The federal taxes on incomes and excess profits are of course heavy. In 1917, the value of the mineral production of the United States was a little in excess of $5,000,000,000. The total of federal taxes for that year, for the mineral producing companies, as computed by themselves, amounts, according to tentative compilations, to about $207,000,000, and the total for the comprehensive group of mineral and metal industries to about $766,000,000, which figures represent respectively 9.5 per cent. and 35.1 per cent. of the total tax paid by all corporations. Because of greater complexities in applying the revenue laws to mineral properties than to most other industries, opportunity is afforded for wide differences of view. The taxes indicated above, therefore, are not final and may conceivably be very materially increased. For 1918, the taxes are expected to be still greater, but no compilations are yet available. Taxes at a high rate are to continue indefinitely. The subject is clearly of gravest import to the mining industry in particular. The Commissioner of Internal Revenue, who is charged by law with the administration and collection of the taxes, is determined that these functions shall be performed in a just and businesslike way. Fairness and finality are to be the chief objectives. In view of the peculiar conditions that attach to the tax program as applied to mines and other wasting industries, like oil, gas, and timber, the Commissioner has resorted to professional advice and assistance by manning a Sub-division of Natural Resources with competent engineers, brought in from the several industries, into whose hands he has placed for solution the technical questions involved. These engineers have a two-fold duty: (1) to devote to the solution of these problems their own knowledge and experience; (2) through their acquaintance with their respective industries, and with the men engaged in those industries, to focus upon these problems, by conferences and otherwise, the best opinion of the country. THE September issue of the Engineering and Mining Journal carried an item regarding the Cercapuquio Mining Co. which was mentioned as a large producer of lead, zinc, and cadmium, situated near Huancayo, Peru. The paragraph caught my eye because I had not heard of the property in thirty years and I recollect all too well the circumstances of its accouchement. In 1916 1 was making my headquarters in the town of Huancayo, then the terminus of the Central Railway of Peru, and was examining mines and prospects in that general area for Cerro de Pasco. In the course of my work I became acquainted with an engaging and energetic "practical" miner named Balarin, a Dalmatian living in Huan¬cayo, and made numerous trips in his excellent company. One day Balarin came to the down-at-heels hostelry where I stopped and told me that a Cholo prospector, a character by the name of Jose, had just reached town and claimed to have made a discovery in a little known locality called Cercapuquio. Lead-silver, Balarin said, and showed me a sample of galena about the size of his fist. "Fine," I remarked. "When do we leave?"

ALTHOUGH calcium carbide and other compounds of calcium, as well as a number of calcium alloys, are well known and are the basis of important industries in the of United States, calcium metal has been thought of as something of a rarity and has received comparatively little attention from industrial metallurgists. The metal may he made in a number of ways, but the electrolytic deposition of calcium from a molten calcium chloride bath was the first process to be used for its commercial production and is still the standard procedure. Calcium metal has elicited little interest among nonferrous metal producers, as the demand has been relatively small and its production restricted to only a few plants, exclusively in France and Germany.

ORE.ID, a microcomputer program, rapidly searches a database of the principal properties for 573 ore minerals. Searches may be performed on any or all of the following properties: mean Vickers hardness, Talmage hardness, mean reflectance, strength of anisotropism, and colors and tints of the mineral and its internal reflections. Data from the International Mineralogical Association - Commission on Ore Microscopy data card file have been used when available. The program displays the number and type of data matches for each mineral found, displays their chemical components, and allows the range to be narrowed or widened for each of the identification properties for repeated searches, if desired. ORE.ID is much more rapid, allows for the use of more identification properties, and involves more ore minerals than any previous identification system.

The flux of evaporation J from {loo) , {111), and (110) planes of silver single crystals and from poly crystalline specimens was measured at 744°C under a high vacuum using a time average weight loss method. The evaporation coefficient a was computed from the measured flux and vapor pressure data through the relationship J = aPe/21rmkT. The evaporation coefficients for the close packed planes and the poly crystalline specimens were found to be about 0.4 providing tentative confirmation of the theoretical limiting law for evaporation of metal crystals, a = 73(P/Pe) + % . The (110) planes faceted to form (111) planes, resulting in a greater evaporating area and larger a . The evaporation morphology of the plane surfaces and the surfaces of spherical single crystals is described in some detail. RECENTLY a detailed theoretical analysis of the mechanism and kinetics of metal crystal evaporation was made.1'2 A mechanism for vaporization involving the recession of monatomic ledges across a metal surface was deduced, and evaporation rate equations were derived by considering the dynamics of these ledges. In most metals, the process of evaporation is one of dissociation of atoms from ledges, surface diffusion, and desorption. The gross vaporization rate is controlled by the surface diffusion and desorption rates. It was shown that the monatomic ledges, under the action of surface diffusion gradients, tend to assume a terminal velocity and spacing. Further, it was shown that crystal edges and grain boundaries are a ready source for monatomic ledges. In the case of evaporation of large, perfect crystals with clean, low-index surfaces, the kinetic treatment1 leads to a limiting law for crystal evaporation: where J is the gross flux of vaporization, a is the evaporation coefficient, Pe the equilibrium vapor pressure, m the atomic mass, k Boltzmann's constant, T the absolute temperature, and P the actual pressure of vapor over the crystal surface. Imperfections such as grain boundaries, pores, cracks, and macroscopic steps should have the effect of causing positive departures from this limiting law. Such an imperfection is a source for monatomic ledges, which, near their origin, are closely spaced and thus give rise to higher evaporation rates there. However, under many experimental conditions,' this effect should be negligible due to the relatively low concentration of imperfections. In general, a more important cause of positive departure should be screw dislocations, and the effect of these has been considered in some detai1.2,3 Monatomic ledges emanate from points where the surface is intersected by a dislocation with a screw component normal to the surface. The dynamics of ledges arising from a screw dislocation are similar to those of ledges arising from a crystal edge. FiRst I must express my deep appreciation for the honor of being privileged to give the Howe Memorial Lecture this year and at the same time my feeling of inadequacy to do justice to the subject. The first Howe lecturer was most fittingly, Professor Sauveur, his contemporary and friend, and the subject was beta iron. Last year the second Howe lecture was delivered by Dr. Mathews, one of his most distinguished pupils, who spoke on austenite. This year, the Howe Professor of Metallurgy was chosen to deliver the third annual lecture, and the subject ought to be martensite. No one but Professor Sauveur could have brought to life what was considered by many to have been dead and buried, and he so persuasively and convincingly proved to us by his experiments the existence of something that the followers of that new cult "X-Ray and Crystal Structure " would have us believe is simply alpha iron. And Dr. Mathews from his wide practical experience was so easily able to convince us that austenite was not only the most wonderful of the iron-carbon series, but that it was the wonder alloy of the future. If I were to follow in the footsteps of my distinguished predecessors, I would talk to you about martensite. But when I had planned this lecture, I found that I was writing about Professor Howe and his work and his influence on the science of metals of today, and that martensite had become the secondary theme. And when finally I was obliged to choose a title, I remembered that it was in 1901 I came from Roberts-Austen with a letter of introduction to his very dear friend, Henry Marion Howe, at the Columbia School of Mines, to continue my work at the next bench to Dr. Mathews. Since then a quarter of a century has gone by, and during that time all branches of science seem to have been remade, so great has been our advancement in knowledge and discovery. And now that Metallography has finally established its place as an important branch of science, with its own textbooks and literature, I would like to review what seem to me to be the most important advances we have made in the last 25 years. To do this, I would start with Howe's "Iron, Steel and Other Alloys," and end with Jeffries and Archer's " Science of Metals." TWO months ago, just after the coal code hearing in Washington, one of our leading liberal weeklies printed a study of the coal industry made by an economist in the Administration, and on the outside cover bad it featured as "Coal-A Dying Industry." There are, of course, different opinions as to the accuracy of this characterization and I want to present some of the facts about the outlook for the bituminous industry for a short time ahead. In view of what has happened in the industry within the recent past it would be futile to attempt to make any prophecy about what is likely to occur in the future. We all know that a prophet is not without honor save in his own country, but it is likely that anyone undertaking this role about this industry would soon find himself in no man's land. One can, with some slight degree of safety perhaps, outline present conditions and tendencies and draw some inferences as to what the future may hold.

One of the chief difficulties with which the operator of a coal washing plant has been forced to contend is the handling of the very fine coal. First he has the problem of separating the fine coal from washery water. This is usually accomplished by the use of settling cones or Dorr thickeners: in either event the separated fine coal contains a high amount (40 to 80 pct) of water and, somewhat loosely, dependent upon the size of the coal particles present, may be known as sludge or slurry. His second problem is the satisfactory further dewatering of such separated sludge and/or slurry.

THE problem of forming points on wires that were from 0.002 in. to 0.010 in. in diam arose in the recent appearance of silicon and germanium point contact rectifiers as elements in microwave radar.1 In these devices a pointed tungsten wire makes a delicate contact with the surface of a semiconductor. Because the quality of such rectifiers is largely determined by the nature of this contact, considerable attention has been given to the formation of the metal point. Reproducibility of contour and freedom from burrs and even microscopic irregularities are considered essential. The operations involved must be simple and rapid enough for mass production. Previously tungsten wires had been provided with conical points by a grinding method which involved rotating a wire about its axis and causing it to bear at an oblique angle against a spinning abrasive disc. This was later complemented with an electrolytic polishing treatment which removed irregularities from the ground point and also rounded it off at the tip-a desirable feature. Finally, these operations were supplanted by the electrolytic pointing method described here. MECHANISM OF POINT FORMATION The wires to be pointed are partially immersed- in an electrolyte in a .vertical position whereupon they are provided with smooth rounded points entirely by electrochemical action. The process is independent of the depths to which the wires penetrate the electrolyte because the points are formed at the surface level. It may be used to point a single wire or many of them simultaneously and is applicable to wires of different diameters within a limited range. Solution of the immersed portion of a tungsten wire is accomplished by making it the positive electrode in an electrolytic cell, as shown in Fig I. While the wire is maintained at constant voltage the current through the cell falls continuously, principally because of the decrease in wetted area which results from solution of the tungsten. This increase in resistance occurs in a reproducible manner and is used as a control in the process. As the immersed portion of the wire dissolves, it remains cylindrical in shape except for the short section which is wetted by the meniscus. Here the rate of solution is lower and decreases as the top of the meniscus is approached. The result is the formation of a tapered section inside the meniscus. As solution continues, the cylindrical section either dissolves entirely or drops off just before complete solution, leaving only the taper which is now sharply pointed. Further action causes this point to become rounded and then quite blunt, until finally the end of the wire is almost plane. Fig 2 shows the stages in this development. In the copper-mining district of northern Michigan a fair-sized mine usually operates two or more shafts along the strike of the lode, these shafts being usually at least 1,000 ft. apart. The tonnage to be hoisted from each shaft is large—from 13,000 to 25,000 tons per month. The hoisting-engines used are generally steam-driven, non-condensing, duplex engines with Corliss valves, supplied by steam from separate boiler-plants where the distance between shafts is great. In an attempt to centralize power-plants and secure central-station economies, the Winona Copper Co. installed an electric hoist of the Ilgner type, with Ward Leonard control. A brief description of this plant has already been published.' The only point of variation from the simple Ilgner set lies in the connection of two generators to a single induction-motor by flexible couplings. These generators serve motors which operate hoisting ing-drums at separate shafts, viz., No. 4 shaft, Winona, and No. 1 shaft, King Philip. The hoist for No. 4 shaft is about 1,700 ft. from the power-plant, arid in this building the motor-generator set is placed. No. 1 King Philip hoist is 1,500 ft. from the motor-generator set. The equipment of the motor-geaerator set is as follows: In the middle of the set is a 12-pole, 450-h-p., 600-rev. per min., 2,080-volt, three-phase, 60-cycle, variable-speed induction-motor, connected on each side to a 20-ton fly-wheel which is 10 ft. in diameter, and to a 6-pole, 170-km, 575-volt, interpole, direct-current generator. ABOUT a year and a half ago, at the San Francisco meeting of the American Chemical Society, in connection with the excursions to local smelting-works, I had occasion to show some lantern-slides illustrating the recent commercial development of electrical methods for precipitating the suspended matter from smelter-smoke, the underlying phenomena of which were clearly brought to the attention of the technical public by Sir Oliver Lodge as long ago as 1884. In the Journal of industrial and Engineering Chemistry, August, 1911, most of these views were reproduced, together with an account of the work from its beginning up to July, 1911. To-day I wish particularly to show you some of the further developments of the work since that time; but in order to make these clear they will be prefaced by a brief abstract of the article above referred to. The removal of suspended particles, front gases, by the aid of electric discharges is by no means a new idea. As early as 1824 we' find it suggested by Hohlfeld 1 as a means of suppressing ordinary smoke, and again a quarter of a, century later by Guitard.2 These suggestions, which do not seem to have stimulated any practical study of the question, were soon entirely forgotten, and only brought to light again by Sir Oliver Lodge,3 many years after he himself had independently rediscovered the same phenomena and brought them to public attention 4 in a lecture before the Liverpool Section of the So-

Paradoxical is the word. The coal industry, despite reach- ing a 22-year high in production (590 million tons), has been tagged as having its back to the wall vis-a-vis its valiant attempts to quench the nation's still unabated craving for coal. What must be even more reassuring to the industry, infected once with rumors of a uranium takeover, is a nation's almost insatiable appetite for electricity. Between 1967 and the summer of 1970, utility stockpiles were being gobbled up, diminishing to 79% of the January 1968 level.

STEADY advance has been made in the art of lead smelting and refining during the year. The bringing of natural gas to the Salt Lake valley has led to its adaptation to lead smelting operations. The Tooele plant of the Anaconda Copper Mining Co. has put into practice the high blast pressure and constant volume for lead blast furnaces, which we understand was first advanced by John F. Austin. It would appear that within limits, capacity is nearly proportional to the volume of air. If the charge is dense, a constant pressure, as in the old practice. did not get much air through the charge and the furnace slowed up. The constant volume idea makes the charge smelt at the same rate as if the charge were porous. The cost of a little additional power insures capacity operation at all times.

The manganese deposits of the Embree Iron Co., Embreeville, Tenn., are thought to be fairly typical and representative of the East Tennessee type of deposit, and so to warrent rather detailed description. The methods used by the Embree Iron Co. for prospecting and mining, and to a lesser extent for milling; should therefore be applicable to other East Tennessee manganese deposits, as yet' undeveloped. Early History and Discovery of Manganese Brown iron ore (limonite) was mined by the Embree Iron Co. at various times from 1890 to 1910. The early method was simply pick-and-shovel mining in open pits. Later hydraulic giants were used and sluice lines carried the ore down the mountain slopes to log washers.. During this phase of mining, manganese ore was discovered under the iron ore in some of the pits. In other areas oxidized zinc ore was found under the iron. It thus happened that the valuable zinc deposits were discovered in 1914. During the World War period, from 1914 to 1918, there was sporadic prospecting for manganese ore among the abandoned iron workings, but the main activity then centered around the recently discovered lead and zinc deposits. It was not until 1934 that manganese mining began in earnest, under the supervision of R. D. Pritchett, Mine Superintendent. Geology of the Manganese Deposits United States Geological Survey Folios 151 (Roan Mountain) and 118 (Greeneville show that Bumpass Cove is a synclinal structure thrust faulted along the southeast flank, but with normal sequence of strata along the northwest flank. Fig, l. shows the areal geology of Bumpass Cove as taken from the folios superposed on the U.S.G.S. -T.V.A. 1/24,000 topographic maps of the Erwin and Telford 7 ½ minute sheets. The manganese mines occur near the contact of the unfaulted Shady dolomite and the Erwin quartzite. This contact zone is deeply weathered, with overburden averaging 40 to 60 ft. thick. The material overlying' the bedrock along this normal contact is a very tough, plastic clay, termed "buckfat" or "ocher" by the miners. It is not a true ocher, however, in the sense of having commercial value. The manganese deposits occur along this "ocher" band. Fig. 1 also shows how the manganese deposits occur along the broad topographic terrace between the 2100 and 2200-ft. contour lines. This terrace lies at the foot the Erwin quartz ridge. Apparently it is the topographic is expression of the deeply weathered zone along the Shady-Erwin contact.

President H. M. Howe, Boston, Mass. (communication to the Secretary): Le Chatelier's pyrometer is certainly a most convenient and accurate instrument for the laboratory, and one that may be used under some conditions in the mill. I have used it for several years and with great satisfaction. Like Prof. Roberts-Austen and unlike Herr Blass, I have always found that its indications remain constant over long periods. Like Prof. Roberts-Austen, also, I find it possible, in a quiet place, to read with extreme accuracy ; and, by the use of a telescope, I can read temperatures to within a degree, for some delicate determinations which I have in hand. Variations in the temperature of the room affect the readings of the instrument far less than one would expect. When the current is cut off, the mirror does not always return exactly to the same place; in other words, the zero shifts appreciably, and must be determined often, indeed every few hours if accuracy be desired. In some cases I have had it determined within a very few minutes of every important reading. To this end a switch should he introduced, so that the circuit may be broken readily. With this arrangement we can determine accurately the position of the zero within a very few seconds of the time of taking any especially important reading. The chief causes of the variation of the zero which I have noticed are as follows: a. The suspension may not be tight enough, so that the momentum of the galvanometer frame as it swings makes its supporting wires slip in their bearings. b. Changes in the position of neighboring iron objects may deflect the mirror. c. Changes in the temperature of the room may, perhaps, change the torsion of the suspension wires, and so shift the mirror. d. Dust may attach itself to the galvanometer frame, and by friction against the surrounding fixed parts of the galvanometer, may

THE eccentric theodolite I exhibit is one constructed by the Stack-poles of New York, from drawings, considerably modified, of Combes's theodolite. The telescope is on one side of the horizontal limb, and the vertical circle is opposite to the telescope; thus they nearly balance each other, making already the construction lighter than in the instrument of Combes, where the telescope and vertical circle are together on the same side, and are both balanced by a considerable weight. The instrument stands upon three levelling screws or feet, an improvement upon the old or general style of mounting a transit on four feet-for indeed the instrument is easier levelled, and, more-over, stands more stable on three than on four points of support. The general advantage of an eccentric theodolite is evident, namely, that it can measure any and all vertical angles, from 0 to 360, without being interfered with by the horizontal limb as is the transit; besides this advantage, it needs no preparatory adjustment or correction for eccentricity ; on the other hand, however, that correction
