This paper evaluates the effectiveness of similitude theory in predicting the draft of a rubber tire loader’s bucket during initial penetration. The work uses 1:16 and 1:8 scale models of an 18-t capacity load haul dump, scaled with the Buckingham Pi Theorem, to evaluate the prediction of draft and penetration under different operating and different dynamic conditions. The authors hypothesize that the observed relationships between draft and longitudinal penetration and the operating and dynamic conditions will hold true for an upscaled model. Similarly, the authors hypothesized that the results of experiments conducted with the smaller scaled model should predict the draft on an upscaled model. The results show that the relationships between draft and longitudinal penetration and operating and dynamic parameters are similar for both scaled models. Similarly, the draft on the upscaled model, predicted by using the experimental results of the small model, is similar to the measured draft on the upscaled model. The mean difference between the two is 1.71 N with 95% confidence interval of [-3.51, 6.93], which is very good given the average draft is approximately 330 N. Thus, the work indicates that both hypotheses are true for draft. However, the work shows that scaling muck pile particle sizes using the Buckingham Pi Theorem is not adequate to ensure good predictions of penetration. This work provides insights that will help design engineers to acquire useful data on scaled models and use it for various analyses on heavy machinery.

WE are now assembled in this hall for the eighteenth lecture in honor of the memory of our greatest American metallurgist, Henry Marion Howe. Many of his most intimate contemporaries, led, as was fitting, by Professor Sauveur, have described his vital accomplishments in three fields: as a leader in technical industrial development; in theoretical research; and finally as a teacher and source of inspiration for nearly two generations of students. In 1914 Professor Howe had retired from active teaching, but maintained his laboratory at Columbia University under the care of Arthur G. Levy, with whom he published many of the papers that later were incorporated into his last book, "The Metallography of Steel and Cast Iron." My position at the time was that of personal assistant to Professor Campbell-no pay, no duties, but the great privilege of preparing specimens, taking pictures and attending to some of the current consulting work. Whenever possible, I visited Howe's laboratory to chat with Levy and gather ideas about the wonderful field of metallography-in which I was a rank amateur, rescued by the quiet enthusiasm of Donald Smith of Princeton from an instructorship in civil engineering. Levy let me act as a fly on the wall during the Professor's occasional visits. Busy as he was, Professor Howe took the time and trouble to encourage my interest, as he had done for hundreds of others. He told me how he went about gathering his own information speculating as to causes, considering experiments, and verifying his conclusions. I ventured to mention some tests I had run on the irregular stretching of wires of different metals. He read the small volume I had prepared of ill-assorted facts and fancies and remarked: "Nobody cares for your theories or the history of your tests. Describe what you found as briefly as possible and perhaps I can help you to publish." Curiously enough, among my discards were some autographically recorded load-versus-electrical-resistance measurements. Taken with inadequate knowledge and equipment, these curves did not reproduce consistently, but if the relationship between strain and resistance had then been explored, the latest type of strain gauge might have been in useful service for the past 25 years. Professor Howe was a gifted teacher, perhaps because he was primarily an ardent and assiduous student. His own eagerness to learn and his willingness to revise and extend his opinions constantly encouraged those of his environment to be diligent and painstaking in the pursuit of knowledge. In honoring his memory, I also wish to bring to mind the kindly, humorous and quiet Levy, and join his name again, as it was for too brief a space in the past, with that of many-sided Henry Marion Howe. Human-caused global warming has become the environmental cause celebre of the early 21st century. The strong warming alarmist camp currently includes the United Nations, most Western governments, most of the free press, many large corporations (including Enron, before it failed), the major churches, most scientific organisations and a large portion of general public opinion. This phalanx of support notwithstanding there is no scientific consensus as to the danger of human-induced climate change. There is, therefore, a strong conflict between the level of public alarm and its scientific justification. How can this be? In a democracy, the media serve to convey to the public the facts and hypotheses of climate change as provided by individual scientists, governmental and international research agencies, and NGO and other lobby groups. In general, the media have promulgated an alarmist cause for climate change; they have certainly failed to convey the degree of uncertainty that is characteristic of climate science, or a balanced summary of the many essential facts that are relevant to human causation. Climate change is as much a geological as it is a meteorological issue. Natural climate changes, both warmings and coolings, are indeed a societal hazard. We usually deal with geological hazards by providing civil defence authorities and the public with accurate, evidence-based, general information about events like earthquakes, volcanic eruptions, tsunamis and floods, and then by adapting to the effects when a damaging event occurs. As for other major natural disasters, the appropriate preparation for extreme climate events is to mitigate and manage the negative effects when they occur, and especially so for dangerous coolings. Attempting instead to æstop climate changeÆ by reducing human carbon dioxide emissions is a costly exercise of utter futility. Rational climate policies must be based on adaptation to dangerous change as and when it occurs, and irrespective of its sign or causation. The issue now is no longer climate change as such, the reality of which will always be with us. Rather, the issues are, first, the failure of the free press to inform the public about the true facts of human-caused climate change and of the dangers posed by natural climate change. And, second, the vested interests held by many of the groups of warming alarmists. These interests include not only the obvious commercial ones, but also the many scientists and science managers who have discounted or remained silent about the huge uncertainties of the human-caused global warming hypothesis because it suited them to do so. Public opinion will soon demand an explanation as to why experienced editors and hardened investigative journalists, worldwide, have melted before the blowtorch of self-induced guilt, political correctness and special interest expediency that marks the sophisms of global warming alarmists.

This article deals with some of the civil engineering related problems to be encountered when offshore wind energy projects transform from prototype offshore wind energy converter farms, developed and installed during the 1990's, to commercial farms that's currently planned to be built. The offshore wind energy converter (OWEC) installations encounter a wide range of problems, only partial of these are geotechnical. In Europe both onshore and offshore wind farms have, from a historical point of view, usually been founded by using the monopole technique, installed with traditional impact hammers, or by using gravitational foundations. However, the rapid development of bigger turbines and larger wind farms, together with increasing considerations of fatigue aspects, has lead to financial benefits of developing and exploring other foundation techniques. This paper reviews some Scandinavian experiences regarding critical components of the design phase in relation to connecting the superstructure to the ground, and some of the main considerations of how the loads applied to the structure are transferred to the surrounding soil. The Fresnillo Company's mill at Fresnillo, State of Zacatecas, Mexico, treats oxide ores from the Fresnillo mine, dump ores and underground ores from the Plateros district, company leases and custom ores from the Zacatecas district, custom ores from other districts and tailings from old dumps at Fresnillo. The normal capacity of the mill is approximately 2600 dry short tons per 24 hours (a ton of 2000 lb.). The final product of the mill is a precipitate containing gold and silver, which is smelted and shipped as doré bullion to the refinery of the Compania Minera de Penoles, S.A., at Monterrey, State of Nuevo Leon, Mexico. The geology of the district was described in 1923, by T. C. Baker,' from whose paper the following data have been taken: The mineralization of the district was effected in the Tertiary period, following the intrusions and preceding the appearance of the flows. The area within which productive veins have been found is 1 mile long by 1/2 mile wide. The important units of each of the four general fracture systems meet in the central portion of Proano hill, which is an outcrop of graywacke, and where the rock was also intensely fractured by subsidiary movements, resulting in a shattered zone 1200 ft. long by 400 ft. wide. The mineralization was more intense in the immediate vicinity of the principal channels through which the solutions rose. The valuable metals are silver and gold, the ratio by weight of the former to the latter being 1000 to 1.5. Argentite is the predominant silver mineral, and is associated with pyrite and manganese mineral. The sulfides are primary throughout. A slight secondary action is represented by small quantities of native silver and silver halides, principally cerargyrite, which are found in the upper part of the mine. Oxidation has penetrated with great thoroughness to the lowest horizon so far exposed, this being 420 ft. below the present ground-water level. A Conveyor Belt Fire Test Program was initiated in 1985 by the Approval and Certification Center (A&CC), Mine Safety and Health Administration (MSHA), U.S. Department of Labor. The purpose was to evaluate the effect of entry air velocities on the burning properties of mine conveyor belts and assess fire test data from large- and small-scale tests. Belts meeting the fire-resistant standards of MSHA and agencies of other countries were tested in small- and large- scale fire tests.

In 1980, the Bureau of Mines surveyed a group of mine seals in Randolph County, WV, to evaluate their effectiveness for reducing toxic pollutants in mine water discharges. The survey focused on 11 block wet mine seals, but mine seals of several other types were also examined. The seals were installed in 1966 and 1967 in abandoned drift portals by the Federal Water Quality Administration (FWQA), a predecessor of the Environmental Protection Agency (EPA), in cooperation with the Bureau of Mines and other Federal and State agencies, in a project known as Elkins Mine Drainage Pollution Control Demonstration Project. The seals were designed to prevent air from entering the mine portals while allowing mine water to flow out. It was believed that by preventing air from entering inactive or abandoned mines, the formation of toxic pollutants and acid mine drainage (AMD) could be reduced. Evaluation of the seals was based on water flow measurements, water analyses, and visual observations. The Bureau's 1980 data were compared with past data collected by the EPA. Several leaks and failures were observed in the clay seals, as evidenced by apparent blowouts and the absence of vegetation where the mine water surfaced. Analyses of the 1980 data indicated some improvement in the quality of water discharged from many of the wet air seals.

These transformations have happened especially during the two last decades obviously favouring steel price, properties, quality and environmental compatibility in the new millennium. IntroductionIn the early 1980s, world steel production reached a historic figure; specifically in 1982, the amount was 645 Mt (Verdeja et al., 1993). This might have been one of the reasons why the United States, Japan and the European Community drew up a declaration of principles after which the leading industries and sectors in the following century’s development would be: advanced materials, also known by the very diffuse term of new materials; information technologies; and biotechnology (Eager, 1998).On the threshold of the 21st century, it can be inferred that information technologies (computers and telecommunications) have progressed spectacularly. Nevertheless, there have been downsides too; technology develops so quickly that after a few months the products are obsolete. Environmental problems may also appear in a few years due to storing so many useless devices. At the same time, the achievements of biotechnology did not meet the optimistic forecasts made in the early 1980s.On the other hand, it is also curious that some solutions for the environmental problems generated by star technologies of the new millennium, such as computers and biotechnology, are closely linked to the iron and steel industry. For example, blast furnaces in Germany and Japan are prepared for burning residua by introducing polymer materials from computers and other electronic prepared devices through their tuyeres, while cement tube furnaces can destroy any organic residua from different origins."

Small-mine and contractor Fatal Incidence Rates have been a problem for over 20 years in the coal industry, and the rates persist as unacceptably high. This paper briefly retraces historical information and data on the continuing problem and recounts the many unsuccessful efforts and initiatives to address the problems effectively. Next the results of a review of international literature on addressing the problems are presented. After focusing on a method to pinpoint the trouble spots more specifically through a nested data analysis, suggestions are provided on how the problem may potentially be addressed more systematically and effectively in the U.S.

The purpose of this paper is to provide an illustration of the Resource Management Act processes at their best. Many of you will be aware of the Martha Mine situated in the middle of Waihi Township in Hauraki District. Underground mining ceased on Martha Hill in the 1950s. A new mining licence was issued in the late 1980s and since that date open cast mining has continued at the site. The Hauraki District Council notified its proposed plan in October 1994. Prior to that date numerous discussion papers and draft sections of the plan had been disseminated in the community. Considerable consultation was undertaken with all interest groups. As an indication of the success of that consultation process only 17 references to the Environment Court were lodged following the making of decisions on submissions and further submissions. Those references, which included a number from the Minerals Industry, were all resolved by consent. Out of the reference and consent order process EMMA (Extended Martha Mineral Area) was born.

IN view of what has happened in - the past three years, it seems incredible that industrial corporations continue to write to engineering and mines schools for "promising members of the graduating class," or, indeed, that they even send representatives to the colleges to interview engineering graduates. Certainly, by this time, every company should be aware of the fact that recent engineering graduates are almost nonexistent and the number is not likely to increase within the next several years. At the February, 1945, annual meeting of the Local Section delegates of the A.I.M.E. in New York, W. B. Plank, professor of mining engineering at Lafayette College, summarized well the situation of the colleges by titling his talk "The Lost Generation of Engineers."

This study addressed the separation and recovery of vanadium(IV), iron, and titanium from synthetic and real leach solutions of vanadium-bearing titanomagnetite using extractant P204 (di-(2-ethylhexyl) phosphate) and P507 (2-ethylhexyl hydrogen- 2-ethylhexyl phosphonate). Based on the speciation analysis of vanadium in sulfuric acid medium, the single-stage extraction efficiency of vanadium, iron, and titanium was 94.21%, 3.45%, and 5.32%, respectively, under the optimal extraction condition of P204-P507 concentration of 15% (v/v), P204 to P507 ratio of 3:1 (v/v), TBP (Tributyl phosphate) concentration of 5%, sulfonated kerosene concentration of 80%, initial pH of 1.8, contact time of 8 min, and phase ratio (O/A) of 2:1. By confirming the predictions of the McCabe-Thiele diagram, a five-stage countercurrent extraction was carried out and the desirable extraction efficiency for vanadium reached 98.13%. The maximum co-extraction coefficient and distribution ratio of vanadium were 2.58 and 26.23, respectively. The stripping efficiencies and concentrations of a vanadium-rich solution by three stages of countercurrent experiments with 20 vol.% sulfuric acid reached 99.14% and 0.58 g/L, respectively, while almost all of the titanium remained in the organic phase. The mechanism of synergistic extraction between hydrogen ions of P–O–H and VO2+ in acidic conditions was confirmed by ATR-FTIR spectroscopy and molecular structure derivation. Besides, the separated impurity ions ( Fe2+) after oxidation, precipitation, and roasting process form a qualified iron oxide pigment with a total iron content of 97.2%.

Flinders Power, formerly NRG Flinders, is considering the possible use of low rank coal from Lake Phillipson, South Australia (SA) in its power stations at Port Augusta, SA. Typically, this coal contains about 35% moisture and 10% ash. Unfortunately, it also contains high levels of sodium (1% Na) and chloride (0.95% Cl) with a Na2O level in ash of 18.9%. Such levels cause serious problems during coal combustion, making the use of as-mined coal impractical for power generation. This paper describes the development of an aqueous leaching technique to remove 90% of the sodium and chloride and to yield a product with a Na2 O level in ash of less than 3%. Small-scale agitation leaching tests with good quality tap water at ambient temperatures showed that the coal needed to be crushed to minus 5.6 mm to obtain maximum removal of water-soluble sodium and chloride in 30 min. Leaching kinetics, but not the ultimate removal of salt, were enhanced by the use of higher temperatures (up to 150°C), but this was deemed uneconomic. Varying the pulp density between 20% and 50% had little effect on extractions and there was no benefit in multiple stage water washing. The best results by water leaching were 69%~74% extraction for sodium and 95%~97% for chloride, meaning that the sodium removal was well below the target level. From SEM examinations of the leached product it was concluded that the remaining sodium was organically bound to the carbon atoms in the coal. Further tests using aqueous solutions containing cation exchange additives such as calcium chloride (CaCl2) or ammonium chloride (NH4Cl) or sulphuric acid (H2SO4) showed that significantly enhanced sodium extractions were possible and target specifications were met. Two options, namely a single-stage and a two-stage leach, were then investigated. In a single-stage leach with additive, minus 5.6 mm coal was leached at 33%~50% solids for 30 min at ambient temperature and then filtered and washed with fresh water. This gave a sodium removal level of about 81% and a Na2O level in ash of about 5%. These levels do not quite meet tar-get specifications. In a two-stage leach, the coal was first leached with water alone without an additive as in the single stage leach, and the washed residue re-leached under similar conditions for about 5 min with an additive (CaCl2), and then filtered and washed. This gave a cumulative sodium removal of 96% and a Na2O level in ash of 1.4%~2.4%. These levels are well within target specifications.

The Bureau of Mines investigated a geologically favorable area in the Beluga River coalfield in south-central Alaska to determine if there were sufficient minable coal reserves for onsite utilization to meet the projected thermal power needs of the Anchorage area. A program of diamond core drilling and sampling delimited a shallow saucerlike structure estimated to contain indicated reserves of more than 20 million tons of subbitminous coal in a seam over 50 feet thick that could be mined by opencut methods. A large sample of fresh coal was taken across the full width of the seam for washability studies. This sample, with 4 volume-percent of clay partings eliminated, contained 24.4 percent moisture and 16.8 percent ash and had a calorific value of 7,162 Btu per pound. The studies indicated that mechanical cleaning would be of doubtful value.

Because of the renewed importance of the strategic metal manganese the Bureau of Mines in conducting further research on pyrometallurgical methods of beneficiating manganiferous iron ores and low-grade manganese ores. Published data on the Pyrometallurgical of manganese ores have been reviewed by Joseph.5/ A method of treatment that has received less consideration than others is the matte smelting of manganese or the separation of manganese from the iron and the gangue in an ore b, formation of a matte, that consists principally of esulfide of manganese. A procedure of this type has been patented by Betts.6/ Lofquist7/ claims advantages for the production of a sulfide-oxide matte as a method of recovering manganese in alloys containing manganese and iron.

Despite the large amount of study which has been devoted to the subject our present knowledge of the copper-oxygen system remains incomplete and unsatisfactory .in many respects. This applies particularly to those regions in which solid metallic copper exists. The primary object of the present paper is the contribution of new information relative to the solid solubility of oxygen (or cuprous oxide) in copper at atmospheric pressure, together with certain observations in the low-pressure regions of the system. It seems appropriate also to present a brief summary of the outstanding previous work on the constitution of mixtures of copper with its lowest oxide in order. to show the relation between the new facts and the system as a whole. The earliest recorded investigations of the copper-oxygen system are those of M. S. Lucas(l) $ and of M. Chevillot(2) in 1819 and 1820. Lucas believed that liquid copper is capable of dissolving its oxide, but neither he nor Chevillot was able to furnish convincing proof of this property. It was not until 1866 that T. Graham(3) definitely established the existence of such a solubility. Nine years later W. Hampe(4) measured its extent and roughly outlined the copper-rich portion of the system. The first really precise examination of the constitutional relationship between copper and cuprous oxide, however, was that of E. Heyn(5) who in 1900 published a temperature-concentration diagram covering the range from 0 to 10 per cent of cuprous oxide at atmospheric pressure. Within these limits of composition cuprous oxide was found to dissolve in liquid copper, forming at 3.4 to 3.5 per cent a eutectic which melted at 1065" C. R. E. Slade and F. D. Farrow(6) extended these studies to mixtures of higher oxygen content. They discovered that between 20 and 95 per cent of cuprous oxide the metal and oxide form two liquid phases at a monotectic reaction of 1195" C. The span of the biliquidal region diminishes slightly
