INTRODUCTION The principal applications of the flocculation process in the coal industry lie in the area of waste water treatment. Consequently, the concern is more with the behavior of the associated minerals, clays for example, than with the coal itself. At the same time, however, the presence of even small amounts of fine coal can significantly influence the performance of the flocculation operation. Coal preparation waste water treatment is a substantial problem involving over 200 billion gallons of water annually. There can be no doubt that these quantities will continue to increase as coal production increases and environmental considerations dictate the increased use of closed circuit systems and tighter control of effluent quality. Furthermore, we can expect to find a continued increase in the amount of fines generated in the coal mining and processing operations. Modern mining techniques tend to yield a finer raw coal with a higher ash content. The greater emphasis on fine coal cleaning for improved sulfur and ash removal and increased coal recovery will also lead to greater demands being placed upon the wastewater treatment system. The costs of "blackwater" treatment have been shown to vary widely from plant to plant (1). Part of this variation can be attributed to differences in the coal being mined and the plant flowsheet but there are no doubt significant contributions from the improper design and operation of treatment facilities.

THE Republic of Ecuador is situated partly in the northern and partly in the southern hemisphere. The equatorial line passes about 11 miles north of Quito, and. divides the country into two almost equal parts. Crossing the equator almost at right angles, and extending from Colombia into Peru, the Andes form a great upland that, in cross-section, resembles a truncated cone, the top of which is about 40 miles wide and about 10,000 ft. above the sea, while the base is about 80 miles wide extending from sea level, on the Pacific Coast, to the Amazon Plain, on the east. Superimposed on this upland are many active and extinct volcanoes, which form roughly two parallel chains of mountains, on the eastern and western boundaries, respectively, of the plateau. These are often referred to as the Eastern and Western Cordilleras of the Andes, although their parallelism is somewhat. questionable. The highest of these mountain, masses is Chimborazo, about 21,000 ft., above the sea; among the others is the volcanic peak, Cotopaxi, rising to about 18,000 ft. above the sea. The development of the petroleum resources of Ecuador is greatly affected by this Andean mass, not only .because of its composition and geological structure but because of the barrier it interposes between the lowlands on the Pacific side and whatever part of the Amazon Plain to the east is finally found to belong to Ecuador, for the eastern boundary of the Republic is still in dispute with Peru. To understand, therefore, the development of the petroleum reources of the Ecuador and the barriers to such development, we must bear in mind the three great physio-graphic divisions, viz., the Pacific Coastal region on the west, the Andean Plateau in the center, and the Amazon Plain on the east. The first important effect of the threefold physiographic division is that Ecuador has two sets of petroleum regulations: one for. that portion east of the Andes, and one for the Andean Plateau and the Pacific Coastal region although it is probable that the two sets of regulations are, in part, 'due to the boundary dispute with Peru.

Bureaucratic Dichotomy Creates Confusion and Conflict In the Copper Industry Ian MacGregor, chairman and chief executive officer of Amax, said Justice in a recent communique questioned the propriety of the proposal of a joint copper venture in Puerto Rico. At the same approximate time, Dr. Hendrik S. Houthakker, chairman of the President's Commission on Copper, was urging copper producers to expand production to help hold down prices by making more copper available to all consumers. This, Mr. MacGregor said, is creating confusion and conflict, since the Administration from one source is chastising the industry for doing what another branch requests.

For the past six years gravity surveys have been used for underground prospecting in the copper mines at Bisbee, Ariz. The primary purpose of the surveys has been to reduce the diamond drilling and crosscutting necessary for exploration. Since many of the orebodies are small, and geologic control is not always apparent, any information that will direct the drilling and crosscutting is highly desirable. Because of extensive development and exploration work in the copper mines at Bisbee, it has been possible to cover more than 630,000 ft of crosscuts on 30 levels with the gravity surveys. In the process the gravity procedures have been refined to a high degree.

Since 1978, new tax measures affecting the mining sector have been relatively favourable, evidencing a moderately enhanced government awareness and sensitivity towards the industry's concerns. Today, although the industry continues to face a complex and sometimes capricious tax system, a wide range of tax provisions offer some excellent opportunities to the industry. I DOUBT if many of our engineers know of the existence of coal-fields extending over hundreds of miles of territory bordering on and lying contiguous to the Rio Grande River in Mexico. Essential as these facts are to those contemplating the starting of industrial works along our frontier, I have not been able to learn that any surveys or examinations have been made of these deposits, and I trust the preliminary and unofficial investigations lately made by myself may be found of interest, especially to those of our members whose experience has been with poor fuel, or in districts remote from railway facilities. While it is true that Northern Mexico is generally bare of charcoal-making timber, yet no greater mistake can be made than to condemn the light, quick-growing woods found in profusion, and which cannot be excelled in flame or heat-producing qualities for boilers, reverberatory furnaces, or hearths. No country could be surer of a full supply of wood if wise legislation in regard to irrigation and preservation of young timber were adopted and enforced, but the beneficiation of the low-grade ores of Mexico demands a more dense fuel for furnace work, and, fortunately for metallurgists, who will hereafter make this frontier a base of operations, there have been disclosed, near the surface, seemingly inexhaustible beds of semi-anthracite and bituminous coals. No extensive openings have as yet been made, and my own workings at the Cedral mines are all that can yet be said to prove the quantity and quality of the coal, other openings furnishing only corroborative evidence. Our location (one hundred and ten miles west of the Rio Grande River) is on the western line of the depository basin, as it has existed since the period of activity along the volcanic line. The region farther inland I have not examined, but the elevations, as a rule, are much greater, though from the nature of the formation, they are not necessarily barren-ground. Beginning at the base of the Santa Rosa Mountains (location of the Cedral mines), we find very interesting breaks in the foot-hills, disclosing the stratified rocks from the volcanic centres to the valleys.

This discussion will consider aspects of supply, demand, and price with a view to the future. Changes in Sources of Supply: The world's peak production of silver, 278 million oz, was in 1937. In the 1850's world production was about 30 million oz, having risen from a yearly average of 11 million oz for the first half of the century. From 1860 to 1940 there was a steady rise, broken only by World War I and the depression of the early 1930's.

Electrical energy conservation sees that service facilities are operated only when needed and that production equipment is operated under an optimum condition. Specific energy consumption (kw-hr per tonne) is not regularly recorded for comminution circuits because of variations in ore characteristics and the low grinding efficiency (0.1 to 2.0%) of the equipment. Improved data acquisition can produce meaningful results. Particle size monitor systems and density gauges permit comparison of energy (kw-hr) and production (tonne) for a "fixed" condition. Finding the operating condition producing the lowest unit energy consumption provides a target for an effective energy management program.

A TECHNIQUE has been developed which makes it possible to determine the spreading pressure of liquids and solids, for simple systems. Data for surface tensions, interfacial tensions, spreading pressures, and contact angles for water, heptane, and silica are tabulated. These results can be applied to the evaluation of capillary rise and displacement pressure in a petroleum reservoir. Appropriate equations are presented and the application of these equations is discussed. The presence of surface-active components affects both capillary rise and displacement pressure and also seems to influence the rate of fluid flow.

When a new mine is in the planning stages, one of the most important decisions to be made is the selection of' face haulage equipment and the interrelated transportation system to the surface. Equally important is the method of transporting personnel supplies and repair parts from the surface to the working places. When Bell & Zoller management elected to open the new Zeigler mine in the No. 9 seam near Madisonville, Ky., last year, various transportation systems were considered. It was agreed early that a slope mine would be preferred to a shaft mine, and that belt conveyors would be more economical than a rail system.

(written discussion§).-In the second paragraph, Dr. Thwing mentions the various stages through which clay ware. must pass but he does not analyze the third stage, oxidation, suffficiently. There are two elements to dispose of in a great many, of the shales that must he burned; these elements are carbon and sulfur. Dr. Thwing speaks' of the carbon, but intimates that it is safe to have a temperature of -800° C., which we find to be rather dangerous on a great tiffany shales. Among these is productivity, a term ranking for widespread misunderstanding with mineral self-sufficiency and mineral conservation. Each interpretation of these words tends to emphasize a single aspect and either minimize or ignore the complex dynamic system of things that influence the Nations mineral productiveness. This paper1, abstracted from a monograph on lead now being prepared for publication by the Bureau of Mines, not only sheds light on the trend of productivity in the lead-zinc mining industry but it presents the basis for forming a common general notion of what the term productivity implies.

Before Capitol Hill hearings, primary metal producers are often called "concentrated industries" because there are relatively few companies in each category and most of them are large corporations. Capitol Hill still looks on large companies as inherently wrong, but there are about as many arguments one way as the other. Encourage Imports? Now comes Assistant Attorney General for Antitrust Richard W. McLaren to say that imports of metals and other basic materials should be encouraged to create competition for the concentrated industries here at home. Cloakroom analysts are wondering how this ties in with President Nixon's cabinet task force studying the copper price structure. This is chaired by Dr. Hendrik Houthakker, a member of the White House Council of Economic Advisers who has also indicated that the use of imports to pull down prices may be one way to create less inflation.

Quantification of size, shape and composition has been one of the more difficult areas for those concerned with fine particle processing of coal.' Image analysers fed by optical microscopes and by scanning electron microscopes possessing backscatter detectors and energy dispersive facilities now offer techniques to improve the speed and precision of previous methods. This paper discusses the methodology and procedural difficulties associated with the microanalysis of coal. Photographs show display quality on the image analyser monitor and the equipment mentioned. Data illustrating several of the procedures are included. The major portion of data for design and operation of plant for fine particle processing depends on information regarding size, shape and composition of granular material. The lower limits of particle sizes become more important as lower grade deposits are mined. Because of the trends towards treatment of finer materials, the use of image analysis offers advantages in time, effort and accuracy. As energy becomes more critical, the above applies especially to coal processing. The Zeiss Microvideomat 2, a leading member of the second generation instruments, is now available for image analysis. There is a precision television scanning system with monochrome camera, display, control panel and central processor (see Figure 1).

A fast, easy, and inexpensive method of determining the consolidation of overburden in surface mining operations through seismic analysis has been developed. The method involves use of a refraction seismograph which measures overall consolidation of subsurface materials, including such factors as rock hardness, stratification or lamination, fracturing or jointing, and the degree of weathering or decomposition. It also is possible to determine the thickness of various layers of subsurface materials to depths exceeding 100 ft.

An improved replica technique is developed for a nondestructive study of the nucleation and growth of fatigue cracks. Three different growth stages of a fatigue crack were observed. An initial stage of high growth rate is followed by a long period of very slow growth, until finally a third period of high growth rate leads to fracture. THE metal-fatigue process is of a very complex nature. The experimental approach towards fatigue is susceptible to many minor influences which, together with the unavoidable scatter in testing results, makes the interpretation a matter of extreme care. The generally accepted fact that, in a homogeneous material, the fatigue cracks start at a free surface indicates that surface studies may contri-but in an essential way to a better understanding of the fatigue mechanisms. Indeed metallographic observations of the fatigue phenomena have been very fruitful in the last decade. The study of extrusions, intrusions, and persistent slip bands has contributed much to the present knowledge of the early processes in fatigue.' The drawback of the current metallographic techniques lies in the fact, however, that either observations of fatigue phenomena had to be made in a destructive way after an only partly executed test or a sequence of observations on the same test bar was only possible on notched specimens.2 4 In both cases an uncertainty exists as to the nucleation and growth of the fatigue crack in an unnotched test bar, where the crack can start at any place of a large area and develops in a test bar, which is macroscopically
