software development; and 3) maintain final control over the design and operation of each system.

"As open-pit operations expanded at Pine Point, hydraulic aquifer evaluation was undertaken to establish the criteria necessary for the design of a feasible dewatering system.The extreme climate of this northern location dictated that the ore zone under extraction be rendered as dry as possible to minimize freezing effects. The design and implementation of such a system necessitated detailed hydraulic evaluation, and the problems that occurred are typical of those inherent in open-pit mining operations in northern areas.The paper describes the problem solution as approached from a mine engineering point of view, with particular reference to the practical aspects of operation and installation. The hydrological analysis used is simple and readily applicable to most open-pit dewatering problems."

National Institute for Occupational Safety and Health (NIOSH) researchers conducted an investigation to quantify sound levels and to determine the amount of sound reduction provided by engineering noise controls installed in a talc processing plant. Baseline sound level and sound intensity measurements were performed at the plant and the measurement locations were recorded for comparison to post-control measurements. Follow-up measurements were then made at the same locations after the initial noise controls were installed. The plant subsequently decided to implement additional noise controls and the researchers returned to conduct measurements for a final analysis of all noise controls. The most significant results showed a sound level reduction in the main mill area from a range of 93-104 dB(A) down to 90-94 dB(A), and a total sound power level reduction of 21 dB(A) for air classifying mill 3.

In an open cast coal mining operation, a 305 m (1000 ft) long by 49 m (160 ft) thick overburden cast blast can produce more than a million cubic yards of broken muck that needs to be removed before the coal recovery process can start. In the Powder River Basin of Wyoming, it is common to see 30 to 40 percent of the overburden cast to a spoil that does not require rehandling with heavy equipment. Therefore, the higher the percent cast, the better the cast blast is rated. However, depending on the shape of the muck profile, there is often 20 to 30 percent of the muck standing in front of the high-wall. This portion of muck would require a number of dozers to push down to the dragline pad level. From the mine operator point of view, it is believed that for a given muck profile, there should be an efficient dozer pushing method such that a dragline pad can be developed in the shortest time. As a tool for analyzing this dynamic problem, a 2-D discrete element model, i-PushTM, has been developed to simulate a dozer pushing operation. This mechanistic model takes into account the dozer blade geometry, the dozer operating procedure (e.g. cut-depth, blade fill distance, forward and reverse speeds at specific slope angles), material density and cohesion. To demonstrate how i-PushTM can be used to help determine the most productive push routine, this paper presents three dozer push methods to compare the effectiveness of pushing at 3:1, 4:1 and 5:1 push angles.

IN the past year the steel industry underwent an abrupt conversion from a war tempo to a highly competitive peacetime schedule. It is still too early to gain a comprehensive picture as to which of the measures in production metallurgy, that made the war effort so successful, will remain in the postwar production of steel, but many of them undoubtedly will fill an important place after the war. Considerable speculation has developed regarding the disposition of the war-born production facilities of the steel industry. These include new open-hearth and electric furnaces, as well as vast numbers of auxiliary, supplementary, and balancing units that increased and speeded up production beyond the normal capacities of existing melting furnaces and finishing mills. Although these facilities were installed primarily to help meet war requirements, consideration was also given, in planning, to their possible peacetime use. The new equipment is generally modern and efficient, and it seems reasonable to suppose that strategically located units will gradually be absorbed by various steel companies to supplement their own facilities, or to replace in kind, obsolete and inefficient equipment now ready to be scrapped. The paper point out the economics importance of the Torco process as lubricant and fuels of the motor in the mining. It is possible to envisage an arrangement in which TORCO would be used to treat a sulphide ore, the acid used to dissolve the metallic ccoper in the concentrate and the copper produced in cathode form by electrowinning. However, there are studies point out that it would be as profitable as conventional flotation, smelting and refining. To carry out full testing of the TORCO process on anyore would be expensive, involving sending several hundred tons to one of the pilot plants located in Johann esburg or Milan. Such pilot plant testing should & be considered as confirmatory rather than exploratory, and a good economic case for using theTORCO process would have to be made out based of mallet scale testing before in curring the larger expense.

Philippine laterite and serpentine ores can be utilized in an electric furnace operation to produce both a steel ingot and a ferronickel product. Figure 1 is a schematic interpretation of a plant in which laterite and serpentine ores are processed separately to obtain both ferronickel and steel as products. A relationship of estimated capital requirements and probable returns has been established in this study for a plant of this type. No attempt has been made to evaluate the risks involved in commercial operations. At such time that the project might be constructed and placed in operation, changes in the costs of material, labor, and power may materially affect the profitability aspects of this study. One of the uncertainties involved in the economic evaluation is the cost of mining, handling, and shipping the ores. It is on this basis that the cost of ore delivered at the plant is assumed to be variable at $3, $5, and $7 per net ton (dry basis). For all other costs a plant site at Iligan City, Philip-pine Islands, has been assumed in preparing the economic characteristics for a plant that will process 2,000 tons4/ of ore per day. Results of the study, for the 2,000-ton plant, with all monetary values expressed in terms of United States currency (Philippine peso valued at $0.50), are summarized as follows:

Pillar recovery continues to be one of the more hazardous activities in underground coal mining. Safety requires that the roof above the intersection remain stable until after the pillar has been extracted. Artificial supports (timbers and Mobile Roof Supports) arc essential to roof stability, but so is the final remnant stump or pushout. Traditional mining practices usually called for the complete extraction of the final stump, but the recent trend (both in the U.S. and internationally) seems to be towards mining plans that leave a remnant stump. For this study, a sample of roof control plans from the Mine Health and Safety Administration (MSHA) Coal Districts were analyzed to determine current pillar recovery practices. Both full- and partial- extraction plans were included. Special attention was paid to whether plans require that a final stump be left, and whether requirements regarding the dimensions of the remnant stump are included. Foreign experience with final stumps is also summarized. It seems that the risk of major pillar falls can often be reduced by leaving final stumps that are large enough to protect the intersection, but small enough that they do not inhibit the caving of the gob. Because final stumps are often irregular in shape, a new approach for estimating their strength is described. Analyses were conducted to assess the effect of seam height and depth of cover on the potential variation in the size of remnant stumps.

"Although the first large-scale application of copper recovery by solvent extraction (SX) took place in Zambia in the early 1970s, it is only in the last decade that this technology has become widely employed in this part of the world and is now a mainstay unit operation in most copper hydrometallurgical flowsheets. The mineralogy of the ores in the African Copper Belt, and hence the characteristics of the African leach liquors, differ significantly from those in Chile and the south-western USA, where copper SX has had a long and successful history. These differences provide operators, metallurgists, reagent vendors and engineers with many challenges: new approaches are needed to adapt this technology for successful implementation in this region. This paper examines typical operating practice in the African Copper Belt, discusses differences compared with other parts of the world and looks at some of the challenges and opportunities presented by these flowsheets. INTRODUCTION Following the success of the Rancher’s Bluebird and Bagdad solvent extraction and electrowinning (SX–EW) operations in Arizona in the late 1960s, the Tailings Leach Plant at Chingola, Zambia became the first large-scale copper SX plant in the world, commissioned in 1974. Despite the equipment design now being outdated, this plant still continues to operate successfully, indicating the versatility and adaptability of this technology. Today, there are some 75 copper SX operations worldwide with cathode production above 10 kt/a. The top ten producers currently account for some 40% of the global 4.3 Mt/a SX–EW copper production. South America (predominantly Chile and Peru) is the largest copper cathode-producing region, with annual production of some 2 Mt. The Central African Copper Belt (Zambia and the Democratic Republic of Congo (DRC)) is second, with cathode production of 1.2 Mt/a and North America (USA and Mexico) third, producing close to 0.8 Mt/a Cu (Cytec data, 2014). The remaining 0.35 Mt/a comes from all other regions combined (referred to as “Rest-of-World”). Current and future operations in Zambia and the DRC are summarised in Figure 1. The industry in this region is characterised by a large number of small (3 to 20 kt/a) plants, mainly Chinese-owned, and a few very large (>200 kt/a) operations, owned by major multinational corporations. This paper examines typical operating practice in the African Copper Belt, discusses the differences compared with other parts of the world and looks at some of the challenges presented by the conditions, as well as innovations in flowsheets, reagents and operating conditions that have been introduced in these circuits."
