DURING the closing days of the last Congress a resolution was passed, creating the Senate Com-mission of Gold and Silver Inquiry. The resolu-tion charges the Commission with the responsibility to investigate and report to the Congress on Jan. 1, 1924, upon the following subjects: 1. The causes of the continuing decrease in the production of gold and silver. 2. The causes of the depressed condition of the gold and silver industry in the United States. 3. The production, reduction, refining, transportation, mar-keting, sale, and uses of gold and silver in the United States and elsewhere. 4. The effect of the decreased production of gold and silver upon commerce, industry, exchange, and prices. The personnel of the Commission is as follows: Senators Pittman, Sterling, Goodling, Walsh and Oddie. At a meeting on May 8, H. N. Lawrie, a mining engi-neer and economist, was appointed as Assistant to the Commission. The present situation with respect to the gold and silver mining industries is well illustrated by the follow-ing data: The total world production of gold (in dollars) for 1915 was $468,724,918, and for 1921, $329,915,101; as shown by the reports of the U. S. Mint; and for the year 1922, $306,793,000, which is based oh a prelimi-nary estimate; this indicates a decrease of 34.5 per cent. between 1915 and 1922. The total world production of silver (in fine ounces) for 1915 was 178,850,000 oz.; for 1921, 175,268,234 oz., a decrease of 2 per cent.

The permeability of hydrogen through the a phase of palladium has been measured by a low pressure permeation technique under conditions such that bulk diffusion was the rate-controlling process. The observed permeability is described by the equation: J = 1.80 x 1O-3 P½exp(-3745)/RT) cc(stp)/sec/cm2/en over a range of hydrogen pressure, P, from 2.9 x 10-5 m Hg to 5.0 x 10-3 cm Hg, and over a temperature range, T, from 300" to 709°K. The fact that the permeability shows a square root dependence on pressure and a reciprocal dependence on thickness was taken as evidence that bulk diffusion, rather than surface reactions, was the rate-controlling process. The permeability data were used in conjunction with the solubility data of Salmon et al., to determine the diffusivity of hydrogen through palludium as: D = 4.94 x 10-3 exp(-5745/RT) cm2/sec There was no influence of sub structural defects observed over the temperature range employed. From the permeability data obtained, coupled with grain size measurements, it was concluded that the ratio of grain boundary diffusivity to bulk diffusivity was less than 105 over the range of temperature investigated. THE diffusive mass transport of hydrogen in the a phase of palladium has been studied previously by numerous investigators.' In spite of the large amount of attention this system has received, there is not good agreement between the results obtained in different investigations.' This is due in part to the fact that the mass transport was surface-limited during some of these studies, rather than being diffusion-controlled3-5 The reason for the disagreement in other cases is not clear. These studies made use of such techniques as rate of absorption from solutions6 and gases,' electrochemical potential,8 time lag,' and permeation10,11 to determine the mass transport behavior. Of these, the gas permeability technique is the only method which allows an easy test to determine if diffusion is the rate-controlling mechanism, thus eliminating the uncertainty regarding the limiting transport processes inherent in the other techniques. The two most recent permeability studies are those of Toda10 and Davis." Toda determined the permeability of hydrogen in the a phase of palladium over the temperature range from 170" to 290°C, and over the pressure range from 36 to 630 mm Hg utilizing a steady-state gas-permeability technique. Toda's result was: J = 1.41 x 10-3 P½ exp(-3220/RT) where J = specific permeability in cc(stp)/sec/cm2/cm, P½ = square root of the inlet pressure in (cm Hg)½, R = Universal gas constant, and T = temperature in deg Kelvin. Davis11 also employed a steady-state gas-permeability technique over the temperature range from 200" to 700°C and over the pressure range from 0.02 to 760 mm Hg. His result for the permeability of hydrogen in the a phase of palladium was: J = 3.15 x 10-3 P½ exp(-A440/RT) In the range of overlapping temperature for these two investigations, the values of the specific permeability calculated from the above two equations differ by a factor of about 1.8. In the present investigation, the permeation of hydrogen in the a phase of palladium was determined over a wide temperature range, 27" to 436oC, and over the pressure range from 2.9 x 10-5 to 5.0 x 10-3 cm Hg. This temperature range overlaps that of the previous investigations of Toda and Davis, but also covers the lower temperature range which has never before been investigated. The lower pressure range used here avoided the interaction between the dissolved hydrogen atoms observed at higher hydrogen concentrations.' MATERIALS The as-received palladium specimens were cold rolled from a casting and were supplied as 5.08 cm discs of 0.508 and 0.762 mm thickness. According to J. Bishop and Company specifications, the composition of the discs was 99.95 pct Pd, the balance being Cu, Ag, Au, and Ir. In order to obtain samples of varying grain size, the as-received discs were then heat treated. Sample 1 was treated for eight minutes in a nitrogen atmosphere at 810°C and then air-cooled. Sample D was heated first to 550°C in helium. The helium atmosphere was then immediately replaced by hydrogen and the temperature was slowly raised to 1220°C and held for 22 hr. The sample was then cooled to 550°C where the hydrogen was replaced by helium and the disc was further furnace-cooled to room temperature. Sample H was given the same heat treatment, only with hydrogen substituted for helium below 550°C. The reason that hydrogen was not used throughout the entire annealing cycle for samples D and H was to prevent the distortion encountered by low-temperature cycling in hydrogen observed by Darling." THE Hollinger gold mine is in the Porcupine mining division, District of Cochrane, in the northern part of the Province of Ontario. The adjacent town of Timmins, with a population of 25,119, lies 490 miles by railway north of the city of Toronto. GEOLOGY The property is situated on the northwest limb of a major syncline, which pitches northeast at approximately 50°. The principal rocks of the Hollinger area are of pre-Cambrian age and consist of altered, schistose, Keewatin lava flows intruded by stocks of schistose, quartz-feldspar porphyry generally assigned to the Algoman period. The structure of the Keewatin series is extremely complex as a result of close folding and some faulting. The schistosity, trending north 70° east and dipping steeply to the southeast, is most highly developed along a subsidiary anticline in which the major porphyry bodies occur. The ore bodies, which exhibit three principal structures, consist of quartz veins and associated pyritized wall rock. Some lodes are com-posed of en echelon veins, others exhibit a main quartz body with branch-ing stringers and a third consists of a single definite lead. Gold, in a coarse visible form, may be confined to quartz in some ore bodies but in others it is finely divided and is found not only in quartz but also asso-ciated with pyrite in the adjacent wall rock. In many veins the dis-tribution of gold is such that there are several ore sections, separated by areas of low-grade material, in the same vein although its physical appearance remains unchanged.

It has been demonstrated in the laboratory by A. J. Phillips1 that a transformation or conversion from beta directly to alpha may take place in a brass of 61 to 62.5 per cent copper content. The completion of the transformiation is dependent on a rapid rate of cooling from the all-beta field through the alpha + beta range to the alpha field. Phillips states that in a slowly cooled alloy containing 62 per cent copper and 38 per cent zinc the copper content of the beta is progressively decreased from 62 to 56 per cent by precipitation of alpha. Rapid cooling tends to prevent the separation of alpha with a copper content of more than 62 per cent by reducing to a minimum the time required for passing through the alpha + beta range. Upon crossing beyond the (alpha + beta) (alpha) boundary to the all-alpha region below, the material is transformed from beta to alpha. It, is essential that there be no change in composition. Phillips obtained his results by quenching a 62:38 copper-zinc alloy from 850" C. in iced brine at -8" C. No reference to the occurrence of this transformation in a manufacturing process has been found in the literature. An investigation of the microstructures of a number of hot forgings made from leaded brass rods yielded one forging in which this striking conversion from beta to alpha had occurred. The purpose of this paper is to describe the transformation and certain conditions under which it may occur during the hot pressing of brass. The conversion was noted in a shape forged from a leaded brass rod, the composition of which was: Cu, 60.26 per cent; Zn, 37.86; Pb, 1.88. In this study the lead content was disregarded and the alloy was considered to be equivalent to an alloy of 61.40 per cent copper and 35.60 per cent zinc (9812 parts = 100 parts). The possibility that the lead might obstruct or accelerate the precipitation of alpha was not studied. The lead appears as black globules in the photomicrographs and has a negligible solubility in the alloy.

Considerable stimulation was given to the interest in the lower producing zones of the North Central Texas area when several wildcat wells developed production in these formations. The Iron Mountain and Humble-Olander well in sec. 196, B.B.B. and C. survey, Jones County, Texas, had a potential of 7500 bbl. (after a 3000-gal. acid treatment) from the Palo Pinto limestone encountered from 3238 to 3250 ft. This well heightened the prospects for oil in commercial quantities in the Canyon, Strawn, Bend and Ellenburger formations in the adjoining counties of Shackelford, Haskell, Throckmorton and others. The Hickok-Van Parmer well in sec. 477 S.P.R.R. Co. survey, Eastland County, Texas, was good for 1040 bbl., natural, from the Ellen-burger limestone, encountered from 4024 to 4033 feet. The Hal Hughes-Cook and Jordan (Poindexter) well in sec. 350, block 6, S.P.R.R. Co. survey, Callahan County, flowed 890 bbl. in 9 hr., after acid treatment, from the Ellenburger limestone, encountered from 4369 to 4388 feet. Both of the Ellenburger wells apparently are maintaining the pressure and volume of their original potential tests, and will no doubt open up considerable area in the adjoining counties for prospecting to the Ellen-burger limestone. Production increased in the district from 12,081,871 bbl. in 1936 to 15,384,500 bbl. The increase was due to developments in Jones and Jack Counties. Jack County production increased from 896,680 bbl. in 1936 to 3,117,063 in 1937, while Jones County increased from 1,596,743 bbl. in 1936 to 2,289,322 in 1937. The remaining counties of the district showed a slight decrease in the amount of oil produced.

In addition, a description of the ore deposit is given with emphasis on the origin of the fractures, mode and types of ore occurrence, and mechanics of granite emplacement. An endeavor has been made to present a complete and accurate statement of the San Mauricio mine, the highest grade gold mine in the Philippine Islands. Credit is gratefully acknowledged to the mine staff for descriptions and details regarding their particular field of work. All analyses were made by Mr. T. A. DeVore, head chemist, San Mauricio Mining Co. Messrs. Edward Wisser, J. E. Fyfe, A. F. Skerl and W. B. Meek, geologists, have contributed geologic information and ideas, for which thanks are extended. The Executive Committee of Marsman and Co., Inc., Managers of the Company, has kindly given permission for publication. Mr. J. B. Stapler, Division Manager, Marsman and Co., has had the courtesy to read the manuscript and to give critical and helpful suggestions. Bumper subs are currently used in offshore operations to permit a constant weight to be carried on the bit while drilling, regardless of the vertical motion imparted to the drill pipe by drilling vessel heave. As shown in this paper. the vertical motion of the lower end of the drill pipe (the bumper sub end) may be appreciably greater than the vessel heave. Therefore, the necessary stroke of bumper .rubs for successful operation is greater than thought in fie past. Also, there is an appreciable tendency of the drill pipe to buckle above the unbalanced type of bumper sub. Thus, more drill collars than previously used should be carried above unbalanced bumper subs to keep drill pipe straight. INTRODUCTION Drilling bumper subs are placed in the drilling string for various reasons. This paper is concerned with their use only as an expansion and contraction joint while drilling from a floating rig. In this application the bumper subs are normally located just above the drill collars and their function is to allow the driller to maintain accurate weight control on the bit regardless of up-and-down movement of the drilling vessel. This paper analyzes the effects of bumper subs on the drilling string and presents recommendations for their future use. When subjected to vertical oscillations, the drilling string behaves like a long, distributed system of mass and spring. The magnitude of vertical motion at the bumper sub is always greater than the heave of the drilling vessel due to the dynamic reponse of the drilling string. The ratio of these motions increases with the length of the drilling string, and may reach values of 1.5 or even 2 with strings 16,000 ft long. Thus, the total travel required in bumper subs can be considerably more than the motion of the drilling vessel. Lack of knowledge of this fact could have contributed to problems previously experienced with bumper subs. This fact can also lead to fatigue problems in the drilling string for very deep wells. Satisfactory operation should be obtainable whether hy-draulically balanced or unbalanced bumper subs are used in the drilling string. Theoretically, the balanced sub is preferable since its use does not require placing drill collars above the bumper sub to prevent drill-pipe buckling, an inherent characteristic of the unbalanced bumper sub. The current method of calculating weight of drill collars required to prevent helical buckling of drill pipe above unbalanced bumper subs is erroneous. Placing drill collars above the sub to prevent drill-pipe buckling has the same effect on dynamic response as increasing the length of the drilling string by an equal weight of drill pipe. Thus, total travel required in the subs is increased. Means for calculating the correct weight, which is much greater than previously thought, are given in this paper. BALANCED VS UNBALANCED BUMPER SUBS A drilling bumper sub is essentially a telescopic joint capable of transmitting torque at every position of its stroke. Thus, it allows the operator to isolate the weight of the drilling string from the weight of the drill collars above the bit. This permits the driller on a floating rig to maintain accurate control over the weight on bit — a control that is unaffected by vertical motion, due to wave and tide action of the drilling vessel. UNBALANCED BUMPER SUBS The unbalanced bumper sub is simply a splined tele~copic joint (Fig. I). Ordinarily, this arrangement will operate satisfactorily, but the presence of drilling fluid under pressure results in a pressure force that acts downward on the drill collars and bit, tending to open or extend the bumper sub. This downward force is equal to the pressure drop across the bit times the area indicated by diameter d2 in Fig. 1. Denoting this force by Fd, and the pressure drop across the bit by ?p yields Fb = (p/4)d22(?P) .........(1) There is also an upward-directed force given by Fu = (p/4) d22-d21)(?p) .......(2) which puts the drill pipe immediately above the bumper sub in compression, resulting in helical buckling. However, buckling is actually more severe than expected in that buckling occurs as if the compression were equal to Fd, rather than to Fu. This surprising phenomenon is well known as far as tubing is concerned;1-3 but, in contrast with the case of tubing, this force may shorten drill pipe only a few inches. Thus, this cannot explain the operating difficulties that sometimes have been encountered. However, having the drill pipe in compression and helically buckled is contrary to current practice; therefore, drill collars whose weight in mud is equal to the force Fd should be added above the bumper sub. THE following report covers the history of the development of the mine, present equipment, methods and costs of mining and milling. In addition, a description of the ore deposit is given with emphasis on the origin of the fractures, mode and types of ore occurrence, and mechanics of granite emplacement. An endeavor has been made to present a complete and accurate statement of the San Mauricio mine, the highest grade gold mine in the Philippine Islands. Credit is gratefully acknowledged to the mine staff for descriptions and details regarding their particular field of work. All analyses were made by Mr. T. A. DeVore, head chemist, San Mauricio Mining Co. Messrs. Edward Wisser, J. E. Fyfe, A. F. Skerl and W. B. Meek, geologists, have contributed geologic information and ideas, for which thanks are extended. LOCATION OF AREA AND SCOPE OF WORK San Mauricio Mining Co. controls a group of 113 claims that lie immediately north of the town of Jose Pañganiban (formerly Mambulao), Camarines Norte, Luzon, P. I. (Fig. 1). Exploration work commenced in the spring of 1934; active development began in the fall of that year and has continued to the present date. Mill construction was begun Oct. 15, 1935, and production started March 10, 1936. Total production to June 1, 1939, is P10,499,105.15 ($5,249,552.57). [+]
