Coal has been mined in the central Appalachian coalfields of southern West Virginia, western Virginia, and eastern Kentucky for more than a century. The dwindling reserve base consists in large part of coal that would have been considered unmineable by earlier generations. Nearly every current operation is working on a property where coal has been extracted in the past, from seams either above, below, or both. NIOSH is conducting research aimed at helping mine planners prevent hazardous conditions due to multiple seam interactions. To-date, more than 300 case histories have been collected from underground mines, mainly from central Appalachia. This paper focuses on several of the more challenging situations that have been encountered, including: • Room-and-pillar development 20 ft (6 m) beneath full extraction workings at a depth of 1,000 ft (300m) of cover (Virginia) • Pillar recovery 45 ft above full extraction workings at 900 ft (270 m) of cover (Virginia) • Near-simultaneous room-and-pillar mining with pillar recovery with 40 ft (12 m) of interburden and 1,500-2,000 ft (450-600 m) of cover (Kentucky) • Longwall mining directly beneath main entries in overlying seams (West Virginia) • Some of these operations have been highly successful in overcoming the challenges, others less so. The lessons learned from their experience will help ensure that these and similar difficult reserves can be mined safely.

The Tamano Smelter of Hibi Kyodo Smelting Co. Ltd. was commissioned in 1972. Since start up, the anode production capacity has increased from 101,000 tpy to 290,000 tpy, as a result of the application of continuous improvements at each phase of the expansion projects. The Tamano Smelter had developed several innovations, including the original coke combustion technology for Flash Smelting Furnace operations (T-FSF), and has also been able to extend the operating life of the Peirce-Smith converters. This paper will present several improvements implemented at the Tamano Smelter, and will discuss relevant P-S converter operation.

It is crucial to reestablish a domestic rare earths minerals production industry to help secure the Nation's clean energy future, reduce the U.S. vulnerability to material shortages related to national defense, and to maintain our global technical and economic competitiveness. Given that the Chinese dominance of the rare earths market has adversely impacted supply stability and endangers the United States and its allies' assured access to key materials, rare earths should qualify as materials either strategic or critical to national security. Further, the U.S. government should facilitate the reintroduction of a globally competitive rare earth industry in the U.S. Realization of this objective requires: ? Developing domestic processing capability so that the U.S. is not primarily dependent on China as a source of rare earth ore, and almost exclusively dependent of China for processing of the ores. ? Providing a mechanism where access to Federal lands for rare earth exploration and extraction is possible, and ? Training engineers to design and operate rare earth ore processing facilities

Since the advent of longwall mining systems in the United States, mine operators are increasingly relying on methane drainage techniques to supplement the ventilation system. The most commonly used technique is the vertical gob borehole. The number and spacing of vertical gob boreholes per panel is generally based on experience and underground conditions. To design a more efficient methane drainage systems, mine operators must accurately determine methane gas produced. Thus, mine operators must monitor gas flow and methane gas concentration on every vertical gob borehole on active panels at least once or twice during each 8-hr shift. As the mine grows, it is possible to have more than one operating longwall and many vertical gob boreholes. Thus, daily visits to each vertical gob borehole site can become very time consuming. During weekends when methane gas concentrations typically drop because there is no mining activity, borehole sites may not be visited. To obtain accurate gas flow data, a gob borehole monitoring system was designed and constructed by the U.S. Bureau of Mines (USBM). Gas flow, methane gas concentration, gas temperature, barometric pressure, and vacuum pressure of the exhaust fan are the parameters collected by the system. The system also includes circuitry for automatic shutdown of the exhaust fan and an alarm system before an unsafe condition is created. Telemetry components were also integrated into the system to allow for transmission of borehole data to the mine office. As a test, the system was installed and operated on a vertical gob borehole for six months. Test results indicated that intermittent measurements with hand-held instruments from vertical gob boreholes were always higher than gas flows measurements made by the gob gas analyzer system. This paper describes the system components, operational characteristics, and the results of the test program.

The use of copper cooling elements to enhance refractory lining life in pyrometallurgical vessels is common in modern furnace design. Copper elements typically incorporate a base panel with cast in cooling passages and an integral extended surface (formed of pins, fins or similar) onto which suitable refractory material is cast. The metallic, conducting parts are located towards the cold face of the lining, with the refractory material interposing between the coolers and the process. The coolers are designed to arrest wear of the refractory material by freezing a layer of slag or partially reacted material onto the hot face, thereby rendering the lining inert to further attack [1]. These coolers have achieved success in new furnaces and relining of existing vessels. The freeze layer is prone to mechanical damage during operational and process instability. The coolers must be capable of extracting the additional heat flux under upset conditions to facilitate rapid self-repair of the freeze layer and prevent further refractory wear in the intermittently exposed areas. However, operational experience has shown that the high heat flux capabilities of the copper coolers have some disadvantages, especially in processes producing vapours which form corrosive compounds when condensing onto the cold surfaces of the coolers. When corrosive conditions develop, the entire composite will fail due to loss of structural integrity, and as a result of leaks from the cooling water passages. This paper describes recent developments in the approach to the design and manufacture of copper cooler panels customized to achieve specified heat fluxes and temperature profiles, thereby reducing the formation of corrosion mechanisms in applications with corrosive gaseous environments and enhancing refractory lining life. Condensation formation prevention is achieved by adjusting the geometry of the cooler and selection of suitable materials of construction.

Carbonates have gained significant economic importance for the human kind. On one hand over a hundred uses are listed for carbonates. On the other hand, carbonates host base metal deposits. Although the carbonates play a significant part in the development of those deposits, in the mineral processing they consume acid and cause selectivity problems during flotation and leaching. Carbonates also accompany other industrial minerals as waste rock. For all those cases it necessary to find a technique to separate carbonate as early as possible in the processing chain. In this paper, the applicability of near-infrared spectroscopy (NIRS) sorting for the separation of carbonates is discussed. NIRS sorting is a sensor-based sorting technique, in which particles are singularly detected by a sensor and then rejected by an amplified mechanical, hydraulic or pneumatic process. This technique can for example be implemented in the process as a pre-concentration step for coarse particle sizes up to 300 mm. NIRS sorting discriminates among materials based on the difference that exist between their spectral properties in the near-infrared (NIR). Vibrations of molecular bonds in carbonates cause characteristic spectral properties in the NIR, which makes carbonates detectable, possible to identify, distinguish and separate from other rock materials. The spectral properties can also be used to distinguish between different carbonate minerals and mixtures. If the spectral variations are large enough for detection, sorting based on NIRS is possible. Feasibility studies on sensor-based separation of carbonates in the processing of talc, borate, fluorite, marble, zinc-oxides, copper sulphide and iron ore as well as the discrimination of calcite and dolomite mixtures are conducted and indicate the high potential of NIRS sorting in the minerals industry. "The Metropolitan Miami development, a downtown mixed-use complex developed by Miami-based MDM Development Group, has weathered the economic downturn by adapting to the needs and pressures of the local market. The development (a.k.a. Met Miami) epitomizes the term “mixed-use urban development” with its combination of condominium ownership, rental apartments, hospitality, office and retail components within Miami’s urban core. Initially conceived and conceptualized in 2004, the development has gone through several concept changes. Today, the global USD $900 million development approaches completion.The foundation evaluation, design and construction for this development included the use of innovative and state-of-the-art augered-cast-in-place (ACIP) piles. The testing for these elements included (1) the first-ever, multi-level O-cell load test of an ACIP pile, (2) a world record 5,200 ton (46,261.5 kN) equivalent top load test of an ACIP pile, and (3) continued the advancement of the ACIP pile industry to include the deepest and largest diameter pile installation to date. Those dimensions were up to 36 in (914 mm) in diameter, and 120 ft (36.6 m) deep. The project showed ACIP piles were a proven alternative for structures exceeding 70 stories in South Florida.The development includes four parcels. Met 1 and Met 2 are completed, and the construction of the Met 3 development is just beginning, with completion expected in 2014. Once the Met 3 development is completed, the design and construction phases of the project will have spanned a decade. The Met Square portion of the development, which will be a retail and cinema component, is proposed for the parcel between Met 1 and Met 2."

Three electrorefining cells were designed to investigate various factors associated with the electrorefining of reject - grade titanium sponge . Operation of the cells provided information on cell design as well as on how design and operating variables affected the quality of the titanium product . A sodium chloride - titanium chloride electrolyte was used , and the electrolyte chambers had capacities ranging from 400 to 3,500 pounds of molten salt . Major factors investigated were electrolyte composition , temperature and useful life , effect of various cathode shapes and materials of construction , methods for removing cathode deposits , effect of current density and cell potential , and the mechanics of deposit growth and crystal morphology . One of the cells was in intermittent operation over a 4 - year period and produced 2 tons of refined titanium . A product with a hardness of 80 or less Bhn (Brinell hardness number ) was consistently and easily obtained . Some metal with a hardness of less than 60 Bhn was produced . In one of the cells in which the electrolyte was held at operating temperature with an internal heater an ac input of 25 kw maintained 3,500 pounds of electrolyte at 850 ° C , but with an external heater 35 kw was required to maintain 400 pounds at 850° C.

The greatest hazard of early mining was from explosions of methane ignited by open lights . With the advent of safety lamps and forced ventilation this hazard was greatly reduced until the application of electricity to modern mining not only multiplied the sources of gas ignition but the accompanying , machines and haulage systems increased the amount of explosive dust , through which a methane explosion is more liable to become a major mine disaster , and thus greatly furthered the need of adequate ventilation to keep down the concentrations of methane . Adequate ventilation is still the best preventive of such explosions . However , even with a well laid out and controlled ventilating system the amount of air passing through entries and rooms is liable to vary within wide limits because of open doors , falls of rock , or other accidental causes . The percentages of methane under normal conditions should therefore be kept so small that they will not be increased to explosive proportions by short interruptions in ventilation . Mine ventilation and methane detection are inseparable safety precautions . The increasing importance of ventilation necessitates more accurato determinations of the methane concentrations throughout the mines . This paper discusses in detail some of the steps in the development of methane detection and specially notes the more accurate detectors now available . One of the earliest means of detecting methane was by a candle . About 1835 , John Buddle , Sr. , a noted mining man of his period , when questioned by a Parliamentary Committee as to the safety of using candles , replied :

It was deemed desirable to obtain an understanding of the vacuum desulfurization process. McKechnie1 has reported that the sulfur content of nickel- and cobalt-base alloys is reduced in vacuo. Keverian and Taylor2 have observed that vacuum melting causes desulfurization of iron-carbon-silicon alloys. Garnyk and samarin3 have desulfurized transformer steel by vacuum treatment. Experiments were conducted in order to investigate the desulfurization of liquid iron under reduced pressures, and to establish the effect of some alloying elements, and various crucible materials. A vacuum-induction furnace of 50-lb capacity was used. The charge was Armco iron. Silicon was added as 90 pct ferrosilicon, carbon as electrode graphite, and aluminum as high-purity aluminum metal. Magnesia and silica crucibles were used, their inside diameters were 5 1/2 and 5 3/8 in., respectively. The temperature was measured with an optical pyrometer and it was held at 1600 1 15°C. Samples were withdrawn with quartz tubes of 6 mm ID, without disturbing the furnace atmosphere. Pressures were measured with an alphatron gage. The experimental results are shown in Fig. 1. They indicate that: 1) Sulfur can be removed from liquid iron alloys by vacuum treatment; 2) The desulfurization is enhanced by the presence of silicon, carbon, and aluminum, all these elements increase the activity of sulfur dissolved in liquid iron;4 3) The pronounced effect of silicon indicates that probably a volatile silicon sulfide is formed, Alcock and Richardson5 have observed a similar phenomenon; 4) The same rate of desulfurization was obtained when the metal was contained in either magnesia or silica crucibles. This paper addresses issues associated with ore pass degradation caused by material impact. A series of numerical experiments, using the particle flow code, were undertaken to investigate the influence of various finger raise configuration. This has allowed the identification of favorable configurations. The results of this analysis, when coupled with field observations, can contribute to the design of ore pass systems that can prolong the useful operating life of ore pass systems.

Point load testing is used to determine rock strength indexes in geotechnical practice. The point load test apparatus and procedure enables economical testing of core or lump rock samples in either a field or laboratory setting. In order to estimate uniaxial compressive strength, index-to-strength conversion factors are used. These factors have been proposed by various researchers and are dependent upon rock type. This study involved the extensive load frame and point load testing of coal measure rocks in six states. More than 10,000individual test results, from 908 distinct rock units, were used in the study. Rock lithologies were classified into general categories and conversion factors were determined for each category. This allows for intact rock strength data to be made available through point load testing for numerical geotechnical analysis and empirical rock mass classification systems such as the Coal Mine Roof Rating (CMRR).

The prospect of accomplishing economically and scientifically profitable deep-sea mineral mining within this decade or the next one is of particular interest to the emerging discipline of astrobiology which is concerned with the origin, distribution and future of life in the Universe. Several planetary bodies within our own Solar System such as Jupiter’s moon Europa and Saturn’s Enceladus now appear to be potentially habitable, or life-friendly, in terms of the three prerequisites for life as we know it: a sustained body of liquid water, biogenic elements (C, H, N, O, P, S) and energy sources to fuel metabolic reactions. Europa, for instance, possesses a global subsurface ocean, believed to be up to 100 km in depth, hidden beneath a kilometer-wide ice-sheet. A silicate mantle is directly interacting with a cold, aphotic ocean in which tidal forces might drive geological seafloor activity that results in the creation of hydrothermal systems. These locales are commonly hypothesized to be the cradles for an alternate origin of life on Europa. Especially alkaline hydrothermal springs, as found at Lost City, have been at the center of modeling the prebiological evolutionary dynamics preceding cellular life. Serpentinization-like reactions are also possibly fueling metabolic networks in putative microbial communities found in the oceans of the icy moos. Major space agencies around the globe are planning future space missions aimed at exploring and eventually characterizing potential life forms in these habitats. The technology needed for this exploration effort resembles the requirements for a successful deep-sea mineral mining industry: highly efficient AUVs (also equipped with biologically-oriented instrumentation), swarm robotics, landers, seafloor rovers and general high-pressure, cold temperature extreme environment engineering. Interestingly, science questions of deep-sea mineral mining and astrobiology converge too: the hypothesis of life originating at hydrothermal systems, the biogeographical distribution of species among these environments, adaptations of extremophilic organisms across the three domains of life and adequate autonomous robotic systems to assess the complexity of deep-sea biological communities. This presentation attempts to present a two-fold view of advanced planetary exploration that relates to a sustainable vision of deep-sea mineral mining: charting our oceans and developing technologies least harmful to endemic biology can propel the design and prototyping of future robotic planetary probes bound for aquatic missions on alien moons. Space industry, government and public interest towards a broadened planetary perspective on deep-sea mineral mining is promoted by addressing an astrobiological rationale of this endeavor.

As has been the case since the early Phoenician traders, the minerals used by modern man come from deposits scattered around the globe. The price received is more and more being set by worldwide supply and demand. Thus the price component in the profit equation:Profits = Material sold (units)x(Price/unit û Cost/unit) is largely determined by others. The recent price history for two of the major metals, copper and iron, are given in Figures 1 and 2, respectively. As can be seen there has been a steady decline in the prices (when expressed in constant dollars) over the 20 years which have lapsed since the first of the International Conferences on Mass Mining, æDesign and Operation of Caving and Sublevel Stoping MinesÆ was held. If one would look back over the entire 20th century this would also be the trend. Cost containment/reduction through efficient, safe and environmentally responsive mining practices is serious business today and will be even more important in the future with increasing mining depths and more stringent regulations. A failure to keep up is expressed very simply as: Profit This, needless to say, is unfavourable for all concerned (the employees, the company, and the country or nation). The mining companies have had to look at ways of reducing the expense part of the profit equation while maintaining safe, environmentally conscious operations. Table 1 summarises the rules for working in todayÆs economy.

Introduction Alumina (aluminum oxide) is the material from which all the world's aluminum is produced. In the Western World, all the alumina is made from bauxite by the Bayer process. In the nearly 150 years since aluminum was first isolated by Oersted, the metal has grown from a laboratory curiosity to a position of major importance in the world's commerce. In terms of annual production rates aluminum is first among nonferrous metals. Oersted's discovery-reduction of aluminum chloride with potas¬sium amalgam-was improved on by Ste. Claire Deville, whose so¬dium amalgam reduction of aluminum chloride led to the commercial production of aluminum in France in 1855. Ste. Claire Deville's method prevailed until 1886 when Charles Martin Hall and Paul T. Heroult each invented a process for the production of aluminum by the electrolysis of alumina dissolved in molten cryolite. The inven¬tion by Karl Josef Bayer in 1888 of an economical process for making very pure aluminum oxide (alumina) from bauxite established the necessary link between known ores and the Hall-Heroult reduction process. Bayer's work completed the scientific base-the ore bauxite refined to alumina by the Bayer process (U.S. Patent No. 515,895), the alumina reduced to aluminum in the Hall-Heroult cell (U.S. Patent No. 400,766--upon which today's aluminum industry is founded. Small-scale production of aluminum in the U.S. began in 1888 utilizing the Hall cell. By 1903, bauxite properties and a Bayer process refining step had been incorporated into the production activities. On this base the aluminum industry in the U.S. has grown at an annual compounded rate of 15%. Since 1946 the annual growth rate has been 10%.1 The rapid growth of the industry is the result of many factors among which are the existence of widespread bauxite ore deposits; a sound and economic production technology; and the properties of the metal-lightness, strength, ductility, good electrical and heat con¬ductivity, and pleasing appearance, which lead to ever greater de¬mands for aluminum in an industrializing society. At the inception of the industry, the only market that could be found for aluminum was in the production of cooking utensils. How¬ ever, the rapidly accelerating industrial and technological development of the Western World soon created new needs for aluminum, and today aluminum is marketed in a broad range of industrial, commer¬cial, and consumer applications. The principal uses for aluminum are:' building and construction, 22%; transportation, 18%; electrical, 13%; packaging, 11%; consumer durables, 10%; machinery and equipment, 7%; other, 19%. The 1974 production of primary alumi¬num in the world was 14.5 million short tons, which at an approximate ingot price of 40¢ per lb puts a value of $11.6 billion on the industry product prior to fabrication. While aluminum is widely distributed in the earth's crust and is a major constituent of many rocks and soils, to date no method of extraction of aluminum from such nonbauxite material has been brought to commercial practice in the Western World. In the USSR alumina is produced by the complex processing of nepheline syenite, but elsewhere all commercial production of alumina is from bauxite. A brief discussion of recent developments and other processes for alumina is included in the subsection "Other Processes for Alumina," page 19-15. In early 1973, a major U.S. aluminum producer announced the successful development of processes for the production of aluminum from aluminum chloride. This achievement promises to exert a major influence on the future of the aluminum industry. In the initial com¬mercial application of this new technology, Bayer alumina will be chlorinated, and the aluminum chloride then reduced by electrolysis. Important claims for the new processes are lower energy requirements (one-third less than obtainable in Hall cells) and reduced labor costs. Capital costs are said to be no greater than for conventional plants. While the announced intention is to produce the aluminum chlo¬ride from Bayer process alumina, the new chloride reduction process will eliminate the other raw materials, carbon and fluorides, required by the conventional Hall cells. The electrodes in the chloride cell will not be consumed on the reduction process and the electrolyte will have, as the name indicates, a chloride rather than a fluoride base. 2. Bauxite Definition and Origin. Bauxite is a naturally occurring raw material composed principally of a mixture of one or more of the hy¬drated aluminum oxide minerals gibbsite (Al2O2 3H2O), boehmite (Al2O3 H2O), and diaspore (Al2O, - H2O), and impurities of silica, iron oxide, titania, and other various elements in trace amounts. It is an end or near-end product of chemical weathering. Depending on the amount of iron impurities, the color of bauxite varies from dark red and brown to pink to white. Some bauxite is finely divided, free digging earthy material, while other forms are dense and rocky, requiring explosives in mining. Many gradational forms exist. It is one of the most variable of mineral raw materials in chemical composition and physical appearance. It is generally believed that bauxite deposits resulted from intense chemical weathering of aluminum-bearing rocks or formations under tropical or subtropical conditions with alternating wet and dry sea¬sons. Topographic conditions were favorable for drainage and the in-situ accumulation of aluminum, iron, and titanium oxides. There was low to moderate topographic relief with a minimum of erosion during long quiet periods in earth history.2 The occurrence of bauxite is widespread and it has been found on all continents except Antarctica. Production was reported from 27 countries in 1974, at which time total world production was over 79 million metric tons. Of this production 76% was from seven coun¬tries-Australia, Jamaica, Surinam, Guinea, USSR, Guyana, and Greece-which ranked in that order of production. Electrochemical machining sludge, a troublesome fluid waste product, was dewatered on a bench-scale basis by three alternative methods tested by the Federal Bureau of Mines. These methods would enable recycling 89 percent or more of the liquid content of the sludge and allow the dewatered solids to be dumped as landfill or processed further to recover contained nickel. Dewatering by vacuum precoat filtration was estimated to be the least expensive. Based on treating 20,000 gallons per day of sludge, precoat filtration costs were estimated as totaling 1.96 cents per gallon of sludge. Two options of an alternative method, comprised of acidification, reprecipitation, thickening, and filtration, were estimated to cost either 3.41 or 3.60 cents per gallon of sludge.

Sustainable development is a critical discussion topic in the mining industry today. The topic is necessarily broad and complex, covering an entire spectrum of related areas, from geology to end-use products. The objective of this keynote address is to focus on the chemicals and chemistry aspects - especially research and technology transfer - in sustainable mineral processing. Chemicals came to play a critical role in mineral processing during the last century, and they will play an equally vital role in confronting the sustainability challenges of the 21st century, particularly in the areas of greener chemicals, water efficiency and water resource management; waste reduction and remediation; minimising environmental impact, safety and health risks (meeting and exceeding the requirements of regulations); energy efficiency; and converting mineral resources into reserves. This keynote address argues that the current research framework is no longer adequate to serve the goals of sustainable mineral processing. The problems studied are often too narrowly defined or irrelevant, while the research efforts are fragmented and the methods and approach employed are often too reductionistic to produce useful knowledge. A new framework for research is needed. This address further argues that a new framework based on a holistic or systems approach can best tackle the challenges of sustainable mineral processing. Central tenets of this approach include a recognition that, in complex systems, the behaviour of the whole system is more than the sum of the individual contributions, and that interactions occur in real time, often in subtle and complex ways. The focus is thus on the behaviour of the whole system. Indeed, a comprehensive understanding of the system through large-scale measurements should precede a study of parts or of idealised models of the complex system. The result will be a sound knowledgebase, better solutions to the challenges of sustainable development, and improved technology transfer. Developing such a framework will pose a formidable challenge, requiring significant time and effort as well as a confluence of diverse specialties and strategic collaboration. Fortunately, recent developments in the context of reagent optimisation provide us with a prototype of a holistic approach. We can also draw upon methodological innovations in the biological sciences, where the critical need for a systems approach is well recognised and significant advances have been made.
