RESOLUTION ADOPTED BY THE BOARD OF DIRECTORS AT ITS MEETING ON APRIL 17, 1936 Recognizing the fact that the problems of the committee named by the Board to prepare the " official ticket" for officers and Directors of the Institute are various and difficult; and desiring to assist this committee by setting forth some of the principles that should guide the committee and some of the qualifications that should be required of candidates, the following instructions are formulated and the Secretary is directed to publish them in MINING AND METALLURGY concurrently with the publication of the names of each newly appointed Nominating Committee and to send a copy to each member of the Committee. NOMINATIONS TO BE MADE Each year the Nominating Committee is to select "official" candidates for eight places, as follows: (1) President and Director (2) Vice-President and Director (3) Vice-President and Director (4) Director (5) Director (6) Director (7) Director (8) Director GEOGRAPHICAL DISTRIBUTION The Bylaws provide that "the Nominating Committee shall, so far as practicable, distribute representation on the Board geographically." Pursuant to this provision, the United States, Canada and Mexico have been divided into fifteen districts, as shown on the official map.* Districts 1, 5, 6, 10, 11, 12,13,14, and 15 are assigned one Directorship each; District 2, three Directorships; District 3, eight Directorships; District 4, two Directorships; and Districts 7, 8, and 9, two Directorships between them. It will be the duty of the Nominating Committee to make selections that will give effect to this allocation of Directorships. There is nothing to prevent a Director being named to succeed himself. Attention is called to the: fact that many Institute members now resident in New York formerly lived in the West, South, or North and still have intimate business connections that compel them to visit various parts of the country periodically. Such men are particularly valuable as Directors and their nomination and election tends to minimize the objection that a large number of Directors reside in New York.

"At Teck-Corona Operating Corporation's David Bell Mine, a water quality management strategy is employed to produce both a chemically and biologically clean effluent prior to discharge to the environment.The strategy includes operating methods to minimize contaminants leaving the concentrator and an effluent treatment plant for cyanide, antimony, and heavy metal removal of concentrator, mine and site waste streams.Concentrator practices, the effluent treatment plant, process chemistry and the present day performance of the water quality management strategy are reviewed.INTRODUCTIONThe David Bell Mine is located in the Hernia gold camp 35 km east of Marathon, Ontario. The concentrator has a design throughput of 1,000 tonnes per day. ROM ore (-6"") is ground in a semi-autogenous mill followed by a ball mill, thickener, leaching, and carbon-in-pulp gold recovery unit operations. The concentrator flow sheet is shown in Figure 1."

The design and rehabilitation of potentially acid forming (PAF) waste rock dumps is site specific, being a function, among other factors, of the rock types, the dumping and storage method employed, and the climatic setting. The æstore and releaseÆ cover system developed to manage acid rock drainage (ARD) from mineralised waste rock dumps at Kidston Gold MinesÆ open pit operations in the semi-arid climate of North Queensland, Australia, has been monitored for seven years. The paper describes the philosophy behind the design of the PAF dump and æstore and releaseÆ cover system and the adaptation of the cover system over time to suit KidstonÆs conditions. The results of monitoring over the seven years since the first cover was constructed are presented, and the approach being taken at Kidston to ensure that the risk of impacts from any residual ARD is accommodated and to facilitate lease surrender are described. The Kidston story is a valuable case study of a successful approach to remediating an identified source of ARD in a semi-arid climate, which has actively engaged all Stakeholders.

This paper discusses the philosophies, strategies, goals and pitfalls in automating a mine schedule. The intention of the paper is to give an open and honest view of who could benefit from moving to an automated system, what you can expect from such a system, and what you should be aware of. Many companies feel that moving to an automated mine planning solution will allow the mine scheduling engineer to push a button and walk away, but the reality is that is hardly ever the case. Part of that awareness comes from understanding what is meant by ?automated mine scheduling?, and this paper address that. By contrasting what is meant by ?manual scheduling? and ?automated scheduling? it is hoped that the reader can gain an appreciation of the entire process.

Sampling equipment manufacturers endeavour to ensure that the mechanical equipment installed in sampling systems are designed and manufactured to adhere to the requirements of the International Organization for Standardization (ISO) or other standards relevant to the application. The mechanical parameters necessary to achieve these standards can be well controlled and requirements such as constant speed can be met through good mechanical design and engineering. However, when the equipment is installed and put into operation, the ISO compliance of the system is out of the hands of the equipment manufacturer and handed to the operator, who may be a generalist control system integrator.Making a sampling system perform according to standards, and being able to monitor and report on compliance require that the sampling system knowledge and the control integration is combined and applied in an integrated approach. Using a dedicated library of control routines developed for sampling can change a system from having compliant equipment to being a compliant system. Domestic production of industrial sand and gravel in 2004 was about 29 Mt (32 million st), a 6-percent increase from 2003. This increase was buoyed by a robust construction sector of the U.S. economy. U.S. apparent consumption was 30.3 Mt (33.3 million st) in 2004, an in-crease from 2003. Imports were about 490 kt (540,000 st) in 2004, an 11-percent increase from 2003. Imports of silica are generally of two types. They include small-quantity shipments of very-high-purity silica or a few large shipments of lower grade silica that were shipped only under special circumstances (such as very low freight rates).

Virtually every available measure of total world mineral industry activity demonstrated that 1982 was little, if any, better for the industry than 1981 had been. Levels of production, trade, and consumption for virtually every major commodity declined; unit prices for most commodities fell, particularly in terms of constant dollars, and as a result of cutbacks in output and lower prices, capital available for investment within the industry was reduced. These conditions, coupled with the existence of considerable idle capacity, tended to retard investment, although there was an upturn in U.S. oil industry investment overseas. Despite the overall depressed situation of the world's mineral industry, there were indications of possible improvements in market economy countries near yearend, as output of some materials increased marginally and as prices for some mineral commodities reversed their downward trends. The downturns in total world mineral industry activity were not universal from the viewpoint of individual countries. Indeed, output of a number of commodities increased in centrally planned economy countries, and these gains were insufficient to offset declines in market economy countries, thereby sharply altering the proportion of total world output accounted for by each of these two groups of countries. There was a similar shift in consumption on a percentage basis.

This paper summarises a behavioural safety project undertaken in seven quarries in the UK in order to investigate its applicability as a means of raising the standards of health and safety in the UK quarrying industry. A behavioural safety methodology was developed and trialled at two quarry sites in the UK. During the study the number of unsafe acts and minor accidents had decreased and at one of the quarries there was a 95% reduction in the number of working days lost. It was then introduced at a further five sites of varying sizes and within this focused specifically on lone workers as well as behaviours that affected quality and environmental issues. Positive improvements were noted in most of these operations. The project also looked at the effectiveness of health and safety performance indicators. Here, the common lead and trailing indicators for both safety and health that are commonly used by industry were identified. In consultation with the UK quarrying industry these were then used to identify specific performance measurement criteria that can be used by the quarrying sector to measure performance. Following on from this a quarry specific health and safety management system specification was developed for large and small quarries.

Speech advocating a new law of the sea-the "common heritage of mankind." The 3rd Law of the Sea (L0S) Conference was held in Caracas in mid-1974, and a fourth UN conference, scheduled for mid-March in Geneva, will once again attempt to produce a cohesive LOS Convention to take up where the 1958 Geneva Convention left off. The 1958 Convention specified coastal state resource rights on a continental shelf out to a water depth of 200 m-a supposed technological limitation at the time. But the surge of offshore petroleum drilling and the advent of the nodule resource have long since exploded beyond the 200-m limit.

A carbon free precast block was prepared by using high-alumina fused corundum as aggregate and fused magnesia, and ultra-fine Al2O3 and ultra-fine SiO2 powders as matrix materials. A small linear expansion for the precast block was achieved through spinel formation from the reaction of MgO with Al2O3. The precast block showed a lower apparent porosity, higher hot modulus of rupture and better slag corrosion resistance compared to the traditional Al2O3-MgO-C brick. Moreover, the practical application of the precast block to the ladle lining proved it to possess a better thermal insulation which could effectively prevent the temperature drop of molten steel during the refining process. It can be predicted that the carbon free precast block could possibly be accepted as a new type of ladle lining material for the production of low-carbon and ultra-low-carbon steel.

"This paper illustrates the possibilities of applying what is essentially a physical soil-washing technique for treatment of soil contaminated by semi-volatile hydrocarbons in order to reduce the level of pollution to that permitted by Italian regulations.The ground around a factory producing lubricating-oil additives consists of silty-sandy soils which have long been contaminated by heavy hydrocarbons, especially branched alkyl benzenes and naphthalene derivatives. Pollution is particularly marked in some zones (hot-spots) where Total Petroleum Hydrocarbon (TPH) values are as high as 7000 ppm. The hydrogeological characterization showed the presence of a gravely soil in a sandy/silty matrix, with big stones making preferential paths to the water circulation. The permeability is 10-5 m/s and the water-table occurs at about 3 m below ground level.After laboratory and pilot-scale studies on representative samples of in-situ soils with TPH between 2700 and 7000 ppm a flow-sheet is proposed for reducing TPH values below the acceptable limits in Italy, namely 700 ppm for hydrocarbons with more than 12 carbon atoms and less than 250 ppm for those with fewer.On the basis of indications provided by laboratory tests a mainly physical treatment process of soil washing has been developed. This is used to clean-up soil from a site polluted by non-volatile hydrocarbons with a high TPH value. The process involves a high-density attrition stage followed by wet screening at 0.5 mm and then wet-gravity separation of the minus 0.5 mm fraction in the centrifugal field.The gravity separation products consist of a light fraction with particle size finer than 15 micron which contains most of the pollutants, and a heavy coarse fraction with TPH values conforming to the limits set by Italian regulations (less than 700 ppm hydrocarbons whose structure contains more than 12 C atoms, and less than 250 ppm of hydrocarbons with less than 12 C atoms)."

The Bureau of Mines studied the presplitting technique used for controlling overbreakage in the walls of a vertical shaft at the U.S. Army Corps of Engineers Littleville Dam project near Huntington, Mass. The periphery of the shaft, the dimensions of which were 16-1/2 feet wide by 21 feet long and 52 feet deep, was presplit (cracked) in the solid to a depth of 48 feet prior to full-depth sinking. Presplitting prevented overbreak in a fairly soft schist and provided sound self-supporting walls which required very little scaling.

THERE are comparatively few accurate data on the melting-or the freezing-point temperature of metallurgical slays, or on related physical phenomena, such as fluidity near the melting-point, specific heat, latent heat, etc. With the exception of the work of H. 0. Hoffman,1 and some older work by R. Akerman, P. Gredt, and H. M. Howe, no information is available that is of direct interest to the metallurgist. Hofman's valuable work is the only one that refers to slags produced in the metallurgy of copper and lead. The classic work of J. H. L. Vogt,2 who views slays from the standpoint of physical mixtures (solutions in which the entities are minerals), has opened up a. new field in the study of slags, and has placed the investigation of such properties as melting-temperatures, etc., on a rational basis. The recent work of A. L. Day, E. T. Allen, and W. P. White, of the Carnegie Institution, at Washington, and of European investigators 3 on certain systems of silicate minerals confirms the value of the investigation of silicate series from this standpoint, and it is my aim to apply this method to metallurgical slaws, in order to gain exact data of value in metallurgy. The work recorded in the present paper is the result of an investigation of reverberatory-furnace slags made for a Western smelting company to determine exactly the influence of change in composition, within comparatively narrow limits, on the melting-point. Control of the feed provided to mineral processing facilities is a continuing challenge. Much effort is currently being devoted to overcoming these problems. These projects are usually described under the general headings of Mine-to-Mill Integration or Mine-Mill Optimization. It should be possible to combine the knowledge of ore type, mineralogy, and other characteristics (located in the mine modelling system), with the advanced capabilities of state-of-the-art mill control systems, to achieve an improved level of control in mineral processing, allowing optimization of the mill processes on an almost realtime basis. This is not happening because mill feed it is often treated as a uniform material, when in reality it varies in composition and characteristics. The University of Utah is investigating the use of odor sensors for maintaining traceability in ore production and processing. Odor sensors now used in food processing, environmental monitoring, and other applications can detect the presence of very small amounts (0.1 - 500 ppm) of some molecules. An assortment of such molecules could be used to ?tag? blocks of ore as they are mined, according to their respective characteristics. Then, as the ore came into the mill, an array of ?electronic noses? could be used to assess its characteristics in real time.

About 100 mine-waste dumps from past metal exploration and mining in Colorado and Montana were sampled using surficial-sampling methods for laboratory studies of the minus-2-mm fraction. In the laboratory, the composite samples were split into l00g samples that were leached to assess their acid-generation potential and associated release of potentially toxic metals that may degrade water quality in the headwaters of the Animas River watershed in Colorado and the Boulder River watershed in Montana. Two leach methods were studied: a passive leach using de-ionized water, and a more aggressive leach following the EPA-1312 method. The resulting pH values of the leachates using both methods are comparable. The concentrations of sulfate and several, but not all, dissolved or water-soluble metals are higher in the EPA-1312 leachates than in the passive leachates; however, the overall trends of the data are very similar. The passive leach method is less labor intensive and may be more representative of the natural weathering process occurring on the mine-waste dumps, simulating the natural precipitation and snowmelt. Three chemical characteristics of mine wastes studied here provide a relative ranking of mine-waste dumps for the purpose of determining priority for removal or remediation. These characteristics are: net acid production (NAP), sum of dissolved toxic metals (?As+Cd+Cu+Pb+Zn), and dissolved iron in leachates. Ranking can be done evaluating plots of NAP versus the sum of dissolved toxic metals, and NAP versus dissolved iron. These two plots serve as a basis for relative ranking of polymetallic-vein and acid-sulfate mine wastes studied. This ranking scheme may apply to mine wastes from production of other deposit types in other watersheds.

Leaching of the surface-coated metals from waste acrylonitrile butadiene styrene plastics (WABSP) has been investigated in the ammoniacal solution. The ammoniacal leaching of WABSP (typically containing 4.1 wt% Cu, 1.3 wt% Ni, 0.03 wt% Cr) efficiently dissolved copper and nickel, leaving unleached chromium as fine particles. The results indicate that the anions of different buffer media for metals leaching follow the order: CO3 2− > Cl− > SO4 2−. A declined leaching with high NH4OH–(NH4)2CO3 ratio (8:1) and a steep rise in extraction with high pulp in solution revealed the influence of anion (CO3 2−) and cation (Cu2+) present in the system. The leaching performed in carbonate solution by maintaining 5.0 M total NH3 concentration as NH4OH–(NH4)2CO3 ratio, 4:1; pulp density, 200 g/L; agitation speed, 400 rpm; temperature, 20 °C and time, 120 min yielded the maximum extraction (>99%) of copper and nickel. Industrial process water for the Commodore Coal Mine and the adjoining Millmerran Power Station is provided by pumping secondary treated sewage effluent 100 km from the Wetalla Sewage Treatment Plant near Toowoomba. (A separate source is used for potable water.) The effluent is not of sufficient quality for discharge to a watercourse, but it is suitable, with further treatment, for the mine and power station. In designing and constructing the pipeline, special emphasis was placed on preventing accidental spills or planned releases to the environment. The pipeline and associated works can transfer 1000 ML/annum for reuse in the coal mine and power station.
