The MANUFACTURE of Iron in the PROVINCE of Quebec. The St. Maurice Forges.—The deposits of iron-ore in the St. Maurice district, in the rear of Three Rivers, were probably known to the Indians and .Jesuits, but it is not till 1667 that any discovery is reported. The affairs of the colony were then in the control of the " West India Company," who amongst other monopolies had a right to all mines and minerals." Specimens of the iron-ore were examined in Quebec. in 1668 by the Sieur la Potardière, who reported unfavorably on them. In 1671, Louis de Buade, Comte de Frontenac, was appointed governor of La Nouvelle France ; and in the original manuscripts relating to his administration some allusion is occasionally found to the St. Maurice iron mines.? In a letter to the Imperial Government, dated 2d November, 1672, he says: "The iron mine of which I have already spoken is of great consequence. I have visited it myself, in order that I may be enabled to give a more accurate account of its nature. Carbon dioxide could be utilized as a weak oxidant and a kind of coolant to oxidize elements, meanwhile, helping control the temperature during the converter vanadium extraction process. However, the optimum content of CO2 and the cooling effect of CO2 at low content have not been reported. In this study, experimental research based on the influence of different CO2 contents from 0% to 25% injected to the vanadium-containing hot metal was carried out, as well as contrast experiments of O2-N2 mixed blowing. The results indicated that the optimum content of CO2 was 15%. Under the optimum condition, the oxidation of [C] was the lowest and the oxidation rate of [V] was 96.9%, while the temperature was also lower than the O2-N2 mixed blowing. This paper provide a potential property for utilizing CO2 during the converter vanadium extraction process.

The a and y solubility limits in the Fe-Ni phase diagram have been redetermined at temperatures above 500°C. Both a diffusion-couple and a quench and anneal technique were used. The solubility limits were measured with an electron-probe micro-analyzer. The nickel concentration at the phase boundary is increased below 700°C and the a solid-solubility range is much larger than had been previously measured. The solubility limits are also extrapolated to 300°C. It is suggested that the solubility of nickel in a FeNi reaches a maximum in the temperature interval 400o to 500°C. THE equilibrium diagram has been of great use in the field of meteoritics, where the phase relations between kamacite (a) and taenite (?) in metallic meteorites can be described by means of the Fe-Ni diagram. The study of metallic meteorites by electron-probe microanalysis has cast some doubt on the accuracy of the presently available Fe-Ni diagrams.1, 2 Recent thermodynamic studies of the Fe-Ni system also suggest that the diagram may be in error.3 For these reasons the high-temperature (800o to 500°C) part of the diagram was redetermined. INTRODUCTION The currently accepted Fe-Ni diagram is that of Owen and Liu.4 Above 910°C, there is a region of complete solid solubility, ? (fee). Below 910°C, the a (bee) phase is stable in pure iron. The effect of increasing amounts of nickel is to stabilize the y phase. The phases that form when Fe-Ni alloys are heated or cooled bear little relation to the equilibrium diagram. If an alloy is cooled from the y state and held at a temperature within the a + y field, no evidence has been found for the occurrence of the y - a transformation.5 If the alloy is cooled to low enough temperatures the y phase breaks down into a supersaturated bee phase called a2. In fact, in alloys over 27 pet Ni the y phase is retained at room temperature.6 The a, phase has the same composition as the original y. The temperature at which a2 forms, the M, temperature, has been determined experimentally.' A state of equilibrium can be approached by cooling below M, to form a2 and then reheating the alloy into the two-phase region of the diagram. The y phase will then begin to precipitate out of the a2 phase and grow. The growth of the phase, however, is quite slow. Using the interdiffusion coefficients -Da of Goldstein et al.,8 it is estimated that it takes about 1 year to grow a 10-µ-wide region of ? at 700°C in a 5 pet Ni alloy. Owen and Liu4 used the technique just described to form the equilibrium phases. The phases present were determined by means of X-ray analysis. The accuracy of their diagram depends on the number of alloys available near the phase boundary at a given temperature. In this study two different techniques were used to determine the a/a + ? and ?/a + ? solubility limits. The inherent accuracy of both techniques was greatly improved over that used by previous investigators because the phase-boundary compositions were measured with an electron-probe microanalyzer. PROCEDURE The two methods used to determine the Fe-Ni diagram are the diffusion couple (D.C.) and the quench-and-anneal (Q.+A.) techniques. In the first method, diffusion couples whose diffusion path goes through a two-phase region of the phase diagram were used. A description of the technique used for making the diffusion couples has been described in a previous paper.' After the diffusion treatment a discontinuity in the resultant concentration vs distance profile was measured. The nickel concentrations in the a and ? phases at the interface of the discontinuity are the solubility limits of the a and ? phases in the phase diagram at the diffusion temperature. "Safe and efficient mining of extremely inclined thick coal seams less than 20m thick is one of the new challenges in China coal industry. In recent years, the extremely inclined thick coal seams have been encountered in some old mines and western China, and currently the top coal caving longwall mining method has been successfully applied to this kind of coal seams. Accordingly, this paper studies the roof movement and its impact on shield supports of top-coal caving longwall mining in extremely inclined thick coal seams. The structure of main roof before failure was simulated by the fix-ended beam, and provided the solutions for determination of maximum compressive stress of the bottom beam end and maximum tensile stress of the top beam end. The failure mode on the upper end of working face is mainly a combination of compression and shearing, while that for the bottom end is tension and shearing. Roof fracture begins at the upper end of working and propagates downward. The shape of collapsed roof strata can be described as parabolic and divided into three segments from top to bottom, including no filling, uneven filling and densely filling segments. The roof loading conditions of no filling segment is more likely to have dynamic burst impacts.INTRODUCTIONExtremely inclined thick coal seam refers to that the dip angle of coal seam is greater than 45° and the thickness is greater than 3.5m (Wang and Zhang, 2015a; Wang and Zhang, 2015b; Wang, 2005; Xie, Gao, and Shangguan, 2005; Wu, et al., 2014; Deng and Wang, 2014; He, et al., 2015). This type of coal seams can be divided into three categories: 1. The extremely inclined thick coal seam, of which the thickness is less than 5m and the dip angle is less than 60°, is usually mined by fully-mechanized longwall mining method. 2. The extremely inclined thick coal seam, of which the thickness is 5 m-20m, is usually mined by top coal caving longwall method. And 3. When the thickness of extremely inclined thick coal seam is greater than 20m, it is mined by the horizontal section top coal caving longwall method. For example, the average angle ofWudong coal mine in Xinjiang province is 45°, and the thickness is 27m. Wudong coal mine is applying the horizontal section top coal caving longwall mining, producing 3 million tons annually per working face (Figure 1)."

Evver since it first displayed an autonomous mining truck at the 1996 MinExpo show in Las Vegas, NV, Caterpillar has been building the blocks to a fully autonomous mine. In May, the company unveiled another block in that progression, the new Cat MineStar System that it says is ?the industry?s broadest, most comprehensively integrated miner operations and mobile equipment management system.? The full system is comprised of five capability sets ? Fleet, Terrain, Detect, Health and Command ? to help operators define the size and scope of their management system based on the needs of their mining operations. Michael Murphy, technology and autonomy manager for Cat Global Mining, explained that the customers were not ready for an autonomous mining truck in 1996, but that many customers wanted the building blocks to eventually get to autonomous mining. After 15 years of work, Murphy said the building blocks have come together in the form of the Cat MineStar System.

HOW often have those who make mining a career said that, "mining is different"? This kind of feeling often expresses itself in talking shop with men of other industries. And there is no doubt about it; mining is different. There are different marketing problems, different production problems, and we certainly have different personnel problems, to cite but a few. Mining people have recently been discovering though, that many of their problems are not unique to mining. They are beginning, in fact, to find that many of them are dead ringers for problems that other industries have had to face and solve years ahead of mining.

The Aluminum Company of America announced a temporary reduction of the operating rate at its primary aluminum plant at Palestine, TX where it is developing a new process to produce aluminum metal by electrolysis of aluminum chloride, Output will be reduced by half to about 7,500 tons per year while some improvements are being made on the chemical segment of the plant. The modifications were expected to take 3 to 4 years to complete. Alcan Alumininum Ltd., a major U.S. supplier of aluminum, reported declaration of force majeure on aluminum ingot shipment commitments following the shutdown of its primary aluminum plants at Arvida, Isle Maligne, and Beauharnois, Que. The shutdowns, which began early in June, resulted from management and labor differences.

After the discovery of the rare-earth mineral deposit in the Clark Mountain area near Mountain Pass, San Bernardino County, Calif., two samples wore obtained through the Mining Division of the Bureau of Mines for investigation of possible method of concentration. Three other samples were received later from different locations in the same area. The rare-earth mineral in this ore had been identified by E. T. Schonk as bastnaesite, a fluocarbonate of the rare-earth metals containing cerium, lanthanum, praseodymium, thorium, uranium, etc. Associated with the bastnaesite were barite, silica, and some calcite. The bastnaesite contained a small amount of iron as a coloration and some manganese. Twenty to fifty percent of the weight of the samples studied was bastnaesite, or ten to twenty-five percent total rare-earth oxides; about half was cerium oxide. Apparently, none of this mineral occurred in pure form. Even the highest-grade particles 'wore contaminated by fine, interlocked grains of barite, calcite, and silica; barite contamination predominated, and the barite was interlocked with varying amounts of bastnaesite. While the specific gravities of pure bastnaesite and barite (approximately 5.0 and 4.50 respectively) differ enough to allow separation by gravity, the interlocking of the minerals nullified this difference. Consequently, only a partial separation could be made by gravity concentration. The extremely fine grained texture of most of the ore prevented grinding to a size that would make concentration by flotation practicable; a partial separation of barite by this means was effected.

A new copper continuous converting process was investigated to evaluate the possibility of its application in the commercial operation. The tests were performed both in the laboratory and in pilot plant scale. Bath smelting process with the use of the top submerged lance technology was applied in these tests. Furnace shape was modified to a lengthwise eylindrical one with a settling area. The furnace monitor was put in the settling area to check the furnace from inside, FeOx-Si02, FeOx-CaO and FeOx-CaO-Si02 based slag systems were used to check their efficiency, The optimum slag chemistry to have good metallurgical results was discussed and FeOx-CaO system with some Si02 content turned out to be preferable although it has not been practically used, In this pilot plant test feeding rate of I tIH of solid grain matte was charged consecutively for two weeks and continuous converting could be done successively. This process is expected to overcome the problems of existing processes and be easily applied in existing plants.

Leaching is defined as a form of extraction in which a valuable constituent is removed from a solid body by mass transfer to a solution which, for the purpose of this discussion, is considered to be an aqueous medium. Historically, leaching has been applied to the recovery and purification of many elements. This paper, however, is directed toward the recovery of copper, uranium, vanadium, and precious metals included in the following systems: 1. The leaching of copper minerals, sulfides and oxides, by acid or by ammoniacal leach solutions with or without an oxidant. 2. The leaching of gold and silver, either native metals or as minerals by an oxygen-containing alkaline cyanide solution. 3. The solubilization of certain uranium and vanadium minerals by oxygen or oxidant-bearing lixiviants. Many other systems of this general type exist, but from a production standpoint, these three systems account for most of the major values recovered by leaching.

Mine planning for Mt Whaleback generates detailed sequence plans for a long term forecast incorporating equipment requirements, marketing forecasts, and pit development strategy. Utilisation of several computer packages, both commercially available and site modified, are necessary to achieve such a demanding task.

The two divisions are collaborating with the American Welding Society, the American Society for Steel Treating, and the Iron and Steel Division of the A. S. M. E., to have technical sessions of widespread interest and social affairs that will compare with the best of previous years. In connection with the meetings an exhibition of production and testing equipment, heat-treating equipment, furnaces, welding equipment, and metal products will be held on Commonwealth Pier all week, where those attending may see the latest developments in the field of their own work.

This, report represents the comments of the individual members of the A. I. M. E. Sub-committee on Physics of Mine Ventilation on the proposals of a special committee of the Institution of Mining Engineers (London). As might be expected, there is a certain diversity of opinions, for owing to the shortness of time- it was not possible for the sub-committee to get together for informal discussion. The report is presented in this form in the hope that it will bring out a full discussion by other members in the Institute. OLE SINGSTAD?, New York, N. Y.-The Atkinson formula, P =SV2 K a is quoted and it is stated that this formula is especially applicable to mine galleries but is unwieldy in application, as in many problems the value of K, S and a are assumed not to change. This is the same formula that was used during the preliminary calculations for the ventilation of the Holland Tunnel, and where the above-mentioned values were constant for a number of cases, it was a very simple matter to rewrite the equation n the form P = K1V2 and avoid the repeated use of identical figures. The Atkinson formula assumes 1. That resistance to flow is independent of the pressure. 2. Changes in volume due to change in pressure may be neglected. 3. Changes in density and viscosity may be neglected. 4. That the coefficient K is a constant. 5. That P is proportional to V2. We found, from our experiments in connection with the ventilation of the Holland Tunnel, that all the above assumptions could be safely made, with the exception of No. 3, and No. 4 at, very low velocities. In mine work, where many assumptions must necessarily be made, it would seem inconsistent to attempt to make any allowance for the other factors, which are so small that they can be determined only by the most careful experimental work. However, P does depend directly on the density of the air, and to that extent the Atkinson formula is incomplete.

This paper offers an algorithm to determine the optimal panel size with the objective of minimizing the overall stripping cost. The approach is presented both in analytical form for regular layers of coal and overburden, and in graphical form for the cases of irregular and multiple coal seams. When the optimal panel width needs to be changed due to some circumstance, we prove in general that increasing the panel width is better than reducing it in both economics and operational efficiency.

TsunashiRo Wada, honorary member of the Institute, died at his residence, Ushigome, in Tokyo, on Dec. 20, 1920, at the age of sixty-four; he was born on March 15, 1856, at Obana in the province of Wakasa. An expert mineralogist, lithologist and geologist, he identified himself throughout his life with the development of the mining interest of this country. Perhaps the most noteworthy of his meritorious services in the public sense was the extension of the Imperial Steel Works at Yawata, anticipating the grim fate that hurled Japan. into a war with Russia in 1904. Educated in the Imperial University of Tokyo by foreign professors, he studied especially mineralogy, lithology and geology. In 1875 he was appointed assistant professor in the Imperial University of Tokyo, and in 1878 entered the service of the Home Department. From 1880 until 1893, Mr. Wada was Director of the Imperial Geological Survey of Japan, during which time he practically laid the foundation of the geological investigation work in Japan. In 1884, he made a trip to Europe by government order to attend the international Congress in Berlin, visiting en route several countries of Europe and America. While Director of the Survey, he was also, from 1880 to 1885, lecturer, and from 1885 to 1891, professor of mineralogy and lithology in the Imperial University, and, from 1889 to 1893, was Director of the Imperial Mining Bureau of Japan. In this capacity, he revised the mining laws of Japan, thus laying the foundation of Japan's mining administration. In 1894, he was again appointed lecturer in the Imperial University of Tokyo; in 1895, appointed Technical Adviser on Mines to the Imperial Household Department of Japan; and, in 1897, appointed President of the Imperial Steel Works, which was completed in 1900 with the expenditure of $10,000,000. In this capacity he did a great deal to promote the iron and. steel industry of this country. We owe him the ore-purchase contract with the Daiya iron mine in China, which remarkably facilitated the extension of the iron works in later days. The victory of the Russo-Japanese war must be said to be due to his merit in no small measure. He resigned the presidency of the Imperial Steel Works in 1901. In 1899, Mr. Wada visited America and several countries of Europe by government order; in 1902, he traveled through north and middle China doing exploration work and studying the geology of the country, accompanied by mining engineers and geologists. Introducing your Council. Mr J. S. Freer, Pr. Eng., after matriculating at Michaelhouse in 1944, obtained a B.8c. degree in chemistry and biology (1948) and a B.Sc. (Hons.) in chemistry (1949) from the University of the Witwatersrand. Mr G. C. Thompson matriculated at Dale College in 1951. He then attended the University of the Witwatersrand, where he obtained a B.8c. (Min. Eng.) in 1959. Mr P. T. Fewell was born and educated in the United Kingdom. After obtaining the degree of Bachelor of Engineering (Mining) in 1958 at Sheffield University, he emigrated to South Africa. DtP. R. Jochens, Pr. Eng., has been a member of Council since 1974, serving as President in 1980-1981.

"A coal outburst is a severe safety hazard in room-and-pillar mining under deep cover. It is more likely to occur during pillar retreating. Multi-seam mining dramatically increases the risk of coal outburst within the influence zones created by remnant pillars and gob-solid boundaries. Though coal outburst is generally associated with heavy loading of coal pillars, its occurrence is difficult to predict. Risk management provides a proactive tool to minimize coal outburst in room-and-pillar mining under deep cover. Risk assessment is the first step in identifying and quantifying outburst risk factors. The primary risk factors for coal outburst are overburden depth, roof and floor strength, geological anomalies, mining type, multi-seam mining, and panel width. A risk assessment chart can be used to proactively screen out mining sections with high risk of coal outburst for further analysis. Gob-solid boundaries and remnant pillars are critical factors in evaluation of the coal outburst risk of multi-seam mining. Risk identification, risk assessment, geologic influence mapping, geotechnical evaluation, risk analysis, risk mitigation, and monitoring are essential elements of coal outburst risk management process. Training is an integral part of risk management for risk identification and communication between all the stakeholders including management, technical and safety personnel, and miners.INTRODUCTIONA coal outburst is a sudden violent burst of coal from a pillar with broken coal or blocks of coal forcibly ejected into open entries. A coal outburst is a severe safety hazard as the mining crew is highly exposed at the site when the event occurs. Though deep cover and strong roof and floor are underlying geologic conditions of a potential burst incident, its real occurrence is also the result of additional mining factors. In room-and-pillar mining, a coal outburst could occur during both development and pillar retreating, but the latter greatly increases the risk of outburst. The other risk factors of coal outburst also include mining layout, multi-seam mining, presence of adjacent gob, cutting sequence, and local abnormal geologic conditions. Over the years, the cases of coal outbursts have been studied by many researchers and mining practitioners(Peng, 2008; Newman, 2008; Iannacchione and Tadolini, 2008; Gauna and Phillipson, 2008; Hoelle, 2008; and Newman, 2002). It is commonly believed that the coal outburst is the result of a sudden release of elastic strain energy stored in coal pillars and is highly associated with cutting into heavily loaded coal pillars, but its occurrence is a rare event and is difficult to predict. A number of engineering controls have been recommended to mitigate outburst potential. For room-and-pillar mining, sufficient pillar sizes have been the primary control for coal outburst prevention. The pillar design tools such as ARMPS and AMSS developed by NIOSH have played an important role in the design of stable pillars to prevent pillar collapse and squeezing as well as coal outbursts. In fact, with the implementation of pillar design using proper stability factors, pillar collapse and squeezing have been almost eliminated, and the number of coal outbursts has been greatly reduced in the US over the past decade. However, after a few outbursts occurred during pillar retreating in the US over the past a few years (MSHA, 1996; MSHA, 2014; MSHA, 2013), it has been realized that sufficient pillar size is still not enough to prevent coal outbursts. The investigations of the incidents showed that other factors such as multi-seam mining, panel layout, cutting sequence, and local geologic factors also seemed critical in causing the events. Therefore, it has become imperative that additional proactive measures beyond proper pillar design be implemented to prevent coal outbursts."

While processing zinc cakes with application of Weltz-technology silver remains unrecovered and goes into clinker. In order to prevent it the elaboration of effective silver recovery methods from zinc cakes before their weltzing becomes necessary. A combined method of zinc cakes treatment with leaching and flotation in a closed water circuit has been worked out. The technological scheme envisages the use of sulphgydril collectors in combination and comprises a series of consecutive operations: leaching, filtration, precipitation(cementing) and flotation. Total silver recovery is approximately 94%. The technology elaborated has been realized in a project by which the construction of a new shop is under way now.
