For the US coal industry, 1978 was a nightmarish recurrence of 1977 as the United Mine Workers strike cut into production during the first three months of 1978, followed by the strike against the Norfolk and Western Railway during the summer and early autumn. Coking coal production was floored by the one-two punch of environmental constraints on US coke ovens and competition from low-cost, high-quality imports. At the same time, US ex orts of coal fell to their lowest level since 1962. And in the face of all of this, steam coal consumption was sluggish as utilities burned huge amounts of oil to conserve coal stockpiles during the UMW strike. This was followed by decreased electrical demands due to mild summer weather in many parts of the country and dramatically improved availability of hydroelectric power.

Finances. : Income continues to increase the total for the year 1935, being $141,754 compared with $134,967 in 1934, and $121,689 in 1933, which was the lowest reached during the depression. The principal increases were $2000 in Current Dues; $2400 in Dues from New Members; $2000 for Advertising in the monthly magazine MINING AND METAL¬LURGY; and $1600 in Sales of Authors' Reprints and TRANSACTIONS volumes. Income from Dues in Arrears was $1000 less as a consequence of the fact that arrearages had been largely reduced during 1934, so that there were fewer from which to draw.

Young† (communication to the Secretary): Before the appearance of Mr. Scott's paper in these Transactions we were not specially interested in the investigation which he has started; but at his request we have endeavored to collect from musty records and the recollection of our old friends a brief chronicle of the progress made by this house. As 3000 instruments were manufactured by us before any descriptive record was kept, and 2000 more before the record contained more than a statement whether the instrument was a transit or a level, and sometimes its size, we approach the task with timidity, trusting that the reader will bear the difficulties in mind, particularly as the writer's predecessors, from whom, no doubt, the information desired could have been obtained, have passed away. Instruments for surveying were manufactured by David Rittenhouse, of Philadelphia, as early as 1760; but it was not until late in the first quarter of this century that there was any American market for an instrument outside of the ordinary surveyor's compass. With the advent of canals and railroads, and the more extensive development of the Pennsylvania coalfields, arose a demand for surveying-instruments to meet problems in engineering beyond the limited field of the compass. THAT the quiescence of a liquid while it is solidifying should favor the formation of columnar crystals, normal of the cooling surface, is seen readily on considering the mechanism of solidification. First; each particle of any composite liquid, whether it be an aqueous solution or a molten metal; in solidifying splits up into two parts, different in composition and hence in fusibility. THE most outstanding property of ammonia liquors, used in the ammonia leaching process is their very limited ability to dissolve all compounds present in reduced ore except nickel and cobalt. Although they do have such a high degree of purity, even the smallest amounts of impurities contaminate the precipitate of basic nickel carbonate that may be obtained from pregnant liquors by straight distillation. Figures have been given in a separate paper regarding the extent of such contamination. The product of straight distillation is likely to contain small amounts of Fe, Mn, MgO and SiO2 as well as some sulphate and sulphide. The sulphur can be readily eliminated by calcination of the product at the proper temperature and MgO and SiO2 by reduction and melting of the metal with a suitable flux. After such treatment the metal is relatively pure, and the iron and manganese content will be very small. The cobalt content, however, may vary considerably, depending upon the ore treated. The metal obtained from pure true garni-erite ores usually has only a small cobalt content of less than 1 pct. Metal obtained from medium grade iron-rich nickel ores may show cobalt values from 2 to 3 pct, and the alloy obtained from laterite is likely to contain as much as 10 pct cobalt. By proper treatment a good deal of cobalt may be recovered from lateritic nickeliferous iron ores, and cobalt will become the major constituent of the pregnant liquor if asbolan ores or similar products are treated. The pregnant liquor of "run of mine" nickel ores may have a pinkish shade, indicating the presence of cobalt. It is evident that from such liquors the metals should be recovered separately. Even if cobalt is present in only very small amounts, it would probably be economically justifiable to recover both metals as pure as possible if a suitable process could be devised. The author has made investigations along this line and has patented some processes adapted to the treatment of this type of solutions. Selective Dissolution of Nickel from Basic Nickel Carbonate Containing Some Cobalt: Basic nickel carbonate obtained from true garnierite ores by straight distillation of the pregnant liquors, always contains some cobalt as well as the normal impurities. In. order to improve the quality of the nickel product and to recover most of the cobalt, the following process has been devised. By using liquors with a low CO2 to NH3 ratio, nickel can be redis-solved preferentially to cobalt. It is not a sharp and clean separation but a selective one, for the bulk of the nickel may be redissolved with a small amount of cobalt, and a small residue may hold the bulk of the cobalt. The greatly increased cobalt content of the residue is indicated by a pronounced olive green color, in contrast with the light green color of pure basic nickel carbonate. The following example is given from Dutch patent No. 52788, Klasse 40a. 43 granted June 17, 1942: The original precipitate contained about 0.55 pct cobalt calculated on total nickel + cobalt. Eight hundred and fifty grams of the basic nickel carbonate were redissolved in leach liquor containing 7.12 pct NH3 and 2.12 pct CO2. The weight of the dry residue was about 3.5 pct of the original weight. By analysis it was found that the residue contained: Fe 1.93 pct, Co 6.01 pct, Ni 34.87 pct and also a certain amount of silica. The clear filtered blue liquor was distilled and the precipitate of basic nickel carbonate from this analyzed: Fe 0.008 pct, Co 0.0146 pct, Ni 42.37 pct. It is obvious that this product is considerably more pure, since calculation shows that about 94 pct of the original cobalt remained in the residue. Cobalt and nickel can be recovered by further

Anthropological diggings have revealed that the American Indians carried on intertribal trade in flint, obsidian, ochre, and other mineral commodities, indicating that mining was practiced before the arrival of the white man from Europe Carbon datings from the native copper pits on Isle Royal and Keweenaw Peninsula, Michigan, have yielded dates as early as 5555 BC for this mining. As early as Pliocene time, Eolithic-man fashioned artifacts of stones probably found on the surface, but by late Quaternary, Neolithic man was sinking shafts and mining underground for flint. Because placer gold was easily recognized and easily worked, it was used for ornamental purposes by nearly all cultures before other metals were discovered The Chaldeans hammered copper objects approximately 4500 BC and copper was used in India and China about 3000 BC. An ancient trail from the Nile to the Sinai led to the mines of copper and turquoise Paintings and bas-reliefs of Egyptian tombs dating around 3000 BC depict maps, mining, and smelting in this area. It is interesting that despite this widespread and long history of mining, Agricola records that the first mining laws were developed by the Greeks at Laurium about 700 BC. All of the base metals are known to have been produced in small quantities during the Colonial period in America, but perhaps the first commercial production was the iron ore shipped from Virginia to England in 1608, followed by lead in 1621. Among the earliest companies formed in America that still survive (according to the standard reference yearbooks), were: the Jackson Mining Co., predecessor of Cleveland-Cliffs Iron Co. on the Marquette Range, Michigan, in 1844; the Sussex Zinc and Copper Mining & Manufacturing Co., fore-runner of New Jersey Zinc Co. in 1848 (although the Franklin-Sterling body was discovered in 1640); the five companies, Pittsburg and Boston, Quincy Mining, Pewabic, Huron Mining, and Minesota all formed in the decade (1844-1855) that followed the rediscovery of Keweenaw copper, were combined into Calumet and Hecla; and Vermont Copper Mining Co. in 1853 Although southeast Wisconsin lead-zinc was discovered in 1690, Mine La Motte in southeast Missouri in 1720, placer gold in California in 1848, Comstock Lode in 1859, Leadville in 1860, Cripple Creek in 1891, no surviving companies of those early mining periods exist. INTRODUCTION The objective of this chapter is to inform the industry, as well as the public, of the challenges in dealing with problems associated with air and water contamination by coal preparation plants. The need for an informed industry is most important. It is hoped that some contribution may be given to a more efficient and economical approach to the problems of plant waste contaminants at individual plants. The problem has many facets, and consideration should be given to specific areas before any significant problems develop at a given plant. It is then possible to have a reasoned approach before the pressures of an emergency environment force hasty and incomplete solutions. It will be necessary to anticipate these problems in the design of new preparation plants, and advance consideration should be given to all problems concerned with contaminants.

THE GREAT advances made in mechanical engineering during recent years through the use of alloy steels, as illustrated by the development of the airplane and automobile, may be ascribed primarily to the application of nickel as an alloying element. The ternary system iron-carbon-nickel has a wide industrial application and forms, further; the fundamental basis of the even greater class of the widely used quarternary steels such as nickel-chromium, nickel-silicon, and nickel-vanadium. As is not uncommon with such cases of virile growth in an industry, the application of the alloy steel in a largely empirical manner has outstripped its scientific development so that a fertile field for metallographic research still remains. In this field, the basic nickel steels require first consideration and are the subject of the present investigation, which is offered as a preliminary to the study of the more complex alloys of industrial importance. Of the principal tools of metallography-microscopic examination, determination of -mechanical properties, and thermal analysis-the last has developed much more slowly in its application to industrial needs so that the situation often exists that heat treatment operations are based on empirically determined temperatures; that is, temperatures determined without regard to the actual transformation characteristics of the alloy. This situation is undesirable as there is no uniform standard for comparison of results. It is due, outside the usual difficulties involved in temperature measurements, to the pioneer character- of much of the published work; to the lack of definiteness of the Ac2 transformation,1 particularly in low-carbon steels; to the failure to define operating conditions completely; and to the paucity of information correlating thermal characteristics with results of heat treatment.

Sulphuric acid leaching has been up to the present, the most popular of the leaching routes. Oxide ores are usually leached with sulphuric acid directly by dump leaching, as practiced at the Bagdad or Bluebird Mines in Arizona, or by vat leaching as done at Inspiration Mining in Arizona. Upgrading of the low-grade oxide ores by dump leaching followed by cementation of the copper from solution by scrap iron has been replaced by the leaching-solvent extraction-electrowinning route which results in a high purity product at the mill site at reduced production costs compared to previous practice. High-grade oxide ores, vat leached with H2SO4, can contain, for example, 25 g Cu/l and 25 g H2S04/,l, or higher concentrations of both, and are presently fed directly to electrorefining plants. Advantages of coupling solvent extraction-electrowinning with the low cost dump leaching instead of using cementation, are as follows (1): a) the production of high purity electrolytic copper rather than cement copper;

THE PROCESSES USED FOR THE rolling of zinc are not novel or unique in a mechanical sense. There has not been so widespread a tendency toward heavy slabs and mechanical handling, and toward 3-high and continuous mills as has taken place with steel and with some of the other nonferrous metals. Those respects in which the rolling of zinc differs from the rolling of other metals center around two facts. First, the hexagonal zinc crystal has only one plane of easy slip: namely, the basal plane. Fortunately, however, the crystal twins readily on any of the pyramidal planes, thereby creating new basal planes favorably oriented for relief of the stress which has caused twinning. Second, the recrystallization temperature of zinc is little above room temperature and for very pure grades of zinc may in fact, be at room temperature for severely strained material. The practical effect of these two characteristics of zinc will become evident in the later discussion. First, it is necessary to give some attention to the melting and casting of billets for rolling. Reverberatory furnaces are commonly used for melting. These vary over a wide range of capacity from as low as 5 tons to 100 tons or over. Low-frequency electric furnaces have also been used with satisfactory results. Arc Furnaces are, of course unsuited to a low-melting and lute-boiling metal, such as zinc. To minimize oxidation and volatilization losses in the furnace, the temperature should be kept below 500°C. With this temperature in the melting furnace, a suitable pouring temperature in the neighborhood of 460°C can he maintained at the mold when a transfer ladle is used for pouring.

Theoretical calculations for the decline of pressure and the variation of instantaneous producing gas-oil ratio with increased cumulative production have been made for reservoir systems under various producing drawdown values and for various spacings. These variables have been included by a modification of previously Published techniques. This consists essentially of utilizing a radial system flowing gas and oil in a succession of steady state calculations. The results of the calculations do not show any variation in the predicted behavior of the internal gas drive reservoir when either the drawdown or the spacing are changed. The prediction of performance on an internal gas drive reservoir has been presented by various authors. ',"' These predictions are in the form of a pressure decline and an instantaneous producing gas-oil ratio as a function of cumulative oil withdrawal. In making these predictions a basic assumption has been that the saturation of the reservoir is uniform throughout at any time, or that the pressure differential imposed on the reservoir system is zero. Because of these assumptions the validity of such predictions has been questioned. Their application to actual systems, where saturations are not uniform and where producing differentials exist, has been a hazardous procedure. The authors cited have used different methods of approach to the derivation of equations for making their predictions and for arriving at a solution of both equations, but basically the same relationships are utilized in each case. In all instances the instantaneous producing gas-oil ratio is calculated from the equation: In utilizing this equation an average reservoir pressure and an average reservoir saturation must be known, the former to define ß, v, s, and uo/ug and the latter to define kg/ko. Predictions can be made, therefore, only for the conditions of a uniform reservoir saturation and a uniform reservoir pressure. This restriction of requiring a uniform oil saturation can be resolved by applying two-phase steady state flow for the radial system to the reservoir's history. Mr. Chairman and Gentlemen: I accepted your Chairman's invitation to speak to a group of experts in this field with the greatest hesitation, because I know little or nothing about it. Certainly I can make no detailed suggestions, or suggest planning along very definite lines. You cannot do that sort of thing in a vacuum, and as I have suggested, my knowledge of the whole oil problem is next to nothing. It is possible that as a student of our public law, constitutional law particularly, for a number of years, I have acquired a perspective that may enable me to offer, for what they are worth, some general thoughts on these problems. I think that nothing in the whole field of law requires more definitely and clearly the functional approach than does the problem of a sound legal solution of the difficulties of the oil and gas industry. The industry is dealing with substances that are peculiar, and one must know how those substances act and what has been the history of the industry, to undertake to make anything like specific suggestions. I certainly am not qualified.

The industrial importance of the sillimanite group of minerals depends upon the beneficial properties exhibited by porcelains and refractories in which substantial amounts of these minerals are utilized as raw materials. The presence of "sillimanite" (now known to be the closely related mineral, mullite) in conventional porcelains and refractories has been known since before the turn of the century. As early as 1906 German investigators observed a direct correlation between the "sillimanite" content of a porcelain and its electrical and mechanical properties. Acting upon this discovery, U. S. Bureau of Standards investigators during World War I developed improved pyrometer tubes and spark plug porcelains, by increasing substantially the amount of "sillimanite" at the expense of quartz. The success of these experiments, first reported in 1918, at once aroused a lively interest in the location of natural sources of sillimanite and its related minerals. As a result of diligent search, the large andalusite deposits in California were discovered in 1919. Within the next several years large deposits of kyanite and sillimanite in India and kyanite in the United States had been reported. The search for these minerals in quantity, by both private and governmental agencies, has continued unabated during the ensuing forty years. A number of domestic deposits of kyanite have been worked during the past 30 years. Of these, only the Virginian and South Carolinian deposits are currently in substantial production. The only commercial andalusite production in the United States has been in California and Nevada. A dumortierite deposit in Nevada, known since 1917 but ignored for want of a commercial use, began production in 1925. A topaz occurrence in South Carolina has yielded a small production since about 1940. Domestic production of andalusite, dumortierite and topaz had virtually ceased by 1950. There has never been any commercial development of domestic sillimanite deposits. Kyanite has been mined almost continuously in India since about 1922. The remoteness of the large deposits of Indian sillimanite had caused it to be neglected until 1949. In that year sillimanite production began, and it has continued to the present. South African andalusite has been marketed from the 1930's until the present time. From 1944 to 1955 Kenya, British East Africa, was an important producer of kyanite. Commercial deposits of kyanite in Ontario, Canada should soon be in production. The first production of kyanite in Europe began in Austria in 1953. No commercial deposits of mullite are known anywhere in the world. It is of interest to note that synthetic mullite, which as "sillimanite" first elicited interest in the A12O3-rich aluminosilicate refractories, has enjoyed a marked increase in production in recent years. This is a result of the gradual depletion of known deposits of high-quality kyanite and related minerals."' Composition The sillimanite group includes kyanite, andalusite, and sillimanite, all having the same chemical composition (A12O3•SiO2) but different physical properties. (written discussion).-The basic requirement in the electrostatic process of electrical precipitation is that gases containing solid particles in suspension are forced to pass through an electrical field consisting of an insulated high-potential wire, or other type of discharge member, and a grounded plate, or other, type .of collecting member. Commercial. operation and efficiency of precipitation are secured by electrical and structural arrangements to provide the maximum value of the variable factors modifying the degree of precipitation. That is to say: 1. A unidirectional flow, of high-potential current is vastly more effective in precipitation than a high potential alternating-current flow.

AS a part of the general program on alloys of uranium carried out at the Massachusetts Institute of Technology under contract W-7405-eng-175 for the Manhattan Project during the recent war, it was considered desirable to investigate the boundary binary phase diagrams of the ternary alloy system uranium-tungsten-tantalum. Previous work on these alloys was practically nonexistent. A brief statement to the effect that tantalum and tungsten form a continuous series of solid solutions was found in a general paper on tantalum by W. V. Bolton1 but no information was available on the uranium-tungsten and uranium-tantalum systems. The research to be described in this paper has served to delineate the main features of the uranium-tungsten, uranium-tantalum phase diagrams and to check Bolton's work on the tungsten-tantalum diagram. Experimental Details Metals: The tungsten and tantalum used for preparing the alloys were 99.96 and 99.65 pct pure, respectively. The chief impurities in the metals were about 0.02 pct molybdenum in the tungsten, and 0.2 pct columbium, 0.05 pct tungsten, 0.02 pct barium and 0.01 pct silicon in the tantalum. The uranium used was 99.9 pct pure, with the main contaminants being iron and carbon. (An appreciable amount of magnesium was present in the uranium as received, but this distilled off during melting and so is not reported as an impurity.) The composition of specimens indicated in the subsequent figures and tables of this paper are the results of chemical analyses on the cast alloys except for the tantalum-tungsten alloys. The magnitude and economic importance of the problem of correctly valuing natural-gas leaseholds become evident when me consider that: (a) Natural gas is handled in 55 per cent. of the gas distributing plants in the United States. (b) Present known natural-gas acreage forms 47 per cent. of the total known mineral-land acreage in the United States. (c) Five acres of land are now required to protect and maintain continuous service to each of the 2,000,000 domestic natural-gas consumers in the United States. (d) The cost of acquiring and maintaining this acreage of an expendible resource represents a substantial part of the cost of the natural-gas service to the consumer. (e) "The right of a citizen by means of his ownership of or his mining leases on land to draw gas from beneath its surface is property and sometimes valuable property."' A large number of other court decisions have established the basic legal principle that the right to drill for gas within a given area constitutes an interest in the land itself, and is necessarily an exclusive property right. Definition of Vested Interests or Rights "Vested interests are economic interests which are legally recognized to be such that they cannot be impaired by public action, directly or indirectly, without indemnification. Vested interests are largely property interests. The recognition of an interest as a vested interest gives it some of the attributes of property, and by American courts it would be comprised in their very inclusive concept of property. Otherwise than through property, vested interests generally arise through contract."

Island Creek conditions are generally referred to as ideal; yet, as at all other properties, there are all known hazards of coal mining. The hardest of these hazards to combat is the human element. The basic thought in the minds of the management of these properties is to produce coal with the utmost safety, and it has impressed upon its supervisory force that it does not want a ton of coal unless it can be produced safely. This company has instituted a mine inspection department, which reports direct to the general manager, arid all matters pertaining to safety come under the direction of this department. Through the medium of the inspection department, the management is kept in touch with the actual conditions existing in general at all mines. Inspections are made regularly arid continuously; that is, at all times while the mine!: are in operation some sections of some mines are being examined. These inspections cover all active and inactive workings. Miners are contacted in their working places and other employees at their respective, work. A thorough check is made to see that the state mining laws are complied with and that company safety rules arc being observed. Night shifts receive the same attention as day shifts. All violations and dangerous practices are brought to the attention of the plant supervisory force with suggestions and recommendations; major hazards of emergency nature are taken up immediately with the management. Periodical inspections are also made of all tipples, preparation plants, dumping and hoisting equipment, to see that all machinery is properly guarded, and walkways and platforms properly fenced; conditions of equipmcnt and mechanical defects are also reported. The extensive employment of nonmetallic minerals antedates the use of metals, but only within the last two decades has the production of nonmetals begun actually to keep pace with the complicated activities which characterize the so-called Machine Age. The economic changes ushered in by the Industrial Revolution were reflected first in an increased demand for metals and for fuels. In the modern sense, therefore, the nonmetallic mineral industries are new and afford new opportunities for engineer and economist alike. A certain amount of caution is indicated, therefore, before attempting to apply ready-made formulas to the problems of these industries. Economics is not an exact science. In the field of production technology where the number of variables is fairly well known, the principles of economics are readily applicable, but as the student proceeds through the province of marketing into the unexplored regions of psychology and sociology he must distinguish carefully between scientific reasoning and purely metaphysical speculation, even when the latter masquerades as economics. The present paper attempts to prove no preconceived theorems and is designed primarily to stimulate careful thinking on sundry neglected phases of these industries. An attempt is made to differentiate the general problems into single aspects which afford promise of being comprehended separately; also, some fundamental statistical data are presented, but merely to indicate a method of scientific approach applicable to more intensive studies. Definition Before discussing the economics of the nonmetallic mineral industries, it is appropriate to consider what we mean when we say "nonmetallic minerals." This term, inasmuch as it is merely a negative description, is somewhat loose and ambiguous and gives rise to questions in regard to minerals that, like chromite or bauxite, are alternatively classed either as nonmetallic or as metallic minerals (or ores). WHEN I had the honor of receiving an invitation to give the-Institute of Metals Lecture, it occurred to me that it might be of interest to review the advances which have been made in refractories, considering how important these materials of construction are in the carrying out of many metallurgical operations and what a large factor they represent in our costs of production. Frankly, I can claim no recent contact with the refractories industry and what little work I myself have been concerned with has been rather unorthodox in character. However, perhaps in consequence of this, I can approach the review without bias and include some suggestions which may prove stimulating or provocative to some of you, who have a more intimate knowledge of refractories and their uses than I Possess. It is neither possible nor necessary for me to survey the progress of industrial refractories, for this has been so thoroughly undertaken by others1-7 in recent publications. Perhaps the best way to get a broad picture of this progress is to compare the Faraday Society Symposium on Refractory Materials 20 years ago8, containing a report on one of the first attempts at standardized testing, with the American Society for Testing Materials Committee Report of February 1935. Suffice it to say, lest my provocative remarks be misunderstood, that I do appreciate that great advances have been made, particularly by companies that have established their own research laboratories and by universities and cooperative research institutes working for the common weal of groups of manufacturers or for national and international progress. The scientific study of the constitution diagrams of binary and ternary refractory oxides, which American workers have been foremost in under-taking, ? led by the work of the Geophysical Laboratory at Washington, has laid a firm foundation for the whole subject.
