Moisture sampling of uranium ore should coincide as nearly as possible with weighing of the lot represented by the sample. This requires care by the sampler since the sample must usually be taken as a grab from each truckload as dumped. Correct proportions of coarse and fine material are necessary. A sample of at least 10 lb should be collected, placed in an air tight container, and promptly taken to the moisture determination room. Further, the sample should be dried for a minimum of 24 hr or until there is no further apparent loss of weight at a temperature no greater than 110°C.

This article discusses principal areas relevant to financing natural resource projects using as an example a hypothetical newly proposed direct reduction facility. The issues most directly affecting the project from the standpoint of financing are categorized in four groups: 1. Lenders' differing requirements with respect to projected cashflows; 2. The impact of leveraging on project viability; 3. The importance of appropriate debt structure; 4. The significance of accurate and complete capital cost estimates. The findings emphasize that the economics and the financing of a project are not only inseparable, but that they should also be viewed as directly interactive during the project planning process.

The engineering design features of the Mercur Gold Project crushing, grinding, carbon-in-leach, bullion, reagent, and tailings disposal areas will be discussed in this paper. It presents a project overview and flowsheet along with selected design alternatives. During the engineering phase, major equipment and other features were selected to optimize design within site location and environmental constraints. The project team organization and procedures were adopted to accommodate multiple optimization studies while maintaining a tight engineering schedule.

The influence of friction on the force required for an idealized bit tooth to penetrate a "plastic" rock is analyzed. The rock is assumed to obey the Coulomb-Mobr yield criterion and the tooth is represented by a two-dimensional sharp wedge. At the tooth-rock interface the stress field not only satisfies the yield condition but also is such that the ratio of the shearing stress to the normal stress is equal to the coefficient of friction. The solution relates the force on the tooth to the depth of penetration, the tooth angle, the coefficient of friction between the rock and bit tooth and the angle of internal friction and compressive strength of the rock. INTRODUCTION Most rocks are brittle at atmospheric pressure but exhibit ductility and increased strength as the confining pressure is increased. In a previous analysisl the force required for a bit tooth to penetrate a rigid-plastic rock was computed for two limiting conditions: (1) a perfectly lubricated tooth-rock interface which should correspond to a lower limit for the penetrating force, and (2) a perfectly rough interface which should provide an upper limit. Experimental results2 for rock indentation under confining pressure have confirmed that the analysis generally predicts upper and lower limits for the penetrating force as a function of rock properties and tooth angle. The present analysis extends the previous work to account for the friction between the rock and the tooth. ANALYSIS The force required for incipient plastic flow of an idealized model of a rock under a bit tooth is computed subjected to the following assumptions. Coulomb yield condition* (linear Mohr envelope) 5. smooth, flat surface According to the Mohr theory of failure it is assumed that failure occurs when the state of stress is such that the Mohr stress circle becomes tangent to an experimentally determined envelope. The Mohr failure curve is frequent1y approximated by a straight line and referred to as the Coulomb-Mohr failure criterion. If the rock is under sufficient pressure to be ductile we can use the linear envelope as a yield condition. The Coulomb-Mohr yield criterion is illustrated by Fig. 1 and is expressed by the following equation:l

WARK1 observed some years ago that collector-coating reactions with xanthates and with fatty acids clearly follow paths parallel to those prescribed by the familiar mass-action law for reactions in dilute solutions. He proposed, therefore, the logical hypothesis that they are governed by the solubility=product principle. However, he went astray in the application of his proposal to collector coating by overlooking the fact that coating involves a heterogeneous reaction. A mistaken concept of the meaning of the word adsorption also entered. Wark thought that the concentration of metallic ion that must be used in setting up the solubility-product equation for the coating reaction was that which could be obtained by solution of the mineral. Since this is very low for sulphide ores, and since the amount of the collector ion necessary for coating produces an extremely low concentration, the resulting ion-concentration product, under conditions when coating occurs, is much lower than that which would indicate a saturated solution of the collector-coating compound. Hence he was forced to the position that the solubility product governing the coating is much smaller than the standard solubility product. To justify this position it was necessary to postulate a coating mechanism that did not obey the ordinary laws of chemical reaction. This Wark did by adopting the concept that adsorption is a property of matter, rather than merely a more or less ephemeral local concentration thereof. Thus he says (p. 142 of ref. I): "Adsorption is not a purely physical property of the solid surface, for the specific nature of the adsorbed molecule or ion is important." The result was that he destroyed the great potential utility of his postulate by tying it to this erroneous concept in the words (pp. 142, 143): "It will be obvious that the adsorption solubility product is less than the normal solubility product." The writers have found quantitatively in the case of galena and potassium ethyl xanthate, and semiquantitatively in the case of covellite and the same collector, that the coating reaction does follow the mass-action law to the extent that coating occurs when the ordinary solubility product of the coating compound is exceeded, and that coating does not take place under the reverse conditions. In the course of the investigation leading to the establishment of this fact it was necessary to work with xanthate concentrations so low (down to 0.0004 mg. per liter), that very long conditioning times, and bubble-contact times of as much as 16 hr. were necessary sometimes to follow the reactions. The results have led to some illuminating conclusions as to necessary collector concentrations in normal flotation operations, and the action of the frothing agent in connection therewith. IN the following pages are described the history and present operations of one of the country's great mining and metallurgical organizations-the United States Smelting Refining and Mining Company. Though the articles are largely of interest to the technical man, the success of the Company as a business enterprise should not be overlooked. Almost immediately following incorporation 42 years ago payment of dividends began and the total to date has been about $140,000,000, roughly half to preferred and half to common shareholders. Founders of the Company were Boston businessmen and financiers interested in such diverse enterprises as shoe machinery manufacture, banking, newspaper publications, and stock brokerage. The legal profession also was represented. The Company is one of the few, among the leaders in the mining industry, that has resisted the urge to move its home office to New York and has always remained in Boston. Perhaps for that reason it has been regarded as a "conservative" company. Conservative or not, it has certainly spread out geographically and it has certainly put its eggs in many baskets. In addition to the precious metals and the major nonferrous metals it has ventured into coal and recently in a small way into the field of oil and gas. It seems to have a predilection for the North American Continent; for in addition to Alaska, Canada, and Mexico it has had important operations in California, Arizona, Nevada, Colorado, New Mexico, and particularly in various districts in Utah.

The commercial production of petroleum in Germany is confined to the North German plain, in the Hereynian foreland, and the intramontane Permian salt basin of Thuringia, south of the Hare Mountains. Petroleum is produced in the former only in connection with salt domes, upthrust through Tertiary and Mezozoic strata of great thickness. In the basin of Thuringia petroleum is found in a Permian dolomite underlying a salt formation. It is exclusively in the peripheric zone of a few of the salt plugs in the North German plains region that commercial oil has so far been developed, notably in the following fields, all in the general region northeast of the city of Hanover: (1) Hänigsen-Obershagen-Nienhagen, south of Celle; producing from horizons in the Upper Triassic, the Middle Jurassic and the Lower Cretaceous; (2) Oberg, south of Peine; producing from horizons in the Middle Jurassic and Lower Cretaceous; (3) Oelheim-Eddesse, north of Peine; producing from horizons in the Upper Triassic, Lower and Middle Jurassic; (4) Wietze, west of Celle, where the main producing horizon is in the Lower Cretaceous. In some of these oil fields production from surface seepages was mentioned as early as 1669 (Oberg). Commercial production of importance dates only from recent time.

As a part of an investigation conducted by the Cement Section of the Bureau of Standards, at the plant of the Security Cement & Lime Co., Security, Md., the High-temperature Measurements Section was called upon to measure temperatures in a dry-process, coal-burning kiln. Although the measurements were made only under the conditions existing in one plant, the methods employed and the conclusions drawn apply, in a general way, to those existing in most plants. As far as we have been able to learn, no sufficiently thorough methods of making accurate pyrometric measurements in the sintering zone and in the rear end of rotary cement kilns have been described. It is believed that in this investigation, data were obtained that can serve as a foundation for further study of the problems of pyrometry in cement kilns. IMPORTANCE OF TEMPERATURE MEASUREMENTS IN ROTARY CEMENT KILNS The manufacture of Portland cement is today fairly well standardized. The various steps in the manufacture have been developed to such an extent that the process is almost automatic. In spite of these strides the efficiency of utilization of heat in the kiln is very low and an undue proportion is wasted; for example, about 50 per cent; ordinarily goes up the stack. In order to prevent these losses, not only should means be provided to utilize the waste heat but instruments, such as pyrometers, should be installed to study and control the operation with the view of minimizing the losses. At the same time, such control will produce a more uniform product. The saving in-fuel that may be effected by the proper use of pyrometers would be much more than their cost. Where these pyrometers should be installed and what they can show are very briefly indicated in the following paragraphs and discussed in greater detail later.

THE shaft of the Raven. mine, at Butte, Mont., is an incline 1,700 ft. in length and dipping at various angles. At the top the dip is 70° from the horizontal, but this is gradually flattened until at the 300-ft. level the inclination is only 47°. This angle continues to the 1,100-ft. level, below which it, curves with a 125-ft. radius to 78°. In addition to these variations in dip, the shaft does not lie in the same vertical plane, with the result that the hoisting rope not only rubs at intervals on both the hanging- and foot-walls, but presses strongly against the west, dividers near the collar, while 300 ft. below it runs close to the east end plates. The early operators used no idlers, and wall plates cut 6 in. deep y the rope resulted. Later operators first attempted to overcome the excessive friction, and the wear of rope and wall plates, by introducing solid cast-iron idlers, 3 in. in diameter. To allow for the travel of the rope from side to side some of these had to be 3 ft. long and were very heavy. Judging from the appearance of the old idlers of this type found at the mine, they often failed to turn in the bearings, which is not surprising when it is considered that they would have to make 1,000 rev.. a minute under ordinary hoisting conditions. The next rolls were made of wood, 6 in. in diameter, with an iron band about each end, and a pintle of 1-in. round steel driven in at the ends to serve as a shaft. These wore rapidly, and were soon replaced by rolls made from water pipe, 5 or 6 in. in diameter, cut to the desired length and fitted with a wooden cylinder into which the pintle was driven. Where the idlers were used on the hanging-wall of the shaft the original bearing was simply a piece of 2 by 1-1 in. strap iron, 10 in. long, turned up at the end in a circle of 18 in. in diameter to receive the shaft. A small hole served for oiling, and common black oil was generally used, although filtered oil from engine bearings and compressor bearings was also used. When the rolls were to be placed on the foot-wall the bearings were made from two pieces of 1 by 3 in. steel, 6 in. long. A half circle was cut on the flat side of each piece and the two half circles together formed a bearing. Oil holes were provided, and in some cases holes were bored through the two pieces so that they could be screwed or spiked to the wall plates.

LARGEST known fluorspar deposits in the world are mined in southern Illinois (Hardin County), and northwestern Kentucky (Crittenden County). Colorado, New Mexico, Montana, and Utah are the principal western sources in the U. S. Rosiclare Fluorspar District Hardin County, Illinois The Rosiclare area is located in the southern part of Hardin County on the Ohio River where the Illinois Central Rd. branch line terminates and provides transportation. Fluorspar has been mined commercially in this area since 1870. Aluminum Co. of America and Rosiclare Lead & Fluorspar Co. are the two major producers in this area. Ozark-Mahoning Co. operates a concentrating plant in Rosiclare but the bulk of its ore is mined near the town of Cave-in-Rock.

Discussion of the paper Of NOEL CUNNINGHAM, presented at the New York meeting, February, 1915, and printed in Bulletin No. 99, March, 1915, pp. 601 to 608. C. H. POIRIER, New York, N. Y. (communication to the Secretary*). -Mr. Cunningham's paper, written from the standpoint of a stamp advocate, while commenting more or less favorably upon the installation of ball mills in the Vipond plant, does not, in my opinion, give as much emphasis to the comparatively new departure as the installation of ball mills in the place of stamps justifies. This discussion is based upon my personal and intimate practical work for several years with stamp mills, and for the past three years with Hardinge ball and pebble mills. The fact that the Vipond mine contains about equal quantities of the A and B classes of ore mentioned by Air. Cunningham, and the further fact that I have had a most intimate knowledge of the working of both classes of ore in the Porcupine district in stamp mills and ball mills, justifies upholding my final decision to use ball mills in the place of stamps, and defends my present further action in now increasing the present Vipond capacity by the addition of another 6-ft. Hardinge ball mill, in which action the directors of my company concur. This is one of the strongest evidences I can possibly offer in substantiation of my opinion that the ball mill exceeds the efficiency of the stamp, both in metallurgical and mechanical economy. It is hardly fair to compare a 100-ton per clay plant with a mill handling several times this amount, yet it is my belief that the cost per ton. of grinding in the ball mill is far less than that of any stamp mill in the district, where capacities run up to 400 tons per clay.

IN THE changed circumstances which now confront the world, an international open-door policy is the only way to keep pace with the world's demand for oil. You may rest assured that as far as the British Empire is concerned, American capital for the develop-ment of oil resources is welcome, and little obstruction will be found in the way to permit the use of foreign capital in the group of countries which constitute the British Empire. In the war days we worked in close cooperation and harmony, but in disbandment of the Petroleum War Service Committee, when the war ended, I feel that it left its task unfinished. In the wake of war there appeared a ghost of war-time conditions in the form of belief that Great Britain was straining to corner the petroleum resources of the world. I am certain that if the war-service committee had continued its work in the period of reconstruction the real story would be known and this sinister ghost would have long since vanished before the truth.

Blast-furnace gas, however, possesses a virtue which is sometimes absent in producer-gas, especially with coals very high in sulphur—namely, that blast-furnace gas is relatively free from sulphur. In some regions the sulphur in coal is an acute problem, and it is highly desirable to find uses for the mine-products which are specially high in sulphur-content. An advantage would be gained if the coal were coked before charging into the gas-producers, but this adds to the expense. Sulphur may be partly eliminated from coal by washing it, the success depending upon the form in which the sulphur occurs, and upon the efficiency of the washer, but it cannot always be removed to the extent desired at most American plants. Atlantic Richfield Co. began operating a commercial uranium solution mining project in April 1975, in Live Oak County, Tex., 10 miles southwest of the town of George West. The operation is designed to produce 250,00 lb of U308 per year and is jointly owned by Atlantic Richfield Co., Dalco, and U.S. Steel. The proprietary process employed in this operation consists of injecting an alkaline leaching solution into the ore-bearing formation through a pattern of injection wells. The uranium-bearing solution is then removed through producing wells using submersible pumps in central production wells. The produced solution is pumped through a pipeline to the plant area where the uranium is extracted. The barren solution is refurbished and returned to the pattern area for reinjection. The injection field and plant site are located in the drainage of Spring Creek, a small intermittent stream tributary to the Nueces River. Land use in the area is primarily agricultural cattle ranching and farming---but several producing gas fields are present in the areas as well. A nine month enviromental baseline study was conducted on the property beginning in Feb. 1975. Plants and animals of the Clay West area were identified and representative terrestrial and aquatic communities were analyzed. Physical and chemical parameters of the soils were described and analyzed. The surface and underground waters were analyzed chemically; radionuclides, heavy metals, nutrients, and pesticide concentrations were measured in the creek sediments; bacteriological measurements were made in creek water and sediments; radionuclide and chemical levels in plants and animals, both terrestial and aquatic, were measured. These studies, though not required by existing, state or federal laws, were considered necessary to assess the existing conditions before operations began on site. The in-place leaching technique for uranium mining eliminates the enviromental disturbances associated with open pit or underground mining. No grinding and crushing of ore is needed, nor are large tonnages of waste tailings produced. Surface subsidence is not expected since less than 5 lb of uranium is present per ton of rock and even complete removal of such small amounts should not cause subsidence. Solution mining has fewer environmental problems than conventional mining. Members of the Texas Water Quality Board recognized the differences which exist and have recently formulated new environmental control procedures which apply specifically to solution mining. Some of the solution mining activities which are of particular concern are discussed in the following pages. Process Description The produced uranium-bearing solution is pumped through a pipeline from the pattern area to the plant area. The first pattern area consists of a nest of 125 fluid injection, production, and monitor wells [(Fig. 1)]. Injection wells have 4-in. casings and are spaced 50 ft apart on a square grid. Production wells have a 6-in. casing and are located in the center of each square. A block flow sheet of the plant is given in [Fig. 2]. The produced solution goes through parallel trains, each consisting of a carbon column and an ion exchange column in series. The carbon column removes any sand present in the produced solution and the ion exchange column extracts the uranium. The depleted solution is treated with chemicals and returned to the field for reinjection. The uranium retained in the ion exchange column is removed periodically with a sodium chloride solution. Uranium-bearing solution from the ion exchange column is passed through a charcoal column for removal of impurities and then to a precipitation tank where the uranium is precipitated as yellowcake slurry. The yellowcake slurry is clarified, filtered and dried to produce a granular yellowcake product. Environmental Considerations Sources of waste solutions to storage reservoirs, the backwash reservoir and atmospheric discharges are shown in the block flow sheet [(Fig. 2)]. THE importance of ground water control in glacial drift overlying mines is widely recognized. Adequate handling of the problem results in consider- able saving in overall pumping costs, as the cost of pumping the larger quantity of water under low heads from surface wells is more than offset by the decrease in the quantity of water to be pumped from the mine under high heads. Eliminating or partly reducing seepage of water through the ledge reduces moisture content of the ore, a factor especially important in iron ore mines, where a reduction of 1 pct in moisture effects a very material saving. An important though indeterminate saving is also brought about by the elimination of water in the working places underground. The Homer and Wauseca mines of Hanna Coal & Iron Co. at Iron River, Mich., cover 480 acres. When these mines were started it was possible to operate on only one 40-acre tract, as the depth of water over the remainder of the property was too great to permit operation. Although the average depth of the ground water over the area being mined at that time was less than 50 ft it was necessary to pump 1200 gpm from the mine, the greater part from a depth of 750 ft. The slate footwall and graywacke hanging wall are almost impervious, and it was apparent that seepage into the mine was mainly through the iron formation in which the orebodies were located. Analysis of the water in the iron formation showed it to be of the same character as that in the glacial drift, while the water in both walls was heavily mineralized, also indicating that the water passed much more freely through the iron formation.

(written discussion *).-The matter of selective. mining is probably of more importance in Pennsylvania than is washing, and perhaps washing would not be necessary at some plants where now practised if proper care were taken in the mining. I have in mind one plant where the sulfur content of the entire bed is more than 2 per cent., yet if the bottom 12 in. and the top 12 or 15 in. are separated, the main portion of the bed, some 6 ft., will not contain more than 1.25 per cent. sulfur; and yet in this mine the entire bed .is worked together, the resultant coke, as a matter of course, not being fit for use in iron smelting. Not sufficient notice is taken of the "Double-thick" Upper Freeport coal in Allegheny and Butler counties. This is a very valuable deposit. Other areas where there is a, top member of the Upper Freeport coal are also known, which add to the value of this bed as a coking coal. This double Freeport coal is especially suited for byproduct coking. I cannot be as optimistic as regards the "low-sulfur" Pittsburgh coal in Greene county as the authors.
