One does not need to travel too far back in time to find that the manpower requirements for new projects were focused mainly on: ò plentifulness of supply; ò cheapness of use; and ò fitness for use. These were primarily quantitative considerations and corresponded with the dominant view of labour as a commodity. Qualitative considerations were not very evident with the exception of judgements of industrial militancy. It was not unusual for areas of known militancy to be excluded from the recruitment net (eg Captain's Flat, Broken Hill, Pilbara).

Increased consumption of concrete in the Pacific Northwest has pushed aggregate resource development pressure from urban areas west of the Cascade Range to rural areas east of the Cascades. Some recent development has focused on barge and rail accessible off-reservation Indian allotments that are exempt from state and county regulations. These lands have their own unique set of challenges, especially when Federal and Tribal governments have conflicting goals and attitudes pertaining to resource development. This paper discusses issues of leasing, reclamation, Federal vs. Tribal authority, cultural resources, and the history of allotment.

"Cassiar Asbestos Corporation Limited is at present B,C.'s only asbestos mining company, and has been actively engaged in the management and operation of the Cassiar Mine since the early 1950's. The Cassiar operations are located between 3,500' and 6,600' elevation in a secluded mountainous area of northern B.C., approximately 100 miles by road southwest of Watson Lake in the Yukon Territory. Climatic conditions in this area range from mild warm in the summer, to extremely cold during the long winter period.The minesite itself is located over a mile above sea level at the top of McDame Mountain, where year round 24 hours per day miners extract the chrysotile ore from the surrounding waste by standard open pit techniques. The ore body dips into the mountain at about a 45° angle, and as the mining progresses, larger stripping ratios are required. Waste to ore ratio this year will be more than 10 to l whereas only a few years ago ratios of 3 or 4 to l were possible. After drilling, blasting, and loading by shovel onto trucks, the asbestos ore is transported to the Primary Crushing Plant for crushing prior to transport by aerial tramway more than three miles to the Concentrator and Mill in the valley below, where the fibre is extracted from the barren host rock serpentine and milled into numerous grades for shipment to asbestos users round the world. The major air usage is associated with the milling process, presently requiring over 500,000 CFM, with future requirements expected to exceed 840,000 CFM by the end of the decade."

The State of Washington has a federal program that gives the Office of Surface Mining responsibility for assuring the reclamation of lands affected by coal mining. Most of Washington's coal-bearing regions lie west of the Cascade Mountains. The state's coal reserves are estimated at 1.4 billion tons, about 0.3 percent of the nation's total coal reserve. Steeply dipping. minable seams range from 2.5 to 25 feet in thickness. The occurrence of coal in Washington has been documented since the early days of its settlement; at one time, coal production played a significant role in the state's economy. During the late 1800s and early 1900s, coal was second only to lumber in Washington's industrial production. Coal production declined as other sources of energy were developed. By 1959, production was at 200,000 tons. Regulation of the coal mine operations in Washington is conducted by the Office of Surface Mining's Casper, Wyoming, Field Office and its local office in Olympia, Washington. All permit applications and abandoned mine land reclamation are completed by the OSM Western Support Center in Denver, Colorado. Inspections of mine and reclamation sites are conducted by OSM reclamation specialists located in Olympia.

INTRODUCTION The major mining operations of the Ontario Division of Inco Metals Company are located in the Sudbury Basin. Around the rim of this geo- logical formation and within thirty miles of the City of Sudbury are located eleven under- ground mines of the Company, two of which are on standby. In addition, there is one mine in Northwestern Ontario at Shebandowan, 1127 Km (700 miles) northwest of Sudbury. In 1980 ore production totalled 10.6 x 10 mt (11.7 million tons) from underground and open pit operations. Underground mining methods include blasthole, vertical retreat, sublevel caving, cut-and-fill and undercut-and-fill. Inco reduction operations in the Sudbury area include two concentrators, one smelter, one iron ore recovery plant, a copper refinery a nickel refinery and a high purity plate rolling mill. As well, an electrolytic nickel refinery is located on Lake Erie at Port Colborne, near Niagara Falls. In the Sudbury District, Inco employees total 14,278 of whom 6,490 are directly employed in the mining and milling operations. I T H DRILLING Background - The use of long blastholes in underground operations at Inco mines in the Sudbury district started more than 30 years ago at the Levack Mine. At that time, diamond drills were used to mine ore by open stoping and for pillar recovery. By the 1950's the concept had been extended to all mines. The heavy percussion drill was also developed by this time and led to the acceptance of the 11.43 cm (4% in.) piston diameter drifter for bar and arm and fan drill applications. The use however, of the nominal 5.08 cm (2 in.) diameter blastholes drilled radially from the level or sublevel causes overdrilling at the periphery. As well, the smaller holes are subject to hole deviation, are difficult to drill beyond 38.1 m (125 ft.) and require the need for several drilling horizons or sublevels. The need to improve blasthole stoping techniques and our experience with large diameter blastholes in open pit mining led to the trial of an I T H drill in 1962. The test was unsuccessful however, since button bits were not available at the time and the tungsten carbide cross bit experienced short life, gauge loss, and caused hole deviation and poor penetration rates. The successful application of the raise borer beginning in 1964 and the ability to drill 20.32 cm (8 in.) to 27.94 cm (11 in.) diameter pilot holes led to the development of smaller, more portable, rotary drills for blasthole mining. As a result, a mining method based on the use of 20 cm (7 718 in.) diameter, 60.1 m (200 ft.) long rotary blastholes was developed and tested successfully at our C.C.North Mine. Between 1972, when the method was first tested, and 1973 over 4572 m (15000 ft.) of large holes were drilled with rotary drills in the recovery of 175,960 mt (194000 tons) of primary stoping and pillar remnants. A new mining method was developed that made use of this large hole drilling equipment. Instead of longhole carbide drilling by bar-and-arm or fan drill set-ups at sublevels, the large diameter holes were drilled full stope height from the top sill, which substantially reduced development, drilling time and improved fragmentation. These drills however, were difficult to move and set-up, and had a high maintenance cost and low productivity. The capital outlay and extensive technical development required to improve these drills and reduce the high drilling costs however, was economically unattractive. "In this article research on the mineralogical characteristics and beneficiation process for a copper molybdenum deposits in Heilongjiang province of China has been carried out. Chemical analysis, X-ray diffraction(XRD) and Quantitative Evaluation of Minerals by SCANning electron microscopy (QEMSCAN) were conducted on samples. The bulk analysis results showed that: (1) Comprehensive recovery and separation of molybdenum & copper minerals was feasible by the flowsheet of first copper-molybdenum mixed flotation after grinding the ore samples to 61.88% -74µm and then separation flotation of copper and molybdenum after regrinding the Cu-Mo mixed concentrate to 83.26% -38 µm. The results highlight relationship between mineralogical characteristics of ore and comprehensive benefication method. (2) the combination of "" Sodium sulphide and sodium thioglycolate "" reagents are effective inhibitors of copper-molybdenum mixed concentrate, their selectivity performance is better than that of single reagent. Good flotation indexes were gained that might be directive experience to similar cases. At present flotation is still the preferred methods to deal with the copper-molybdenum sulphide minerals (Yin, Z., Sun, W.et al. 2017; Ansari, A., & Pawlik, M. 2007; Hirajima, T., Miki, et al. 2017). Copper and molybdenum sulphide ores usually have the similarly good nature floatability(Miki, H., Matsuoka, et al. 2017), meanwhile most molybdenum sulphide ore has tiny grained-size(Castro, S., & Laskowski, J. S. 2015.) and closed relationship with other sulphide and gangue minerals which result in the coper and molybdenum separation problem. Base on the nature of the ore and flotation properties of the individual minerals contained in the ore, there are two methods are usually used to deal with the copper – molybdenum ore, including bulk molybdenum/copper flotation followed by separation of copper and molybdenum minerals, sequential molybdenum/ copper flotation(Liu, G. Y., Lu, et al. 2012). The latter method has the shortcoming of hard to activate the depressed copper minerals in the previous molybdenum flotation process, which may result in a large loss of the copper from concentrate, this disadvantage would avoid while adopting the former method. bulk flotation followed by separation process is to get the copper-molybdenum concentrate from raw ore first then separate flotation the molybdenum and copper minerals, benefit from the excellent floatability of both molybdenum and copper minerals ( Malhotra, D., Rowe, R. M., & Bhasin, A. K. 1986; Cao, Z., Yue, et al. 2017 ), it really easy to obtain the mixed concentrate. In order to get the high quality copper and molybdenum concentrate, the key technologies and difficulties are to realize the separation of the copper and molybdenum minerals which have the very similar natural floatability (Raghavan, S., & Hsu, L. L. 2015; Nakhaei, F. 2014)."

Los procesos se desarrollan a una altitud de 3,720 m s. n. m. Nuestros conocimientos del tratamiento pirometalúrgico de los concentrados de plomo, nos permite estar en la capacidad de poder refinar todos los concentrados de plomo que se producen en nuestra patria. Esto permitirá generar fuente de trabajo que es lo que necesita nuestro país, en la primera etapa seria producir los metales y en una segunda etapa industrializar el país.

O objetivo deste trabalho foi avaliar a influência da potência do laser Yb:vidro a fibra, no que diz respeito a extensão dos efeitos estruturais promovido e a possibilidade de corte de uma chapa de NiTi equiatômica austenítica com evidência de encruamento. Após a tentativa de corte a laser, a caracterização foi realizada através de microscopia óptica, microscopia eletrônica de varredura (MEV) / espectroscopia de energia dispersiva de Raios X (EDS) e análise de nanoindentação instrumentada. De acordo com os resultados obtidos pode-se observar que nenhum dos parâmetros de corte a laser usados nos 3 cortes distintos foi suficiente para promover o seccionamento da chapa, bem como revelou evidências de recristalização em conjunto a uma significativa oxidação superficial na zona termicamente afetada.

"An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. The Shagou deposit is located along NE-trending faults within the high-grade metamorphic basement of the Xiong’er Terrane in the Qinling orogenic belt. It is a large Ag-Pb-Zn deposit hosted in the Taihua Supergroup and has proven reserves of 1.54 Mt of ore with grades of 767 g/t Ag, 13.24 per cent Pb and 4.31 per cent Zn. The hydrothermal ore-forming process can be divided into early quartz-pyrite, middle quartz-polymetallic sulfides and late quartz-carbonate stages. Four types of fluid inclusions (ie pure carbonic, carbonic, pure aqueous and aqueous) can be distinguished in quartz. Fluid inclusion, hydrogen, oxygen and sulfur isotope systematics indicate that the ore-forming fluids are initially deeply sourced metamorphic water with meteoric water gradually mixed in the later stages. Sulfur isotope data show that the ore-forming fluids originated from both the Taihua Supergroup and the sedimentary successions of the Guandaokou and Luanchuan Groups (CSC) located to the south of the Machaoying Fault. A genetic model of the Shagou deposit is proposed as follows: CSC subducted northward along the Machaoying Fault beneath the Xiong’er Terrane during the Mesozoic collision between the North China Craton and South China Block. Subsequent dehydration resulted in the devolatilisation of fluids rich in CO2. These fluids migrated upwards, reacted with the Taihua Supergroup and formed the Shagou deposit.CITATION:Han, J-S, Yao, J-M and Chen, H, 2015. Visando entender os impactos causados pela formação de trincas e deformação das pelotas na qualidade física do material, foi desenvolvido um algoritmo que, através de análise automática de imagens, é capaz de medir o tamanho da trinca, sua largura e comprimento, bem como efetuar as medições de tamanho e morfologia da pelota queimada. Foram analisadas pelotas produzidas com minério hidratado (elevado teor de goethita) com 2 perfis térmicos distintos. Os dados obtidos na análise de imagem foram correlacionados com a resistência à compressão das pelotas e evidenciaram o tamanho das trincas denota notória correlação com a sua resistência física. A medição das trincas formadas pela deformação da pelota no leito (denominadas resiliência) permite evidenciar o quanto a pressão no leito de pelotas impacta na qualidade após a queima, bem como indica o ponto ótimo para que não acarretem em perda da resistência. A medição do tamanho das trincas térmicas mostra-se essencial, pois mesmo em perfis mais suaves de queima pode haver a formação de tais trincas, sendo que o tamanho e a abertura da trinca é que definem a melhor ou pior resistência. O conhecimento, e possível aplicação prática, da avaliação das trincas poderá auxiliar na otimização de perfis térmicos de fornos de pelotização.

Three of the five primary aluminum producers in the Pacific Northwest have facilities in the region to make aluminum mill products. Only one of the three, however, produces a variety of shapes and forms. The principal reason for the lag in development of an aluminum mill products industry was found to be transportation cost. The long range outlook is for expansion, based mainly on growth of the western market for aluminum used in construction, containers and packaging, electrical applications, diesel trucks, mobile homes, and irregation pipe. Consumption of western aluminum mill products in 1985 is projected at 1.1 million tons, compared with estimated consumption of 250,000 tons in 1961.

Thebottom-blownsmeltingtechnologyhasbeenwidelyadoptedinnon-ferrousmetalsmeltingindustries.Thelargestbottomblown smelting furnace used in copper smelting was numerically simulated to improve the stirring effect in the molten bath by optimizing the oxygen injector arrangement and blowing parameters. The results show that a small injector spacing leads to gas jet coalescence, which is detrimental for smelting efficiency, increases copper loss and shortens furnace service life. Three schemes were proposed to improve the uneven stirring and reduce the gas jet coalescence by increasing the axial spacing of the injectors, the radial installation angle and the gas injection angle. Changing the axial spacing of the injectors can significantly reduce the gas jet coalescence, yielding the best stirring effect. The results of simulation suggested that when the axial spacing of the injectors was increased from 0.380 m to 0.610 m, the mean melt velocity in the mixing zone increased to 0.243 m/s, which was 20.9% higher than that before the optimization. Meanwhile the RSD (relative standard spatial deviation of melt velocity) decreased from 123% to 84%. In the actual production, the matte content in the smelting slag decreased from 6.57% to 3.12% after changing the axial spacing of the injectors from 0.380 m to 0.610 m.

In most States of Australia it is a legislative requirement for underground mines to have a separate means of egress from the normal means of ingress to permit the safe evacuation of workers to the surface in event of an emergency. Such egress may be in the form of a ladderway equipped shaft/underlie or trafficable incline/decline. Additionally, there is a general requirement to have one or more airways, separate to the main shaft or other principal entrance of an underground mine, extending to the lowest level to permit ventilation to all parts of the mine. Fulfilling these requirement is difficult in the development phase of a mine when access underground is achievable by only a shaft or decline in the process by being sunk. What is frequently practiced in Australia is for production to then commence, sometimes in association with continuing development, in the same configuration without the establishment of this separate method of egress to the surface nor additional airway/s with reliance on refuge chambers to cater for back up in any emergency. Not only, could this jeopardise the health and safety of workers in case of an underground emergency it could be construed as a statutory breach of legislation. While recognising that refuge chambers are often used throughout underground operations nowadays their equipping and the criteria for their location needs to be bought into focus. This presentation discusses how such legislative requirement can be met alongside the use and appropriateness of refuge chambers.

"The major ilmenite reserves are located in India at Chavara (CH), Manavalakurichi ( MK) and Chatrapur, Orissa (OR). India stands first in terms of ilmenite reserves, which are estimated to be 278 million tonnes out of which, 142 million tonnes are processable. Mineralo-chemical analysis showed that Chavara ilmenite is the most weathered one with about 60% TiO2 while Chatrapur is the least weathered with about 50% TiO2. XRD and SEM studies of different magnetic fractions of these three mineral deposits established the co-existence of ilmenite with pseudorutile, rutile and haematite phases in substantially varying amounts. It is observed that the tropical weathering rather than the source rock difference has apparently played an important role in imparting major compositional and structural dissimilarities among the ilmenites in different places. Further, the chemical analysis, XRD and SEM characterisation of differently weathered samples of MK ilmenite separated by the magnetic fractionation showed that the degree of alteration was invariably associated with the decrease in magnetism, increase in the rutile phase and the change in Fe2+/Fe3+ ratio of ilmenite grains. Magnetically separated fractions when subjected to metallisation with carbonaceous reductant such as coke showed that the degree of reduction increases with the degree of alteration and with the decrease in the Fe2+/Fe3+ ratio.In the processing of ilmenite through the Becher process, aeration rusting of pre - reduced ilmenite is found to be the rate-limiting step thus, affecting the productivity and economy of the process. Investigations have proved that the addition of some organic compounds such as glyoxal, sucrose etc., to the system accelerates the reaction to such an extent that the rusting time has been reduced to less than half. The formation of acids by the these organic compounds during the rusting reaction was proved responsible for maintaining the pH of the solution in the range 3-4 at which iron hydroxide do not precipitate and block the pores in the reacting surface of the grain."

Ohio has an estimated 46 billion tons of coal beneath 12,000 square miles of the eastern third of the state. Recoverable coal reserves within this vast area are estimated at 21 billion tons, 3.2 billion tons of which have been mined since 1800. Ohio is the eleventh-largest coal- producing state in the nation and ranks third nationally in coal consumption. Coal resources in Ohio lie in as many as 60 identifiable coal seams along the northwestern flank of the Appalachian coal basin. Except where interrupted by minor faults and erosional discontinuities, these rocks dip gently and uniformly to the east, simplifying the mining methods needed to extract the coal. Fourteen of Ohio's 60 coal seams are considered to be important, although only a small number of seams are currently being mined. Ohio first enacted a surface coal mining law in 1948, requiring in part a $100 per acre reclamation bond. Ohio progressively strengthened its surface mining law in 1949, 1955, 1959, 1961, 1965,1972,1975,1978, and 1981. At the time of its enactment, Ohio's 1972 mining law was one of the most stringent in the country. This law also created a state coal severance tax of four cents per ton to be used for abandoned mine land reclamation. Ohio received primacy to regulate the surface coal mining operations within the state August 16,1982. Its Abandoned Mine Land Program was approved on the same date.

It is both an honor and a pleasure for me to be the keynote speaker for the Paul F. Kerr's Symposium on Applied Mineralogy. Professor Kerr was a man for all seasons to his students, and he treated all students as distinct individuals. Philip Bethke in his memorial to Dr. Kerr summed up our remembrance best by stating that "We have lost our most successful educator-administrator-scholar, who was our steadfast teacher-counselor-mentor-friend." His unique trait was the ability to bring out the best in a variety of individuals In order that their performance was at the peak of quality.

THE subject of taxes appears to engage our attention altogether too lightly. At least it would seem that, notwithstanding the increase in the cost of government, and its concomitant increased taxation, little constructive work is being done with a view to solving the problem of increased taxes. I believe that the inattention of the public generally to the subject of increased taxation is due largely to the fact that shareholders are not advised of the amount of taxes paid by industry. Were companies to advise their shareholders the amount of monies paid or payable out of each year's earnings for taxes in one form or another, and were such amounts compared with the amounts available for distribution to shareholders, the effect would be a general demand for more equitable taxation methods. While I am not unmindful of the burdens and inequities in taxation confronting industry generally, I believe that the mining industry in this Province does not fully appreciate the burden represented by the costs of taxation. My reason for this belief is based partly upon1the fact that no serious effort has so far been made to devise some means By which the mining industry in British Columbia might protect itself against the ever-increasing burden of taxation. In addition to this fact the widely diverse nature of mining in British Columbia makes the accumulation of comparable data a problem which, so far as I can ascertain, has never been attempted in a manner which would be authoritative. It should not be necessary to cite the effects of this burden upon any one mining company or upon any branch of the mining industry, such as coal mining, placer mining, base-metal mining, or the precious-metal mines. In my opinion, the operation of our mines by large corporations is conducive to the payment of taxes with much less protest than would be the case were the taxes being taken out of the earnings of just a few partners or a very few shareholders. We appear to be too unmindful of the taxes, paid by mining companies, of a kind that are not so prominently brought to our attention as are the taxes which are calculated upon the taxable income of the company at the end of its fiscal year. British Columbian mining companies pay many other taxes besides those which are calculated upon taxable income. Among these are school taxes, property taxes, gasoline taxes, mineral taxes, coal royalty, to say nothing of fuel-oil tax, sales tax, and excise taxes.

A combined method is present in this paper in analysis the dynamic stability of rock slope under the loading of blast induced seismic, in which, by combining the dynamic load calculating method of quasi-static method with the load inputting method of dynamic finite element method, such factors as the decay of seismic wave along its way of propagation, the frequency. amplitude. the phase difference of seismic wave, etc., can all be taken into account in analysis of the dynamic stability of slope.
