The subject of mine fires is a very wide one. To give reasonable coherency, the paper concentrates on the behaviour of fires in the ventilated airways of mines; spontaneous combustions are not considered. The following topics are considered in some detail: 1) Material selection: Performance requirements for mining materials in terms of flammability and smoke/fume production; methods of test and need for relevance to mining conditions. 2) Fire growth: The influence of material properties and method of use on the rate of growth of fire in a mine roadway; the influence of ventilation, slope, material orientation, proximity of walls and roof on fire behaviour. 3) The fire in the ventilation network: The influence of fire on the ventilation distribution; the circulation of fire products in the network. The influences of these topics in determining fire control strategy are then considered but topics such as fire detection and fire extinction methods are not reviewed in detail. An extensive Bibliography on papers relating to mine fires is included.

As set forth in the decision of the Trail Smelter Arbitral Tribunal, dated April 16, 1938 This Tribunal is constituted under and its powers are derived from and limited by the convention between the United States of America and the Dominion of Canada signed at Ottawa, April 15, 1935, duly ratified by the two parties and ratification exchanged at Ottawa, August 3, 1935 (hereinafter termed "the Convention") . . . The duty imposed upon the Tribunal by the Convention was to "finally decide" the following questions: (1) Whether damage caused by the Trail Smelter in the State of Washington has occurred since the first day of January 1932, and, if so, what indemnity should be paid therefor? (2) In the event of the answer to the first part of the preceding Question being in the affirmative, whether the Trail Smelter should be required to refrain from causing damage in the State of Washington in the future and, if so, to what extent? (3) In the light of the answer to the preceding Question, what measures or regime, if any, should be adopted or maintained by the Trail Smelter? (4) What indemnity or compensation, if any, should be paid on account of any decision or decisions rendered by the Tribunal pursuant to the next two preceding Questions? In this decision reported to the Government of the United States of America and to the Government of the Dominion of Canada, the Tribunal answered the first question in its entirety and reserved decision on the other three questions in accordance with the following extract from their decision

The Bureau of Mines surveyed the solid wastes that have accumulated from coal mining in Washington, Oregon, and Montana. Location, amount, character, and condition were determined, and both economic and environmental factors were considered. Areas covered by waste comprise 800 acres in Washington, 5 acres in Oregon, and 1,200 acres in Montana. In a few cases waste is being utilized, particularly cinder from burned refuse dumps, as fill in road construction and as a ceramic raw material. It is estimated that wastes deriving from coal mined for electric power generation by 1974 may amount to 3 million tons of washery refuse, 2.7 million tons of fly ash, and 1,000 acres of spoil banks.

This paper describing the methods of recovery and treatment of a sand and gravel deposit and the preparation of these materials for a number of special markets is one of a series being prepared by the U. S. Bureau of Mines. It is of particular interest to those sand and gravel operators who have a surplus of fine sand which must be sent to waste, both from the point of view of, equipment and the variety. of markets supplied, and in that it describes one of the few sand and gravel plants which have resorted to hydraulic classification for sizing fine sand. This paper has been prepared as a progress report in connection with the series of articles on mining methods and costs which are being published by the U. S. Bureau of Mines in the form of information circulars. Then enough circulars have been completed it is planned to publish a more complete and comprehensive paper in bulletin form dealing with the subject of underground transportation. Progress reports, followed by bulletins, will be prepared from time to time dealing with other subjects included in the general study of mining methods at individual mines, such as mine development, drilling, and blasting; stoping methods (each principal stoping method to be summarized in a separate paper); ventilation; wage, contract end bonus systems, etc.

This report summarizes research into the root causes of failures in mine power systems which impact safety and reliability. Abnormally low fault currents, due to arcing faults, self-excited systems, and fallen trolley wires are examined and quantified. The reliability of components which are critical for safety is studied, as well as reliability of components which are crucial to the mining pro cess. Failure rates are found through in-situ tests, accelerated life tests, studies of mine maintenance, and fault-tree analysis. Reliability data is used to predict fatalities and lost-time accidents through computer-aided fault-tree analysis. Analytical support tasks reported include the deriving of trailing-cable ampacities under cyclic loading, and the measurement of connected ground beds.

The Federal Bureau of Mines conducts a comprehensive test program on clay and shale at the Tuscaloosa Metallurgy Research Center. All samples are subjected to standard preliminary ceramic tests, which include firing formed briquets at temperatures ranging from 1,000° to 1,250° C to identify firing range and colors, and quick-firing to determine bloating characteristics. Materials that shop potential as structural products are further tested after either extrusion or dry-pressing. If the quick-fire test is positive, bulk samples can be fired in a rotary kiln to evaluate their potential as light- weight aggregate A number of miscellaneous tests also can be conducted if requested. These tests determine properties such as refractoriness (pyrometric cone equivalency), oil-bleaching characteristics, oil absorbency, viscosity for drilling-mud applications, sand-bonding properties for foundry usage, and pelletizing characteristics.

For several years the United States Bureau of Mines has been making a study of ventilation in metal mines, this study covering practically all the important mining districts of the country. One of the districts where a close and extended study was made was that of Butte, Mont., with its numerous interesting problems and conditions. In February, 1916, Daniel Harrington, mining engineer of the United States Bureau of Mines, was detailed to investigate the circumstances surrounding the death of 21 men in the fire at the Pennsylvania mine at Butte, and during that investigation he made underground visits to several of the large mines through the courtesy of the mine operators, and became much interested in the ventilation conditions. In May, 1916, Mr. Harrington was detailed te work in cooperation with Dr. A. J. Lanza of the United States Public Health Service in an investigation of the prevalence and causes of miners' consumption in the district. This work broadened so much that the investigation was not completed until late in 1918, the investigators making a detailed inspection of all working places in four large mines and a more or less extended examination of conditions in about 20 other mines. Ventilation was recognized immediately as being an important factor in the health of miners, and from the outset of the investigation a large part of the work consisted in obtaining and compiling data relative to the flow of air, humidity, and temperature. The officialsof the North Butte mine were engaged in making a study of ventilation problems before the coming of the investigators, so that opportunity was given to work with those officials for several months. Detailed data on air flow, temperatures, humidities, and an analyses had been obtained before the fire in the North Butte mine June 8, 1917, which resulted in the loss of 163 lives. Much information was obtained during the progress of the fire, and a detailed examination was conducted after the fire, hence an exceptional opportunity existed to study conditions relating to ventilation. This bulletin is a result of studies made from the data collected during the two and one-half years of study and observation a-boveoutlined. Its publication has been delayed through lack of funds for printing. Other publications relative to metal mine ventilation -in other parts of the United States are expected to follow.

The data in this bulletin were obtained during an investigation of screening practice by the University of Illinois engineering experiment station and the United States Bureau of Mines under a cooperative agreement between them and the State of Illinois Geological Survey Division. Earlier work on this subject includes a study of the general practice of coal preparation in Illinois, made in 1914 and published in 1916/ and an investigation of Illinois coal-w.ashing methods, results of which were published in 1912 in a bulletin 2 that contained complete information on the methods then in use for sizing washed coa 1.

A brief history of the significant haulage truck feature changes and the factors that influenced those changes during the 60's and 70's provide a basis for forecasting the changes that can be expected in the 1980's. A review of the impact factors and changing requirements that currently exist that will create changes. Define the critical requirements of a successful haulage truck design and discuss the availability of bigger engines and better electric drive componetry to provide deeper pit capability and improve reliability. The Unit Rig Trolley Assist System to provide improved productivity and diesel fuel savings and an economic analysis to evaluate the Trolley System is covered. The Unit Rig Automatic Truck System for a driverless truck is covered in concept and discussed from the point of view of the experience in a test in a New Mexico mine. INTRODUCTION A good basis for trying to forecast what is going to happen in the future is to go back a little bit in history, to see what the influencing elements were in different periods of time as a foundation for the forecast. INFLUENTIAL FACTORS IN THE 1960'S If you look at the truck development that occurred in the 1960's, there were some identifiable factors that give us insight. The report is too voluminous to be considered in detail within the scope of a single paper, so I will confine my consideration of it to the broader aspects, leaving other members to deal with points of particular interest. The method of presentation leaves one with an uneasy sense of prolixity and confusion of thought; the foreword by the Chairman may well be accepted as a true index of the whole. His argument amounts to this: Recognizing at the outset the futility of divided counsels, it was deemed advisable to arrive at unanimity. To this end, some members subscribed to views to which they do not whole-heartedly assent, thus giving weight to conclusions with which they were at variance. Unanimity cannot be qualified-either it exists or is absent-and, moreover, in the text of the Com-mission I can find no word that unanimity is required. Surely it would have been preferable to have a unanimous report covering such aspects as were acceptable to all members, with minority reports by individual members on such other aspects as were controversial, leaving it to the Government to give such weight to the divergent views as the personality of their sponsors might warrant. In the final analysis the value of an opinion varies directly as the personality of its exponent.

The subject of surface mine development is large. This section covers the fundamental concepts involved in both the open pit mining of thick or steeply dipping deposits as well as the strip mining of thin, shallow, and relatively flat-lying seams or beds. Design involves the marrying of geometries, ore and waste characteristics, equipment, and economics so that the desired result is achieved. Generally, there are many possible combinations from which to choose. For example, extraction over a short time period requires one strategy while quite another is applied for longer times. Variations in supply and demand require some flexibility of operation. Customer requirements impose certain constraints regarding the set of possible designs. Over recent years, planning and operating considerations for surface mining imposed by environmental requirements have increased markedly. There have, at the same time, been enormous advances made in the design aids available to the mine planner. Computer simulation of the various options, whether it be for mine design or equipment selection, provides detailed information for decision making in real time. A significant challenge to the engineer/planner is how to best use the aids avail-able. Because of the widespread use of commercially available and in-house computer software by industry, this section does not deal with the details of planning (for basic coverage of mine development, see Section 7). Rather, some of the basic concepts are stressed. The principles involved in equipment sizing and selection are discussed. A highly important but sometimes over-looked aspect of planning, haul road design, is also covered. For surface mining operations of the future, in-pit crushing and conveying will become even more important. Some of the considerations for application evaluation are included. The section concludes with some future concepts for surface mining.

This circular is intended to present in brief form the statutory provisions of Pennsylvania regarding mining operations, in force at the end of the 1931 session of the legislature. lo reference is made to general laws which affect mining only incidentally in common with other subjects, such as the workmens compensation law. The statements have been condensed as far as practicable, and provisions not deemed of general interest, such as matters dealing only with administrative details, have been omitted. This circular obviously is not written with such particularity as to be of great value to the legal profession, but it is hoped that it will be beneficial to the mining industry in giving this information in a relatively compact form. At the end of each paragraph the statute from which it is derived is cited to facilitate reference to the text of the law. It is planned to publish additional circulars from time to time dealing with the mining laws of other States. Any criticisms of the form of publica- tion followed herein, or suggestions aimed at the improvement of future circulars, will be welcomed.

MY endeavor in this paper will be to tell something of the accomplishments and current problems of the anthracite producer and to suggest some of the avenues for technical development that seem to me to be the most necessary and likely to bear fruitful results. The several subjects, that I find of most interest will be taken up individually with brief reference to the future trend. Underground Mining and Loading ?In this field great progress has been made in the last twenty years, beginning with the introduction of the scraper system. The electrical hoists for the operation of scrapers have been improved, and give little trouble, but there is an open field for the improvement of the auxiliary apparatus, particularly in the application of roller-hearing sheaves to the guiding of scraper ropes. Also notable in the last six or seven years is the introduction of shaker chutes, so that far more anthracite is now loaded over them than by scrapers. This trend should continue to be manifest, particularly if those who are looking ahead and who are charged with the development of this specialty continue constantly to study and improve the mechanical design of their shakers.

Germany's' wartime coal-tar industry had two main branches, which can best be considered individually because their raw materials, operations, and distributions were almost completely separated. One branch, old and well-established, was concerned almost entirely with processing coal tar produced by the high-temperature carbonization of caking bituminous coal. Carbonization was effected principally in byproduct- coke ovens and to less extent in vertical, horizontal, and inclined retorts. The high-temperature tar was all processed in tar-distilling plants that handled high-temperature tar almost exclusively.

This information circular is one of a series published by the Federal Bureau of Mines in which the methods and costs of producing uranium ore on the Colorado Plateau are discussed. This report describes the three largest company-operated uranium mines of Climax Uranium Co. - the G-1, the Mineral Joe, and the Frank No. 1. Climax Uranium Co., a subsidiary of American Metal Climax, Inc., was [corporated] May 11, 1950, just 2 years after establishment of the domestic uranium program by the Atomic Energy Commission. Twenty-five years earlier Arthur H. Bunker, now chairman of the board, American Metal Climax, Inc., organized and operated the U. S. Vanadium Co. at Rifle, Colo.3/ Soon after Climax Uranium Co. was organized, it entered into a contract with the Federal Government to build a uranium-vanadium processing mill in Grand Junction, Colo. Under the contract Climax leased from the Federal Government certain uranium-bearing lands that had been withdrawn from public entry in 1948. From Minerals, Engineering Co. on June 12, 1950, Climax acquired other uranium-vanadium properties on Calamity, Outlaw, and Monogram Mesas in Colorado and on Polar Mesa and in the Yellow Cat area of Utah. To house the milling equipment, Climax leased the old Grand Junction sugarmill building of the Holly Sugar Co. Milling facilities, based on a then new process developed for treating both uranium and vanadium, were completed, and the plant went into production in 1951.

THERE is not the slightest doubt that the present recoveries of valuable minerals by the Broken Hill mills could be improved, and that further machinery would be installed for the purpose if it could be assured that a high price of metals would be maintained; but concentration, like all other com¬mercial propositions, is a question of profit and loss, and no sensible metallurgist would carry out his work in such a manner as to obtain high recoveries at a financial loss to his company. There is a point in all concentration at which the added money obtained from the higher recovery of minerals is balanced by the extra cost of obtaining the last part of the recovery; a wise metallurgist will be content with his work before his working-expenditure reaches this point. To a casual observer, the work being done by the various Broken Hill mills is identically the same. A closer investigation will show that this is far from being the case, for it is a remarkable fact that, although the larger mines extend over a length of approximately only 2 miles, such a difference in the physical and chemical properties of the ores exists that, from the first reduction downwards, special treatment is necessary in each case, and hardly any two mills are identical in operation. The details of this paper refer directly- to the work of one . particular mill in Broken Hill, for the reason that the ore from each mine presents special difficulties and requires its own special treatment. I have selected the mill referred to because it has been constructed and modified under my supervision.

"INTRODUCTIONThe U.S. Bureau of Mines (USBM) was established in the public interest to conclude inquiries and scientific and technologic investigations on mining and the preparation, treatment, and utilization of mineral substances; to promote health and safety in the mineral industries; to conserve material resources and prevent their waste; to further economic development; to increaseee efficiency in the mining, metallurgical, quarrying, and other mineral industries; and to inquire into the economic conditions affecting those industries. The organic act of the Bureau, as amended by Congress and approved February 25, 1913, made it the province and duty of the U.S. Bureau of Mines to ""disseminate information concerning these subjects in such manner as will best carry out the purposes of this Act.""In accordance with this directive, USBM reports the findings of its research and investigations in its own series of publications and also in articles that: appear in scientific, technical, and trade journals; in "" proceedings of conventions and seminars; in' reference books; and in other non-USBM publications. The number of these reports, the wide range of subjects they cover, and the variety of mediums in which they appear make this kind of list both necessary and valuable.This edition describes reports and articles published during calendar years 1992 and 1993. This paper describing the mining practices at the Chino mines at Santa Rita, Grant County, N. Mex., is one of a series being prepared by the Bureau of Mines on mining practices, methods, and costs in the various mining districts of the United States. The Nevada Consolidated Copper Co., Chino mine's, operates an open-cut copper mine at Santa Rita, Central mining district, Grant County, N. Mex. This mine is located about 16 miles east and slightly north of Silver City, the county seat. The ore is-transported in standard railroad cars by the Atchison, Topeka & Santa Fe Railway Co., approximately 10 miles to Hurley where it is milled. The concentrated are shipped approximately l'70 miles over the same railroad to the smelter of the American Smelting and Refining Co., at El Paso, Tex. (fig. 1)

The introduction of mechanized mining in coal mines, which has speeded loading, has emphasized the importance of efficient underground transportation systems. The purpose of this investigation is to study and analyze various systems now in use, and to derive conclusions therefrom. This report may be helpful to operators who are planning new systems of transportation or who are revising present systems to increase their efficiency. This paper is the first of a series on this subject and des¬cribes some systems of transportation `utilizing rail haulage, ACKNOWLEDGMENT The information used in preparing this report was obtained through the courtesy and cooperation of the officials of the companies whose mines were studied. The descriptions of the transportation systems at the mines included herein have been checked for accuracy, and publication of the data has been approved by the executives of the several operating companies.
