On April 1, 1937, Burma, formerly a province of the Indian Empire, was formally separated from India and became an independent unit of the British Commonwealth. In future, therefore, statistics of oil production in India will exclude Burma and those for Burma will be separately published. The last few years have been marked by noteworthy, almost spectacular, developments in the oil fields of Burma and the Punjab. In Burma these developments have been the proving of unexpected extensions of the existing fields and not the discovery of entirely new fields. The new extensions are important not only to Burma in giving a new lease of life to her fields, but also in general as stressing some interesting geological aspects hitherto neglected. Production The production of crude oil in Imperial gallons has been: Burma India 1934 254,760,070 67,265,210 1935 251,338,974 . 71,323,362 1936 265,656,393 69,241,504 1937 (eat.) 270,000,000 70,000,000 The Chindwin Fields.—The small field at Indaw continues to produce steadily about 3,000,000 gal. a year, but no really deep test has yet been successfully carried out and resources are thus not yet fully known. The remote location of the field, inaccessible except by river and situated 22 miles from the Chindwin 270 miles up that river from its junction with the Irrawaddy, has not encouraged active exploitation. The field is worked exclusively by the Indo-Burma Petroleum Co., Ltd. (I.B.P.), using now an automatic gas-lift system, and the company formerly refined the oil at a small refinery at Pantha on the river near by. The chief market was for kerosene in upper Burma. The refinery has now been closed. The oil is stored on the field during the low-water season

Attention! Engineers! Geologists! Here is your Opportunity to be of Professional Service The war has interrupted the supply of many minerals, which were normally imported. In view of present transportation conditions, a serious shortage exists in certain materials and will soon develop in others. Some immediate action is imperative. The first thing is to take a careful inventory of American resources. We must know where the ore deposits are, what has hitherto hindered their utilization, what methods must be used, and what equipment will be needed if an emergency demands their rapid development. Many properties must be re-examined from a new point of view, that of present necessity rather than of normal profit. When the shortage is realized, the preliminary steps for relief should have been completed. It is a necessary and patriotic form of mineral insurance. Will you have a part in it? Do not forget that these are war times, and that what may have been valueless a year ago may be a "life-saver" now; an abandoned copper prospect of 1913 might make a successful pyrite mine in 1917. We are fighting an autocratic enemy who knows his resources to the last pound, and uses them with most efficient organization. We have no Kaiser, so each of us must do his share to put our Government in the same situation. The Government needs your facts.

The Committee, appointed early in May, met and organized in Washington, May 9, 1923, and were then advised that such data as they required would as far as obtainable be submitted to them in tabulations, and that they could not be allowed to see the individual reports nor know the identity of the operators on whose reports the figures submitted were based, therefore the Committee's valuation is based on data received from your statisticians, and on tonnages estimated by your staff and by the United States Geological Survey. Various methods of valuation for mining properties have been suggested, but all authorities seem to agree in accepting, as the fairest and most practicable and logical, a capitalization of the estimated future earnings, when such estimate can reasonably be made. Hoover and Finlay both emphasize this. The United States Supreme Court says in Cleveland, Cincinnati, Chicago & St. Louis Railway Co., v. Backus, 154 U. S. 439: But the value of the property results from the use to which it is put and varies with the profitableness of that use, present and prospective, actual and anticipated. There is no pecuniary value outside of that which results from such use. The amount and profitable character of such use determines the value. The Committee on Federal Taxation of the American Institute of Mining and Metallurgical Engineers, appointed in 1919, in its report states: A proper value of a mining property is the present value of the prospective net earnings, taking into account probable variations in output and value. Ingalls ("Wealth and Income of the American People," p. 97) says: The fundamental principle of mine valuation is the present worth of an annual dividend accruing during the period of years corresponding with the lie of the mine. It is a convention that the estimated period shall not be more than 30 years.

1st. The fine iron ore is mixed with a sufficient proportion of fine coking coal, and is coked in any of the ordinary methods for making coke. The effect of this is to convert the iron oxide into sponge in such a shape that the usual trouble of oxidation is avoided. 2d. The resulting mixture of coke and sponge is melted down ill an ordinary cupola, the coke furnishing more than sufficient fuel for that purpose. I may briefly point out here that in the first place the iron is sponged, and this sponge, as is well known, contains no phosphoras or silicon when the reduction takes place at a low temperature; and in the second place this sponge is melted down in a cupola in which there is no zone of reduction for phosphorus or silicon, and that con . sequently the resulting iron should be free from both of these impurities. 3d. The liquid sponge, now carburized, is run into an open-hearth furnace, where the requisite degree of hardness or softness is obtained by adding some of the fine ore, and the usual dose of ferromanganese, I have merely given above the rough outlines of the prows, bat it is my intention, as early as possible, to bring the process more fully before the Institute.

(Communication to the Secretary): There is one chemical factor which has not been considered in the author's tabulation of tests, but which is none the . less important because it cannot be practically estimated, and that is the element oxygen. This element has been, and probably will continue for some time to be, one of the great causes of the continual discrepancies between the chemical and physical properties of steel. Probably oxygen occurs, in important proportions, only in soft steel, such as that which we are now considering. In this steel its physical effect is to diminish tensile strength and elongation. The percentage of oxygen in the steel, under working-conditions that are as uniform as possible, is likely to vary inversely as that of the manganese, or perhaps, and more probably, it may bear even an inverse geometrical ratio to the manganese-content. At all events, to follow the author's plan, the line representing the loss of strength due to oxygen is probably a curve. Plotted by itself, the line would probably be straight; that is, the decrease in strength would be proportional to the increase in oxygen, but if the results were superposed on the percentages of manganese, they would give a curve, because the percentages of oxygen increase faster than those of manganese decrease. Were the oxygen-line to be developed and added to the diagram, it would seem that the manganese-line should then be straight. Due allowance for the effect of oxygen, therefore, would modify two features of the paper. It would increase the figure for the strength of pure iron from 38,000 to about 45;000 pounds per square inch, and it would straighten out the manganese-curve. Ware B. Gay, Richmond, Va.: Having followed the remarks of Prof. Woodworth with great interest, especially his suggestions for drilling in the part of the coal-field on the south side of the James river, I would like to inquire of him if he reached his conclusions after fully considering the situation as existing upon the north side of the James ? My reason for this inquiry is, that upon the north side the eastern and western outcrops are much nearer each other than appears to me to be the case upon the south side, and also that the western outcrop on the north side is much more clearly defined than upon the south side. It is now about twelve years since I first became interested in the Richmond coal-field—and until about six years ago I passed much time in investigation and spent thousands of dollars in developments. About six years ago the properties in which I was more especially interested were leased to other parties, and since that time I have had little or nothing to do with the mining operations. I regret to say the price of coals has ruled so low during most of the time since the lease was made that the developments have not been as extensive as the lessees had originally intended. The result of my investigations after considering all the theories, expert reports, legends and other information I could obtain bearing upon the subject, was the opinion, which I still hold, that the most practicable and most economical way for proving the extent and value of the field is by sinking slopes from the eastern outcrop, and by prosecuting such slopes in the vein and following the coal to the western outcrop, thus obtaining an actual cross-section in fact and not in theory. Proceeding upon this hypothesis, I sought for the positions where this could probably be accomplished most quickly and develop a marketable coal-area as the work thus progressed. Deep open pit optimization supposes very long and sedious calculations in order to assign the best shape of the pit and the best bottom level, which will give the biggest profit. Computers give the possibility to make these calculations. More over, they allow to multiply trial calculations so that it is possible to obtain more reliable results. The paper does not expose the computer program but only the way in which mining engineers can use it.

The interaction of starch and calcium ions in soap flotation of activated silica from iron ores was investigated using the response surface method. The results were correlated with adsorption studies and into pilot plant tests. It was reported previously1,2 that in soap flotation of activated silica from iron ores there existed an optimum combination of the amounts of starch and calcium chloride addition, and that corn starch as a depressant for iron oxides became effective when a critical amount of starch was added, beyond which excess starch appeared in measurable quantities in the aqueous phase. Further, adsorption studies2,3 with various starch products on hematite or quartz showed that the adsorption of starch at a given pH was markedly enhanced by the presence of calcium ion in solution. From these observations it becomes of interest to investigate the interaction of starch and calcium added to the ore pulp, and their influence on the selectivity of flotation separations. This paper describes an empirical relation between such dependent variables as the grade and recovery of iron in the concentrate and the residual concentrations of starch and calcium ion in solution as a function of two independent variables, namely the amounts of starch and calcium chloride addition, as determined by using the general technique of response surface methodology. The results thus obtained are correlated with the adsorption studies on hematite and quartz, and with a typical pilot plant operation. MATERIALS AND METHODS The ore sample used in the batch flotation studies was the fine fraction of a Mesabi gravity concentrate produced by pilot plant grinding and classification. The sample analyzed 55.21% iron and 14.70% insol, and consisted of 85.81% minus 325 mesh (corresponding to Ore C). 2

IN this day of steady progress in the mining industry, especially along mechanical lines, the question of whether to discard present equipment for that of a new type often engages the minds of many officials of mining companies. The rapid strides made from year to year sometimes cause this question to be brought up within a year after new equipment has been purchased and installed. It is a moot question whether a machine that has been purchased last year should be replaced by a new one put on the market this year. As I see it, the reasons for the replacement of present equipment may be summed up as follows: (1) because of increased safety; (2) because of legal regulations; (3) because of increased profits. I think all of us, as engineers, will endeavor to put in as safe equipment as it is possible to devise. The tendency of mining companies in that direction is very gratifying.

Charles H. Fulton, Rapid City, So. Dak. (communication to the Secretary*): Professor Lodge takes issue with Mr. Crawford and myself on results obtained by the scorification-method of assay on " zinc-box precipitates," which we published in a paper on the subject in the publication named below.' In our work we found that the normal seorification-method, employing only test-lead and a very little borax-glass as a flux, gave results on cyanide precipitates which mere invariably very low, loss having taken place by slag-absorption and volatilization, as repeated slag-assays failed to bring up results similar to those obtained by other methods. Professor Lodge anil his students made a large number of what he terms " scorification-assays," but which, I would like to point out, have claim to that name only in that they are made in a scorifier, for the charge consists of test-lead, a very considerable quantity of borax-glass (10 grams), at times also of litharge and even charcoal, so that the assays are in reality crucible assays. A scorification-slag proper is an oxide-slag to all intents and purposes, while the slags made by Professor Lodge are borates, certainly acid-slags. It has been our experience since our paper, The Assay of Cyanide Precipitates, was published, that the nature of the assay slag in the crucible assay has a great influence on the result. A " basic " or oxide-slag invariably causes high slag-losses, while an " acid " slag gives very fair results on material containing much zinc. This has also been the experience of a mellknown cyanide chemist with whom I have corresponded on the subject, who found that acid crucible-slags gave good results on zinciferous material, but that the scorification-method, as ordinarily employed, gave high slag-losses. The American Institute of Mining and Metallurgical Engineers was the first American technical organization to consider steel-rail specifications and sections. If I am not mistaken, the first contribution on those subjects to the Proceedings of the Institute was presented by Prof. Thomas Egleston, in 1874, and was entitled "Investigations on Iron and Steel Rails made in Europe in the Year 1873.1" The next contribution was Dr. C. B. Dudley's report of his investigation for the Pennsylvania Railroad of the wear of steel rails in their tracks, in 1878, which contribution led to a very memorable discussion that extended through several meetings.2 In 1880, Mr. C. P. Sandberg3 presented an article on rail specifications and inspection and rail sections. This was followed, in 1881, by A. L. Holley,4 in his exhaustive report on the then used American rail sections. The next contribution, I believe, was made by myself' at the Buffalo meeting, in 1888, on steel-rail specifications, which I followed,6 in 1889, by a paper on steel-rail sections. Since that time there have been numerous contributions to the Transactions of the Institute in relation to the manufacture of steel rails. The American Society of Civil Engineers officially took up the investigation of the relation of rail sections to the wear of car wheels in 1888. In the prosecution of this work, the Society appointed a special committee, whose labors extended through several years and resulted in an exhaustive report to the Society in 1893.7 Later, another committee was appointed to consider specifications for the manufacture of steel rails; the labors of this committee extended over a period of several years, a final report8 being made in 1910. It was my fortune to be the secretary of both of those committees.

THE ore of the Southeast Missouri lead district consists essentially of galena in dolomitic limestone. The galena usually is in a very finely disseminated condition. The experience of recent years in the concentrating plants of the St. Joseph Lead Co. has shown that dry crushing carried to a point where about 90 per cent of the ore passes a 14-mesh screen liberates the larger portion of the galena, and minimizes further necessary reduction in rod or ball mills. Concentration practice has attempted to carry size reduction to a point where economic unlocking of the galena is obtained, without causing undue sliming of the very friable galena. While 60 per cent of the tonnage of the district is treated by the flotation process, only 40 per cent of the total concentrates is produced by that means, as efforts have always been made to keep the grade and tonnage of flotation feed as low as possible. The milling practice of the district for some years has recognized the generally accepted idea of better selective grinding in rod mills as compared with ball mills, with the attendant decrease in production of fines. The function of rod and ball mills in the various concentrating plants is the grinding of table middlings and coarse tailings that carry lead values too high to be discarded. The simplified flowsheet in Fig. I illustrates the place of grinding mills in the circuit. The arrangement of classifiers, tables and mills constitutes a closed circuit within somewhat flexible limits. In 1937 experiments were conducted in replacing the ball charge in a 6 by 4-ft. ball mill with rods 2 in. in diameter and 51 in. long. This step was taken with some hesitancy, as it was easy to picture a mass of tangled and crossed rods. However, no difficulties developed, and after a short trial period, six more ball mills were converted to rod mills. These mills are of the spur gear and pinion, belt-driven type, using in most cases a 75-hp. motor and having a 9 1/2 -in. open trunnion discharge. As ball mills, they carried a charge of 16,000 to 20,000 lb. of balls, 2 in. in original size. The feed to the mills was dewatered by dewatering wheels and introduced at 70 to 75 per cent solids, with a single scoop feeder. One change in mill design was found advisable when rods were introduced. The existing end liners had an outward flare of 3 ½ in. in 12 in. These were replaced by linings having vertical interior faces, in order to prevent undue end travel of the rods. This change gave an effective working length of 5 2 ¾ in. inside the mill. No alterations were made in the shell liners, which are of the smooth type, made of manganese steel 2 in. in original thickness. The rods at present in use are 51 in. long and 1 3/4in. in diameter. The composition has been varied at times; at present they contain 0.70 per cent carbon and 0.70 per cent manganese. Some breakage and etching occurs as the rods become small, but this is considered preferable to using softer rods, which may kink and cause tangling of the charge. MY thanks are due to Mr. Frank Firmstone, Easton, Pa., who has called my attention to the statement in my papers that " Barite, fluorite and quartz, though not observed in the Tennessee area," . . . as possibly misleading to the reader, if construed to mean that such a discovery had never been made. Mr. Firmstone is correct in assuming that this statement referred only to the study of the worked areas of the metallic ores, especially zinc, made in the course of the survey upon which my paper was based. The occurrence of barite and fluorite with lead-ores in Tennessee was reported by Prof. Safford,2 in 1869, and by Safford and Killebrew,3 in 1887, with the further statement that about 1,000,000 lb. of barite were annually mined in Greene, Washington and Jefferson counties, Tenn., and that considerable deposits occur also in McMinn, Smith and other counties. It is also noted that the barite ".usually occurs in veins, associated with galena." The present worked areas of barite are, however, distinct barite propositions, without workable quantities of either lead or zinc, so far as mining operations have gone, and the areas are more or less removed from the present areas of zinc-ores. Mr. Firmstone informs me also that, in 1892, he observed, in the magnesian limestone at Watauga Point, in Carter county, on the left bank of the Watauga river, a little below the mouth of Buffalo creek, small quantities of galena and some fluorite.

IT is difficult to judge how much influence the success attained during its first year, 186465, by the School of Mines at Columbia had on developments in education for the mineral industry elsewhere in the immediately subsequent years. The facts are as follows: 1. The Massachusetts Institute of Technology began giving instruction in February 1865, with a mining course included in its curriculum. 2. Early in 1865 the faculty of the Department of Science, Literature and the Arts of the University of Michigan requested permission from the Regents to establish "a course of study to be called the School of Mines . . . Also that the degree of Mining Engineering be conferred on students who should complete the course of study prescribed in the same." A resolution authorizing this was adopted by the Regents on March 28, 1865. 3. Samuel Hooper endowed a Sturgis-Hooper professorship of geology at Harvard in 1865 with the intention of making it a nucleus of a new School of Practical Mining and Geology. 4. Yale appointed Alfred P. Rockwell professor of mining in 1865. 5. Lafayette College appointed Henry S. Osborn professor of mining and metallurgy in 1865. 6. Washington College (as Washington and Lee was then known), rising out of the ashes of Civil War destruction, made a fresh start in 1865, with General Lee as its president, and offered a mining course in the first catalogue thereafter published. 7. Lehigh University, founded in 1866, had a mining curriculum from its beginning. 8. Rensselaer Polytechnic began offering a curriculum in mining and metallurgical engineering in 1867. It would be natural to suppose that these events were a reaction to the success of the school at Columbia, and possibly they

IN combating mine-fires the use of carbon dioxide as a means of producing an atmosphere in which combustion cannot be sustained, has been many times suggested and frequently tried, generally with a fair degree of success. The carbon dioxide is produced by acting on limestone with dilute sulphuric acid, large wooden boxes being used to hold the limestone, and arranged in such a manner that one box may, be cleaned and refilled with blocks of limestone while another is being used in generating the carbon dioxide. The gas is led by means of pipes of large diameter to the location of the fire, tight brattices having been previously put up as close to the fire as possible on every side, so as to limit the space to be filled with the .gas to the smallest possible volume. The cost of producing Carbon Dioxide has been, however, a decided draw-back to the use of this method, and the danger of producing carbon monoxide by the reduction of the carbon dioxide by heated carbon, and consequently bringing about an explosion, has also tended to prevent the application of this method. The use of sulphur dioxide in combating mine-fires has not, I believe, been previously suggested or tried, and yet the method presents such decided advantages over the use of carbon dioxide that it seems proper to suggest the advisability of considering it as a cheap, convenient, and safe means of fighting stubborn mine-fires. 1. Cost, Preparation, etc.-One ton of brimstone, costing from $20 to $30, will produce about 25,000 cu. ft. of sulphur dioxide gas, and allowing for all sources of loss it is probable that sulphur dioxide gas can be produced for about $1,300 per 1,000,000 cu. ft. For carbon dioxide gas, produced by the action of sulphuric acid on limestone, a good estimate would be $4,000 per 1,000,000 cu. ft., provided that sulphuric acid

The three mines are located approximately twenty miles east of Carlsbad. The deposits have been found ideal for mechanized mining methods. This summary has been compiled from information made available by the three operating companies.

MY conclusions apply to the engineer in California ore hunting; and, because the product has been overwhelmingly gold, that means gold-ore hunting. But, I wish to think of ore hunting, not as employment for engineers, but as engineering. I wish, moreover, to think of it as productive of ore in significant quantity. The small mine, even if good, means little. Only new districts, or large extensions of old districts can engage our attention here. The conclusions are summarized as follows: (1) The bright color of California mining history comes from the suddenness and intensity of its outburst of gold. Had the mining been averaged from the start, it would soon have become dimmed among greater industries. For fifty years, California has proceeded as an agricultural, timber and oil, but not a mining region. 1

The feed to the mills was dewatered by dewatering wheels and introduced at 70 to 75 per cent solids, with a single scoop feeder. One change in mill design was found advisable when rods were introduced. The existing end liners had an outward flare of 3½ in. in 12 in. These were replaced by linings having vertical interior faces, in order to prevent undue end travel of the rods. This change gave an effective working length of 52¾ in. inside the mill. No alterations were made in the shell liners, which are of the smooth type, made of manganese steel 2 in. in original thickness. The rods at present in use are 51 in. long and 1¾ in. in diameter. The composition has been varied at times; at present they contain 0.70 per cent carbon and 0.70 per cent manganese. Some breakage and etching occurs as the rods become small, but this is considered preferable to using softer rods, which may kink and cause tangling of the charge. The mill charges
