Traditional methods of project procurement of have remained virtually unchanged in the U.S. infrastructure construction industry for more than 50 years. The traditional method, Design-Bid-Build (DBB), uses a two-step process that separates planning and design from construction. Design is generally done by the public agency and their consultants and the subsequent construction contract is procured from the private sector, almost always by a “low-bid” approach. This method has worked well for many projects, delivering quality work for the lowest bid price. This is particularly true for those projects where the work, and the public agency’s management procedures, are well understood by the contracting community and there is relatively low uncertainty in the work or conditions, particularly geotechnical conditions for underground construction. However, concerns exist with the DBB process. It is time consuming because all planning and design work must be completed prior to beginning any construction work and it is of concern for complex or large projects, plus those with significant risk, where the separation of design and construction, in conjunction with pressures resulting from the low-bid environment, often result in substantial cost and schedule increases. Frequently, these increases occur in a non-productive, inefficient, adversarial work environment leading to claims, disputes and costly litigation (Quick 2002).

"The Cinola gold deposit in the northern Queen Charlotte Islands, British Columbia, is in a clastic sequence consisting of a lower shale of the Late Cretaceous Haida Formation and an overlying interbedded sequence of pebble conglomerate and coarse-grained sandstone of the Middle Miocene Skonun Formation. Both formations are intruded by a stock and dykes of porphyritic rhyolite. Two K-Ar model ages indicate mineralization and probably porphyritic-rhyolite intrusion at about 14 Ma (middle Miocene). A splay of the Sandspit fault system constitutes the footwall on the west of the deposit.The Cinola deposit can be classed as Carlin-type based on features such as (1) small particle size for gold, (2) Tertiary age of mineralization, (3) element abundances (e.g. high Hg), (4) dominantly argillic alteration, (5) a structural setting associated with major faults, (6) porosity of the host rock and (7) spatial and possibly genetic association with felsic intrusions. Gold is widespread and occurs mainly as grains of< 0.5 11-m in silicified sedimentary rock, and in quartz veins. Locally, coarse > 100 11-m particles of native gold occur in quartz veins, especially in strongly brecciated porphyritic-rhyolite. Ore minerals are mainly pyrite and marcasite, but include small amounts of chalcopyrite, sphalerite, galena, pyrrhotite, cinnabar, tiemannite (HgSe), rutile, magnetite, hematite and limonite in addition to native gold and electrum. No silver minerals have been found; silver was found in gold particles in amounts varying from 6.2 to 24.2 weight per cent. Alteration products are sericite, illite, kaolinite and chlorite, with abundant quartz of several stages.The host rocks, specifically the Skonun Formation, formed as an alluvial plain facies in a braided river system discharging into a marine basin in early Middle Miocene time. During the Middle Miocene, this sequence was intruded by a rhyolitic stock. The highly porous and permeable Miocene clastic sequence apparently provided an optimum setting for the development of a large geothermal system, the energy for which probably derived from the rhyolite stock. Mineral deposition followed a well-defined paragenesis, which, from oldest to youngest, is: (1) precipitation of iron sulphide minerals, and early quartz; (2) several stqges of quartz veins, with deposition of sphalerite succeeded by galena, chalcopyrite and visible gold. Micron-size gold was precipitated throughout these two stages of mineral deposition. Argillitization of the host rocks probably in part coincided with the mineralization and continued during cooling of the geothermal cell.In-situ reserves have been estimated at 41.1 million metric tons averaging 1.85 g Au/tonne using a cutoff grade of0.86 g Au/ tonne."

The disposal of end-of-life electronics is an issue receiving increasing scrutiny. This paper evaluates several alternatives for recycling cathode ray tubes (CRTs) within monitors and televisions. The primary recycling options for the glass, reuse in new CRTs or as a smelter flux, are examined from economic and environmental standpoints. The economics are modeled using a cost model that includes dependencies on processing costs, transportation logistics, and incoming material composition. The environmental consequences are modeled using life cycle assessment methodologies to determine the energy embodied in each processing alternative. Results map out preferred processing alternatives across a range of technological and operational conditions. The results indicate that economic costs and environmental consequences are heavily impacted by transportation. The preferred destination of CRT glass for a recycler is highly dependent on the proximity of the consumer to the recycler, although it is generally economically advantageous for the recycler to extensively dismantle the CRTs.

"The pitting susceptibility of aluminium metal matrix composites reinforced with garnet particles has been examined using static weight loss method by exposing the metal matrix composites (MMC) specimens to the action of IN HCI acid at laboratory temperature for different time intervals. It was found that the corrosion rate decreased with increase in weight percentage of reinforcement while the corrosion rate was a function of the matrix alloy but not of the reinforcement material. Further, it was found that the rate of corrosion was dependent on the interface region formed between the reinforcement and the matrix. A comparison of the base matrix with the corresponding composite when subjected to heat treatment for varying periods of 4, 8, and 12 hours respectively was made. The comparison revealed that corrosion resistance of the composite increased with the duration of heat treatment and this has established a considerable improvement in corrosion resistance of the composite when compared with the base matrix.IntroductionMetal matrix composites (MMCs) offer designers many added benefits, as they are particularly suited for applications requiring good strength at high temperature, good structural rigidity, dimensional stability, and light weight [1-5]. The trend is towards safe usage of the MMC parts in the automobile engine, which work particularly at high temperature and pressure environments [6-7]. Particles reinforced MMCs have been most popular over the last two decades. Among the MMCs, the most popular families are represented by aluminium reinforced with ceramic particles. Although the incorporation of the second phase into a matrix material can enhance the physical and mechanical properties of the base metal, it could also significantly change the corrosion behavior."

Scientists at the U.S. Bureau of Mines are studying iron aluminides as possible substitutes for stainless steels to reduce the Nation&apos;s dependence on imported strategic and critical materials. In a Bureau investigation on the mechanical properties of Fe-28Al, it was found that the material&apos;s machining properties were significantly improved at slow tool and feed speeds. Machining techniques normally used for brittle materials failed or were costly. Further experiments using a 5-in (12.7-cm) mill cutter with carbide inserts, operating dry at minimum machining speeds, produced visually smooth sample surfaces with no tool damage. As a result of these experiments and a review of published data on hydrogen embrittlement of iron aluminide under tension, non-water-based (e.g., sulfur-based) lubricants were chosen for production machining. Four-flute, 3/4-in (19-mm) carbide end mills were used at slow speed under lubrication. This latter procedure reduced tool wear and breakage by a factor of 2. Machined surfaces and specimen cross sections were analyzed by scanning electron microscopy to detect microcracking. Tensile tests gave the expected yield and ultimate strengths, indicating that no degradation by low-speed machining occurred. This study extends this work to show that the alloy can be machined at higher speeds using high-speed steel end mills, and that water-soluble cutting oil is a suitable lubricant and coolant.

The MRP-L converter is almost in operation for 20 years. In order to improve production Aperam decided to install a new converter with increased reaction volume equipped with DANIELI state of art technology. This paper describes the major changes and improvements of the new converter installation.

Researchers at the National Institute for Occupational Safety and Health (NIOSH) are studying the time-dependent response of rock stressed along weakness planes. The objective is to improve mine safety by reducing the number of roof falls that cause injuries and fatalities to miners. Researchers conducted direct-shear tests on mud-stoneovercored from a coal mine roof. Results showed frictional strength weakens with displacement along the shearing planes. Results of direct-shear creep tests also showed time-dependent deformation. Test measurements were compared to classical analytical models. Results suggest that risk of roof collapse may be decreased through layout and support design to reduce creep rates and thus slow progression toward failure.

Since March 28, domestic producer prices on 99.5 percent aluminum ingot have been at 5l¢ per pound. Dealers in this same time frame have held ingot quotes at 49¢-50.5¢ per pound. COBALT: Imports from southern Africa in 1976 constituted 73 percent of total cobalt imports. Moreover, the United States is 98 percent dependent on imports of cobalt. For this reason, the Bureau of Mines is closely monitoring developments abroad to ensure an advance notice of any possibility of a shortfall in supply. Included in these imports were those from Zaire (41 percent directly from Zaire and 15 percent via Belgium-Luxembourg), Zambia (11 percent), and Botswana (6 percent). Also being closely watched are industry stocks.

ABSTRACT We report the results of a model-testing program to evaluate the strength characteristics of non-persistent joints. We describe the conditions under which new tensile cracks generate and propagate to connect existing joints so that the rock mass becomes fractured into several blocks, leading to a low strength. The strength of some models was equal to that along a single joint through the full sample length. In models with two joint sets, failure took place along a composite plane, partly sliding along a discontinuous joint and shearing through the intervening intact block of rock, or else by rotation and sliding of the blocks. This last failure mode could also lead to very low model strength. ZUSAMMENFASSUNG Dieser Bericht beschreibt die Ergebnisse von Versuchen mit Modellfelsmassen um den Einfluâ von unterbrochenen Rissen in ihrer Widerstandsfähigkeit zu untersuchen. Es werden die Umstände beschrieben unter denen neue Zugrisse entstehen, sich verbreiten, sich mit bestehenden Rissen verbinden und die Felsmasse in mehrere Felsblöcke zerlegen und zu einer kleinen Widerstandsfestigkeit führen. La résistance de quelques modèles fut égale a celle d’une fracture traversant toute la longueur du modèle. Pour les modèles ayant deux ensembles de fractures, la rupture a eu lieu sur une surface mixte, causée d’une part, par le glissement sur une fracture discontinue et d’autre part, par la rupture à travers le pont de matériel intact; ou bien par rotation et glissement des blocs. Better quality at lower cost is today&apos;s formula for remaining competitive in a world market. For an integrated steel company, high quality low cost steel production must originate before the blast furnace. In 1979, when U.S. Steel initiated a Quality Management Program throughout its steelmaking operations, efforts began at the coal, ore and flux mines. The objective was to improve the quality and reduce the variability of the critical parameters for steelmaking raw materials, to get the blast furnaces, and subsequently the melt shops, under optimum control. The general details of U.S. Steel&apos;s Quality Management Program are discussed and how it was used to promote the desired improvements in steelmaking raw materials. Some of the outstanding results obtained by the cooperative efforts between the mines and the steel plants are reported. The lessons learned by U.S. Steel were through upgrading existing operations and facilities. These principles should now be applied to new projects and the benefits of good quality management should commence from the time new projects are Commissioned.

The geotechnical properties of mining zones at Leeville Underground mine (or simply called Leeville mine through this paper) are different from one zone to another. The typical ground condition is poor to very poor. Therefore, an appropriate ground control practice is the key for the successful and smooth ore production at Leeville mine. Based on the available geotechnical data, the empirical and numerical methods are used to design the right ground support systems. The main ground control practice at Leeville mine includes geotechnical data collection, evaluation of the stiffness of the support system, selection of rock bolt types, design bolt length and bolting patterns, development of the ground support standards, and performance of quality controls on bolt installation to ensure proper rock anchorage, and strength of shotcrete and backfill. Through all these activities, an appropriate ground support system has been established and applied at Leeville mine for the past four years. So far, a good result related to successful ground control and smooth ore production has been achieved, although the system is still being improved. The authors of this paper will summarize the ground control practice conducted in the last four years and will discuss the procedures and standards of establishing the appropriate ground support systems for Leeville mine.

"Wear damage is responsible for very high maintenance costs and significant production losses in the oil sands industry of northern Alberta.It affects all areas of operations and involves a panoply of wear mechanisms from low stress sliding abrasion at extremely frigid temperatures during winter mining, to elevated temperature erosion/corrosion in processes where bitumen is converted to lighter hydrocarbon products.There is no universal panacea to defend against such diverse attack and a wide selection of resistant materials and systems is employed. These range from relatively soft rubbers which rely on their elastic properties for their protective capability, to some of the hardest ceramics and cermets which are currently available commercially.Details are presented of the characteristics and forms of the variety of wear materials being used and how they relate to the requirements of their areas of application. The review focuses on the practices followed at Syncrude Canada Ltd., which is the larger of the two commercial oil sands plants."

Apparently man has accepted the statement as a challenge and has been attempting to refute it ever since, as he continues to transfer the workload to his inanimate servants - the many types of machines and other labour-saving devices that are available to assist or perform for him in the normal tasks of the day. The history of the evolution of the use of energy takes us back to primitive man, who existed in a very low energy environment, the only energy available being his own muscle power. Although man took a great leap forward when he discovered fire, which was used for lighting, heating and cooking, he still depended upon his own muscles for power. Early man's greatest achievement was probably the invention of the wheel, which permitted him to utilize the muscle power of animals. While still in a very primitive state when viewed from the perspective of the twentieth century, man, with fire and the wheel, had achieved a standard of life far exceeding that of his predecessors. Looking beyond the very basic elements of human energy, fire and the muscle power of animals, we find the next additions of energy coming from man's mastery of other elements of nature. The Phoenicians utilized the power of the wind and the Romans adapted the energy of falling water to the water wheel."

This U.S. Bureau of Mines report describes the implications of in-mine ground control on the automated or remotely controlled operation of longwall mining equipment, Perhaps the greatest challenge to longwall automation researchers is the development of systems that will continuously function in the complex and unpredictable underground environment. The high degree of environmental variability, together with conditions brought about by the extraction process, makes complete automation of longwall mining a difficult task. The intellectual thought processes and split-second decision making required to avert disasters are lost when workers are removed from the face. As many mine operators can attest, minor problems, left unresolved, can eventually accumulate and lead to catastrophic consequences. The automation process will have to assess and manage various routine problems that are otherwise resolved through worker observation and experience.

TWO overfeed drum-type separators using a suspension of magnetite in water as the separating medium have been installed in the Champion No. 1 preparation plant of the Pittsburgh Coal Co., Division of the Pittsburgh Consolidation Coal Company. A simplified flow diagram of the Champion No. 1 coarse coal circuit is shown in Fig. 1. A railroad car rotary dump, capable of handling 20 cars per hr, discharges the coal into a hopper. Coal is fed from the hopper of the rotary dump to a 60-in. belt conveyor by two reciprocating pan-type feeders. The belt conveyor feeds the run of mine coal onto the main raw coal screen. The first deck is fitted with 3 in. round hole perforated plate which removes the 3x0-in. coal. The second deck of the screen is equipped with 6-in. lip screens which separate the remaining coal into +6 in. and 6x3 in. The +6 in. coal is transferred to a shaking picking table and then discharged onto the loading boom. The 6x3-in. coal is fed to the No. 2 dense medium vessel for cleaning. The clean coal from this unit flows to a vibrating screen where the medium is removed and the coal sized into 6x4 in. and 4x3 in. The 6x4-in. coal is transferred to the loading booms and the 4x3-in. is conveyed to the clean coal classifying screens to remove degradation. The 3x0-in. raw coal is blended in a system composed of three storage bins having a total capacity of 400 tons. From these bins the coal is fed onto a 48-in. flight conveyor by three reciprocating feeders. This flight conveyor delivers the coal to the Rheo plant. The 3x0-in. coal is then cleaned in two 48-in. Rheolaveur launders each equipped with two Rheo boxes. The first set of boxes removes a primary refuse and the second set produces a middling product which is recirculated in the launders. The cleaned coal and water overflows from the primary launders to two sizing and dewatering shaker screens where the water and - 3/8-in. coal are removed for further cleaning in the Rheo fine coal plant. The 3x3/8-in. clean coal is combined with the 4x3-in. coal from the No. 2 vessel, sized into 4x2 in., 2x1 1/4 in., and 11/4x3/8 in., then sent to the loading booms. The 3x0-in. refuse from the primary launders is normally fed to the No. 1 dense medium circuit, but any portion or all of this material can, as an alternate, be processed in the Rheo rewash launder. The primary refuse when fed to the dense medium circuit is screened into 3/8x0 which is cleaned in the fine coal plant and 3x3/8 for cleaning in the No. 1 vessel. The clean coal from this vessel is passed over a vibrating drainage and rinse screen, then sluiced to the rewash sizing shaker where it is dewatered and sized for loading. "The purpose of the investigation described herein was to determine how closely different laboratories can check one another in making determinations of fusibility of coal ash with the De Graaf electric coal-ash fusion furnace: how well duplicate determinations by the same laboratory will check, and how the results with the De Graaf furnace compare with those of the standard gas-furnace method of the American Society for Testing Materials.4Thanks are due the following laboratories who cooperated in this study by making fusibility tests with the Do Graaf electric coal-ash fusion apparatus: J. Microstructure of CaO-SiO2-based glassy samples with various Al2O3 contents were examined quantitatively by Raman spectroscopy and 27Al MAS NMR (magic-angle spinning nuclear magnetic resonance). Sequence of multiple cluster models of aluminosilicate system modified with Ca2+ and Na+ cations have been designed, and Raman spectra simulation were carried out after geometric optimisation by quantum chemistry (QC) ab initio calculation. The functional relationship between Raman scattering cross-section (RSCS) and stress index of silicon-oxygen tetrahedron (SIT) for aluminosilicates was established, which was applied to the calibration of experimental Raman spectra. Some five-fold coordinated aluminium (AlV, around 5 per cent) and less than 2 per cent sixfold coordinated aluminium (AlVI) were detected by 27Al MAS NMR, while most of aluminium remained in tetrahedral sites (AlIV). The hyperfine quantitative results of Raman spectroscopy and NMR showed a gradually production of AlIV with addition of Al2O3, along with the significant adjustment of Qi species distribution, in which Q1, Q2 reduced and fully polymerised Q4 increased while Q3 showed a non-monotonic variation and obtained the maximum at Al2O3 = 18 mol per cent. Furthermore, the effects of aluminium to bridging oxygen bond types (T-Ob, T = Si, Al) and the degree of polymerisation were also discussed in detail. The evolution of microstructure and its correlation with the viscosity of CaO-SiO2 based melts, incorporating various Al2O3 additives, have been investigated by employing in situ high temperature Raman spectroscopy at 1823 K and viscosity model. These structural features related to composition are essential theoretic foundation to understand their properties. The average Qi evolution culminates in an overall enhancement of the degree of polymerisation. Viscosity was determined utilising a rigorously selected viscosity model, elucidating a consistent upward trajectory as Al2O3 content is incrementally added. Furthermore, a quantitative analysis of the relationship between viscosity and structure was conducted based on the average number of non-bridging oxygen per network-forming tetrahedron (NBO/T). It provides valuable insights for examining and predicting viscosity behaviour of aluminosilicate systems.

Lattice rotations occurring on the tension and compression sides during the bending of molybdenum single crystals at room temperature were followed in detail. Observations were also made concerning crystallite rotations and slip traces. &apos;The results indicated the participation of (110) as slip planes and the<111>as slip directions. Crystallite fragmentation during bending was also noted. EVERAL investigations have been conducted on pure bending of face-centered cubic metals.&apos;-" Structural changes as a result of "bend-gliding," and the importance of bending and constraints during conditions of axial stressing, have been noted.&apos;," It was evident that the mechanism by which the bending deformation occurs is more complex than the case of simple shear. Studies of the bending of body-centered cubic metals from the aspect of the crystallographic mechanism appear to be lacking. Molybdenum single crystals therefore were subjected to deformation by bending in order to determine the reaction of the body-centered cubic lattice to bending stresses. It might be expected for the bending of single crystals that lattice rotation as represented by the axis of compression would proceed toward the pole of the active slip plane and that rotation of the tensile stress axis should indicate the slip direction.&apos; It was believed therefore that a study of the tension and compression sides of bent molybdenum single crystals should give data concerning the operative slip system. Specific problems which are pertinent to the overall picture of plastic deformation were also investigated, e.g., whether the constraints offered by pure bending give rise to the deformation band, and also the nature of the asterism occurring on the tension and compression sides during the stages of deformation. Experimental Procedure Eight single crystal specimens were grown from sintered molybdenum rods 143 in. diameter using the method described previously.6 The purity of this material was reported as 99.9 pct as described elsewhere.&apos; The specimens were % to 1/10 in. in diameter x 7 in. long, with single crystals approximately 1 to 2 in. in length occupying the entire center sections of each specimen. The specimens were elec-trolytically polished using an electrolyte of 300 cc methyl alcohol, 60 cc H2SO4, 130 cc HCl, and a current density of 4 amp per sq in. Each specimen was then loaded in a bending apparatus similar to that used by Yen and Hibbard,&apos; as shown in Fig. 1. The load was applied by means of a spring and screw arrangement through four ball-bearing surfaces set 1.5 in. apart. Either the inner two bearings or the outer two (A, B, Fig. 1) were attached to a movable steel plate (D) through which the load was transmitted. Available literature on the effect of re-entrainment on overall airborne dust concentration in mine airways or the fundamental mechanisms of coal dust re-entrainment in mine atmosphere is scant. Therefore, as part of the Respirable Dust Center&apos;s ongoing research, a three part study was envisaged: study of the re-entrainment phenomena of anthracite and bituminous coal dust particles in a wind tunnel under the influence of varying air velocities; study of the same in the Lake Lynn Laboratory Mine of the USBM with both airflow and walking by personnel causing re-entrainment; and mathematical modeling and computer simulation of the re-entrainment phenomenon. In this paper, results from the re-entrainment studies in the wind tunnel and the Lake Lynn Laboratory Mine are presented. Further, the results from the wind tunnel studies are compared with the results from in-mine studies conducted at the Lake Lynn Laboratory Mine of the USBM. Comparing the results from the two studies it was observed that increasing air velocity increased the rate of re-entrainment, but increased time of exposure decreased the airborne dust concentration. Compared to same size particles, a mixture of sizes created more airborne dust concentration when re-entrained. It was also observed that contribution of airborne dust concentration due to airflow was negligible compared to the contribution due to walking.
