Although the majority of current steel production is supported by iron ore sourced from high-grade haematite deposits, the long-term growing demand for steel has led to higher raw material prices and opened the way for many new magnetite deposits to also be developed. There is a rich and long history of magnetite ore processing in Western countries, including large operations such as Cleveland Cliffs in the USA and LKAB in Sweden, as well as smaller operations like Savage River in Tasmania. The challenge for virtually all magnetite operations is to minimise operating costs, which is dominated by the cost of power required to fine grind the ore in order to achieve acceptable concentrate iron grade together with low impurity content. This remains the case today and will be even more important in the future when a carbon tax is expected to become a significant addition to the operating costs for magnetite deposits. Historically, the lowest operating cost was achieved by multistage fully autogenous grinding with integrated magnetic separation steps between the stages. The major benefit of fully autogenous grinding is the elimination of steel grinding media costs and the need to discriminate between steel and magnetite in coarse magnetic separation. The separation step between grinding stages progressively reduces the amount of material to be ground. Application of more efficient grinding technologies developed in the last 20 years, including high pressure grinding rolls (HPGR) for fine crushing and stirred milling for fine grinding, has provided opportunities to further reduce the operating costs associated with comminution. Both technologies are already implemented in some magnetite processing operations, although in limited capacity. The results of a theoretical option study for high capacity processing of a hard, fine-grained silica-rich magnetite ore is presented in this paper, with the emphasis on comminution circuit options. Several circuit options are ranked based on a net present value analysis incorporating an estimate of carbon tax added in the operating cost. The study demonstrates the significant advantages of applying more efficient autogenous grinding technologies.

This final report documents the work done by Arthur D. Little, Inc. (ADL) on behalf of the U.S. Bureau of Mines, Pittsburgh Mining and Safety Research Center (PMSRC), on Contract H0122026 (which began in August of 1971). Under this contract ADL provided technical assistance to the Bureau on a task basis on virtually all aspects of the Bureau's programs related to present and planned emergency and operational communications and miner location systems for underground coal mines. The work consisted of independent investigations, analyses, experiments, breadboard and prototype hardware development, workshops and technology transfer seminars on mine communications, and on-going evaluations and guidance related to the Bureau's contracted programs on electromagnetic noise, mine communications systems, and trapped miner location. This final report documents the work in two volumes, Volume I, "Emergency and Operational Mine Commun¬ications," and Volume II, "Seismic Detection and Location of Isolated Miners." The Tables of Contents of both Volumes are included in each Volume.

Founded in 1994 through a joint effort between Underwriters Laboratories Inc. (UL), the U.S. Consumer Product Safety Commission (CPSC) and the National Electrical Manufacturers Association (NEMA), the Electrical Safety Foundation International (ESFI) is North America?s only non-profit organization dedicated exclusively to promoting electrical safety in the home, school and workplace. ESFI is a 501(c)(3) organization funded by electrical manufacturers and distributors, independent testing laboratories, utilities, safety and consumer groups, and trade and labor associations. ESFI sponsors National Electrical Safety Month each May, and engages in public education campaigns and proactive media relations to help reduce property damage, personal injury and death due to electrical accidents. The Foundation does not engage in code or standard writing or lobbying and does not solicit individuals.

The professional skills shortage is intensifying, and commentators are predicting a shortfall in supply of qualified professionals for the mining industry, ranging from thousands to tens-of-thousands by 2020 (Tuckwell, 2011; Scoble, 2011; Laurence and Hebblewhite, 2011). Human resources are already stretched, and university graduates arriving in the workplace are often moved rapidly into management positions where there is limited scope to develop their engineering proficiency. This process may well be developing excellent young managers, but our industry is producing fewer excellent young engineers (Munro and Tilyard, 2009). Many believe that it is engineering excellence that is likely to be the key to our industryÆs success in the decade to come. An innovative in-house graduate development program has been created by specialists at the JK Centre in partnership with two mining companies. This program, known as MetSkill«, has been running throughout 2012. Groups of graduates have had to identify a process plant optimisation opportunity and embark on a structured program of data collection and analysis, facilitated by a æteaching teamÆ of researchers and consultants from the Julius Kruttschnitt Mineral Research Centre (JKMRC) and JKTech. This group project culminates in a report-back session to senior company officials. Along the way, a series of short workshops and other activities provide opportunities to work on specialist skills, and support is also offered by senior technical specialists from the companies involved.This paper outlines key features of the MetSkill« program, along with a report-card on progress in 2012 and plans for further program development in 2013.CITATION:Drinkwater, D and Bianco, N, 2012. Aluminum is produced by the Hall-Héroult process, which involves passing a current through a molten mixture of alumina dissolved in cryolite (Na3AlF6) to reduce the alumina to aluminum. This process occurs in an electrolytic cell comprising a steel shell lined with a carbon cathode and refractory bricks. After a certain period of operation, the carbon cathode deteriorates and is removed from the cell along with the refractory bricks. These removed materials are referred to as spent pot lining or ?SPL?. Typically, 30 Kg of SPL waste is generated for every ton of Aluminum produced. Globally aluminum smelters produce more than 500,000 tons of SPL each year. Even though SPL has a high fuel value (8000 to 9000 BTU/lb) and contains valuable metals, it is classified as a hazardous material due to its cyanide content and leachable fluorides. Various disposal/recycle techniques have been developed over the years for SPL but none of them is satisfactory. Thus, large quantities of SPL are still being dumped in landfills. In some countries, even the land filling of SPL is not permitted. The safe disposal of SPL thus remains a challenging problem to the aluminum industry and the search continues to find methods of converting SPL into a non-hazardous waste and/or recovering the valuable materials contained in the SPL. We have developed a process to produce hydraulic setting cements (eco-cement) containing a novel fluoride rich cementitious phase, from SPL by an energy efficient, low temperature clinkering route. A raw mix blend of SPL, lime/limestone, calcium sulfate and tailings sands based on a set of design criteria developed by us, is clinkered in a two stage process; 2 hours soak at 800 °C followed by clinkering at 1000 °C for another 2 hours, to produce a soft clinker. The SPL eco-cement is made by grinding the clinker to a fineness of 5000 cm2/g Blaine with 1% by weight borax as a set retarder. A good quality cement having as high as 20 % by weight of SPL in the raw mix (28 % by weight in the cement clinker) is thus produced. The physical properties of the SPL cements are found to be comparable to the Indian standard (IS) specifications for Ordinary Portland Cements (OPC). We have produced the cement in a few Kg batches and tested the reproducibility of results from batch to batch for further scale up. THE war, like all destructive agencies, has focused attention on salvage and conservation, and to such an extent that a decade of normal progress has been crowded into a few months. This is particularly true as regards the repair of cutting tools. As a consequence, there has arisen a wide demand for comparable data by those engaged in such work, and for basic information by others who wish to repair tools. These repairs may be grouped in three classes: (1) The repair of broken tools of relatively slender cross-section, such as broaches, reamers, drills, etc., of a type that could be returned to service if a means to join the broken surfaces were available, as fortunately it is in the low-temperature silver solder process; (2) the repair of tools that possess shanks, tangs, and other non-cutting portions that may be broken or damaged to the extent that only the addition of metal will permit their return to service; and (3) the repair of special rotating tools, such as end-mills and milling cutters, that may have portions broken from the cutting edges or have their edges so worn in service as to require building up.

"The Rabbit Lake Operation is located in Northern Saskatchewan on the western shore of Wollaston Lake approximately 800 km north of Saskatoon, Saskatchewan.The Operation is owned by a joint venture of Cameco Corporation and Uranerz Exploration and Mining Limited. Cameco is the operator.The Mill started production in June 1975 under the ownership of Gulf Minerals Canada Limited and over the past twenty years has increased the rated production capacity to over twice the original design.The Mill was originally designed to process 485,000 tonnes per year of ore with an annual production of 2.0 million kg of U308 (yellowcake). During the past ten years changes in ore sources and process modifications have led to increased milling capacity and production targets. The Mill has treated a total of 8.6 million tonnes of ore and produced over 40 million kg of U308 in the twenty year period, despite the shutdown and cutbacks in operating time since 1989.The 1995 tonnage throughput was 206,000 tonnes per year. Annual production though has risen to 3.6 million kg of yellowcake despite the departure from full-time to half-time operation in 1991 (7 up-7 down). The forecast for the coming years will see tonnage rising from 300,000 to 570,000 tonnes, production of 4.5 to 5.4 million kg of yellowcake and an anticipated return in the year 1998 to full time operation.This paper will give a brief history of the Mill and focus on the present flowsheet and recent improvements to the process."

Because of the lack of a universally accepted definition or standard for RCA, we are left to our own conventions in the marketplace as to what is most ?effective? or a ?Best Practice? for our own facilities or organization. This lack of uniformity in the application of RCA produces an equal lack of uniformity in the measureable outcomes of RCA on the bottom-line from site to site and industry to industry. What is the definition of success for an RCA? Is it regulatory compliance? Is it some quantifiable measure of bottom-line performance? Is compliance and bottom-line performance the same thing? Can we measure the ROI we receive by doing compliant RCA? These questions must be adequately addressed if any definition of RCA is to be effective on the bottom-line. Like our various Corporate Vision and Mission Statements, what would be our Vision and Mission for RCA? When pondering the answer to this question, we should consider: ? What Key Performance Indicators will the Success of RCA be Linked to? This provides a direct correlation to the corporate dashboard and therefore garners support for the RCA effort when implemented at the sharp end. Not until we know what KPI?s will effectively measure our maintenance and reliability objectives can we begin to establish which opportunities will afford the greatest returns1. ? What Bottom-Line Metrics will be Tracked to Measure the Effectiveness of Our RCA Effort? Will it be increased production, profitability, regulatory compliance, etc.? Will it be decreased injuries/fatalities, claims, customer complaints, risks, etc.? We should be specific about these metrics and their correlation to the metrics on our corporate dashboard. ? What Will Trigger an RCA Investigation? Normally companies will establish quantifiable thresholds to be surpassed before an RCA will be conducted. Examples may be an OSHA recordable injury, a failure event in which production losses exceed $250,000, an equipment failure in excess of $50,000 or a regulatory violation. This is the norm. However, we should realize this is using our RCA skills totally on a reactive basis. High Reliability Organizations (HRO) strive for proaction and they also use RCA proactively. Why can?t we use RCA to analyze why unacceptable risks from an FMEA are so high? It is perfectly applicable yet rarely implemented in this fashion.

IN the realm of ore dressing the most pregnant feat of all time was announced in 1945: the winning of the mineral raw materials which made the harnessing of atomic energy possible. Lost in the stupendous implications of the end result, in the two billion dollar hugeness of the project, and in the famous names attached thereto, the fact that crude uranium ores had to be concentrated received relatively little notice in the press. Only the final link in the concentrating chain was publicized-ether extraction of uranyl nitrate, developed by Hoffman and carried on by the Mallinckrodt Chemical Works, or methods developed by the Ames group under Spedding. Some of the earlier links represented less glamorous but equally difficult and exacting research. One may only speak a word of admiration for those who worked hard, accomplished much, and said nothing. The universal lament for most of the year was "man shortage." A group of Canadian engineers expressed it as "being so short of labor that no labor was available to develop laborsaving devices." . Despite this, an outstanding amount of mineral-dressing progress was made in 1945. Necessity allowed no alternative. The insatiable demand of war for minerals forced the exploitation of lower and lower grade ores, and of others not before considered of commercial character or use, requiring the mineral dresser to fight for and win new bridgeheads on the home front.

"Grinding is simply the function of reducing particles in size or creating new surface areas. This may be accomplished by many means but we will only concern ourselves with the continuous grinding process as performed in a revolving drum or mill, containing a grinding media. Such a mill consists essentially of a feed head, a cylindrical shell section and a discharge head. To prevent internal wear of these parts it is customary to attach replaceable linings over the wear areas. The specification and design of these mill liners is more important than generally conceded. As they reduce the effective internal volume of the mill, they will consequently affect the whole mill ·design and operation.A number of mill designs of various sizes are available for combined crushing and grinding of materials within a wide size range. For simplif1cahon purposes we will refer 1n particular to conditions relating to standard mill shapes having a length which is greater than the diameter. Such mills usually rotate at speeds between 60% to 85% of the critical speed and may, depending on the grinding media used, be classified as rod mills, ball mills and pebble mills.LINER MATERIALSA great variety of materials have been and are being used for mill linings. These include wood, ceramics and cements, rubber and plastic compounds, rolled and forged steels, cast steels and cast irons, both plain, alloyed and specially treated.The choice of a liner material depends on many factors. In the U.S.S.R. three of the world's major-known phosphate deposits are located. These have an estimated reserve of 2,600 million short tons of contained phosphorus. The best known lies in the "Khibiny Massif', an alkalaic rock formation some 600 square miles in area with mountain peaks rising to an altitude of 3300 ft above the surrounding terrain. Location and Climate The Khibiny Massif lies north of the Arctic Circle in the Kola Penin-sula, 100 miles south southeast of Murmansk, at a latitude of 67° 30' north and a longitude of 35° 30' east. It is serviced by rail from Murmansk and Leningrad (900 rail miles south). Figure 1. The phosphate operations are centered about the two cities of Apatity and Kirovsk. The former has a population of 35,000 and is on the Leningrad¬Murmansk railway. Kirovsk, 15 miles to the east, is now a city of 85,000. The region is at the limit of the tree line with most of the ground cover typical tundra. The mean annual temperature is -4°C and, in a normal year, precipitation occurs on 240 days. Because the temperature does not exceed freezing for 300 days each year, virtually all of the precipitation is snow. The two towns are nestled between mountains and, because of the weather, extensive avalanche control systems incorporating major engineering construction have been introduced to divert snow slides away from the populated areas. General Kirovsk was first settled in 1923 and the apatite occurrences were recognized shortly after. In 1933, the first concentrator for the recovery of the mineral was completed, producing in its first year of operation 170,000 tons of concentrate. With the growth and demand for phosphate in the U.S.S.R., a second concentrator was erected at Apatity. It calve on stream in 1963. Because of the severe climate, in the early days mining was limited to 85 days per year. With the introduction of new techniques and improved mining methods, the season has been extended to 115 days.

THE steadily rising flood of gold production from all parts of the world has created an avalanche of rumors regarding the stability of the present price of this metal. Markets have been unsettled from Johannesburg to London from New York and Toronto to Melbourne, despite repeated denials from, American and British authorities of any immediate intention to alter the price. Various economists and financial writers have blossomed forth with predictions that the price would be set at the old level of $20.67 per oz.; some have even been so brash as to state That a price of $15 would be necessary to bring production within control. These effusions, based entirely upon monetary theories and with no regard to production costs, serve to confuse rather than clarify the situation.

A GPS-based traffic awareness and collision avoidance system has been implemented at mines with long, narrow access roads to help avoid accidents involving two approaching vehicles or vehicles following too close. A simple display in the cab of each outfitted vehicle gives an indication of oncoming traffic and a voice announcement indicates the type of vehicle that is coming as far out as 300 meters. Advanced warning of approaching vehicles is increasing driver awareness, especially around blind corners and in adverse weather such as heavy fog, snow, or rain. Speeding alarms have also been implemented and are especially critical as a vehicle approaches reduced speed areas near single-lane bridges or tight curves. A description of the system, safety improvements seen since its introduction, and implementation challenges will be discussed.

IT seems proper to present in the Transactions of the Institute, from time to time, formal record of the advances made in the arts and sciences to which our organization is devoted-milestones in the highway of progress-from which our successors may measure what they in their turn have gained. The admirable address of the Hon. Abram S. Hewitt, then president elect of the Institute, on "A Century of Mining and Metallurgy in the United States," read at the opening of the meeting held in this hall in June, 1876, forms a point of departure, and the conclusion of the eighth decade of the nineteenth century and the end of the first five years of our country's second century seem to offer a fitting time for again making up our record. The period since 1875 has been marked by a degree of activity in mining and metallurgical industry never before equalled in our history, while the progress made in the science and art has been, if possible, still more noticeable. Whether we consider the mining of iron, ore, and coal, or of the precious metals,-the advances made in smelting the former and in reducing the latter, the extraordinary increase in the production of Bessemer steel, or the science of Thomas and. Gilchrist, which makes the hitherto rejected phosphorus the corner-stone of success,-the past five years are alike memorable for the progress they have shown and to some of the most marked features of this progress I will now oriefly call your attention. It may be of interest in this connection to note the following figures, showing the growth of the population of the United-States during the last three decades :

For establishing sustainable material cycle process in human system, a brand new concept should be created, which could recycle the waste materials, which are land-filled and discarded under present economical situation. The concept of 'RtoS' (Reserve (of waste) to Stock) to create 'artificial deposit' of the materials concentrate is one of the best ideas to be applied. From this viewpoint, separation technology, in especial, solid phase separation such as mineral processing technology contributes much to the concentration, making 'artificial deposit' with less energy consumption compared with melting and/or dissolving technologies. Results of rare metals concentration in the e-waste are also introduced as an example with combining novel comminution and parts/powder separation.
