The growing national concern over energy has aroused a great deal of interest in the most efficient and least costly way to use our remaining fossil fuel reserves. A number of studies have been published which compare the overall thermal efficiency and cost of gas and electric energy. These studies have been carried out by a wide variety of organizations including Oak Ridge National Laboratory, The Rand Corporation, The Stanford Research Institute, and The Institute of Gas Technology. This paper is an attempt, by PGandE, a large combined gas and electric utility serving most of the northern and parts of central California, to compare the cost and efficiency of gas and electric energy for certain residential appliances using actual operating data and financial statistics for the year 1974, and thereby develop some guidelines for future energy developments utilizing these limited fossil resources. The appliances chosen for the study were kitchen ranges, clothes dryers, hot water and space heaters. These appliances were selected because they can be served with either gas or electricity and they account for approximately one-third of PGandE's total residential electric sales and nearly all of PGandE's residential gas sales.

THE BUREAU OF MINES was established in the public interest to conduct inquiries and scientific and technologic investigations concerning mining and the preparation, treatment, and utilization of mineral substances; to promote health and safety in the mineral industries; to conserve mineral resources and prevent their waste; to further economic development; to increase efficiency in the mining, metallurgical, quarrying, and other mineral industries; and to inquire into the economic conditions affecting these industries. The organic act of the Bureau, as amended by Congress and approved February 25, 1913, made it the province and duty of the Bureau to "disseminate information concerning these subjects 'in such manner as will best carry out the purposes of this Act.'" In accordance with that directive, the Bureau reports the findings of its research and investigations in its own series of publications and also in articles that appear in scientific, technical, and trade journals; in proceedings of conventions and seminars; in reference books; and in other non-Bureau sources. The number of these reports, the wide range of subjects they cover, and the variety of mediums in which they appear make the kind of list and index presented in this special publication both necessary and valuable. This issue describes Bureau reports and articles published during the period January 1, 1960 to December 31, 1964. It, supplements the 50-year list of Bureau publications issued from July 1, 1910, to January 1, 1960,2 and the 50-year list of articles by Bureau authors published outside the Bureau from July 1, 1910, to January 1, 1960.3 It supersedes the annual lists of Bureau publications and articles from January 1 to December 31, 1960,4 from January 1 to December 31, 1961,5 from January 1 to December 31, 1962,6 and from January 1 to December 31, 1963.7 The leading general and technical libraries of the United States maintain files of the Bureau's publications. A list of these libraries appears immediately following this introduction.

The objective of the investigation is to optimize the truck and shovel operations for pre-stripping at New Vaal Colliery by introducing campaign mining. The aim of campaign mining is to improve the efficiency of the loading, hauling, dumping, and maintenance operations which are critical to the success of truck and shovel operations. The current loading (single-sided loading method), hauling, and dumping operations at New Vaal Colliery were found to be inefficient. Time studies were used as a major indicator to highlight the inefficiency of the truck and shovel operations, and it is recommended that an improved loading configuration, hauling, and dumping operations be implemented by using campaign mining. It is also recommended that a service truck be used to maintain the pre-stripping fleet in order to reduce travelling times to the main workshop. As expected, the improved operating conditions will lead to an increase in pre-stripping production.

IN RECENT PAST YEARS, the mining industry has expanded rapidly and mining engineers have not been generated in sufficient numbers to sustain this growth. Canada has not been alone with this problem, which has resulted in considerable soul-searching as to what the solution might be. Because of the unfavourable economics of running small departments such as mining, metallurgy, ceramic engineering, etc., one approach in some cases has been to put these departments together to form a department of mineral science which now has a broader base structure. Another solution has been the "conversion kit" program which has been conducted both at universities and in industry. At universities, such programs have consisted of converting graduates of other engineering disciplines into mining engineers. In some of the large mining corporations, extensive training programs have been used with the same aim.

The Golden Cross project was a joint venture between Coeur NZ Ltd (80 per cent) and Viking Mining Company (20 per cent). The site is located in the Waitekauri Valley, 8 km north-west of Waihi, on the Coromandel Peninsula, in the North Island. The mine-site is situated close to the Coromandel Range Divide between the headwaters of the Waitekauri River and the Martoto Stream. The site has a history of Gold Mining dating back to 1892. The more recent mine comprised an open pit and underground gold and silver operation from December 1991 to April 1998, MacGillivray, Maton and Goldstone (2000).Doug Hood Ltd commenced the first of three contracts on site in September 1997 and was responsible for completing the final stages of open pit mining, landslide remedial works mine closure and rehabilitation works. The Mill Closure and Rehabilitation and Drainage Works contract, for which this submission relates, commenced in September 1999 and was officially completed by Doug Hood Ltd. on the 26 May 2001.This paper endeavours to highlight the project objectives and backgrounds them against the difficulties experienced with respect to the site-specific conditions, the design complexities and risks associated with the contract, from a contractorÆs perspective.

HUNT and Jackson' have recently suggested that binary eutectics might be classified according to the entropy of fusion of the component phases. Such a classification was in fact proposed2 some time ago by the authors and the purpose of this communication is to present some supporting evidence. As pointed out by Hunt and Jackson' typical metals of low entropy of fusion, ?S, tend to form normal eutectics (using Scheil's terminology3). Where one phase is metallic (low ?S) and the other nonmetallic (high AS) then anomalous structures are formed. These anomalous structures may either be regular (e.g., Bi-Sn)or irregular (e.g., A1-Si). Finally Hunt and Jackson suggest that where both phases are of high ?S regular faceted structures are formed. In the proposed classification2 the ratio of the entropies of fusion is taken as the quantitative parameter, i.e., ?Sa/?SB = E, where e > 1.0. An extensive literature survey has been carried out2,4 for reliable photomicrographs of eutectic structures. The structures, numbering 151, have been classified into two classes, viz., normal (i.e., lamellar and rodlike) and anomalous. The latter group has been arbitrarily subdivided into regular and irregular anomalous eutectics. Details and sources of the structures are given elsewhere.2,4 In the absence of better thermodynamic data the value of E has been determined for each of the systems making the following assumptions and approximations: l) The entropy of fusion of solid solutions may be calculated additively;5 ii) Inter metallic compounds are treated similarly but with the addition of the following term for fully ordered structures.5 -4.573(Ni lOg10 Nl + N2 log10 N2) where Nl and N2 are the atomic fractions. It might be argued that the entropies of fusion are meaningless as the eutectic phases form at some temperature (T,°K) below their true melting point (Ta or Tb). As AS, = Lo/To if La the latent heat of fusion of a, is assumed independent of temperature, the actual entropy change AS& is given by La/Te. The ratio of entropies of fusion then becomes Fig. 1 shows E' plotted against cumulative totals for normal and anomalous systems from which it is seen that normal eutectics predominate at low values of E'; e.g., some 90 pct of normal systems lie below E' = 1.5 with 65 pct of anomalous systems above this value. Fig. 1 also shows that the regular anomalous structures occur mostly at low values of c' possibly suggesting growth more akin to normal than anomalous growth. The choice of c as a classification parameter was based on nucleation concepts, it being observed that metals widely separated in Sundquist and Mondolfo's8 nucleation series were anomalous and those close together normal. The basis of these classification views is really outside the intended scope of this communication but it is hoped to explain them fully in the near future.7 Having arrived at this entropy of fusion classification by nucleation considerations it is interesting to note that Hunt and Jackson's ideas are based on growth considerations. Elsewhere one of the authors4 has shown that an even better classification of the metallographic structures reviewed is obtained from purely conventional heterogeneous nucleation concepts. It has been found that systems having a value of the parameter +b less than 0.28 are almost certainly normal and above this anomalous: V, is the gram atomic volume. This parameter is nevertheless closely related to c and c', these being an approximation of p. The parameter is also related to the other classification3,8,9 which have met with any success in the past. The paper gives a comprehensive overview of the historical development of various metal rolling technologies and also describes the influence to industrial and socio-economic developments. The rolling of steel, in particular of rails, beams, rebar, strip and plate has enabled the large scale transport and travel, the building of bridges and buildings, the manufacturing of ships and cars. All this has changed the face of the world significantly. Further the paper approaches technological highlights in the design, manufacturing, drive and control of modern mills and the various types developed to create industrial economic units for the different markets and customers’ requirements. An outlook of future challenges is as well discussed in the paper. Various solution approaches for the rolling technologies, from continuous improvement of existing plants to more radical new concepts like endless rolling, near net-shape casting and rolling are approached. A positive conclusion is drawn that rolling technologies will remain a valuable area for engineers with scientific and economic challenges, but also a clear vision for positive contribution to further industrial and social development.

Heavy metal contamination from mining and metallurgical activities of aquatic systems poses significant risk to the environment and human populations. The investigation of the distribution and immobilization mechanisms of heavy metals in sediments and soils has recently attained high priority. Different remediation methods can be employed to suppress or eliminate these contaminants. A tailored approach using both commercially available and in-house made adsorbents to rem ediate a heavy metal contamination site due to historical metallurgical activities in north Belgium is studied in this paper.

Mining of copper ore and the related industries play an important role in Iran?s economy. Copper ore production in Iran accounts for 75% of the total production in the Middle East. All activities related to copper, that is, exploration, production, refinement etc are owned and managed by state owned companies. Decisions have been made to privatize all these activities. To assess the success of this privatization process, different components of the industry must be subject to economic analysis. In this paper, the cost estimation of all operations has been carried out. The total potential and attainable revenues have also been estimated using historical data available from the industry. Risk is a major factor in all mining activities and the copper industry of Iran has been subject to risk factors arising from many internal and external variables. These variables have been recognized and their effects evaluated. The effect of risk on the economic feasibility of the operations in the industry has also been analyzed.

The reverse cationic flotation is the most widely utilized flotation method for concentrating iron ore. In such a process quartz is often floated with ether amines (R?O(CH2)3?NH2) partially neutralized with acetic acid. However, it is well known that the cationic flotation of hematite does not work well if a certain amount of slime is present in ore slurry. To improve flotation performance, starch is often added to the flotation feed to selectively flocculate and depress the iron minerals and sodium silicate is used to disperse the silica gangue. The present study was conducted to improve the flotation efficiency of iron ore flotation by use of a new type of depressant for clay and iron minerals, i.e., GP clay binder. It is postulated that the GP clay binder minimizes slime adsorption on quartz and hematite particles by agglomerating clay particles to reduce their surface area. It is further theorized that the clay binder helps depress hematite flotation due to its unique chelating ability to iron ion. The results from this study clearly show that the GP clay binder is an effective depressant in iron ore flotation. When it was used as a substitute for corn starch, it increased concentrate grade from 60.78% to 67.67% and increased iron recovery from 71.96% to 72.90%. The combined use of GP clay binder with corn starch produced even better flotation performance, increasing concentrate grade to 67.08% and iron recovery to 78.15% simultaneously. Only 40% of fly ash generated by the power plants in US are recycled and used for commercial applications. Of these, the high lime, Class C ash had been preferred. Systematic laboratory and field-scale studies have shown that, by including calcium chloride in the mix design of stabilization of roadbed materials, both Class C and Class F fly ashes can be effectively utilized. Test data reveal that the addition of calcium chloride to the system accelerates its curing rate, thereby increasing early strength and long term durability of the constructed road. For road construction, a preblended Class F fly ash–CaCl2 system tends to be more forgiving than the Class C fly ash–CaCl2 system. The former system produces more durable roads. The role of calcium chloride as an accelerator in these systems is discussed along with a mathematical model developed for fly ash- CaCl2 stabilized roadbed systems.

There are many reasons why the US mineral and primary metals industry is in its present state. Undoubtedly, a flood of imported goods in all sectors is playing a major role in the plight of our raw materials industry. Domestic industry is becoming increasingly aware of the importance of its international competitiveness. And we are beginning to wonder what is happening to our technological edge. A number of factors affect the international competitiveness. Engineers cannot do much about some of these factors - labor costs, tax policy, government relations, interest rates, dollar strength, and labor-management relations. Something can be done about technology, however. Some say technology is so easily transferable today. But I would like to believe that we have the ability to apply it better than others. Not too many years ago, "made in Japan" meant cheap and shoddy products. Today, Japan has completely changed its image. The US is beginning to feel the threat from Japan's low-cost, defect-free products with dependable delivery. With worldwide recession and the strength of the dollar, we were shocked at the sudden weakness that developed in America's industries, not only in the international market, but domestically as well. What went wrong and what can we do about it? Senior executives from 300 large American manufacturing companies were surveyed. These executives believe US companies must: • invest in more efficient plants and equipment (27%); • invest in more research and development (23%); • improve the quality of service to customers (23%); and • adopt more aggressive marketing tactics and strategies (14%). Are we not doing enough research? The US has nearly four times as many people engaged in research and spends four times as much for research as Japan (Fig. 1). There is little doubt about the excellence of the US performance in basic science as indicated by the number of Nobel prize recipients. Japan has produced only four winners since World War II. Look at technology trade of five countries (Fig. 2). Again, US performance has been remarkable. An interesting observation here, is that the United Kingdom, another country with economic woes, is also in the black, West Germany and Japan, both with trade surpluses, are net technology importers. It is apparent that the US' performance in the commercialization of new knowledge is much more in question. Japan had $50 billion of trade surpluses with the US last year, which led to some friction between Washington, DC and Tokyo. Comparing the technology trade of Japan and the US in more detail, Japan imports disproportionately large amounts of technology from the US and Europe. This data is rather old, 1978, but the general trend is not too different even today. It is generally believed that scientific research leads to innovative technology, then to economic payoff. But, after seeing the current technological challenge by Japan, we are forced to change this traditional view. Investment in research may eventually lead to economic payoff, but not directly. There is a middle ground between new knowledge and its commercialization. This is an area where the Japanese have been successful. Until the 1970s, many western companies licensed patents to Japan for quick profits. But, in recent years, these companies have become more discrete about the terms of technological transfer. As a result, a number of scientists and engineers are expressing deep concern over the future of technological developments in Japan. No PETROLEUM, in commercial quantities, is found in France except the small production of the Pechelbronn field (Fig. 1) in Alsace, which produced 75,000 tons in 1923; therefore the test of the petroleum prospects of the Limagne is most interesting. Under the superintendence of M. Termier, chief engineer of the French mines, a well near Crouelle (Fig. 2) was drilled in 1921 to a depth of 856.3 m. (2808 ft.); at different depths favorable showings were encountered. The well, however, was abandoned because of drilling difficulties. A second one is now being drilled near the same place.

Johnson et al. have described a new well-testing technique that measures formation flow properties between wells.' The technique, called pulse-testing, requires a sequence of rate changes in the flow at one well and measzcrement of the re.rulting pressure changes at an adjacent well with a very sensitive differential pressure gauge. This paper describes an extensive application of the technique in a producing oil field. Pulse-tests on 28 of 45 possible well pairs in the field provided a picture of the areal distribution of reservoir hydraulic diffusivity, trans-missibility and storage. The primary objective in presenting these data is to demonstrate the potential of the methcid for reservoir description. A second objective is to show in three ways the qualitative and quantitative accuracy of reservoir parameters determined from pulse-tests: (I) pulse-test data show a nonuniformity in the field, closely correlating with the oil-water distribution as given by production data: (2) pulse-test values for permeability are comparable with core va1ue.s; and (3) perhaps most important, the field responds to a conventional interference test in the manner in which pulse-test data predict it should. The pulse-testing technique by Johnson et al.' is an ideal source of data for purposes of reservoir description, for it provides a measurement of formation storage S = +ch, hydraulic diffusivity 91 = k/+cp and transmissibility T — This paper describes an application of this method in a producing oil field. Results were analyzed to give numerical values for the parameters 7, T and S. These values were compared with oil-water production data (for the effect of fluid saturation), with core data and with data from an interference test. The reservoir in which the pulse-test survey was run is the result of a structural trap formed by a fault along the east side of a north-south trending anticline. A down-structure aquifer providcs a natural flank water drive for the pool. The producing formation is a dolomitic lime- stone having mainly vugular permeability; the formation oil has a gravity of 29" API with negligible dissolved gas. The field contains 19 wells, all on pump, arranged on 40-acre spacing along the top of the anticline. Fig. 1 shows the location of all these wells except two at the south end of the field. The dashed line on the right-hand side of the figure represents the approximate location of the fault with respect to well positions. "Mathematically, the proposed formula is: ""Human Effectiveness + Technological Improvement = Success in the Nineties"". A brief review is made of geology, level of technology, management and labour situations, and range of production costs in coal producing countries. This comparison shows keen competition for Canadian coals, especially from the People's Republic of China, South Africa and Australia. Domestic competition comes from nuclear energy, hydro-electric generation, natural gas (if permitted) and eastern United States coal.The huge increase in the size and power of surface mining equipment in the last forty years led to modern large-scale open pit mining. While conventional truck and shovel operations will continue to be widely used, more continuous mining and conveying systems will be installed as pits become deeper and haul distances longer. Computer systems will become more sophisticated and their applications more widespread, leading to higher productivity and closer control of all operations and equipment performances and to partial or complete automation of certain operations.The underground revival will be driven by a new generation of mining people, cooperating to produce over 3 million t/y from 300 m longwall faces retreating over 3 km resulting in mine productivities of over 40 tonnes per man shift, as is already achieved in several mines throughout the world. Continuous operation using on-line control system will assist in consistent production with availabilities over 75%."

THIS communication describes a series of experiments in which dislocation etch pitting was used to ascertain the depth of damage in crystals which were mechanically polished or which were cut with either a commercial metallographic cut-off wheel,* a com- All specimens were cut from single crystals of American Smelting and Refining Co. 99.999+ pct pure copper which were grown from the melt by the Bridge-man technique. The test specimens were disks, with faces being (111) planes and the disk axis a (111) direction. The disks were annealed in a vacuum of 10-5 Torr for 24 hr at 950°C prior to cutting or polishing and were given a light electropolishing in an ortho-phosphoric acid bath before etch pitting. Both Youngs1 and Livingston's2 reagents were used for etch pitting and the reagents gave identical quantitative results; however Livingston's reagent produced less staining and so all photomicrographs shown are of {111) surfaces etched with this solution. The surface of the annealed crystals showed well-defined subboundaries and a density of dislocations of about 1 X 106 per sq cm excluding those present in subboundaries, Fig. 1. The depth of cold work produced during mechanical polishing was determined after an annealed specimen was mounted in a paraffin holding block to protect it from extraneous damage. The exposed (111) surface was ground on metallographic papers and then polished on billiard cloth through 0.05-p alumina abrasive. It was necessary to remove about 0.3 mm (-0.01 in.) to obtain a structure representative of the annealed sur- face, indicating that the crystal was damaged to this depth during mechanical polishing. The energy and climate protection policy of European Union (EU), and its Member States adopted in 2007 bridges security of supply, environmental protection and competitiveness. The objectives of the EU energy and environmental strategy cover the foreseeable period till 2020. It assumes all sources of energy will be needed. The objectives for renewable and improved efficiency are ambitious; it must be established if they are also realistic. Coal can continue to make valuable contribution to the security of supply and low price of electricity, only with technologies allowing for drastic reduction of the CO2 emitted of its combustion. The aimed at -20% reduction of green-house gases (GHG) of EU-27 by 2020 is an objective limited in time and content. Europe produces less than 15% of global CO2 and this will be reduced to 10% in 2030. Emissions Trading (ET) is to remain the central instrument for CO2 management, especially in the power sector. ET scheme (ETS) or other mechanisms need designing to create an incentive for investment in higher efficiency and technologies and to Carbon Capture & Storage (CCS). The ETS as the climate protection instrument of the EU can become a heavy burden (high fuel and electricity prices, less security of supply) or it can create a climate for modernization of fossil fuel power plants. The suggestion in this paper of fuel-specific benchmark system for CO2 allocation after 2012 can combine the emission levels to be reached with a strong drive to invest, the necessary investment security, transparency and the principle of proportionality. A Benchmark System as recommended by coal industry could adapt to the different circumstances in the long term and comply with EU energy and environmental policy objectives.

This paper presents an evaluation of tailings dam incidents from the 1994 USCOLD Tailings Dam Committee report. Comparisons are also made with water storage dam incidents from USCOLD reports and recent tailings dam incidents. The evaluation results show that tailings dam incidents are due to a number of factors including overtopping, static and seismic instability, seepage and internal erosion, and foundation conditions, and that no particular type of tailings dam or operational condition is more susceptible to incidents. In addition, the results confirm that tailings dams should be located, designed, operated, and reclaimed with a thorough knowledge of site conditions, mill operation, site monitoring, and tailings characteristics.

DeLamar, the largest silver mine in the United States outside the Coeur d’Alene District in Idaho, came into production in April 1977. It is a joint venture of Earth Resources Company and Canadian Superior Oil Co., with Earth Resources being the operator. The property is a consolidation of several old operations dating back to the 1800s; the better known of these are the DeLamar and Sommer-camp mines. DeLamar is situated in southwestern Idaho near the Oregon border in the Owyhee Mountains, 88 km (55 miles) southwest of Boise, Idaho. Heavy snowfalls and very low temperatures are common in the wintertime. Planned production was 77,500 kg (2.5, million oz) of silver and 5 13 kg (16,500 oz) of gold per year. Expected life at a milling rate of 1,540 mtpd (1,700 stpd) was 20 years, with an ore grade of 144 g Ag and 1.58 g Au per mt (4.2 oz Ag and 0.046 oz Au per st). Present production is at the rate of 1,900 mtpd (2,100 .stpd). The total cost to bring the mine into production was reported to be approximately $22 million, and the mill was reported to have cost about $10,000 per daily ton of design capacity. At DeLamar, naurnanite (Ag2Se) is the principal silver .mineral occurring with acanthite (Ag2S) disseminated through quartz veins and a silicified rhyolitic ash-flow tuff of Miocene age. The mineralization is relatively iron and manganese free and is readily amenable to cyanidation giving recoveries of 85% silver and 92% gold, which occurs free. When the plant was started, considerable difficulties were encountered in handling the wet sticky ore because of the high clay content. Following primary crushing, the ore is stockpiled. Due to the sticky nature of the ore, the vibrating feeders initially installed under the stockpile were replaced by a reclaim hopper and an apron feeder which was fed 24 hours a day by a front-end loader. The minus 200 mm (8 in.) ore is fed to a 5.5 m by 2.75 m (18 ft by 9 ft) autogenous mill followed by a 2.75 m by 4.57 m (9 ft by 15 ft) ball mill and cyclones. The mills are equipped with 750 kw and 520 kw (1,000 hp and 700 hp) motors.
