The recent (2005) amendments to the Resource Management Act 1991 have made it clear that there is no obligation on an applicant to consult. However the importance and value in consulting with the community, particularly before commencing a major project, cannot be understated.   This paper looks at the provisions of the Resource Management Act as they relate to consultation and public participation in the process, and will discuss the benefits of consultation both before an application is filed and following the filing of the application. Engaging with the local community can help shape a project to better fit the community, engender support and address opposition. In short, taking the extra step to what is legally required, can help smooth what is potentially a bumpy road. Examples in practice of the value of consultation are given.

Highland Valley Copper (HVC) is a large open pit copper mine in the southern interior of British Columbia. Machine guidance technology using GPS has been utilized at the mine since 1996 for blast hole drill navigation and since 2000 for shovel and dozer navigation. Since 1997, rock recognition has been part of the drilling process. This allowed the mine to develop a Mine to Mill strategy using the rock hardness information from drill monitoring systems to both refine drilling and blasting parameters as well as downstream crushing and grinding strategies. Although this preliminary effort has been very successful at HVC, the current intent is to gain further benefits through better use of existing information while also deriving an enhanced data set from monitoring production drills. In the latter case, the objective is to acquire and process drill variables in such a manner as to permit more detailed definition of rock mass characteristics. The subsequent focus will be to use the derived geotechnical and geological information as part of a practical process to more prescriptively blast the rock mass. Through the definition of domains based on drill monitored derived rock mass properties, the intent will be to enhance blast outcomes that lead to optimized downstream (from blasting through to concentration) processes in a more proactive and timely manner. This paper examines a proposed approach to be able to derive more accurate and consistent rock mass properties from production drilling. In addition, the discussion will identify potential benefits to be gained from process improvements that result in enhanced productivities, and crushing and grinding optimisation due to blasting strategies that are more closely matched to identify rock mass characteristics.

IN the commercial annealing of cartridge brass there are four points regarding which definite data are essential. They have to do with the correct interpretation of grain count in its relation to annealing temperature and, incidentally, to Brinell hardness. These points are: 1. The comparison of the grain sizes of two cartridge-brass mixtures: 69 copper, 31 zinc, 0.376-in. (9.5-min.) gage; and 68 copper, 32 zinc, 0.130-in. (3.3-mm.) gage. 2. The comparison of the grain sizes of annealed metal that had previously been reduced by rolling varying amounts; for instance, 20.0, 36.6, 50.9, and 59.1 per cent. 3. The determination of standards for grain sizes on annealed brass of the composition 68 per cent. copper, 32 per cent. zinc and 69 copper, 31 zinc. 4. The comparison of grain size with Brinell hardness on identical samples of annealed metal. In their comprehensive and thorough investigation of the recrystallization of cold-worked alpha brass on annealing,1 Mathewson and Phillips have discussed the relations between temperature of anneal, degree of deformation, and structural alteration in alpha brass. They have also shown certain comparisons between the ordinary physical properties and the grain size of annealed brass. The purpose of the present investigation is mainly concerned with the grain size of cartridge brass, its relation to Brinell hardness, and the publication of sufficient data to enable those engaged in the inspection of such material to have a correct foundation upon which to work.

Civil engineering education relies on traditional methods of teaching, comprising mostly of deductive instruction by presenting the theory, followed by applications. This paper presents an alternative way for teaching foundation design to senior students, introducing a more inductive approach. The students are presented with a project/game adapted to a real-world problem at the beginning of the course. They are asked to identify the correct steps and methods throughout the lectures, for reaching an appropriate solution that they document and present at the end of the course. To make the project more enjoyable, the project has the format of a game where the students compete with each other on completing the task faster and more efficiently. The goal of this teaching approach is to enhance the ability of the students for problem solving and the engineering way of thinking, while playing a game. In the end, the students were requested to respond to a survey regarding the efficiency of this project/game on their learning. The results showed that students prefer more inductive methods for a design course, feeling that this project made them think more like engineers, while the ‘game’ twist of it made the whole course more fun. INTRODUCTION Most civil engineering courses are taught in 2019 the same way they used to be taught 40 years ago in the 80s. Classic methods are mostly deductive, where the instructor presents the theory first and then applications of that theory follow. Little or no attention is given initially to why the theory was developed or what are the problems it solves. The applications of the theory, and thus the purpose it serves, come only in the end and after methodologies have been presented, leading the students to show low interest in the material. As Albanese and Mitchell (1993) have reported, people are mostly motivated to learn things when they clearly see the need to know them. This explains the students’ little motivation that, if any, comes mainly from the fact that the material may be useful either in other courses or in their future careers. On the other hand, there are alternative inductive methods of teaching, where the role of the students is more active. A lot of researchers have highlighted the benefits of inductive methods in teaching engineering courses. Based on Prince and Fedler (2006), inductive methods include; a) inquiry-learning, b) discovery learning, c) problem and project-based learning (PBL), d) case-based teaching, and e) just-in-time learning. Inquiry-learning is maybe the most traditional method of inductive teaching/learning methods, where the instructor asks questions or poses problems and the students need to apply the theory they have learnt in order to find the solution (Bateman 1990; Prince 2004; Lee 2012). Similar to inquire-learning is the discovery learning, where students have to find the solution to a problem or answer to a question, while the instructor simply provides feedback to the students without guiding their efforts (Leonard 1988; Westbrook and Rogers 1994).

For two consecutive years the author and his wife have been fortunate enough to have been invited by the Peoples Republic of China to work with Chinese geologists of the Geological Bureau of the Ministry of Metallurgical Industries (MMI). Our visits, each of which lasted 7-8 weeks, took us to northwestern Sichuan, central Anhui, and much of Hebei Province, as shown in the accompanying drawing. We were asked to evaluate, criticize, and offer suggestions on the exploration and mining techniques used by the Chinese. Our commission both years was centered on gold, although we were also to visit other operations when the opportunity arose. In 1986, the visit primarily concerned with disseminated "Carlin" type gold deposits; in 1987, with "Greenstone" type gold deposits. Gold has been targeted by the Chinese as a metal of importance to the nation. Several governmental agencies have received direction and budgets to seek and develop gold properties. Besides the Ministry of Metallurgical Industry, gold is being sought by the Ministry of Geology, the China Gold Corporation, and reportedly the Peoples Army. There is considerable competition among these agencies. It is not uncommon to find two or more agencies working in the same general area. However, communication between the groups is minimal. Last year, we toured a small mine at Bambishan. We could see a diamond drill across the valley. The rig belonged to another Ministry and my guides voiced their curiosity to know what their competitors were finding. Mining, too, is not the monolithic bureaucracy that most Westerners anticipate in China. There are various levels of mining. These differ not only in sophistication, but in ownership. First, for small deposits the state allows "Peoples Mines". These can be owned and worked by individuals. The individual owner-miner may hire relatives or neighbors and give them a wage or he may turn the mine into a joint ownership situation. They

Detailed structural studies in southeast Arizona have successively revealed (1) the local attitudes of individual fractures (with lateral and/or vertical displacements), (2) the patterns exhibited by groups of fractures, and (3) the trends and directions shown by fracture groups or zones on a regional scale. The results of the studies have been twofold: First, domes were locally determined from these fracture arrangements, even where other criteria failed; and, second, fundamental breaks brought out the breadth of the Texas lineament in southeast Arizona as well as major northwest- and northeast-trending fracture zones. Coincidence of one or several domes with the major intersections of fundamental breaks can be centers of important mineralization, as in the instances of Bisbee, Ajo and Morenci. THE OVER-ALL STRUCTURE OF ARIZONA A northwest-southeast trending anticlinorium has been suggested as the structural setting of Arizona. Starting in Triassic and culminating in late Cretaceous times, this deformation resulted from stresses of considerable magnitude with varying ratios of com pres sional and uplifting forces. However, the series of parallel flexures could just as well have been caused by isostatic movements involving dilation under tension with only incidental compression, as later emphasized by dike filling and block faulting (Fig. 1). The anticlinorial deformation, which is also suggested by the fact that the Pre-cambrian rocks to the southwest are all concealed by sediments, could be somewhat reminiscent of the conditions that affected the classical swarm of parallel dikes of wager.' ANALYSlS OF DATA As a first step in this analysis, all structural information obtained on such features as fractures and their relative displacements, faults, dikes, anticlines, synclines, and Precambrian and Laramide-Tertiary intrusives were plotted on maps along with structural trends inferred from aerial photographic mosaics. Next, the faults in southwest Arizona were classified according to time of occurrence and relative importance. The fault assemblages were then examined as to geometric or spatial arrangement and correlated with the occurrences of domes and existing Finally, the conjunction of fracture intersections and domes was analyzed and compared with locations of known ore deposits. Differentiation of Faults According to Time and Relative Importance: The faults encountered were grouped as follows: (1) Basin and Range faults, latest in time; (2) secondary faults; (3) primary faults; and (4) lineaments, earliest in time by inference. Carbon monoxide poisoning is one of the most widely distributed and most frequent causes of industrial accidents . Carbon monoxide gas is a product of incomplete combustion , and since it is without color , odor , or taste , its presence is frequently unsuspected in many places where it exists . It is an ever present danger about blast and coke furnaces , smelters , and foundries . It may be found in buildings having a leaky furnace or chimney , and in buildings where a gas stove is used without a proper flue connection , such as is often found in tenements , tailor shops , and boarding houses . Hospitals receive annually a great number of victims of poisoning , either by accident or in an attempt at suicide , from artificial illuminating gas . People may be affected by leaks wherever water gas is formed or used . The exhaust gases from gasoline motors under average running conditions usually contain 5 to 7 per cent carbon monoxide , and sometimes as much as 13 per cent ; deaths from running an automobile engine in a closed garage are not infrequent . A similar danger may arise in operating gasoline engines in launches without sufficient ventilation . The gas is formed also in stoker rooms , in gun turrets on battleships , in petroleum refineries , and by the Lablanc soda process in cement and brick plants . In underground mines carbon monoxide may appear as the result of shot firing , mine explosions , or mine fires , and in tunnels where automobiles , coal or oil - burning locomotives are operated . In spite of the common occurrence of carbon monoxide poisoning there appears to be no uniformly recognized treatment for a person overcome by carbon monoxide . In the rescue work of the United States Bureau of Mines , however , a method has been developed which has been supported by laboratory investigation , and has proved successful in practical experience , over a period of years . As outlined in this article , the method is useful in the hands of first -aid men as well as physicians .

"It is a widely held view that in the 21st century, the mining industry will be dominated by a relatively small number of large companies, truly global in scope and internationally staffed (Gooding, 1997). Interestingly enough, most of the exploration and exploitation activities are being carried out by junior and major mining companies from common law jurisdictions in civil law countries, in particular in Latin America, where in recent years, the region has ranked first as a destination for exploration dollars, thanks to the reforms undertaken by some countries to amend their legal framework to attract foreign investment. From a lawyer’s point of view, this is where the main challenge lies: how to bridge the gap between the two legal systems.In order to avoid pitfalls, common law lawyers should be more diligent and proactive when dealing with civil law jurisdictions, given the different systems of law, standards, traditions and customs. Common law lawyers cannot be expected to be well-versed in civil law but they should not be completely unfamiliar with it either. A balance should be struck to ensure clients’ needs are professionally taken care of and that common law requirements and standards are met."

The optimization and improvement of a modern integral iron and steel works gets more and more difficult as each individual plant is already operated at its best efficiency and at the lowest operational expenditures. However very often the individual plants are considered as stand-alone units and there are losses and inconsistencies on interfaces and take over points, which could be avoided and by that improving the overall performance of the iron and steel works as a holistic unit. Primetals Technologies looked into this subject extensively in the recent years and is now ready to offer new tools and services in order to assist operators to find further potential for improvement in processes, which seem to be fully developed at first sight.

When stress wave propagates through fractured rock masses, the wave will be slowed and attenuated due to the presence of these fractures. If the amplitude of stress wave is large enough to mobilize nonlinear deformation of these fractures, they will present different effects on one-dimensional P-wave propagation compared with those of linear deformational fractures. The static BB model is adopted to describe the nonlinear deformational behavior. Method of characteristics combined with displacement discontinuity theory is used to build analytical solutions of wave particle velocities and wave stresses. These equations are numerically solved with sufficient accuracy.

Long range projections of demand for nonmetallic minerals are presented, together with data on the domestic resources which are available or which can be made available to meet the requirements through the balance of the century. Past successes in solving nonmetallic mineral requirement problems are briefly reviewed to illustrate the capability for solving present and future problems of a similar nature. Major problems threatening the future supply of specific industrial minerals are described together with possible methods for assuring the necessary raw materials for future needs. The growing importance of environ- mental degradation, land use conflicts, and other important factors which affect several or all of the nonmetallic mineral industries is covered, and the necessity of planning for efficient and orderly extraction and rehabilitation of mineral deposits is stressed. The present Bureau of Mines methods and tools for long range planning are briefly discussed.

"A fundamental aspect in the development of any open-pit mining project is the determination of the mineable mineral reserves, obtained with the design of the so-called ultimate pit limits. In this paper, firstly the Vulcan software applied over the data of MR phosphate deposit will be introduced. Modeling of the ore deposit has been done by geostatistical and conventional methods by using geological data of 41 diamond core samples. Insitu geological reserves were estimated to a level of accuracy to support detailed mine planning. Ore body has been divided into regular three dimensional fixed blocks. The ultimate pit limits of the model deposit weredetermined by the vulcan program by an optimizing technique. Additionally, the approximate location of the deposit and drillholles and the contour map of the ultimate pit limits generated by the vulcan program are presented. "

"All attempts to remove significant amounts of arsenic from enargite via neutral or reductive pyro routes have required operating temperatures between 600 and 700 º C, too high to propose an equipment development program. Operating at reduced pressures, or using hydrogen or elemental sulphur as a sweeping gas did not help to lower these temperatures. Admixing iron powder gave excellent results, but still required 700 º C. By fortuity, in recent experiments to produce tennantite from an enargite mineral sample, it was observed that enargite was completely converted to bornite, chalcopyrite with minor residual tennantite within an hour at 400-450 ºC. This is believed to be due to the presence of pyrite in the mineral sample treated. All earlier decomposition work appears to have been done on predominantly enargite (i.e. low pyrite) samples, or at high operating temperatures, ignoring possible reactions at lower temperature. The decomposition of enargite into iron substituted tennantite plus some bornite under evolution of liquid elemental sulphur, followed by further decomposition of this tennantite into bornite and volatile arsenic sulphides, appears experimentally feasible at these low temperatures and mimics described ore genesis pathways at > 250 ºC in saline solutions. O laminador de tiras a frio n° 3 da CSN apresentava perdas de produtividade ao processar aços de elevada resistência microligados, com limite de escoamento mínimo igual a 340 MPa, dotados de largura superiores a 1400 mm. Devido à crescente demanda do mercado automotivo relativa a esta família de aços, tornou-se necessário um estudo para optimizar a produtividade do equipamento e não desestabilizar o fornecimento aos clientes. O estudo consistiu em testar parâmetros de processo alternativos, objetivando abastecer o laminador de tiras a frio com bobinas laminadas a quente dotadas de resistência mecânica ligeiramente menor, para promover maior estabilidade operacional no equipamento a partir da redução das cargas de laminação. As alterações propostas resultaram no aumento de produtividade do laminador de tiras a frio, sem comprometer as características mecânicas do produto final.

The Homestake Gold Mine at Lead, South Dakota, has been proposed as the host site for the Deep Underground Science and Engineering Laboratory. The laboratory will house neutrino experiments in mine workings at the 7400-foot depth, as well as research in geomicrobiology, rock mechanics, and ground-water flow. Initial plans for the laboratory were developed in 2000 after Homestake Mining Company announced the closing of the underground gold mine. Homestake’s owner, Barrick Gold Corporation, had agreed to donate the mine for a laboratory if it could be protected from environmental liability. That initial agreement was delayed, and Barrick turned off the mine’s pumps in 2003, allowing lower levels of workings to begin to flood with water. In early 2004, the Governor of South Dakota signed an agreement with Barrick that would indemnify the company and eventually transfer ownership of the mine to a state laboratory authority. South Dakota’s governor also announced plans to ask the state legislature for funds to help in the initial construction of the laboratory. A consortium of scientists from several states is currently preparing a detailed laboratory proposal for the National Science Foundation.

Up to 3 million tons of automotive shredder residue (ASR) is generated annually in United States. Plastics are the most valuable component of the ASR material making up approximately 25% of the total weight. In order to reuse these plastics, a selective process is required to separate each plastic, with very high purity and favorable economics. One separation technique, which may be able to selectively recover the plastics from ASR, is flotation. The preliminary flotation results have demonstrated that acrylonitrile-butadiene-styrene (ABS) and polycarbonate (PC) can be selectively separated from the model ASR feed, the PC/ABS/PA 66 system, by appropriate control of the surface chemistry.

Permissible explosives are those that have passed the tests pre- scribed by the Bureau of Mines for explosives intended for use in coal mines, and are therefore recommended by the bureau as suitable for this class of work when used under the prescribed conditions. The tests for permissible explosives and the conditions prescribed for their use are described in Miners' Circular 6 of the Bureau of Mines. Up to June 1, 1915, 168 explosives had been classed as per- missible explosives; 133 of them were then on the bureau's "per- missible list" and 35 had been withdrawn by the manufacturers. In addition to the required physical tests, each explosive is sub- jected to a complete chemical examination in order that its exact composition may be known and also that the composition of future samples of the same explosive collected in the field may be compared with that of the sample which originally passed the bureau's tests, for by such comparison it may be possible to ascertain whether or not the explosive as supplied to the miner is still "permissible." This bulletin is published primarily for the purpose of informing manufacturers of such explosives as to the methods used by the Bureau of Mines in the analysis of samples received for tests to determine their permissibility. Such information may be of value in cases of possible controversy over the results obtained in the analysis of a field sample as compared with those obtained in ana- lyzing the sample originally tested by the bureau. Also, a descrip- tion of the methods used by the Bureau of Mines in the analysis of explosives should be of assistance to the many chemists engaged in similar analytical work.

The Bureau of Mines has successfully used sulfur hexafluoride (SF6) as a tracer gas to measure mine air flows under conditions where conventional methods have failed. SF6 was employed experimentally to measure accurately recirculation of return into intake air caused by leakage through an old stoped area, to check for potential leakage from an adjacent mine, to trace 10,000 cfm of "lost" air from an intake airway, and to measure transit air time through uranium mines. It proved useful as a means of accurately measuring airflow volumes in airways of large cross section and very low flow velocity, and in determining the recirculation resulting from underground cooling plants.

BCT® - Belt Casting Technology is the new horizontal near-net-shape casting process to produce flat steel products. BCT is the revolutionary leap in casting technology, designed for the production of special and conventional steel grades. Within a partnership between Salzgitter Flachstahl GmbH and SMS Siemag AG, the worldwide first caster is now in operation. SMS Siemag AG (in cooperation with Salzgitter Flachstahl GmbH) has erected the first industrial-scale casting machine located at Peine steelworks. The lecture will start with an overview about the highlights of the BCT® process with regard to the mechanical engineering aspects, while the second part will present current commissioning results and operation experiences. Since December 2012, the BCT plant is running. Up to March 2015 more than 90 casts have been carried out, 26 with FeMn-alloys. Never before flat steel was casted in dimensions of 1000 mm * 15 mm and with casting speeds more than 14 m/min.
