The expansion of the mining industry, with other industries, of course, is dependent upon a supply of fresh capital from year to year. Mining is a speculative form of investment, though there is a wide range of risk as between indiudual undertakings. All of the leading financial writers, nowadays, agree that expansion is being seriously interfered with by the unprecedented load of taxation Canadians are carrying. Individuals have less for investment and corporations are obliged to defer necessary expenditures in order that the demands of the taxing authorities may be met. Naturally, speculative investments such as mining exploration suffer first. Undoubtedly, a great deal of cash raised by taxes, if left in the hands of individuals and corporations for investment and expansion, would have been far more beneficially used and would have developed the country more than any use made of it by the government, in the way of bonusing new industries, or the undertaking of large schemes of development. Government undertakings of this nature are often entered into without a proper knowledge of cost and probable return. Expert expenditure of the same sums by business men or corporations undoubtedly would generally produce more prosperity for the country as a whole. The absolute necessity for lower taxation is being increasingly known to the public at large, and eventually it is hoped that our governments will see the economic impossibility of continuing the present rate of expenditure. The successful Finance Minister of the near future will not be the one who can borrow the most money.

"A comprehensive froth model has been derived from first principles. It is based on predicting the kinetics of film thinning in the presence of particles of varying sizes and surface hydrophobicity. According to the Reynolds lubrication theory, the thinning of a horizontal film is driven by the excess film pressure (p), which is determined by the capillary pressure (pc) and the disjoining pressure (II). In the presence of particles, macroscopic capillary pressure (pc) is affected by the local capillary pressure (pc,local) in the vicinity of a particle and the number of particles in the film (N1,film), which in turn vary with the hydrophobicity and size of the particles. The Reynolds equation corrected for pc,local and N1,film is then used to predict the time (or froth height) at which a film is thinned to a critical rupture thickness (hcr), which in turn can be predicted using the Vrij’s capillary wave model (1966) after a modification to incorporate the contributions from hydrophobic disjoining pressure (IIhp). The model can predict bubble coarsening represented by the bubble size ratio between the top (d2,t) and bottom (d2,b) of a froth as functions of particle size and hydrophobicity, ? -potentials, frother dosages, froth height, gas flow rate, salt concentration, etc. The model predictions have been verified in experiments.INTRODUCTIONFroth flotation is regarded the best available technology today for upgrading minerals and coal fines. In the pulp phase of a flotation cell, air bubbles collect hydrophobic particles dispersed in it and rise to enter the froth phase on the top. Once in a froth phase, the bubbles coalesce with each other and become larger, resulting in a decreased bubble surface area. Under conditions of limited surface area, less hydrophobic particles drop off the bubble surface and return to the pulp phase. Thus, bubble coarsening provides a useful mechanism of increasing product grades. On the other hand, uncontrolled coarsening results in a decrease in bubble carrying capacity and hence throughput."

The article illustrates the Hydromill technology, as applied in urban sites, and its advantages in terms of quality of the end product, mitigation of the construction impact, and optimization of the logistics at the site. Also highlighted are the main features of the excavation equipment and slurry treatment plant. Two recent urban applications of this technology in Europe are briefly described, together with the forthcoming application to the Central Artery/Tunnel Project in Boston. Introduction The Hydromill technology has been used extensively in Europe in the last decade for slurry wall construction in urban environments. In Italy, this technology has been applied by Ing. Giovanni Rodio & C., Impresa Costruzioni Speciali S.p.A. in two large projects. The first project is the construction of Stations Darsena and San Giorgio of the first metro line in Genova. The second project is the "Cut-and Cover" tunnel for the railway link in Torino. Hydromill technology will be used for the construction of the Soldier Pile Tremie Concrete walls of the Boston Central Artery Tunnel Project, contract C14C2, Utility Relocation at Fulton Street.

Rroundtable 2009, a Knight Piésold and Co.-hosted roundtable discussion on mine closure and cover design was held at the Red Lion Inn and Casino in Elko, NV on Feb. 12, 2009. Knight Piésold?s Bryan Ulrich and Steve Boyce, as well as Knight Piésold representatives Cynthia Parnow and Corey Conrad from Denver, CO, and Rick Frechette from the Tucson, AZ office were on hand to help facilitate the discussion. The meeting played host to approximately three-dozen attendees from four states. Attendees included personnel from seven mining properties and attendees from corporate offices. The majority of attendees were people directly involved with environmental work on a day-to-day basis. Other attendees were project managers whose jobs involve some level of environmental focus. The purpose of Roundtable 2009 was to exchange ideas and information pertaining to mine closure and cover design associated with almost any aspect of a mining operation. This type of forum provides a less inhibited format for discussion, when compared with traditional conferences and symposia. In the roundtable format, lively discussions are encouraged. This discussion was the fourth in the series of Elko Roundtable events. Previous roundtables pertained to heap leach pad design, construction and operation; design, construction and operation of tailings storage facilities and site-wide water considerations. "The Penna shaft is the deepest single-lift shaft in North America. Agnico-Eagle started sinking the Penna shaft in 1995 with a hoisting plant capable of hoisting 1800 t/d from a 2240-m deep shaft. Exploration success at depth led to the replacement of the existing double drum hoist by another double drum hoist capable of hoisting 7000 t/d. The use of another double drum hoist, instead of a Blair multi-rope winder, to hoist 24.5 t skips was only made possible by lowering the safety factor.This paper describes recent experiences at Penna and in South Africa, and examines the possibility of extending the double drum hoisting system to a depth of 3 km. IntroductionThe original Penna production hoist was a 4.88 m (16 ft) diameter double drum and single clutch machine. Béliveau (1996) and Scott (1996) have described this hoisting plant. In 1998, a decision was made to increase mining capacity from 1800 t to 4500 t of ore per day from the shaft bottom. Final capacity had to include an allowance of 1800 t of waste per day for future capital projects. While daily capacity was to be 6300 t, it would, by taking into account the different rock densities, be equivalent to hoisting 7000 t of ore.The steps taken to lower the safety factor were presented by McLaughlin and Scott"

This report reviews the regulatory environment as it pertains to tailings management and disposal from mining operations, excluding coal and placer gold operations, in the state of Alaska. It is based on the EPA's staff position on an effective program to regulate mining wastes as presented in the May, 1990 Strawman II document, The unique conditions which occur in parts of the state, including a fragile environment, high seismicity and permafrost, are identified. The special waste management practices which are necessitated by these conditions are delineated. The report provides a detailed outline of the current technologies that are suitable for designing, constructing, operating and closing a railings disposal facility to meet environmental protection objectives. Cost implications to the mining industry of potential regulatory actions, such as the degree of groundwater protection are examined.

Particle beneficiation tests are often conducted to determine how the recovery of a key component of a particle mixture varies with overall product yield, i.e., the separation curve. The results can be misleading when an attempt is made to determine the effect of feed grade by comparing separation curves representing different feed grades or key component concentrations. This is a shortcoming of the conventional recovery versus yield diagram, which may not appear to be affected by feed concentration. To overcome this shortcoming, a method is presented for transforming and normalizing the recovery and yield coordinates so that the separation curves representing dif-ferent feed concentrations are directly comparable.

This paper presents a study conducted to assess sillmat behaviour during undercut mining and to provide a comprehensive understanding of the effects of arching and sillmat thickness on stability. The design study investigated the effects of such parameters as stope width and height, closure strains, orebody geometry and inclination, wall roughness, fill properties and cure time on the stability of cemented sillmat during undercut mining. Arching effects have been quantified based on centrifuge modeling studies for the different mining conditions. Observations have indicated that the degree of arching is a function of stope geometry, wall roughness, fill cohesion, and wall closure. Arching effects increased with decreasing stope width, increasing backfill cohesion and frictional resistance, increasing wall roughness and with wall closure.

During the past fifteen years considerable progress has been made in the technology of slope design. It is possible to design rational slope angles if suitable data on geology, hydrology, and rock properties are available. It is of course preferable to conduct a full scale slope design study, but there are those situations where a full scale study is not feasible because of time and budget constraints. In this paper we will treat two situations: (1) choosing slope angles for a preliminary feasibility study at the exploration stage; and (2) dealing with a slope failure in an operating pit. In these instances slope angles must often be chosen on the basis of available or readily obtained data. In an exploration program all too often a feasibility study is initiates just a few months prior to the decision deadline to drop the property or to exercise an expensive purchase option. If all that is available at this point are a few cross sections at odd angles showing ore and waste contacts and a dog-earred map of the surface geology there may not be time to collect and organize enough information for design of slope angles. On the other hand if during the drilling program geologic cross sections are constructed and the structural data is presented in tabular form, rational slope angles can be determined within the allotted time. Certain types of data can be collected only at specific times during a project. Two prime examples are logging fracture intensity and collecting samples for rock testing before the core is split. It is particularly disheartening to ask to see the core and to be shown a tattered cardboard box filled with plastic bags of sample pulps.

Molybdenum was first discovered on the Continental Divide in Colorado in 19 11; and in 1918 two companies, one of which was the Climax Molybdenum 250 stpd operation, were producing. In 1919 both mines were shut down, but in 1924 the Climax mine reopened and has been producing ever since. Over the years mine production has been increased until today the mill capacity is 48,000 stpd (43,500 mtpd). From 1935 to 1973 all ore was mined underground by block caving with scraper slushing. Since 1973 ore production has been supplemented by open pit mining. As demand for molybdenum increased, upper levels of the mine became worked-out and new lower levels were opened. In late 1972 production began on the 600 level with the mined ore being primary and secondary crushed in the new No. 4 crushing station. Ore is hauled to the primary in 10 st (9. 1 mt) capacity Granby side-dump cars. The trains, carrying 200 st (181 mt), pass throug.h a dump block and discharge directly into a 54 in. by 84 in. Traylor TC gyratory crusher set at an 8 in. (203 mm) open side setting. Since the ore has already been broken to a size which will pass the finger raises in the mining areas, there are only rare oversize boulders to block the crusher opening. Selection of the crusher was based more on its capacity than its receiving opening, as is often the case with gyratories used in open pit operations. Nominal and maximum capacities for this unit are 1250 and 1800 stph (1 135 and 1635 mtph). The ore is often wet and sticky, so a mechanical car cleaning device is utilized. Under the crusher is a 300 st (270 mt) ore pocket equipped with a 60 in. (1.52 m) wide inclined conveyor which delivers the ore to a 2,000 st (1800 mt) surge bin. Near the head pulley of this conveyor is a wood picking station whe re tramp wood and steel are put into cars for removal. Two more apron feeders remove the primary crushed ore from the surge bin, and impact belts and conveyor belts transport the ore to the crushing station for screening ahead of two 7 ft (2. 13 m) standard crushers. Secondary crushed ore is then conveyed to the surface for tertiary crushing. The entire underground crushing room containing the primary, two secondaries, screens and related equipment is serviced by a 100 st (90 mt) crane with a smaller capacity fast hook. A control room is situated so the operator can observe all the crushing operations. Rotoclone collectors remove dust from the entire operation (including the fumes from the zinc pots) and discharge it to the final product belt. In recent years, tunnelling activities in Singapore have increased considerably with the construction of extensions to the existing sub-surface transport system, a deep tunnel sewerage disposal system, and tunnels for the laying power cables and other utilities. These tunnels are excavated through urban areas, adjacent to high-rise buildings, depressed road structures, beneath other tunnels, and buried services. Earth pressure balance (EPB) tunnel boring machines (TBM) have been used extensively in Singapore with great success. The risk associated with soft ground tunnelling, including tunnelling through Old Alluvium, can be minimized with an understanding of the geology, geotechnical parameters, and the tunnelling-induced behaviour of Old Alluvium (OA The purpose of this paper is to present some design and construction aspects of EPB TBM tunnelling through Old Alluvium.

The Block 37 Chicago Transit Authority (CTA) Tunnel Construction Project was originally designed by STV to connect Blue Line subway in North Dearborn Street and Red Line subway in State Street in the downtown Chicago Area. The project was proposed using tunnel mining techniques combined with steel pipe jacking and fiber glass rebar soil reinforcement. Weidlinger Associates, Inc. (WAI) and Kiewit Construction Company proposed an alternate design using open cut construction technology. WAI designed a complex temporary excavation support system using Soldier Pile Tremie Concrete (SPTC) walls and Soldier Pile Lagging walls supported by cross lot/corner bracing elements. Below the top of the existing tunnel, a top-down construction technique was utilized. A steel temporary traffic decking system at top of the excavation site served as the daily street traffic function as well as the first level of bracing for the support of excavation. The project encountered great challenges of soft clay conditions in downtown Chicago, numerous existing utilities in the excavation site and the requirements of protection for a number of historical buildings nearby as well as the protection of the city streets. The construction was successfully completed at both State Street/Washington Street and Dearborn Street/Randolph Street. The monitoring system showed that ground movement and adjacent building settlement was kept to a minimum during construction.

INJURY experience and employment data for the nonmetal mining industry in the United States are presented for the calendar year 1958. Statistical tables 6 to 12 give detailed information on injuries and employment at nonmetal mines. Data for nonmetal mines are presented separately from those for nonmetal mills, tables 23 29. The Bureau is authorized to send questionnaires to the nonmetal industry for their voluntary submission on of injury and employment experience at their operations. As this information contributes to the promotion of safety in the nonmetal mining industry, every effort has been made to make these questionnaires as complete as possible.

The ionization potentials of gaseous Group 11elements are similar, with Au(0) being 1.5 eV greater than the next highest member of the group, Cu(0). The ionization potentials are all very much greater than the alkali metals, making these ?coinage? elements rather unreactive to chemical oxidation. Ionization from the first oxidation state shows a different pattern, with Ag(I) being the most difficult of the Group 11 ions to lose an electron. Gold(I) is noble and only normally oxidized in the presence of strongly coordinating ligands such as thiols or cyanide. Gold(I) compounds are 2-, 3- and 4- coordinate, with 3-coordinate species generally showing visible photoluminescence under UV excitation. Dinuclear Au(I) compounds with strongly coordinating S or C ligands can be oxidized to form isolable metal-metal bonded Au(II) compounds which are often readily isolable. Many have been structurally characterized. T he ease with which electrons are lost from closed shell dinuclear sp ecies (with anti-bonding M-M interactions) increases when metalmetal bonded compounds are formed. T his observation was made by our group with oxidative-addition studies of dinuclear gold(I) ylide complexes. It was superbly demonstrated recently by Cotton?s group who reported the isolation and characterization of a dinuclear closed shell transition metal species which is more readily oxidized than cesium. Trinuclear Au(I) pyrazolates, TR(pz), carb eniates, TR(carb), and benzylimidazolates, TR(bz), are well known and undergo electron loss through oxidative addition forming Au(I,III) mixed valence species and ultimately trinuclear Au(III) species. Au(II) species are absent from isolation in these oxidations. These carbeniates and benzylimidazolates also are excellent bases for metals ions such as Tl(I) and Ag(I). The acidic, neutral trinuclear compound [Hg(C6F4)3]3 also interacts with these bases. We have also shown that the neutral organic pi acids C6F6 and TCNQ form stacked pi-acid pi-base products with the trinuclear Au(I) compounds. In this paper, the structure of the octafluoronaphthalene acid-base product will be described. It displays a feature not observed previously in that the product is photoluminescent with a bright yellow emission. The 3.5 ms lifetime is very long and reminiscent of the long lifetimes observed by Balch for the stacked methyl,methoxy Au(carb). The electrochemical oxidation of tetragold(I) clusters, [Au4(form)4] have been studied in 0.1 M Bu4NPF6/CH2Cl2 at Pt working electrode at different scan rates. Three waves are obtained at 0.75, 0.95, and 1.09 V vs Ag/AgCl at scan rate 500 mV/s. The potential of the three reversible waves is independent of the scan rate in the range 50 mV/s to 3 V/s. The current at the third wave is larger than those at the first two waves. These tetranuclear species app ear to be effec tive catalyst precursors for the oxidation in air of CO. Introduction. The electronic structural relationships of the coinage elements and the alkali metals are similar in the sense that each have a [closed shell]ns1 configuration, yet their ionization energies (Table) and chemistries are clearly vastly different. The Group 11coinage elements have an underlying nd10 level immediately below the ns1 level. Unlike the alkali elements, ionization leaves the filled d electron shell the next accessible for further ionization. The coinage elements are all relatively ?noble?, much less reactive to environm ental conditions than the alkali metals. With the coinage elements, oxidation becomes very much dependent upon the types of ligand s availab le to bo nd to the ionized state.

The objective of this study was two-fold: 1. To perform a world literature search pertinent to the analysis, selection and design of hoisting systems and their components and to codify the search into a literature compendium. The search resulted in a technical data file of over 1500 hard copy items. The compendium index was also suitable for establishing a comprehensive computer-loaded data base on the subject. 2. To develop a comprehensive system of guidelines to cover salient aspects of analysis, selection and design of electrical, mechanical and structural components of a hoisting system with a view to establish parameters for maximum safety and efficiency of operation, installation and revision of the system. 3. Considerations in the mine shaft layout, design, sinking, outfitting, testing and commissioning are set forth against the background of requirements of applicable parts of Code of Federal Regulations, Title 30.

In this talk I will report on an effort to reassess the risk of pile driving to juvenile salmonids migrating through Puget Sound. The study was motivated by the concern of the construction industry that provisions restricting pile driving during the spring migration is resulting in an unbalanced burden to the industry. In simple terms the industry wants to know if some construction can be conducted in the spring without harming the juvenile fish. Fisheries agencies have agreed to reconsider their regulations in the context of additional studies. So, in this talk I will present some thoughts on risk assessment in general and the results of our study to assess the impact of pile driving on Snohomish River juvenile pink and chum salmon that migrate through the Navy Homeport construction site at Everett. The research, which is being carried out by the Fisheries Research Institute at the University of Washington, was planned and is supported in a joint effort including: the Washington Department Fisheries, National Marine Fisheries Services, U.S. Fish and Wildlife Service; General, Manson, and Hurlen construction companies, the Department of Transportation and a number of Puget Sound ports authorities. I will first briefly discuss the early life history of the juvenile salmon the regulations are designed to protect Second, I will outline the legal criteria required for risk regulation and some specific thoughts on how a reassessment of pile driving risk might be approached. With this basis I will report on our research and how it can be applied to a new risk assessment.

Mineral resources all over the world are often heterogeneous and have variable ore properties and ore grade. As a result the ore processed in concentrating plants varies over the life of mines. Consequently the circuits often suffer from bottlenecks typically at the stages of crushing, semi-autogeneous (SAG) and ball milling. Bottlenecks may be remedied with equipment retrofits, however, design engineers should consider a phased approach to the circuit design that delays initial capital expenditure over the life-of-mine. This paper deals with the debottlenecking of existing mineral processing plants by means of high pressure grinding roll (HPGR) applications. It also deals with the use of innovative flow sheet designs using HPGRs for the design of Greenfield plants by engineering or mining companies. In the case of Greenfield plant design an analysis with respect to energy efficiency and operating cost (OPEX) is presented. The analysis compares the performance of SAG based circuits against HPGR circuits that may be influenced by variable ore properties. Globally about 600 HPGRs are installed in various applications in the cement and minerals industries. In excess of 100 of these HPGRs are used since the mid 1980s for crushing and grinding of various ore types including æhard rockÆ applications. HPGR technology is mature enough to be considered as an ideal debottlenecking device. HPGRÆs are versatile, they have a low installation footprint and they are flexible in its machine settings (pressure, roll speed), which can be adjusted to react to ore variations whilst maintaining a high throughput. Examples for the benefits of using HPGR in terms of energy efficiency and operating costs are presented by this paper. æEco-efficientÆ flow sheets and sustainable development initiatives are linked to energy savings as an æenergy costÆ and benefit to the environment. Energy savingsÆ can also be analysed in terms of the ædollar costÆ (OPEX) savings. This paper demonstrates that HPGR is more energy efficient and may reduce the overall grinding energy requirements in the order of 16 per cent depending on the target grind size and ore properties. The HPGR is more cost efficient and may reduce overall grinding costs by as much as 19.3 per cent depending on the cost of energy, grinding media and the rate of grinding media wear in the comminution circuit.

The copper catalyzed gold oxidation and reduction mechanisms in ammonium thiosulfate solution were investigated by Eh-pH diagram based on the optimum reagent combination for 60 mass% -75 µm silicate ore at 16g/t Au with the maximum gold extraction of 92% and the minimum ammonium thiosulfate consumption of 23 kg/t-ore for 24 hour’s leaching at ambient temperature. The gold recovery by cementation was nearly 100% by Zn and Al powders at Metal/Au mass ratio of 30, and around 95% by Cu powder at Cu/Au+ mass ratio of 50. In order to oxidize the gold efficiently with the less thiosulfate consumption, the stable region of [Cu(NH3)4]2+ should be as wide as possible in the region, where [Cu(S2O3)2]3- was more stable than [Cu(NH3)2]+. In order to reduce gold from the pregnant solution with the less metal powder’s (Zn, Cu, Al) consumption, the stable region of [Cu(S2O3)2]3- should be wider than [Cu(NH3)2]+ on copper precipitation. Zinc powder may recover gold more efficiently than copper powder with the similar trend on the effect of ammonia, copper and thiosulfate. However, the large amount of copper will be co-precipitated along with gold since the stability of zinc ammine and thiosulfate complexes are higher than that of copper’s. Aluminium may reduce gold efficiently at higher thiosulfate concentration and pH. These results were confirmed and compared with the optimum reagent combination for finer grind sample at 100 mass% -75 µm, which is the optimum ore size for the standard cyanidation at 1.0 g/ l NaCN to obtain about 95% gold extraction. The optimum reagent combination was concluded as 0.5 mol/l NH4OH, 0.0001 mol/l CuSO4*5H2O and 0.05 mol/l (NH4)2S2O3 with the result of 94% gold extraction and 3kg/t-ore of ammonium thiosulfate consumption. Gold and copper stabilities were well agreed with the result of coarser grind ore thermodynamically. The lower reagent combination will reduce gold oxidation power, but significantly minimize the reagent consumption. From this pregnant solution, nearly 100% of gold was successfully recovered by zinc precipitation at Zn/Au+ mass ratio of 30. Aluminium and copper precipitations resulted in less than 40% of gold recovery at Metal/Gold mass ratio of 30. The reagent consumption cost on this lower reagent combination followed by zinc precipitation was $1.6/t-ore, while the cyanidation was $3.1/t-ore. Thiosulfate oxidation mechanism indicated the similarity to Belousov-Zhabotinsky reaction.

This paper reviews the application of some mineralogical techniques in the evaluation of the Uitkomst Ni-Cu deposit, South Africa. The low grade of the ore necessitates detailed and representative characterisation in order to establish the prospects viability. The relevant mineralogical information is generated by using optical microscopy, magnetic and heavy liquid . separations, XRD. SEM and EMPA. Methods used are briefly reviewed. The cost savings and metallurgical understanding that is provided by the mineralogical work is described especially with regard to milling, flotation and the presence of by-products (PGMs and chromite).
