INTRODUCTION There has been considerable discussion in recent years of the strained relations between owners, engineers and contractors caused by the rapid increase in costly litigation in underground excavation due to construction claims. These time consuming claims are not to the best interests of the industry. It has been a conclusion of some of the concerned parties that there could be a substantial reduction in these claims if a mutual respect for each other's roles could be maintained along with a practical contractual arrangement for sharing the risks of the unforeseen costs inherent in the business. This paper will touch on the overall problem of these relationships, but confine the major discussion to the role of geology in claims and, in particular, changed conditions claims, since they form the base for the bulk of those involving geology. Geologists can make a major contribution to the reduction of these claims if their particular abilities are recognized and used properly. CLAIMS AND GEOLOGICAL RISKS The tunnel contractor is strictly bound by the contract he signs, and the risks he assumes thereby must be priced. The most important variable factor on which he must base his price is the geologic data provided and his interpretation of it. The prospects for near-term growth in coal demand are exceptional: the federal government recently targeted 141 oil- and gas-fired generating units for mandatory conversion to coal; coal-to-synfuel developments are proceeding at a steady clip, with construction of a $1.2 billion gasification plant to begin this year in Beulah, ND; uncertainty over nuclear power and stratospheric oil prices enhance the steam coal market; the export market is ripening; and an influential new political force (the Senate Coal Caucus and Congressional Coal Group) is flexing its muscles on Capitol Hill. But the rosy picture is muddled by signals, often conflicting, sent out by federal agencies. Although EPA can be credited with relaxing its grip on the Clean Air Act, its sulfur dioxide control strategy is still often at odds with the Administration's call for domestic energy (coal) development. B. R. Brown, president of Consolidation Coal Co., sums up the situation: "Every mule is pulling in a different direction." Often in the midst of the fray is the small operator who has been hardest hit by the stagnation of coal markets. Layoffs, shortened work weeks, and mine closures were rampant in the eastern and midwestern coal fields, even among large producers. The longstanding boom in western coal was tempered during 1979 by a noticeable slowdown in announcements of new mine construction. The prognosis: Eastern coal will remain in the doldrums for quite a while to come as it works off some 90 Mt of overcapacity. Midwestern coal will fare no better due to the regulatory-influenced appetite of midwestern utilities for low-sulfur western coal. This displacement should ease, though, as new power plants equipped to burn high-sulfur coal come on line in the years ahead. In the West, the National Coal Association projects production to increase a healthy- 10% this year, although mine-to-market transportation looms as the single largest stumbling block to marketing efforts. Fatalities Up 40% in 1979 The National Coal Association estimated total coal production in 1979 at 671 Mt, an increase of 13% over 1978. Of this total, the East and Mid-west accounted for 476 Mt (71%) and the West produced 195 Mt (29%). With the consistent rise in western production playing against flat outputs in the East and Midwest, underground mining's share of total production continues to slip and is expected to account for only 38-39% in 1980. Incidence of deaths and injuries at US coal mines soared in 1979 over 1978 rates. MSHA figures (still subject to final adjustments) reveal a death rate of 0.07 per 200 000 man-hours, up 40% over 1978's 0.05 figure. MSHA chief Bob Lagather attributed the death incidence to the large number of new coal mines put on line in 1978, which he estimated at between 350 and 400. Nonfatal injuries rose to 8.48 per 200 000 man-hours, up about 15% from a 1978 rate of 7.35. In absolute numbers, MSHA counted 144 fatalities and 18 111 lost-day injuries during the 1979 calendar year. The 144 coal mining deaths in 1979 is the highest number of coal fatalities at US mines since 1975.

The underlying message of this paper is that investment in prospecting, exploration and mining in New Zealand is welcomed. The Government's policy with respect to Crown owned minerals is for continuing investment in prospecting, exploration and mining which is in accordance with good exploration or mining practice. To encourage continued investment requires a business-friendly environment. Government policies and initiatives to enhance the business environment for the minerals and coal exploration and mining industries are discussed in this paper. As well, new initiatives under consideration, which have the purpose of enhancing the investment environment, are discussed.

Thallous chloride and cadmium metal were recovered from a thallium-cadmium concentrate by a method suited to the treatment of small batches. Differences in oxide solubility and control of pH were employed to separate the thallium and cadmium. The cadmium metal produced by zinc reduction analysed better than 99.95 per cent Cd and thallous chloride of high purity was precipitated from solution.

During the last quarter of 1948, two new machines, which may revolutionize the coal mining industry, made their first public appearance within two months of each other. Both are designed to mine and load coal continuously. On Oct. 27, the "Colmol," invented by C. H. Snyder and A. E. Lamm, president and executive vice-president, respectively, of the Sunnyhill Coal Co., was demonstrated at the No. 8 mine of that Company at New Lexington, Ohio. The "Joy Continuous Miner," invented by H. F. Silver, president of the Silver Engineering Works, Denver, and developed and manufactured by the Joy Manufacturing Co., was demonstrated at the Mathies mine, near Finleyville, Pa., in the Pittsburgh coal seam.

Sustainable Development is a very broad initiative in the mining industry, with major components running over the entire life of the mine. It likely commences with pre-exploration permitting and continues to post-mining final closure and possible land reuse. Most major mining corporations embrace the sustainability initiative, either out of a sense of social responsibility or out of necessity in order to continue doing business. But many may view the overall initiative as an added ?cost of doing business.? In many elements of sustainability, there clearly can be added cost ? some as simple as complying with self-imposed sustainability reporting. Fortunately, one major element of sustainable development can clearly be shown to reduce costs ? energy resource management. This paper will describe how the mining industry sustainable development effort differs from other industries, but can benefit from their experience in energy resource management. The mining industry can utilize proven methods from other industries to further their energy management efforts. In addition, many of the resources developed and employed to promote better energy resource management in non-mining industrial settings will be listed.

"The US Bureau of Mines and the University of Minnesota have developed design and performance criteria for a personal diesel exhaust aerosol sampler for underground coal mines. These are based on the premise that size can be used to separate diesel exhaust aerosol, which is mostly submicron in size, from coal dust aerosol, which is mostly greater than a micron in size. The sampler has three stages: a respirable aerosol preclassifier, a 0.8-um aerodynamic diameter inertial impactor to collect mineral dust and a final filter to collect the diesel aerosol. Using a sample flow rate of 2 L/min and gravimetric analysis to within 0.1 mg, the measure sub-0.8 um diesel aerosol has an a-priori limit of detection of 0.3 mg/m3.A miner working in an underground coal mine with diesel equipment is exposed to a wide array of pollutants from the diesel exhaust. These include CO, CO2. NO, NO2, SO2, diesel exhaust aerosol, and a variety of hydrocarbon compounds. A quantitative definition of the health risk resulting from these exposures remains elusive. During the past several years, though, progress has been made in defining the problem.Results from epidemiological studies by Garshick et al. (1988 ), animal inhalation studies by Mauderly eta). (1986), Iwai et al. (1986), and Brightwell et al. (1986) and in vitro studies by Lewtas et al. (1986) have provided sufficient data for the National Institute of Occupational Safety and Health (NOSH) to recommend that ""whole diesel exhaust be regarded as a 'potential occupational carcinogen,' as defined in the Cancer Policy of the Occupational Safety and Health Administration"" (NIOSH, 1988). NIOSH further stated that ""though the excess risk of cancer in diesel-exhaust-exposed workers has not been quantitatively estimated, it is logical to assume that reduction in exposure to diesel exhaust in the workplace would reduce the excess risk.""The Mine Safety and Health Administration (MSHA) has also been directed by an advisory committee to establish a diesel exhaust aerosol standard and to establish regulations to minimize exposure to diesel pollutants in underground coal mines (MSHA,1988). Both reports point out the need for development of measurement techniques for respirable diesel aerosol.In the past four years, the US Bureau of Mines (Cantrell,1987 and Cantrell, et al. 1987), in cooperation with Marple, et al. (1986), at the University of Minnesota's Particle TechnologyLaboratory (PTL), have studied the use of size-selective sampling techniques to measure the mass concentration of diesel aerosol in underground coal mines. Results from these studies have been used to develop design and performance criteria for a personal diesel exhaust aerosol sampler for use in underground coal mines.These criteria are based on the premise that size-selectivesampling techniques,can be used to separate diesel exhaust aerosol, which is predominantly submicron in size, from coal dust aerosol, which is mostly greater than a micron in size. In addition to the performance criteria, this paper discusses the laboratory and field test data used to develop the criteria."

IN dealing with this subject the intention is not to write a detailed description of the various methods in vogue on the Kalgoorlie field, but rather to give a brief outline of three of the methods which are most universally in force, and from which, ultimately, a few comparisons may be drawn. The three methods which the writer proposes embodying in this article are known as "The Rill," "The Flatback," and "The Shrinkage." For comparative purposes each method will be applied to a block of ore 500 feet in length, and opened up by levels 200 feet apart."The Rin" System. It is necessary in this system, for facilitating mullocking, to make connections between levels by rising and winzing at about every 100 feet or 150 feet along the orebody. After the leading stope is beaten off for the full length ofthe drive, the level is timbered. Single stulls are put in up to a width of fourteen feet. If the span is too great for stulls, set timbers or saddleback stuUs are used. Stulls are lagged over with 4-in gimlet poles, and wooden chutes are built at intervals of 50-feet. Ore passes are cribbed up through the filling directly above each chute, and are constructed of 7-in. round timber or 9 in x 3 in square timber, the passes measuring 4 ft x 4 ft in the clear.Occasionally a double pass may be carried up, one side serving as a travelling way. Stoping is commenced off the winzes, and rills are gradually formed, one on either end of each winze. The rills are generally at an angle of 37° off the horizontal, this allowing for the boring...

Until recently, the approach to the problem of treating complex ores bas been to produce, insofar as is possible, mono-metal concentrates which are treated in traditional zinc, lead and copper smelting circuits, with the residues and by-products from some of these circuits being retreated for the recovery of contained values either by a separate residue treatment process or along with the primary feed to the appropriate circuit. The continued development of the Imperial Smelting Process, with its ability to treat poly-metal concentrates, calls for a re-examination of the traditional approach to this problem, and this the paper attempts to do. A survey of recent progress in the technical development of the process is made and a summary of current operational performance is included.

However, the company was able to maximise profit during the good times and equip the culture to deal with the tougher times with minimal turnover.Through the combination of simple systems and processes, people development, application of commercial technical acumen and a combination of yin and yang leadership, OZ Minerals has achieved something quite rare - sustainable continuous improvement.The journey started with a vision. The EGM Operations created the æsparkÆ. The dream was to create a æfranchise mineÆ that could be rolled out to new mines and acquisitions as the company grew. However, the real leadership came from his lieutenants who provided the important yin and yang. The GM commercial provided the tools, processes, systems and the bottom line focus. The GM operations focused on culture, leadership, training and sustainability. This powerful combination (along with some good old persistence) was able to create the critical mass required to make continuous improvement go æviralÆ.This paper explores this unique case to uncover the essential ingredients that were created and mixed together. Failure of in-pit overburden dumps in open-pit coal mines causes debris to flow toward the active working face, threatening the safety of people and equipment. The evaluation of the potential mobility of failing mass will aid in hazard mitigation associated with unwarranted dump failure. The potential mobility is shown by mobility ratio (ratio of total drop between debris flow's initial and final deposition points to total travel distance) and runout characteristics. In light of above, a laboratoryscale debris flow flume was developed to investigate the effect of material gradation and slope angle on runout characteristics and mobility ratio. The total mass of experimental debris mix (Q) is fixed at 30 kg with 20% water content. Experiments at three different slope angles (30°, 35°, and 40°) demonstrate that increasing the proportion of fines in the experimental mix increases runout characteristics while decreasing the mobility ratio. The length and area of the runout decrease as the slope angle increases, while the mobility ratio increases. There is a positive correlation between d50 and runout characteristics at a fines content of 0.1Q, but a negative correlation at a fines content of 0.2Q and 0.3Q. Conversely, there is a negative correlation between d50 and mobility ratio for fines content of 0.1Q, but a positive correlation exists for fines content of 0.2Q and 0.3Q. A new index called the fine-to-coarse (F/C) ratio is used to identify the critical value of fines and coarse proportion that causes a transition from dry granular flow to fluidized debris flow.

A substantial lifestyle destination in the United Arab Emirates, in the Emirate of Abu Dhabi comprising of 1315 villas, town houses and non-residential leisure facilities is built over an area of 280 hectares of former mangrove areas, natural sands and reclaimed lands. Large-scale subsoil investigations including field and laboratory testing carried out dividing the entire site in to 7 clusters. This investigation revealed alternating layers of loose sands and silty clays within the load influence zone of planned foundations, showing susceptibility to excessive settlements. Therefore, ground improvement works were undertaken using a combination of stone columns, Rapid Impact Compaction (RIC) and excavation and replacement of soils plus a 0.4m thick load transfer platform. This was necessary to limit the settlements, increase-bearing capacity and prevent long-term settlements. 30 no’s of full-scale Zone Load Tests, ZLT were carried out each for a duration of 30 days in order to ascertain the anticipated long-term settlements in the clay layers. In addition, further testing of electrical cone penetration tests, CPT, and Plate Load Tests, PLT. The use of Priebe and Asaoka’s observational procedure were applied to predict the final settlements and the use of back-analysis from the 30 days Zone Load Tests, ZLT results to establish the site-specific consolidation parameters in clay layers to optimize the design and ground improvement works.

The Cow Run sand was cored and electrical and radioactivity surveys were made in C. E. Vandevender well 35 in the Burning Springs pool of the Burning Springs oilfield , Wirt County , W. Va . Laboratory tests , reservoir - fluid analysis , well - log interpretation , and available field data indicate that a substantial quantity of oil may be recovered from this pressure - depleted reservoir by waterflooding . Two formations erroneously believed to be the First and Second Cow Run sands were similarly evaluated in A. E. Mackintosh well 8 , Anns Run Pool , Wirt County , W. Va . , but were found unsuitable for secondary - recovery operations .

As part of a continuing study of diesel exhaust aerosol characteristics, the Bureau of Mines has applied Chemical Mass Balance (CMB) model source apportionment analysis to evaluate a size selective sampling method for determining the separate diesel exhaust and coal dust aerosol concentrations in a diesel equipped coal mine. Size selective sampling was used under the premise that diesel exhaust aerosol dominates the submicrometer aerosol size range, while most of the mineral dust aerosol is greater than 1 m. A micro-orifice, uniform deposit impactor (MOUDI) was used as the size selective sampling method. Concurrent samples of mine aerosol were collected using a dichotomous, respirable aerosol sampler. This sampler separated the fine and coarse size portions of its sample at 0.7 m. Trace element concentrations for in-mine aerosol sources and the dichotomous samples used by the CMB model were measured using Instrumental Neutron Activation Analysis. The CMB analysis, applied to both the fine and coarse fractions of the respirable mine aerosol, yielded the mass concentration contributed to each by diesel exhaust and mineral dust aerosol sources. The MOUDI size distribution data were analyzed using nonlinear regression to parameterize the fine and coarse fractions of the sampled aerosol and to estimate the contributions to each fraction from both coal dust and diesel aero- sol sources. For the diesel mine visited, analysis of the MOUDI samples yielded a value for the fraction of the fine aerosol attributable to coal dust of 15[]7% fine fraction coal from analysis of the MOUDI samples versus 25[]4% from the CMB analysis. The remainder of the fine aerosol in the mine was diesel exhaust aerosol. CMB analysis confirms the original premise for such sampling. After correcting for the presence of coal dust in the fine aerosol fraction, analysis of the MOUDI size distributions yielded estimates of respirable mineral and diesel exhaust aerosol concentrations that were accurate to with-in 10% of values determined by the CMB apportionment.

This study investigated the corrosion rates of various steel types and coatings used for friction rock stabilisers in a deep-level gold mine under diverse underground environmental conditions. Testing was conducted in situ within ramps, intake airways, and exhaust airways, and through simulated laboratory experiments. Results revealed that environmental variations significantly influence the corrosion performance of different materials and coatings. Duplex coatings, made up of galvanised steel with an organic paint layer, demonstrated the highest corrosion resistance. Zinc-based coatings provided moderate protection, while 3CR12 stainless steel and uncoated S420 carbon steel exhibited comparatively poor resistance under both aqueous and atmospheric conditions.

When xanthates or dithiophosphates are used as collectors in sulphide ore flotation, adsorbed species may be identified by gas chromatography of the volatile products formed during low temperature pyrolysis. For collector additions ,as low as 20 g/tonne of ore, pyrolysis of the flotation products usually gives' an olefin directly related to the particular xanthate or Aerofloat reagent used. The method is able to provide valuable qualitative and quantitative data relating to the extent of collector adsorption and the resulting changes in the hydrophilic or hydrophobic nature of the mineral surface.

"This research work forms part of an assessment to complement the feasibility of implementing high pressure sonic injection into relatively small (2.25 m I.D by 3.66 m I.L) Peirce-Smith converters (PSC) used at Lonmin Plc. Work has been carried out to characterize the fluid dynamics of three-phase (air, matte and slag) fluid flow in these converters using Computational Fluid Dynamics (CFD) simulations. The investigation has been done to study the flow pattern of the three phase system at high air pressure injection achieving sonic velocity at the tuyere exit into the converter. The 2-D and 3-D simulations of the three phase system were carried out using the volume of fluid (VOF) and realizable k -e turbulence models to account for the multiphase and turbulence nature of the flow, respectively. These models were implemented using the commercial CFD numerical code FLUENT. A detailed study of the flow pattern has been presented in the form of contour plots and the results obtained are useful for understanding plume extension and velocity distribution, shear wall stress distribution, and phase distribution characteristics in the system. The results provide a basis for further development of sonic injection technology into relatively small industrial Peirce-Smith converters with the ultimate objective of achieving lower energy consumption, improved process efficiency and increased throughput of the converting process. INTRODUCTIONPeirce-Smith converters (PSC) have been used in copper (Cu) and nickel (Ni) making smelters for more than a century for the purpose of removing iron (Fe) and sulphur (S) chemically associated with copper-nickel mattes through exothermic oxidation reactions. This process is commonly referred to as conversion. In principle, conversion is a submerged injection process, where typically air (or oxygen enriched air), at subsonic velocity (typically < 150 m/s), is laterally blown into liquid matte (Cu-Ni-Fe-S system). Oxygen preferentially reacts with Fe and S to produce iron oxide (FeO), which is slagged off, and sulphur dioxide (SO2), which reports to the process off gas."

New techniques for the continuous sampling and analysis of mine air are expected to replace traditional methods used for the early detection of spontaneous combustion. It has been established that the rate of evolution of carbon monoxide is the earliest indicator of incipient spontaneous combustion. Two methods of continuous monitoring of this gas are available and are now in use in the UK collieries. The first is the UNOR infra-red gas analyser, which is flameproof and may be used underground; the second is a system of tube bundles, which permits air to be drawn from any critical point in a colliery and analysed on the surface. Each system has its advantages and disadvantages but both provide the colliery manager with far more information on the condition of his pit than could previously be obtained by spot sampling and laboratory analysis. This paper describes the two systems presently in use and assesses likely future developments.

The social ecology of surface mining in urban areas is illustrated by a case study of a recent application for the opening of a new gravel pit in the city of Guelph, including the design of a progressive extraction-rehabilitation sequence for the property, investigation of the ecological impact of the proposed operation, history of the application procedure for a zoning change and the relationship of the operating plan to provincial legislation controlling surface mining.
