P.J. Ehret By and large, I agree with many of the precepts discussed in the Saperstein paper. I believe there is much more that can be done on the local level to involve both government and planning in the mine permit review process. Admittedly, much can be done to improve discussion between the state regulatory authority, local authorities, and mine operators. However, I strongly disagree, as suggested in the paper's conclusion, that such a system, as outlined in Saperstein's paper, could result in a reduction of review time or a lowering in the cost of permitting. The implementation of such a system by its very nature would only add a new level of bureaucracy to an already cumbersome process. This system, in my opinion, would only add to the cost of permitting and the time necessary to obtain a permit. Admittedly, it would achieve the result of adding local influence into the permitting process, but at what off-setting cost? It has been my professional first-hand experience and observation in the permitting and lands unsuitable processes to note that under the present system, local governments that do feel they have a stake in local mines and actively ad¬vocate their position (not simply comment), have had significant input into the conduct of mining and reclamation plans in their areas. Mining companies that mine in these areas are aware of local interests and attitudes, and do consider them in their plans. Simply put, local governments that want to get involved and want to play significant roles can and do. Those that do not advocate a position or have no input to offer do not. Although the present system is not as direct in effect in regard to local control as Saperstein's, it does work. It does so without the red tape that would result from developing miniature regulatory authorities in every county in which mining occurs. Although local input is important, there are many more sections of the Surface Mining Control and Reclamation Act (SMCRA) than Sections 508(a)(8) and 522(a)(3)(A) that also are important. It appears Saperstein's paper may overindulge these sections. An additional specific comment is made in regard to the statement that while local areas benefit from mining (wages, salaries, and purchases), they also endure environmental deterioration caused by mining affects. It is believed that the whole purpose for which SMCRA and its resulting regulations were enacted and developed was so mining would not be permitted if significant environmental deterioration could occur. Therefore, it could be argued that this point under current law is moot. Reply by L.W. Saperstein P.J. Ehret writes in a reasoned and rational way and makes some good points. The arguments in favor of central control of the designation process reflect all of the benefits associated with central environmental control: consistency of enforcement, efficiency of operation, ease of communication among enforcing agency, etc. Nonetheless, the decision to mine or not to mine is a landuse decision which, in substance, is similar to the decision to build a shopping mall, a new highway, or a housing subdivision. Although, state and federal governments' interests in the protection of public welfare are real and are expressed properly in mining laws and mining enforcement agencies (OSM, Illinois Department of Mines and Minerals, etc). I continue to maintain that the permitting and designation processes should originate with local government, which is in keeping with the American tradition of delegation of the land-use decision to local or regional government.

Development of a new smelting process is risky. Many novel processes in the metals industry failed to fulfil the initial expectations of their inventors. Large sums of capital have been invested in technologies that either didn't provide a satisfactory return on investment, or didn't perform at all, and had to be replaced. One of the keys to success in process development is incremental scale up of the technology, with potential problems being identified and rectified as early as possible. In this way the cost of any rectification that is required can be minimized. The ISASMELTTM process was developed to maturity by Mount Isa Mines through the 1980's and 1990's using incremental scale up. Commercialization only occurred once the process had been proven on laboratory, pilot and demonstration scale over many years. As a result ISASMELTTM technology now operates successfully at numerous plants around the world. The methodical approach to development of the technology has allowed owners to modernise their existing operations or create new businesses with significantly reduced technical risk.

"Fine zinc concentrates tend to become sticky when roasted in a fluidized-bed reactor. The oxidation of high-purity ZnS powders and ZnS concentrates with different particle sizes were studied in terms of phase changes and particle morphologies. The sample materials were directly oxidized to ZnO in a roasting process performed over 700°C. Zinc oxide particles with diameters less than 0.5 ìðé formed at 700°C; the particle size increased by grain growth at 900°C. The coarse ZnS concentrate formed the oxysulfate ZnO2ZnS04 when roasted at 700°C; the sulfate transformed to ZnO at higher temperature.1. IntroductionRoasting is an important step in zinc extractive metallurgy because more than 80% of the world's zinc is produced from zinc sulfide concentrates using the roast-leach-electrowinning [1,2]. Currently, zinc concentrates with a finer particle size distribution are used to enhance recovery rate. However, the finer zinc concentrates tend to produce a sticky calcine in a fluidized-bed roaster [3].The factors that affect products in a fluidized-bed roaster include particle size, contaminant, O2 and SO2 partial pressures, and the feeding method of ore to the roaster. This study examined roasting behavior of high-purity ZnS powders and ZnS concentrates with different particle sizes. The phase changes and particle morphologies of the calcine samples producted from theZnS powders were studied."

Environmental issues are having a significant impact on how automobiles are designed and ultimately disposed of at the end of their lives. On one hand, increasing concerns about landfill disposal have resulted in greater attention being focused on recycling materials and components from old junk autos. On the other hand, corporate average fuel economy (CAFE) requirements have led to downsizing, use of coatings, materials substitution and other measures that often make recycling more difficult. Automobile makers have responded to Corporate Average Fuel Economy (CAFE) Standards in a variety of ways such as: Downsizing; Designing of more fuel efficient engines; Reducing aerodynamic drag by sleeker body designs; Redesigning by using thinner gauges of coated steels; and Substituting material such as lightweight plastic or aluminum parts for steel. Other driving forces affecting production techniques, choice of materials and recycling issues include the Clean Air Act and its amendments, RCRA. and other environmental legislation. The variety of materials used in automobiles makes the recycling issue extremely complex. Not only does one have different materials used in different automobiles for making similar parts, but changing designs, evolving environmental issues, landfill closures affecting solid waste disposal, and increasing raw material quality standards have created a complex set of dependencies related to materials use and recycling.

In order to understand more fully the actual state of copper lost in copper reverberatory slags, a systematic study on the various reactions between certain metallurgically important copper compounds and synthetic copper reverberatory slags was undertaken by the authors in the Massachusetts Institute of Technology from 1942 to 1945.1 This paper, being only a part of the work completed, is published first because it furnishes the first experimental evidence of the formation of copper ferrite from reactions between cuprous oxide and copper reverberatory slags. Choice of Slag Composition The choice of the composition of the synthetic reverberatory slags to be used was much deliberated. Commercial copper reverberatory slags, neglecting minor constituents, avcrage :2,3 45 to 47 pct FeO; 38 to 42 pct SiO2; 5 to 6 pct CaO; 5 to 6 pct A12O3. Since the ternary system CaO-FeO-SiO2 has been much more thoroughly studied4 and is much simpler than the quaternary system CaO-FeO-SiO2-Al2O3, it was decided to use calcium oxide only instead of calcium oxide and alumina in the synthesis of the slags. Fortunately the composition of the average copper reverberatory slag with calcium oxide substituted for alumina lies in the region of the phase diagram clarified by the investigators. A survey of the phase diagram (Fig I) suggested two compositions: (I) the composition near the invariant point S, which is made up of 46 pct ferrous oxide, 37 pct silica and 17 pct calcium oxide; (2) the composition near the invariant point K with 45.5 pct ferrous oxide, 43 pct silica and 11.5 pct calcium oxide. Composition S has the advantage that the percentages of ferrous oxide and of silica almost exactly coincide with those of the average reverberatory slags, and that of the lowest melting point (1093º ± 3ºC) in the whole ternary system. The calcium oxide content, however, obviously is high. Since we have already substituted calcium oxide for alumina, and since calcium oxide is more basic than alumina, the fulfil- slag is decidedly too basic. Composition K has a slightly higher melting point (1150O + 3OC) and a higher silica content, but this is preferred because the slag is saturated with respect to tri-dymite and thus should not corrode siliceous refractories. Measurement of rock fragmentation has evolved from a completely subjective and manual process to a statistically objective and semi-automated process. However, ultimately, the vision is to achieve a statistically representative and fully-automated process. From the blast optimization perspective, it is critical to receive reliable rock fragmentation results quickly to incorporate into the planning of subsequent blasts. Since manual rock fragmentation measurement methods tend to be time consuming, a fully-automated method is the practical way to meet these requirements.

Since the return of the Petroleum and Natural Gas Division of the Bureau of Mines to normal peacetime functions following World War II, a coordinated program of oil and gas development and production research has been in prog- ress, and the importance of the problems has been evaluated so that the Bureau can render greater service to the oil and gas industry. Among the problems associated with development and production research, those concerned with efficient utilization of the Nation's reserves of hydro- carbons contained in gas-condensate type reservoirs continue to receive major emphasis. For a number of years an important part of the Bureau's work has been the study of two pressing problems associated with production from such reservoirs; first; an investigation of fluid properties, and the second, finding a means of controlling corrosion. Studies of the characteristics of gas-condensate fluids have resulted in the publication of a number of reports, which cover a broad field. In general they deal with subjects such as the properties of a fluid from a well; development of research equipment, means of combatting corrosion, and the many aspects of gas-condensate engineering. To provide experimental data on relative liquid and gas volumes and critical pressures and temperatures, a windowed cell was constructed that permits ob- servation of the fluid phase while making the tests. Experimentation in the field on the use of inhibitors to control corro- sion of equipment in gas-condensate wells has disclosed that solutions of chromate are effective retardants of corrosion. Engineering field studies of the Carthage and New Hope gas-condensate fields are in progress, and reports on the Sheridan and Lake Creek fields have been completed. A reciclagem de resíduos eletroeletrônicos (REEs) é importante tanto no aspecto ambiental quanto econômico, uma vez que através do reaproveitamento do REE há diminuição da quantidade de resíduos a ser destinados, além disso, contribui para a sustentabilidade do setor minero metalúrgico, pois é possível a recuperação dos metais provenientes de REEs. Presentes na maioria dos equipamentos eletroeletrônicos, as Placas de Circuito Impresso (PCIs) são compostas por materiais cerâmicos, metálicos e poliméricos. Além disso, a heterogeneidade do material influi diretamente no tipo de processamento/tratamento a ser utilizado, desta forma a caracterização prévia do resíduo é uma etapa fundamental para determinação da rota de processamento a ser utilizada. Assim, no presente estudo é apresentado o processo de caracterização de PCIs proveniente de computadores obsoletos objetivando a determinação e quantificação dos metais presentes, de forma a estudar a influência dos mesmos em processos de biolixiviação futuros. A rota de processamento físico incluiu inicialmente processo manual utilizando guilhotina e, posteriormente, moinho de martelos com grelhas de aberturas de 6 mm e 2 mm. A caracterização foi realizada através de ensaios de perda ao fogo, lixiviação ácida e MEV/EDS e a concentração dos metais foi determinada por ICP-OES. Os resultados mostraram que 50% do material particulado tem granulometria maior que 0,25 mm; as PCIs estudadas possuem 35,6% de metais, 27,2% de polímeros e 37,2% de cerâmicos. Dos metais presentes nas placas o mais representativo foi o cobre com 21,4% em massa enquanto que metais como Fe e Al apresentaram 1,1% e 1,9% em massa.

The fabrication of rhenium metal by powder metallurgy techniques is discussed. The following physical and mechanical properties have been measured and are reported: lattice constants, melting point, electrical resistivity, thermal expansion, spectral emissivity, modulus of elasticity, tensile properties and ductility at room and elevated temperatures, work hardening, recrystallization, grain growth, and oxidation resistance. IT is only occasionally that a metal reaches present-day technology with as little known about its properties as element No. 75, rhenium. Relatively scarce to date, it has been studied only infrequently and used less. Previous work on rhenium has been carried out primarily by European scientists. However, realization that rhenium occurs in commercial quantities in the United States recently has focused attention on this metal. Rhenium is a very dense high melting hexagonal-close-packed metal. Like tungsten and molybdenum, its highest oxide is volatile. However, when protected by reducing or inert atmospheres, its strength at high temperatures is greater than that of tungsten. Rhenium work hardens more than any other known pure metal, but, on annealing, becomes quite soft and ductile. Its vapor pressure is approximately that of tantalum, but it does not enter into the so-called "water cycle" nearly as readily as does tungsten. (The water cycle is a deleterious phenomenon causing blackening of lamp bulbs and vacuum tubes with subsequent failure of the filaments.) These and other properties, some already known and some found as a result of the current researches, have indicated that rhenium has many potential uses, primarily of an electrical or electronic nature. Rhenium or its alloys soon may be found in service as electron-tube filaments, cathodic emitters, or as electrical contact materials. In addition, rhenium or its alloys have potential use in such devices as high temperature thermocouples, and high wear-resistant parts such as precision instrument points. Rhenium, in the form of potassium perrhenate, was made available for this study by the Kennecott Copper Corp. The potassium perrhenate was reduced to rhenium metal in two stages, accompanied by leaching to remove potassium in the form of hydroxide. This impure metal was then oxidized to rhenium heptoxide and dissolved in water. The solution was neutralized with ammonium hydroxide to produce highly purified ammonium perrhenate, a typical analysis of which is shown in Table I. The ammonium perrhenate was ground to —325 mesh in a rubber-lined ball mill with Burundum balls. This operation caused a certain amount of impurity pickup, as reflected in the rhenium analysis shown in Table I. The fine ammonium perrhenate was reduced to metal with hydrogen. Particle size of the powder ranged from 1 to 25 microns, as illustrated by Fig. 1.

Asbestos is a natural mineral fibre which has been known and utilized commercially for about a century. From the forties, it was employed on an ever-increasing scale throughout the mechanical engineering, building, paper-making and plastics sectors, to name but a few. There are essentially five minerals which provide fibres for industrial applications, namely, the chrysotile variety of serpentine and the amphiboles such as riebeckite, anthophyllite, cummingtonite-grunerite (amosite) and tremolite. About a fifth of the world's asbestos output was once taken by Europe for the manufacture of asbestos-cement products, reinforced plastics, paper and cardboard, panels, soft insulation and spray-on powders. However, in the sixties and seventies the hypothesis regarding the pathogenic nature of asbestos fibres started to gain ground. Moreover, between the sixties and eighties the EU issued a series of regulations designed to bring about a steady decrease in asbestos consumption. This line of action has culminated in recent years in a whole set of directives banning the use of asbestos in all products. This created a major problem, namely, how to clean-up the several million tons of various types of asbestos products in various states of conservation existing in Western Europe. CORDIAM (Pat. RM95 A 000269 and Pat. RM96 A 000782 in the name of ECOTEC S.r.1.) is one of the thermal inertization techniques recently proposed for this purpose. The process provides for the low-temperature ceramization of the toxic-harmful material. Of course, with such a great variety of waste materials and the volumes to be treated, as well as the need to ensure the correct dimensional design of the thermal sections of the treatment plant, it is necessary to know as much as possible about the thermal behaviour of the wastes concerned. This paper details the steps taken firstly to ascertain the thermal behaviour of such materials as may be encountered in day-to-day practice and secondly to examine the influence of the main process parameters on the preliminary design of gas- or fuel-oil-fired rotary kilns of the kind used for waste treatment.

Extraction of gold and other metals from ores suspended in liquid slurries often involves gases (such as oxygen) as a participant in the reaction. An important factor then in setting the rate of extraction can be mass transfer of the gas into the liquid and/or solids. A number of recent studies have indicated that as solids loadings increase, mass transfer rates of gas into solid-liquid mixtures decreases. This would seem to imply that lower solids loadings would be beneficial to increased reaction rates. However, since it is the solids which are being reacted, a most intriguing paradox is created. More solids should lead to more surface area to react, but it seemingly also provides less gas to react. So is the reaction faster or slower as solids loadings increases? The creation of this paradox is imbedded in how mass transfer and reaction data is collected and measured, how it is analyzed and correlated, and finally on the rate controlling steps in the reaction. An alternative analysis of these studies is presented which clarifies and eliminates the paradox. The analysis applies to water slurries as used in gold or other metal leaching processes or in bio-hydrometallurgy, as well as to molten metal/solid/gas mixtures such as might be encountered in submerged gas injection.

Over the last fifty years, the treatment of enargite concentrates has not received much attention, primarily because of the availability of other clean concentrates suitable for processing with existing smelting and/or leaching technologies. As traditional copper ores have become scarcer, copper-arsenic ore deposits have garnered more interest. Arsenic release is a significant concern during the treatment of enargite concentrates by pyro or hydrometallurgical methods. Enargite is also very refractive in standard leaching procedures. Thus, economical treatment options for enargite concentrates are needed. Preliminary experiments have shown that the acid bake-leach process could be adapted and used for the treatment of enargite concentrates. In this study, low-temperature (100-400º C) sulfuric acid baking of an enargite concentrate followed by water leaching has been evaluated. The results indicate the thermal transformation of enargite to copper sulfate happens during sulfuric acid baking, with most of the arsenic being released from the concentrate into the gas phase when baking at 400º C. The condition for maximum copper extraction (~100%) from the concentrate was found to be 400º C, a sulfuric acid concentration of 0.5 mL/g and two hours baking time. Part of the arsenic was captured in the form of arsenopyrite (FeAsS). X-ray diffraction (XRD) analysis proved the presence of some arsenic in the form of claudetite (As2O3) in the baked concentrate. Acid baking of pure enargite behaved in a similar fashion.

"This paper discusses the importance of considering residence time distribution (RTD) in the design of flotation and mixing circuits and in the analysis of operating problems. The experiences and successes of Brunswick Mining in this area are covered and include: the development of a practical RTD measurement technique using pulp conductivity, baffle installation to improve the RTD of existing process equipment, and the method in which RTD considerations have been used to design the newest flotation and conditioning operations. IntroductionThe use of residence time distributions (RTDs) in the design and analysis of unit operations is well understood by the chemical engineering profession in while mineral processing engineers have tended to rely on empirical and rule-of-thumb factors. For example, in scale up from laboratory and pilot test results to full size flotation plant design, empirical rule s are often used to establish residence time and number of cells in the bank. Coleman suggests a factor of at least 2, and up to 5 for gold ores, be applied to laboratory determined flotation times. This is further illustrated in Table I, taken from Denver equipment.The number of cells in series to achieve the required retention time while minimizing short-circuiting has generated a variety of conclusions (Table 2). Obviously there is less than complete agreement on the subject. Young notes that a clear difference of opinion has emerged and cites as extremes, (i) the publications of Outokumpum showing unimpaired recovery for its largest machines (38 m3) compared to equivalent retention times for numerous smaller machines, and (ii) the experiences of Eastern European countries where the practice is to install banks of 30 unit s or more, operating in series, often with unit retention times of only a fraction of a minute.The empirical factors used by engineers presumably account for other than tested feed conditions, inefficiencies in large continuous machines, inevitable day-to-day circuit disruptions, gradual equipment deterioration and any other safety factor the engineer feels compelled to incorporate. An understanding of RTD concepts and techniques should help the practicing mineral engineer to develop more soundly based factors. This paper relates the experiences of Brunswick Mining in using RTD techniques in the unit operations of flotation and mixing."

This report presents a discussion of the spectra of 39 condensed thiophenes in which the structure includes at least 1 benzene ring. The vibrational bands present in three regions of the infrared spectra of these thiophenes were interpreted by comparing the similarities of the spectra of condensed thiophenes with the spectra of substituted benzenes. In the overtone-combination region 23 of the 39 condensed thiophenes had spectra which contained sufficient detail to be usable for correlating this region of the spectrum with the appropriate benzene spectrum. In the in-plane deformation region it was possible to make correlations for the vibrations of 18 of the 39 condensed thiophenes whose infrared spectra were studied. In the out-of-plane deformation region the C-H out-of-plane vibrations for hydrogen on benzene rings in the condensed thiophenes can be correlated using known data from substituted benzenes.

The Respiratory Hazards Control Branch of NIOSH routinely conducts laboratory and mine-site evaluations of dust control technologies. Gravimetric and instantaneous dust sampling instruments are used in these evaluations to measure and document dust levels to determine worker exposure. The Thermo personal DataRam (pDR) is an instantaneous sampler that uses light-scattering technology to provide relative measures of airborne respirable dust. The pDR can be used in active and passive modes to measure respirable dust levels. Tests were conducted to evaluate the sampling performance of active and passive pDR operation relative to each other and. against a gravimetric sampler (the accepted standard for respirable dust measurement). The purpose of the test was to determine if the pDR can be used effectively in the passive mode in higher velocity airflows (up to 5.1 m/s (1000 fpm)). Studies of the pDRs in both modes of operation were conducted in a controlled laboratory environment and in field situations. Dust measurements using pDR units in both modes of operation were recorded in ve¬locities ranging from 1.0 to 5.1 m/s (200 to 1000 fpm). Tests were conducted in ambi¬ent air and in air with the addition of moisture. Results show that, although the units measure different concentrations in their respective modes of operation as compared to a gravimetric sample, the relative readings can be corrected to yield accurate dust measurements.

This study is a continuation of previous work designed to further explore the mechanism of the bioleaching of sulfide concentrate at neutral pH by heterotrophic bacteria Bacillus megaterium QM B1551. The concentrate contained 13.2 percent nickel (Ni) and 0.2 percent cobalt (Co), which presented primarily as pentlandite and pyrrhotite. Contact and noncontact bioleaching experiments were conducted with finely ground ore at an initial pH of 6, resulting in 44.7 percent of Ni and 38.2 percent of Co leached in the contact-bioleaching treatment. Oxidation experiments of sulfur, thiosulfate (S2O32−) and ferrous ions (Fe2+) by cell membrane were performed to verify whether sulfur transferase, thiosulfate quinone reductase and enzyme cytochrome B558 on the surface of the bacteria could be expressed to oxidize the sulfide. The results show that thiosulfate quinone reductase and cytochrome B558 could be expressed to oxidize S2O32− and Fe2+ to SO42− and Fe3+, respectively.

Single crystals of TIC doped with boron at high temperat~ires develop second-phase inclusions. The inclusions are in the form of lamellae lying parallel to {l 11 } planes of the Tic matrix and can be vevealed by etching [100] cleavage faces of the boron-doped Tic crystals. measurements of the critical resolved shear stress. t, of TIC crystals containing such inclusions showed that the ropid drop in t wilh increasing temperatu.ve found for pure Tic was greatly reduced. At 1600°C, the inclusion containing crystals had a value of t five limes that of pure Tic. The hardening effect also was found to inhibit hot pressing of TiC powders containing boron impurity. Thermochemical and crys-tallographic arguments suggest that the inclusions are TiB2. The boron content of the hardened carbide is a few tenths of 1 pct. TITANIUM carbide is noted for its high room-temperature hardness. However, measurements of the critical resolved shear stress, T, of single crystals of Tic at high temperatures have shown that t decreases exponentially with increasing temperature.' This temperature dependence of t is attributed to thermally activated dislocation mobility limited by a large Peierls stress.' In turn, this large Peierls stress is believed to be a consequence of strong co-valent and ionic binding in Tic. The rapid drop in 7 with increasing temperature, characteristic of pure Tic, is lessened by the introduction of second-phase inclusions. Exposure of Tic to boron at high temperatures produces such inclusions. A report of the influence of boron on t in Tic is presented, followed by a discussion of the nature and formation of boron-containing inclusions in Tic which are believed to be responsible for the hardening effect. I) CRITICAL RESOLVED SHEAR STRESS OF BORON-DOPED Tic CRYSTALS Tic single crystal boules grown by Union Carbide Corp., Linde Division, were doped with boron by placing them in a carbon crucible packed with boron powder and heating in a vacuum furnace to 2000°C for 1 hr. Samples 1 by 1 by 3 mm were cleaved from these doped boules. High-temperature compression tests' were made on these samples to determine the critical resolved shear stress as a function of temperature . The rapid drop in critical resolved shear stress found for pure Tic crystals' did not occur: tests indicated that the boron-doped crystals at 1600°C had values of T equal to those of pure Tic crystals heated to only 1100°C, Fig. 1. No difference in the shape of the individual stress-strain curves was produced by the boron doping, but the stress scale was multiplied by a large factor. The hardening effect of boron in Tic probably extends to temperatures lower than those used in the present work (1100°C minimum). At room temperature, however, the influence of boron is difficult to determine because the stress required for gross plastic flow in pure Tic is SO high that in practice fracture cccurs first. Microhardness is the only test that can give an indication of the yield stress in Tic at room temperature. such measurements were made5 on boron-doped Tic; the matrix had a hardness value
