The National Board of Boiler and Pressure Vessel Inspectors again sends out this recommendation: If you have an air compressor that is mounted directly on the air tank, get it off. Characteristically, small- to intermediate-sized air receivers are thin-walled vessels, and as such are prone to failure when subjected to external loading. Many of these vessels, if not a great majority, are bought by a distributor of air compressor systems, who provides the compressor, motor, switchgear and other accoutrements-all of which are very frequently mounted on a base which is then welded to the shell of the receiver. These welds at the points of attachment transmit external loading to the tank in the form of weight and vibration, frequently resulting in stress-induced cracks.

DEWATERING fine coal has been a serious problem to many operators who desired to wet-wash finer sizes and maintain high recovery. Centrifugal driers have become popular for this purpose for sizes between 3/8 in. and 14 mesh. Below 14 mesh the perforated screen centrifuges lose a large per- cent in the effluent solid bowl types that do retain -14 mesh coal, produce excessive degradation, tend to retain the highest ash fraction in any size fraction, and are subject to abrasion, which results in higher maintenance. In 1949 Truax-Traer Coal Co. planned a cyclone installation at their Ceredo preparation plant to recover coal down to 150 mesh with approximately a 14-mesh top size. Since available centrifugal equipment was not considered satisfactory, an investigation of rotary vacuum filters was begun in cooperation with the Peterson Filters and Engineering Co. to determine the suitability of the Peterson Top Feed Reservoir (TFR) filter. This investigation, which is described below, has resulted in a highly satisfactory installation of two 6x10-in. Peterson TFR filters that have been in operation over a year. After some preliminary laboratory batch vacuum filter tests, a pilot plant double-drum Peterson TFR filter was installed at Ceredo to prove the feasibility of vacuum filtration and determine optimum conditions. The full scale units were then installed on the basis of the pilot plant results. This was followed by an extensive research program on vacuum filtration in the laboratory at Northwestern University to investigate basic design and operating variables and their influence on final moisture con- tent of the filter cake. A method of scale-up from laboratory batch tests to the full-size unit was also proposed and proved. Because of the importance of dewatering fine coal today, it was felt that the results of the three steps should be made available for the use of others facing this problem. The work at Northwestern is given in a theoretical section following the discussion of the pilot plant and full- scale operation. Fig. 1 is a flow diagram of the cyclone and filter installation. Four oil discoveries were made in east and east central Texas during 1940, three of which represented new fields. In the Chapel Hill field, Smith County, oil was found where formerly only gas and distillate were produced. The three oil fields discovered are: Hawkins, Wood County; Pittsburg, Camp County; and Tehuacana, Limestone County. Important extensions were made to the following fields: Bazette, Navarro County; Long Lake, Anderson and Leon Counties; Cayuga, Anderson, Freestone and Henderson Counties; Opelika, Henderson County; and Talco, Titus and Franklin Counties. At the close of the year 54 oil and gas fields were producing in the district. There were 13 other fields, 11 oil and 2 gas, which have been abandoned. The East Texas field led the district in the number of completions for the year. During the year about 622 wells (oil and distillate wells included) were completed and 80 wildcats were drilled. Production and Proration During the year 170,424,685 bbl. of oil (distillate production included) were produced in the district—a decrease of 2.6 per cent from the 175,053,729 bbl. (distillate production included) during the preceding year. The district's production for the year 1938 was 182,369,484 bhl. As usual, most of the district's annual production was in the East Texas field, which produced 139,095,694 bbl. (distillate production in- cluded) during 1940, or 81.6 per cent of the total oil produced as compared with 141,333,317 bbl. (80.7 per cent) for 1939. The December estimated daily average production in the district was 424,565 bbl. The district accounted for 34.9 per cent of the state's annual production, compared to 36.7 pcr cent of the state's 1939 production. The decrease in production for 1940 may be attributed to changes made in proration schedules. Any material changes in the district's annual production may be considered for the most part as a reflection of proration-schedule changes affecting the East Texas field, since it is by far the most important field in the area. The entire state was subject to 71 shutdown days for the year; the East Texas field to 131; and the Rodessa field (Cass County, Texas, portion) to 5 days. No important changes were made in field rules and regulations during the year regarding the allocation of oil in individual fields in this district. Discoveries The Hawkins field is in southeastern Wood County in and principally north of the town of Hawkins. Development to date indicates that the field is somewhat of an elongated anticline trending slightly east of north and the proved oil area appears at this time to cover approximately 4000 acres. The oil production has been secured from the Woodbine sand, Upper Cretaceous; a considerable quantity of gas has been encountered in the Sub-Clarksville formation (Eagleford shale) in the higher part of the structure. Increasing urbanization and industrial activity require increased supplies of sand and gravel. This means expanded surface mining and despoiled land near population centers. Highly competitive land use demands justify serious consideration of premining planning for multiple land use and reclamation concurrent with mining. 1-5 Formulating solutions to environmentally and economically sound uses requires a comprehensive approach based on properties of the natural resource base--geology, soils, and water. A study of sand and gravel mining within Pleistocene-Holocene fluvial deposits in Colorado County. Texas [(Fig. 1)] illustrates how physical limitations imposed by the resource base are determined.6,7 Data from drillers, logs of water wells, test boreholes, field observations, and laboratory analyses are used to evaluate these physical controls. Knowledge of the thickness and composition of overburden aids in developing optimum reclamation and revegetation plans. Most of the overburden in the study area [(Fig. 2, 3)] is a clayey mud with variable amounts of silt and fine sand. A comparative textural analysis of overburden and native soil is used to assess changes incurred by mining and for evaluating other physical characteristics, e.g., ability to support crops, permeability. and shrink-swell potential. Textures are correlated with soil types found in the area [(Table 1)] to get an approximation of probable surface properties expected from these mined materials. Results of textural analyses [(Table 2)] indicate that separating topsoils from overburden during mining is not necessary because the range of overburden textures is about that of native soils. However, more data is needed on nutrient deficiencies to evaluate fertilizer requirements for successful revegetation.*6

The meeting was called to order by Vice-Chairman Albert Sauveur, who introduced the speaker of the evening, Utley Wedge, of Ardmore, Pa. Mr. Wedge read his paper on the chloridizing roasting of copper ores, which he illustrated with a stereopticon, and which will be published in full by the Institute. After Mr. Wedge had closed his paper, which was received with great interest by all the members, the following discussion took place: Professor Hofman said that iron was formerly thought to ho essential to the Henderson process, but that it is not absolutely essential. Mr.Wedge said that, as far as he. knew, the presence of some sulphates was an abso¬lute necessity, and that line ores can be worked satisfactorily, although lime has an effect on the subsequent leaching. He added that the low fuel consumption of the latest Wedge furnace is a result of direct application of the combustion gases to the ore. Ten per cent. of fuel was needed with the muffle furnace. By direct firing he has been able to reduce the fuel needed to from 2 to 4 per cent. In the latest types of furnaces the gases from the upper hearth are not used. There is doubtless some temperature at which the loss. from copper chloride volatilization becomes serious, but in practice on Rio Tinto ores troublesome losses are not experienced. The copper apparently does not become volatile at. the temperatures where we would expect that it would. There are doubtless ores in which there would be serious danger from losses from this source. The latest furnaces do not use the high temperatures that were needed in the former single-hearth Wedge furnaces.

Mining operations of the Charcas unit at present are limited to the Tiro General mine at Charcas, in the State of san Luis Potosi, Mexico. The Tiro General mine was first operated during the Spanish occupation of Mexico for rich silver ores in an oxidized zone along the outcrop of the principal vein. In depth the ore is a complex sulfide with widely varying proportions of sphalerite, argentiferous galena and chalcopyrite ; and until recent years, it was economically impossible to carry on mining otherwise than irregularly in sections of the veins richest in galena and chalcopyrite. The advent of selective flotation brought the orebody as a whole within the field of economic interest, and a flotation mill of 650 metric tons daily capacity was constructed in the year 1925. The mining of partly worked-out sections of the mine, as well as the very heavy ground in most of the stopes opened in virgin ore, presented an unusually difficult problem. This paper describes the so-called "filled top slice" stoping method finally adopted as the standard system. Physical and Geological Conditions The principal orebody of the mine is an oreshoot about 1400 ft ng in a fissure vein striking about east and west and with an average lip of 70" to the north. The footwall of the orebody is fairly cleancu and regular both longitudinally and vertically and generally shows a dell-marked post-mineral slip. The footwall rock varies from a fairly strong limestone to a broken, metamorphosed limestone which requires heavy timbering. In some sections it is an altered, crumbly porphyry, which swells badly and necessitates frequent renewal of drift and raise tirnber. The hanging wall is irregular and frequently an assay wall. The stopina width ranges from a few feet up to more than 90 ft.; it averages about 30 ft. For the most part the hanging-wall rock is a shattered and altered monzonite porphyry, nearly aways requiring heavy timbering. The orebody is greatly fractured by post-mineral movement, which usually followed the footwall and left it as a smooth surface frequently covered with a slippery clay gouge. AT the meeting of the Board of Directors held on June 25, 1926, and in response to numerous in-dividual suggestions for changes, a committee on Re-vision of the Constitution and By-Laws of the Insti-tute was appointed, consisting of C. F. Rand, Archi-bald Douglas and H. Foster Bain. Various confer-ences were held, much correspondence conducted and a preliminary draft was prepared. It proved imprac-ticable to complete the work in time to submit the matter to the membership for approval or disapproval at the annual meeting in 1927, and the Committee was continued with instructions to prepare a report as a basis of action in 1928. After Mr. Rand's death George Otis Smith was appointed in his place and the tentative draft herewith submitted has been pre-pared in its present form by Messrs. Smith, Douglas and Bain, though not differing in any material mat-ter from an earlier draft approved by Mr. Rand. In preparing this the Committee has kept in mind primarily the desirability of simplification and of making the By-Laws conform to the actual practice of the Institute as worked out through experience. The Constitution and By-Laws adopted in 1912, and which with minor amendments only still govern the Insti-tute, are full of specific provisions regarding pro-cedure; such as that laid down for guidance of the Papers and Publications Committee. Many of these have proved unworkable and in practice have not been always strictly followed. It now seems wise to write into the Constitution and By-Laws only the general fun-damental principles to he followed and to provide for such easy change in methods of following them out as will permit efficient conduct of the business. It is this thought that has guided the Committee in rewrit-ing many of the sections. With this in view also the Constitution, as such, has been shortened to the brief-est feasible statement of fundamentals. All matters relating to means of making these principles effec-tive have been put into the By-Laws or in the hands of committees whose work is subject to control and whose rules are subject to approval or disapproval by the Board of Directors. Many suggestions for changes have come to the Committee that have not been incorporated in this draft. Some of these are in themselves excellent but have not been incorporated here because the Commit-tee discovered no sentiment for them such as would be likely to secure their approval, or found them out of harmony with the general plan followed herein.

Charles T. Malcolmson, Chicago, Ill.:—Mr. Blauvelt's admirable paper is a valuable contribution to the literature on briquetting of coal in this country. It should have a special significance for those interested in the commercial development of the coal-briquette industry. I believe that the data included in Mr. Blauvelt's paper will be particularly useful because they represent costs taken from a briquette-plant in actual operation. There are several points touched on in Mr. Blauvelt's paper which may bear comment in the way of emphasis rather than of criticism. In the first place, he has stated a fact which becomes axiomatic to any one who has had any experience in the design, building, or operation of coal-briquette plants, and that is, that the press is only one factor in the successful opera-

Computer simulation of mine ventilation system is rapidly becoming an essential tool in mine planning and design. This Paper examines the utilization of ventilation simulation techniques to evaluate the number, shape, size and layout of mine entries in a typical coal mining system. Since the mains and sub-mains serve primarily for transportation and ventilation and the ventilation system is critically important to the health and safety of the workers, there exists a great need for optimal designs in this area. Evaluation criteria could include, among others, minimization of power costs, shaft requirements and leakage. Constraints of this optimization problem include health and safety regulations and production and mine infrastructure requirements.

SUBSTANTIAL deposits of Bessemer hematite have been found recently by drilling beneath Steep Rock Lake, Ontario, which is situated in the northern part of the Lake Superior Region. It will be practicable to divert the waters flowing into this lake and develop open pits on the upper part of two large ore bodies by damming off and pumping out the water in the part of the lake in which they occur. Ultimately, the bulk of the ore will be mined by underground methods. Owing to the generally massive nature of the rocks in the area, no underground flows of major consequence are anticipated after diversion of the lake. The Steep Rock deposits are attributed in origin to hydrothermal replacement. They were formed, for the most part, along an unconformable, brecciated contact between the Steep Rock limestone and an overlying younger volcanic series. The replacing solutions came in as igneous after-effects, following upon the intrusion of basic igneous rocks that invaded the hanging-wall volcanics. It is believed that this took place in a geological period roughly equivalent to late Middle Huronian, which was the period when the most extensive iron-bearing rocks of the Lake Superior Region were formed. Comparison is made with other deep-seated iron-ore bodies in the Lake Superior Region, the origins of which are ascribed in the discussion to hydrothermal replacement.

By determining the a phase boundaries in the following ternary systems: V-Fe-Si (at 1175oC), V-Co-Si (at 1175°C), V-Ni-Si (at 1175oC), Cr-Mn-Si (at 1000°C), Cr-Co-Si (at 1175°C), Cr-Ni-Si (at 1175°C), V-Fe-A1 (at 1175°C) and Cr-Co-A1 (at 1175°C), it was found that Si exerts a stabilizing effect on these a phases, while A1 tends to destabilize them. INTRODUCTION In April 1988 discussions were about to start with BP on the possibility of buying their- mineral interests, and it took a long time to arrange a deal. I will talk about RTZ without BP Minerals, look at the new RTZ with BP Minerals, discuss the outlook for metal prices, and review the problems in South Africa and develop the case against sanctions on that country. RTZAT THE END OF 1988 Late in 1987, after completing a worldwide review of our strategic thrust, we decided: 1. That the business focus would be to remain a major diversified natural resource group with interests in related industries. 2. To divest non-core and low growth businesses. 3. To develop a logical acquisition plan. 4. To emphasise organic growth and, most importantly, to enhance shareholders' wealth by capital increase and a progressive dividend policy. Subsequently, we concluded that we should sell our oil and gas business and dispose of several assets for which we saw little growth potential. The disposal programme raised some U.S.$ 1,600 million, representing a significant capital gain on our various investments. All transactions were carried out by our small Head Office staff in London, without the help of merchant banks and lawyers, and we were able to safeguard the employment of our staff in all these operations. The most interesting disposal was of our oil and gas interests. Before the 1987 strategic review, we had ambitions to develop our oil and gas interests and to become the leader in the second division of European oil companies. Our interests, which were purely in exploration and production of oil and gas, consisted of the 100% owned RTZ Oil and Gas company, and 29% of LASMO, a publicly quoted U.K. oil and gas company with extensive worldwide interests. LASMO, in turn, owned 25% of Enterprise Oil, one of the more successful of the North Sea oil exploration and production companies. Prior to the end of 1987, our intention was to acquire control of both LASMO and Enterprise. However, when we evaluated the net asset value of these two companies based on our oil price assumptions, which were pessimistic for the next five years or so, we concluded that they were both trading in the market at significant premiums. This, taken with the additional premium required for acquisition and the high cost of exploration, led us to conclude that, since funds could undoubtedly be used to better effect, we should sell our interests. Turning to the other major achievements in 1988, we commissioned, and built up to design levels in a very short period of time, the Morro do Ouro gold mine in Brazil. This mine reached its design output of 100,000 ounces of gold per year within three months of start-up, which was on time and under budget. We are now considering a possible expansion of this property. In South America, Utah International, Mitsubishi and RTZ arranged non-recourse finance, with post completion guarantees, for the giant Escondida Project in Northern Chile. Financing came from a group of banks in Japan, Germany and Finland -- the countries to which most of the concentrates will be sold -- and from the LEC. The average output of the mine for the

Who would believe that young elementary school children could understand something as complex as the mining industry? The Challenge The challenge of accomplishing this is tremendous. An examination of Canadian school children indicated that they knew very little about the world of work in general, and hardly anything about the mineral resource industry in particular. It calls to mind the story about two youngsters who decided to play house. The little girl played her role well as she went about the house doing things she had watched her mother do every day. When it was the little boy's turn, he grabbed his lunch, waved goodbye to his "wife," jumped on his bicycle and pedalled furiously down to the end of the driveway-where he stopped. The youngster explained that he saw his dad go out of the driveway each morning, but he didn't know where he went, or what he did on the job. When you stop to consider the number of families today with two working parents, you can begin to appreciate the importance of the opportunities for role identity provided by this project. The Approach The challenge of teaching the school children of Canada about the world of work and, specifically, the mining industry is the challenge which the Canadian Institute of Mining and Metallurgy met with the Curriculum Development Research project. It started when a small, dedicated group of Vancouver members met Dr. Doreen Binnington. After this meeting, Dr. Binnington, an expert in curriculum development at the University of British Columbia, set herself to develop a curriculum program for the elementary shcools which accomplishes two main goals: It uses the "Identity Approach," developed by Dr. Binnington, an expert in curriculum development at the enable students to understand and appreciate the contribution of people, in this case, working with mineral resources. It has pupils enthusiastically exploring the importance of rocks, minerals, and the mining industry in their lives [(Fig. 1)]. An error lzas been found in the conventional way of determining the time exponent of linear shrinkage for the solution-precipitation stage of liquid-phase sintering. Large amounts of shrinkage due to initial rearrangenzent result in erroneously low exponents and tni si dentification of the rate-controlling process. Two alternative, mathematically correct, methods of calculation are applied to existing data on Fe-Cu, WC-Co, and Tic-Ni-Mo. This results in reidentifi-cation of the rate-controlling process and somewhat better agreement with related data. In each case the solution-precipitation process is solution-controlled and not diffusion-controlled. THE liquid-phase sintering process has been the object of a considerable amount of research for many years. Linear shrinkage vs time data at various sintering temperatures have been used recently in an attempt to identify the prevailing mass-transport processes in a number of metallic and nonmetallic systems. There is an analytical error inherent in the methods previously used for handling data during the "solution-precipitation" stage of shrinkage which must be recognized before the correct rate-controlling processes can be determined. It is the purpose of this paper to show how the error has affected previous conclusions and to suggest corrections. A number of mechanisms have been proposed to explain experimental observations during sintering in the presence of a liquid phase. The earliest of these is due to Price, Smithells, and williamsl who attributed the observed growth of the solid phase to the simultaneous solution of smaller particles and growth of larger particles. From the work of Lenel et al.2,3 and Gurland and Norton4 has come the suggestion that the liquid-phase sintering process may be divided for analysis into three steps: 1) rearrangement upon formation of the liquid phase; 2) solution and reprecipitation of the solid phase in the liquid; and 3) "coalescence" or a final stage of sintering, characteristically slower than the solution-precipitation process. The sequence of steps is shown schematically in Fig. 1. Kingery5 presented a thermodynamic and kinetic analysis of the first two "stages" of the liquid-phase sintering process in which the functional dependence of lineal shrink- age on time at temperature was used to identify the rate-controlling mass-transport process. Table I summarizes the time dependences and processes considered by Kingery.5 This method of data presentation has been employed by Kingery and coworkers for Fe-CU,6 WC-Co, and a number of nonmetallic systems," and bv Whalen and Humenik for Tic-Ni-Mo and Fe-cu.8 In each of these studies, the rate-controlling step during the "solution-precipitation" stage was identified from the slope of the curve in that stage on a logarithmic plot such as Fig. 1. However, in all of the previous studies, at a certain composition, relatively large amounts of shrinkage due to rearrangement preceded the solution-precipitation stage. Supported by the vigorous capital investment of the heavy and chemical industries and by the ever-increasing demand for durable consumer goods in the past decade, Japan has now emerged as the world's third largest steel producer, surpassed only by the United States and the Soviet Union. In 1968, the crude steel production is expected to exceed 50 million tons; the per capita steel consumption at that time will reach 886 lb, approaching the level of Western Europe. Characteristics of the Japanese steel industry is the high dependence of raw materials on overseas sources. Before World War II the industry relied on North China and Manchuria for coking coal, and on middle China, Hainan Island, the Philippines and the Malayan Peninsula for iron ores. After the war, the major sources of iron ores were shifted to the Philippines and the Malayan Peninsula, supplemented by shipments from the United States, Canada, India and Goa. The United States, in addition, became the primary source of coking coal.

A hybrid finite element-boundary element code with eight noded isoparametric finite elements and three noded boundary elements is described for plane strain and linear isotropic elasticity. In the direct formulation of the Boundary Flement Method, quadratic variation of geometry and displacements, and linear variation of tractions with respect to the element intrinsic coordinates are used. The boundary element region is treated as a "super-element" in the finite element sense.
