AFTER all, mineral sanctions are not a measure of peace, they are a measure of war, and we must regard them as such. We have had two examples now in the world-first, Italy, and secondly, Japan-where we have applied sanctions. When we got ready to apply sanctions to Italy that would hurt, they went to war. In the Far East, when we applied sanctions against Japan, in the latter part of 1941, there was a quick reaction, and the Japanese bombed Pearl Harbor.

LESS than eight months ago at the annual meeting of the American Institute of Mining and Metallurgical Engineers, attention was called to the demoralizing effect of the abnormal oil production of Mexico on the oil situation in the United States, and it was predicted that this unstabilizing influence would probably become impotent in 18 to 24 months through ' the exhaustion of the principal producing fields of Mexico, unless new fields were found in- the meantime. When this statement was made, the daily production of Mexico was about 600,000 bbl. of crude oil; now it is about 350,000 bbl. No new pools of consequence have been opened, although extensions have been made to two old pools. Over 200,000 bbl., or more than half of the present daily production, comes from Los Naranjos, Amatlan and North Zacamixtle fields, in which practically every well is so affected by salt water that the potential production dropped 50 per cent. in the month of September, clearly indicating that these fields are moving rapidly toward extinction. How much longer the one remaining important pool will last is a matter of conjecture.

(written discussion ?).-There are several points in. connection with the manufacture of ferromanganese in the electric furnace which it seems to me. might prove of interest in this connection. Recent observation of a, number of electric furnaces varying considerably in size and transformer capacity, and all working under the same conditions, shows the small furnaces to be much more efficient in operation than the large furnaces. The furnaces examined were all of the same type. The crucibles consisted of tanks varying in size from 71-z by 15 ft. by 4 ft. deep, to 12 by 20 ft. by 9 ft. deep, with linings formed of carbon electrode butts. The smaller furnaces had transformer capacity rated at 1500 k.v.a.; the largest furnace had a transformer rated at 3000 k.v.a. All of the furnaces were operated on three-phase, 60-cycle current, the three electrodes being in a straight line. The voltages varied from 65 volts in the smaller to 100 volts in the larger furnaces. The charges consisted of manganese ore, coal, iron turnings, and limestone in proper proportions. The small furnaces, operating at low voltage, were making good recoveries. The slag loss was low and the volatilization loss almost nil. The larger furnaces, operating at higher voltages, showed increased loss of manganese in the slag and greatly increased volatilization loss when working on the same charges as the smaller furnaces, or on charges similarly calculated. The exact reasons for this state of affairs are difficult to state; a number of factors probably contribute to the results obtained in the large furnaces. First as to the effect of the higher voltage on manganese content of the slags. Increasing the voltage of the furnaces apparently tends to promote irregular working. The current takes the path of least resistance; this means superheating in certain areas in the crucible and insufficiently high temperatures in adjoining areas. The partially reduced manganese in the cooler areas passes into the slag and escapes further reduction.

The early history of coal in West Virginia is all included with that of Virginia in the few records available but for present-day readers it is much more convenient that the account of this area prior to the Civil War be grouped with that since then. West Virginia shares with Maryland in the first record of coal noted in the Appalachian fields. This was along the upper Potomac River, in the fall of 1736, and the data about it are given under Maryland, as most' of the development of the area was in that state. The next record of coal was left by John Peter Salley in his account of the expedition he made with Howard and others in 1742. (See p. 17.) The next reference found is that of Dr. Thomas Walker, in 1750, when he passed through the Pocahontas coal field. This has been described on page 18. Six years later, in March 1756, Capt. William Preston, who was with Major Lewis in his expedition down Big Sandy River, wrote in his journal: "Tuesday 2.... Moved down the branch and- came to the main creek where we camped. Put on half rations. Came into the Cole land; crossed the river 8 times."1 The party crossed from the head of Clinch River to Horse Pen Creek, then to Jacob's Fork and down it to Dry Fork of Tug River; the coal was seen in what is now McDowell County. The early settlers must have known of the presence of the great Pittsburgh bed in the northern part of the state, both along the Monongahela River and elsewhere, because the outcrops could easily be seen along streams in many. places. The report of the Commissioners for Adjusting Claims to Unpatented Lands, made in 1789, contains several references to coal in the names of streams, made years earlier. The earliest is one for 1,000 acres to James Walker, in Monongalia County, "adjoining his settlement on a branch of the right hand fork of Pappaw known by the name of the Stone Cole Lick made in the year 1773."2 Another of 400 acres in the same locality was settled upon in 1777.2 A third spoke of a tract "on the left hand fork of Stone Cole about three miles from the mouth," in 1783.1 Monongalia County then covered all of the northern

OUTSTANDING FACTORS that have largely induced the current great interest in the reopening of old mines and the search for new deposits are the increased relative value of gold, the certainty of a market for it, and the decreased activity and poor profits in other lines of endeavor. It is easy to understand why a miner out of a job and unable to find any other means of livelihood would naturally take to the hills with his pan, pick, and shovel; but never before have inexperienced, would-be prospectors and placer miners materialized from the factories and farms, the haberdasheries, and the oil and gasoline supply stations, in such numbers as the last couple of years have witnessed, except when rich strikes of the proportions of a Klondike have been made. What, may one ask, has occasioned this condition? Unemployment has put these men in a receptive frame of mind, and newspaper and magazine articles have done the rest-- The Gold Miner of Los Angeles (a new weekly), The Mid- Week Pictorial (New York) for Sept. 3, 1932, and Popular Science Monthly for August, 1932, for instance. Even the Saturday Evening Post had an article on a promising part of Colorado. Stories that good wages may be had for the panning in nearly every western state have been featured by daily papers, popular "scientific" magazines, and quasi- technical journals. These tales have been eagerly grasped by thousands of people whose ignorance of mining has only served to increase their enthusiasm.

In a marked departure from conventional practice, the Power Plate process combines the two unit operations of leaching and electrowinning into a single continuous step for direct recovery of copper from sulfide concentrates, cement copper, copper scrap, and copper oxide slurries. Considering how environmental controls are pre- venting development of smelters for additional capacity or new construction, the Power Plate process provides a welcome pollution-free alternative to the smelting-electrorefining routes. And its low capital investment and low operating costs also recommend it to copper producers who are now using or investigating various hydrometallurgical methods.

Discussion of the paper of J. NORMAN BULKLEY, presented at the New York meeting, February, 1916, and printed in Bulletin No. 110, February, 1916, pp. 355 to 373. GRAHAM BRIGHT, E.. Pittsburgh, Pa.-On p. 265 mention is made of a change from steam hoist to electric hoist. The arrangement mentioned, of using a geared motor, and having the gearing and counter-shaft in a separate, self-contained unit, and then connecting that to the hoist by means of a flexible coupling, is very good. Sometimes, however, it is necessary to change a geared hoist over to an electric hoist. 'In that case the motor could be either direct-connected to the countershaft or geared to the countershaft, making a double-reduction gearing. Trouble has been experienced with this method on account of the hoist not being designed for electric drive. It may be of a rather light construction which will not stand the forces obtained by steam operation, the maximum being determined by the steam pressure which can be obtained in the cylinder. With motors of hoisting types, torques, can be obtained, which are so far in excess of anything that the steam engine could give, that this sometimes results in disaster when a motor is applied to a hoist of that type. If the operator gets a little careless, he may overstrain the hoist, And cause damage, so that this question should be looked into when changing from a steam hoist to an electric hoist. The hoist should be rugged enough to stand the torques which may be attained by careless operation, in which case, instead of using a three-bearing motor, with a pinion between two of the bearings, it is much better to arrange for a two-bearing motor, arranging for a coupling through a flexible coupler. In another place trouble is mentioned as due to the vibration of a geared hoisting motor. That can be overcome by supplying a flexible coupling between the motor and the hoist proper. You will find, if a flexible coupling is furnished, that the motor troubles will largely disappear. K. A. PAULY (communication to the Secretary*), Schenectady, N. The effect of clustering on the superconducting properties of Al-Zn alloys has been studied by the ballistic induction techniques. The superconducting critical temperature, T,, changes when zinc-rich clusters are formed. The change in T, depends on the concentration and may be positive or negative, but always correlates with an effective decrease in the solute concentration of the alloy. Reversion after clustering effectively returns a 5 at. pct Zn alloy to the quenched state. These methods might be use&lly extended to the Al-Mg system, where X-ray data are difficult to obtain. In very dilute Al-Zn alloys, as in other tin,' indium, aluminum,2 or tantalums base solid solutions, there is a decrease in the superconducting critical temperature, Tc, roughly proportional to the temperature independent resistivity, i.e., -0.2°K per pS2cm. With increasing solute concentration, the T, generally reaches a minimum and then increases4 to a value well above that for the pure solvent. The change of T, with solute concentration follows an empirical formulation involving two constants which correlate with the scattering cross section of the impurities. As will be shown below, the Al-Zn alloys more concentrated than 1or2at. pct do not follow the empiricism, probably because they are unstable even when rapidly quenched.5 However, it seems possible to study at least the later stages of solute clustering by precise measurements of the 1', following various thermal treatments. A few experiments on quenched alloys, aged alloys, and tests on reversion are reported here. The heat treatments selected for obtaining the quenched and aged states were mainly deduced from the work of Dash and Fine.6 For the quenched state, specimens were homogenized at 480°C, quenched to -160°C, and immediately transferred and mounted in liquid nitrogen. Measurements on the superconducting properties and residual resistivities were then made at helium temperatures, after which the specimens were aged at room temperature for 3 to 5 hr, i.e., much longer than the time required for clustering to be essentially completed. The superconducting properties and residual resistivities were once again examined. To reach the reverted state of the A1-5at. pct Zn alloy, the aged specimen was heated for 5 min at 200°C and then tested as above.

HERCULANEUM, MO., about thirty miles south of St. Louis on the Mississippi River, is the site of the lead smelter of the St. Joseph Lead Co. The lead concentrates come by rail from the Flat River district and from three properties in Madison County, Missouri; from the Balmat division in St. Lawrence County, New York; a small tonnage from the Tri-State district; and occasionally from the Aguilar property in Argentina. The average grade is 67 to 68 percent lead and 1 to 3 oz of silver. The bulk of the material is flotation concentrate, with some gravity or table concentrate. No secondary metals, outside drosses, or any materials high in bismuth, arsenic, or antimony are treated. All concentrate is received in box-caps and is unloaded directly from a trestle into the concentrate bins at the roaster plant. Flux, coke, and any miscellaneous lead-bearing material is either unloaded directly into bins or unloaded with a locomotive crane. All moving and switching of cars is done with two thirty-ton steam locomotives. Shipping facilities for the plant are provided by the Missouri-Illinois Railroad. Water for the plant and for fire protection is obtained from a dam built in a near-by creek. Drinking water both for plant and town is obtained from

I AM-glad to have the opportunity at this time to say that I consider it a very great honor to be elected President of the American Institute of Mining and Metallurgical Engineers. It fulfills the proudest hopes of my ambition. There is, ,however, one drawback to my personal gratification-a feeling of unworthiness to have my name placed on the list with former Presidents of the Institute, with the brilliant Raymond who guided our society for so many years, with the versatile and lovable James Douglas, my first employer and my friend, a most generous benefactor of our Institute, with the skilful Holley, who gave to the manufacture of steel in this country, its first great impulse, to mention only three of the accomplished men who have preceded me. I assume that the honor of my being elected President of the Institute is not merely a personal one but that it should be considered a tribute to the wonderful progress in the art of mining, both underground and in open pits, and in the beneficiation of native copper and iron ores, which have been shown in the Lake Superior District and also a recognition of our members there and elsewhere who are living at the mines and directing the operations, upon the success of which the whole mineral industry depends.

Manganese has, until recently, been most highly esteemed as a good thing to keep out of steel. Its value in the process of mannfacture has been fully recognized, but after it has played its part in the crucible or the converter, then the less of it the better. It is true that the mission of this metal and its influence upon the character of steel has been a source of much controversy. Our own Holley, in one of his special reports on ferromanganese: I, states that ''it has been suspected by some, and believed by a few, while it is still denied by many, that manganese as an ingredient in steel has not only a body-giving and toughening influence, but a positive neutralizing influence upon any excess of hardening or cold-shortening substances, as phosphorus." In another paper on the same subject he states that " it should appear from such facts as we have that manganese toughens" the structural steels, "increases their soundness and prevents red-shortness." Notwithstanding these rather guarded assertions as to its value, the general belief, it will be found, is with Dr. Siemens, that manganese is " merely a cloak to hide impurities," and its presence in steel has been endured, not welcomed. In spite of tremendous handicaps notable advances in production engineering have been achieved during 1932. The technique of deep well drilling has continued to progress, notably in California and at Big Lake, Texas. In the latter field a method has been devised by which two grades of oil in contact with each other are produced without intermingling. In rig design many improvements have been made whose objective is to facilitate deep drilling with reduced power losses and increased life of the equipment. Flush joint casing and drill pipe have been improved further, careful tests indicating that the drilling time can be reduced by from 5 to 20 per cent where flush-joint pipe is used. Slow-speed pumping has come into wider use, with further increases in over-all efficiencies. A number of improved well pumps also have been developed and are being tested. One of the most important of these is a positive displacement pump of the rotary type, directly connected to an electric motor placed in the bottom of the hole, and adaptable to various sizes of tubing and casing. In some localities the trend is towards the replacement of electric motors and large-cylinder engines by multiple-cylinder gas engines. Experiments have been conducted and critical analyses made of flow conditions in wells equipped with various styles of tubing which give promise that tubing may be designed to fit individual well conditions. In those wells producing at less than maximum capacity, the gas-oil ratio has been shown to depend on the rate rather than on the method of production, or the design of equipment. Important factors in the design of screened pipe have been carefully analyzed and made the basis of a method for determining the required mesh. Remarkable progress has been made in the use of subsurface pressure data. As knowledgeable men in the industry know, a mineral occurrence is found through prospecting but an ore deposit is "made" -made through, first, imaginative and effective exploration; thence through efficient engineering, sales and management. There are two main phases of exploration-reconnaissance and target investigation-each of which can be further divided into two additional stages (see accompanying table). The search for a new ore deposit within a known and geologically mapped mining district involves only the last two stages, whereas the search for a new orebody in a virgin geologic environment involves at least three stages and often the full sequence. Of course, some of the exploration stages may be bypassed depending on available results of previous mineral surveys and/or exploration by individuals, business concerns, and governments.

DURING the past twelve years the iron and steel industry has made a major advance through the development of the continuous wide strip rolling mill. So far-reaching have been the results that not only has a better product been sold at a lower price but this improvement in quality has permitted manufacturers of products using steel to make important savings in the cost of fabrication. The net result has been a better product at lower cost to the consumer without reduction in either employment or of wages paid within the industry. That is why the iron and steel industry is proud of its attainment. Being a basic industry of strategic importance, such an advance in technology has had its effects on our internal economy, our standard of living, and our industrial power as a nation in both peace and wartime.

The withdrawal of gas and/or oil in appreciable quantity from a natural oil reservoir causes the pressure within the reservoir to diminish, and if the oil is completely saturated with gas, this dissolved gas begins to evolve from solution. The liberation of gas from solution in oil causes the oil to change in several ways, the principal changes being: (1) reduction in volume or "shrinkage"; (2) increase in specific gravity (decrease in degrees A.P.I.); (3) decrease of energy in the oil; (4) increased viscosity; (5) increased surface tension. As the writer's investigations have been concerned more with the first three items than with changes in viscosity and surface tension the following discussion relates particularly to the volumetric shrinkage of the oil, to the increased specific gravity, and to the decreased energy in the oil, each caused by the liberalion of dissolved gas. One of the most surprising facts that have developed in the study of high-pressure well-head and "bottom-hole" samples is the great reduction in volume that occurs in some oils when the naturally dissolved gas is liberated. High-pressure samples taken from well heads in the Oklahoma City, Kettleman Hills and Ventura, Calif., fields decreased in volume from 11.2 to 40.5 per cent when the dissolved gas was liberated in reducing the pressure on the sample to atmospheric. The amount of shrinkage an oil undergoes when gas is liberated depends upon the quantity of gas liberated and also upon its composition. A given volume of the heavier gases, propane and butane for example, will occupy more space in the oil than an equal volume of methane. The reason for this probably is that the molecules of the heavier gases are larger than those of the lighter gases. When gases are not in solution, and particularly when they are at low pressures, the distance between the gas molecules is so much greater than the dimensions of the molecules themselves that the mere size of the molecules has little effect upon the space occupied by the gas, Avogadro's hypothesis, which in effect states that all gases under the same conditions have the same number of molecules per unit volume, relates to this phenomenon. The purpose of this paper is to start a discussion on: (I) methods of supporting the immediate roof, particularly of local areas of poor roof, during the mechanical loading of coal; (2) methods of increasing the rapidity of the movement of the mining faces so that, without the use of cribs, jacks, park walls, and filling, there will be no danger to men, equipment, and working places from the subsidence of the overlying strata. In the Pittsburgh district the application of mechanical loading devices in mines working in the Pittsburgh seam has been retarded by the difficulties of holding and handling the draw slate. Normally the thickness of this slate averages about 8 in. but the hardness varies, and a cut of coal cannot always be loaded without placing posts or crossbars to support the slate. Locally, the slate may be thicker and special methods of support may be required. If crossbars are placed to hold the slate when the coal averages 5 ft. in thickness, the standard methods of transporting the coal cannot be followed, and the use of conveyors may be desirable. Very little information is available on the effect of increasing the rate of movement of advancing or retreating break lines or longwall faces. A few British publications have presented some data but all such data relate to longwall faces that have moved not more than 6 ft. a day. The most rapid rate of movemerit of longwall faces in Germany is 6 ft. per day. In the ordinary hand-loading mine in western Pennsylvania break lines on full retreat will move about 2 ft. per day. If loading machines are used under similar conditions the rate of retreat may reach 4 ft. per day. In a mine where coal is loaded by hand on conveyors three shifts per day, the rate of retreat has ranged from 11 to 16 ft. per day, with an average of 13 ft.
