The Surface Mining Control & Reclamation Act is a complex piece of legislation signed into law on August 3, 1977. It is the culmination of more than six years of debate by the Congress over the need for a national regulation of surface mining as opposed to the prior concept of regulation by each concerned state. It departs from the more normal type of law in that it includes very specific requirements, limitations and performance standards. In its procedural aspects, it is somewhat similar to the Clean Air Act and the Water Pollution Control Act in that it places primary responsibility at the state level, provided the state meets minimum national requirements. At the time of writing this paper, in late December 1978, the Interim Regulatory Program has been in effect for seven months. The proposed regulations for the Permanent Program, the draft Environmental Impact Statement, and the draft Regulatory (Economic) Analysis ware available for eight weeks before the close of the comment period on November 27. We are now awaiting issuance of the final versions of these documents. The states in which coal is mined, for the most part, have made sere revision to their state laws and are in the process of revising their regulations, or have just completed the revision, to comply with the Initial Regulatory Procedures. They are now faced with another new major effort to analyze and plan for compliance with the Permanent Regulatory Program, which is expected to be promulgated by the Office of Surface Mining of the Department of Interior by the time this paper is presented.

"The planning and design of mining panels in the Potash Corporation of Saskatchewan Inc., Lanigan Division mine Block B involved a number of investigative techniques. The techniques utilized to gain insight into the viability of mining included2-D and 3-D seismic surveys, longhole drilling, exploration wells, photo lineament, magnetic and gravity surveys, and actual room excavation.IntroductionPotash Corporation of Saskatchewan Inc. (PCS) owns and operates four potash mines in the province of Saskatchewan. The Lanigan Division mine is located 110 Ian east of Saskatoon, Saskatchewan, near the town of Lanigan.The Lanigan Mine commenced production in August 1968under the ownership or Alwinsal Potash of Canada Limited. The mine was purchased by PCS in 1977.Lanigan Division's productive capacity is 3.4 million tonnes of product per year. Ore is extracted from the "" B"" zone or Layer III or the Patience Lake member of the Prairie Evaporite, more than 1000m below surface . The Patience Lake member (approximately 20 m thick) consists of potash interbedded with salt. The average run-of-mine ore grade is 21070 K20 (Fig. I).The mine was initially developed using the room-and-pillar technique. Improvements in mining resulted in the use or extensible conveyors in long panel rooms."

Marble is a preferred surfacing material in up-scale buildings. Its use increased in the 1870's with rising national wealth and declined in the 1950's when synthetic materials for these applications were developed. Natural marble is now limited to high-end domestic and commercial structures. Cultured marble is a paste of white marble dust and polyester resin cured in molds yielding fixtures of specific finished dimensions. Dyes incorporated at different stages in the mixing cycle mimic shades and veining of natural marble. This paper discusses the filler requirements for cultured marble production and reviews new techniques to cut and finish natural marble.

An experimental investigation of the relative effectiveness of standard bullets and "shaped charges" in perforating dense, hard formations is reported. A method is described which simulates the conditions under which a shot is normally fired. Results are evaluated on the basis of depth of penetration, extent 01 Fracturing. extent and nature of formation damage, and other physical characteristics. INTRODUCTION A study was made of the relative merits of bullets and "shaped charges'' as applied to well completions in hard, dense formations such as those encountered in the Permian Basin. The planning of the laboratory program stipulated that core samples should be prepared and mounted in such a way that perforation shots of either kind"" could be fired into them, keeping the factors pertinent to good shooting practice similar to what they would be in a well. The shooting was done in a buried tank. with the sample and shooting equipment covered with water. The depth of water was calculated to he sufficient to simulate the inertial effects of well fluids for the duration of an explosion (a few micro-seconds). Flow measurements were attempted on the specimens after perforation. Due to the lack of uniformity of the limestone, shale breaks. etc., these measurements proved to be of little value to the study. The mounting materials were removed. so that the character of the penetration. fracturing, etc., could be observed. METHOD Laboratory samples were selected from the hard. dolomitic sand cores from Block 31 Field. Core pieces having a 3 3/4 in. diameter and a useful length of 10 to 12 in. were used. Selection was aimed at those pieces having a minimum of shale streaks and other irregularities. The ends were cut off square Manuscript received in the Petroleum Branch office June 28, 1951. Prior to lbeing mounted. the cores were soaked in water to prevent them from absorbing water out of the wet concrete, thus weakening it. A set of steel capsules was fabricated for holding the core Samples. Seven-in. casing was cut in two-ft lengths. of which one end was closed by "orange-peeling" and welding, and the other was threaded to accept a standard bull plug. The bull plugs were fitted with copper tube connections .so that pressure could be applied when the capsules were made up. The cores were mounted in the capsules by means of wire centralizers whose function was to hold the Core in proper position while concrete was poured and set. In the construction of recent subsurface projects, particularly mined openings and transit systems, it has been apparent that final costs were often greater than first expected. Because many overruns result from alleged differing site conditions, there was reason to suspect that pre-bid geotechnical investigations were inadequate for predicting subsurface geology. In 1982, nine federal agencies involved in constructing underground facilities funded the National Academy of Sciences' U.S. National Committee on Tunneling Technology (USNC/TT) in an effort to evaluate and clarify the relationship between geological knowledge and construction costs. That committee formed the special Subcommittee on Geological Site Investigations, which spent more than two years studying underground projects by examining contract documents and geologic reports, making site visits, and interviewing owners, designers and contractors. The study ultimately encompassed 84 mined tunnels and chambers and three deep shafts in the United States and eastern Canada. Data collected on geologic exploration, design and construction were analyzed and conclusions reached concerning whether and how site investigations need to be improved. The results of the study are published in two volumes by the National Academy of Sciences. Due to the recent completion date of the main report, it was not possible to prepare a summary for inclusion in the RETC Proceedings. Loss of life, loss of sight, crippling injuries, and property damage nearly always result from accidents involving explosives. The severity of such accidents has prompted lawmaking bodies to pass laws concerning the transportation, handling, and use of explosives; manufacturers of explosives publish manuals 'describing explosives and practical methods of handling then; and mining companies and others who use large quantities of explosives publish rules based on actual experience for the guidance of their employees. Careless storage of explosives by thoughtless or incompetent persons, particularly if they are left where children or saboteurs have access 'to them, has led to many serious accidents. Many contractors and mining operators who use explosives are extremely careless about storing them. It is the purpose of this paper to discuss the explosive-handling practices of a large western mining company, which are considered better than most.

White Pine Copper Company operates a mine in the Upper Peninsula of Michigan using a modified room-and-pillar system for extracting ore.1 Mine production averages 15, 500 tons per day. The terrain is predominantly level and the depth of cover varies from 500 to 800 feet over the present workings with depth increasing as mining progresses down the dip. The deposit is situated on a low angle plunging, anticlinal structure composed of sedimentary beds. Local terminology for the stratigraphic units which contain the ore horizons, named in ascending order, is as follows: lower sandstone, parting shale, upper sandstone and upper shale. The ore zones of copper enrichment are, contained in the parting and upper shales. The parting shale will vary; from 6. 5 to 9.0 feet thick; the upper sandstone from 2 to 10 feet; and the upper shale from 1. 5 to 6. 5 feet. Two variation of the room-and-pillar system are used to extract the ore depending on grade and local ground conditions. One system is called the parting shale method and recovers the parting shale only. This system requires a mining height of 8 1/2 feet to accommodate large-scale, high-capacity equipment and this working height is obtained by removing approximately 1 to 2 feet of the barren lower sandstone with the ore. Under the second system, locally termed full column, the mining height is about 14-1/2 feet and this system removes the parting shale, the upper sandstone and the lower mineralized zone, approximately 1-1/2 feet, of the upper shale at which point it is possible to maintain a competent back (Fig. 1).1

"INTRODUCTION Sponge iron has been made commercially since 1912 at a Swedish ceramic plant; and the product, known as Swedish disk-type nagger sponge iron, has an excellent reputation as a superior furnace feed wherever high-grade steels are made.The general procedure for making brickyard sponge iron was described frequent in Swedish technical journals before 1932 and at that time consisted in filling clay refractory containers, called saggers, with iron ore plus the necessary quantity of solid reducing agent and then firing in an ordinary ceramic kiln. Two types of sponge iron were made in this way: (1) An inferior, high-sulfur product obtained by mixing the ore and solid reducing agent; and (2) a high-grade, low-sulfur product made by filling the sagger with alternete layers of unmixed ore and reducer, yielding sintered disks of metallic iron particles.Swedish disk-type sponge iron of interest to the steel industry because it has a very low sulfur content, even when made by the use of low-grade, high-sulfur coals for reducing and firing. The Swedish product also contains little siliceous gangue residue and is almost phos¬phorus-free. To those features must be added the high metallic-iron content -90 to 96 percent - and freedom from even small amounts of the metals that are undesirable in steel making.The details essential for successful operation of this procedure are not known, especially as regards improvements said to have been made since 19;2. The Bureau of Mines therefore decided to determine some of these missing details, and this report records the results of the first set of experiments on the manufacture of brickyard or sagger sponge iron."

Prior to the year 1902 electricity was used in the Butte district only for lighting, for the tramming of ores on the surface, and for the electrolytic refining of copper. In that year the Canyon Ferry hydro-electric plant on the Missouri river, with a transmission line to Butte and Anaconda, was completed, and enabled the mining operators to purchase electric current in large quantities at reasonable rates, and its application and use in the various mining operations and reduction works proceeded rapidly. The principal applications. of electric current in metal mining may be listed as follows: Compressing air for hoisting. Compressing air for rock drills and pneumatic tools. Pumping. Ventilating. Lighting. Tramming. Compressing air for blast furnaces and converters Running shop and miscellaneous motors.

Iron and steel making plays a significant role in global energy consumption and carbon dioxide emissions. The target of limiting the global warming by 2050 is extremely challenging for this energy-intensive branch of industry. In order to be responsible for its own share in cutting CO2 emissions, great advancements must be done. A brief history, present situation and different scenarios are discussed. Possibilities to decrease CO2 emissions in current processes via improved energy efficiency, alternative process routes, energy sources and recycling are examined. On-going and planned efforts and programs of steel producers and institutions, as well as trends of energy generation in the long run are reviewed and evaluated.

Stainless steel is increasingly used as a cathode starting sheet. It was shown earlier that even when depositing copper on copper, a substrate-influenced zone appears in the deposit structure, followed by a transition zone and finally by the electrolysis-influenced structure. On copper, the substrate-influenced zone has a thickness of twenty micrometers and on titanium, eventually more than fifty micrometers. Initial nucleation and growth have a considerable influence. In this paper, copper was deposited in a channel cell on four different 304 stainless steel substrates: mechanically polished and anodized, respectively, at 0, +400 and +800 mV/SHE in 1M H2SO4 at 20°C. Copper was deposited under electrowinning conditions after solvent extraction (SX) (40 g/l Cu++, 180 gh/l, H2SO4, 20 or 60°C). The results showed that, although Auger surface analyses of the substrates were only slightly different one from another including the oxide thickness, nucleation and initial stages of growth were very sensitive to the surface treatment of the substrate. Potential step and current step methods gave similar results : progressive nucleation followed by 3D diffusion controlled growth. The highest nucleation frequency was observed on stainless steel anodized at 0 mV/SHE, under various electrolysis conditions. The potential influence of these findings on industrial practice is discussed.

Hematite represents the vast majority of iron ore exported from Australia as the development and processing cost of magnetite is generally seen as a barrier to the development of vast magnetite resources. However, a number of magnetite projects have attracted a significant amount of interest and investment from large Chinese steelmakers.This paper compares the relative merits of the development of Australian magnetite and hematite ore from the point of view of the steelmaker, taking into account the factors that influence the capital costs of the development of the ore types and the relative costs of operating the process plants to treat these ores. By modelling the relative operating cost for the production of hot rolled coil in China for the two ore categories, the paper demonstrates the economic drivers behind the Chinese steelmakers’ large investments in the magnetite resources of Western Australia. It does this by estimating the potential value of magnetite concentrate to the steelmaker in the event that the maximum potential is realised by operating the blast furnace with a 100 per cent pellet burden.Under the conditions described, it was found that direct reduction (DR)-grade magnetite concentrate could command a price premium over 62 per cent Fe fines of up to 46 per cent (December 2014 on a cost and freight (CFR) basis). The corresponding premium for blast furnace (BF)-grade magnetite concentrate is 17 per cent, which demonstrates the dependency on grade.The capital expenses for a 14 Mt/a concentrate plant is estimated at US$3.1 B for BF-grade magnetite and US$3.35 B for DR-grade, with operating expenses at US$45 and US$50 respectively. The corresponding free on board price for a break-even net present value is calculated at US$82/t for BF-grade magnetite and US$90/t for DR-grade. The minimum long-term iron ore price (62 per cent Fe) that would be required to underpin such a project is estimated at US$78/t CFR for BF-grade magnetite and US$68/t CFR for DR-grade concentrate.Apart from the financial benefits, it is demonstrated that the use of magnetite concentrate in ironmaking has the potential to reduce CO2 emissions by approximately 400 kg per tonne of hot rolled coil.CITATION:Mouton, A J J and Edwards, K, 2015. The exothermic behavior of the intermetallic reactions inside an Al-Mn metallic powder compact and its assimilation fundamentals in molten aluminum were examined. In this study cylindrical compacts were manufactured and tested. The experimental work involved simultaneous temperature measurements of three thermocouples as well as detection of the apparent weight of the cylindrical specimen during its assimilation in liquid aluminum. The details of the intermetallic reactions prior to the compact complete disintegration were investigated by microscopically studying the morphology and local composition in a partially reacted compact. The variation of manganese concentration in the melt was determined by chemically analyzing the samples taken from the molten aluminum at specific time intervals. The exothermic reaction increases the compact's temperature above that of the liquid aluminum. In tandem with this exothermic reaction, the compact is suffering a swelling action. This swelling action disintegrates the cylindrical specimen, which is assimilated into the liquid aluminum. The intermetallic reactions proceed in a stepwise manner. Both the bath temperature and the compact composition impact on the exothermicity of the intermetallic reactions. However, when the amount of Mn in the compact is greater than 75-wt%, the maximum centerline temperature rise is slightly reduced as Mn amount increases.

"Dynamic centrifuge tests were performed on unimproved and improved soil with soil-cement column models. The reinforcing effect of isolated soil-cement columns for reducing liquefaction potential and ground deformation in improved soil were investigated. This paper presents the observed acceleration, pore pressure, and settlement responses under an earthquake base motion for both unimproved and improved soil models. In addition, lateral reinforcing effects of soil-cement columns were also investigated in terms of site stiffening effects and the increasing natural frequency of improved soil. The test results show that the soil-cement columns were rather ineffective in preventing liquefaction triggering in improved soil and in significantly reducing the magnitude of the resulting soil settlement compared to the model with unimproved soil profile. Furthermore, the predicted natural frequency of the improved soil profile estimated using existing design equations is shown to be significantly higher than the observed natural frequency inferred from centrifuge tests results. These design equations assume shear strain compatibility between the columns and the surrounding soil. On the other hand, revised design equations that account for shear strain incompatibility between column and surrounding soil are shown to give reasonable estimates compared to the observed natural frequency of the improved soil model.INTRODUCTIONGround improvement using stiff columns (e.g., stone columns, deep-soil-mixing columns, and jet-grout columns), are often used in practice to reduce liquefaction potential (and associated deformations) in loose soil sites. Typically, saturated silty soils are difficult to densify or drain rapidly due to their lower hydraulic conductivity, so densification and drainage techniques of improvement are often found to be ineffective. Instead, the shear reinforcing mechanisms of stiff columns are considered effective for reducing the seismic stresses and strains, and thereby reducing liquefaction potential in the enclosed saturated silty soils (Baez 1995, Adalier and Elgamal 2004, Mitchell 2008)."

This Bureau of Mines publication contains analyses and related source data for 349 natural gas samples from 26 States and 2 foreign countries. The 3 samples from foreign countries and 339 of the U.S. samples were collected during calendar year 1983. The remaining seven samples were collected earlier, but releases granting permission to publish were not received until 1983. All samples were obtained and analyzed as part of Bureau of Mines investigations of the occurrences of helium in natural gases of countries with free market economies. This survey has been conducted since 1917. The analyses published herein were made by the mass spectrometer and chromatograph. The results of these investigations are published annually to make the information available to the petroleum industry and the general public. Twenty-seven publications have presented the results of 13,332 gas analyses made prior to 1983. The first three bulletins (1-3)3 contain analyses and related source data on 5,218 gas samples collected from 1917 through 1960; these bulletins have been supplemented annually by information circulars (4-17, 19-24, 26-27) containing 8,104 analyses of sam¬ples collected since 1960.

In this report, the application of the Open Pit Materials Handling Simulator (OPMHS) to a mine located in Illinois using bucket wheel excavator (BWE) and a stripping shovel in tandem for overburden removal is described. The specific objective of the study is to demonstrate the application of the simulator to analyze mine planning and scheduling problems and to generate and analyze alternatives for increased production. On the basis of the simulations it was concluded that the maximum productive capacity of the system in raw coal was around 3000 tons per shift. At this production level, the equipment combination and availability also satisfy the match requirements for the stripping shovel and the BWE, and the overburden and coal removal systems. Several alternatives requiring new equipment are proposed and analyzed for increasing production. However, no economic analyses of these proposals were done.

When originally accepting the assignment, the Client had described the property as vacant land. A prior appraisal was later discovered and revealed that the property included a mineral rights appraisal. Further research disclosed an old dispute with a court ruling based on testimony by AIMA-certified experts. The present appraisal was therefore based on data from findings of the court with a fresh look at discount rate, absorption period, and residual land value. Fortuitously, the property subsequently sold on the market, while meeting all criteria for Fair Market Value. This provided insight into a market-based discount rate. Also, the absorption period could be adjusted in accordance with the current market conditions. The residual land value was minimal (based on comparable sales and projecting trends in market) as the property was affected by a flood zone and the surrounding development was sparse. PROPERTY HISTORY: A GREAT INVESTMENT Briefly, the subject property is located in the floodplain region of the San Jacinto River, a short river in southeastern Texas that flows into Galveston Bay, filled with sand and gravel. This location is on the north side of Houston, north of Beltway 8 on the east side of I-59.

Slurry and EPB-shield tunnelling have been successfully applied worldwide in recent years. Under extremely unfavourable geological conditions, however, face instabilities may occur. The present paper aims at a better understanding of the mechanics of face failure. For the case of slurry shield, attention will be paid to the time-dependent effects associated with the infiltration of slurry into the ground ahead of the face. Related topics, such as the stand-up time and the effect of the excavation advance rate, will be discussed. In the case of an EPB-shield, a distinction will be drawn between fluid-pressure and effective pressure in the chamber. The effective pressure can be visualized as a “grain to grain” contact pressure between the muck and the ground at the face. The water pressure in the chamber reduces the hydraulic head gradient in the ground and, consequently, the seepage forces acting in front of the face. The face is thus stabilized both by the direct support of the pressurized muck and by the reduction of the seepage forces in the ground. The paper includes normalized diagrams which allow the assessment of tunnel face stability.

The industry's future has never been particularly easy to define; with the changes of recent years, prediction has become even more difficult. The author's personal assessments of the present and future are offered for comment.
