Duty on Lead Reduced. -On December 28, the President signed H.R. 5047 which reduces the duty on unwrought lead from 3.5% ad valorem to 3% ad valorem, with a floor level of 1.0625 cents per pound, effective retroactively from January 1, 1980, through June 30, 1983. Pacific Northwest Power Bill Passed. -On December 5, the President signed S. 885 which will enable the Bonneville Power Administration to guarantee 20-year contracts to its 15 major industrial customers in exchange for higher rates. In effect, the bill will have industrial customers pay some of the costs of building additional generating facilities in the Northwest, of which thermal units are expected to be a major part. BPA supplies power to six primary aluminum producers which operate eleven plants having over 30% of the primary aluminum capacity in the United States.

"This summary of international mineral exploration activities for the year 2014 draws upon information from industry sources, published literature and specialists in the U.S. Geological Survey (USGS) National Minerals Information Center. The summary provides data on exploration budgets by region and mineral commodity, identifies significant mineral discoveries and areas of mineral exploration, discusses government programs affecting the mineral exploration industry and presents analyses of exploration activities performed by the mineral industry.Three types of information are reported and analyzed in this annual review of international exploration: 1) budgetary statistics expressed in U.S. current dollars provided by SNL Metals & Mining (SNL) of Charlottesville, VA; 2) regional and site-specific exploration activities that took place in 2014 as compiled by the USGS and 3) regional events that affected exploration activities including economic, social and political conditions, which were derived from published sources and discussions with USGS and industry specialists. Commodity and regional compilations are presented in this summary. Because multiple sources are used to develop these compilations, statistics may differ depending on the source and type of data that are being reported.The SNL data summarize planned company budgets for worldwide exploration activities in 2014 for 19 nonfuel mineral commodities based on company surveys. Research focused on precious metals (gold, platinum-group metals and silver), base metals (cobalt, copper, lead, molybdenum, nickel, tin and zinc), bulk commodities (iron ore, phosphate and potash), and specialty mineral commodities (diamond, lithium, niobium, rare-earth elements, tantalum and uranium). Information on uranium exploration activities was included for the first time in 2007. Data on lithium, niobium, phosphate, potash, rare-earth elements and tantalum were compiled for the first time in 2010 because of their increased significance. Since 1999, companies with exploration budgets of $100,000 and greater were included in the SNL compilations. SNL budget estimates exclude bauxite, coal and oil and gas. Exploration budget estimates for iron ore have been compiled since 2011 but reported separately. The 2014 SNL company survey is reported by SNL to cover an estimated 95 percent of the world’s nonferrous, nonfuel mineral exploration budgets. The 5 percent that is not covered includes companies that chose not to participate in the SNL survey, private companies that do not publish their budget data, and government-funded exploration activities"

Laser-arc Hybrid Welding (LAHW) is a relatively recent concept which effectively combines the advantages of laser welding such as the high depth of penetration, low heat input, high welding speed and the positive aspects of arc welding such as better edge bridging and possibility to add filler. For example, steel sections upto 12 mm thickness have been successfully welded in a single pass at a welding speed of 1 m/minute using a 3.5 kW CO2 laser in combination with a MIG arc. Maraging steel of grade M250 is widely used in the aerospace industry in thicknesses upto 10 mm. Conventionally, it is possible to MIG weld such thicknesses in 3-5 passes employing V-Groove joint preparation. However, this multi-pass welding results in formation of reverted austenite in the weld zone after post weld aging; and the high heat input widens the reverted austenite containing heat affected zone which is popularly known as the dark zone/eyebrow zone. Both these zones are detrimental to strength of the welded joint, specifically the fracture toughness. The width of the dark band is an important factor because, thinner the band, it is supported more effectively by the surrounding material. Therefore, in order to avoid multi-pass welding and reduce the overall heat input, single-pass laser-MIG hybrid welding was attempted on 10 mm thick maraging steel M 250 plates using a hybrid laser arc welding system comprising a 3.5 kW CO2 slab laser and a MIG welding system. Simultaneously, multi-pass MIG welds also are produced. Both the laser-MIG hybrid and MIG welds are characterized microstructurally and subjected to mechanical tests such as tensile and fracture toughness in as-welded and post weld aged condition. The amount and distribution of reverted austenite in the fusion zone and width of the dark band was found to be different. Hybrid welds showed a narrow dark band zone and improved mechanical properties. Laser-hybrid and MIG welding investigations carried out on thick section maraging steel M 250 will be presented in detail, including microstructure, tensile properties and fracture toughness of the welds. To the best of the knowledge of the authors there are no reports on laser-MIG hybrid welding of maraging steels.

This paper reviews the history, developments and 10 milestones of the oxygen steelmaking processes, with a special focus on conventional autothermic converters, high-speed converters with a blowing rate up to 5 m3n/t min and allothermic converters with coal addition, post combustion and the possibility to increase the scrap rate up to 50%. Related operating results are introduced. A new process route, which is based on hot metal and chromium ore, is outlined. The cost advantage for the production of 304 stainless steel grade is higher than 100 USS/t. The synthesis of EAF and oxygen converter steelmaking, a comparison of decarburization rates, refining combustion burners for optimized oxygen-management in EAF and an example for a large advanced EAF are outlined. Possibilities of flexible steelmaking and the growth and outlook of worldwide oxygen steelmaking are described.

Accidental explosions in coal mines are due to various causes, but many of them can be directly attributed to coal dust; others that probably in no way depend on dust as a primary cause are propagated, greatly intensified, and made more disastrous by the presence of coal dust. The fact that coal dust in a bituminous mine will explode as a result of a fire-damp explosion has been generally accepted for many years, but the belief has also been held by many that coal dust is not in itself dangerous when unmixed with an explosive gas. Therefore, in past years little attention was given to dust in mines free from fire damp, and many disastrous explosions have resulted from lack of knowledge of the danger from coal dust. In the explosives gallery and experimental mine of the Bureau of Mines experiment station, Pittsburgh, Pa., it has been proved repeatedly and conclusively that coal dust will explode violently when no inflammable gas is present. PROPAGATION OF DUST EXPLOSIONS A coal-dust explosion is an extremely rapid burning or combustion of the coal particles. Their burning consists essentially of the combination of the hydrocarbons in the coal with the oxygen of the air, a process that generates heat and flame and produces hot gases and water vapor. These gases and vapors have a volume many times that of the original coal particles; thus they exert an outward motion and pressure which constitute the explosive wave. When fine particles of coal are suspended in the air, each particle is surrounded by the oxygen of the air, and thus is well placed to oxidize or burn rapidly whenever the temperature is high enough. If some particles are ignited from any cause they will fire others, and the combustion will extend from particle to particle with extreme rapidity wherever enough coal dust of sufficient purity is present.

U.S. demand for building and construction materials, such as construction aggregate, gypsum, and cement, remained strong in 1989. Cement imports declined slightly, representing about 17% of apparent consumption compared with 19% in 1988. Mexico, supplying 29% of the total, was the primary source of imports, followed by Canada with 21 %, Japan with 14%, and Spain and Greece with 10% each. Mexico was also the target of an antidumping petition, filed by producers in Arizona, Florida, New Mexico, and Texas, alleging that Mexican cement was being sold in these areas at less than fair value. This was the second petition filed against Mexico in the last 3 years. The International Trade Commission made a preliminary determination that the cement industry in these regions was materially injured by Mexican imports. U.S. demand improved for construction aggregate for the fourth consecutive year and was at a near-record level. The U.S. gypsum industry performed well, even though new housing starts decreased for the third consecutive year. Increased U.S. exports of gypsum wallboard and strength in the remodeling markets offset the impact of declining housing starts.

The Australian Corporations Law generally requires Independent Expert Reports to be presented in support of capital raising or in defence of mergers and takeovers. The introduction of the VALMIN Code in 1995 (and its recent revision issued as the VALMIN Code, 1998) made Assessment and Valuation Reports in these circumstances much more comprehensible than before because of its key requirements for transparency and materiality. By forcing the Independent Valuer to provide an explanation of the reasoning behind the estimation of a particular resource asset, VALMIN allows the reader to clearly see any error or illogicality in the valuation methodology used and to seriously question or even reject the resulting value. Even though many elements of resource asset valuation practice are undeniably subjective, there must be some basis of objective rationality to it. Independent resource asset Valuers are the essential link between mineral explorers/miners on the one hand and brokers/analysts/fund managers/investors on the other. The minerals and financial industries both expect them to not use inappropriate or invalid valuation methods and illogical steps within these methods. This paper examines some of the less sensible ways in which some of the main techniques that Valuers commonly use to assess the fair market value of mineral properties have been applied in recent instances. The authors hope to discourage the adoption or perpetration of the æWhat-number-did-you-have-in-mind?' approach. It is MINVALÆs view that as many methods as possible should be used in any resource asset valuation. If any of the resulting estimates are in approximate agreement (particularly if they were derived using the less subjective of the available methods), ie if they cluster, they are probably more persuasive as being the Preferred Value of the asset than outlier values within the Valuation Range.

The emerging problem of electronic waste has promoted the interest in exploring metal recovery from secondary sources under the umbrella of urban mining. This study presents the physical and chemical characterization of various components present in end-of-life laptops to help ascertain the sites of metallic values and develop sustainable and environment-friendly recycling. The recycling potential of a laptop is evaluated by sequential disassembly, separation, and characterization of components such as body (49.8 wt.%), printed circuit board (9.7 wt.%), hard disk drive (4.9 wt.%), and battery (12.4 wt.%). The printed circuit boards comprise metallic values, majorly copper (25 wt.%), tin (5.8 wt.%), and lead (3.1 wt.%). The precious metals (Au, Ag) with an economic advantage are abundantly present in electronic components such as integrated circuits, capacitors, resistors, and processors. Critical elements such as lithium, cobalt, and rare earth elements are detected in the discarded laptops' batteries and hard disk drives. The recycling potential representing the amount of material that can be recycled in various components, depending on the type, concentration, and purity, is determined in the range of 36–100%. On average, a unit laptop contains~ 386 g of Cu (14.45 wt. %), 49.73 g Co (1.86 wt. %), ~346 mg Ag, ~141.2 mg Au, ~650 mg of rare earth elements (Nd, Dy). This study presents a database for investigating integrated and economical recycling techniques from different components of a laptop, and an overall process flow is also proposed.

The stringent marketing specifications included in coal contracts mean that coal producers must supply cleaner and more consistent coal than may have been formerly required. Geostatistics has the potential to aid in the accurate estimation of the washability characteristics of coal. A prediction method, the Kriged Service Variable Approach has been developed.A Computer Aided Drafting and Design system has proved useful in the development and application of the approach. The geostatistical approach has been tested against coal geological and borehole data and applications discussed.

This report provides concepts for two automated longwall mining systems; one for operation in a 42 to 57-inch thick section of the Lower Kittanning coal seam, the other in a 57 to 72-inch thick section of the Pittsburgh seam. The Lower Kittanning concept uses a single-drum bidirectional shearer and 500-ton capacity 4-leg chocks and the Pittsburgh concept uses a double-drum shearer with 500-ton shields. Each concept is designed to produce in excess of 2,500 tons of clean coal per shift with a 6-man face crew. The automated longwalls consist of off-the-shelf control system hardware attached to standard longwall equipment. Control hardware includes a control and display console; prime and backup mini-computers; multiplex data transmission, power, and control lines; several remote terminals which serve as interface junctions; and various sensors and actuators located on the longwall equipment. The system can be operated either fully automatically, remotely or manually.

VIRTUALLY every year inventors find one or more startling new uses for one of the varied products of the nonmetallic mineral industries. For example, in November a major step toward positive control of rainfall was made when an experimenter converted a cloud to snow by dropping a few pounds of solid carbon dioxide into it. Other examples of ingenuity in the development of markets and production methods are noted in the following pages. For most of the industrial mineral products one of the outstanding features of 1946 has been the high level of production. There are exceptions, such as quartz crystal and lithium, whose production capacity during the war outgrew current peacetime needs, but they are few. Some technical men point out that this prosperity is not an unmixed blessing to technologic progress, because so much effort must go into day-to-day production problems that relatively little opportunity is left for the pursuit of new developments.

IN concentrating mills, where several millerals are recovered for realisation in more than one product, various systems are used to express the relative economic value of the work done, and, in the hope that it may prove of use to other operators, the writer will describe a system which, in his opinion, is more complete than any other that he has seen published.The controlling factor in all mill work must be based on the economic result represented by the greatest margin possible between the realizable value of the products and the cost of obtaining same.From a mill-man's point of view these are affected by the following factors:1. Metal contents of ore.2. Grade of products.3. Recoveries.4. Working costs.The grade of ore milled is usually outside the mill-man's control, but this may exercise a considerable influence on the grade of his products, metal recoveries, and revenue per ton of ore. Higher grades or recoveries may be obtained by using a more expensive process, or by additional grinding or reagents, and the economic comparison can only be arrived at by obtaining an analysis showing the monetary value of each variation within the possible limits.In the system to be described, the value of unit variations of metal contents of the ore, grade of products and recoveries are calculated in terms of a monetary unit per ton of ore with the returning charges ruling, and any suitable metal prices. Ease in handling, precision temperature control, and almost complete freedom from ash are among those considered when a liquid fuel is selected for use in industrial processing. In some instances these fuels are desirable because more heating units can e packed in a Given space where space is limited, as on snips. In other cases the' are chosen because of lower actual cost per British thermal unit absorbed, or for control of the flame to increase the capacity of furnaces, as in steel and refining.

DTL2 contract C916 was awarded in March 2009 for S$340 M. This contract includes two mass rapid transit (MRT) 1100?m long bored tunnels using two slurry tunnel boring machines (TBMs), with an internal diameter of 5.8?m, two cross passages and 135?m of cut-and-cover tunnels The contract also includes the design and construction of a new underground station including station entrances, subway links, architectural finishes and external landscaping. The station, located at Upper Bukit Timah Road near Jalan Jurong Kechil will also double as a civil defence shelter.The works included significant traffic management in a dense urban area in order to create the working areas whilst keeping the requisite number of traffic lanes. This involved numerous utility diversions and included the removal of a 33-year-old pedestrian overhead bridge (POB) over busy Bukit Timah Road. The station and tunnelling works were completed on time, including a ‘dock and dismantle’ TBM retrieval and subsequent breakthrough of the separating wall.This paper will detail the methods and solutions used to construct the tunnels and stations, with a focus on the requirements for construction of the station to be a civil defence shelter if required. This involved solutions to tying reinforcement and placing concrete to high standards in a restricted space, as well as the incorporation of heavy blast doors and other associated protective measures. The efforts of the management team resulted in the project being awarded first prize in the 2011 Land Transport Authority’s Annual Safety Award Convention and being named winner of the Safety and Health Award Recognition for Projects (SHARP) award at the 2011 Workplace Safety and Health (WSH) Awards. As well, McConnell Dowell won a Green and Gracious Builder Award (Excellent Category) from the Building and Construction Authority (BCA).CITATION:McDonough, R, 2014. This report summarizes a Bureau of Mines study on the use of geotechnology to identify and reduce ground control hazards at slate quarry operations in eastern Pennsylvania. The major ground control hazard is falling rock, attributed to weathered bedding plane faults, which weaken quarry highwalls. It was demonstrated that these faults can be detected outside of the quarry perimeter using surface resistivity measurements. Falls of ice from quarry highwalls constitute a second major hazard, which requires water diversion as a basic control method. In situ stresses seemingly cause only minor problems in slate extraction although they could interact with developed stresses and lead to failure of barriers between quarries. Pull tests showed that rockbolts anchor firmly in slate and should prove effective in securing loose rock.

A sample of tailings from a local, low grade (less than 2g/t) tailings dump was investigated for gold recovery. The tailings were very fine, with 90 per cent passing 30¦m and almost 60 per cent passing 10¦m. Tabling the coarse product from classification using a cyclone proved unsuccessful, with low recoveries being obtained due to high gold losses in the slime streams. Gold recovery by cyanide leaching was quite rapid, with recoveries of 85-90% being obtained in five hours. Lime and cyanide consumptions were 3 g/t and 0.1 kg/t respectively. Gold loading onto carbon was inhbited by the presence of the large amount of fines, so heap and vat leaching should be considered where the gold is recovered from a clear pregnant solution. Settling tests were conducted on tailings. It was observed that the addition of at least 3 kg/t lime or 0.4 kgh nonionic flocculant was necessary to promote settling of the tailings to generate a clear supernatant for gold and water recovery.

IN fighting a war the all-absorbing intent is to win. There is little time to analyze the rush of events or to appraise their consequences beyond the war's end. The united objective is, rightly, success for our arms. Yet under the pressures of a great war there may be compressed scientific, economic and social developments that might have taken many decades to achieve under less urgent conditions. Their effects on our lives and all civilization may be more wide-reaching and lasting than any military conquest. They constitute one of the must imperative incentives to victory. No American, least of all any scientist worthy the name, conceivably could endorse war as a justifiable means to progress. The destruction of life and property wrought by the present war far exceeds the havocs of a century's earthquakes. Most of mankind is burning itself on an altar of paganism. Nonetheless, one fact is inescapable Despite the recurrent malady of war history's overall course is forward. Mankind has the habit of rising phoenix-like from its own ashes to attain greater heights. Progress is immortal.
