Potential air emission impacts to federal Class I areas from distant sources are receiving increasing scrutiny by federal land managers (FLMs). This paper provides summary results of the impact analyses conducted for FLMs and PSD permitting of a proposed expansion for a taconite processing facility. Results from air quality increment, acid deposition, mercury deposition, and visibility analyses for Class I areas located 50 to 162 km from the facility showed the project would meet the respective regulatory and guideline values for the specific analyses. During the course of the air quality analyses, potential new requirements from the FLMs’ Air Quality Related Values Workgroup (FLAG) efforts and USEPA’s Regional Haze Program were brought into the PSD discussions. The implications for these future guidelines and regulations as they may affect future expansions at other mineral processing facilities are also discussed.

SINCE oil journals commenced to feature the progress of Iraq pipe-line developments and since newspapers undertook to follow the discussions between a certain large oil company and an Asiatic nation, I have repeatedly been asked questions that are only answerable by setting forth the essential geographic and historical facts of concessions in that part of the world. In so doing effort will be made to correct erroneous statements made in various quarters: and mistakes herein are being kept as low in number as possible. Perhaps the best-known concession in the Middle East is the one of the Iraq Petroleum Co., covering the greater part of the portion of the kingdom of that name- lying east of the Tigris River. West of the stream is the concession of the British Oil Development Co., which takes in all presumed petroliferous areas in western Iraq. No other important oil concessions exist in that country, except for the lands of the Khanikin Oil Co., which operates in "Transferred Territories" on the border of Persia. East of and continuous with the Iraq fields are those of Persia where the Anglo-Persian Oil Co. holds the well-known D'Arcy concession comprising three-quarters of the country, omitting the five northern provinces. This is the only valid existing concession in Persia, so far as known, except certain old firmans that permit development at Semnan in central Persia and possibly also certain regional grants to a French banking syndicate in eastern Mazanderan Province.

The development of larger size flotation machines, which started in the 1950's and 1960's, is still proceeding. The largest mechanical flotation machines avail-able today have unit volumes in the range of 38.2 to 43.9 M3 (1,350 to 1,550 cft). Designs for mechanical flotation cells of unit volumes as large as 70.8 m3 (2500 cft) are available. The development of these "giant" flotation machines has been and continues to be motivated by the increasingly critical forces of higher energy and capital costs, decreasing ore grades, and lower (real) prices for the products. As an expansion of a previous publication, this paper reports the further development of an improved mechanism for these large flotation machines. The starting point in the develop¬ment of a new mechanism was the identification of design and performance features of existing machines where improvements were desirable. The result of this work was a mechanism which s is an improvement over existing designs. This new design is characterized by an efficient overhung stator and a vortex profile rotor. The overhung design of the stator removes unnecessary and undesirable baffling in the lowest parts of the tank, while maintaining a quiescent froth layer. This results in lower power consumption and better pulp circulation and solids suspension. The vortex profile rotor acts as an efficient pump, with higher pulp recirculation rates as evidenced by the increased air dispersion capabilities, good solids suspension, and low power consumption.

F. C. Bond: This is an outstanding paper on comminution theory and represents a considerable advance in mathematical formulation. It clears the way for a discussion that should ultimately decide whether the work index should be considered as a parameter according to the Third Theory or as a constant. In the empirical differential equation dE = —Cdx/x [1] either Corn must be treated as a variable to satisfy known crushing and grinding conditions. The author has chosen the exponent n as the variable, with C as a constant. According to the Third Theory, in the general case n is a constant equal to 3/2, and C is a variable related to the work index Wi. If x is placed equal to P (the size in microns which 80 pct of the product passes) and F is the size 80 pct of the feed passes, then C equals 5 W1, and dE = 5 -5 Widx/x = 10 Wi 10 Wi w = vP vF which is the basic equation of the Third Theory. It is apparent that this integration involves the error of treating the parameter Wi as a constant, just as the author's treatment involves the error of integrating his variable n as a constant. These errors are probably relatively unimportant, considering the small range of the variables. When more is known about the factors contained in the work index, Eq. 1 can be revised as a partial differential equation. The Third Theory exponent of 1/2, or n = 3/2 in the Charles' differential equation (Eq. l), was not chosen primarily because it is the average between the Kick and Rittinger exponents; this may be merely fortuitous, since it is illogical to define truth as the average between two errors. It was first discovered from the study of a large mass of crushing and grinding data and confirmed by laboratory testing. The general correspondence of the Third Theory equation to actual crushing and grinding results over the entire size reduction range argues strongly that a fundamental phenomenon is involved. The a posteriori theoretical explanation of the constant Third Theory exponent is that the work done in breaking rock is proportional to the length of the crack tips formed. Compressive force applied to the rock results in deformation and strain energy. When this locally exceeds the breaking strength a crack tip forms, the surrounding strain energy flows to the crack tip and extends it to split the rock, with release of the energy as heat. Under rapid impact the crack tip may form before the strain has reached equilibrium, resulting in less energy expenditure and probably a coarser product. In any case, the elastic limit of a brittle material is practically the same as its breaking strength, and the work necessary to form the crack tip is the work required to break. The crack length of a ton of broken rock cannot be measured directly. However, the particle shapes of feed and product are similar, and the crack length is considered equal to the square root of one half of the new surface area formed. It is, therefore, proportional to 1/vD, where D is the equivalent product particle diameter. This is the basis of the Third Theory equation. Many secondary factors can be imposed upon the crack length breakage. These may cause the Third Theory work index to increase or decrease somewhat as the product size becomes finer. The work index is properly a parameter rather than a constant, making it an increasingly valuable practical criterion of the work input required in crushing and grinding.

Unplanned ore dilution has a direct and large influence on the cost of a stope, and ultimately on the profitability of a mining operation. This paper presents results of a study on the influence of a variety of factors on ore dilution in a blasthole stoping environment. A series of 3-D numerical models were developed and analyzed to examine the effect of mining depth, stope geometry and stope setting within the orezone extraction sequence. To quantify modelled ore dilution from the three-dimensional simulations, the ore Dilution Density (DD) is a term introduced in this study to denote potential hanging-wall overbreak. It was found that hanging-wall overbreak is not significantly influenced by depth alone, and that stopes with large or small axial ratios are more stable than large rectangular stopes. It was also demonstrated that, in addition to stope dimension, the amount of unplanned dilution differed according to stope type. Five stope types were identified, based on their position within a tabular blasthole mining sequence. The methodology presented in this paper can be adopted to develop mine-specific design tools for the estimation of ore dilution associated with a proposed mine design. This can prove extremely helpful in the process of underground mine planning and optimization.

Este estudo foca na análise do comportamento do módulo para cálculo da viscosidade de escórias fundidas do software FactSage 6.4. Foram utilizados dados da literatura e calculada a viscosidade de 972 escórias, no sistema CaO-SiO2-Al2O3-MgO, variando composição dentro da faixa de 2-58% de CaO, 7,4-70% de SiO2, 0-40% de Al2O3 e 0-38% de MgO, e temperatura na faixa de 1050-1750ºC. Foi encontrada uma tendência do software de produzir resultados com valores de viscosidades menores que os encontrados na literatura. O desvio médio entre os valores da literatura e calculados foi de 32,06%, segundo estudos da literatura é considerado adequado para viscosidades de escórias siderúrgicas fundidas.

Most western industrial sands are feldspathic and contain feldspars in variahle amounts. A few deposits will show alumina contents of less than one per cent while others will contain over twelve per cent alumina. Some industries are not especially concerned with the amount of contained feldspar but are interested only in color and in size gradations. Other industries, however, are very much interested in alumina content and set up quite rigid specifications as to this content. Several western plants are beneficiating crude sands both to reduce the iron content and to control the feldspar content. At present, most of these plants are using flotation processes for both controls although a few plants do use magnetic separators for the reduction of iron content. Some work has also been done with electrostatic separators for the feldspar-quartz splits. The Sand Division of Del Monte Properties Company, Pebble Beach, California, has been operating a flotation plant for iron removal and the separation of quartz and feldspar since 1950. As mentioned before, control of alumina, especially in the quartz product, is very important. Some users require an alumina content of less than two per cent and others will demand a product of less than one per cent Al2,O3,. The standard Quinolate method for determining alumina is lengthy and time consuming. The HF —H2SO4 evaporation step is especially critical and, if forced, spattering is apt to occur with a resulting loss of sample. Standard procedure is to evaporate to dry ness overnight at a low temperature. Even with forcing under optimum conditions the procerlnre will take two or three hours to complete. A new method has been developed which allows an alumina determination to be made, in 10 or 15 minutes, on a sample of the quartz product as it is being produced. This pocedure, although simply an approximation, has been most helpful in showing whether or not the product being formed is meeting specifications. This procedure has also allowed a great reduction in samples formerly taken and analysed by the orthodox method. Whether a sample assays 1.75% A12O3, or 1.95% .41,0, is not so important as the fact that it is below the allowable maximum of 2.00%. Similar thinking would apply to products required to contain less than 1.00% A1,0,. The step by step procedures for the method are as follows: 1. Collect sample, drain or filter, and dry. 2. Split sample through standard Jones sample cutter to quarter or eighth sample, depending on size of original sample taken, then split down to about 5 grams through Sepor micro-splitter. 3. Screen through 50 mesh sieve (U.S. Series) and reject undersize. 4. Weigh out 2 grams and place in platinum crucible. 5. Etch with 3-5 mls 38.40% HF for 1 minute at room temp. 6. Decant and wash. 7. Stain for two minutes in same crucible with a 1% water solution of Nigrosene dye. 8. Decant and wash well. 9. Dry.

Project-scale decisions in surface mining operations rely on the optimization and subsequent evaluation of pit limits. This process ignores the ability for mine plans to adapt as more information is gathered. Stochastic methods, which consider uncertainty in the pit optimization, generally act to refine the boundaries of the pit on a fine scale. This paper extends uncertainty-based methods to consider unique scenarios through a clustering of the realizations that are being optimized. This results in the generation of multiple sets of similar realizations. A separate pit is optimized on each set of realizations, resulting in the production of a series of planning scenarios. This accounts for the adaptability of mine planning as more information is gained. A decision-making framework is then applied to the resulting scenario plans to select the optimal choice. The improvements stem from the joint uncertainty considered when realizations are grouped that is not considered when the probability of a block being in any optimized pit is considered. Mining operations today can benefit from considering additional planning options as identified and evaluated in this workflow.

The New England States form the most northeastern portion of the continental United States and include Connecticut, Rhode island, Massachusetts, Vermont, New Hampshire, and Maine. These states have an aggregate population of over 10.5 million people, and an average annual population rate increase of about 1.3%. A great deal of new construction is required each year to meet the increasing demand for new homes, roads, offices, factories, and warehouses. Yet, prices of construction materials such as blocks and concrete are generally higher in New England than in other well populated areas of the United States. This is an indication of local demand being somewhat greater than supply, an atmosphere conducive to new developments in the production of construction materials. One such field of development is the rapidly growing Lightweight Aggregate Industry. Recent construction in Boston has used a great deal of lightweight aggregate. New structures using lightweight aggregate in lightweight concrete include the following: M.I.T.'s 20-story Earth Science Center and 17-story Married Students Housing Project Prudential Life Insurance Center, West End Redevelopment Project at Charles River Park, Hotel Americana, and the British-owned 33-story office building at 50 Pearl Street.

"Cable bolts are an important support component in modern underground mines. If an optimized cable bolt system is to be achieved, it is insufficient to focus on cable bolt layout design or on cable bolt installation in isolation. Cable bolt support, like all engineered systems, requires a holistic approach, encompassing integrated elements of design, implementation and verification. The “Cable bolting Cycle” described in this paper incorporates these components along with related tools and procedures which should be used together to ensure effective and efficient cable bolt support.Design involves the consideration of demand, capacity and constraints as outlined in this paper. The demands imposed on the sup-port system by the rock mass response to excavation under the combined action of stress and gravity must be matched to the capacity of the cable bolt array. The cable bolt system capacity is a function of the component strengths of the steel strand and the bond (load transfer) and by the deformation response and retention characteristics of the system. The design is bounded by operational and economic constraints.Implementation of the cable bolt array can then proceed and must include appropriate protocols of communication, training and quality control, in addition to both general and site specific installation procedures. The brown coal resources of the Latrobe Valley, which include over thirty thousand million tons of coal suitable for open cutting, provide the main source of fuel for the power generation for the State of Victoria. They also provide the basis for the development of a supply of cheap hard fuel for industrial and domestic use, and for the development of the Lurgi process for manufacture of town gas for most of the State. The production of hard char for metallurgical processes and liquid hydro carbons will each, no doubt, play its part in the industrial growth that will be based on these resources.The State Electricity Commission of Victoria, which has been allocated the task of developing these deposits since the early 1920's, is faced with problems of economic selection of deposits for development, and excavation and transport of huge tonnages of coal and overburden-in this year, 19'59, about 12,000',000 tons of brown coal will be won, and over 7,000,000' cu. yd. of overburden will be removed in the four open cuts operated by the Commission; by 1967, eight years from now, the demand will have doubled.This paper deals with the nature and importance of various factors effecting the planning of the development of these resources. It is in essence an introduction to the papers by C. S. Gloe, H. C. G. Rodgers and J. M. Alexander, also being -presented at the Institute conference in Victoria in August, 1959.INTRODUCTIONIt is the intention in this paper to define the factors that come under consideration in the planning and development of the brown coal fields in the Latrobe Valley, whose exploitation by the State Electricity Commission of Victoria was initiated almost 40 years ago. It is proposed to enumerate, and in sorile cases evaluate, the physical and economic criteria that play their part in determining planning for the future.

I WISH to urge on this Committee the task of evaluating mining geology. -My motive is as follows: It, is a. duty of the Institute from time to5 time, to establish the social perspective of the professions grouped within it, not simply to promote their use, but to determine with engineering definiteness their true powers and functions. This becomes the delegated duty, therefore, of this committee in respect to geology. Be- cause my own subject is mining, I shall confine my remarks to mining geology. But I believe that the evaluation should be made to include all of that geology termed economic. The perspective for such evaluation is shown in the nature of the public support given to geology. The federal Geological Survey, the leading organization on the economic side, is actuated by the zeal of a small group of devoted professionals who consider its work valuable, ' It proceeds, however, on a starvation ration of appropriations, and that implies that neither the corporations, the voters nor the vote getters consider it important. Altogether, in' the public consciousness, geology is negligible. That, at the same moment, .the profession should act with full confidence, while everyone else should act' with opposite motives, is not fitting. For us, as a committee, to remain incurious regarding such a disparity of beliefs is quite impossible.

Through his work with industry associations such as the National Mining Association, National Coal Council and Center for Energy and Economic Development, among others, Calandra has contributed his time, expertise and financial support to ensure a balanced political and regulatory climate for mining. In cement-based products, such as concrete and mortars, a balance between the particle sizes of the components must be kept in order to obtain the required material properties, such as workability and strength. Sometimes the aggregates lack the necessary amount of fines, hence fine particles, i.e., filler materials, have to be added. Large quantities of filler material are needed in the production of modern concrete types; one principle of self-compacting concrete (SCC) is, for instance, the use of large amounts of fillers to reduce the friction between the coarser aggregates. Use of by-products such as slag, dust or sludge from the metallurgical industries as filler materials in concrete may help to conserve natural resources and at the same time be an economically positive option. However, to be able to successfully use the available materials they must be suitable for the planned purpose, i.e., they must be compatible with cement. In this paper three different experimental studies of steel-slags will be discussed. The aim of the studies has been to investigate if it is possible to improve the steel-slags properties, by selective screening, fine wet grinding or remelting, so that the steel-slags can be used as mineral-addition/filler material in concrete. Vale’s Sudbury Clarabelle Mill processes Cu/Ni ores from a number of mines in the Sudbury basin in Ontario, Canada. Bulk sulphide flotation produces a copper-nickel concentrate with pyrrhotite as the major diluent. After successful commissioning of the Voisey’s Bay Cu/Ni Mill (VBN) in Labrador, a miniplant campaign on Clarabelle ore with the VBN flow sheet produced a significant recovery improvement over current performance. In 2001, the Mill Redesign Project moved grinding energy into rock/sulphide and pentlandite/pyrrhotite separation and in 2006 Cu/Ni separation was re-introduced to Clarabelle Mill to produce a saleable Cu concentrate. The projects were a great success. What remained was to simplify the Clarabelle flow sheet by introducing the missing components found in the VBN flow sheet. This project known as CORe has evolved through many stages including the mining boom and surviving the 2008 economic downturn and it is scheduled for completion in mid 2013. This paper outlines some of the challenges faced in this major brownfields project – organizational, technical, financial and operational.

AS this is written, the probability A is that the bituminous coal out- put for 1936 will approximate 420,000,000 tons (of 2000 lb.) with an average working time for all mines of 205 days. The results for 1935 approximated 369,224,000 tons, with the mines working about 185 days. The increase in production of 14 per cent is heartening. In anthracite, it is probable that the preliminary figures covering output for 1935, 51,- 003,000 tons, will be exceeded this year although the percentage of in- crease will almost certainly be small. The substantial tonnage of anthracite illegally mined, estimated to be 3,600,- 000 tons in 1935, with a similar large Lonnage in 1936, is in addition to the figure given above; it represents an open and flagrant disregard of law and property rights. It is hard to understand why the officials of the State of Pennsylvania do not enforce the laws against theft and brigandage, more so when the legitimate employees of the established producing proper-

Foram estudadas experimentalmente as relações de fases do sistema Nb-Ti-Si na seção isotérmica a 1200 °C. Ligas fundidas em forno a arco em atmosfera de argônio a partir de Nb, Ti e Si de alta pureza (? 99,9 %), foram tratadas termicamente a 1200 °C durante 264 h em forno tubular, em atmosfera de argônio, encapsuladas em tubos de quartzo. As ligas tiveram sua microestrutura caracterizada por difração de raios-X, microscopia eletrônica no modo elétrons retroespalhados e por microsonda. Ficaram determinados os campos ternários Nb5Si3 + (Nb, Ti)3Si + (Nb, Ti, Si), Nb5Si3 + (Nb, Ti)3Si + Ti5Si3, Ti5Si3 + (Nb, Ti)3Si + (Nb, Ti, Si), Nb5Si3 + Ti5Si4 + Ti5Si3, Nb5Si3 + Ti5Si4 + NbSi2, NbSi2 + Ti5Si4 + TiSi, NbSi2 + TiSi2 + TiSi e NbSi2 + TiSi2 + SiSS. Existe boa concordância dos resultados com as propostas calculadas e experimentais existentes na literatura para essa seção isotérmica do sistema Nb-Ti-Si. Pequenas alterações composicionais são sugeridas para a locação dos campos ternários observados.

In April, 1975 the Colorado School of Mines began monitoring rock mass response associated with a long- wall shield demonstration project near Raton, New Mexico. This project was sponsored by the U. S. Bureau of Mines (DOE) and performed at Kaiser Steel Corporation's York Canyon Mine. Two of the results of the intensive instrumentation effort are the empirical subsidence and horizontal strain models presented herein. These models are based on data gathered during mining three adjacent longwall panels (4N, 5N and 6N). A total of 251 permanent surveying monuments were monitored over the three-panel area. Lines of monuments were oriented along panel centerlines, perpendicular to centerlines and diagonal (45O) to centerlines. Active monuments were monitored twice a week, with less frequent monitoring of stable or slow moving monuments. Primary subsidence monitoring equipment consisted of an AGA Geometer Model 75 and a Wild T-2 Theodolite with -a Wild-Sercel DI-3S distomat.

"INTRODUCTION The use of wet drilling with adequate ventilation has largely controlled production of dust in drilling rock; however, in some operations, such as shaft sinking and modern tunnel driving, when each of a number of drills is operating in a small cross-sectional area, it is at times difficult to ventilate well enough to keep the dust concentration within desired limits.Some chemical compounds, known as wetting agents, when added to water in small quantities reduce the interfacial tension and make it possible for the solution to wet dust particles more effectively than water alone.This report presents results of tests on the effectiveness of two wetting solutions in reducing the amount of dust produced by wet drilling in basalt.ACKNOWLEDGMENTSThe tests were conducted the Bureau's Mount 'Weather Testing Adit,Mount Weather, The author acknowledges the assistance and cooperation of Wing G. "INTRODUCTION In 1942, Lowry and Junge 3/ reported the results of a statistical study of errors for the proximate and ultimate analysis of coal and coke when made according to the standard Methods of Laboratory Sampling and Analysis of Coal and Coke (D271-42) 4/ of the American Society for Testing Materials. Some of the laboratories that cooperated in the investigation reported difficulty with determination of the volatile matter of anthracite and low-temperature coke. The small number of analyses reported for these particular fuels was considered inadequate to justify definite conclusions regarding the precision of this determination.The investigation described in this report was made at the request of Committee D-5 on Coal and Coke, A.S.T.M. (A. C. Fieldner, chairman), to secure additional information regarding the errors of the volatile matter determination for anthracite, low-temperature coke, and subbituminous coal; the last fuel also gives trouble in this determination, The committee has recognized that the allowable differences between duplicate determinations of volatile matter for these fuels as given in the standard methods are perhaps too stringent and may require revision."
