Tests of the MRDE firedamp prediction method have been carried out in a number of longwall districts with different conditions. The method itself and its development have been described previously At many test sites the prediction has been good, i.e. the calculated gas emission levels have agreed with measured values, averaged over a period of many weeks, within a few percent. In other cases, where there have been larger discrepancies between calculation and measurement, investigations have shown that these may be attributed to particular conditions of mining or geology. Recognition of these conditions in advance of mining is clearly desirable to improve the accuracy of the initial prediction. It has been shown that variations in gas emission rates depend largely on coal production in terms of the weekly advance of the coal face. Although there appears to be a random element present, variations in gas emission levels calculated from changing face advances agree well with measurement. The accuracy of prediction therefore depends on how well face advance can be forecast and needs to be updated as the working proceeds in the light of the face performance actually achieved. Continuous monitoring of the mine environment provides the information necessary to compare actual gas emission with predicted levels, and computerised systems make it possible to carry this out in real time. Predictions can thus be adjusted to take account of emission levels measured in previous weeks These adjustments, whether they are made after the first few weeks or subsequently during the district life, would also be used to alert management to particular abnormalities or significant changes in gas emission.

Masjid-i-Su1aiman.—There have been no new developments in the Masjid-i-Sulaiman oil fields during the year 1938. In spite of the age of this field, the fall in dome pressure shows no appreciable variation from the low rate of about 0.3 lb. per sq. in. per million tons net production. Drilling has been limited to deepening old wells and to new wells required for maintenance of production and general reservoir control. The rate of offtake has been reduced over the past few years, partly because of depletion of the oil column, and it is expected that future offtake from the Masjid-i-Sulaiman field will be stabilized for some years at around the present figure of 3,000,000 tons per annum. Haft Ke1.—An exploratory well to test deeper formations in the Haft Kel field has proved the existence of productive conditions in the Eocene, which underlies the Asmari limestone (the main producing horizon). Drilling to the northwest in the white-oil springs area has revealed the presence of a separate structure with productive potentialities. One well with a satisfactory production rate has been completed. Offtake from the Haft Kel field has steadily increased since it first came on to production in 1929. Naft-i-Shah.—Production from this field has continued to supply market requirements in northwest Iran. The policy of returning surplus products to the reservoir, which was adopted at the beginning of 1936, has been continued.

SINCE the economics in the blast furnace resulting from enriching iron ores are so great, much attention, has been paid during the past few years to the various methods of concentrating lean ores, and, as the concentrated ore is usually of extreme fineness, various methods . of agglomeration and sintering, of more or less value, have been put 'into operation. The resulting agglomerated concentrates are generally obtained in the form of briquettes or nodules. The briquettes naturally divide themselves into two classes: (1) those made by the mixture of some binding agent, and then formed into briquettes under great pressure; and (2) those made by sintering the concentrates, the latter either being formed into bricks before exposure to heat or the sintered mass broken into fragments afterward. Of the first class I will not speak, as they are not used on an extensive scale in this country. The second class of briquettes, or those made by sintering, are simply masses of melted or fused silicate and oxide of iron mingled with more or less silicates of aluminum, lime, and magnesia. The fact that the material in a briquette is sintered is proof positive that there are no pores in the material. There are, however, quite a number of holes of greater or less diameter through the substance of the briquette. They are not pores in the common acceptance of that term as applied to ores by furnacemen, as the sides of the holes and channels are fused. In reality the material is simply mill cinder. It is practically untouched by the gases in the upper part of the furnace, and the iron has to be reduced by solid carbon in the boshes and hearth. Briquettes sometimes show a little saving in fuel in the furnace over an ore mixture of large lumps, but that saving is made simply because, owing to the numerous holes and channels through the mass, the briquette is practically composed of numerous small or fine lumps, and, as is well known, the finer the

DATA on the physical and thermodynamic properties of hydrocarbons have been made available in recent years but the formal method of applying these data to flow in porous media appears not to have been fully developed. By making usual thermodynamic assumptions and employing existing data on permeability to two-phase flow, Darcy's law may be applied to obtain the flow characteristics for representative combinations of flowing medium and geometry. The numerical examples presented herein are based on hydrocarbons for which complete physical and thermodynamic data are available under equilibrium conditions. INTRODUCTION Thermodynamic data are obtained in the laboratory under equilibrium conditions and their application requires the assumption that equilibrium also exists during flow. This assumption is at least usual in engineering analyses, though not easily justified in many instances, and will be followed here. In regard to hydrocarbons, laboratory experience in determining the pressure-volume-temperature relationships indicates that gas-liquid mixtures must often be stirred vigorously for periods of 15 to 20 min. before reaching equilibrium. On the other hand, boiling and condensation are known to occur on solid surfaces and the large surface exposed to the flowing substance by a porous medium may bring about rapid approach to equilibrium. For the purpose of providing at least a guide to experimentation and a standard for later comparison with experimental results, it will be assumed that the phases present in cross sections perpendicular to the direction of flow are in thermodynamic equilibrium. Another assumption usually made in the solution of problems of flow in porous media is that the fluid remains at a constant temperature; i.e., isothermal flow. This assumption is arrived at by considering the porous medium and surroundings to be an infinite heat source and the rate of heat flow to be infinite at a boiling front. Its validity depends in large measure upon the character of flow, the number of components, and the physical and thermodynamic properties of the fluid. However, the assumption of isothermal flow represents a limiting case. The other limit can be represented by the assumption that the fluid is thermally isolated; i.e., irreversible adiabatic. The thermodynamic process characterizing the actual flow of a given fluid system probably lies somewhere between these two limiting cases and might be thought of as a flow system in which the confining walls are maintained at a constant temperature. For isothermal flow the solid material of the porous media is considered as the infinite heat source capable, without loss in temperature, of giving up heat to the fluid as the latter tends to cool by expansion. For the thermally isolated system, the solid material is considered to give up no heat to the fluid. In the intermediate case the impervious walls confining the porous media are at constant temperature from which heat is transferred along various paths, solid and fluid, throughout the porous media. The most important development in an otherwise colorless year in Colorado oil fields was the completion, late in 1933, of a well on Iles dome on the western slope of Colorado, with an initial production of 1100 bbl. of oil. No great amount of activity beyond the drilling of necessary offset wells is to be expected as a result of the completion of a well of this size because the acreage on Iles dome is closely held; there is no pipe line outlet other than to the Texas Company's small refinery at Craig, 24 miles distant; and the market for the oil is limited to the demands of sparsely settled communities in the high mountains. The Iles field is located on a large dome developed in Mancos shale of Cretaceous age, and having a closure of approximately 400 ft. The structure is highly faulted on the southern end. The first commercial oil well on this dome was completed by the Midwest Refining Co. on the south side of sec. 22-4N.-92W. Oil of 37" gravity was developed in Nancos shale at 2560 ft. and water in the Dakota sandstone at 2630 ft., but a considerable amount of additional oil was found in the shale immediately overlying the Dakota. From 2630 ft., the well produced in 16 hr. 750 bbl. of fluid, 33 per cent of which was water. Production in the Sundance sand of Jurassic age was found in the Midwest Refining Company's No. 4 Parkinson, in the NE.-SW.-SE. of sec. 22-4N.-92W., and completed on the last day of the year 1926, for an initial production of 450 bbl. of oil at a total depth of 3242 ft. The well completed in 1933 is also a Sundance sand producer and was finished at a depth of 3447 ft. It extends the productive area of the field about a quarter of a mile cast. The Iles field is said to have a potential production of 5000 bbl. of oil a day from its present wells, but for the past year has been held at about 600 bbl. a day. The most important test, stratigraphically, ever drilled on the western slope of Colorado is the California Company's No. 1 Raven, NW.-SE. of sec. 30-2N.-102W., which had an initial production of 138 bbl. of oil of 32" gravity, in the Weber formation (Pennsylvanian) between 5750 to 6315 ft. It mas drilled to 7137 ft., probably near the base of the Weber, and then plugged back to 6315 ft. It was shot quite heavily with nitro-glycerin, but failed to respond. Cobalt crystals of commercial purity have been tested in tension. Their resolved shear stress-shear strain curves are very similar in form to those for zinc, magnesium, and cadmium. There is an initial linear region for shear strains up to around 150 pct, the ratio of work hardening slope to shear modulus at room temperature being about 2 X x This is followed by an upturn, which is, PLASTIC deformation in metal single crystals with close-packed structures has been found strongly dependent on stacking-fault energy. The high stacking-fault energy hexagonal metals magnesium, zinc, and cadmium have been quite extensively tested, but up to now no data have been available for a comparable hexagonal metal with low stacking-fau1t energy' An however, smaller in magnitude for cobalt than for the other metals. Values for the critical resolved shear stress rise from 97 kg per sq cm at room temperature to approximately 170 kg per sq cm at -196 °C. The Cottrell-Stokes ratio is not constant either for variations in the strain rate or for temperature changes, its value decreasing with strain. investigation into the plastic deformation of cobalt, which has a very low stacking-fault energy, has therefore been undertaken. EXPERIMENTAL PROCEDURES Cobalt crystals in the form of rods 0.3 cm in diam were grown in an electron-beam floating-zone refiner at a rate of zone travel of 25 cm per hr. THE method usually employed in accurate determinations of sulhur in pig-iron and steel is to treat a weighed sample of borings in a flask with muriatic acid, and to pass the gaseous products through an alkaline solution of lead or silver, which precipitates all the sulphur of the sulphuretted hydrogen in the form of sulphide of lead or silver. The sulphide thus formed is subsequently oxidized by aqua regia, bromine, or other oxidizing agent, and the sulphuric acid formed precipitated in the usual way by chloride of barium. I have substituted for the alkaline metallic solution, a solution of permanganate of potash in the strength of one gramme of permanganate to 200 cubic centimetres of water, and find that it gives results quite as accurate as those obtained by using an ammoniacal solution of silver. By the employment of the permanganate it will be readily seen that there is considerable saving of time and work. There was no noteworthy development in the oil industry in Peru during 1933 and all activities were restricted to the producing fields. The output of the country increased above that of previous years but there still remained a substantial shut-in production at the close of the year. The total production during 1933 is estimated at 13,259,891 bbl., of which the International Petroleum Co., Ltd. contributed 11,205,-362 bbl. A relatively small amount of new drilling was undertaken during the year. The International completed only one new well although a number of the old producers were reworked and deepened. Comments on Tables There are four oil districts in Peru, as shown in Table 1, although only three of these are now being operated. The exhausted Pirin field was abandoned eight years ago. La Brea-Parinus.—The La Brett-Parinas fields are on the property of the International Petruleum Co., Ltd. in the westernmost part of Peru. These fields include a number of producing districts that are defined by complex fault blocks associated with anticlinal folds. Data covering all the items listed in the table are not available on these fields but can perhaps be supplied in part in the future. Lobitos and Restin.—These two fields belong to the Lobitos Oilfields Limited and are near the coast, 10 to 20 miles north of the La Brea-Parinas fields. According to the Department of Mines and Petroleum of Peru, 311 wells at Lobitos and 197 at Restin had been drilled to the end of 1927. Since that date there has been enough drilling to increase moderately these figures. The depth of wells is not available but it is believed that their average depth is slightly greater than in the La Brea-Parinas area. The productive horizons are of Eocene age. zorritos.—The Zorritos field is the northernmost in Peru and is operated by the Establecimiento Industrial de Petroleo de Zorritos. The field is on the coast about 70 miles north of Lobitos. The number of wells drilled in this field to the end of 1927 was 343, according to the Department of Mines and Petroleum of Peru. The depths of these wells are reported to range from 300 to 700 ft. The largest wells do not produce

Coal Mine Health and Safety Act in December 1969, the most comprehensive law in the history of the coal mining industry went into effect. Hardly anyone will quarrel with the philosophy that all miners in the United States should be afforded equal protection under the law irrespective of the state in which they reside. Furthermore, it appears contrary to any sound judgment that a competitive advantage should appear to accrue to a mine operator because his operations are located in a state with less stringent (and costly) health and safety laws Yet it is recognized that the quality of state mine laws and inspection agencies has been extremely variable. Why, then, should there be such resentments over the passage of the Act? The Act was written In the highly emotionally charged atmosphere following the Consol No. 9 disaster: the technical expertise within the industry was discredited and largely ignored; and those directly involved in the writing of the Act were non- technical and largely nonmining people. The result was that the law incorporated certain requirements that were impossible to meet (automatic brakes are the classical example) and certain parts that were too ambiguous and consequently open to interpretation.

THE task of recovering most of the contents of an oil and gas reservoir economically presents many and varied problems. In order to attempt intelligently a solution to these problems, an understanding of fundamental physical laws is essential. As the pertinent facts needed in applying these laws to recovery problems are not readily obtainable, observation must be made and the data tabulated. Here, good judgment must be exercised, for at best the information is meager. The engineer is well fitted to undertake the task of solving this problem. In my opinion, the decision on the part of some production executives to allow the engineer to cope with the oil recovery situation and other problems, is an outstanding example of improvement in production methods. The executive head must make this decision or the qualified engineer will be working under a severe handicap with the present system of supervising the production of oil and gas. A qualified engineer should have not only the required technical training but also enough field experience to enable him to understand the difficulties encountered in producing oil and gas. Such a man tactfully cooperating with the practical oil man can greatly improve present methods of oil recovery. The realization that nature's forces have not been efficiently controlled in past recovery of petroleum deposits has recently brought distinct improvement in production methods. Papers are to be presented at this meeting discussing in detail improved methods of conserving gas in both flowing and pumping wells, and also methods of lifting oil after Nature's supply of gas has proved inadequate. The application of back pressure to producing oil wells has not, to my knowledge, been extensively applied in Oklahoma or Kansas up to the present time. Most of the flowing wells are allowed to flow through the casing until the rock pressure has been dissipated. However, some flowing wells have been tubed before the well stopped flowing through the casing. Recording pressure-gages can be installed to study well performance.

The production of crude oil in Germany during 1933 totaled about 1,669,521 bbl., a slight increase over the 1,608,558 bbl. produced in 1932. This is an extension of a yearly increase which has continued uninterruptedly since 1928. The 1933 increase in production is due chiefly to developments in the Nienhagen field. The production of the Wietze and Oberg fields remained rather stable, while the Oelheim-Eddesse and Volkenroda fields showed decreases. Nowhere in the world has cone classification in closed-circuit grinding with tube mills reached as high a state of development as on the Wit-watersrand. In the development of the Far East section the necessity of fine grinding to obtain satisfactory residues gave rise to a situation with which the cone could cope only at a great sacrifice in efficiency of tube-mill grinding. H. A. White1 recognized the limitation of the cone in his study of the theory of tube milling as early as 1915, but it was not until Ewing, Davis and Willey2 carried out their tests at Springs Mines during 1920 that the advantages of mechanical classifiers were demonstrated. During the fall of 1924 the writer supervised a series of tests with Dorr classifiers undertaken by Mr. White, Consulting Metallurgist, at the mill of the Geduld Proprietary Mines, Ltd., Dersley, Transvaal (Far East Rand). The importance of classification to obtain efficient tube-mill grinding was thoroughly demonstrated. The installation of classifiers of the above type that followed the test confirmed the results of the experimental work. Tests with Cones, Straight Type and Bowl Classifiers The test at the Geduld mill was made to determine the relative grinding efficiency of a tube mill when grinding in closed circuit with cones, straight type Dorr classifier and Dorr bowl classifier. The efficiency of a tube mill, as expressed in this article, is based on the tons of minus 200-mesh material produced by the mill. The efficiency is also expressed in terms of tons of minus 90-mesh material produced by the mills to correspond to the standard practice on the Witwatersrand. The outstanding features of the Coloinbian situation for the year 1929 were legal and political. The passage of Law 84 and the promulgation of the Regulatory Decree 150 were recounted in the review for 1928, as was also the Presidential proclamation suspending this law and its accompanying decree until decision could be reached in the suits filed against them before the Supreme Court and the Council of State. Early this year the Minister of Industries, Jose Antonio Montalvo, announced the appointment of a commission of foreign experts to aid in drafting a new petroleum law. He requested all of the foreign experts employed not to consult with the oil company representatives in Bogota, and these experts were therefore shut off from receiving any suggestions from those who had actually operated in the country and knew the conditions under which operations would take place. It was to be expected that the provisions of a law suggested under such circumstances would not meet operating conditions satisfactorily. The specific objections are stated in O'Shaughnessy's South American Oil Reports (April, 1929). An especially qualified commentator observes that one of the curious provisions of the proposed law was the high royalty on gas—5c. per 1000 cu. ft. of gas produced. There was also a provision requiring 20 per cent. of the stock of the company operating in Colombia to be offered for sale to Colombians. The bill failed to pass Congress in the closing hours of the session. The Supreme Court, in the meantime, handed down its decision on Law 84 of the previous year and Regulation 150 covering the enforcement of that law. Contrary to expectation, the majority opinion of the Court practically affirmed the constitutionality of both the law and the regulatory decree, with the exception of Article 20 and parts of Article 21 of the decree which referred specifically to the registration of private properties. At the time the suit was filed against Law 84 and Decree 150 the operation of these measures was suspended by the Executive. Law 84 and its Regulatory Decree 150 still remain suspended as the Council of State has not yet brought in a decision upon the questions raised in the suits instituted by the various companies against the law and decree, and at the moment of this writing it appears unlikely that such a decision will be reached by that body.

THE Employment Bureau of the F. A: E. S., conducted under- the direct supervision of the secretaries of the four Founder Societies, has wanted to extend its activities and usefulness but it is operating right up to the limit of its budget; consequently, anything which requires the expenditure of more funds cannot be -undertaken, for the present. A great deal of time has been spent in recording, classifying, and interviewing the men listed, but owing to the business depression, only a comparatively small number of men have been placed' luring the last few months. There are men in New York from all over the country. What the Bureau needs is more positions available. With this in view, a number of high-grade engineers, themselves in need of employment, volunteered their services for a publicity campaign in the City of New York. A definite mode of procedure was evolved, and the success of the movement has been considerable, so much so that it has been thought well to call it to the attention, of members elsewhere, so that similar committees ' and campaigns might be organized in other cities. Following is a chronological arrangement of the methods used.

The Federal income tax law permits as a deduction in determining net income "in the case of mines,... a reasonable allowance for depletion and for depreciation of improvements, according to the peculiar conditions in each case, based upon cost, including cost of development not otherwise deducted: Provided, that in the case of such properties acquired prior to Mar. 1, 1913, the fair market value of the property (or the taxpayer's interest therein) on that date shall be taken in lieu of cost up to that date." The law provides for a reasonable allowance but the regulations provide for a definite method of computation that possesses more the virtue of simplicity than that of reasonableness. Article 210 of Regulations 45 reads: "When the cost or value as of Mar. 1, 1913, or within 30 days after the date of discovery of the property shall have been determined, and the number of mineral units in the property as of the date of acquisition or valuation shall have been estimated, the division of the former amount by the latter figure will give the unit value for purposes of depletion, and the depletion allowance for the taxable year may be computed by multiplying such unit value by the number of units of mineral extracted during the year." This is simple, but is it reasonable? The intent of the law is clearly that the cost of the ore in the ground shall be considered as part of the cost of the same ore when removed and sold. The regulations fail to carry out that intent, because of the unwarranted assumption that all the ore in the mine cost the same amount per ton. This is what gives the Treasury Department's method its simplicity, but at the same time robs it of its reasonableness because the assumption is contrary to fact. It is self-evident that a ton of ore near the surface or exposed by present workings is worth much more than a ton buried so far down in the earth that it cannot be removed for many years. In situ mining techniques have become prominent in recent years due to declining ore grades, rising costs, and increasing concern for miners' health and safety. Current practices depend heavily on the effective and uniform fragmentation of the ore zone of interest, which not only provides for proper media flow but also exposes additional surface areas to react with the processing system. Specifically, current applications have focused on blasting to a mined-out opening or, in the case of shallow de- posits, blasting to the surface void. In the former case, several obstacles are encountered, including proper initiation, uniform fragmentation, and a lack of swell space for the blast, which tend to produce less desirable results in the zone of' interest.

THE cost of maintaining the production of an operating oil company is one of the most important, as well as one of the most difficult to estimate, of the various items which go to make up the total cost of producing oil. In the opinion of many operators the cost of drilling and developing new wells, whose production takes the place of the loss in production through decreased yield of the old wells, is considered an operating expense, for the reason that the total income-producing power of the property is not increased. The cost of these new wells may be added directly to production expense, or it may he charged to capital account, and this account depreciated to the same extent. In either case, after an oil company is on a satisfactory income-producing basis, the money for drilling new wells to maintain production must be taken from the income of the company. Three factors determine the cost of maintaining production: First, the rate of decline in yield of the wells; second, the cost of drilling and equipping new wells in terms of their production; third, the decrease in initial production of new wells as the property is drilled and gas pressure taken off the sands, etc. In order to check theoretical figures for the cost of maintaining production the writer, with the assistance of Reed Bush and Fred Tough, has compiled the following figures. It is necessary first of all to choose a period of time during which production for the field or territory studied remains fairly constant. The longer the period of time over which this condition prevails, the better. It is also necessary to eliminate or allow for any extraneous condition which may have affected the production returns, such as the shutting clown of a large number of wells, the bringing in of a well of exceptionally large yield, the opening up of virgin territory where the flush yield is greater than will he had from new wells in after years, etc.

In light of the present energy crisis, coal appears now as the only reliable source of energy. The production of coal is expected to regain a rising trend after the latest slump. Aside from the competitive price with natural gas and oil, the other retarder of coal production is its environmental pollution effect. Gasification of coal has been advanced as the partial solution to the energy-ecology crisis. All the Advantages In situ gasification of coal may be considered a further step in this direction. It carries all the advantages of normal coal gasification as a stable source of energy; it is clean to handle and nonpolluting of the environment. It partially and sometimes fully does away with mining, makes uneconomical low grade coal and lignites economical and places some formerly unworkable seams within the scope of modern technology. The seams posing problems for mining due to tectonic disturbances may be converted into gas in situ. Low grade coals, such as lignites, which otherwise would be left in nature as uneconomic wealth, may be exploited by underground or in situ gasification. Thus, in situ gasification is likely to increase the exploitable reserves of coal and may reduce the cost of production. An additional merit of this method is that coal substance never reaches the surface and there is no problem of cinder disposal.

During the year 1940, production of crude oil in RiIexico totaled 43,914,000 bbl., or 2,776,000 less than in 1937, the year before expropriation. The 1940 output was I,2000,000 higher than in the previous year. In 1937, Poza Rica production accounted Declines in exports of Panuco crude, fuel oil and gasoline were recorded but these were more than offset by increased exports of 4,000,000 bbl. of Poza Rica crude, which was the approximate amount shipped to Sinclair during 1940 under the terms of the settlement. Over-all exports increased by 1,500,000 bbl. over the preceding year. The outstanding development regarding the destination of Mexican exports in 1940 was the increase of I0,000,000 bbl. in the exports to the United States. Exports to Germany ceased toward the end of '939 and to Italy in the second half of 1940. During the year 1940 the Sinclair interests and the Mexican Government settled their expropriation question. By the terms of the settlement Sinclair is to be compensated by cash payments and oil-purchase contracts. On Dec. I, 1940, Ada Camacho was inaugurated President of Mexico for a term of six years. Among his first acts following his election were: I. A proposal to change the Constitution to restore Supreme Court Judges' terms to life tenure. This has been ratified by both chambers of the Mexican congress and is now before the legislatures of the States of Mexico for ratification.
