THE Republic of Ecuador is situated partly in the northern and partly in the southern hemisphere. The equatorial line passes about 11 miles north of Quito, and. divides the country into two almost equal parts. Crossing the equator almost at right angles, and extending from Colombia into Peru, the Andes form a great upland that, in cross-section, resembles a truncated cone, the top of which is about 40 miles wide and about 10,000 ft. above the sea, while the base is about 80 miles wide extending from sea level, on the Pacific Coast, to the Amazon Plain, on the east. Superimposed on this upland are many active and extinct volcanoes, which form roughly two parallel chains of mountains, on the eastern and western boundaries, respectively, of the plateau. These are often referred to as the Eastern and Western Cordilleras of the Andes, although their parallelism is somewhat. questionable. The highest of these mountain, masses is Chimborazo, about 21,000 ft., above the sea; among the others is the volcanic peak, Cotopaxi, rising to about 18,000 ft. above the sea. The development of the petroleum resources of Ecuador is greatly affected by this Andean mass, not only .because of its composition and geological structure but because of the barrier it interposes between the lowlands on the Pacific side and whatever part of the Amazon Plain to the east is finally found to belong to Ecuador, for the eastern boundary of the Republic is still in dispute with Peru. To understand, therefore, the development of the petroleum reources of the Ecuador and the barriers to such development, we must bear in mind the three great physio-graphic divisions, viz., the Pacific Coastal region on the west, the Andean Plateau in the center, and the Amazon Plain on the east. The first important effect of the threefold physiographic division is that Ecuador has two sets of petroleum regulations: one for. that portion east of the Andes, and one for the Andean Plateau and the Pacific Coastal region although it is probable that the two sets of regulations are, in part, 'due to the boundary dispute with Peru.

Bureaucratic Dichotomy Creates Confusion and Conflict In the Copper Industry Ian MacGregor, chairman and chief executive officer of Amax, said Justice in a recent communique questioned the propriety of the proposal of a joint copper venture in Puerto Rico. At the same approximate time, Dr. Hendrik S. Houthakker, chairman of the President's Commission on Copper, was urging copper producers to expand production to help hold down prices by making more copper available to all consumers. This, Mr. MacGregor said, is creating confusion and conflict, since the Administration from one source is chastising the industry for doing what another branch requests.

Since 1978, new tax measures affecting the mining sector have been relatively favourable, evidencing a moderately enhanced government awareness and sensitivity towards the industry's concerns. Today, although the industry continues to face a complex and sometimes capricious tax system, a wide range of tax provisions offer some excellent opportunities to the industry. This paper examines the basic features of the present tax environment, discusses some of the more important changes of recent years, and comments on the outlook for mining taxation in Canada.

For the past six years gravity surveys have been used for underground prospecting in the copper mines at Bisbee, Ariz. The primary purpose of the surveys has been to reduce the diamond drilling and crosscutting necessary for exploration. Since many of the orebodies are small, and geologic control is not always apparent, any information that will direct the drilling and crosscutting is highly desirable. Because of extensive development and exploration work in the copper mines at Bisbee, it has been possible to cover more than 630,000 ft of crosscuts on 30 levels with the gravity surveys. In the process the gravity procedures have been refined to a high degree.

I DOUBT if many of our engineers know of the existence of coal-fields extending over hundreds of miles of territory bordering on and lying contiguous to the Rio Grande River in Mexico. Essential as these facts are to those contemplating the starting of industrial works along our frontier, I have not been able to learn that any surveys or examinations have been made of these deposits, and I trust the preliminary and unofficial investigations lately made by myself may be found of interest, especially to those of our members whose experience has been with poor fuel, or in districts remote from railway facilities. While it is true that Northern Mexico is generally bare of charcoal-making timber, yet no greater mistake can be made than to condemn the light, quick-growing woods found in profusion, and which cannot be excelled in flame or heat-producing qualities for boilers, reverberatory furnaces, or hearths. No country could be surer of a full supply of wood if wise legislation in regard to irrigation and preservation of young timber were adopted and enforced, but the beneficiation of the low-grade ores of Mexico demands a more dense fuel for furnace work, and, fortunately for metallurgists, who will hereafter make this frontier a base of operations, there have been disclosed, near the surface, seemingly inexhaustible beds of semi-anthracite and bituminous coals. No extensive openings have as yet been made, and my own workings at the Cedral mines are all that can yet be said to prove the quantity and quality of the coal, other openings furnishing only corroborative evidence. Our location (one hundred and ten miles west of the Rio Grande River) is on the western line of the depository basin, as it has existed since the period of activity along the volcanic line. The region farther inland I have not examined, but the elevations, as a rule, are much greater, though from the nature of the formation, they are not necessarily barren-ground. Beginning at the base of the Santa Rosa Mountains (location of the Cedral mines), we find very interesting breaks in the foot-hills, disclosing the stratified rocks from the volcanic centres to the valleys.

This discussion will consider aspects of supply, demand, and price with a view to the future. Changes in Sources of Supply: The world's peak production of silver, 278 million oz, was in 1937. In the 1850's world production was about 30 million oz, having risen from a yearly average of 11 million oz for the first half of the century. From 1860 to 1940 there was a steady rise, broken only by World War I and the depression of the early 1930's.

Electrical energy conservation sees that service facilities are operated only when needed and that production equipment is operated under an optimum condition. Specific energy consumption (kw-hr per tonne) is not regularly recorded for comminution circuits because of variations in ore characteristics and the low grinding efficiency (0.1 to 2.0%) of the equipment. Improved data acquisition can produce meaningful results. Particle size monitor systems and density gauges permit comparison of energy (kw-hr) and production (tonne) for a "fixed" condition. Finding the operating condition producing the lowest unit energy consumption provides a target for an effective energy management program.

H. R. HANLEY*—I have been asked to discuss briefly the development of rotating cathodes for the electrolytic deposition of cadmium. The earliest recorded use of rotating cathodes was by Hoepfner at Frufurt, Germany about sixty years ago. He elec-trolized zinc chloride solution using diaphragms to separate electrodes. In the early experimental work of the Bully Hill Copper Mining and Smelting Co., Shasta County, Calif., rotating aluminum cathodes 4 ft in diam were used in the electrolysis of an acid zinc sulphate solution. Finished cathodes weighing up to 400 lb were produced. Because of mechanical difficulties, this type of cathode was abandoned for zinc, but was later used for cadmium because of the relative smoothness of deposit in comparison with stationary plates with comparable current densities. Cadmium sponge which forms on the cathode at moderate current densities (without special treatment) is entirely eliminated by a slow rotation. The rate of rotation of the cathode has an effect on the mechanical nature of the deposit. A high rate of rotation concentrates the adhering electrolyte on the shaft; a moderate rate appears to concentrate on the cathode a short distance out from the shaft tending to corrode the deposit in the form of a ring. At a very slow rotation (2 to 3 rpm) the adhering electrolyte gravitates nearly vertically, thus avoiding the cutting ring referred to above. The true explanation for the smoother deposits obtained on rotating cathodes may not be given definitely as the numerous factors involved are not thoroughly understood. Smooth deposits are obtained when the orderly growth of the metal crystals in the cathode lattice are disorganized. Thus the crystals form and grow for a very short interval when they are arrested and a new crystal forms. The continued growth of the original crystals provides large crystals and a rough deposit. Also if the acidity of the electrolyte is low, hydrogen gas bubbles adhere to the deposit. As the cathode is rotated the gas surface is brought into the atmosphere where they burst; thus the deposit is made on a surface relatively gas-free. An aluminum hub distance piece was riveted to each aluminum disk 4 ft in diam, slipped on a 4 1/2 in. steel shaft and pressed tight to prevent acid electrolyte seeping through to the shaft. The 9-cathode assembly was supported on insulated bearings. Electrical contact to the shaft was made through what was equivalent to a copper pulley. Sufficiently high conductivity brushes were placed on the face of the pulley to lead the current to the cathode bus bar. The assembly was driven by a link belt contacting a sprocket insulated from the shaft. The lead anodes were semicircular and supported on porcelain insulators placed on the bottom of the cell. Two anodes were provided for each cathode to permit an 8-in. space between them without increasing the ohmic resistance. This ample spacing permitted easy stripping of deposit with the assembly in place. Cathode cadmium was melted under 650 W cylinder oil. After casting, the primary slabs were remelted under molten caustic soda and cast into pencils 1 1/32 in. in diam. Rotating cathodes for deposition of cadmium are used at Risdon, Tasmania, and at Magdeburg, Germany. W. G. WOOLF*—This paper is very-interesting to me because in our work at the Electrolytic Zinc Plant of the Sullivan Mining Co. we had an exactly similar problem—that is, a method of producing cadmium from our purification residue, the recovery of the contained copper as a copper precipitate which could be sent to a copper smelter and the production of merchantable cadmium. It is interesting to me, not knowing of the work of the Risdon people, how closely we approximate them in their main metallurgy, diverging at several interesting steps which I would like to discuss for just a moment. For example, at Risdon they oxidize their purification residue. In our practice we take the current residue as it is produced in the purification department of the zinc plant and process it in the cadmium plant. The only oxidation that it obtains is the oxidation in the presses, the dumping of the presses and the collection and transportation of the residue to the cadmium plant. We find that the leaching of that residue does not necessarily require the oxidation step that the Risdon people evidently find necessary. The discussion of oxidation comes in again in the matter of the treatment of the precipitated cadmium sponge with zinc dust which again at Risdon is oxidized but which we do not attempt to oxidize except as it oxidizes itself in the storage. There is a partial oxidation which cannot be avoided, as Mr. David-sou pointed out, but we make no attempt to attain a complete oxidation and we dissolve the cadmium sponge in the sul-

THE production of oil in Ohio, in 1924, was characterized by no marked or surprising change. Low prices and the absence of promising territory made the year quiet. As is well known, Ohio has reached a state of "settled production," and the most that can be expected for the ensuing few years is to maintain the output at approximately the present figure 1921 7,335,000 1922 6,781,000 1923 7,085,000 Geographically, the Ohio fields may be divided into three areas, each of which gets its main supply of oil from a different stratigraphic horizon.

A TECHNIQUE has been developed which makes it possible to determine the spreading pressure of liquids and solids, for simple systems. Data for surface tensions, interfacial tensions, spreading pressures, and contact angles for water, heptane, and silica are tabulated. These results can be applied to the evaluation of capillary rise and displacement pressure in a petroleum reservoir. Appropriate equations are presented and the application of these equations is discussed. The presence of surface-active components affects both capillary rise and displacement pressure and also seems to influence the rate of fluid flow.

When a new mine is in the planning stages, one of the most important decisions to be made is the selection of' face haulage equipment and the interrelated transportation system to the surface. Equally important is the method of transporting personnel supplies and repair parts from the surface to the working places. When Bell & Zoller management elected to open the new Zeigler mine in the No. 9 seam near Madisonville, Ky., last year, various transportation systems were considered. It was agreed early that a slope mine would be preferred to a shaft mine, and that belt conveyors would be more economical than a rail system.

There are two elements to dispose of in a great many, of the shales that must he burned; these elements are carbon and sulfur. Dr. Thwing speaks' of the carbon, but intimates that it is safe to have a temperature of -800° C., which we find to be rather dangerous on a great tiffany shales. There are key words common to Government and the minerals industry, the use of which immediately spark interest, argument and confusion. Among these is productivity, a term ranking for widespread misunderstanding with mineral self-sufficiency and mineral conservation. Each interpretation of these words tends to emphasize a single aspect and either minimize or ignore the complex dynamic system of things that influence the Nations mineral productiveness. This paper1, abstracted from a monograph on lead now being prepared for publication by the Bureau of Mines, not only sheds light on the trend of productivity in the lead-zinc mining industry but it presents the basis for forming a common general notion of what the term productivity implies.

Before Capitol Hill hearings, primary metal producers are often called "concentrated industries" because there are relatively few companies in each category and most of them are large corporations. Capitol Hill still looks on large companies as inherently wrong, but there are about as many arguments one way as the other. Encourage Imports? Now comes Assistant Attorney General for Antitrust Richard W. McLaren to say that imports of metals and other basic materials should be encouraged to create competition for the concentrated industries here at home. Cloakroom analysts are wondering how this ties in with President Nixon's cabinet task force studying the copper price structure. This is chaired by Dr. Hendrik Houthakker, a member of the White House Council of Economic Advisers who has also indicated that the use of imports to pull down prices may be one way to create less inflation.

Quantification of size, shape and composition has been one of the more difficult areas for those concerned with fine particle processing of coal.' Image analysers fed by optical microscopes and by scanning electron microscopes possessing backscatter detectors and energy dispersive facilities now offer techniques to improve the speed and precision of previous methods. This paper discusses the methodology and procedural difficulties associated with the microanalysis of coal. Photographs show display quality on the image analyser monitor and the equipment mentioned. Data illustrating several of the procedures are included. The major portion of data for design and operation of plant for fine particle processing depends on information regarding size, shape and composition of granular material. The lower limits of particle sizes become more important as lower grade deposits are mined. Because of the trends towards treatment of finer materials, the use of image analysis offers advantages in time, effort and accuracy. As energy becomes more critical, the above applies especially to coal processing. The Zeiss Microvideomat 2, a leading member of the second generation instruments, is now available for image analysis. There is a precision television scanning system with monochrome camera, display, control panel and central processor (see Figure 1).

A fast, easy, and inexpensive method of determining the consolidation of overburden in surface mining operations through seismic analysis has been developed. The method involves use of a refraction seismograph which measures overall consolidation of subsurface materials, including such factors as rock hardness, stratification or lamination, fracturing or jointing, and the degree of weathering or decomposition. It also is possible to determine the thickness of various layers of subsurface materials to depths exceeding 100 ft.

Activities of aluminum in solid Ni-A1 alloys have been determined between 20 and 60 at. pet Al and 1200" and 1400°K by an isopiestic method in which nickel specimens, heated in a temperature gradient, are equilibrated with aluminum vabor in a closed all-alumina system. The activity of aluminum shows a strong negative deviation from Raoult's law at low concentrations but increases by three orders of magnitude within the ß(NiAl) phase. The partial molar enthalpy and entropy of mixing are negative. Using Wagner and Schottky's theory of ordered compounds, a degree of disorder of 4 x 10 -4 for NiAl and 1.25 X 10-2 for FeAl has been calculated THE Ni-A1 system has been studied by a great number of investigators, and the results, as far as the phase diagram is concerned, have been compiled by Hansen.1 The phase boundaries from 0 to 50 at. pet Ni are well-established. At higher nickel contents the boundaries are still in dispute and an additional phase, A12Ni3, has been reported.' The phase diagram is dominated by a very stable high-melting compound, NiA1, with a relatively wide range of homogeneity. Heats of formation of solid alloys have been determined calorimetrically by Oelsen and Middel3 from 20 to 95 at. pet Ni and by Kubaschewski4 from 25 to 80 at. pet Ni. According to the most recent compilation5 no other thermodynamic investigations have been reported for the Ni-A1 system. Due to the corrosive nature and the low vapor pressure of aluminum, a method has been employed for determining activities of aluminum which was previously developed for the Fe-A1 system.= Nickel specimens, heated in a closed evacuated alumina system in a temperature gradient, were equilibrated with aluminum vapor from a source within the system kept at constant temperature. After complete equilibration the specimens were analyzed and activities calculated from the known vapor pressure of aluminum. APPARATUS AND EXPERIMENTAL PROCEDURE Materials. The nickel specimens were made from wafers of electrolytic nickel (International Nickel Corp.) of 99.99 pet purity which were rolled to a 0.001-in.-thick foil by Driver-Harris Co. and to a 0.005-in.-thick sheet in our laboratory. The aluminum (Aluminum Corp. of America) had a purity of 99.99+ pct. The alumina tubes and crucibles were made of impervious recrystallized alumina with an alumina content of 99.7 pet (Triangle RR, Mor-ganite Inc.). Experimental Procedure. Annular specimens were punched from the sheet, the punching burrs removed, and the specimens degreased in carbon tetrachloride and acetone and weighed on a micro-balance to within an accuracy of ±0.01 mg. The specimens were positioned with alumina spacers along an alumina tube, and the positions measured. Aluminum metal was machined into cylindrical shape, and placed into an alumina crucible. The tube with the specimens was then inserted into a hole drilled into the aluminum metal. An alumina tube with its closed end at the top was slipped over the specimens so that its lower end fitted snugly into the alumina crucible. The assembled reaction tube was inserted into a mullite tube with a water-cooled brass head which had an opening for a quartz thermocouple protection tube and a metal-to-glass connection to a conventional vacuum system. A Pt-Pt 10 pet Rh thermocouple could be raised and lowered in the quartz tube which was placed along the outside of the alumina reaction tube. The mullite tube was heated by two separately controlled resistance-tube furnaces so that in the experimental temperature range an over-all temperature gradient of approximately 150o to 250°C could be imposed on the reaction tube. The position of the mullite tube was adjusted so that the surface of the aluminum metal was always at the temperature minimum. The reaction tube was thoroughly evacuated before and during slowly heating the assembly up to the melting point of aluminum. A pressure of less than 2 µ (Hg) was maintained during an experiment. Once the aluminum had melted, it isolated the contents of the alumina tube from the surroundings. Several times during an experiment the temperature gradient was carefully measured. An experiment lasted from 3 to 6 weeks and it was terminated by air cooling the evacuated mullite tube. Moisture sampling of uranium ore should coincide as nearly as possible with weighing of the lot represented by the sample. This requires care by the sampler since the sample must usually be taken as a grab from each truckload as dumped. Correct proportions of coarse and fine material are necessary. A sample of at least 10 lb should be collected, placed in an air tight container, and promptly taken to the moisture determination room. Further, the sample should be dried for a minimum of 24 hr or until there is no further apparent loss of weight at a temperature no greater than 110°C.
