Among the parameters to be considered in the continuous search for new base-metal deposits, there often is a stratigraphic controlling factor that seems instrumental in the localization of ore. In British Columbia, for instance, the Upper Triassic as well as Lower Jurassic volcanics mixed with sediments are a useful indication in the search for copper while, in some parts of Australia, rhyolite bodies seem to be the favorable indicator, and this always within the geosynclinal environment. In Arizona, this stratigraphic factor becomes highly significant and it will be shown here that a large number of ore deposits are to be located around the flanks of ancient calcareous basins or depressions, preferentially corresponding to a certain optimum thickness as revealed by isopachs. The Martin limestone, of Devonian age, is already known for its basal O'Carroll bed which coincides with mineralization at places, and this is a relatively minor control. However, several limestone basins outlined by isopachs are in reality of greater importance as they localize mining districts. Indeed, most mines are found to coincide with a specific thickness of limestone while occurring simultaneously close to major, regional fracture intersections. The regional fractures in question were interpolated and extrapolated from known, important fault expressions, integrating quite well with the existing geology and further confirmed by minor criteria such as contacts, igneous plugs, axes of elongation of batholiths, dikes, etc. Although elements of subjectivity remain, this grid of fractures can be used quite successfully as a working hypothesis in the search for ore. The North Central Texas district as herein defined includes the counties of Brown, Callahan, Coleman, Comanche, Coryell, Eastland, Erath, Fisher, Hamilton, Haskell, Hood, Jones, Lampasas, Mills, Nolan, Palo Pinto, Parker, San Saba, Shackelford, Stephens, Stonewall, Summer-ville, Taylor, Throckmorton and Wise. These counties as listed are the counties of District 7B, State Railroad Commission. In the new designation of districts for the Transactions, the North Central Texas district includes most, but not all, of the counties of the previously classified West Central Texas district. This district covers the south central crest and the west flank of the Bend flexure north of the Llano uplift. The west flank of the Bend flexure is on the east boundary of the Permian Basin of West Texas. The greater part of the oil and gas produced in this district has been from Pennsylvanian strata. Some oil and gas has been produced from the lower Permian (by the latest, selection of the Pennsyl-vanian-Permian boundary) and minor amounts from the Mississippian and Ordovician sediments. Increasingly important quantities of oil and gas are to be expected from the older sediments by deeper development in proven fields and by new discoveries. Most of the oil and gas in the district has accumulated in localized, well-defined structural traps in limestone and sandstone reservoirs and in traps due to stratigraphic changes in sedimentation, mainly porosity traps in limestone and sandstone lenses, both usually associated with some structural feature. These features are found by surface and subsurface geological structural mapping, by core drilling and by geophysical surveying. Geochemical methods are also the basis for some wildcatting. The demand for sweet crude oil from this district is firm for local and national consumption, but the market price for the oil remains practically the same as in 1941. The price is not adequate to meet the requirements of the average independent operator with the continued advance in production, tievelopment and wildcatting costs. Stripper wells are being plugged daily and should be jealously saved for the future local and national reserves, especially in view of the fact that new discoveries of commercially important oil and gas reserves are not keeping pace with consumption. An expected economic disruption attendant upon the national war effort has arisen and continues in the future outlook for this district. The lack and delay of securing replacement parts for almost all oil-field equipment has handicapped and delayed operations and has decreased efficiency in wildcatting, development and production. Sufficient experienced drilling, scientific and office personnel is lacking because of inductions in the armed forces and migration to war industries during the period before manpower conservation became effective. The office personnel of the average oil and gas producer continues to be swamped by the increasing demands for reports by state and federal bureaus. An average of IQ days

A STUDY of American coal mine practice shows two of its distinctive features to be: A greater number of accidents per thousand employees than in any of the other leading coal-producing countries; a much greater percentage of the coal lost than is the case in any of the other leading coal producing countries. Although our subject is mainly concerned with the second feature, any consideration of mining methods should include safety, efficiency, and economy or costs. If in defense of our wasteful mining the argument could be offered that it was necessary on account of safety, and that it is carried out with less loss of life than is the case in other countries the plea for conservation of coal could not be so strongly urged. But when we are wasteful of both life and property, the subject merits more consideration than it has received. Some coal operators will doubtless say that the unit of accidents should be the number per million tons produced rather than per thousand employees, for by adopting this unit America probably stands in the lead rather than the lowest among the countries. However, vital statistics are not usually so expressed by other governments, by life and accident insurance companies, or in other industries, and it is merely begging the question and attempting to bolster up a bad condition to adopt a peculiar unit for the statement of our accidents. For many years the statement was made by various agencies, and was unchallenged, that "For every ton of bituminous coal mined in the United States a ton had been lost in the way of pillars left in the mines." This statement was undoubtedly true for many years, and although some progress has been made in the past decade looking to a higher extraction, and in some districts very decided progress, the loss is still great; and, although no exact data can be given, it is probable that for the United States as a whole at- least one ton is lost for every two mined.

The observations presented in this paper were recorded during a study of the spheroidizing process. Spheroidization of cementite in steel is either brought about to develop a set of desirable mechanical properties or is an incidental result of mechanical and heat-treating manipulations. Physical properties of steel are materially influenced by the state of the cementite. Conversion of cementite from the lamellar to the spheroidal state is usually accompanied by a decrease of hardness and of strength and by an increase in ductility. The spheroidized structure is usually considered as an ultimate step in the process of the softening of steel. The unorthodox hardening of a 3.5 per cent Ni steel (SAE No. 2330) after a heat-treatment that previously proved entirely suitable for a complete spheroidization of cementite in carbon steels led to the observations that constitute the subject of the present paper. Experimental Procedure The steels used for the experiments described were bought on the market. All were in the form of 3/4-in. round bars. Their chemical compositions are given in Table 1. New Mexico established an annual record by producing 38,897,741 bbl. of oil during 1940. This was approximately 6 per cent greater than the 1939 production of 36,746,840 bbl. The daily average produc-tion was 106,569 bbl. New Mexico retained its position as the seventh oil-producing state. The recommendations of the United States Bureau of Mines were followed by the Oil Conservation Commission in setting the monthly state allowable. At the beginning of the year the average top allowable for each qc-acre unit was 40 bbl. and at the close of the year it was 36 bbl. Remedial work by the operators has been extremely beneficial and satisfactory in reducing the gas-oil ratios in various fields. Gas formerly blown into the air is now being processed by numerous casinghead plants. The Oil Conservation Commission, with the full cooperation of the Proration Office and operators, has taken bottom-hole pressure surveys and has done considerable remedial work in various fields. Two new oil fields and one gas field were discovered in New Mexico during 1940. Numerous extensions to the existing fields were made. Some of these were definitely wildcats in the same townships designated as fields and some, although called extensions, were more than 3 miles from production. Lea County continued to be the largest oil-producing county in the state, with a production of 33,976,394 bbl. It had the largest number of completions during 1940, with 303 oil wells, 9 gas wells and 13 dry holes—a total of 325 wells. Eddy County was the next most active county, with 239 completions, of which 163 were oil wells, 8 gas wells and 68 dry holes. It produced 4,405,158 bbl. of oil during the year. The increased activity in Eddy County and the completion of a large number of producing oil wells have created a transportation problem that can be solved only by additional pipe-line facilities. During the year Eddy County was unable to produce 1,500,000 bbl. of its allowable oil, because there was no pipe-line outlet. There were 601 wells completed in New Mexico in 1940, of which 478 were oil wells, 22 gas wells and IOI dry holes. This was a decline of approximately 9.5 per cent in the number of completions compared with 1939, when 659 wells were drilled. Southeastern New Mexico Lea County.—The largest producing field in Lea County was the Monument field, with 6,894,475 bbl.; followed by Eunice with 6,559,348 bbl. and Vacuum with 4,743,065 bbl. The Hobbs pool, which for years was the largest producing field in the state of New Mexico, was fourth with 3,790,477 bbl. The Vacuum pool was the most active area, having 68 completions, of which 67 were oil wells and one was a dry hole. THROUGHOUT the anthracite industry's history, the problem of handling and dis¬posing of refuse material has been one of major importance. In the early days of the industry's activities, only the large sizes of anthracite were satisfactory for market requirements and the smaller sizes were deposited as refuse. As time went by, more efficient coal-burning equipment was developed and a market demand was created for the finer sizes of coal. This demand made it possible to recover market¬able coal from banks deposited as refuse in the earlier days of mining. The same condition holds good today and we can see a definite trend toward the objective of utilizing the No. 4 and No. 5 buckwheat sizes. Under present conditions, we know that a limited market exists for No. 4 and 5 buckwheat; we know that the finer sizes of anthracite can be burned as pulverized fuel; we know that these fine sizes can be processed and sold as bri¬quettes, and we also know that the heat content of these fine sizes of coal is compar¬able with that of the sizes now merchan¬dized. Therefore, it should be the objective of the industry to conserve these fine sizes of coal in such manner that if and when processing facilities are developed, and market demands exist, the material can be salvaged and made available to meet these demands. From the standpoint of economical future reclamation, the ideal method of disposing of refuse containing the finer sizes of coal is to deposit it in banks separate and apart from other breaker refuse. By this procedure, the minimum amount of material will be processed in future salvage operations to recover the No. 4 and No. 5 buckwheat sizes. Many collieries in the anthracite region are operated under leases that have a specific term. These lease agreements provide that, upon expiration of the lease by term, exhaustion or otherwise, the ownership of the refuse material reverts to the lessor. Therefore, a question was raised in the minds of these operators: Why should I assume the expense of such pro¬cedure when I have no assurance that I will benefit by the future processing and sale of these fine sizes? Under present conditions, the answer to this question is not one of choice but of necessity, as restrictions imposed by legislation make it mandatory on operators of preparation plants to take necessary steps to properly treat silt-laden waters before permitting them to enter the streams. By reason of these restrictions, the disposal of fine sizes becomes a secondary_ rather than a primary operating con sideration, and the procedure for disposing of this refuse becomes a matter of choice governed principally by topographical and geographical conditions. METHODS OF HANDLING REFUSE There are three principal methods of handling and disposing of fine-size refuse; namely :

A series of water floods was made on laboratory prepared unconsoli-dated sand columns to study the effects on oil recovery of the solid-water-oil contact angle, the oil-water interfacial tension, flood rate, and oil viscosity. A procedure was developed for treating silica sand with silicone polymer to produce surfaces of varying degrees of wettability as evaluated by measuring the contact angle on a flat silica plate that had been simultaneously treated with the sand. Fluid interfacial tensions were changed by the use of surface active agents in the flood water. Water-wet, oil-wet, and intermediate wettability systems were studied at high and at low values of interfacial tension, at several flood rates, and with oils of different viscosities. For both oil-wet and water-wet systems and a low viscosity oil, recoveries were functions of the oil-water interfacial tension; also, increase in flood rate resulted in increased oil recoveries. High interfacial tension floods were more efi- cient than low interfacial tension floods on water-wet systems, while low interfacial tension floods were more eficient on oil-wet systems. Intermediate or neutral wettability systems were less sensitive to rate of flood advance and interfacial tension than either oil-wet or water-wet systems. The eflects of surface forces on oil recovery for high viscosity oils were not so well defined as for low viscosity oils. INTRODUCTION Reservoir rock surfaces vary in their wettability1, some being water-wet while others are apparently oil-wet. The factor of wettability enters into reservoir performance in both primary and secondary recovery, and into laboratory measurements of capillary pressure, connate water saturation, and relative permeabilities.' In theory, the degree of wettability is measured by the contact angle for the system solid-water-oil. A water-wet system is defined as one in which the advancing water contact angle is less than 90". An oil-wet system is one in which the advancing water contact angle is greater than 90°.3 The surface forces in a solid-water-oil system are related by the Young-Dupree equation as follows4: These surface forces are commonly expressed as the difference in adhesion tension, or the product of the water-oil interfacial tension and the contact angle. If the contact angle is less than 90°, the adhesion tension difference is positive and oil displacement by water from a solid surface will be spontaneous and favored by a high oil-water interfacial tension. If the angle is greater than 90" the displacement will not be spontaneous but will require less energy the lower the oil-water interfacial tension. The contact angle and interfacial tension also appear in the capillary pressure equation5: PC = 2ocosejr .... (2) The quantity cos was used by Rapoport and Leas6 s a factor in the generalized form of their "sealing coefficient." Warren and Cal-houn' presented the results of cos on oil recovery in oil-wet systems and correlated their data using a "scaling coefficient" suggested by Jones-Parra and Calhoun.8 The "sealing coefficients" were advanced to help correlate the effects of the variables influencing oil recovery by

In an earlier day, a moderate-sized 600 tpd mine could easily require 60 working faces and might use five supervisors. The miner had a tonnage rate as an incentive and was largely his own boss. With the advent of conventional mining machine crews, the typical pattern of resource used changed radically. The number of work places could be cut by a factor of ten, but supervision only by a factor of somewhere around three, or at most, five. Obviously, supervision was increased. Capital use rose at the same time by a factor of approximately eight. Materials used, such as powder and bits, probably in- creased in both quality and unit cost, too. It certainly required a better-trained man to run the machines, but fewer miners were needed. It is clear that each input factor such as land, labor, capital and management, has changed significantly and it would be foolish to attribute all the gain to improved machines. However, concentration of work was a vital consideration in the change, sketched above, and such focusing of work in fewer areas could not have occurred without high capacity mining machines.

The Texas Panhandle produced 18,677,000 bbl. of oil in 1932 as against 25,064,000 in 1931. The decline was caused by smaller market demand, since the Railroad Commission potential increased from 105,528 to 149,260 bbl. during the year. Well Completions, 1932 The development during 1932 compares with 1931' as follows: Year Wells Drilled Dry Holes Gas Wells Oil Wells Initial Pro- duction, Bbl. 1931 200 6 77 117 347 1932 136 18 28 90 603 Crude oil prices, small market demand, and lower allowable rate of production caused less drilling. Expiration of leases was one reason for a greater number of dry holes through forced drilling of questionable areas. The small number of gas wells reflected the influence of the business depression upon industrial and domestic gas demand, together with difficulties of franchise negotiations or pipe line extensions under present conditions. Probably much of the gas-well drilling was done on expiration leases, or to protect against drainage, and equalize withdrawals as between the various units held by each gas pipe line company. The increase in average initial daily production was due chiefly to excellent granite wash wells in the LeFors district developed by the Texas Co. and Skelly Oil Company. In the Panhandle district, comprising a major anticline with almost a million productive gas acres, the pools tend to merge in time, the development being confined to more productive areas. Hence separation into pools becomes a matter of time of development with some effort to keep dolomite, archosic and granite wash production separate. Many pools, like the Finley and Bowers, have mainly one type, but many leases and even individual wells produce from two zones. A heavy development campaign progressed during the year 1936 in South Texas1, following up important discoveries made in 1935. Oil and gas wells completed during the year were 1473 against 704 in 1935. The drilling program reached its peak of operations in June in consequence of offset requirements made necessary principally in Duval County in the Seven Sisters, Loma Novio, Lopez and Cole fields. There were six new fields discovered during 1936 as follows: Rhode in McMullen County; Peters, El Mesquite and North Kohler in Duval County; Wood in Starr County and Colorado in Jim Hogg County. No discovery of unusual consequence was made during the year. The pools mentioned above are simply in the primary stages of development. The most intensive exploratory work during the year was in Duval, Webb and Zapata Counties. Considerable activity also prevailed in Starr and Brooks Counties. Much significance is attached to the California Company's discovery in the Alta Mesa field in Brooks County, which is considered to be a deep-seated salt dome. The Comitas field, in Zapata County, developed some surprisingly good production in a shallow sand at 900 ft. and is being followed by a heavy wildcat campaign throughout that area in search of like production. In Starr County an active wildcat campaign is in progress in a continued effort to find new fields northwest of the Sam Fordyce field, in Hidalgo County. This play continues in a northerly direction through Starr and Jim Hogg Counties. New Fields Rhode.—The Rhode field, in southeastern McMullen County, was opened in May by the Magnolia Petroleum Co. with a gas well in the Whitsett (Upper Jackson) sand at a depth of 1810 to 1822 ft., this test is located in the southeast corner of sec. 86 on the Rhode ranch. Four gas wells have been completed, proving up a gas area of 1000 acres, more or less. Development will be slow because of lack of market for the gas.

Faulty rock dusting of the New Orient Mine at West Frankfort, Ill. was declared to have been the primary cause of the extent of the blast that killed 119 men on December 21. Walter Eadie, state director of mines and minerals, ascribed the explosion to the ignition of methane in a working place about a mile northwest of the shaft of the mine. The initiation of the combustion was either by a spark from electrical machinery or from men smoking in the mine. It was surmised that a train of empty cars stalled in a ventilation door, had caused sufficient disturbance in the ventilation system to permit accumulation of gases. The Federal Bureau of Mines said that the Illinois explosion was caused by an electrical spark that touched off the clouds of gas present because of the faulty ventilation equipment. The bureau report listed three conditions as primarily responsible: An inadequate ventilating system, operation of faulty electrical equipment and the presence of large accumulations of fine coal dust capable of exploding. "This coal dust, principally along roadways, was not removed from the mine or rendered inert by the application of sufficient rock dust," the report stated. Investigations showed that an even more disastrous blast was averted because the explosion eventually reached areas where it could expand into open workings and where enough rock dust had been applied to retard it.

In the course of investigating the soft X-ray absorption spectra of Ni-A1 alloys, Das and ~zfiroff' observed an anomalous brittleness in solid solutions containing 3 to 5 at. pct Al. The brittle alloys also had anomalously larger lattice constants' and the fine structure at the nickel K edge of an alloy containing 3.96 at. pct A1 unexpectedly resembled that of NiA1 more closely than that of a solid solution containing 5.51 at. pct Al. This led them to suggest the possibility that short-range ordering was produced during the homogenization anneal to which each specimen was subjected, similar to that observed in dilute solutions of vanadium and of chromium in nickel: as the principal cause of embrittlement. It was decided to repeat the above measurements on several alloys in this composition range in order to test the above hypothesis and to establish the effect of heat treatment on the alloys' properties. Three solid solutions in this range were prepared containing, respectively, 3.16, 4.00, and 4.54 at. pct Al, in addition to alloys containing 6 and 9 pct. All samples were annealed in vacuum at 1800°F for 100 hr and then furnace-cooled to room temperature, as in the original study. The lattice constants of these alloys are shown by open circles in Fig. 1 and can be seen to fit quite closely the curve established by the previously measured values, indicated by solid circles. (The experimental errors are of the order of the size of the circles, +o.oo~R.) The three alloys containing 3 to 5 at. pct A1 were found to be quite brittle, as previously reported. In order to test the possibility of ordering, these three solid solutions were again heated to 1800°F and, following a few hours at that temperature, were quenched directly to room temperature. All three alloys lost their brittleness. In order to verify the proposed ordering hypothesis, it was decided to subject each sample to several cycles of quenching and annealing (disordering and ordering). The production of petroleum in New York in 1940, totaling 4,999,000 bbl., was only slightly under the amount produced in each of the previous three years. The year 1940 started auspiciously with a posted price on Jan. I of $2.75 a barrel. Four price reductions, beginning in May, resulted in August in a low of $1.85 a barrel, after which two increases brought the year's closing price to $2.15 a barrel. The favorable crude price at the beginning of the year stimulated an increased drilling program, especially in the water-flooding districts. In the Allegany County region, which accounts for about two-thirds of the state's oil production, 886 wells, including water-intake wells, were drilled; 200 more than in the preceding Year. During the closing months of the Year there was a marked decline in the number of wells drilled. The unfavorable position in which the industry found itself before midsummer was due largely to the loss of export markets for its high-grade lubricants, constituting approximately 25 per cent of its business. As a result of this situation, runs to refineries were curtailed as much as 30 Per cent at the middle of the Year. Improvement in market conditions toward the end of the Year found the stocks of available crude at an almost record low. Deep DRILLING with the gradual exhaustion of some of the important natural and flood-oil-produc-ing areas of the Allegany and Bradford pools, overproduction will not be a serious problem in the future. The possibility of finding new territory or deeper producing sands has been further lessened by the drilling of additional deep wells for gas in and about the present oil fields. Many of these wells drilled to the Oriskany sand-stone were over 4000 ft. deep and have tested the entire thickness of the Devonian formation, the upper 2000 ft. of which contain all the important oil-producing strata in the state. Water-flooding It is thus evident that the problem of the New york oil producers is not one of find-ing new supplies but of obtaining as much 6 oil as possible from the old developed fields that during the 60 years of their life have 1 produced I 3o,ooo,ooo bbl. of oil. Although a few floods were in operation before I9I9, when the production of oil by flooding was 1 made legal, the output for that year amounted to only 85I,000 bbl. From 1919 I on there has been an almost constant increase, which during the past four years has averaged well above 5,000,000 bbl. annually. During the last 22 years, which constitutes the period of important flooding operations, 651337,000 bbl. of oil have been produced in the state. Careful estimates indicate that between one-third and one-half of the oil fields are being flooded or are already watered out. Some of the flooded and watered-out areas include territory with unusually thick sands, which were highly productive during the early history of the fields. THE similarity of mining practices in bituminous coal fields through-out America is due to the fact that certain fundamental conditions are encountered in all fields. The problems of labor, housing and mining are somewhat similar whether the mine is in Pennsylvania, Illinois, Wyoming or the State of Washington. Each field has had its particular problems, resulting in advantages or disadvantages over a competing field. This might take the form of a wage differential, a better natural condition more favorable to cheap production, or proximity to a market that allows freight rate advantages, etc. In any event, no matter how favorably situated, the mining companies that have been slow to recog-nize and accept the advantage of mechanization, clinging too long to the old hand methods, have found themselves unable to meet competition. Throughout the Wyoming coal fields, production methods have so changed in the last decade as to be almost unrecognizable to an old-time coal miner who has had no connection with the industry during; that period. The old contract system, with its peculiar labor relationship between employer and employee, based upon the long-established custom that the miner's working place was his castle, and that it was his privilege to carry on operations within that place largely in his own way and to his own liking, is a condition that has passed away. The present-day, 100 per cent mechanized mine bears but little resemblance to the old. A change -in system has naturally altered the old-time labor relationship. Contract labor has been almost entirely eliminated and a straight day-wage basis established, with certain classes of work calling for different rates, which places the entire personnel of the underground operating force more directly under the direction and supervision of the mine foreman and his assistants. The transition from the old order to the new has gradually done away with the system of penalties, personal- rights and privileges existing under the contract system, which were so controversial in the past that the average mine management was constantly involved in labor disputes in fields where organized labor was employed.

The year 1937 brought to south Arkansas increased drilling activity and production. Oil production amounted to 12,159,440 bbl., an increase of 1,504,500 bbl., or 14.1 per cent over 1936. This was the largest production since 1931, and the first annual increase since 1925, when the deeper sands at Smackover were developed. There were 177 wells completed during the year, with 103 oil wells, 6 gas wells, and 68 dry holes, an increase of more than 100 per cent over 1936. Of the 56 wildcat wells drilled, 52 were dry and 4 produced oil. Two new fields, one important extension and three minor extensions were discovered. The trend toward deeper drilling is shown by the fact that 97 wells were more than 5000 ft. deep, including 80 over 6000 ft. and 13 over 7000 ft., although the depth record of 7973 ft., made in 1935, was not exceeded. Geological Section Deeper and more extensive drilling during the past few years, not only in south Arkansas but also in adjacent parts of north Louisiana and east Texas, has furnished much important geological information and has brought out some very unexpected facts in regard to structural and depositional conditions in the series of formations laid down in the interval between the end of the Pennsylvanian and early Cretaceous time. It is now evident that an important basin of salt deposition existed in the Arkansas-Louisiana-Texas area, but it is still an open question whether this salt basin was contemporaneous and continuous with the even larger Gulf Coast salt basin extending from Mississippi to Mexico. The accompanying columnar section (Fig. 1) shows the producing zones and names that have been applied to the several subsurface formations, most of which have no outcrop equivalents. This is for the convenience of readers unfamiliar with recent developments, but the correlations and nomenclature cannot yet be considered final. These formations will be discussed in more detail in various papers to be published in the near future.

I was wondering whether we were going to adhere to our text. It seems to me that we are having a very remarkable meeting of mining engineers this year, because no matter what the texts may be that are assigned to us, we get back toward something higher; we turn to the consideration of questions of ethics, and of applied Christianity. Yesterday we listened to the most eloquent and remarkable address by Mr. Rickard in memory of Dr. Raymond, and it was told us that he was to speak about Raymond's achievements as an engineer. He did say considerable on that subject, but he was himself carried away with the spirit of the man and moved us all by his portrayal of Dr. Raymond's continued and fruitful labors for the betterment of mankind—that is to say, his religion. Our President asked me if I would say something this afternoon and I find in the bulbtin that the text of the discourses which we are to have here this afternoon is "Internlttional Cooperation in Mining in North America." But again I find that the eloquent speaker who has just preceded me has dwelt largely on ethical and spiritual cooperation rather than upon cooperation in mining. That is, cooperation as men, rather than solely as engineers. The imaginary line dividing Canada from the United States, unmarked by fort or military post, was mentioned by a previous speaker. There are going to be in the future, I am sure, fewer entanglements of the barbed wire of tariff discrimination along our border-—to that end let us cooperate. But there has always been a reciprocity in men. A Canadian conceived and created our great transcontinental line, the Great Northern Railway; an American made the Canadian Pacific what it is. In mining and metallurgy, American engineers, backed by American capital, have built up great Canadian industries while Canadian experts have developed some of the resources on this side of the line. They have done much more than develop our resources; some of them have been our leaders in sympathy for labor. It is therefore not a question of creating a spirit of cooperation, but of giving it freer scope and a fuller realization of fraternity—or, to use the word now more common and of deeper significance—brotherhood. These are days of combination. Corporate interests in this country are now compelled, or at least encouraged, to combine in ways that
