In a 2007 report to the U.S. Congress, the Office of Mine Safety and Health Research of the U.S. National Institute for Occupational Safety and Health (NIOSH OMSHR) stated that built-in-place refuge alternatives (BIP RAs) provide significant advantages over mobile refuge alternatives. At present, the requirement to locate refuge alternatives within 305 m (1,000 ft) of working faces makes BIP RAs impractical in most coal mines. BIP RAs would be practical if three issues are addressed: (1) allowing BIP RAs to be located at greater distances from the working face, (2) developing a reliable process for the design and approval of BIP RA stoppings that meet the 0.1-MPa (15-psi) design criteria, and (3) developing systems that reliably deliver breathable air to the refuge alternative. In 2015, NIOSH OMSHR conducted a study of these three issues and issued a report. In the report, justification was provided for allowing the placement of BIP RAs at greater distances from the working face than the currently mandated 305 m (1,000 ft), guidelines were developed that could be used by industry when submitting BIP RA stopping design applications for approval which are patterned after the Mine Safety and Health Administration guidelines for coal mine seal design applications, and insights were provided into options for providing a reliable supply of clean, breathable air to BIP RAs. This paper presents a summary of the study’s findings and also addresses issues discovered during the building and designing of a BIP RA that OMSHR researchers constructed in NIOSH’s Experimental Coal Mine in Pittsburgh to research the testing and improving of BIP RAs. These issues include several issues related to the delivery, distribution and exhaust of ventilation air to the BIP RA and some general construction issues that require further investigation.

The Galatia Mine is a dual-seam underground coal mine located in Saline County, IL. In 1984, it became the first coal mine to be permitted by the Illinois Department of Mines and Minerals to operate diesel equipment underground. And it is one of the larger underground coal mines in the nation to use diesel equipment. From the beginning, Kerr-McGee determined that diesel equipment offered the best approach to the safe and productive development and operation of the Galatia Mine. The flexibility of this equipment and its ability to promptly respond to changing conditions and mining locations made its use desirable for building this large dual-seam coal mine. The mine had a planned nominal annual capacity of 3.6 Mt/a (4 million stpy) and would employ more than 500 people. Galatia's current reserves are estimated at 231 Mt (255 million st) of recoverable coal from two seams of high-quality, high-volatile bituminous coal. The Harrisburg No. 5 seam is shipped primarily as a low-sulfur steam coal or as a metallurgical blend stock. It is also used in the pulverized coal injection (PCI) process for steel making. The Herrin No. 6 seam is a medium-sulfur coal. Annual production is shown in Fig. 1. A good indicator of a mine's success is employee productivity improvement. For many reasons - the proper use of diesel equipment, the introduction of longwalls and increased employee ex¬perience - Galatia employees have achieved a steady growth in annual productivity (Fig. 1) while maintaining an exceptional safety record.

The selection of Sydney and Port Kembla for the First Ordinary Meeting of the Institute for 1938 was, no doubt, a recognition of the celebrations marking the 150th Anniversary of the first settlement of this country. In selecting a theme for my Presidential Address, I propose to depart from the precedents of my distinguished predecessors, as I feel that this year of celebration is the natural year for a brief review of the history and progress of the Institute.In July, 1892, the Amalgamated Mining Managers' Association of Australasia held its Annual Conference in Ballarat, Victoria, when Mr. Uriah Dudley, who attended as a delegate from Broken Hill, brought forward the advisability of the formation of an Australasian Institute of Mining and Metallurgy. Mr. Dudley was authorised to take such action as he thought fit, and the result was the formation of a Provisional Committee in Broken Hill of men who were mostly members of the American Institute of Mining Engineers. Industrial engineering departments perform staff duties and are most effective when sincerely supported by management. In accordance with the needs and desires of the mining companies involved, various industrial engineering functions have been adopted widely at western metal mines during the period 1950-60. Newly organized departments usually conduct method and equipment studies, work-measurement programs, and establish and maintain production standards. Supervisor-training programs and courses are effective in showing the relationship between supervisory responsibility and the purpose for which industrial engineering is practiced. Industrial engineering staffs of western metal mines are composed predominantly of personnel from within the companies. Experienced industrial engineers, not necessarily experienced in mining, frequently are hired by a company to help establish the department. Management consultants frequently are called upon to advise management and instruct department personnel in industrial engineering practices. Some departments have developed satisfactory industrial engineering programs without benefit of formal industrial engineering training or advice.

As part of its regular program to provide timely information on domestic mineral commodities, the Bureau of Mines conducted an engineering appraisal of more than 1,300 lode and placer gold deposits in the United States to deter-mine their gold production potential. While these deposits were estimated to contain over 400 million ounces of gold, only 9 million ounces, or slightly more than 2 percent, was found to be producible at $35 per ounce under prevailing mining and metallurgical technologies. The study revealed that any significant increase in available gold in the United States is most likely to come from the discovery of new sources, intensive exploration and development of the more promising known mineralized areas, and development of new or improved mining and metallurgical techniques.

LAKE MARGARET is situate high up on the West Coast Range of Tasmania, and lies in a roughly triangular valley formed by the ridge of Mount Sedgwick on the south, the ridge formed by Mounts Geikie and Tyndal on the west, amid a ridge connecting Mounts Geikie and Sedgwick on the east. Any description of this hydroelectric installation, however brief, naturally divides itself into the following sections:1. STORAGE BASIN, &c. 2. DAM. 3. PIPE LINES. 4. POWER STATION. 5. TRANSMISSION LINES. 6. SUBSTATION 7. VARIOUS WORKS utilizing the power.The Storage Basin used is the natural lake itself, which has a maximum length of 110 chains, a maximum width of 40 chains, and a mean arelj. of 300 acres. The water-level of the lake, which has been maintained by a natural dam, is 2143 ft. above sea-level. The approximate catchment area at present appropriated is 7 sq. miles, and the rainfall, on the average, about 144 in. per annum. It is possible to increase this catchment area by suitable races, &c. Dam.-The dam constructed is of very small dimensions, and is not a storage dam in the usual sense of the term. The natural storage ot-the lake itself was used by means of a channel cut through the natural dam and thence to the mouth of the lake, the lake level being thus temporarily lowered while the outlet pipes, screens, &c., were placed in position, and the channel was then closed again with a concrete wall in which the pipes and screens are set. One of the major problems encountered with recirculatory breathing apparatus presently used by mine rescue teams is that the inspired air becomes uncomfortably, and often dangerously, hot. This is also true with self-rescuers. It is well known that man can tolerate very high dry-bulb temperatures if the wet-bulb temperature is low, but not vice- versa. The maximum tolerable, wet-bulb temperature is about 42 °C (108 °F). A continuously inhaled wet-bulb temperature above this value can cause irreversible damage to the throat and lung tissue, and wet-bulb temperatures close to it cause extreme discomfort (1) and seriously retard the capability of the man to perform useful work. A theoretical analysis, combined with experimental results, has shown that it is the carbon dioxide absorbent that is the major cause of high wet-bulb temperatures of the inspired air in the Siebe Gorman Proto 4, and in the Draeger BG 174 apparatus, both of which are used by rescue teams on South African mines (2). In the Proto 4 apparatus, the absorbent for the carbon dioxide is soda lime (calcium hydroxide). The German Draeger BG 174 also uses this absorbent but under arduous conditions such as in hot environments (50 °C, 122 °F), the use of an alkali absorbent cartridge is recommended which consists mainly of caustic soda (sodium hydroxide). Lithium hydroxide is used in some apparatus in the United States. It is clear that different absorbents will produce different quantities of heat and moisture for a given rate of absorption of carbon dioxide. The proportion of this heat and moisture which is transferred to the user depends upon how much can be removed from the recirculating air between the absorbent and the mouthpiece. This paper discusses the present methods of heat removal and describes the design and test results of a prototype evaporative cooler.

RIP is the process of recovering uranium from an unclarified slime pulp which comes in contact with a moving bed of ion exchange resin, T e sand-slime separation of the acid-leach slurry is accomplished through the use of cyclones and spiral, akins type classifiers. Course sands are discarded to tailings and the combined slimes and leach liquor become the IX feed. Uranium in the IX feed is absorbed on the resin and after exhaustion the barren pulp is directed to tails, Following the uranium exhaustion cycle an eluant solution passes through the resin bed stripping the uranium from the beads, The uranium is precipitated from the clarified pregnant eluant, filtered, dried and packaged for shipment to the AEC, Normally, the ore received at the Mines Development plant is a loosely cemented sandstone containing small quantities of clay and bentonite, The ore is easily crushed and requires only a 1/3 load of rods in the rod mill to reduce the ore to grain size, Very little of the ore is recirculated by the 42" spiral classifier.

Blast vibration data, such as PPV are usually scattered. In many cases, plots of PPV versus the charge weight scaled distance are so scattered that useful trends from different blast designs cannot be identified. The scattering of the data may be attributed to the inaccuracy of the PPV measurement, the definition of the scaled distance from a multiple-hole production blast, and the measurement of distances and charge weights. The error from vibration measurements is one of the major contributors to the scattering of the plots. If accurate monitoring is conducted, improved design options may be identified. This paper documents two case examples that compare different vibration sensor couplings. The first case shows mounting accelerometers at spots that protrude from the ground, compared with the sensors that were mounted on a flat ground surface. The second case compares data from loose-sand buried geophone with that from sensors coupled to the ground using concrete blocks.

An evaluation is presented for a process designed , on the basis of published work , to extract alumina as potassium alum from clay using sulfuric acid and potassium sulfate . The silica residue is separated by filtration . Ferric iron is reduced to ferrous iron , and the alum is crystallized from the solution , leaving the ferrous iron in solution . The alum crystals are separated from the solution and redissolved for feed to autoclave decomposition . In an autoclave the alum is partly decomposed to a basic alum , recovering five - ninths of the sulfuric acid and two - thirds of the potassium sulfate without using an acid plant . The basic alum is decomposed by calcining , and the potassium sulfate is then removed by washing with water . Operating costs for a plant producing 1,000 tons of alumina a day are estimated at $ 96.15 per ton of alumina . The fixed capital cost is estimated at $ 155 million . This process is not competitive under current economic conditions with the production of alumina from bauxite by the Bayer process . Improvement in leaching , basic alum decomposition , and washing could reduce the costs and improve the product which contains some potassium .

"Since the early days of flotation, process technicians have known that the speed at which the froth is recovered over the lip of the cell has a very direct and consistent influence on the grade and recovery of the circuit. No plant would deny that, even to this day, one of the most important aspects of a process technician’s job is ensuring that the froth is moving at a desired and controlled speed over the lip. Unfortunately, process technicians cannot watch the froth throughout the entire shift, as there are always a lot of other tasks to do.A considerable amount of work has thus been done to develop a “system” that automatically measures the speed of the froth. This measurement would then be used in simple controllers to emulate the steps taken by the process technician in correcting deviations of the froth speed from its desired level. Many of the earlier attempts to measure speed were ineffective, as they were unable to cope with turbulence on the froth surface. The FrothMasterTM instrument makes use of machine vision technologies to measure the speed of the froth over the lip of a cell at a very high sampling rate. This instrument produces an extremely reliable and accurate measurement of the froth speed (as well as other parameters such as bubble size and froth stability). As we will show, the effectiveness of the speed measurement in controlling the performance of the plant is a testimony to its reliability.Three FrothMasterTM units have recently been installed on the Cadia Hills Gold Mine in New South Wales (Australia). The objectives of this installation were:To control the mass-recovery of two Tank Cells in series on the same level where differences in the hydrostatic head between the two cells result in the cells pulling inconsistently with respect to each other.Control of the concentrate grade (%Copper) from the first rougher.Reduction in the frother consumption in the rougher circuit by monitoring the froth speed.A simple controller was designed to react to disturbances in the same way that human operators react. This was done after consultation with the metallurgists and the process technicians at Cadia. The controller had two functions:Stabilisation: The stabilising controller made use of three manipulated variables (level, frother addition rate and aeration rate) to control the froth speed to a setpoint.Optimisation: The optimising controller adjusted the froth speed setpoint based on deviations of the grade (measured in real-time with an OSA) from a setpoint. The plant metallurgist adjusted the grade setpoint based on information about the ore."

"INTRODUCTION Preliminary and detailed exploratory examinations of iron and copper ores on Prince of Wales Island have been conducted by the Bureau of Mines from early in 1942 until the end of 1944. Among these investigations was that of the Jumbo magnetite deposit, which was visited by Stephen P. Holt, an engineer of the Bureau of Mines, during a preliminary examination of the Copper Mountain and Jumbo properties September 15 to 18, 1943, During the months of June, July, and August 1944, a more detailed examination, which consisted essentially of mapping and sampling, was made by the authors working in conjunction with George C. Kennedy of the Geological Survey, Geological, topographical, and dip-needle contour maps were made of the area, and 97 channel samples were cut.ACKNOWLEDGMENTIn its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch, Lowell B. Mining and processing activities which are proposed on private land, state leases, or unpatented mining claims are governed by numerous local, state, and federal laws which identify the procedures and conditions which must be met before resources can be developed. The respective government agencies responsible for the administration and enforcement of these laws have promulgated supporting regulations and guidelines, and have implemented certain permit and approval processes to ensure compliance. Each exploration project has a unique environ- mental setting and location which further dictates the types of air, water, hazardous waste, and wildlife laws and regulations which must be complied with before development commences. The environmental planning process should be the first step in the evaluation of existing company properties and the potential acquisition of other mineral properties. However. many company don't consider the environmental requirements for a project until the decision is made to develop the property for mining and processing. If a mining company wants to expedite the environmental planning process, it must first develop an in-house process for evaluating the project and determining the environmental approval procedures in the state where the project is located. The first stage of environmental planning involves general information which can set the overall company philosophy for development of projects.

"To recover more valuable ore and considering the complexity of minerals, the needs to grind finer is increasing. To reach the desired fine grinding targets, using the existing grinding media size, the energy consumption is increasing exponentially. As already proved at this conference, small grinding media represents the best potential to improve grinding efficiency. How do the small grinding media perform in industrial grinding mills?The use of small grinding media in regrind mills proved that finer grinding can be achieved at lower energy consumption. In ball mills, smaller grinding media versus 25 mm media generate a power saving from 10% to 44%. In vertical stirred mills, the power saving increases from 20% to 60%. More potential savings have been identified.For the same operating conditions, how a vertical stirred mill is performing compared to ball milling? In regrind application, a vertical stirred mill with small media (5-12 mm Millpebs) will require at least 62% less energy than a ball mill charged with 25 mm grinding media.INTRODUCTIONIn some mining applications, fine grinding is needed to liberate further the valuable ore. The purpose of regrind mills is to achieve the last stage of grinding before final flotation stage: the cleaners. In part because of high prices of small grinding media as well as availability, the most widely used size of grinding media is 25 mm.When calculating the recommended ball top size from Bond’s formula (Bond, 1961), the size for regrind applications is much lower than 25 mm. Today, the barrier for small grinding media is broken. They are best suited in regrind application. The size of grinding media is one of the most important variables affecting the mill efficiency (McIvor, R., 1997; Nesset, J.E., Radziszewski, P., Hardie, C. & Leroux, D.P., 2006).Conventional ball milling was discarded for fine grinding because of its very poor energy efficiency (Zheng, J., Harris, C.C. & Somasundaran, P., 1994; Yan, D.S., Freeman, M. & Dunne, R., 1995). Therefore, new technologies as stirred mills were developed to grind finer more effectively. Three fundamental questions should be asked. What is the best fine grinding technology? What should be the best media size to use? Is it possible to grind finer by using less energy with the existing regrind equipment?"

The United States Bureau of Mines has made a study of roof control in 68 mines operating in the Pittsburgh coal bed in Pennsylvania, West Virginia, and Ohio. In making these studies, much information was also obtained on various exact methods of development and pillar extraction as practiced by this large group of mines. It is proposed in this paper to describe these methods, by which this group of mines in 1931, a year of reduced industrial activity, produced 28,123,000 tons of bituminous coal - 7.4 percent of the national production for the same year and an amount equal to the combined production of the coal mired in the States of Alabama, Colorado, New Mexico, Utah, and Wyoming. The results of these studies, insofar as they pertain to the prevention of injuries from falls of roof, have been published by the Bureau of Mines. In this paper only a few mines typical of each system will be described; however, should the reader be interested in other details with respect to these mines, he may refer to the following publications: T.P. 522, 1932, 43 pp. Falls of roof and coal in mines operating in the Pittsburgh coal bed in Marion and Monongalia Counties, W. A nine-month investigation was conducted into the effect on coke quality and blast furnace operation of the addition of bentonite and southern coal to the northern coal fed to the coke ovens at the Newcastle steelworks.Additions of 0·3 per cent bentonite or 25 per cent southern coal to the northern coal increased the coke strength from 15-20 A.S.T.M. stability to 25-30 A.S.T.M. stability. It is likely that improved mixing and blending facilities would, in both cases, give a coke of over 30 A.S.T.M. stability.For the same coke strength, the use of 0 3 per cent imported Wyoming bentonite was considerably cheaper than the use of 25 per cent southern coal, but the use of Australian bentonite promises the same coke strength for still lower costs. Other additives such as coke breeze, charcoal, iron ore fines, and certain other finely divided materials, gave relatively minor improvements in coke quality.There appeared to be sufficient improvement in blast furnace operation and production to justify full scale addition of bentonite to improve coke quality, although other variables, particularly iron ore physical quality, overshadowed on many occasions the effect of coke quality. Further coke trials with southern or bentonite will be carried out when ore quality has been improved by the introduction of ore sintering at Newcastle.INTRODUCTIONDuring the period of operation of the Newcastle coke ovens and blast furnaces from April 1960 (when No. 3 blast furnace was blown in after rebuilding) to December 1960, a bentonite coke trial was carried out based on earlier research findings (Gregory, 1959a, 1959b; Felton and Gregory, 1960; Gregory, 1960) that as little as 0 3 per cent to 05 per cent bentonite clay added to northern N.S.W. high volatile coking coals gave a significant increase in coke strength. Its effectiveness in this connection has been demonstrated not only by research but by actual coal-mine explosions in which hundreds of lives have been saved because of its presence. In a general way this paper gives pertinent facts concerning rock dusting practices in the United States. Information has been obtained from many reliable sources, and various coal-mining companies have furnished data on cost and other details.

I find that during the short time I have been in this district, the majority of boilers are, and have been, receiving very bad usage owing to the difficulties which they have to contend against, viz., oil and bad water. Oil on the heating surface of a boiler is of a highly dangerous nature inasmuch as it allows the surface to become overheated, owing to the water not coming into direct contact with the plates, and it naturally follows that when the crown sheets of a flue or firebox become overheated, you lose a considerable amount of the strength of the plate, and the flue or crown comes down. Referring to the oil question, I find that too much care cannot or exercised on the part of engine drivers in order to minimise as much as possible the internal lubrication of the various engines under their control. For I consider that it is here that the most of the trouble is caused. My reasons for stating such to be the case, are:-That the majority of enginedrivers before coming to this field have been used to driving engines that have been exhausting into the atmosphere, and probably they have been taught that it is far better to use a little extra lubrication than to have a hot bearing. So far so good. But one thing that must not be overlooked is that on these fields the conditions are altered in this respect, as the majority of engines in this district are not exhausting into the atmosphere, but are condensing their exhaust steam and using the water so condensed for feed purposes.
