A revised treatment of the authors' published data eliminates the complex relation previously proposed between concentration of silicon and activity coefficient of oxygen in liquid iron. Revised values of the thermodynamic properties of the liquid solution are presented. IN a recent experimental study of the reaction SiO2 (s) = Si+ 2O; Kf, = [% Si] [% O]² [1] the authors' found a substantially constant equilibrium product in liquid iron at 1600°C of 2.8x10-5 They also reported extensive data on the reactions: SiO2 (s) + 2H2 (8) = Si- + 2H2O (g); K'2= [% Si] (H2O/H2 [2] and H, (g) + 0 = H2O (g); K'3 =( H2 O [31 (H2) [%O] From the results on reaction 3 and earlier data of Dastur² on this same reaction in the absence of silicon, they determined the activity coefficient of oxygen, f0, on the basis of the definition K3 = (H2O)/ (H2)f0 [% 0] where K, is the equilibrium constant and f0, is taken as unity in the pure Fe-0 system. Similarly values of fsi were deduced from results on reaction 2. In a more recent study" of analogous reactions in the system Fe-A1-0, it was found impossible to reconcile the results on reaction 3 with Dastur's data; accordingly the latter were ignored and the equilibrium results were extrapolated to find a value of K, at zero concentration of aluminum. This procedure failed to locate the cause of the discrepancy but it did yield reasonable values of activity coefficients. It also avoided introduction of the complex empirical relation between the oxygen activity coefficient and the concentration of the added element. The same type of discrepancy exists for system Fe-Si-0.' In the earlier paper an attempt was made to fit both sets of data by a single curved line (Fig. 6 of ref. l), the form of which is contrary to the theoretical requirement of a finite slope at infinite dilution. In the light of experience on the Fe-A1-0 system the discrepancy must be recognized as one which can be resolved only by more refined measurements. Accordingly Figs. 6 and 10 are retracted. It is pointed out also that until the discrepancy is resolved Figs. 7, 8, and 11 are subject to some uncertainty. Qualitatively the following conclusions still appear valid: 1—The activity coefficient of oxygen is reduced by addition of silicon. 2—In dilute solutions the activity coefficient of silicon increases with its concentration. 3—With respect to equilibrium in reaction 1, the above effects are approximately compensating. The discussion of K'1 in the previous paper requires no revision. It was pointed out that the constancy of the product [% Si] [% 0]² ndicated a compensating effect of the activity coefficients of silicon and oxygen. Therefore, as a very good approximation, K1 = K'1 and the following average values are suggested both for K, and K', at the temperatures 1550°, 1600°, and 1650", respectively, 1.0x10-", 2.8~10-" and 5.5 ~lo-'. Revision of the thermodynamic treatment is necessitated by the recent appearance of new data, based on a combination of combustion and solution calorimetry,' which yields for the heat of formation of low-cristobalite from the elements, the value —209,330 ±250 cal per mol at 25°C. This is about 4000 cal larger than the value previously accepted. The new value for cristobalite is used, together with Kelley's tables of high-temperature heat contents" and entropies and with Korber and Oelsen's' heat of fusion of silicon to obtain the following equation for the standard free energy of cristobalite in the temperature range 1700" to 2000°K: Si (1) + 02 (g) = Si02 (crist.); ?F° = -217,700 + 47.OT [4] The free energy of solution of 0, in liquid iron is:8 O2 (g) = 20 (in Fe); AF° = -55,860 - 1.14T [5] and these two equations are combined to give: Si (1) + 20 = SiO, (crist.); AF° = -161,840 + 48.14T [6] ?F°1873 = -71,700 cal. From the experimental value of K, = 2.8x10-5, Si + 20 = SiO2 (crist.); ?F°1873 = -39,000 cal. [7] The combination of Eqs. 6 and 7 yields the free energy change when liquid silicon dissolves in iron to form the dilute solution of unit activity (1 pct). Si (1) = Si; ?F°1873 = -32,700 cal. IN a recent paper1 the authors presented information on a refinement of the Rohn type of creep test with data on pure iron that exemplified the behavior of the apparatus. The present paper extends that work to nickel and cobalt and to the examination of the comparative high-temperature properties of two widely used commercial alloys. Careful attention has been given to the effect of plastic deformation in decreas-ing creep rate, using the elementary metals iron, nickel and cobalt for purposes of analysis. In any, endeavor to develop new materials for high-temperature service one soon encounters a real problem as to the sort of test to be employed in evaluating the commercial possibilities of the alloys. At one time it was considered satisfactory to determine the tensile strengths at elevated temperatures and to use these values as a criterion for the commercial application of the alloys. More recently the proportional limit has been used as a means of classification. Data obtained from a form of bend test has also shown promise as providing a "merit index" of high-temperature serviceability.2 Koerber and Pomp3 state that since the influence of testing time is small, the high-temperature yield point of steel furnishes sufficiently reliable and concordant values up to about 350° C. IN the operation of any ore processing plant, no matter what beneficiation process or combination of processes may be used, certain fundamental figures are regularly needed for essential records and accounting. These include amounts of ore treated and products made, with their assays, as well as quantities of labor and supplies used, with their cost. Usually labor and supplies are broken down and allocated to certain operations by the accounting department, and resulting tabulations are available for study by the milling plant management. However, to avoid too many minor details that would make these reports cumbersome and involved, much information that could be useful to the plant operator is often consolidated in such a manner as to have lost a considerable part of its value. To clarify this point, it may be stated that top management is most concerned with production figures and cost of production, while the plant operator is also interested in quantities of labor in man- hours and amounts of supplies used. Due to varying unit prices of labor and supplies, comparisons on a dollar basis alone are often misleading. With rising unit costs of the past few years now about twice as high as they were a few years ago, constant study of quantities involved is required to improve efficiency and productivity.

The dealings between concentrated capital invested in the conduct of our various industries and the combinations of labor known as "trade union organizations," have produced not only in the United States, but abroad, many novel methods of negotiation between employers and wage-workers. The size and strength of these organizations have destroyed the personal elements formerly governing the dealings between employer and employee, and have produced various forms of trade-agreements now in more or less successful operation. The difficulty, however, has been to secure consent of both parties to an equitable agreement. For this purpose there have been devised various forms of arbitration, either compulsory under the shadow of governmental legislation, or voluntary by mutual agreement. But these have not been altogether successful from a technical stand-point, for the reason that a compromise has generally been necessary, and in an effort to reach an agreement, terms have been made which have been neither fair nor satisfactory to either of the contending parties. The Anthracite Board of Conciliation represents one of the few thoroughly successful courts for the settlement of trade-disputes, if not the only one which has yet been evolved. The Black hills rise like a dark island above the far-flung prairie lands of the Dakotas; to their sombre pine-clad slopes they owe the name, Black mountains, by which they were known to the early explorers. Pahasapa, a Sioux word with the same meaning, was the name given to these hills by the Indians, who avoided them, believing them to be mysterious and dangerous. The aborigines entered the hills rarely, to pick berries, hunt the deer, or to cut lodge-poles, the central supports of their huts. The French explorer Pierre de la Veréndrye reached Dakotan soil in October 1738, coming thither from Montreal by way of Lake Superior and the Lake of the Woods.* Five years later his sons, François and Louis Joseph, reached the Black hills, as is recorded on a plate unearthed at Fort Pierre in 1913. The French-Canadian explorers and trappers of that time, however, appear to have been diverted southeastward to the more promising lands of the Mississippi valley, so that we find no mention of the Black hills in the chronicles of the period until Lewis and Clark, on their way to the Pacific coast, in 1805, met a French trader, named Jean Vallé, on the lower Cheyenne river, and from him they heard of the Black mountains in a casual manner. Next, Wilson P. Hunt, who, at the head of an expedition crossed the Rocky Mountains on his way to the Astor trading-post on the Columbia river, in 1811, had a glimpse of the dark hills to the north, but that was all. Then in 1823 Jedediah S. Smith, one of the earliest discoverers of gold in California, crossed the southern part of the Black hills on his way westward. Two trading-posts were established in

GOODALE, Butte, ,Mont.-While there are many points in Mr. Read's, paper which I am not prepared to discuss thoroughly, I am inclined to believe that difficulties are involved in the establishment of all employment bureau, which shall have exclusive control over the employment and discharge of workmen. I suppose you .have heard a great deal: about the so-called "rustling card? at the works of the Anaconda company. That is a very innocent sort of card, although the I. W. W. organization has made a great deal of noise about it. An applicant for a job is handed a blank on which he tells his nationality, his age, whether married or single, and the place of his last employment. The company then writes to the place where he says he was last employed to find out whether he is telling the truth; we do not ask the previous employer whether the man is blacklisted or has anything; against his record; but simply, "Was this man formerly in your employ?" A great hullabaloo has been made, about this practice by some of the men in Montana who are afraid, of their own records; but out of 53,000 applications for employment received by the Anaconda company since the employment bureau was formed, only 647 were rejected, which does

Mining camps from Mexico to Alaska and from the Pacific coast to the Atlantic were represented by delegates at the 5th Annual Northwest Mining Convention which was held in Spokane, Wash., Feb. 19-24, 1917. About 300 delegates from outlying regions were present, this being fully 100 more than have been counted at any previous mining convention in Spokane. Graham B. Dennis, president of the Northwest Mining Association, made the address of welcome. In part, he said: "Heaven has made us the possessors of an area great enough for an empire, varied enough in climate and possibilities to compass the whole complex field of modern industry. In the development of this broad heritage, we are not only actors for today, but trustees for future ages. "It is to foster this spirit of unity; to create and maintain strong bonds of mutual good will and confidence, that we founded the Northwest Mining Association. Wee support it because we believe it will give us strength; because we believe we shall learn from each other; because, in industry as in every other walk of life, personal contact and establishment of ties of friendship enrich and round out the characters of men." One of the interesting lectures of the week was that on "Alaskan and Russian Gravel Mining," by Dr.' Henry Mace Payne, consulting engineer for the Russian government and Consolidated Goldfields of South Africa. Dr. Payne's illustrations showed the different appliances in use in the countries mentioned. The Resolutions Committee reported back to the Convention six of the seven resolutions that had been presented to it. These were adopted as submitted, with some minor changes.

One of the greatest improvements in drilling equipment has been the development of hard facing metals which are welded by electricity or by acetylene to form a facing which protects the steel of the bit from abrasive wear. The main desirable characteristics of hard facing metals are resistance to abrasive wear, resistance to shock and perfect bond with underlying metal. Resistance to abrasion offered by various metals shows many anomalies. Compounds containing carbon, silicon and boron are the most important hard substances. Carbon, as diamond, silicon carbide and especially the carbides of iron, chromium and tungsten are the outstanding hard products in common use. Tungsten carbide is probably the most commonly used. It is made in the electric furnace and it is important to get the right amount of carbon and the correct crystalline structure in order to obtain the greatest hardness and greatest resistance to abrasion. It may be obtained in three main divisions: wrought, cast and casehardened. Insert hard metals are common. The method of application varies, but it is generally welded to the bit, placed in channels or in drilled holes and covered with a hard surfacing metal. Robinson' has given a very complete article on the use of inserts. Gregg and Küttner2 has discussed the metallography of tungsten carbides and given a good bibliography of the subject,. The time and expense of large-scale testing, together with variations in results, led to the development of a laboratory testing machine for determining the abrasive-resisting qualities of different metals. The electro-magnetic separator of Mr. G. Conkling, Glens Falls, N. Y., described by Mr. Birkinbine* in a paper at the New York meeting of the Institute, in February, 1889, has been in successful operation at the Tilly Foster 'mine for a considerable period, under the disadvantages which seem to be the inevitable attendants of pioneer enterprises in new technical fields. The results of a run of several months, which the Superintendent, Mr. S. P. Tomkins, has taken pains to collate, are here presented by his courteous permission, and that of Mr. E. S. Moffat, the energetic and skilful General Manager of the Lackawanna Iron and Coal Company, to whom our profession is already indebted for examples of bold and ingenious practice in mine-engineering. It is believed that these figures will assist those who are planning similar operations to decide intelligently what they may, and, more important still, what they may not, expect to accomplish. The local difficulties in the way of this experiment at the Tilly Foster mine were many and great. Only about two-thirds of the waste-dump, resulting from the assorting of previous years, is ore; and this varies in content of iron from 20 to 28 per cent. The remainder is rock, some (from horses in the vein) showing particles of adhering mineral, some (from the foot- and hanging-walls) entirely barren. The expense of overhauling the dump and removing this rock is by no means the least of the numerous items which must be charged against the concentration. Associated with the lean ore are hornblende and other minerals, carrying iron in the non-magnetic state, which must necessarily be washed away with the tailings. The waste-dump was originally located without reference to future treatment, and now can only be handled by means of a locomotive,

THE structure of eutectics has been studied by a number of investi-gators, and the complexity of the structural relationship of the compo-nents has been agreed upon, especially that of the "eutectic colony," type III of Portevin's1 classification. This paper does not attempt to alter the present classifications of eutectics; rather, it discusses the relationship between the macrostructure and the microstructure of the copper-cuprous oxide eutectic, and describes in detail the mechanism of the formation and the structure of the eutectic. Further, throughout the entire discussion it attempts to point out certain misconceptions in regard to the interpretation of the observed structure of the copper-cuprous oxide eutectic, one of the so-called "eutectic colony" types, and to correlate as much as possible the work done by the writer with that done by other investigators. Of the three types of eutectics listed by Portevin,2 the eutectic colony type has presented the greatest difficulty in interpretation. Although the copper-cuprous oxide eutectic is typical of the eutectic colony type in appearance, it may not be truly representative because the copper forms about 96 percent of the eutectic and the cuprous oxide about 4 per cent. The interpretation of the origin and structure of the "eutectic colony" given here is strictly limited, therefore, to the copper-cuprous oxide eutectic.

(written discussion?).-The authors seem to have proved that for a phenomenon as irregular as the one they were investigating there was no perceptible conduction effect in the platinum wire. It should be mentioned, however, that the conduction of heat to and from small wires is not proportional to their surface and might give unexpected value, varying largely with the medium in which the wire was situated. Attempts to eliminate a conduction effect in the wire by extrapolating the curve obtained by using different sizes have in some cases given incorrect results, so that the authors' result should be applied with great care as a guide in other cases. The difference in size of wire employed by them is really rather small. If the desire had been to find out how great the effect was instead of merely to demonstrate its absence, a greater difference of diameter would, of course, have been selected. The sharp gradient immediately in front of the burning portion of the cigar is quite surprising at first sight. The weight of air coming from a flame is considerably greater than the weight of material burned, and it would be thought that this stream of heated air would heat very con-siderably the material not yet reached by the zone of combustion. Pos-sibly the heat is exhausted in evaporating moisture from the material. In that case the cigar is really a sort of regenerative furnace, except that it is not air but the, material which is preheated, and the pre-heating produces dryness rather than increase of temperature. Whether or not this is the case would be shown by finding how hot a thoroughly dry cigar would get.

With the increasing emphasis on using American fossil fuel resources, more facilities are evaluating coal conversion. In addition, those facilities now using coal are considering better coal storage procedures to minimize negative environmental impacts. For example, rainfall and snowmelt on a coal pile produce a drainage stream high in acidity, suspended and dissolved solids, iron, sulfate, and trace metals. Usually, the characteristics of the runoff stream do not allow for direct discharge to streams and lakes. Detention in a holding pond and pH adjustment are traditional methods of treating coal pile runoff before discharge. Historically, this treatment methodology has been performed inefficiently without a good data base to assess how much runoff treatment is needed to meet effluent guidelines. A model was developed to simulate runoff volume and pollutant loadings under different rainfall conditions. This model will be used to size and design treatment works for coal pile drainage. The Ohio State University (OSU) version of the Stanford watershed model was selected as the base model. The OSU model simulates overland runoff in a rural area. It includes factors such as soil moisture, depression storage, infiltration, and flow to a ground water reservoir. TRC also used the OSU co-model for acid production in coal refuse piles as the basis for qualitative modeling work. A number of modifications were made to the OSU models to make them applicable to coal storage piles. The physical/chemical reactions included in the models are described in more detail in the project report. In addition, the models were altered so that a standard NOAA magnetic tape of historical meteorological data can be used as data input instead of requiring the user to create a data file. The resulting TRC coal pile drainage model is actually two models - a quantitative model, termed H2OTRC, and a qualitative model, TRCCOAL.

IN MY general contact with industry I have become more and more impressed with the need for the closest possible co-operation between engineers and metallurgists, and particularly with the need for appreciation of the work that each group is doing to assist the other. Also, I am convinced that from time to time it. is vitally important to a true perspective of human progress in all its branches, and certainly a salutary corrective of undue optimism and pessimism to endeavor to carry the mind hack over certain periods in the advance of technical knowledge, and form some kind of broad estimate of what has been accomplished in the application of science to industry in the fields with which we, as individuals or groups, may for the time being be concerned. We cannot without some appreciable mental effort realize what our forerunners have dine For us. If the young engineer or metallurgist entering industry today could be suddenly transported to a quarter of a century ago, and be compelled to work with the materials then available and within the limitations of knowledge then attained, he would, on his return to present-day life, have a much greater appreciation of what has been accomplished before lie arrived on the scene, and, what is even more important, a far more acute sense of its inherent value to his profession. I propose here merely to indulge in a general summary of the subject of improved engineering metals and alloys rather than in details, and to deal exclusively with developments within my own experience.

THE plant of the Boston and Colorado Smelting Company, at Argo, Colo., has not received special notice in technical or scientific publications for some time past. Dr. Peters' described the development of the reverberatory furnace used at Argo, but he dealt almost exclusively with the increase in size and the corresponding gain in capacity. Since the time of his description the changed conditions have led to a modification of the former smelting practice, and this modification forms the basis of the present paper. No claim is made for personal originality in connection with these improvements, in fact, I expressly disclaim any such intention, since nearly every successful step in the development of the process now used at Argo has been suggested by Dr. Richard Pearce at various times during the past 12 years, though perhaps in a different manner of exe¬cution. These changes would undoubtedly have been made before, were it not that many problems of greater metallurgical importance and momentarily of more urgent need thus had to be solved. At the time to which I refer, economic conditions demanded mainly an increase of capacity. Moreover, the determination and placing of exact losses in smelting were not so imperative as they now are. About three years ago, the time of my appointment to the - management of. the works of the Boston and Colorado Smelting Co., the great decline in the price of copper occurred; the Argo plant, in common with all others engaged in the copper-industry, lost heavily in the market-value of the stocks on hand of ore and furnace-products. Added to this was the unfortunate circumstance that the copper-supply of the Argo plant from general sources began to dwindle; in fact, it almost entirely ceased. TUESDAY, Feb. 16, was no day for strolling along the cold sidewalks of New York, and a large number of metallurgists sat down with pleasure to the warming task of wiping a few soldered joints. Presented by a joint-wiper of the modern school, G. M. Bouton, of the well-known team of Schumacher, Bouton, and Phipps, the initial paper brought into focus the theme of conservation of strategic metals and described the technique of making the fillet-type joint now employed by the Bell System. Using an over-all average of only 40 per cent of the solder formerly used by the conventional method. this important development bids fair to stick when the war is over. D. L. Martin and E. R. Parker then described the embrittling effect of hydrogen on silver previously heated in oxygen and the less serious but troublesome result obtained under the converse conditions. An interesting example of grain growth restriction created additional material for the lively discussion that ensued among those who have encountered one or another of these phenomena in silver and copper.

(Cleveland Meeting, October, 1912) THE following notes are submitted in the belief that they may interest some of the many owners of small water-power plants, so generally used in mining-work throughout the West. A small and somewhat primitive quartz-mill was taken over by a leasing company, and a 10-stamp battery was installed. Originally, power had been furnished by a Pelton wheel ; but, since the supply of water depended on the rate at which snow was melting on the mountains, a steam-plant had been added to help out during cold spells. This auxiliary plant was antiquated and expensive to operate, and, soon after starting up the remodeled mill, it broke down completely; so that it became necessary to get all the power possible out of the Pelton wheel,. with its ever-varying water-supply. The pipe-line, about a quarter of a mile long, was made up. of assorted sizes, from 7 to 11 in. in diameter; and, since it was buried deep under snow, there were no data from which to calculate the theoretical size of the nozzle. The stream being at this time at a low stage, it was important to make the most efficient use of the available water. This was done by using a nozzle large enough to pass the whole supply-taking care, however, to limit the size so as not to lower the water-level in the tank at the head of the pipe-line. As the weather became warmer, the nozzles were gradually enlarged to meet the increasing volume of water; but a point was finally reached where further enlargement only gave decreased power. Evidently the loss from friction had more than balanced the gain from the increased flow through the pipe. However, the area of nozzle that developed the, maximum power from the pipe-line had been found. This was used; and the surplus water was allowed to run to waste at the head of the line.

THE electronic arts today constitute the outstanding development in the field of rare metals, if not indeed in the arena of scientific progress at large. The year 1930 may become known as the year in which the electronic tube took hold of the wheels of industry; it is the year in which the tube's emancipation from the art of communication was proclaimed. The little tube which made a $500,000,000 industry out of a vacuum has now been applied to mining, manufacturing, transportation, chemistry, and other industries. Not many appreciate the extensive utility that e1ectroni.t tubes have already found in transportation, where they control the speed and security of express trains, as well as operate traffic lights on important highways-in the case of the Detroit-Windsor bridge counting the traffic and instantly turning the reports into the superintendent's office some distance away. In an Ohio steel mill, ten-ton ingnts 'rash back and forth through the rolls, reversed by their own shadows. The vacuum tube also starts, stops, and levels, fast passenger elevators.

DURING an investigation of the copper-rich portion of the copper-silicon-iron system as part of an extensive research program on P.M.G. alloys, which was begun in 1937 in the research laboratory of the Phelps Dodge Corporation, it became apparent that the binary copper-silicon system below 7 per cent Si needed revision, therefore an investiga-tion was undertaken. Both X-ray methods and microscopic technique were employed. Despite the many investigations that have the clarification of this sys-tem as their object, no two successive reports on the system have agreed in placement of the alpha-phase solubility limit, and uncertainty about the secondary phase first to appear has been voiced several times.3,4,5 It was therefore not surprising, when T. Isawa's6 and M. Okamoto's7 works were reported at the time we were finishing up our experimental work, to find essential disagreement between their results and ours. But when C. S. Smith's latest work on the copper-silicon system8 was published just as we were finishing our laboratory report, it was indeed gratifying to find that the latter's diagram and ours checked in all essen-tial features, except the temperature of the peritectic line above 830° C. Many attempts were made to retain the beta phase during the present investigation, but none was successful. Isawa,6 however, reports that he has been able to obtain X-ray photograms of the beta phase. The structure, he states, is body-centered cubic with a lattice constant of 2.848 A.. at 7.2 per cent Si. Okamoto7 and Smith8 both use the designation Kappa for the hexag-onal phase, and to avoid confusion this designation will be adhered to in the present paper.

THE new 4800-ton fine-grinding plant at the Hollinger Consolidated Gold Mines property at Timmins, in the Porcupine district of northern Ontario, went into operation in November 1937, and represents the culmination of an experimental program. The plant is a moderately low rectangular building of hollow tile on a steel frame, large enough to house four 7 by 15-ft. ball mills, with a 12 by 27-ft. classifier beside each mill. At one end is space for the addi-tion of another mill and classifier or a mill and classifier for the regrinding of table concentrates. This regrinding is now done in the old grinding department of the main mill building. Also within the new building are the four 6-in. sand pumps for lifting the product from the low-dis-charge ball mills up to the classifier feed launders and the containers and appurtenances of a complete dust-collecting system. Together with the usual overhead crane, these constitute the major units of equipment within the new plant. The location is at the lower end of the main mill buildings toward the old tailings pond, now so neatly leveled off and sodded to rival the very best of our own W.P.A. projects. Close by the new grinding plant is a large dome-shaped structure-the new fine-ore bin designed and built by Mr. Longmore and the Hollinger milling and engineering staffs. There are four separate automatically loaded inclined belt conveyors leading up from the bottom of the bin to the grinding plant. Each belt is equipped with a recording weightometer, in the grinding building. The whole structure and the machinery within it give the impression of permanence and a carefully integrated design with close attention to details, giving the operators every advantage for consistently good work.
