The materials science and metallurgical engineering communities have expended enonnous resources in developing high fidelity process models. Exploiting these Models for Predictive Optimization (MPO) and Control (MPC) is a new frontier in Materials Process Engineering that will lead to exceptional process perfonnance. This paper will begin with a short survey of the development of high quality process models available in the literature and a discussion of how these could be used to improve process operation. A summary of the current "state-of-the-art" in process automation technologies and the traditional framework in which these technologies are deployed will be presented. An illustration of the use of MPO in process design and operations will be presented for the continuous casting of steel. In addition, a simple run-out table simulation will be used to demonstrate the power of the MPC technique.

"The technical and economic feasibility or re-processing hundreds of millions of tons of tailings in a number of historic gold tailings dams in the Witwatersrand area of South Africa is being investigated. The objective is to recover uranium and residual gold from the tailings, as well as to oxidize the sulphides to eliminate long term environmental liabilities associated with acid mine drainage. The tailings from the re-processing plant will be re-deposited in a new area far from urbanization, allowing for the rehabilitation of the real estate currently occupied by these historic tailings.The first step in the process involves a mild-regrind and mild acid leach of the tailings (pH 2.5 to 3.0) to dissolve up to 40% of the uranium. This uranium is recovered directly from the pulp by resin in pulp (RIP) with a strong base resin. The RIP tails are then treated by flotation to recover a rougher pyrite concentrate, and flotation tailings that are discarded. The rougher concentrate is cleaned to produce a final pyrite concentrate and cleaner scavenger tailings, and the pyrite concentrate is oxidized in an autoclave to leach uranium and generate acid. The autoclave discharge is combined with the cleaner scavenger tails, and the acid and ferric ions generated in the autoclave are used to leach more uranium and oxidize more sulphide in the cleaner tails. The product from the concentrate leach circuit is processed by resin in pulp for uranium recovery, followed by neutralization, cyanidation and carbon in pulp for gold recovery.The rougher float tails may be further treated to recover gold that was not recovered in flotation, but which had been liberated from the old dumps by natural oxidation of some of the pyrite over many decades. The float tails would be neutralized and treated by cyanidation and CIL to recover this liberated gold.All parts of the flowsheet have been extensively tested in the laboratory, and the critical elements of flotation, pressure oxidation and resin in pulp have been demonstrated in pilot plants. Each reference is evaluated by keywords, providing the reader with a means of rapidly sorting through the references to locate only those dealing with the coal mining region and subject of interest. All references are annotated. Other sources of information are given, including Office of Surface Mining (OSM) and State reclamation agencies and other published bibliographies.

This work is a codification and annotation of the Congressional enactments relating to minerals, mineral lands, and mining. It covers every enactment of Congress from the original ordinance of 1785 to the present time, as well as all sections of the Revised Statutes of the United States relating to these subjects. These laws are grouped according to their general subject matter, and are arranged thereunder in numerical or chronological order. Many of the mining statutes include matter not pertinent to the subject, and only those parts of such acts are quoted as will properly show their relation to minerals and mineral lands and indicate how they should be construed. Some mining acts have been repealed or have become obsolete, and others have become incorporated substantially in sections of the Re- vised Statutes; but these are retained in order to show the changes made, and the constructions placed thereon by the courts are given as aids in construing the new or repealing acts. The annotations consist of legal propositions abstracted from the decisions of the various courts and executive officers of the Govern- ment that have interpreted the sections and statutes so codified. These legal propositions are arranged under the different sections and acts with appropriate headings, titles, and subtitles, in logical order, exhibiting the present status of each particular section or act and its application to the subject of mines and mineral lands. The annotations do not purport to be abstracts of decisions on the sub- stantive law of mines and mining generally, but are limited strictly to the interpretation placed on a given section or act definitely re- ferred to by a court or executive officer by the number of the section of the Revised Statutes or the volume and page of the Statutes at Large in which the Congressional enactment is found. It may be observed that the legal propositions stated are not always pertinent to the particular section or act under which they are classed and of which they purport to give a construction. The arrangement, however, is not an arbitrary one, but is so made for the reason that the courts or officers in the construction of a particular section or act definitely referred to by number or volume and page incorporated in the decision matter not strictly pertinent to the par- ticular section or act so designated. This statement applies especially to the interpretations placed on the sections of the Revised Statutes. "Chemical and biological aspects of the formation of acidic effluents from sulfide waste materials are discussed. Test procedures to determine the acid producing potential of waste materials, as well as the characteristics of such acidic effluents, are presented. Practical applications of the test procedures are discussed with reference to predictior of environmentally unacceptable drainage and to estimation of metal recovery by dump leaching.INTRODUCTIONNatural leaching of sulfide minerals, exposed to the atmosphere, has been occurring for geological time. For centuries, man has been aware of the acid drainage originating from coal workings, copper mines and waste dumps. With the advent of the technical sciences, the processes involved in acid mine drainage production were considered to be solely chemical in nature. However, in 1947, it was shown (1) that a specific microorganism, called Thiobacillus ferrooxidans, was responsible for acid mine drainage from coal workings. It was demonstrated that under suitable conditions - this bacterium oxidized pyrite and marcosite in the coal to ferric sulfate and sulfuric acid. Numerous studies have subsequently demonstrated that - under suitable conditions - Thiobacillus ferrooxidans can attack most sulfide minerals, producing weak sulfuric acid, oxidizing ferrous to ferric iron and solubilizing other metals present (notably copper and zinc) as their sulfate salts."

AMONG others, one of the most important duties of the accounting department is to disclose to the management the cost of production accurately and as quickly as possible after the ore has been produced and treated. A report is issued daily showing man shifts and the cost of labor, supplies, power, and miscellaneous charges to each department of the operation: mining, crushing, milling, packing and loading, and general expense. Mining costs are broken down into stoping, handling, development, exploration, and miscellaneous, and each of these subdepartmental costs are further broken down into the branches making up the subdepartment. Costs of crushing, milling, packing and loading, and general expense are detailed in the same manner. With such a detailed daily report as this, the management is able to keep in close touch with the efficiency of the entire operation. Because no expense items are deferred or spread over a period, and so that the report does not lose its comparative valve, appearances of unusual charges are explained.

Small diameter cast-in-place bored piles (pinpiles) have been installed throughout the world since 1952, but only more recently in the United States. The special features of their construction and performance makes them ideally suited for structural underpinning applications in difficult ambient and geological conditions. This paper describes the underpinning of part of a major industrial facility near Mobile, Alabama. In addition to being a most interesting and successful case history, per se, the paper also describes in detail a fundamental test pile program which has afforded a unique insight into the basics of load transfer mechanisms.

Introduction Despite perennial economic turbulence, Argentina continues to push ahead with efforts to develop its fledgling hardrock mining industry. The country lacks the infrastructure and mining history of neighboring Chile, but contains vast areas of great resource potential. The eastern slope of the Andean Cordillera in west-northwest Argentina is a relatively little-explored region offering geology highly conducive to the occurrence of base and precious metals deposits. Past exploration has concentrated on locating and evaluating porphyry copper-molybdenum (Cu-Mo) type occurrences. Comparatively little attention has been given to precious metals potential. An interesting and important group of base and precious metals prospects in northwestern Argentina occurs within and adjacent to the Upper Miocene Farallon Negro volcanic complex in Catamarca province. The volcanic complex contains numerous base and precious metals vein occurrences, high gold porphyry copper prospects, and possible disseminated gold targets that have attracted relatively minor attention in the past. Various geologic aspects of the region have been reported by several workers (Llambias, 1970, 1972; Caelles et al, 1971; and Sillitoe, 1973). Regional geology The Farallon Negro volcanic complex is located within the Sierras Pampeanas morphostructural province about 200 km (125 miles) east of the main Andean Cordillera (Fig. 1). The Sierras Pampeanas is characterized by north-south-trending basin and range topography that developed during the Miocene and Pliocene. Uplifted blocks are composed mainly of lower Paleozoic metasediments and granitoid plutonic rocks unconformably overlain by Tertiary redbeds and minor carbonates. A consistent landward migration of volcanic and intrusive ac¬tivity occurred in this region of the Andes from the early Mesozoic through the mid-Tertiary. Following on from many years of research aimed at improving the effectiveness of truck haulage operations in mines operated by BHP Minerals, BHP Research developed a concept for an Innovative Large Mining Truck, (ILMT) which has the potential to significantly improve the cost effectiveness of rear dump mining trucks. The ILMT concept reduces the empty vehicle weight dramatically, greatly reduces unequal rear tyre loading and improves ride and handling characteristics. The concept has been taken to the "proof of concept" prototype truck stage with the cooperative efforts of BHP Coal, BHP Research. Liebherr Mining Truck, Inc., Liebherr-Australia and Birrana Engineering. Testing of the prototype truck commenced at a coal mine in Queensland, Australia during May, 1996. Preliminary results from the testing program are very encouraging. Expectations are being met and in some cases exceeded.

Backfilling in Canadian mines has been practised for close to 100 years and evidence anticipates the application of mine fill technology at an increasing rate during the foreseeable future. The evolution of backfill technology is closely related to the advancement of modern mining methods and the development of new backfill technology continues to evolve. The authors, after conducting extensive surveys of backfill practices in underground mines across Canada, have concluded that, because backfill operations employ large quantities of cement and experience large costs associated both with backfilling practice and cement use, opportunities exist for reducing backfill energy costs and enhancing the application of alternative cementing agents in backfill. Consequently, the authors have developed an alternate, equally effective and lower cost binder agent replacement for cement, and incorporated waste glass into the development of a lower cost backfill (glassfill). This paper presents the results of two design stages associated with the development of glassfill: strength development and flow performance. The advancement of this technology has reached a stage that should promote industrial implementation within the Canadian mining industry. A number of Canadian mining operations exhibit potential for plant optimization through possible binder source replacement, and might thus realize associated reductions in backfill and energy costs.

High intensity stirred milling using the IsaMill has been the enabling technology for many projects by transforming the economics of fine grinding and simplifying circuit design. IsaMill grinding technology was originally developed for large-scale grinding to P80 sizings of 7 ¦m. The IsaMill is a high throughput, high efficiency mill that produces sharp product size distributions in open circuit configuration. The ability to grind in an inert environment, using a wide variety of media types, can give further metallurgical and economic benefits. The high energy intensity results in a small footprint that enhances the ability to distribute grinding power throughout the circuit, applying grinding energy to the minerals that need it. Recent scale up developments in IsaMill technology have enabled the benefits to be extended to large-scale conventional grind sizes, until now the domain of ball and tower mills. This paper will examine the crossover of IsaMill technology from ultrafine applications into the more conventional grinding area (P80 20 - 150 ¦m). Scale-up developments in IsaMill technology that have enabled this are reviewed. The upcoming commissioning of a 3.0 MW M10,000 IsaMill, the most powerful to date, grinding to P80 55 ¦m at PPL in South Africa will be discussed, as will the recent commissioning of a 2.6 MW M10,000 IsaMill at Kumtor. Recent testwork at McArthur River, where an IsaMill is being considered as an addition to the primary grinding circuit to replace the current tower mill will be reviewed. The potential combination of HPGR and IsaMill to transform concentrator grinding economics will also be discussed. Large-scale IsaMill technology has the ability to transform circuit design and energy efficiency for both coarse and fine grinding.

There appears to a definite trend toward the hoisting of greater tonnages from greater depths. There is every indication that this trend will continue and we feel that improvements in the design, fabrication and installation of mine guides will be of significant importance in the future. The present state of the art in mine-shaft guide systems is reviewed and the parameters required for improvement are derived in this paper. Finally, a proposal is made for a new steel guide system which meets the parameters and is economical to fabricate and install.

"Despite the pre-eminence of the Jwaneng Diamond Mine as the world’s richest diamond mine, the discovery story has long been clouded in mystery. This is the 45-year old untold story of the Jwaneng discovery and contemporaneous Bechuanaland/Botswana political and socioeconomic history. Diamond exploration by De Beers in Bechuanaland began in 1955, with the first true kimberlite discovery near Letlhakane in 1967, before Clifford’s Rule was applied and before the use of indicator mineral chemistry. Surface deflation soil sampling and bioturbation by termites was the foundation for exploration into the Kalahari. The 1962 reconnaissance programme south of Jwaneng had failed to make any discoveries. Improved sampling methods were applied to the Kalaharicovered areas in 1969 and positive results were received by year-end. The Whateley’s Wish percussion drill-hole in December 1972 was confirmed as Jwaneng 2424D/K2 with drill core in early 1973. Jumper drills were required to penetrate the Kalahari sand cover. Diamond resources were demonstrated despite multiple technical problems. IntroductionThe Jwaneng Diamond Mine is, by value, the world’s richest diamond mine. Harry Oppenheimer is quoted as saying that Jwaneng is ‘the most important primary deposit found anywhere in the world since the discovery at Kimberley more than a century ago.’ (Taylor III, 1982) The mine opened in 1982 after some nine years of evaluation and construction since discovery in February 1973. Debswana (2017) states that 2015 production was 7.87 Mt of ore from which 10.408 million carats were recovered at a grade of 132 carats per 100 t (cpht). Although the value is not reported, it was noted that Jwaneng contributes 60–70% of Debswana’s total revenue from all mines, including Orapa, Damtshaa, and Letlhakane (Debswana, 2017)."

OPINION seems widely divergent as to where we stand with respect to future mineral supply. From some quarters we hear that the United States is about to become a "have-not" nation and about to experience the evil consequences such a situation would entail. Others claim that we are still a treasure house of stored-up mineral wealth, the surface of which barely has been scratched. The data to be presented here support the conclusion that neither of these viewpoints is correct and that we are far from exhaustion of those mineral resources that are basic to our industrial economy. However, exhaustion is well advanced in a number of important subsidiary minerals so that we can no longer drift along with the easy-going philosophy that the earth will provide. The time has come when we must recognize the true situation and do something about it.

It is estimated that approximately 65% of the roughly 130 million carats of diamonds mined globally per annum originate in Africa and has an annual value of US$ 8.4 billion', Many of these mines are located in remote areas of the continent where the directly affected project community's income is often well below the poverty line. Often associated with these communities are occurrences of localized over exploitation of natural resources, environmental destruction and the abundance of social ills.

Various attempts have been made to build leadership and management expertise with little success. There are numerous reasons these attempts have failed. Three reasons, along with suggested solutions, will be explored: 1) lack of ownership of the development process by those affected; 2) lack of congruence of the development process used and the business strategies of the organization; and 3) a comprehensive development process. We will discuss a development model applied inside a smelter and refining complex over one year involving all levels of management. The process was credited with helping to substantially reduce cost and enable breakthroughs in production, quality and safety results.

A survey showed that there were 24 bin-related fatalities in the 5 year period of 1975 to 1979 in the minerals industry. Only 4 victims wore safety belts and only 1 of these had a second person attending his lifeline, as mandated by Federal safety regulations. Not one victim observed the three main Federal safety regulations governing work in and around bins. A study was conducted on the force necessary to pull victims partially buried in sand and limestone. Recommendations are made on procedures and safety equipment that can minimize bin-related accidents. A Handbook, directed to the plant engineer responsible for bin design and safety, was also issued detailing bin designs and flow-aid accessories as a function of the flowability of the stored material to better maintain material flow from bins. A comprehensive table of the flowability of many materials produced in the minerals industry is presented and simple procedures given for determining the flowability of materials if not available.

This Bureau of Mines publication provides information to assist in selecting a lixiviant (leach solution) for in situ uranium leaching. The cost, advantages, and disadvantages of lixiviants currently used and proposed are presented. Laboratory and field tests are described, and applications of geochemical models are discussed. Environmental, economic, and technical factors should all be considered. Satisfying environmental regulations on restoring groundwater quality is becoming an overriding factor, favoring sodium bicarbonate or dissolved carbon dioxide over ammonium carbonate. The cheapest lixiviant is dissolved carbon dioxide, but it is not effective in all deposits. Technical factors include clay swelling by sodium, acid consumption by calcite, and the low solubility of oxygen in shallow deposits. Laboratory leaching tests can provide useful data. However, they can be misleading if, for example, the ore is allowed to oxidize before testing or if distilled water instead of formation water is used for making solutions for permeability tests. Geochemical models presently are more useful for indicating trends in solubility than in reliably predicting concentrations.
