AMONG the petroleum-producing countries of the world, Roumania occupies the fifth place; in Europe, it occupies second place, coming after Russia. The extraction and the use of petroleum in Roumania, may be trace( as far back as 1856, but the production on an industrial scale started in 1896, when the "Steaua Romana," was formed. From that time until the beginning of the war, the petroleum industry had a rapid growth the number of the producing companies increased to 37, and production FIG. 1.-ROUMANIAN OIL AND GAS FIELDS. increased from 81,571 tons, in 1896, to 1,898,545 tons, in 1912, when the greatest production was reached. In 1916, when the Germans invaded Roumania, the oilfields, at the order of the Allies and under British supervision, were destroyed, to pre vent their exploitation by the Central Powers; the wells were blown in the refineries and the storage tanks burnt, and pipelines put out of order This voluntary destruction, which weakened the resistance of the Central Powers, set back the petroleum industry at least one decade. Reconstruction after the war was slow, because of bad transportation conditions the scarcity of drilling and refining material, the insufficiency of. electric power, and the continuous depreciation of the Roumanian money, which made difficult the buying of the necessary materials for reconstruction.

THE problem, of the crippled soldier in industry is not a problem of war work only; it is a problem of industrial development. As individuals, each one of you is seeking to provide our maimed heroes with such teaching as will render them, in the shortest possible amount of time, productive and satisfied members of the community. As individuals you are interested in the organizations that are preparing to receive these men, to train them and to place them at that work for which they are best fitted. As an organization, it is now your duty to take up the industrial end of the problem, to investigate existing conditions in the industries, to discover where the opportunities for employment lie, and so readjust industrial practice that the cripples may be utilized to their own and the community's good with the least shock to themselves or to the industries, and with the greatest amount of permanent benefit to all concerned. We have divided industrial opportunities suitable for cripples roughly, into three classes. First, such as already exist in the industries, which can be set aside for cripples only, present occupants being transferred to other work for which they can be fitted but which is not suitable for cripple work; second, opportunities in the industrial world that, through changes in the working equipment or tools, or through appliances attached to the cripple himself, can make the cripple a competitor of the sound worker; third, opportunities not existing at present in the industries, but which could be introduced for the good of the community, without placing the cripples into competition with any existing class of workers.

MORTIMER ELWYN COOLEY, dean of the College of Engineering and Architecture of the University of Michigan, has been elected president of the American Engineering Council of the Federated American Engineering Societies. This was announced at a meeting of the Executive Board of the Council held at the Cosmos Club in Washington on Sept. 30. Dean Cooley assumes office at once. The new head of organized engineering is a past president of the American Society of Mechanical Engineers and has a long record of distinguished service in education, under the government and in private capacities. He was born in Canandaigua, N. Y., March 28, 1855, and was graduated from the United States Naval Academy in 1878. With his classmate, Dr. Ira N. Hollis, he was ordered to the U.S.S. "Quinnebaug," then fitting out at the Norfolk Navy Yard preparatory to a cruise in the Mediterranean.

The year of 1924, in Venezuela, has been one of especial interest. The figures for production marketed are not so impressive, but to the well-informed followers of the development, the ease with which this production has been obtained and with which it apparently can be increased at will merits most careful consideration. For several years, the oil world, especially in the financial centers, has been closely following the slow unfolding. of the' Venezuelan developments, which has been, and still is, one of the great pioneering achievements in the history of oil exploitation. Venezuela, from the first days of its recognition by geologists and financiers as a great future source of oil, has been a field for the enterprising vision of the larger capital groups. The laws of the country have been drafted with almost an inspired foresightedness that has favored the exploitation of the resources along constructive lines, which' has eliminated the irrational promotion schemes that accompany many of the oil developments in the United States. Developments have been exclusively in the hands of strong financial groups, who have followed a conservative policy with respect to the dissemination of detailed information concerning the geological findings and detailed production data. Within the last year, however, the rapid expansion of the production phase of the developments has been on such an important scale and has involved such a large and rapidly increasing personnel, that further restraint with respect to information of a general informative' nature can serve no useful purpose. Certainly, from the volume of references to Venezuelan oil affairs, which are now of almost weekly occurrence in the oil trade journals, the public must appreciate the fact that in Venezuela, and in the Maracaibo district in particular, a new oil region of the first magnitude is about to emerge from comparative obscurity and occupy a commanding position on the stage of world oil affairs.

The occurrence of the manganiferous variety of wolframite at a new locality in Arizona was announced in the month of May last." It occurs in the granite hills of the Dragoon mountains, in Cochise county, about 6 miles north of Dragoon Summit station, on the Southern Pacific Railway of Arizona. It is found in veins of white quartz, traversing a coarsely crystalline granitic gneiss, and, so far as yet determined, is without association with other metallic minerals in the same veins, except small quantities of scheelite. It is a very pure form of the mineral, and contains but little iron, the base being manganese oxide. The color is brownish-red; it is nearly the same as the color of the mineral originally described by E. Riotte from Mammoth District, Nevada.† Thin films or plates on the broad cleavage-surfaces, and thin cleavage-flakes, seen by transmitted light, are ruby-red, or rather more like the color of red zinc oxide or the mineral known as clintonite. FOR several centuries diamond mining has been an adventurous, profitable and enticing industry in Brazil. Some of the world's most valuable diamonds have been found in this country. Two of the most famous stones are the "Estrella do Sul" (Southern Star), weighing 2541/ karats, and the "Branganca," weighing 1680 karats in the rough and 367 karats cut. For a great number of years the stones extracted and sold were mostly the white diamonds used for jewelry. Within the last thirty years black diamonds have been developed as an abrasive cutting material and in these black diamonds the State of Bahia, Brazil, has a monopoly of the world supply. Carbons, as they are commonly called, are being used for core-drilling, polishing, cutting, wire-drawing, and vari-ous other applications in which such a hard substance is required. Bernard Bandler & Sons, of New York City, have selected, graded and delivered these carbons to the United States markets.

AT THE present time five localities in the Argentine Republic are known to bear direct evidences of the presence, of petroleum. The segregation of these localities is more or less arbitrary inasmuch as minor indications may be found to extend from one locality to the other at no regular distance apart, especially in the northern and western part of the republic. These localities are listed as follows: North Argentine-Bolivian region, Salta-Jujuy district, provinces of Mendoza and Neuquen, Comodoro Rivadavia, and the Gallegos-Punta Arenas region. Economic conditions attract us to the possibilities of developing these and other regions of countries in the southern hemisphere. Development work will, naturally, be undertaken first in such localities as present direct manifestations of the presence of petroleum; "hidden fields" may exist, but, unless discovered by accident, their development will be left to the last. The problems to be solved in the development of the petroleum resources of the Argentine republic are mainly of stratigraphy, structure, and transportation. We are not here concerned with the unfavorable climate of the countries to the north in the tropics where, for us of the "far north," life hangs by a thread ready to be severed by a mosquito, gnat, or tropical germ.

THE only oil produced in Colombia during the past year has been that from the Tropical Oil Co. concession, operated by the International Petroleum Co. This has been about the same in amount as that of 1923, or approximately half a million barrels gross, which has been used to supply the domestic requirements of the republic and for the company's own use, in about equal proportions. The Tropical Oil Co.'s field at Infantas has 17 producing wells, for the most part shut in. The company claims an average initial production of about 1000 bbl. each for these wells, which would represent a total potential production of 10,000 bbl. However, the area already outlined by this work is considerable, as drilling has apparently been carried on with the idea in mind of blocking out the field, rather than developing the greatest possible production. Therefore, whether or not the pipeline of the Andian National Corpn. is being built to take care of the amount of crude production admitted by the Tropical Oil Co., or a greater prospective amount, it is certain that this production could be quickly increased if desired.

THE non-ferrous alloys have been placed in the same class with steel by metallurgical research on hardening, and hardenable alloys of all metals except zinc are now manufactured. The hardening of the non-ferrous alloys is accomplished by a process of heating, quenching and ageing. R. S. Dean, head of the research department of the Western Electric Co., told of the results of this research in 'a lecture on "Recent Advances in the Art and Science of Fabricating Metals," given before the Missouri Mining and Metallurgical Association on Jan. 24, 1929.

AT the session on mine ventilation on Oct. 8, 1926, held in connection with the. autumn Institute meeting at Pittsburgh, there was considerable dis-cussion of the use of auxiliary fans in coal-mine ven-tilation, and before adjourning the following resolu-tion was passed: "Resolved, that we, as a Committee, in consideration of the increasing and widespread use of auxiliary fans iii coal mines deplore the fact that they are often used without adequate knowledge of their limitations and dangers."

Reclaiming mined land in northern regions is less difficult than reclaiming semiarid lands. In 1972, the Usibelli coal mine near Healy, Alaska, initiated experimental plots to determine the proper grasses and amounts of fertilizer. The following spring, approximately 1600 acres of land disturbed by mining were seeded by low-flying aircraft. The reclamation project was evaluated by the State of Alaska and has been adjudged successful. The information gained is being used in reviewing prospecting permits and granting coal leases on state lands.

Subzero temperatures of the Arctic pose some critical engineering problems for the developer and operator of open pit mines. Undoubtedly, the single most troublesome manifestation of this climate is permafrost. Underlying about 20% of the world's land area and 85% of the state of Alaska, permafrost has not only made its impact on building construction and mine excavation, but has created a legitimate threat to the delicate balance of nature existing within the Arctic environment. The recognition of permafrost areas by geomorphology and an understanding of its other complex developmental factors are the basis for two major concepts in building construction. The active method involves the eventual thawing of the complete permafrost section and is only useful in shallow areas. However, in some areas of coarse, well-drained material, vegetation may be stripped well ahead of construction and shallow permafrost allowed to method, leaves the perenially frozen ground undisturbed and is to be preferred. In selecting construction sites aerial photos may clearly reveal typical permafrost features.

According to Tammann,' the explanation of the effect of mechanical deformation in producing changes in the properties of metals is one of the most important problems of physical metallurgy, taking rank with the study of the constitution of alloy systems; and this problem has long attracted the attention of practitioner and scientist alike. Its solution was not advanced materially until Tammann2 set up his translation hypothesis with its crystallographic basis, while other hypotheses, such as the amorphous metal hypothesis of Beilby3 and Rosenhain,4 have been shown by more intensive studies to be less and less satisfactory. The principles of the Tammann translation hypothesis have proved to be useful even up to today and in spite of all of the recent accumulation of experimental data, while the differences of opinion which have arisen relate to the extent to which the hypothesis accounts for the observed changes Ïn properties and to what extent further assumptions are necessary. Stimulated by the proposals of Tammann, there soon developed a lively experimental activity which aimed at the elucidation of the structural or crystallographic changes produced by the mechanical deformation of metals. Parallel movements of crystal "blocks" along definite crystal slip planes had already been observed by Ewing and Rosenhain5 in 1900, in metals which had been moderately deformed but without shedding light on the crystallographic nature of the processes accompanying more severe deformation. The solution of this important problem was not advanced until a much later date, or until the methods of X-ray crystal analysis had become available. This paper presents the results of a series of experiments made in the metallurgical laboratory of Columbia University, New Pork City. The object of the investigation was to determine, as far as possible, the changes in micro-structure and physical properties caused by short periods of heat-treatment and the longer malleable cast-iron process. It was proposed to do this by means of micro-photographs, heating- and cooling-curves, and tensile tests after the various heat-treatments. I. Micro-Constituents of Iron and Steel. The list of the micro-constituents of iron and steel has grown till now it includes seven different substances, called ferrite, cementite, pearlite,* martensite, austenite, sorbite and troosite. Only the first five of these are mentioned in this paper, to facilitate the understanding of which, the following brief definitions are given: 1. Ferrite (named by Prof. Howe) is, chemically, iron free from carbon. It is the softest of the constituents, and is not colored by etching, except when long-continued. Under the microscope it is easily determined by its regular polygonal etructure; or, if structureless, as in malleable cast-iron, by the ease with which it is scratched. Ferrite appears in mild steel in small amount, in grey cast-iron, and in malleable cast-iron. 2. Cementite (also named by Prof. Howe) is now generally conceded to have the formula Fe3C. It is the hardest of the micro-constituents, having the hardness indicated by 7 of the mineralogical scale; and hence it is always left in relief after

Computer use in mine planning has evolved from theory to practical application at the Bingham mine of Kennecott Copper Corp.’s Utah Copper Division. Traditional mine planning methods have been combined with computer technology to produce a more realistic calculation of ore reserves and mining plans. The techniques used are not revolutionary but are an expansion of previous mine planning methods using the calculating power of the computer. These methods can readily be adapted for planning use by practical mining men.

Australian research scientists at the University of Melbourne's Institute of Materials Research have discovered two methods of extracting metals from raw ore, using brown coal. The discoveries could lead to extensive new markets for the brown coal producers of Australia (boasting the world's largest brown coal deposits in the Latrobe Valley region of Victoria), the United States and West Germany. Research on the extraction processes began at the University's Department of Metallurgy in mid-1969 under the direction of Geoffrey Cullen, manager of the Materials Research Institute. In June of this year. Cullen announced that both metal extraction processes, using brown coal, had proven successful.

Minas de Matahambre, a copper mine located 100 miles southwest of Havana, Cuba, has produced 10 million tons of copper ore since it was first opened up in 1913. During the mid-1950's the mine was producing approximately 1000 tpd and had attained a depth of 3600 ft. As shown in Fig. 1, the property contains three shafts: the No. 1 shaft, 2100 ft deep and located 2000 ft south of the No. 2 shaft, provided service to the 2100 level; the vertical 3600-ft No. 2 shaft handled all production to the 3400 level; the No. 3 shaft on the northeasterly fringe of the mining area was in a semi-active status.

In order to observe size effects associated with a grain boundary, aluminum single crystals and bicrystals of various cross-sectional dimensions were deformed in tension. Typical stress-strain curves are presented in conjunction with measurements of the effects of changes in crystal dimensions. Some effects of the growth rate used in preparation of crystals are also described. It is indicated that the macroscopic constraints at a grain boundary are responsible for the most prominent grain-boundary effect, the production of multiple slip. Two measurements of the width of the region of double slip are in agreement. It is concluded that the yield stress of aluminum is affected markedly by the inherent oxide coating. THE general problem to be examined is that of dimensional effects in the plastic deformation of metal crystals. These effects will be termed "size effects" and are here defined as follows: A size effect occurs in a series of crystals if their plastic-deformation properties are a function of crystal dimensions. Clearly then size effects depend on the nature of the boundary conditions imposed on the crystal. Crystal boundaries can be of three types: interphase, inter-crystalline, and free surface. Such deformation effects as are caused by distribution of phases, grain size, lineage structure, and single crystal external geometry are specific types of size effects. This discussion will be confined primarily to grain-boundary and single-crystal size effects, though in practice most "single crystals" not only have a number of small angle boundaries but also have one or more surface phases, so that the boundary conditions appropriate to a free surface do not necessarily apply. Hence, to this extent interphase size effects will be considered. The question of size effects associated with grain boundaries (called here intercrystalline size effects)

E. D. TILLYER,* Southbridge, Mass. (written discussion?).-It is quite generally known that there is very little that is standard about a mercurial thermometer at temperatures above 212° F. (100° C.) because so many precautions must be taken-precautions that are rarely realized in practice-such as depth of immersion, aging, elastic fatigue, separation of mercury column, and accidental deformation from very slight excess temperature. One cannot help wishing that Mr. Brown would dwell at greater length on the practical side of both radiation and optical pyrometey, both of which have great possibilities as commercial instruments. In the radiation pyrometer we have ideal conditions for a permanent instru-ment, no materials being exposed to excessive temperatures or subjected to contamination from the furnace fumes which may raise such havoc with an ordinary pyrometer. The development of a radiation pyrometer requires a thermocouple having a relatively high electromotive force but which need stand temperatures of only 200° F. or 300° F. instead of 1500 to 2000° F., which is required of even a base-metal couple. The galva-nometer, if located near the thermocouple, does not need to have a high resistance as at such low temperatures no changes can occur in the thermocouple that will affect its resistance and, consequently, the in-dicated temperature.

The Smelter Control Research Association, Inc. (SCRA) was established in 1971 by domestic primary copper producers to investigate processes for removal of sulfur oxides and particulates from copper reverberatory furnace stack gases. The Association maintains a continuing review of developments related to sulfur oxide and particulate control technology, and conducts pilot-plant-investigations of scrubbing processes with feed streams of copper reverberatory furnace off-gases. In its first year of operation, SCRA reviewed over 100 processes proposed for sulfur dioxide removal. As could be anticipated, the frequency of receipt of proposals relating to improvements in sulfur, dioxide control technology has now declined. However, the number of such proposals still being received indicates continuing research on both wet and dry scrubbing systems, and indicates a widespread awareness, of shortcomings of proposed control. Despite the fact that an almost unbelievable number of processes has been proposed for sulfur dioxide control, few have progressed beyond the conceptual stage, and only a limited few have been subjected to thorough pilot-scale evaluation. The most extensive pilot-scale and demonstration-scale investigations have been. devoted to the so-called throwaway processes employing limestone or lime slurry scrubbing. This work has, in turn, for the most part been on utility plant stack gases, containing from 500 to 3,000 ppm sulfur dioxide.
