Fluoride, generally less than 0.5 ppm, is present in ground water from rocks of Paleozoic age and older, in northern and eastern Alabama. Some of the water-bearing formations in the Coastal Plain area of the State yield water with as much as 6.8 ppm fluoride.

WHEN the need for war work was ended, the late Mrs. Sidney J. Jennings felt that the members of the Woman's Auxiliary, who had worked together so successfully, would profit by having a common permanent aim through scholarship work, financed by annual contributions from the Sections. Under her leadership the Sections responded generously and the educational fund was started. Mrs. Jennings became the first chairman of the executive committee and so remained until her death. It was planned to begin with an award of $500 each year, and to pot aside 25 per cent of all moneys re¬ceived from the Sections to establish an endowed fund. In 1921 the first scholarship of a value of $500 per annum was granted, and an award of the same value has been made regularly every year since. It is called the Subscription Scholarship. The 25 per cent, which is set aside each year and carefully invested, is called the Engineering Education Endowment Fund. Three years ago this fund began to yield around $300 annually and this income has been used each year since to finance a scholarship under that name.

UNFORTUNATE evasions of metals specifications recently brought to public attention through news items and editorials have caused executives of at least two great corporations to set up defensive procedures and to re¬affirm the patriotic purpose and conscientious effort of their plants in this battle of production. Whatever the exact conditions affecting these cases, in which the public interest has been safe-guarded by vigorous action, my reaction to such offenses in general is a feeling that they arise from the pressure and limitations that afflict our overextended war effort and that inevitably there will be more of them, doubtless more and more expertly conceived and less and less subject to detection as simple faked, or substituted analyses or tests. To the ladies, who doubtless are already beginning to ac¬quire a sense of painful resignation to a dry technical talk, may I say that the cookbook is full of specifications which customarily are varied within rather wide limits but it is generally recognized that the proof of the pudding is in the eating without regard to its exact composition or some scientific evaluation of its texture.

MUCH the same story can be told about the copper industry for the year 1944 as for the three preceding years. Operators report few or no technical changes at their plants and the main endeavor has been to maintain high production with existing equipment. No large new installations have been made to increase plant capacities and apparently over-all copper production has passed its maximum. The present decline in copper production results partly from the severe labor shortage. As is true of most industries; the outstanding fact about the copper industry during the past few years has been its tremendous and sustained production which has been maintained in spite of serious shortages in material. labor, and technical personnel. The figures in Table I give a concrete example of how production has been increased at one large smelter in the United States-the Garfield plant of the American Smelting and Refining Co. at Garfield. METHODS and equipment are subject to study in the Butte district at all times in order that advantage may be taken of any new developments that might serve to increase efficiency and lower costs. Detailed time studies of each operation involved in the entire mining process have been of invaluable assistance in analyzing the individual operation for possible improvement. In other words, the fact that a practice has been in vogue for many years does not exempt it from change provided an easier and cheaper method can be found. EXPLORATION Ore occurs in the Butte district in such manner that structures must be drifted on, no matter how small or unimportant they appear when intersected by a crosscut. Parallel structures also add to the crosscut requirements. This prospecting work, which formerly was done entirely by drifting and crosscutting, is now being supplemented by diamond drilling, to aid in greatly decreasing the amount of waste. In long-shot prospecting, or in second or third class prospecting, where the chances of developing commercial ore are not very great, diamond drilling is of particular value. In prospecting where chances of encountering commercial ore are certain or where crosscuts can be used later for haulage or ventilation, drilling obviously is not applicable. Improvement in drilling machines and bits has contributed greatly to the present success of diamond drilling. STOPING For many years square-set filled sloping was the principal mining method used in the Butte district. Later timbered and untimbered rill stopes were used, also some horizontal cut-and-fill sloping where both ore and walls were particularly strong. Because of the amount of timber required for square-set stoping, and the relatively low production per scope unit, experiments with horizontal cut-and-fill scopes were begun in ore bodies of which many had fairly weak walls. It was felt that increase in the speed of the stoping operation, followed closely by filling, to avoid weight being produced by permitting ore and walls to remain insufficiently supported over comparatively long periods, would maintain the walls and backs in safe condition without the use of timber and without ore dilution from wall slough. Cycles of drilling, scraping ore, and filling were devised, which have materially increased stope production and decreased timber consumption, so that both stope labor and supply costs were lowered appreciably without materially affecting grade control. In the larger mines of the district, where wide veins favor this stoping method, half of the total production is now being mined by horizontal cut-and-fill stopes (Fig. I). The increase of the filling rate demanded by the increased stoping rate was the greatest obstacle encountered in the accelerated stoping operations. Finally this problem was solved by replacing the time-honored method of transferring filling waste by small cars, which were hoisted or lowered in the auxiliary shaft, by a transfer

Beginning with a small but positive participation in undersea mining, the Bureau of Mines continues its active investigations into this potentially tremendous field. The Bureau began its active role in undersea mining in September 1963, with a small task force of three dedicated scientists and a secretary, establishing headquarters at the old Tiburon Naval Net Depot about seven miles up the coast from San Francisco. The past months have been both busy and productive. With 22 Federal agencies involved in oceanography, it logically was the intent of Congress that the Bureau of Mines undertake research concerned only with the technology of marine mineral production and utilization. The Bureau has maintained this purpose in its activities at Tiburon, for while institutes, universities, the Navy and other Government agencies have developed exceptional programs in the fundamental science of the oceans, commonly called oceanographic research, little has been done toward advancing man's ability to exploit the ocean floors other than by drilling for oil and gas and sulfur.

THE Workmen's Compensation Act of Ontario was passed in 1915 and Miners' Phthisis was added to the list of compensable industrial diseases in 1916. Under this provision of the Act only about two cases were compensated per year. In 1924, The Department of Public Health made a survey of miners in the four principal camps-Sudbury, Porcupine, Kirkland Lake and Cobalt-and the survey indicated that an alarming proportion of the men exposed to dust had silicosis in one or other of its several stages. A number of conferences were held between representatives of the Department of Mines, the Department of Public Health, the Compensa-tion Board and the mine operators. The operators were advised that in the earliest stages of silicosis there was no physical disability and if men in that stage were removed froni underground there would be little danger of permanent disability. They were further advised that if active steps were taken at once to compensate men that had some real disability and remove from the mines men in the early stages of silicosis, the first cost would be the greatest and thereafter their liability should decrease. As a result of this advice, and having at that time no reason to doubt the findings of the survey, the operators agreed to do all that was asked of them and cooperate with the Government in the steps believed neces-sary to meet the situation, and to provide compensation for the men affected.

The production of petroleum in Venezuela during 1931 was approximately 118,767,000 bbl., a decrease of 18,904,000 bbl., or 13.7 per cent, compared with the previous year. This is the first break in production, which has risen steadily since 1920, and is attributable to restriction of output and drilling operations, in harmony with lessened demand, rather than to any real decline in potential production. Venezuela ranked third among the world's producers, having lost second place to Russia. The Bolivar coastal fields, which were extended approximately 14 miles southward during the year, continued to supply most of the oil. La Concepcion, Los Manueles and Quiriquire all showed marked increases. A new field of light oil was discovered on the north coast near Puerto Cumarebo, State of Falcon. Exports declined 15.7 per cent, from 137,377,000 bbl. in 1930 to about 115,800,000 bbl. in 1931. Crude oil in storage at the end of the year amounted to 7,450,000 bbl., a decrease of 2,150,000 as compared with 1930. Tankage utilized is about 40 per cent of the available space. A drastic decline in drilling activity reduced the number of wells completed in producing areas from 401 in 1930 to 116 in 1931. Only three wells were drilled in the Lagunillas field proper, but, the amount of closed-in production and proven acreage gave assurance of a satisfactory potential output. Of the 1580 wells drilled to the close of 1931 in the producing areas of the Bolivar Coast, 631 were active and 853 were closed in; 96 had been abandoned. The status of the active wells at the end of 1931 was as follows: flowing, 331; pumping, 99; gas-air lift, 201. Producing wells closed in numbered 452; workovers, 8; totally inactive, 393. Lago Petroleum Corp. and Venezuela Gulf Oil Co. placed in operation the first units of their electric power plants, the former at Punta Gorda and the latter at Las Morochas, and are replacing steam power in their operations as rapidly as possible. Compressor stations were also installed for use in connection with air-gas lift operations. A considerable volume of gas was treated in gasoline extraction plants, the tail gas being recom-pressed and utilized together with natural high-pressure gas, for stimulation of production.

TuRneR Valley, on the eastern edge of the foothills of Alberta, 35 miles southwest of Calgary, continues to be the major oil field in Canada. This field began production of gas and naphtha from the Mississipian (Madison) limestone in 1924, and until 1936 all wells were drilled for these products. At the end of 1938 there were 104 gas wells. In 1936 proof was found of a crude oil zone in the same horizon but lower on the west flank of the structure, which is a large fold cut off on the east side by an overthrust fault of great displacement. Since 1936 drilling has been done for the development of crude oil and at the end of 1938 there were 64 crude oil wells. On test through a 1-in. choke these flowed at the rate of 50,000 to 60,000 bbl. a day, but on production would not be expected to make this volume. The output has been prorated according to the capacity of the Prairie market. During the harvest season, when the demand for oil and oil products was at its maximum, the allowable production of Turner Valley was 28,363 bbl. per day. With the arrival of winter, this was cut to 11,500 bbl. per day but later was raised to 12,500 bbl. Production in 1937 from Turner Valley was 2,767,221 bbl., which was more than double that of the previous year. Production in 1938 was 6,691,075 bbl., which is considerably more than double that of 1937.

Turner Valley The Turner Valley field, Alberta, yielded 7,456,000 bbl. of petroleum in 1939 in comparison with 6,703,548 bbl. in 1938, an increase of 11 per cent. Turner Valley now supplies 96 per cent of all petroleum produced in Canada (Table 1). The Turner Valley field (Table 2) has reached a position where it call supply much larger volumes of petroleum than the Prairie market is capable of consuming. The allowable production is under the jurisdiction of the Petroleum and Natural Gas Conservation Board of Alberta and the daily rate is set from time to time as warranted by the demand. During June the allowable reached a maximum of 27,000 bbl. a day. This, however, was a temporary situation due in part to the completion of a new British American Oil Co. refinery in Calgary capable of processing 5000 bbl. a day and with a storage capacity of about 100,000 bbl. During no similar period in the development of petroleum refining technology has so much progress been made in methods and equipment for the economical utilization of heat. Drastically severe commercial and economical conditions controlling the refining industry during 1927 gave a great impetus to improved efficiency and more economical operation in all departments. I think it is fair to say, however, that more progress has been made in the department of heat utilization than in other branches. I use the word utilization advisedly in the dual sense of better primary generation and application of heat and of saving by recovery methods. It was because of this trend that the subject, "Economical Application of Heat," was made the keynote of the refinery engineering sessions just completed. No new, outstanding elemental discoveries can be claimed for the year along this line. Some of the progress made has been in the development of better furnaces and distilling equipment embodying the more modern principles of boiler practice in obtaining complete combustion of the fuel, low excess air requirements and high transfer rates through the heating surface. Transfer rates of 3000 to 6000 B. t. u. per sq. ft. per hr. were considered good some time ago in the older type of equipment. Today a transfer rate of 25,000 to 35,000 B. t. u. is an actual accomplishment in commercial installations and engineers are talking of the feasibility of 50,000, 75,000, even 100,000 R. t. u. per sq. ft. per hr. Contributing most to bringing this about have been the rational use of the velocity factor on both the oil and firing side of the heating surface, and the study and application of the principles of radiant heat in furnace design. Vapor Heat Economy The principle of heat exchange, especially against oil vapors, has been applied to a greater extent than ever before. The recovery of heat from oil vapors is not new. This was practiced 20 years ago or more in Europe,

The general curtailment of activities, so marked in 1931, was continued and intensified in 1932 and although production was maintained at approximately the level of the previous year, 1932 was chiefly characterized by the virtual cessation of drilling in many of the proven fields, a further decline in wildcatting activities, particularly in the Maracaibo Basin, and the relinquishment of large blocks of unfavorably located acreage. A total of only 60 wells was completed during the year of which six were wildcats, while at the same time concessions aggregating approximately. 3,222,000 acres were renounced and reverted to the National Government. The maintenance of production at the previously established level was made possible through the large potential built up by drilling in previous years and by a gradual increase in pumping and gas-lift installations. Towards the end of the year there was a slight but perceptible tendency towards increased drilling in certain of the proven fields. Total production for the year came to 118,076,000 as compared to 118,418,000 bbl. for 1931, while exports amounted to 114,758,000 as against 116,683,000 bbl. in 1931. The new entity, Yacimientos Petroliferos Fiscales Bolivianos, created in 1936 for the development and exploitation of all petroliferous zones of Bolivia, including those formerly belonging to the Standard Oil Co., is doing its utmost to bring about rapid development and by this means to create a new source of revenue for the State. With this in view, Y.P.F.B. has opened a new field in the Samaipata region, on the main road between Cochabamba and Santa Cruz. Installation of machinery has begun for the drilling of several wells on the five anticlines that occur in this region. Work has also begun in the Saipuru field, on the Santa Cruz-Charagua highway, which was discovered by the Standard Oil and temporarily abandoned. In this new field, a topping plant will be installed, to supply gasoline and kerosene to Santa Cruz. Explorations are also being made on the neighboring structures of Saipuru. At the end of 1937, the committee that is to study the region of the Chapare in the northeastern part of Cochabamba, was organized. The structures were studied 10 years ago by Kirtley Mather and other geologists. It is hoped that by March 1938 this camp will begin work, as this zone gives promise of being valuable. Development The capacity of the refinery at Camiri has been enlarged in order that it may supply all the needs of that region. In order that the supply of crude may be adequate, several wells that had been almost abandoned by the Standard Oil are being cleaned out. New wells have been located at this camp following the principal anticlinal structure, and during the first half of the year 1938 several wells will be drilled. The same program is being followed in Sanandita but on a greater scale, as the nearness of this district to the Argentine border, which is the best market for the Bolivian petroleum of the south, allows immediate sale of the petroleum. Possibly a new refinery will be installed at this camp, as the one now in existence is only a rudimentary distillery. At the Bermejo camp, which is farther south, intensive work is being done to bring the wells into production. The world's production of petroleum in 1926 amounted to nearly 150 million long tons, of which India contributed 0.72 per cent. In 1927, this figure jumped to some 172 million long tons, of which the Indian proportion, on a practically stationary production, fell to 0.64 per cent. In 1928, there was another substantial rise in the world's production, which reached the figure of over 181 million tons. In 1929, there was another jump to over 202 million tons, but in 1930 the world's production fell to about 193% million tons, in 1931 to about 187 million tons, and in 1932 to about 183 million tons, while in 1933 the production rose again to about 202 million tons, in 1934 to about 215 million tons, and in 1935 to 233 million tons1. Decreases were shown by Poland, Sarawak, Egypt, Rumania and France. All other important producers showed an increase in production, by far the largest being due to Iraq, as a result of the opening of the pipe line to the Mediterranean. The United States contributed 60.9 per cent of the world's supply in 1935, Russia 10.7 per cent, Venezuela 9.4 per cent, Rumania 3.9 per cent and Iran 3.1 per cent. In 1928, India contributed 0.64 per cent, which fell to 0.60 per cent in 1929 and rose to 0.62 per cent in 1930, 0.63 per cent in 1931, and 0.64 per cent in 1932, and fell again to 0.62 per cent in 1933, to 0.60 per cent in 1934 and to 0.50 per cent in 1935; her position on the list of petroleum-producing countries fell from eleventh in 1929 to twelfth in 1930 to 1933, her place being taken by Trinidad and to thirteenth in 1934 and 1935, owing to the production by Iraq. The production of petroleum in India (including Burma2) increased slightly from 322,025,280 gal.3 in 1934 to 322,662,336 gal. in 1935, the highest figure in the history of the industry. The increase in 1935 is due to an increase of some 4 million gallons in Assam, almost offset by a decrease of 31/2 million gallons in Burma. This increase in output in 1935 was accompanied by an increase in estimated value amounting to Rs. 22,73,550 (£170,944).

The largest development program in the history of Alberta was undertaken in 1941 in an effort to increase oil production. The drilling record is as follows: In Alberta there was the largest exploratory campaign for oil in the history of the Province, although drilling of wildcat wells was somewhat less than in the previous year. A great deal of geophysical work was done. This included three gravimetric and five seismic parties as well as a number of geological survey parties by the major oil companies and by the Geological Survey of Canada. Seismic work was done by one party in southern Saskatchewan. The production of petroleum in Canada is shown in Table I. About 98 per cent of the total production comes from Alberta and the yield of the various fields is shown in Table 2. The greatest developments in Turner Valley have been in the north end.
