The paper deals with the importance of design, and of codes of practice, in ensuring safe working conditions in mines. The design principles involved in the design process are dealt with, and the importance of a logical design process is emphasized. The links between the requirements for developing a code of practice, embodied in the existing guidelines for the preparation of such a code, and the design principles and process are considered in some detail. Finally, suggestions are included which may provide improvements to the code and hence, ultimately, lead to further improvement in safe working conditions.

"The remotely located Cockatoo Island iron ore mine off the Kimberley coast in the northwest of Western Australia has been in operation since 1951. The mine was recently expanded up to about 50 m (165 ft) below sea level using staged construction to create a rockfill seawall around the open cut mining operation. Late in 2013, to allow expansion of subsea iron ore mining operations, Wagstaff Piling was engaged to install a seepage barrier through the rockfill seawall and into the underlying seabed sediments.Earlier stages of seawall construction had used a variety of different construction techniques with varied success, and the history of subsea mining on the island had been plagued with failures, including failures in the slope of the seawall itself, hanging wall failure underneath and inside the seawall, and footwall failures as the ore was mined leaving the rock face inclined at 55 degrees, parallel to the bedding. The current expansion, known as the Stage 4 expansion, was more tightly constrained by the pit geometry and available materials than previous seawall expansions that adopted clay core and sheet pile seepage barrier solutions. In Stage 4, an innovative seepage barrier solution using a grout curtain was selected to provide the necessary cutoff to allow access to high-grade ore, while protecting the mine from inundation by the sea.Seawall ConceptThe open cut subsea mining operation consisted of a 3 km (1.9 mi) long narrow pit along the south side of Cockatoo Island that extended to depths of about 50 m (165 ft) below sea level, and were exposed to the open sea on the south side of the pit. Massive tidal variations of more than 10.5 m (34.5 ft) required a seawall founded on the seabed, extending upwards to RL+13, to safely protect the pit from the high tide level rising to above RL+10."

The calcine consists principally of ZnO and ZnFe2O4, which occur as banded and porous grains, together with lesser amounts of Zn2SiO4, Zn-Fe-Pb silicate, sphalerite, quartz, PbSO4 and Fe2O3. Al is present in solid solution in most of the Fe-bearing phases and also as residual aluminosilicate minerals from the original concentrate. Si occurs mostly as Zn2SiO4, Zn-Fe-Pb silicate and as residual silicate minerals. As is commonly found in the ZnFe2O4, Fe2O3 and Zn-Fe-Pb silicate phases. The major As carrier may be calcium arsenate particles less than 1 micrometre in size which are dispersed throughout the calcine. The neutral leach residue consists mainly of ZnFe2O4 and precipitated masses of iron gel-silica gel. Lesser amounts of ZnO, Zn2SiO4, Zn-Fe-Pb silicate, PbSO4, sphalerite, Pb-K-jarosite and basic zinc sulphate are also present. Al occurs in minor concentrations in most of the Fe-bearing phases and in the Zn-Fe-Pb silicate. The residual aluminosilicates are also an important Al carrier. The major As carrier is the precipitated iron gel-silica gel phase, but some As is also present in the Zn-Fe-Pb silicate, ZnFe2O4 and Fe2O3 phases. Silicon is divided about equally between the iron gel-silica gel, Zn2SiO4, Zn-Fe-Pb silicate and residual silicate minerals. The weak acid leach residue is generally similar to the neutral leach residue except for its reduced content of ZnO and basic zinc sulphate.

There is a dearth of information on the economic threat of silicosis. Even the insurance companies and rating bureaus are in a quandary, and the majority of them avoid any action that will stir up an awakened public consciousness of the serious nature of this industrial hazard. Individual claims for $100,000 are now common in silicosis lawsuits. Because of ('hidden costs," in lowered plant efficiency, the total cost of this disease to industry is probably four times its apparent direct cost. The direct costs vary with the labor policies of the employer and with the labor legislation in force. Direct costs may originate in three ways: (1) voluntary assumption by the employer of medical expenses and loss of earning power of stricken employees; (2) state enforcement of industrial disease compensation acts; and (3) awards or settlements after suits in common law. Examples are offered in the last two classifications. In the Rand, South Africa, compensation laws are in effect and in approximately 20 years prior to 1932 about $65,000,000 has been awarded for silicosis and an additional liability of $34,000,000 incurred, or an average of about t5,000,000 per year. During 1932 silicosis compensation on the Rand was about $6,000,000. No figures are available for the direct capital or operating costs for preventive measures there, nor for the additional "hidden costs." It might be reasonable to assume that silicosis has cost the gold-mining industry of South Africa twenty to twenty-five millions of dollars per year. It is estimated that common-law silicosis claims have, in the last few years, aggregated $50,000,000 in New York State alone and have exceeded $300,000,000 in the United States. Attention is called to the involved nature of the insurance situation for industrial diseases in contrast to accidents. The indeterminant, insidious nature of silicosis makes it particularly difficult to predict necessary insurance premiums and reserves. The serious hazard of this disease was not properly appreciated by either insurance companies or industrialists, so sufficient study has not been given its causation, prevention, detection, treatment, and compensation. INTRODUCTION It is my intention in this paper to deal with gold, uranium, diamonds, platinum, manganese, chrome, vanadium and heavy mineral sands. These are the most important strategic minerals produced by the Republic of South Africa which are not covered in other sessions of this program. In each case I have high- lighted the statistics and peculiar advantages which combine to make South Africa a vital source of these minerals. Before proceeding to give individual attention to these minerals I believe it would be useful to define what I mean by 'strategic'. The Concise Oxford Dictionary defines strategic in the context of materials as 'essential for war'. However it is commonly used in a much broader sense than this (often, in fact, very loosely) and I prefer to define it as 'concerned with the acquisition and maintenance of power, whether economic, political or military.' A VITAL SOURCE In dealing with the individual minerals I have quoted statistics which are contained in Tables 1, 2 and 3. Table 1 clearly shows the absolute size of the South African mineral industry. However, it can also be used to demonstrate the importance of the industry to the South African economy if compared with the GNP in 1980 of about R60 billion. Table 4 illustrates clearly how important South Africa is as a supplier of these minerals to most of the important industrialized countries of the Western World. Gold If anyone had any doubts about the inclusion of gold in a list of strategic minerals I am sure that the above definition of 'strategic' will convince them that it certainly belongs there. Similarly no one is likely to have any doubt about the fact that South Africa is a vital source of supply. Tables 2 and 3 show that in 1980 we had 51% of the world's reserves and accounted for 55% of world production. The figures for the Western World are considerably higher. The only other major producer, of course, is Russia, with small but significant production in the Pacific Rim area coming from Australia, Canada, Latin America, Papua New Guinea, Philippines and the U.S. All South African mine gold production is shipped in bullion form containing about 88% gold and 9% silver to the Rand Refinery which is a modern refinery with large scale units capable of refining half a ton of bullion at a time. The Refinery is equipped to produce standard 'good delivery' gold as well as 9999 gold and 999 silver. The Refinery also produces the 22 karat blanks which are, used by the South African Mint to produce Kruger Rands. It goes without saying that the South African gold mining industry leads the world in all aspects of deep-level, narrow-reef mining technology. The industry's metallurgists, too, have a record of tenacious and continuing efforts to improve extraction to the level of the present finely honed efficient process used on all the modern mines. Uranium In 1980 South Africa had 14% of the uranium reserves of the Western World and accounted for 14% of production. In view of the paucity of data I am not in a position to estimate figures for the total world. All the other major sources of uranium in the Western World are situated around the Pacific Rim, with the U.S. and Canada already being major suppliers and accounting for 38% and 17% of Western World production in 1980. Australian production at the time was small but they have very large reserves and production is already rising rapidly. The U.S., Canada and Australia account respectively for 22%, 19% and 29% of the uranium reserves of the Western World. South Africa has been a major producer continuously for 30 years. Nearly all the uranium produced, amounting to about 115 000 tons up to the end of 1981, was a by-product or co-product of gold extraction. During that time the industry has frequently led the world in technological innovation, and has established a reputation as a reliable producer of a consistent, high-grade product. In the latter respect, it is helped by the fact that production is marketed by one company, Nuclear Fuels Corporation, which also blends, dries and calcines the product from the individual mines and samples and assays it before shipping. Diamonds Diamonds are the rock on which the South African mineral industry is founded. The discovery of diamonds in 1866 gave rise to the first major mineral industry in the country and the profits from diamond mining helped to finance the gold mining industry 20 years later. Although now overshadowed by gold, diamonds are still very important in the overall picture of mineral production and exports, as can be seen in Table 1. There are really three separate diamond markets - gem, natural industrial, and synthetic - and, to be meaningful, statistics should be provided separately. Unfortunately separate figures are not available. The figures in Tables 2 and 3 show that, for gem and natural industrial together, South Africa ranks third in the world in production and second in reserves. Production blasts at one of Copelmi’s coal mine operations will be carried out 100 m (330 ft) from a neighborhood located in the town of Butiá, southern Brazil. Mine management is concerned about the possibility of damages and complaints due to blasting operations at close distances to structures of substandard construction. Blasting in the area is characterized by the use of very low powder factor resulting in confined shots in which movement is restricted to a point of almost undershooting the rock. Over the past year, tests were conducted mainly in the overburden area to determine the best approach to be implemented when blasts move closer to the town. Mine management wants vibration levels to be reduced lower than the damage limits proposed by Brazilian regulations to ensure a safety margin and mitigate perception by the community hoping to reduce the number of complaints.

"During 2012 and 2013, Minera Esperanza conducted a series of thickening and deposition trials to identify design and operational parameters associated with increased thickening of its tailings. These trials focused on benchmarking the current solids concentration of tailings (62 - 64%) in anticipation of an increase to 67% solids once two new 45 m diameter deep-cone paste thickeners are commissioned in 2014. These trials studied the sedimentation and rheological characteristics of the existing tailings and performed deposition modelling to assist with developing short- and long-term designs for the tailings storage facility. To verify and optimise these models, Minera Esperanza considered a series of laboratory, pilot, and industrial-scale deposition trials. This paper provides a review of the trials conducted in the laboratory and at industrial-scale and considers the results and optimisations for the short- and long-term design of Minera Esperanza’s tailings storage facility."

"The hydrofluoric acid (HF) industry in South Africa uses normalized mild steel (SA 516 Gr 70) for the storage and distribution of its technical-grade product (70% HF). The technical-grade acid is split from the anhydrous hydrogen fluoride (AHF) product during distillation just after HF is produced, in a stainless-steel-lined kiln, from the reaction of calcium fluoride (CaF2) with sulphuric acid (H2SO4). Uniform corrosion of the storage tanks is mitigated during commissioning by contacting the steel with 70% HF. A corrosive reaction takes place (2H+ + 2F- + Fe - H2 + FeF2) to form scale inside the tank which diminishes the attack of the steel by fresh HF, thus prolonging the service life expectancy of the vessels. This iron fluoride scale in the vessel grows continually, resulting in corrosion of the vessels continuing at a predictable rate (approx.0.5 mm/a) since the first commissioning of the tanks at Necsa in 1993. In early 2012, an increase in the average corrosion rate of the tanks to 3 mm/a measured at and below the liquid band in the storage vessels was noted. Three months later the corrosion rate had increased to 30 mm/a, just before the first leak from the tank was detected. The tanks were decommissioned shortly afterwards and an investigation revealed that the rapid corrosion was due to the presence of increased levels (>50 ppm) of nitric acid (HNO3) in the tanks, which attacked the fluoride layer protecting the steel.The oxidation characteristics of high concentrations of HNO3 with low concentrations of HF on stainless steel surface treatment are well documented. The effects of low levels of nitric acid on the corrosion of steels in sulphuric acid are also known, but no suitable published data currently exists on corrosion by high HF concentrations with low HNO3 concentrations. Establishing the rate and mechanism of corrosion by HNO3 (0.1 to 1%) in 70% HF is currently a high priority for the HF industry in South Africa and will become increasingly important in the near future due to depleting fluorite reserves and cheaper, but less efficient, processes producing H2SO4 with higher impurity levels, which were not anticipated in the original plant design. The aim of this study is to simulate the corrosion conditions in the plant on a laboratory scale in order to establish the corrosion characteristics of the steels used in the HF plant, which are increasingly exposed to the HNO3 impurities that tend to concentrate in the final technical-grade HF acid product."

It is common practice in Appalachia, when extending the life of an existing mine, to acquire the adjacent reserves and extend the existing mine into it. Also, often the existing mine is renovated to accommodate the new conditions. The existing mining system and the track and belt haulage systems may be modified while the new property is integrated into the old one. All of these changes create new constraints for the mine ventilation system (M.V.S.) that require proper planning and control procedures. The authors describe and present the study that was carried out for the ventilation system of a newly expanded underground coal mine located in the Appalachian coal region. Discussed first is the process of correcting the ventilation system of the existing mine. Then, some of the stages of controlling the expanded system are discussed. Finally, numerical data for these steps are presented.

In this study, the efficacy of Providencia vermicola KUBT-1 in the leaching and beneficiation of Agbaja iron ore was evaluated under varying conditions of temperature, ore particle size, and pH. Agbaja iron ore is a Nigerian low-grade ore containing about 43%–52% iron and a high amount of gangue materials, including phosphorus (1.4%–2.0%) and sulphur (0.12%). The study was organised in triplicate in shake flasks with 48 samples. One millilitre of washed cells of Providencia vermicola KUBT-1 suspended in normal saline at 0.5 McFarland standard (108 cells ml-1) was introduced into each flask containing 50 g of sterilised ore in 100 ml of bioleaching medium, and the samples incubated at room temperature for eight weeks. The levels of upgraded iron, mobilised sulphur, and phosphorus were determined by atomic absorption and ultraviolet spectrophotometric analyses, respectively. Results showed that a particle size of 0.8 mm was optimal for iron upgrading and sulphur mobilisation while 1.0 mm ore size was optimal for phosphorus mobilisation. Up to 89.60% of the iron was upgraded while phosphorus and sulphur were mobilised, leaving residual values of 0.223% and 0.02%, in the ore, respectively. The organism produced best beneficiation results at a pH of 2.5 and a temperature of 3ºC. Correlation analysis with the Pearson’s correlation model showed a positive correlation between iron upgrading and sulphur-phosphorus removal (r =1.000, and r =0.967), respectively. These results present Providencia vermicola KUBT-1 as a promising candidate for large scale leaching and beneficiation of Agbaja iron ore.

As part of its goal to minimize requirements for mineral commodities through conservation and substitution, the Bureau of Mines conducted research to develop molybdenum as a potential substitute for superalloys containing the strategic and critical materials, nickel, chromium, and cobalt. Since molybdenum requires protection from oxidation at high temperatures, several complex oxides of the spinel and perovskite structure were investigated to determine which possessed the greatest potential for use as oxidation-barrier coatings. Two spinels (MgCr204 and MgA1204) and five perovskites (BaHfO3, YCrO3, NdCrO3, BaZrO3, and LaCrO3) were selected for testing. Various high-temperature prop¬erties that are important for oxidation-resistant coatings were examined, including diffusion rates of oxygen and molybdenum, recession (vaporization) rates, hardness, erosion resistance, sinterability, reactivity with molybdenum, and ease of application. From the evaluation of high-temperature properties, two spinels (MgCr204 and MgA1204) stand above the other oxides as possible coatings for molybdenum. However, laboratory coatings of MgCr204 at 1,360° C (2,480° F) are equivalent or inferior to currently available MoSi2 coatings; laboratory coatings of MgA1204 may be comparable under limited conditions to currently available MoSi2 coatings at the same temperature.

Much progress has been made in the application of geostatistics to hard rock ore deposits.1,2,3 4,8 Progress in the application of geostatistics to coal deposits has developed over a period of time out of hard rock technology.5,7 Exploratory drilling in many hard rock deposits is frequently significantly more productive than exploratory drilling in coal deposits. For example, hundreds of feet of drilling and/or many drill setups are frequently necessary to obtain a few samples from a typical 4 to 6 foot thick coal seam. With hard rock deposits, which are frequently thick or volumetric, less drilling dead work is involved in sampling the deposit. To produce a variogram, which is the basic element needed for geostatistical analysis, a few well positioned holes drilled into a hard rock deposit where the core(s) can be divided into many sections can produce a detailed variogram. To produce a similar type variogram in coal, it is necessary to drill many dozens of holes with much of the core length consisting of overburden data which is frequently of only secondary importance. To apply geostatistics to coal, not only are many separate sample sites needed, but frequently a problem exists in that the interval distance between samples cannot be controlled with the ease that hard rock drilling intervals can be controlled where it is only necessary to cut core segments according to some preassigned interval of distance. Because the uses of existing coal deposit samples are frequently handicapped by irregular sample distances and lack of sampling density along certain directions needed for the development of variograms, the application of geostatistics to coal deposits frequently does not proceed with the same efficiency and rapidity as when these techniques are applied to ore deposits. Grid-fitting was developed by the writers, as a logical and evolutionary improvement over the long and successful application of geostatistics to coal seams.6,9 Grid-fitting combines the trending of variance as well as other aspects of probability theory to optimize informational yields from the commonly less productive data derived from coal exploratory programs. Grid-fitting is basically a technique where a hypothesis involving numerous grid patterns, where each pattern is of a given geometry, size and direction is repeatedly matched against actual sample data to determine which match results in the closest fit of the hypothesis to the data. To determine the closest fit, a special index known as a selectivity index was developed. The selectivity index is basically the product of the mean and variance of the variances contained within each of the grids. hence, if SI is the selectivity index then [SI = Xs E (S i - Xs) /N] where [X]s is the mean of individual grid variances Si2 for any pattern of given geometry, direction and size.

The advantages of recirculation of air in underground mines have been well recognized, and several papers have been written on the subject. Issues of concern to the various segments of the mining industry relate to the health and safety of workers, specifically, methane and respirable dust build-up in the air, high humidity and temperature at the work face. This paper presents a survey of various studies pertaining to recirculation as a prelude to the experimental and quantitative studies performed by the authors. Experiments were performed at a trona mine on the transportation and deposition of dust along the return airways, for three different velocities. Modeling studies were performed using dust deposition models. The model predicted data were compared with experimental data in order to lay the foundation for the development of advanced predictor models for recirculation in trona mines. Two models for dust deposition were analyzed. The model predicted data are in divergence from the experimental data, indicating the need to develop better models.

Rosebery mine has had over 100 years of mining activity. The reserve has remained static for the last eight years with an expected mine life of six years. A move to rectify this was made in 1994 with the birth of the Deep Exploration Project (DEP). $45 M was committed to drill 100 km of underground exploration diamond drilling and develop 5.5 kin of decline aiming to add 9.5 Mt to the reserves and minimise lead time for development of P and K lenses discovered in the early-1990s. In 1996 this aim was expanded with the objective to build the resource base to 20 Mt by June 2000 allowing the mill to operate at 1.0 Mtpa (0.9 Mt from underground). Preliminary results of the project to-date are outlined and exploration diamond drilling techniques and strategies are described.

Although the technology involved in removing material from below the earth's surface has a long history, communication systems in underground workings are relatively new to the industry. Communication equipment did not begin appearing in underground mines until the early 1900's. Figure 1-1 shows a miner using a Western Electric standard telephone set for underground mines in 1913. These early phones were essentially the same as those used aboveground, except that they were enclosed in cast-iron boxes as protection against moisture, acid fumes, and gases. In the 1950's, the Chesapeake and Potomac Telephone Co. of West Virginia introduced a telephone set for use in explosive atmospheres that was designed around the philosophy of explosion containment. To contain an explosion within the telephone set required a 39-pound casing, which greatly limited portability. [ ] Both of these telephone sets required "pipe" or conduit, not a very practical item for a 100-squaremile coal mine. A common thread prevalent in the first 40 years of design and development is that the primary effort was placed on the telephone set. In the early 19701s, as work began on the design of modern communication systems for use in underground mine environments, the following requirements were established: 1. Must meet intrinsic safety standards .--This applies not only to coal mines, but to other explosive environments. 2. Must be compatible with the environment.--The system must with- stand dust, moisture, and corrosive conditions. 3. Must be rugged in structure.-- The system must withstand maintenance by 10-inch pliers and 4-pound hammers, as well as impact from a falling piece of roof. 4. Must be size-flexible.--Whatever is built must be sized for the small operator as well as the large companies. 5. Must be a total system in design.--The system must be intrinsically safe, including cable, power supply, and station set. 6. Must work with present telephone system.--The system should be compatible with aboveground communications already in place; it should not be the single cause of change in aboveground communications. 7. Research into the control of diesel particulates (DP) has been. conducted by BHP Coal for more than 7 years. Personal monitoring of employee exposures (n = 480 full shift samples) conducted at nine underground coal mines has indicated that the exposure of the workforce ranges from less than 0.1 to 2.2 mg/m3 of DP dependent on job type and mining operation. Approximately 50% of the mass of DP captured is elemental carbon (EC) which is the species currently being considered by some international regulatory authorities as the exposure standard. Five technologies for controlling DP were investigated in a combination of studies conducted in an above ground simulated tunnel, in a special controlled section of underground mine roadway and validated by application in standard coal mining operations at Tower Colliery. Tests conducted under controlled conditions indicate that dependent on the type of fuel in use, the introduction of low sulphur fuels can reduce DP levels in return airways by up to 50% and in actual mining situations a reduction of 20% can be achieved in exposure of the workforce. In addition, subjective responses from the workforce indicate that exhaust emissions from low sulphur fuels provide lower irritation and a more pleasant aroma. The use of water filled scrubber tanks reduces the level of DP emissions by 25%. Chemical decoking of engines resulted in a reduction of 20% in DP in return airways. A commercially available non-flammable disposable dry exhaust filter constructed from synthetic organic fibres with an operational lifetime in excess of 20 hours was found to reduce DP exhaust emissions by 80%. Investigations have indicated that the use of increased ventilation to control DP levels particularly in multiple vehicle situations does not follow a simple dilution factor and in some instances compliance with current regulatory requirements may not produce the required reduced exposure levels. The results from single component control strategies provide considerable reduction in exposure to DP, however the most efficient and cost effective control methodology is the use of a combination of individual systems modelled to operations conducted at each mine.

"Steel wire mesh is the accepted standard for roof and rib skin control at most coal mines in the United States. Wire mesh is delivered to the mine in bundles that are heavy and awkward to handle. The large size, stiffness, and weight of the wire mesh can present a safety hazard in transporting underground and storing on the roof bolter. Installing wire mesh on the roof and ribs with the roof bolter can be a challenge as well.Synthetic mesh is lighter than wire mesh and can be folded and rolled into a safe, manageable size. A single synthetic mesh roll large enough to cover the roof and ribs in a deep cut can be safely handled by two men. The roof bolter is designed to carry and dispense the roll as it advances and installs primary roof support, resulting in a single pass roof and rib ground control solution. This paper focuses on the design and implementation of the roof bolter synthetic mesh handling system developed by J. H. Fletcher & Co., Huesker, Inc., and Oxbow Mining.INTRODUCTIONRoof and rib skin control in some coal mines has been an issue since mining first began. Roof and rib skin problems vary from mine to mine. The type of roof rock material exposed after mining; the mine atmosphere; and stresses from depth of cover, over mining, and/or undermining are some of the variables that can contribute to roof skin problems from mine to mine.Potential roof and rib skin problems can be time dependent as well. Some mines have roof skin rock, sometimes called draw rock, that falls when drilling the hole for the roof bolt as the initial roof support is installed. Some roof skins are more stable but can fail over time. The failure of roof skin can even be between properly installed roof bolts with roof plates (Figure 1).Mines have most commonly used a wire mesh that comes in individual panels anywhere from 5 ft x 5 ft (1.5 m x 1.5 m) all the way up to 5 ft x 16 ft (1.5 m x 4.9 m) in size. They are typically constructed of 8- or 9-gauge wire welded on a 4 in (102 mm) square pattern. A 5 ft x 16 ft (1.5 m x 4.9 m) panel weighs approximately 35 lbs (16 kg). These steel wire mesh panels can make it a difficult and sometimes dangerous task to deliver them from the surface to the roof bolter and then store on the machine. Manipulating the mesh panels from the storage area on the machine to the final installation position on the roof or rib can also be a daunting task (Figure 2)."
