"1. Introduction and Backgrounda. In its fundamental form, risk is simply the likelihood of an adverse impact. Expanding on this theme, the Corps of Engineers has broadly defined risk associated with infrastructure as a factor of three distinct elements: a probabilistic assessment of a hazard such as a flood or earthquake; a probabilistic assessment of how the infrastructure performs in the face of this hazard; and a measure of the likely consequences – loss of life, economic damage, environmental impacts – associated with the resulting inundation scenarios.b. The lessons and observations described herein relate to the Corps of Engineers experiences in implementing risk concepts for infrastructure management during the period 2005 through 2013. The Corps of Engineers is a large, decentrally operated and centrally led federal agency that plans, designs, constructs, operates, maintains, and/or manages a portfolio of over 3,000 built dam and levee systems within the United States. The infrastructure in this portfolio is 55 years old on average, and although much of the structures provide for flood risk management benefits, many of the dams deliver multi-purpose benefits. Scale matters – where scale and uncertainty are large, risk concepts provide great opportunity and arrangement for application.c. The amount of organizational change that is demanded for the implementation of risk concepts is considerable and should not be under estimated, but need not be feared if the path others have taken is considered. This paper is, in many ways, an opportunity to step back from the last seven years of implementing risk informed management, check our own azimuth and maturation, and share the purpose and energy behind our own continuing actions. Hopefully, this azimuth check is also beneficial to those that are either considering the use of risk or are in the process of implementing risk concepts.d. Success at managing the massive change related to incorporation of risk concepts will directly affect success of the infrastructure program. The three key organizational elements to consider –human systems such as governance and competencies; policies that outline the who, when, and why of decisions and management; and the processes and technology that outline how work is to be performed - are changed fundamentally. From senior leaders to project team members and all of the people in between, there is a need to discuss, confront, and vet the change and the role people and organizations have in the process. For the Corps of Engineers, with a history of over two centuries, deeply embedded beliefs about infrastructure aren’t transformed over night - the change process is decadal in scope. Given our self imposed “project execution” mantra and corporate objective, risk seemed threatening at first to the cost and schedule of delivering infrastructure projects. In reality, risk concepts have been responsible for savings and cost avoidance of nearly $6 billion over the last three years alone while at the same time justifying increased investment by several fold for the highest risk needs."

O objetivo deste trabalho é demonstrar que a utilização da Metodologia Six Sigma e ferramentas de controle estatístico e gestão, são eficazes para controle processo, redução custos e estabilização de processos em geral. O coque dentre os custos variáveis do Circuito Polimetálicos, representa o maior custo para a unidade de Juiz de Fora e a oportunidade em otimizar sua utilização, foi identificada a partir do levantamento de dados e benchmark realizado. Observou-se que a média do consumo específico de coque grosso + coque fino no Forno Waelz, em 2012 era em média 360 Kg/t de pó de aciaria (PAE) tratado estava muito superior a outras empresas que utilizam a mesma tecnologia para tratamento de resíduos. Definiu-se então como meta do projeto atingir 210Kg/t PAE até 2014. Passando por todas as etapas de um projeto Six Sigma: Definir, Medir, Analisar, Melhorar e Controlar, todas as ações realizadas garantiram uma melhor performance da variável: consumo específico de coque, uma média acumulada em 2013 de 212,3 Kg/t PAE e 181,5 Kg/t PAE em 2014 proporcionando um custo evitado de R$ 11,6MM para a unidade.

MR. TESCHER (Disaster at Dawson) : I move that you appoint a committee of nine members of this Institute to draft a set of resolutions that we can send out to all members of this Institute, to the mine officials in all four states, that might go towards preventing these disasters; that we reach all men, all mining men, mine officials of all kinds. I think we have enough brains to carry out a few suggestions of that kind. I think you are fully familiar or know men who are fully qualified to act on this committee. The only qualification that I have is to ask that Mr. Harrington be appointed a member of this committee. PRESIDENT WHITESIDE: You have heard the motion, and I believe it was seconded. Is there any discussion? That is a subject that really needs a great deal of thought. MR. LAMB: Things like that can't be handled in a minute. What Mr. Tescher suggested is all right, but to my mind, going into a great many of these different properties, seeing the conditions, such things hit pretty close to home. I would suggest that you put this off; lay it over until such time as the people who had the disaster have some time to think these things over. It is too soon to offer even a suggestion. Suggestions are all right, but there are no nine living men in the United States who can stand up or sit down and talk it over and give you any reasonable answer, in one hour or six months. First, you would naturally have to go down there and converse with the men who were at the camp at the time. You are all operators; all you operators would -like to talk it over today. You realize that anything that is good for the camp is always acceptable in disasters of this kind. I say, do it gracefully and not by publication. MR. TESCHER: I feel that the men present know these suggestions by heart and they don't have to discuss them. They know them instinctively and they know they will apply to any mine. It must be understood that if these suggestions are not carried out, they ought to be; and there is a motion before the house. PRESIDENT WHITESIDE: Mr. Murphy, you started to rise to your feet a moment ago. Have you anything to say on the subject? MR. MURPHY: I have just returned from a visit to Mr. Brennan. Mr. Brennan and I have worked together for twenty years. The manager of our company asked me to go down there and express his sympathy. Those things come to all men if they live long enough, in the coal business, and he wanted me to express to Mr. Brennan personally his sympathy and deep regret. What I had in mind when I started to rise, was to suggest that the Institute as a whole express its sympathy to Mr. Brennan. I don't think there is a man in Utah, Wyoming, Colorado or New Mexico who has done more in safety' lines than Mr. Brennan, and it just seems bad luck that he had this disaster, and I am in hearty sympathy with the gentleman who spoke about not appointing this committee. I believe a resolution to Mr. Brennan would be very much better. JAMES DALRYMPLE: I am in sympathy with this gentleman here. I think it is going to hurt the feelings of those connected with the mines in which this disaster occurred. If you will give me the privilege for a few minutes, I will gladly express myself and the action that has been taken in the past by this Institute, and my opinion combined with a great many other opinions. And what I am going to say is going to be said by the-well, I am going to say it as I see it. I am going to say it not in an unfriendly spirit, but from a spirit of not undue criticism. I happen to be one of the original members who organized this Institute. I did what I could to obtain memberships. I remember very well when we had our first meeting that we had a very large membership. I think I have a photograph of the members which was taken on the steps of the Capitol building at that time. THREE mills are now operated by the Consolidated Mining & Smelting Co. of Canada, Ltd:: (1) The Sullivan concentrator, Chapman, B. C. (near Kimberley, B. C.), (2) the St. Eugene concentrator, Moyie, B. C., and (3) the Tadanac (customs) concen-trator, Trail, B. C. Differential flotation is the only concentration method employed in all three plants. Tables are used for pilot work only. Flotation equip-ment and control are similar in the three mills, and the flow sheets at the St. Eugene and Tadanac mills, while much simpler, are modeled after that of the Sul-livan concentrator. Successful differential flotation of Sullivan ore com-menced in the spring of 1920, in the pilot concentrator at Trail. During 1920, 193,804 tons were treated by this process. This operation continued without interrup-tion and with steady growth. For the first 7 months of . 1923, which concluded the pilot plant operation, ap-proximately 1100 tons were treated daily. I believe the Sunnyside plant of the United States Smelting &. Refining Co. was the only successful and large scale operation practising differential flotation prior to 1920. in North America. The Sullivan ore, because of its high iron content, was quite a different problem from that at Sunnyside. The entire tonnage of Sullivan ore had to be separated into three sulfide concentrate products-lead concentrate, zinc concentrate and iron concentrate. The choice and arrangement of equipment, and the original flow sheet for the Sullivan concentrator were controlled by the results of the exhaustive pilot mill test. These covered a continuous period of 3 1/2 years and involved the treatment of 1,076,368 tons of Sullivan ore. Satisfactory recoveries are made from feed; 11.0 per cent lead and 7.5 per cent zinc in the form of lead concentrate containing 69 per cent lead, 4.5 per cent zinc, and zinc concentrate containing 3.0 per cent lead and 49 per cent zinc. (The pure zinc mineral in Sulli-van ore is marmatite, 'containing approximately 54.5 per cent zinc and 10 per cent iron. It is apparent, there-fore, that 49 percent concentrate is high grade for this particular ore.)

Friction hoisting has assumed a major role since its introduction to North America less than ten years ago. Interest was illustrated by a recent visit of the Adirondack Section of AIME to a new friction hoist at Chateaugay mine of Republic Steel Corp. at Lyon Mountain, N. Y. The 80-in. diam, 4-rope machine at Lyon Mountain is typical of modern friction hoists. The hoist is mounted on a structural steel tower without deflection sheaves.

S. T. Killian (Johnstown, Pa.)—This is one of the finest papers I have read. Tying in stoichiometric calculations with furnace performance and practice is a step which had to be taken sooner or later. The noteworthy difference between Dr. Joseph's type of calculations and regular blast furnace calculations is that the Ib mol system is used as a basis. With the Ib mol system, weights, volumes, and chemical reactions can all be expressed in the same equation. In the paper, wind, ore, flux, and fuel are all expressed as lb or lb mols. Probably Dr. Joseph does not realize it, but the vague word coke appears only twice in the entire paper. Lb of C and Ib mols of C are followed through reactions but the word coke appears only as 1560 lb coke per ton of pig and 1700 lb of coke per ton of iron. Obviously in order to understand furnace reactions, the coke should be expressed as lb or lb mols of C. Furnaces can also be compared more easily. In some respects the paper is too thorough and too complete. The effects of the metalloids reduced into the iron upon the top gases represents a difference of less than 3 pct of the CO formed in the bosh. Due to the completeness of the calculations in relation to the CO/CO2 ratio, this was included and was necessary. However, the exclusion might have enabled more furnace men to follow the lb mol system of calculations through the blast furnace to a better degree. By considering only irons of similar analysis, this part of the calculations might have been omitted. However, if this had been done, total rewriting of the paper later would have been necessary in order to make the work complete as it is now. It also would not have been nearly as authoritative. In the paper, there appears the reaction: H2O + CO ? CO2 + H2 [I] Dr. Joseph states that he did not take this reaction into consideration in any calculations pertaining directly to the paper. The piobable reason- for this is that although it contains all the main reacting top gases except N2, it is rather inflexible since it is monomolecular in relation to each of the reacting gases and does not tie in with the gasification of C. Actually the reactions: H2O + C ? CO + H2 [2] 2H2O + C ? CO2 + H2 [31 and the solution loss reaction: CO2 + c ? 2c0 [41 tend to assume an equilibrium through the reaction: H2O + CO ? CO2 + H2 [I] which should be considered a balancing or equilibrium reaction. Reactions 2, 3 and 4 permit furnace conditions to balance with the CO/CO2 ratio and H2 formation. They tie in with the solution loss. Reaction 1 unites them chemically. Probably the best calculation to make at this time would be to try to find the relative importance of the CO2 from the flux and the H2 in the dilution on an actual furnace gas analysis. For this purpose the Dob-scha-Carnegie-Illinois paper—"Effect of Sized and Sintered Mesabi Iron Ores On Blast Furnace Performance" is chosen. This paper was presented before the blast furnace section of the AIME in 1948. This represents the best large scale furnace operation available to me. Unfortunately the changes were brought about by beneficiation of the burden and not by changes on one burden. In choosing the basis for the calculation in relation to the furnace, 100 mols of dry top sgas is chosen. This leaves something to be desired inasmuch as the nitrogen basis is changing but I believe it will be better understood than any other type and it is the easiest to use.

"The Edmonton region accounted for 40% of Alberta's sand and gravel production in 1981 (about 12 million m3). Most of this production was by commercial operations (75%) for use in essential public works projects (64% in road and asphalt production).Although the Alberta Geological Survey delineated 1157 million m3 of gravel, a number of areas are considered to be in short supply. An econometric model was used for forecast demand in the region. Predictions, based on this forecast and estimated supply, are that 15% of the region's gravel and 3% of the sand will be consumed by the year 2010.The City of Edmonton is the largest consumer of aggregate in the region. Approximately 40% of the gravel in Edmonton's current supply area (about 55 km radius) will be used by 2010. These estimates are considered optimistic because the supply figures do not account for sterilization of deposits - some has already taken place in the region. If 25% to 50% of Edmonton's current supplies (one major deposit) were sterilized it would result in $1,000 million of additional cost due to increased haulage alone.Information on the value of aggregate resources, the location of sand and gravel deposit s and forecast demand has been made available to all municipalities in the region to aid planners and regulators in effective future use of this important resource.INTRODUCTIONAlberta is the second largest producer of sand and gravel in Canada at ab out 50 million tonnes annually. Value of provincial production exceeded $120 million in 1985. In Albert a, aggregate is used primarily in road and building construction (about 50% and 15%, respectively) and is important in such activities as petroleum exploration, oil sands development and the forestry industry.The Edmonton region (Fig. I) accounts for about 40% of provincial production and has a per capita consumption rate of about 13.4 m3 of sand and gravel per annum. Although Edmonton dominates, with approximately 50% of regional production going into the city, aggregate is produced in every county and municipal district in the region.Sand and gravel is essential to the current way of life in the Edmonton region. The resource is valuable and dwindling. The Alberta Geological Survey (a department of the Alberta Research Council) has collected information on aggregate in this region for the last decade which ca n aid government planners and regulators in pre venting sterilization and misallocation of this critical resource. This paper is a summary of that information."

The production of both lead and zinc in Canada has steadily increased during recent years until today Canada ranks among the world's leading producers of both of these metals. The high prices which they have commanded have led to an energetic search for new deposits and also to an investigation of abandoned properties which, under the present conditions of better prices and more efficient methods of treatment, offer chances of commercial success. It is confidently expected that during the next few years success in both these lines of activity will further increase Canada's lead and zinc output, giving her a still higher ranking among the world's producers. In 1926, approximately 140,000 tons of metallic lead was produced from ores mined in Canada, and of this, 125,000 tons was refined in Canada at Tadanac, B.C. During the same year the production of metallic zinc from Canadian ores amounted to 68,000 tons, of which 62,000 tons was refined at Tadanac. History Of Lead and Zinc in Canada The production of lead in Canada is much older than that of zinc. The chief source has always been the interior of British Columbia. As earl y as the 'eighteen twenties', Indians and Hudson's Bay Company's trappers had discovered an outcrop of lead ore on the site of the present Blue Bell mine on the east shore of Kootenay lake, but it was not until1865 that active prospecting for lode deposits began. In the early nineties the activity of the silver-lead-zinc region of the Slocan reached its culmination and a steady production has been maintained down to the present time. Up to the end of 1924 the Slocan area produced over 38 million ounces of silver, nearly 300 million pounds of lead, and almost 122 million pounds of zinc.

Due to continuously growing resource demands and increasing requirements for sustainability, safety and environmental protection on the other hand, the mining industry is being subjected to these additional requirements. Over the past few decades progress has been made in all topics. In 1987, the United Nations published the following in the Brundtland Report: ?development that meets the needs of the present without compromising the ability of future generations to meet their own needs.?[5] The term ?Blue Mining? means to work sustainably, economically, ecologically, and efficiently while also improving ergonomics, for example by increasing automation. An example of how mining can actively be involved in energy management will be shown. Initial evaluations of underground cavitites were done for purpose of energy storage. The planning and construction of underground pump storage plants both in active and inactive mining operations was also investigated.

In the automotive industry, the awareness to meet Corporate Average Fuel Efficiency (CAFE) standards has evolved the need to reduce vehicular weight in new automobile designs, with the overall goal of reducing gas emissions into the atmosphere (Kyoto protocol), One efficient method has been to use lighter materials such as aluminum in outer body panels, Heat treatable AA6111 is one of the materials employed due to its unique combination of formability, paint bake strengthening and superior corrosion resistance characteristics, Researchers have applied various thermo-mechanical processes on 6000 series aluminum alloys and have found an improvement in the mechanical properties of these alloys, For a formed and painted automobile panel, the final mechanical properties involve a combination of strength components arising from cold work, strain aging and precipitation minus recovery. In this study, the evolution of microstructure resulting from the interaction of cold work and precipitation in AA6111 has been studied by means of transmission electron microscopy (TEM) after subjecting samples to various heat treatments, tensile testing and differential scanning calorimetry (DSC), This has been done to understand the evolution of microstructure and its influence on the properties of the alloy, The results show a considerable improvement in strength with a corresponding increase in strengthening precipitates with increasing level of cold work in the alloy. DSC results following the application of various levels of cold work also show acceleration in the precipitate phase formation, as precipitates are observed to form at lower temperatures, with increasing level of cold work/

Wear mechanisms of materials that constitute the equipments and operating parts in the pre-salt area during the production of petroleum and gas can include corrosion, corrosion-cavitation and corrosion-cavitation-erosion. In the laboratory, it is realizable, but at times it is inaccurate to reproduce or visualize some of these mechanisms due to the real complexities caused by hydrodynamic flows, and the physico-chemical and mechanical non-linearities. The main objective of this work was to study coupons of low carbon steel under laboratory conditions, such as corrosive, cavitative-corrosive (CO2) and corrosive-erosive (CO2 + SiO2), in a stirring aqueous saline solution (0 and 5.0 m/s) at two levels of temperature, with bubbling of gas (5.0 L/min) and contaminated with or without (2.5 % mass), by solids particles of SiO2. The surface of the coupons subjected to upstream flow (0° in a cylindrical generatrix of coupon), and downstream flows (180º) were analyzed by profilometry. The measurements of roughness and waviness of all coupons were statistically analysed using Statgraphics® Centurion XVI, at a confidence level of 95% and significant differences observed in some matrices were discussed.

The Mantos Blancos copper-silver district, a major copper-producing area since 1961, is located on the Tropic of Capricorn about 45 kilometers northeast of the northern Chile port city of Antofagasta, as shown in Figure 1. Copper oxide minerals occurring as atacamite (Cu C1(OH)3) and chrysocolla (copper silicate-hydrate) were discovered in the district in the early 1900's (Knobler and Joseph, 1962). The mine is situated in the northern Atacama Desert, one of the most arid regions on earth, and presently receives less than 1 cm per year of precipitation. The extreme aridity of the Atacama Desert is thought to have prevailed since at least Middle Miocene time (Mortimer et al., 1978) when development of important supervene copper enrichment was slowed in many areas of northern Chile (e.g., Chuquicamata, Exotica). Despite the paucity of precipitation, landform development is mature, with large alluvial fans and alluvial-filled valleys covering much of the region. In addition, the aridity and presence of salts have led to the formation of a sub-surface cementing of alluvium and colluvium by halite-rich caliche ranging from a few centimeters to over 3 meters in thickness. These factors, resulting in poor outcrop exposure, make even reconnaissance mapping difficult.

The current procedure for measuring the concentration of respirable coal mine dust is as follows. Each filter is preweighed by the filter manufacturer to ±0.1 mg. Following sampling with the Coal Mine Dust Personal Sample Unit (CPSU) at 2.0 L/min, the filter with coal mine dust is sent to MSHA for weighing. The current MSHA procedure for weighing respirable dust samples uses a Mettler Model AE163 analytical balance in conjunction with an automatic weighing system with a precision of ±0.02 mg [Tomb 19901. Each balance is calibrated twice per day. Quality control for the automatic weighing system includes the systematic weighing of one in eight filters on a second Mettler AE163 balance. Tolerance is set at ±0.1 mg between the two weighings of the same sample. Weights are truncated at the 0.1 mg level (e.g., 3.457 mg is truncated to 3.4 mg) [Bowman et al. 19851. The difference of the two truncated weights is then recorded as the weight of coal dust deposited. The respirable concentration (mg/m3) is computed by multiplying by a correction equal to 1.38 and dividing by the volume of air sampled (2.0 L/min x sampling time [min]).

In Toyoha mine near Sapporo, the ground temperature is very high, perhaps due to inflow of hot mineral water, the origin of which may be rock masses intruded by the igneous activity in the Tertiary period. The rock masses are found about 2 km east of the mine, their temperature being estimated at from 770 to 870 K at a depth of 3 km. In this mine several veins bearing zinc and lead ores have been mined down to the depth of 300 m from the level of the main entry, of which altitude is 551 m above the sea level. Formerly no attempt was made at development of the deeper part of the mine than the 350 m level from the main entry. Let us indicate hereafter the levels in this mine in such a way that the level 300 m deep from the main entry is denoted as 300 mL. Since 1974, however, the 450 mL of Tajima vein has been developed by deepening No. 5 Shaft to, and by driving drifts in the level. Much hot mineral water has been flowing into the drifts from rock. After twenty-eight months from the beginning of development, the total length of excavation amounted to about 1300 m. The success in development so far may be attributed to cooling rock and air with chilled water and to adopting heat-resisting explosives and detonators. This cooling costed very much and for further development in this level a more effective and economical cooling is desired if possible. To obtain fundamental data for designing an economical cooling, the authors investigated, as a preliminary study, the heat balance in the main drift of 450 mL, by measuring the temperatures of air, rock, hot mineral water, the rates of flow of air and water and so on, in August 1976. They are now carrying out continual measurements of the variations in rock temperature, air temperature and humidity with time. The present paper describes the details of the preliminary study.

An analysis is presented to show that the formation of rolling textures in fcc metals can be rationalized in terms of flow mechanisms operative during the rolling process. First, a general approach used by Calnan is followed, where the rolling process is approximated on the basis of two axes, p and Q. In this treatement there are two separate sets of slip systems, one for each axis, and it is shown that a homogeneous rotation can he achieved by restricting the slip systems for the two axes to share common slip directions Then, two criteria are used to select the active slip systems for the axis P: they must have relatively high resoloed shear stresses, and dislocations on these slip systems must interact attractively in order to lower total energy content Finally, a method of analysis is introduced to locate the end position of an axis by knowing its acti7.e slip systems. The result of the analysis indi- cates that two main flow mechanisms operate in fcc metals. The ideal orientation derived from one oj-them is (8 13 21) (21 8 13) which is very close to the (358) (523) orientation observed experimentally on the rolling texture of copper. This flow mechanism should only he operative in metals containing dislocations extended into partials separated by less than five times their lattice parameter. The ideal orientations derived from the other flow mechanism are a combination of (1 10} (112) and a spread of orientations with (110) parallel to the rolling plane. This type of ideal orientations corresponds to those observed in the rolling texture of silver 30:70 brass, and binary alloys with high alloying content. This flow mechanism should be operative in any fcc metal regardless of its stacking-fauIt energy.
