Unlike the first predicted deep-sea mining (DSM) boom 35 years, the public response to the re-emergent possibility of DSM is this time round is not entirely optimistic, with serious economic, social, and environmental concerns being voiced. In the intervening years, the troubling notion of the ‘resource curse’ has been popularized, whereby the economies of developing nations rich in natural resources (agriculture, minerals, and fuels), paradoxically appear to fare more poorly than their brethren who have fewer such resources. There have been a variety of explanations and counter-arguments regarding why the resource curse occurs, including how it can be ‘escaped’, and even some disagreement on whether it in fact does occur. Nevertheless, many commentators appear to agree that that the quality of governance is strongly implicated in the socioeconomic success, or failure, of these resource-dependent nations, and could indeed be the deciding factor. Unlike nations with diversified economies, the majority of the income from natural resource economies, in the form of royalties and rents, flows through national government; hence, good governance and fiscal management is of particular concern.

THE Hazleton district of the Pennsylvania Anthracite Region will be the scene Oct. 14 and 15 of the fall meeting of the Coal Division and the Pennsylvania Anthracite Section. Here, coal mining has been active for more than 100 years and hereabouts industrial necessity inspired the numerous inventions of the Pardees, Eckley B. Coxe, a former A.I.M.E. president, and the Marltles, who contributed much to the success of the Institute in its early days, as well as to the upbuilding of modern methods in the anthracite and bituminous industries. Headquarters will be the Altamont Hotel, Hazleton, Pa. There will be two technical sessions Friday, registration preceding the first which is scheduled for 11 a.m. to 1 p. m. The second will be called at 2:30 p.m. Saturday is reserved for mine and plant visits, with golf and tennis after luncheon for those so inclined. The ladies are cordially invited to the meeting and arrangements have been made for their participation in much of the program. The chairmen of the committees preparing for the meeting are: Donald Markle, president, Jeddo-Highland Coal Co., General Committee; R. E. Hobart, mechanical superintendent, Lehigh Navigation Coal. In the design of plants to separate helium from natural gas , it is necessary to estimate the enthalpies of the various streams at various positions in the process . This Bureau of Mines report surveys the various methods that have been used to determine enthalpies and gives information on the organizations with such capabilities . The minimum information required for developing an enthalpy diagram is presented , and the relative merits of the various methods are discussed . It is concluded that methods that require no mass flow rate or energy measurements are to be preferred .

"Abstract Contaminated land remediation using soil mix technology (SMT) is a relatively recent development which has been shown to be a cost effective and versatile system with numerous environmental advantages over other remediation techniques. The added complexities and variability associated with contaminated sites has escalated the need for field trials, field monitoring and specific QC measures to be undertaken for this setting and was the rationale behind project SMiRT (Soil Mix Remediation Technology). The main aim of project SMiRT was field validation, testing and assessment to provide stakeholder confidence in SMT and increase its uptake for land remediation in the UK. The field trials involved the treatment of 800 m3 of soil, through applying six different remediation techniques with four different SMT systems and introducing over thirty binders and binder compositions with a range of installation methodologies. Various issues were faced during the installation process and which were addressed on site. This paper presents some aspects of early age field observations, field monitoring, in-situ testing, coring and laboratory testing of cored samples and highlights some lessons learnt, providing valuable information on the issues that need to be addressed for this application of SMT.IntroductionAlthough soil mix technology (SMT) was developed in the 1960s in Japan and Sweden for geotechnical applications, its potential in geo-environmental applications became evident more recently the 1980s in the US and in the 1990s in Europe, having since increased to provide a range of remediation systems (Al-Tabbaa and Evans, 2003; Al-Tabbaa et al., 2011). The most common applications to date have been (a) the construction of low permeability containment walls or cut-off walls to contain a contaminated site; (b) stabilisation/solidification (S/S) treatment, with cementitious binders, for physical and chemical encapsulation of contaminants in soils and (c) the installation of permeable reactive barriers (RPBs), which are permeable walls that intercept the groundwater flow and remove contaminants from it, by mixing special additives with the native soil. Contaminated land remediation using SMT is a cost effective and versatile approach with numerous technical and environmental advantages over other remediation techniques. These advantages include the use of simple and well established techniques and equipment, speedy implementation, applicability to sites of any size and to multiple contaminants, elimination of off-site disposal, low risk and low emissions. There is a lack of competing alternative technologies that offer the same level of versatility and economic, environmental and social benefits, under current environmental legislation constraints. In addition, most currently available contaminated land remediation techniques are only partially effective, and are relatively contaminant-specific. This makes SMT a promising and timely contender to lead the market place in offering a cost-effective, efficient and low risk solution to contaminated soil and groundwater remediation and has resulted in a range of recent innovations."

The perforating of multiple tubingless completions, in which two or more strings of 27/8-in. OD casing are installed in the same borehole, presents two basic problems. First, good completion practices require an eficient perforator that leaves no debris to interfere with subsequent completion operations. Second, and of more complicated nature, a system is needed for controlling the direction of fire so that adjacent strings are not damaged. Development of of a 2-in. OD, steel retrievable, shnped-charge gun has solved the first problem. The second was resolved through development of three different devices to provide directional perforating for the two types of completion methods being employed today. These include a mechanical orienting device and two self-orienting radiation devices. Conceivably, the latter methods could be adapted to the directional perforating (of .upper zones) of conventional dual and triple completions without removing production tubing and packers. INTRODUCTION The recent trend to multiple tubingless completions,' wherein two or more strings of 27/8-in. OD casing are installed in the same borehole, has presented two basic perforating problems. The first problem to be overcome was the design of a gun that would result in efficient perforations without causing debris to bridge in these small-diameter casings. The second problem was, of course, to devise a system for controlling the direction of fire such that adjacent strings would not be damaged. The problem of gun debris in slim-casing completions has been well defined in the numerous 27/8-in. single tubingless completions which have been effected during recent years with the expendable-type perforators. Failure of expendable-gun debris to settle out properly, even with good gun break-up, has resulted in bridging inside these small-diameter casings. This, in turn, has interfered with completion and re-conditioning operations. The past two years have clearly shown, in fact, that debris problems are not confined to this small range of casing with most designs of expendable-type guns. A high incidence of bridging has even been reported in 4%-in. OD casing. The perforating of multiple tubingless completions has entailed, therefore, the development of a completely debris-free gun of adequate performance, as well as the necessary devices to provide positive directional perforating in the two completion methods presently being employed. THE GUN —DESIGN CONSIDERATIONS The design of a shaped-charge gun for slim-casing perforating has presented a maze of interrelated prob-lems. Since the primary specification has been leveled at efficient charge performance with complete elimination of gun debris, it has been necessary to develop a retrievable steel-carrier gun of tubular construction to house the charges. The carrier must be retrievable through 2.29-in. API pump-seating nipples which are usually installed in 2 7/8-in. strings. To provide for recovery of the gun from the well, swelling of the carrier on firing must be carefully controlled. Control of swelling automatically means control of explosive weight in the shaped charge which, in turn, influences charge performance. Carrier swelling also depends upon the confinement pressure at the level being perforated, which imposes a hydrostatic pressure-depth limitation. Burr interference on the wall of the carrier, resulting from passage of the jet through the carrier wall, must be eliminated by suitable design. Clearly then, a satisfactory shaped-charge gun design for slim-casing operations represents a fine balance between carrier swelling, hydrostatic pressure, explosive weight and charge performance. Additionally, to lend itself to directional perforating, the gun design must provide a positive locking mechanism for individual charges within the gun carrier. Small scale' table concentration tests have many critics. Many metallurgists consider that such tests are of problematical value because of the difficulties involved in conducting and interpreting them.Many kinds of small-scale ore dressing tests are difficult to conduct, and there is, perhaps, good reason for thinking that table concentration tests are amongst the most difficuIt.Interpretation of results from small-scale tests is the responsibility of the metallurgists and engineers in charge, and it is often held that small-scale table concentration tests are particularly difficmlt to interpret.TESTING FOR TABLE CONCENTRATIONOn analysis it appears that the difficulties encountered in conducting small-scale table concentration tests are of three fairly distinct kinds. Firstly, there are difficulties due inherently to the smallscale nature of the operations; for example the smaller width of all mineral bands on the table and the less complete separation due to the shorter length of travel between the feed and discharge points.Secondly, there are the effects of batch operation owing to the fact that the mineral particles behave differently during the initial period when the sample is just beginning to spread over the table, the middle period when feed and discharge are even and continuous, and the final stage, when the last of the sample has been added and the table is beginning to empty itself.

Since more than 15 years the Waelz process at "Berzelius" in Duisburg has proved suitable for reprocessing the zinc and lead containing dust and .sludge which inevitably occur in making steel in EAF-plants. The produced Waelz-oxide is agglomerated in a hot-briquetting plant and charged to an Imperial Smelting Shaft Furnace to recover the valuable elements in form of metallic zinc and lead. In view of the actual importance of the dumping problems of the EAF wastes a description of the "Berzelius" treatment route is given but also the situation in Western Europe is illustrated. Dust from stainless steel production is successfully treated in the Scan Dust Plasma Process in order to recycle Chromium and Nickel, while the resulting Zinc-Dust is treated via the Waelz-ISF-Route. For treatment of low Zinc-containing dust, sludge and fines from integrated steelworks, pilot scale tests have been carried out successfully in the Circulating Fluid Bed in order to recover metalized iron and .zinc/lead fume. A 30,000 tpy Demonstration Plant is planned?.

THE annual meeting of the Woman's Auxiliary to the A.I. M.E. is always held in New York, in con- junction with the annual meeting of the Institute in February. Business sessions, teas, dances, a theater party, luncheons, excursions, and many other interesting activities filled the four days to overflowing. In all ,216 women were present, from all parts of the United ,/ mates, and there were several from Canada. On Mon- ' day not only the visitors, but the New York members also, gathered around the registration desks, where Mrs. E. N. Wolfes, Mrs. S. J. Jennings, and Miss Georgene Davis saw that everyone was properly registered and provided with tickets to whatever functions she desired to attend. Greetings were eagerly ex- changed as friends met at the luncheon on the fifth floor, where the hostesses of the day were Mrs. J. D. Handy, Mrs. T. T. Read, Mrs. Sidney Rolle and Mrs. H. J. Wolf. In the afternoon, there were visits to art galleries and other interesting exhibits, arranged by Mrs. Frederick Laist. Mrs. W. H. Bassett was the hostess at a very delightful Thé damant at the Italian Gardens of the Ambassador Hotel. Many of the men attended this function also. In the evening the visiting ladies were entertained at a theater party, with Mrs. Wilbur Judson as hostess. The play that was seen was Gorki's "At. the Bottom."

Slip and fall accidents are a major cause of lost-time injuries associated with large mobile equipment in surface mines. An evaluation of the safety hazards associated with getting on and off large surface mining vehicles showed that most of the accidents occur at the point where personnel attempt to mount or dismount the machine at ground level. The major hazardous design conditions were identified as excessively flexible supports for lower steps or rungs, inappropriate ground-level-to-first-step distances, poor step designs, access designs that use vehicle components as steps or walkways, and inadequate hand- rail and guardrail designs, Additional hazards are introduced by the lack of proper maintenance of ladder hardware and the work practices of operators in carrying articles while mounting and dismounting the vehicle. This Bureau of Mines report describes the design and in-mine testing of improved access system for large mobile mining equipment.

1. Domestic Production and Use: In 1980, 13 companies operated 33 primary aluminum reduction plants, with 3 firms accounting for 62% of production. Washington, Oregon, and Montana accounted for 30% of the total production; Texas, Louisiana, and Arkansas 19%; Tennessee, Alabama, and North Carolina 15%; other central and eastern States 36%. Based on published producer prices output of primary metal in 1980 was valued at over $7 billion. Aluminum consumption by 25,000 firms was centered in the East Central United States. Packaging accounted for an estimated 26% of domestic consumption in 1980, building 22%, transportation 21%, electrical 12%, consumer durables 7%, and other uses 12%.

The objective of this circular is threefold: First, to describe briefly the various modes of occurrence of sand and gravel. Second, to emphasize the need for adequate prospect¬ ing and exploration prior to the expenditure of funds for development and plant construction. Third, to describe various methods of prospecting and exploration and their application to the several modes of occurrence of sand and gravel. Sand and gravel may be found in nearly every county or township in the United States. Commercial deposits, however, are by no means so widespread. The introduction of concrete and the consequent impetus given to consumption of gravel and sand aggregates has seriously depleted deposits in some congested areas. Increasing re¬ strictions in the specification requirements for marketing sands and gravels have further narrowed the economic areas. On the other hand, the combination of increasing transportation costs and decreasing selling prices has forced the decentralization of gravel production. As a result smaller, intermittently operated, and widely scattered portable or semiportable unit plants have been encroaching on the territory formerly supplied from centrally located pits with large tr.atment plants. Generally speaking, the small portable plant can not produce any great variety of ma¬ terials to as exacting specifications nor as economically as the large permanent plant.

EVEN the weather man joined in a friendly conspiracy to make the fall meeting of the Industrial Minerals Division at Rolla, Mo., Oct. 23-25. the splendid surges that it was. Following weeks of rain, the foliage of the Ozarks was still green, merely enlivened here and there by splashes of autumn coloring. In contrast to the tranquil beauty of the School of Mines campus under smiling Indian summer skies, the pace of the meeting was lively. Registration was larger than at any previous meeting and included an unusual number of prominent names and delegates from all over the country. From 125 to 150 were present throughout the three technical sessions, at the Thursday evening smoker, and also at the banquet on Friday; when students trooped in to the technical sessions the audience was augmented occasionally to over 200.

Introduction During the past ten years, shaft sinking has been going on continuously at Inco and new shafts and shaft extensions have been sunk under a broad diversity of conditions. The Murray mine and the Stobie section of the Frood-Stobie mine have?been opened and a main hoisting and supply shaft has been sunk at each of these mines; No. 2 shaft at Murray was sunk initially from surface to 1,960 feet and is now being extended; No. 7 shaft at Stobie was sunk from surface to 3,105 feet. No. 2 shaft at Garson has been extended from 2,200 feet to 3,200 feet in depth. At Levack, No. 2 shaft is being extended from 1,860 feet to 2,850 feet for ore hoisting from the 2,650 lev el. At Creighton, No. 6 shaft, collared on 52 level, was sunk 1,740 feet to a total depth of 5,563 feet below surface. It is the deepest Inco working. At Creighton, also, No. 7 shaft is being sunk from surface to the 30 level to handle the ore from caving operations. Ail Inco main hoisting and supply shafts sunk during the past twenty years have been vertical rectangular shafts equipped with two cages and two ore skips. The cages are standard and interchangeable for all shafts except Garson No. 2; they are single-deck, 13 ft. 4 in. by 5 ft. 2 in. inside and are designed to carry a maximum material load of 16,000 lb. The man load is 48 men. Skip capacities at the several shafts vary from 8 to 15 tons. Forty-two hundred feet bas been established as the standard vertical lift, and the permanent hoisting equipment at each shaft is designed for eventual hoisting from that depth.

Introduction The Outokumpu copper mine is situated in eastern Finland, 50 kilometers west of the city of Joensuu or 225 kilometers directly north of the city of Viborg (Viipuri), which is situated at the eastern end of the gulf of Finland (Figure 1). The ore-body was discovered in 1910 by Dr. Otto Trüstedt after two years of careful, scientifically-directed, search. During the early period of development of the mine, the ore was treated locally and the copper re-covered by an electrolytic process. Now the ore is concentrated by tables and by flotation. The concentrates are shipped to Germany for refining. In 1929 the mine produced 150,000 tons of ore from which between 20,000 and 25,000 tons of flotation concentrates containing 20 per cent copper were produced. Profits in 1929 were approximately half a million dollars, but the present price of copper will affect very seriously the profits for 1930. The ore reserves are given as between 7 and 8 million tons (1). The grade of ore is stated to be 4 percent to 6 percent copper, with a little zinc.

Namakwa Sands is a heavy minerals mining and beneficiation business in the Anglo Base Metals Division, and operates along the West Coast of South Africa. The business encompasses mining, mineral concentration, separation, and smelting operations. The smelting process comprises the carbonaceous reduction of ilmenite to produce titania slag with a TiO2 content of 86%, and iron with a carbon content of 2.5%. The Namakwa Sands smelter, situated near the Saldanha Bay harbour, commenced smelting operations in 1994, when a 25 MW DC-arc furnace was commissioned. The smelting operations were expanded in 1999, with the commissioning of a second 35 MW DC-arc furnace. Despite the fact that ilmenite smelting poses a technical challenge in terms of the high temperatures required, the physical characteristics of the slag, the constraints placed on the feedstock, and the tight product specifications, Namakwa Sands has continually increased slag production since 1995. High furnace feed-on utilization and furnace stability, complemented by continuous improvement drives, will be thevehicle to drive performance in the short-term, with longer-term performance enhancements due to strategic process development. Consider a deep gold orebody with grade of 4 g/t (0.11 oz/st). At the time of this writing, with gold prices at historic highs, it could be a good, but not great, prospect. But if it is a vein deposit, and those veins are 200 g/t (5.8 oz/st), it would be significantly more attractive if there was a way to produce directly from those veins, leaving the rest of the rock in place. It has been a viable commercial technology for more than five decades.
