Discussion of the paper of DORSEY A. LYON and ROBERT M. KEENEY, presented at the San Francisco meeting, September, 1915, and printed in Bulletin No. 104, August, 1915, pp. 1707 to 1730. LAWRENCE ADDICKS, Douglas, Ariz.-I think papers of this character, while general in, nature, are of particular value and interest, because when we figure on competing with the East in electrometallurgical industries, on account of the cheap power on the Pacific Coast, we have to take two or three things into account. In the first place, power very rarely amounts to more than 20 per cent. of the total cost of an operation, even .though it be electrometallurgical, and I think it is the common opinion among those who are not familiar with those particular industries, that it amounts to more than 50 or 60 per cent. Take copper refining; we may say that it is 15 per cent. of the total cost. In the second place, around New York City, with 100 per cent. load factor and a reasonably large load, say 10,000 kw., we can generate from a certain class of coal 1 kw.-hr. for about 0.3c. I might say, however, that 0.3c. does not include overhead charges, interest on the investment, etc. The third factor we have to consider out here is that any product to be salable, must command a retail market. It would be useless to produce wire bars here on the Pacific Coast because there is no place to roll them. If we were going to establish a copper refinery, that part of its output which goes into wire bars would have to be taken care of by building a rolling mill alongside of it to turn it into wire and finally make a product that is salable. I do not think, however, that Mr. Lyon need have excluded copper refining from his industries. There are perhaps 50,000,000 lb. of copper a month refined in this country on a custom basis. I think the smelting companies would be very glad to build refineries here if conditions warranted it. The recent extensions of the Great Falls refinery and of the Tacoma refinery in the last few months give evidence of that.

Mechanisms involved in the depression of the sulfides: pyrite, chalcopyrite, galena and sphalerite with potassium permanganate have been investigated. Flotation tests were conducted using potassium amyl xanthate, Z-6, and pine oil in the absence and presence of potassium permanganate at around pH = 6. 5 naturally yielded by the sulfides in the pulp. On the basis of crystal chemistry considerations, the amount of xanthate adsorbed by the sulfides depends on the amount of sulfur and metal ions present on the surface; thus, the avidity of the sulfides for xanthate should increase in the order: sphalerite C chalcopyrite 4 galena 4 pyrite, and the ease of depression response to the permanganate action should be in the same order. Depression of the sulfides in the system occurs primarily due to the removal of the collector ions by the permanganate ions to form manganese dioxide and dixanthogen according to the reaction: 3 M(RX)2 + 2 Mn04 + 4 H20 2 ? MnO2 + 3(RX-XR) + 3 M+2 8OH where M represents the metal ion, RX the xanthate ion and (RX-XR) the dixanthogen molecule. Results seem to indicate that the permanganate ions play a triple role in the system: (1) they convert xanthate ions into dixanthogen, (2) they further oxidize the mineral surface and (3) if present in excess, they may oxidize the xanthate beyond the dixanthogen stage with the formation of CO2, H20 and SO4. All sulfides, except for chalcopyrite, showed a depression response in the order predicted regardless of the order of addition of xanthate and permanganate reagents. Chalcopyrite did not depress as easily; this behavior may be due to the avidity of the colloidal MnO2 to adsorb Cu+2 ions on its surface, this would destabilize the colloid making it coalesce with the formation of a layer of precipitated MnO2 on the surface of the mineral. The presence of this layer would prevent further action of the permanganate ions on chalcopyrite.

Oxidation and reduction reactions of N-containing molecules have been studied over different types of gold-based catalysts, Au/MOx/Al2O3 and Au/MIOx/MIIOx/Al2O3 (M, MI, MII=Li, Rb, Mg, Ce, Zr, Mn, Cu) prepared by deposition precipitation with urea. In general, all the catalysts were already active at low temperatures. NH3 oxidation was effectively catalyzed by Au/CuO/Al2O3, a catalyst which also gives the highest yield in N2. NO reduction by H2 performed over gold-based catalysts produced N2O, N2 and NH3 and N2O reduction resulted in the formation of dinitrogen. For all the reactions, large synergistic effects have been obtained by addition of different kind of additives.

The purpose of this project is to increase the visibility of which will be daily produced on the hot strip mill (HSM). The forecast was performed through the implementation of an automated tool for weekly HSM production planning. The project was started with the definition of the weekly planning process, through the determination of the main business objectives, like as: priorities of service (customers and delivery date), definition of HSM’s rules and restrictions of operating resources. Using a sophisticated mathematical model, through the computational simulation is possible the experimentation of various production scenarios, allowing the visualization of volumes by type of sequence, clients / priorities, mix to be produced, cylinder change quantity forecast, better forecasting of the productivity of the HSM, consumption of utilities, within others. Main benefits: sequencing which production orders should be produced, reducing unforeseen stops due lack of material, improving the quality of the stock which allows the reduction of the aging of slabs in the slabyard and the vision of customer services. Computational simulation as a weekly planning tool achieve, with other benefits, to present alternatives for better decision making.

INTRODUCTION. IN India the production of mica, which in other countries is of very minor importance, is one of the staple, long established industries, and ranks high in the statistics of mineral products. Nearly two-thirds of the mica of commerce comes from India. The Indians have used mica for glazing and decorative purposes through many centuries. About 14,000 men are employed in and about the mines, and the indigenous and primitive mode of mining is still followed; but, by reason of the exhaustion of the surface supply hitherto won without intelligence or capital, it will not be many years before the present interesting and casual methods will be replaced by a less archaic and more profitable system. India on the whole has little mineral wealth, but the unique resources of its mica fields, cheap labor, and favorable natural conditions render it unlikely that any other country can ever more than temporarily contest her leadership in the production of this one minor but essential mineral. Mica plays a small but indispensable role in a variety of fields of dissimilar application. Its use and value depend upon characteristics which different kinds of mica have in varying degrees, each kind being adapted to 'its own special purpose. Its well-known characteristics of transparency, flexibility, elasticity, toughness, high dialectric, strength, perfect flatness; ease of splitting into thin films, ability to stand high heat and sudden changes in temperature, give it value in many industries. No other substance, natural or artificial, has this combination of qualities. The oldest use of mica is in glazing. Deep Vibro Techniques namely Vibro Compaction (VC) and Vibro Replacement (VR) are widely used in ground improvement to densify sands and strengthen cohesive soils. This paper describes the application of these techniques for the construction of 20 Ha Iron Ore Stockpile Yard with the maximum stockpile height of 14 m in Quang Ngai, Vietnam. The challenges of this project are to limit the stockpile allowable settlement and the surrounding pile’s lateral movement. The soil condition can be summarized as 12m – 18m thick of loose to medium dense SAND with qc around 5-18MPa and followed by 2.0 – 6.0 m thick soft clay with qc around 0.4 – 0.8MPa. Localized very dense sand layer was found. VR using stone columns were installed in soft clay layer while VC was adopted to densify sand layer. Additional shallow stone columns were built in sand strata to minimize pile top lateral movement. The post construction performance was verified by a large 6 m by 12 m plate load test (PLT). The predicted PLT deformation using Priebe’s improved properties for the VR will be presented and compared with the measured plate load test results.

Factory beet molasses media were used as cheap sources of sucrose for microbial leaching of Greek nickeliferrous laterites using strains of Penicillium and Aspergillus sp. Nickel recoveries of up to 62% and cobalt recoveries of up to 50% were obtained by leaching in a two-phase system in which bioacids were produced by fungal metabolism in molasses ferrocyanide pretreated media. The addition of potassium ferrocyanide to the molasses substrates prior to leaching was found to have a beneficial effect by increasing the level of citric acid bioproduction, thus improving the leaching efficiency of the fermentation liquid. The metals known to interfere with citric acid production (i.e., Fe, Cu, Ca and Mn) were those most efficiently precipitated. Considering the much lower commercial price of molasses in the industrial market compared to sucrose and glucose carbohydrate media, molasses could prove to be a promising alternative, despite the cost of the required pretreatment.

THE great development of the mines and metallurgical works of this country during the last few years, accompanied as it has been by the investment of enormous sums of money in purchasing lands, and in the erection of improvements, requires that advantage should be taken of the accumulated knowledge of engineers, superintendents, and' others, in mastering &he problems which are constantly presenting themselves for our action. Among those may be mentioned the consideration of more economical systems of mining in our coal and metal-liferous mines, improved methods of transportation above and below ground, unwatering and ventilating mines, the mechanical preparation of coal and other minerals, the various metallurgical processes, and, in fact, every question tending to the attainment of two great objects : 1st. The more economical production of the useful minerals and metals. 2d. The greater safety and welfare of those employed in these industries. In European countries, where the arts of mining and metallurgy have long been the subject of the most careful study, no means have been found so effectual in attaining the end above proposed as the free interchange of experience among those actually engaged in these industries, and this object has been accomplished, mainly, through the medium of institutes, associations or societies, composed of those engaged in these occupations, and by the periodical publication of essays or papers, communicated to such societies by their members. I t must be evident to all practical men that the interchange of the varied experience of those engaged in such occupation in this country could not fail to advance very materially the desired objects; it is, therefore, proposed to establish an American Institute of Mining Engineers, which will hold its meetings periodically in the great mining and metallurgical centers, where works of interest, such as mines, machine shops, furnaces, and other metallurgical works, can be inspected, and the members exchange their views, and consult for mutual advantage upon the difficulties encountered by each; these transactions or proceedings, when published, would form a most valuable and greatly-needed addition to our professional literature. I t is proposed that a meeting of those sympathizing with the object above mentioned shall be called for the purpose of organizing such an association, the place and time of meeting being Wilkes-Barre, Pa., and the month of April or May. Communications indicating the opinion and wishes of all, both as to these points, and also as to the organization and objects of the Institute, will be gladly received by any of the undersigned, and a notice of the date of meeting, which will be arranged to suit the greater number, will be duly communicated. Cedarvale Station is one of 25 new Eglinton Crosstown light rail transit (ECLRT) stations along Eglinton Avenue in Toronto. It is an interchange station with the existing Toronto Transit Com- mission (TTC) University subway line and is located at the intersection of two major thoroughfares. The new LRT tunnels run below the existing Yonge Spadina subway line and required total excavation depths of 20 m (65 ft) to facili- tate construction of the new station.

The selection of an underground mining method stems from a multivariate analysis that considers geomechanical, geological, economic, and operational parameters. Even after identifying the most compatible method, there is no assurance that the mining company will achieve the best performance. The geological complexity of some deposits requires adaptations of methods described in the literature to obtain more selectivity and reduce mining waste. There are some studies on geometry of underground structures, but a methodology that describes an adaptation of a room-and-pillar mining method for ore bodies with down-dip varying from 20° to 25° is novel. The present work aimed to reduce dilution by adapting the traditional room-and-pillar mining method (TRP) to inclined ore bodies. This new method is entitled short-hole room-and-pillar (SHRP). The equations that measure the dilution are defined according to the geometry of stopes and openings. The results comprise comparative analyses of the operational and planned dilutions to measure the performance of the SHRP method. The average operating dilution of the SHRP method was more than five times lower than the planned dilution according to the TRP method. Low operational dilution indicates high selectivity of the method and its potential to reduce underground mining tailings.

The range of interburden thickness between coal seams in Datong Mining District of China is large. From mining operation point of view, the closer is between the two seams, the greater is the impact from the upper seam when the lower seam is mined. This impact is most notable when the two seams are ultra-close. In this paper the definition of ultra-close seams and its practical method of determination are presented. Based on the difference in strata thickness in the interburden and the concept of "yield depth ratio" which is defined as the yield zone depth in the interburden to the total thickness of interburden, the roofs of the ultra-close multiple seams in the Datong District of China were divided into 3 types: (1) false roof or rock partings in coal seam. This type of roof does not require special handling except mining them simultaneously as one single seam. The roof thickness is slightly less than 0.5 m; (2) completely broken roof. In this type of roof, the yield depth ratio is larger than (or equal to) 1. When the roof thickness is larger than 0.5 m but less than 2.0 m, the yield depth ratio must be smaller than 1; and (3) fractured roof. In this type of roof, the yield depth ratio is less than 1 while the roof thickness is larger than 2.0 m. In retreat longwall mining, if the gateroads of the lower seam are located under the gob of upper seam, roof bolting can be used in the 3rd type of roof. But if the 2nd type roof exists, powered supports must be used.

"IntroductionMaintenance is a business, which to be successful, requires good management, systems and reporting. The prime objective of the maintenance management group, be they large or small, must be to anticipate and prevent interruptions in operations by keeping equipment in good mechanical condition. This objective should be carried out at minimum cost consistent with maximum productiveness.The objective of this chapter is to give an insight into the various aspects of maintenance management that must be considered to effectively and efficiently operate a mill complex. The degree to which the maintenance sub-systems are developed in an operating mill will be determined by the size of the mill and the needs of the operation.The criterion of the management system used is that the system serve the operation and not vice versa. The systems presented should be considered as tools and, as with all tools, they must be sharpened and replaced as the need arises or as more effective tools become available.To understand what is involved in maintenance management, it is worthwhile to consider a systems approach to analyzing management problems. This approach was developed by J.A.B. Rae while reviewing maintenance management systems for Cominco Ltd.A very simple system involving managing results and objectives is shown diagrammatically in Figure 1.The systems approach to organizational development involves four basic elements: an objective, a result, an activity and feedback. In the analysis, the activity element is broken down into individual actions that people could be held responsible for. If we introduce the action of operating into the diagram of Figure l, we arrive diagrammatically in Figure 2."

Mechanical properties and optical metallographic characteristics of vanadium containing 53 ppm (wt) H were investigated from, 77° to 298°K. A sharp ductile to brittle transition induced by the presence of hydrogen was observed between 238° and 223°K and a mar-tensitically formed hydride appeared at 200°K. While there appears to be a subtle relationship between the hydride formation and the ductile-brittle transition, it was concluded that the hydride per se was not sufficietzt to cause the severe em brittletnent. On the basis of the metallographic experiments and the results of a Petch analysis it is suggested that the mechanism of the embrittlement involves a reduction of the true surface energy, or cohesion, of the uanadiunz. THAT hydrogen can severely embrittle vanadium is well-documented;'-5 however, the mechanism by which hydrogen induces the observed embrittlement has not been established. It is not known whether the embrittlement of vanadium is caused by the formation of vanadium hydride or by a more subtle role of hydrogen. Until very recently6>' the solid solubility of hydrogen in vanadium at temperatures in the,range of the embrittlement was not known to a useful accuracy. In general, a severe embrittlement of the type produced by the presence of hydrogen in vanadium can be caused by changes in either of two properties of a metal. Either the yield stress of the metal is raised to the extent that plastic deformation at the tip of a crack cannot occur or the cohesive properties of the metal are reduced, at least locally, to the point at which cleavage is the natural response to applied loads. Of course a combination of these is possible. It is not known which of these properties of vanadium is influenced most by the addition of hydrogen. The purpose of this investigation was to determine the role of hydrogen in the embrittlement of vanadium. Accordingly, the solubility of hydrogen in vanadium in the temperature range where embrittlement is most severe was determined, the appearance of vanadium hydride was examined in relation to the initial ductile to brittle transition temperature, and an attempt was made to evaluate the effect of hydrogen on the yield stress and cohesive properties of vanadium. MATERIAL AND PROCEDURES Sample Preparation. The vanadium used in this investigation was prepared by the iodide refining process described by Carlson and owen.' Three ingots, 3 in. diam by 6 in. long, were cold-swaged to 0.096 in. diam, cut into short lengths, and then arc-melted under purified argon into one ingot. This process was repeated to insure a uniform composition in the final ingot. Chemical analysis of the metal is given in Table I. On the basis of work of Loria et a/ .' the following sequence of treatments was performed in order to obtain a uniform equiaxed ultimate grain structure: a) cold swage q-in.-diam ingot to 0.230 in. diam; b) anneal 6 hr at 1000°C in vacuum; c) by cold swaging reduce 81 pct in area in three steps: 0.230 to 0.187 in. diam, 0.187 to 0.150 in. diam, 0.150 to 0.096 in. diam. This sequence provided the desired grain structure after subsequent annealing treatments. Because annealing in evacuated quartz capsules resulted in contamination by oxygen, all anneals in this investigation were performed in a 304 stainless-steel chamber under a dynamic vacuum of 10- I Torr with the vanadium wrapped in tantalum foil. Prior to all annealing treatments the wires were electropolished for 1 min at 16°C in an 80 pct methanol-20 pct sul-furic acid electrolyte at 12.5 v. Following the final reduction the 0.096-in.-diam wire was cut into 2-in. lengths. A 1-in. gage section was reduced to 0.090 in. diam by electropolishing as above. Five different grain sizes were obtained by annealing the 2-in. samples at different temperatures for 8 hr to insure uniform grain size and residual hydrogen removal. Forty-three years ago a record for low cost was made at the Spanish mine, in Nevada county, California. In 22 days of September, 1887, there was mined 2796 tons of ore at a cost of 37.5 cents per ton, of which 32.4 cents was for labor and 5.1 cents for supplies. The mill treated this ore for 23 cents per ton, of which 12.3 cents was for labor and 10.7 cents for supplies. Thus the total operating cost was 60.5 cents per ton. The yield was $1.16 in gold per ton, leaving a profit of 56 cents per ton, or 48 per cent of the yield. The mine was an open-cut in a schist formation on a hillside and the work was done by Chinese laborers that were paid $1.40 per shift. The ore was soft, and could be ground effectively in four Hunting- ton mills, supplemented by silvered amalgamating plates.* The engineer in charge was F. W. Bradley, a student from the University of California. As has been indicated, the conditions were unusually favorable in respect of softness of ore, accessibility to the mill, metallurgic simplicity, with cheap labor and power, but even at that the results were so remark- able as to attract general attention, which, as might be expected, was magnified, for advertising purposes, by the manufacturers of the Huntington mill, the firm of Parke & Lacy, at San Francisco. The record made at the Spanish mine therefore found its way into many textbooks on mining published at that time. The editor of the 'Mining and Scientific Press'† (at that date, Charles G. The regulatory process by which governmental authorities acknowledge and, in turn, permit the location, construction, and operation of large scale energy-related facilities has become extremely detailed in recent years. One example of the detail that is entailed in the regulatory process is the number of permits that must be acquired by operators prior to the construction and operation of energy-related facilities. It has been estimated, for example, that 75 permits are required prior to the opening of a new coal mine in Pennsylvania while 50 are required in Kentucky. From the perspective of facility owners and operators the regulatory process often appears overly complex and may be perceived as a constraint to the corporate decision making process. From the perspective of those responsible for administering regulations, the process is perceived as a mans by which public desires - pursuant to social objectives such as environmental protection and occupational safety - can be achieved. As a result of conflicting organizational interests, the clash between energy facility owners and operators and their regulators appears to be inevitable. Furthermore, the resolution of this conflict lies in the tradeoff between objectives and the costs of regulation. The balance of objectives and costs is a subject of the political process and not a topic of consideration in this paper. This paper is concerned with the actual administration of regulations, that is, the implementation of that which arises from the interplay of organizational interests. The paper assumes that environmental control laws will not likely be repealed, that regulations to implement the intent of these laws are here to stay and thus the paper seeks to assess how regulations are administered at various levels of government pursuant to objectives. The paper hypothesizes that the administration of objectives (or policy) has an impact on decision making which affects energy facility decision; making while recognizing the fact that regulatory policy cannot be totally divorced from administration, this paper proceeds

THE writer's first experience with flotation was during World War I, in the beneficiation of Alabama graphite schist ores. One plant used a cone with a peripheral overflow; dried ore was distributed by a rotating disk onto the surface of the water. No reagents were added. The flake-graphite film floated along with some fine silica. Dewatering screens separated the flake. Naturally unit capacities were low but results were satisfactory. Minerals Separation mechanical flotation machines were used in another graphite mill. Pine oil was added directly to the head cells, with very good results. All the graphite concentrates from both types of flotation were carefully refined after drying by passing through burr mills, followed by very close sizing on sifters. In March 1927, the writer ran a very successful flotation test on minus 28-mesh, deslimed, Tennessee brown phosphate "sand,"[t] using a mechanical laboratory machine built in the shops of the Anaconda Copper Mining Co., through the courtesy of Ernest Klepetko. The machine was soon converted to a subaeration type, with improved results. This phosphate research program was greatly enlarged and led to the formation of the Phosphate Recovery Corporation. The development of nonmetallic flotation followed rapidly. The first flotation machine for beneficiation of phosphate was installed in January 1928, in a pilot mill, by International Minerals and Chemical Corporation, at Mulberry, Florida. These machines were Minerals Separation, 24-in., subaeration types, with weir control of pulp between cells. The sand bleeders were very small-about 1 ¼ -in. diameter. As the feed contained 15 to 25 per cent plus 28-mesh material, the cells choked up frequently. This was corrected by cutting a 2 by 6-in. bleeder opening above the impellers, at grid level, which short-circuited the coarse fractions directly into the feed of the next cell. The matter of size classification and grinding was a considerable problem, which does not come within the scope of this article. Because of the troubles noted above, cascade-type roughers were installed in the second flotation plant, built about 1930. Experimental cells had been tried in 1928. General plant layout is shown in Fig. I and details of the cascade construction in Fig. 2. The cascade installation in plant No. 2 gave good results and eliminated troubles due to choke-ups and coarse feed. The capacities and metallurgical results equaled those of the modified 24-in. Minerals Separation flotation machines in plant No. I The objections to the cascade installation are the floor space and mill height required. As placas de circuito impresso (PCIs) dos resíduos eletroeletrônicos (REEEs) possuem diversos metais na composição. A recuperação desses metais tem incentivado as pesquisas inovadoras no seu processo de extração. Como alternativa de recuperação de metais das PCIs de forma sustentável optou-se pela biohidrometalurgia envolvendo a fase extração. O presente trabalho avalia a biolixiviação do cobre na presença de duas cepas bacterianas distintas em PCIs de REEEs provenientes de impressoras obsoletas. As PCIs foram caracterizadas mediante as técnicas analíticas de espectrometria ICP-OES e de fluorescência de Raios X (FRX) para determinar os elementos químicos presentes na amostra inicial. As cepas utilizadas na lixiviação bacteriana foram Acidithiobacillus ferrooxidans (AF) e Leptospirillum ferrooxidans (LF), cultivadas em meio de cultura T&K. Os ensaios de biolixiviação foram realizados em incubadora orbital, com velocidade de rotação de 170 rpm, temperatura de 30 oC, volume de inoculo de 10% (v/v) e densidade de polpa de 30g/L. A técnica empregada na concentração de cobre da solução após a biolixiviação foi a FRX. Foi possível determinar que a cepa AF apresentou uma extração de 100% de cobre em 8 dias em comparação com a LF na qual foi observado que a extração de cobre foi de 100% em 5 dias.

Pseudomonas spp was isolated from mine water and tailings samples collected from mining effluents and mine dumps in the Gauteng and Northern provinces of South Africa respectively. Adsorption properties of Pseudomonas spp were then tested for the removal of Cu and Co initially from their synthetic sulphate solutions, subsequently from effluents derived from metallurgical operations. The effects of experimental conditions such as pH, temperature, time, volume and metal concentration on the efficiency of the biosorption process were studied. Absorption of 45% Cu (pH 6, 37°C, 24 hours) and 40% Co (pH 6, 37°C, 24 hours) was observed from solutions with low concentrations (0.07 M). A maximum of 73% and 65% of Cu and Corespectively were recovered from the mine water samples derived from effluents.

The melting, casting, and welding of the Raney nickel alloy (42 pct Ni-58 pct A1), a methanation catalyst useful in coal gasification, were investigated. Melting was done in graphite crucibles by heating aluminum and adding nickel using a cryolite slag cover. Casting conditions were found to be optimum when the melt temperature ranged from 1,125° to 1,200° C and the mold temperature ranged from ambient to 250° C. Suitable mold materials were found to be quartz, heat-resistant glassware, olivine, and zircon. Welding of the alloy can be accomplished using tungsten inert gas process. Tensile strength of the alloy, in the as-cast condition, was found to be 2,000 1b/sq in with an impact strength of less than 1 ft-1b. The coefficient of thermal expansion was determined to be 18.4 x 10-6/° C after heat treatment.
