The paper deals with highly efficient dust collecting systems of the 10-600 type which constitute new generation installations de- signed to eliminate dust hazard in headings driven with roadheaders. A vortex ventube controlling the air flow in the com- bined ventilation system by means of air vortex generated by the ventube drive unit is also presented. From the results of measurements of under-roof concentrations of methane it appears that the application of the vortex ventube makes it possible to decrease the under-roof accumulation of methane more than 10 times.

The structure, composition, and morphology of the carbide phases present in the nickel-base superalloy, Mar-M200, hare been determined and three carbide phases observed. The MC carbide is a solidification product, and the M23 Co and M6C carbides are both prod~icts of solid-state precipitation. The identity of each phase usas determined by both X-ray and electron-diffraction techn~ques. Compositions of all three carbides were studied using the electron beam micro-probe analyzer and by unalyszs of electrolytically extracted residues. Optical and electron microscopy were employed in order that the time/temperature -dependent behavior of the carbides might be observed. Supplementary studies were completed on thin foils and oriented single crystals to determine the mor-phology and orientation relationship of each phase with that of the matrix. MAR-M~OO* is a high-temperature, creep-resistant superalloy designed for use in the as-cast condition. The "as-cast" microstructure consists of a solid-solution matrix, referred to as gamma (y), which contains a general, coherent precipitate of the inter-metallic Ni3(A1,Ti) referred to as gamma prime (?). As a result of dendritic segregation during solidification, a degenerate, spherulitic ? -?' eutectic constituent is present at the grain boundaries and the in-terdendritic regions, which is nucleated by the y on the dendrite tips. A primary carbide phase, a solidification product, is also present at the grain boundaries and in the interdendritic areas, and an additional carbide appears at the grain boundaries as a fine discontinuous precipitate. The alloy is particularly susceptible to heat treatment. For example, the mechanical properties of the columnar grained mater- ial are substantially improved by solution heat treatment, followed by an intermediate temperature age. Metallographic examination of heat-treated material reveals, however, that exposure to elevated temperatures has a marked effect on the microstructure of the alloy; in particular, it is observed that precipitation of considerable amounts of various carbide phases occur. The following investigation was carried out to determine the morphology, composition, and behavior of the carbides in Mar-Ma00 as an aid to the determination of their effect on the mechanical properties and stability of the alloy. THE PRIMARY MC CARBIDE The MC carbide phase appears in the interdendritic interstices and the grain boundaries. In directionally solidified Mar-M200 the carbide appears as very small particles in the chilled region, Fig. l(a), whereas in material less affected by the chill, it becomes larger and develops a dendritic morphology, Fig. 1(b). Step polishing of metallographic specimens from this region shows that in directionally solidified material the individual carbide dendrites are connected in a dendritic network within the metallic interdendritic interstices, whereas in material from the chilled region and in conventional Mar-M200 they are discontinuous, isolated dendrites. No orientation relationship exists between the primary carbide and the matrix.

ALTHOUGH the metallurgical treatment for the Ophir Hill tailings was developed more than 20 years ago and in the interim a vast amount of experimental work was done with later-developed flotation reagents, it was found necessary to revert to the original oil reagents and their combinations with specific chemical reagents in order to obtain results of economic value. This is of especial interest because in present ore-treatment investigations later-developed flotation reagents are used almost exclusively and the coal-tar derivatives, except in certain patented reagents, are virtually neglected. These coal-tar oils and derivatives still have a definite field of application, especially in the treatment of some oxidized ores when modified sulphidization is desirable. The Ophir Hill tailings deposit is in Ophir Canyon, Tooele County, Utah, about 55 miles southwest of Salt Lake City and 25 miles south of the Tooele smelter of the International Smelting and Refining Co. A road good for trucks leads directly from the Ophir mill to the smelter. TAILINGS These tailings were produced in the old Ophir Hill gravity concentrator previous to 1921. The original mill ore was a heavy lead-zinc-copper-silver-iron sulphide ore formed by limestone replacement. The gangue is a highly siliceous lime. An assay of the original milling ore would approximate 1.0 per cent Cu, 6 to 8 per cent Pb, 6 to 8 per cent Zn, 8 to 12 oz. Ag, 18 to 25 per cent Fe, 2.0 per cent CaO, 20 to 5o per cent insoluble. The gold content was 0.005 oz. or less. Tailing was impounded in a fairly wide area in a canyon about ½ mile below the mill. A number of dirt embankments were thrown up to form settling ponds and the tailing was allowed to flow through them in series. Coarser sand deposited at the upper end of the ponds and the finer slimes settled gradually as they passed through the successive settling ponds. As soon as the coarser tailings filled a pond, the tailings were by-passed to the next pond and teams and scrapers were used to haul the deposited sand onto the banks to make them higher. The final dump was approximately 2500 ft. long and 250 ft. wide at the bottoms, with banks sloping up at 45°. The coarser sands predominated at the upper ends and sides of the ponds while the proportion of slimes increased steadily at the lower ends. The lower end of the pond contained over 50,000 tons of slime tailings, 90 per cent of which passed through a 200mesh screen. SAMPLING The entire tailings deposit was sampled by drilling vertical holes so placed as to give data concerning size segregation and the contour of the underlying ground as well as to secure an assay sample. To alleviate pollution more restrictive legislation is being enacted, either limiting emission of pollutants or the type of fuel that can be utilized. The nature and magnitude of air pollution problems affecting the mining, preparation, coking and combustion of coal are described. Methods for combatting particulate emissions by use of mechanical separators and electrostatic pre-cipitors are discussed. Proposed methods to meet the problem of gaseous emissions currently receiving considerable attention are described, with special emphasis on methods to decrease pollution by sulfur oxides. Concern about air pollution goes back several centuries, but until very recently most effort has been aimed at coal smoke and other visible pollutants. The classic example of a 'successful' campaign for smoke abatement and control is the fruitful combined effort of the city of Pittsburgh and its surrounding Allegheny County, which eventually led to the reconstruction of downtown Pittsburgh at an estimated cost of one billion dollars. Historically, the city's downtown Golden Triangle district had been afflicted by pollutants evolving from steel mills, from a variety of other industries, and from railroad locomotives. Efforts to alleviate the situation prior to 1943 were virtually ineffective. In 1945, however, a comprehensive redevelopment plan was prepared and backed by state authority. Within a few years a clean, modern metropolis has evolved where once stood America's famous 'smoky city.' But the victory in Pittsburgh, as in various other American cities, has not solved the national problem. Current estimates indicate that 133 million tons annually of air pollutants from all sources still are emitted annually into the atmosphere above the United States. About 10% of this annual effluent is particulate matter so that most of the remaining pollution problems will be solved only when other effluents are reduced. Essentially, these are sulfur oxides, nitro- gen oxides, hydrocarbons, and carbon monoxide. Over the years, both states and local communities have tended to increase the restrictions on smoke and fly ash — problems mostly of concern in the combustion of coal. Prior to the middle 1950's, ordinances sometimes permitted emissions of smoke equivalent to as much as No. 3 on the Ringlemann scale. Since 1956, no ordinance has been passed which allows smoke of greater than No. 2. Under today's conditions of improved fuels, equipment and practice, a few communities have passed laws prohibiting emission of smoke of any density darker than Ringlemann No. 1. The majority of existing laws on fly ash emission in the U.S. limit emissions equivalent to 0.85 lb of fly ash per 1000 Ib of flue gas. In recent years, however, regulations which have been adopted give cognizance to the higher level of performance now obtainable with improved equipment. A comparison of the restrictions of five codes adopted since 1960 is given in Table I. The most stringent of these is the one for New York City which provides for a maximum emission of 0.6 lb fly ash per million Btu heat release (equivalent to roughly 0.51 lb/1000 lb of flue gas). The first comprehensive effort to restrict the emission of SO2 resulted from the passage of a 1937 law in St. Louis. This regulation stipulated that coal containing in excess of 23% volatile matter and 2% sulfur must be washed, thereby presumably producing some effective reduction in the input sulfur content. This was followed in 1949 by a Los Angeles County law which prohibited the emission of SO2 in concentrations greater than 0.2%. Most SO2-restrictive legislation passed since that date has been based on this limiting 0.2% SO2 by volume, although modifications are occasionally permitted under selected conditions, sometimes based on the fact that certain limiting ground concentrations are not exceeded — such as in the rules adopted by the San Francisco Bay area. To date, no legislation has been passed in the U.S. to limit the generation of nitrogen oxides from the combustion of fossil fuels. However, such oxides are considered to be of potential importance in air pollution control because of their possible detrimental effects on health and their reported role in the formation of photochemical smog. Interest in reducing oxides of nitrogen from powerplant and auto exhausts is increasing and regulations limiting their quantity can be expected in the future.

In the course of closing the gap between the Brandenburg Gate and Alexanderplatz, the Museum Island station was built by Implenia Construction GmbH. The tunneling for the platform hall took place on a length of about 106 m (347 ft) under the protection of a major ground freezing measure and crossed the Spree canal as well as the listed castle bridge. The approximately 20,000 m³ (4.54 E+06 US gal dry) frozen mass lay mainly in the Berlin sands. In order to ensure safe tunnelling and to protect the adjacent buildings, the planners had defined requirements for the mean freezing temperature and thickness of the frozen mass. For a reliable conclusion on the dimensions of the frozen mass, we used innovative temperature sensors as well as the new, web-based 3D measurement visualization and the associated site-specific evaluation software. The largely automated evaluation enabled a quick and reproducible determination of the temperature distribution in the frozen soil and its thickness in the relevant cross-sectional areas. The measurements were validated by thermal calculations using the Finite-Element-Method. Thus, an objective and clear assessment basis was available to ensure rapid coordination between stakeholders. The evaluations provide new insights into the temperature influences from tunneling, the application of shotcrete and the concreting of the inner shell. The newly implemented active thawing system is also an interesting innovation.

Williams numbers his acquaintances in the mineral industries by the thousands and h because his principal hobby is liking human beings, most of his acquaintancs are also his friends. Clyde is one of the many outstanding metallurgist, in the United States who started as a chemist. After graduating from the University of Utah in 1915 he was successively chemist for U.S. Smelting Refining and Mining Co., and at the Bureau of Mines station at Ithaca, N.Y. He then got into, metallurgical work and in 1920 he was appointed superintendent of the Northwest Station of the Bureau of Mines at, Seattle. Subsequently he was assistant to H. INTRODUCTION The idea of water management and control at the Church Rock Mill operations began to take shape in February 1979. At that time, we were already investigating the feasibility of decreasing the fresh water requirements so that the solids would become the limiting factor in tailings impoundment utilization. The area for solution evaporation could be kept at a fraction of the normal requirements under the standard process of full water usage. The Church Rock Mill is an acid leach circuit followed by solids/liquid separation with thickeners in counter current decantation, and solvent extraction. Following the normal design of acid leach circuits, reuse of tailings solution was not incorporated in the original mill process design. INITIAL WATER CONTROL INVESTIGATIONS The investigations to decrease the fresh water requirements centered around modifying the grinding circuit from the present semi-autogenous grinding (SAG) mill in closed circuit with hydrocyclones, to open circuit grinding with a rod mill. The open circuit grinding with the SAG mill and rod mill in series had the potential of decreasing the water requirements for grinding and leach dilution by approximately 50% or 1.4 m3/min (300 gpm). The grinding pulp density would be maintained at 70 to 72% solids, and the leach dilution to 50% solids would be accomplished with acid tailings liquor recycle. In such a grinding circuit arrangement, the SAG mill would provide the primary or coarse grind, and the rod mill would be used for the fine grind. By the SAG mill and rod mill series grinding method of water control and other secondary water controls in various places downstream from the grinding circuit, the required necessary evaporation area was estimated at 120 acres of liquid surface. A second method of water control at grinding was investigated. A two-stage cyclone classification circuit appeared to have a good potential of achieving the same water reduction at a much lower capital and operating cost. However, in retrospect, this would not have been a viable method since a high slime recycle load would have been established hindering classification. The use of reagents to neutralize the acid tailings solution was not considered seriously at that time, since it would have materially increased operating costs, although it would have also allowed more tailings solution recycle and consequently, less fresh water usage. However, with the tailings solution deposition area available at that time, it was not then necessary to incur the high cost of neutralization. The control expected by the series grinding of semiautogenous and rod mills would have been sufficient to maintain a water consumption/evaporation equilibrium well in line with the available land area. IMPLEMENTATION OF NEUTRALIZATION OPERATIONS During the summer of 1979, the UNC Church Rock Mill experienced a tailings dam breach which resulted in a prolonged mill shutdown. Upon resumption of operations at the end of October 1979, tailings deposition was restricted to a small portion of the tailings impoundment area. Figure 1 shows the general tailings area and the limits of the present deposition area in the central part including the borrow pits. These borrow pits had been excavated to provide materials for tailings dam construction. Immediately after resumption of operations, it became evident that it would be necessary to control the quantity of liquid to be evaporated because of the small confined area available for tailings solution deposition and to maximize the deposition time in the tailings area. The water control required had to be exercised on a large scale, and to be in operation as quickly as possible. An obvious solution was to reuse the tailings liquor in mill process. Immediate steps were taken to install the necessary equipment for tailings neutralization on an interim basis. Anhydrous ammonia was selected as the primary neutralization reagent since it was the quickest system that could be placed in operation. Previous laboratory tests indicated fair results with ammonia neutralization. Such a system required a minimum of installed equipment and handling. INITIAL NEUTRALIZATION OPERATIONS Actual neutralization operations began on November 26, 1979. The raffinate solution which normally would have been discarded was pumped to a 3.7 m (12ft) diam by 4.3 m (14ft) tank for reagent contact, see Figure 2. At this tank, anhydrous ammonia was added directly from the tanker trailers and controlled at pH 7.0 nominally. Agitation was provided by air sparging. The neutralized product formed a highly viscous slurry in the grinding circuit which resulted in pumping and cyclone classification problems.

Development of the Davcra flotation cell has continued over the past seven years. Preliminary testwork on single cells has now been extended to a com- plete Davcra flotation circuit, to cells ranging from 5 to 400 tons per hour capacity and to cells operating on a variety of materials. Operation of both test and production units has shown the Davcra cell to be competitive with conventional flotation machines. It offers a lower capital cost installation than conventional cells and in addition has a number of. operating advantages, particularly in its adaptability to automatic control.'

Efficiency of the chemical looping combustion technology is adversely influenced by surface properties of oxygen carrier materials during oxidation–reduction process changes at elevated temperatures. In this work, natural hematite (Fe2O3) and alumina (Al2O3) supported Cu-spinel (CuFe2O4) oxygen carrier particles were isothermally exposed to redox gas cycles (air and 10 vol% CO–90 vol% Ar) at approximately 800 °C and studied using a high temperature confocal scanning laser microscope for real time alterations in surface morphology, roughness, and particle volume. 3D topological scans from each cyclic gas exposure indicated hematite particles exhibited noticeable volume expansion in reduction and shrinkage in oxidation, corresponding to respective phase transformations. Materials surface changes during the redox gas cycles are discussed.

The influence of flux CaO2–Al ratio on the Self propagating high temperature synthesis (SHS)-casting reaction products in WO3–Si–Al system has been investigated in this study. Incorporation of CaO2–Al amounting to 1–5 wt% of total charge has been found to be adequate to form WSi2 intermetallic with a maximum hard-W5Si3 secondary phase. The micro-hardness of tungsten silicides intermetallic product increased significantly with CaO2–Al ratio. The as-SHS-casting products were characterized by X-ray diffraction (XRD) and scanning electron microscope (SEM) with energy dispersive x-ray (EDX) technique.

Subsidence has occurred in several areas of the upper Gulf Coast region of Texas, although in most cases this is not evident without precise instrumental leveling. As referred to in this report, the region com- prises about 7200 sq miles of the Gulf Coastal Plain and includes all or parts of the following counties: Harris, Fort Bend, Waller, Brazoria, Galveston, Liberty, Chambers, Orange, and Jefferson (Fig. 1 ). Topographic relief is low, ranging from sea level at the Gulf of Mexico to 300 ft or more in northwestern Harris County.

Most compact bucket wheel excavators in use are in the small to medium range. Large compact bucket wheel excavators compete directly with con- ventional longer boom excavators which have operational advantages over the large compact. There are, however, situations where the large com- pact excavator is viable. In the development of these large compacts there are a number of technical features to be addressed. In addition the SECV now propose to expand the concept to a large compact bucket wheel excavator with a bridge and loading unit for their Loy Yang Open Cut.

INTRODUCTION Ever since miners were faced with the task of moving ore, some form of scraper has been in use. At first, men and beasts of burden supplied the power to move the scraper, and later, machines were developed for this purpose. In the early 1900s, a few mining properties used small pneumatic single-drum winches to pull loaded scrapers to a raise or ore pocket, and the empty scraper then was dragged back to the muck pile by a miner, as shown in Fig. 1. Just prior to 1920, an improvement was introduced, using two single-drum hoists. As illustrated by Fig. 2, the second hoist was used to return the empty scraper to the muck pile. However, this arrangement still re¬quired two men, one operating each hoist. The next developmental step was to eliminate the second man by locating the hoists side-by-side and using one man to control both hoists. As illustrated by Fig. 3, this involved the use of a tail rope over a sheave to pull the scraper back. The greatest progress in development and the great¬est increase in the use of slusher haulers occurred between 1920 and 1930. In 1921, the Sullivan Machinery Co. designed and built the first two-drum scraper oper¬ating on the principle illustrated by Fig. 4. It was powered by a 4.5-kW (6-hp) Turbinair(r) motor and would pull a 450-kg (1000-1b) load at 0.61 m/s (120 fpm). In 1922, this unit was shipped to the Verona Mining Co. of Caspian, MI, and it experienced immediate success in the Lake Superior iron ore district. Since the two-drum slusher was much less expensive and more efficient than hand mucking, the Lake Superior mines were saved from financial disaster when iron-ore prices fell 25% between 1923 and 1925. Immediately there¬after, a demand developed for slushers that would oper¬ate with electric power, which was considerably cheaper than compressed-air power. In 1923, the Sullivan Machinery Co. responded with the first electric-powered double-drum hoist. During subsequent years, design improvements in¬cluded separate tail-drum gearing to increase the tail¬drum speed, as welt as a number of safety features such as rope guides. One result of these improvements and their utilization by the Michigan iron mines was an in¬crease of 100% in the tons of ore per miner per day in those mines between 1924 and 1929. Since the two-drum slusher was capable only of straight-line mucking, it was not a practical machine for use in open stopes. In 1929, the Sullivan Machinery Co. introduced the first three-drum slusher. As illustrated by Fig. 5, two tail drums and one hauling drum were provided. A tail sheave could be placed at each side of the stope, and the ore then could be loaded and hauled to a central point from the entire width of the stope. During the 1930s, progressively larger slushers were demanded. By 1940, two- and three-drum units were available with motor power as high as 45 kW (60 hp), and slusher power continued to increase after 1940. Be¬tween 1951 and 1952, Joy Manufacturing Co. designed a 112-kW (150-hp) two-drum Blusher for the Climax Molydenum Co. Although there has been no demand for a slusher more powerful than this, 150- to 225-kW (200- to 300-hp) slushers are quite feasible at the pres¬ent time. During the last 30 years, many slusher improvements have been made to the operating life, operational safety, and ease of operation and maintenance. Increased tail-drum speeds have decreased overall scraping times. Rope guards, totally enclosed drums, and operator shields have reduced the hazards of injury due to wire¬rope breakage. Improvements in lubrication have made the slushers relatively maintenance-free, with long operating lives. The introduction of spring-actuated drag brakes prevented uncontrolled unreeling of dis¬engaged drums, allowing the development of practical remote-control slusher operation. Remote control now is available in a choice of all-air, all-electric, or air¬electric slushers. In this research, an investigation of a process to selectively remove arsenic (As) and antimony (Sb) contained in enargite (Cu3AsS4) and tennantite/tetrahedrite ((Cu1,Fe)12(As,Sb)4S13) copper resources by leaching and precipitation were performed. First in the leaching process, the target was to selectively leach As/Sb and reduce their contents in the ores to <0.5 wt% followed by a second process to remove As/Sb dissolved in solution for environmental control. Enargite ore contained 3.65 wt% As while tennantite/tetrahedrite ore contained 5.40 wt% As and 4.85 wt% Sb. Alkaline leaching using NaHS?NaOH media at varying experimental conditions (temperature, pulp density, time, reagent concentrations) were performed to investigate the process. As/Sb precipitation studies were also performed to control high As/Sb concentrations in leach solutions by using elemental sulphur (So). Results from leaching studies showed that over 99% of As/Sb in the impure copper ores can be removed and their contents in the final solids reduced to <0.5 wt%. It was also established that such very high leaching could be achieved at 80°C within 1?6 h and pulp densities as high as 1000 g/L. The study also revealed that leach solution containing very high As/Sb concentration ranging from 5 to 20 g/L can be used as fresh solution for leaching of fresh ores until concentrations exceeding 35 g/L when it was sent to precipitation circuit for As/Sb removal. Addition of elemental sulphur at 90°C and fast cooling to 30°C allowed over 60% As/Sb precipitation and removed as Na3AsS4 and solution with reduced As/Sb concentration to leaching circuit for continuous use. JOHN LIVERMORE CHRISTIE belongs to that group of metallurgists who entered the industrial field during World War I and have been responsible for many of the important metallurgical developments since that time. He was born in Montclair, N. J., on Jan. 31, 1894. After graduating from Montclair High School he attended Sheffield Scientific School, Yale University, received his Ph.B. degree in chemistry in 1915 and that same year was employed by the Bridgeport Brass Co. in its laboratory. Among his first duties was the return to Sheffield Scientific School for two years of graduate work in metallography under C. H. Mathewson; receiving his M.S. degree in 1917. Thus we see him becoming one of that group of eminent physical metallurgists who, with Dr. Mathewson&apos;s teaching as a foundation, have done outstanding work in metallurgy.

The purpose of this research was to study the calcination of lead-zinc flotation tailings from the Angouran lead and zinc flotation plant in Iran as a pre-concentration step prior to hydrometallurgical processing of the oxidised tailings. There is an abundance of these tailings in the Angouran region and making use of these tailings would help preserve national wealth and also reduce the serious problems of environmental pollution caused by the tailings. At the optimal conditions of calcining at 750 - 800¦C for 45 minutes, the sample showed a mass loss of about 19 per cent. Mineralogical analyses showed that under these conditions the carbonate minerals including smithsonite (ZnCO3), calcite (CaCO3) and dolomite (Ca Mg (CO3)2) decomposed to their respective oxides. Hemimorphite (Zn4Si2O7 (OH)2.H2O) converted into willemite (Zn2SiO4) and this transformation postponed the formation of silica gel in the leach solution. The grade of zinc increased from 22.20 per cent to 29 per cent. These mineralogical changes resulted in desirable reactions in the acid leach process.

"With decades of development and exploitation of coal resources, the first batch of coal-based cities in China are faced with the challenge of economic shrinkage and environment deterioration due to the rapid resource exhaustion and single industrial structure. Nowadays, as a policy instrument for sustainable development, a nationwide circular economy mode has been implemented during the design and planning of new coal mines to address the challenges arising from economic depression, energy shortage and environmental pollution. It should be mentioned that several national coal bases and most of constructing and planning coal mines are located in the underdeveloped areas in the Midwest of China which means that the distance between supply source for energy resources and the demand market is significantly increased. Moreover, the eco-environment vulnerability in these rural areas should be taken into serious consideration. Therefore, after comparison and analysis with several successful coals based and diversified circular industry chains, this paper presents a case study on the circular economy park (CEP) in the northwest of Shanxi Province. Through discussion and evaluation of ‘1+3’ mode in the CEP, this paper aims to enhance the understanding of coal mine sustainable development and shed light on the relationship between resources exploitation and local economic development.1. Introduction Earth's fossil energy resources are crucial to both economic prosperity and human well-being. Taking coal mining and consumption as an example, coal has been widely used to generate electricity since the 1880s, and more than 40% of the electricity globally is provided by coal nowadays. However, as one of the largest worldwide anthropogenic sources of carbon dioxide releases (39% of global CO2 emissions), the extensive excavation and utilization of coal have brought a series of side effects to both natural environment and human health (Wikipedia 2017). As the largest coal producer and consumer in the world, China is leading the list over the past decade (as shown in Figure 1) (BP 2016). The excavation and utilization of coal resources have made a crucial impact and irreplaceable contributions to China’s industrial development and economic prosperity (Long and Zhang 2009). However, most of the air pollution in China are also attributed to the simplified and extensive exploitation of coal resources, e.g., 90% of SO2, 67% of NO, 70% of smoke ashes, and 70% of CO2 in 2016. In recent years, most of North China and the developed coastal areas were wreathed by smog due largely to the oversimplified extensive utilization of coal, suggesting that the development patterns of coal utilization need to be reshaped so that both the biosphere and humanity could thrive equally."

At the outset of the war the uncontrolled production and possession of explosives obviously became a serious menace to the safety of persons and property and the successful conduct of military opera- tions. Even in the years immediately preceding the entrance of the United States into the Great War explosives were employed in attempts to wreck munitions plants as at Eddystone, Pa., or to inter- rupt transportation and conveyance by demolition of munition-laden cars as at Black Tom Island, N. Y., or by attacks on ships, bridges, and viaducts. Outrages with explosives, such as that which Holt inflicted on the Senate reception room, United States Capitol, were not infrequent, and often caused serious loss of life and injury to persons as well as destruction of property. The regular manufacturers of explosives were keenly alive to this menace and early took such steps as lay within their power to meet it as is shown by the following letter:
