The rapid development of transportation routes on the African continent in recent years has greatly stimulated the demand for motor fuels and this in turn has led to more extensive exploration of such limited portions of the continent as seem to give promise of commercial oil production. In 1930, however, only two countries were classed as producers of petroleum and only one, Egypt, attained any importance. Egypt The petroleum production of Egypt is derived from the Gemsah and Hurghada fields on the west coast of the Red Sea and the Abu Durba, on its eastern shore in the Sinai peninsula. The Gemsah field, which began to produce commercially in 1912, has now practically ceased production, owing to the invasion of salt water. The Hurghada field has been producing since October, 1914. It now has about 60 producing wells. During 1929, a deeper sand with flowing produition was discovered in the eastern part of the field, producing oil of lighter gravity and free from water. The Abu Durba field was discovered by the exploration work of the Egyptian Government in 1918, oil having been found at a depth of 172 ft. This field has now 15 producing wells but a very small production. THE Federal income tax law permits as a deduction in determining net income "in the case of mines, . . . a reasonable allowance for depletion and for depreciation of improvements, according to the, peculiar conditions in each case, based upon cost, including cost of development not otherwise deducted: Provided, that in the case of such properties acquired prior to Mar. 1, 1913, the fair market value of the property (or the taxpayer's interest therein) on that date shall be taken in lieu of cost up to that date." The law provides for a reasonable allowance but the regulations provide for a definite method of computation that possesses more the virtue of simplicity than that of reasonableness. Article 210 of Regulations 45. reads: "When the cost or value as of Mar. 1, 1913, or within 30 days after the date of discovery of the property shall have been determined, and the number of mineral units in the property as of the date of acquisition or valuation shall have been estimated, the division of the former amount by the latter figure will give the unit value for purposes of depletion, and the depletion allowance for the taxable year may be computed by multiplying such unit value by the number of units of mineral extracted during the year." This is simple, but is it reasonable? The intent of the law is clearly that the cost of the ore in the ground shall be considered as part of the cost of the same ore when removed and sold. The regulations fail to carry out that intent, because of the unwarranted assumption that all the ore in the mine cost the same amount per ton. This is what gives the Treasury Department's method its simplicity, but at the same time robs it of its reasonableness because the assumption is contrary to fact.

THE magnetic iron ores of the Rees & Wilder tract, Unaka Mountains, East Tennessee, and North Carolina, so far as examined by me, are peculiar in containing considerable quantities of the mineral zircon in dark red-brown crystals, ranging in size from one-tenth of an inch, or less, to five-tenths of an inch in length. As zircons are decomposed by fusion with alkalies, the constituents may exert some favorable influence upon the iron product, which is generally acknowledged to be of superior quality. F. G. SMITH.-Probably someone will ask whether I discovered why the bottoms of the large shells broke out. I did not, as a result of this investigation. An experiment was made along the lines indicated in this paper, to determine whether abnormal grains greatly affected the physical properties of brass. Two ordinary test bars were annealed for 1/2 hr. at 750° C. and physical properties determined on one. The other was covered with indentations made with a peen hammer and then reannealed. for 5 hr. at 750° C. It was found in the tensile test to be made up of large grains 1/4 to 1/2 in. in diameter. The physical properties, however, differed from those of the first bar only as much as might be expected after a 5 hr. anneal under normal conditions. It appears then that the large grains produced in this manner do not ruin the physical qualities of the brass.

ECOLOGICAL CONSIDERATIONS IN CYANIDATION PLANT PRACTICES Ecological controls of tailing storage pond effluents are mainly concerned with mercury and residual cyanide and are critical problems for gold and silver recovery plant operators. For example, mercury for direct amalgamation of gold ore was used at Homestake until 1970 when the Federal Government acted to prevent further use thereby forcing the abandonment of this practice. However, mercury is still used at Homestake, in South Africa, and also in some Philippine and Canadian cyanide plants for barrel amalgamation of free gold gravity concentrates. The amount of mercury involved in South African practice is about 150 ounces for every 100,000 tons of ore milled and which reaches the tailings ponds. In South Africa, it is obligatory that no pond effluent be discharged beyond the mining property boundaries and waters containing mercury and cyanide must be evaporated either on the tailings pond or in specially constructed evaporation dams. In some cyanide plants such as Carlin and Cortez in the United States, all supernatant solution from the tailings ponds are returned to the plant for reuse. When all solution cannot be reused, the excess may be evaporated in shallow ponds, or by spray systems inside of the tailings dam. Such plant reuse of tailings effluent depends strictly upon the degree of contamination or "fouling" of the barren solution and tailing water with cyanicides. Foul solutions that cannot be returned from the tailings pond may be effectively cleaned up by cyanide regeneration. Cyanogens in plant solutions exist chiefly as free alkali cyanides, as zinc and copper double cyanides, as sulphocyanides, and as ferrocyanides. From the free cyanides and zinc double cyanides, substantially complete recovery of the cyanogen is easily effected. Part of the cyanogen combined with copper is also recovered; regeneration of the remainder with the cyanogen existing as sulphocyanide and ferrocyanides requires special treatment. At this stage, it would be generally more practical to eliminate the remaining cyanogen by chlorination. Ecologists have also been concerned with pollution of ground waters from cyanidation plant tailings. An accute problem is solution seepage down stream from tailings dams and strict attention to prevent or collect any seepage is a real necessity. The tolerance levels of the total cyanide content in potable water set by several U. S. and State health agencies are 10 ppb, and 20 ppb discharged into ground waters. The cyanide content so established is, strangely enough, based on the survival tolerance of fingerling trout. Decanted waste water from tailings dams may be effectively treated by the use of alkaline chlorination for the purpose of destroying all cyanide compounds. The alkaline hypochlorite used to oxidize the cyanide to cyanate is applied as such or generated within the waste solution by adding caustic (NaOH) and chlorine gas. A second chemical reaction involves complete destruction of the sodium cyanate.

In the past year or two, considerable effort has been expended to calculate the spherical wave propagation phenomena associated with explosions in a "hard rock" medium (Godfrey, 1969; McKay and Godfrey, 1969; Burford, et al, 1970). This effort was stimulated primarily by the recognition that early calculations predicted peak particle displacements which seriouly disagreed with field data. In most of the calculations mentioned above, rock was modeled as an inelastic continuum (see for example Isenberg, et al, 1970 for some recent results using "classical" elastic-plastic material property models). However, several investigators (Handin, et al, 1967; Cherry, et al, 1967) have shown that the simple classical yield surface models cannot simultaneously account for the observed brittle failures of intact materials under compression, extension and torsion. One approach to more correct modeling of dynamic rock behavior is to make the inelastic model more and more sophisticated. For ex- ample, recent experiments at the University of Utah (Swanson, 1969) have suggested possible modifications to the yield surface model that could better account for the ductile behavior of intact granite sam- ples under various states of stress. The approach followed in this paper proceeds in an entirely different direction. We want the physics which is built into our conception of rock to be as simple as possible while at the same time reproducing the most important features of rock's behavior. Therefore, we abandon the requirement that rock be treated strictly as a continuum. Instead we consider a "discontinuous" model in which one of the most significant characteristics of rock is treated..

INCE1 proposed that electrostatic attraction between oppositely charged particles was responsible for slime-coating. Del Giudice2 postulated the metathetic formation of a cementing compound. Wark3 suggested that prevention of slime-coating was related to peptization of the slime. [ ] In the experiments of Table I the technique employed was essentially that of del Giudice, with the difference that the particle was examined under a film of water rather than dry.4 In general, the polished particle was agitated for 2 min. in a pulp consisting of 12.5 grams of the slime (-200 mesh) and 50 c.c. of distilled water, washed in three baths of distilled water, and examined at 220 diameters with the Leitz Ultropak. Observations of Brownian movement were made at 850 diameters with dark-field illumination. Several of these experiments do not jibe with the metathesis theory. According to published solubilities,5,6 the lead salts of the anions in experiments c through g are more insoluble than lead carbonate, there- [ ] fore should prevent the formation of lead carbonate on the galena surface. In experiment i the calcium oxalate, which presumably was on the calcite surfaces, should have permitted the formation of a lead carbonate cement by virtue of its greater solubility. Experiments j through m show that the addition of lime accelerates the deposition of quartz onto a galena surface. The writer is unable to postulate a satisfactory cementing compound, according to the metathesis theory, to explain this effect. For the third consecutive year, predicted increases in coal production and consumption failed to materialize. Production of bituminous, sub-bituminous and lignite coal for 1961 was estimated by the U.S. Bureau of Mines at 400 million tons, a drop of 15,- 512,000 tons from the 1960 figure. Anthracite production for the year was 17.8 million tons compared to 18.8 million tons produced in 1960. Consumption figures are expected to show a proportionate decline. Of coal's major markets, only electric utilities showed an increase-and even here the increase of approximately 2% was smaller than had been expected. Major cause of relatively low consumption was a decrease of more than 20% in the use of metallurgical coal for making coke. Reductions of lesser importance were registered in general industrial, retail, and export markets.

THE idea of economical production is usually associated with large operations, tonnages, and mines, with even larger capital behind them. Nevertheless many small mines operate in the shadow of large competitors and make a good showing on the capital invested despite larger overhead expenses. For the purpose of this discussion I will divide the cost of production into classes, and specify opposite each the approximate percentage expended thereon: 1. Labor, including miners and company men; 60 to 75 per cent. 2: Development, including all necessary yardage, room turning, crosscuts, etc.; 7 to 12 per cent. 3. Deadwork, covering payment to miners for handling falls, drawslate, or faults, rock work, water, and in general, all nonproductive labor; 3 to 7 per cent. 4. Supplies: mine timbers, oil, brattice material, lumber, cement, and repairs to equipment; 2 to 6 per cent. 5. Expense: management, selling, office, taxes, etc.; 1 to 5 per cent. 6. Depreciation of coal reserves and royalties; 6 to 10 per cent. 7. Depreciation of equipment and interest on capital invested; 1 to 3 per cent. 8. Fuel; ½ to 1 ½ per cent. The labor cost for a small mine is relatively much lower than for a large mine, particularly the sum paid to company men. Idle-pay expense is cut to a minimum; the labor item being larger than all the others together, a saving in labor makes a decided showing on the total cost. The development charges in small and large mines are about the same. There should be a small showing on the Beadwork item in favor of the small mine. The unit cost for supplies is usually small in the small mine. The operator of the small mine finds, owing to a limited tonnage, that the expenses of management, selling, etc., are abnormally high.

As a result of Engineering Council's request to the Director of the Census, the National Service Committee has been successful in effecting a reclassification of engineers so that all technical men will be listed as such and they will be separate and distinct from the non-technical engi-neers. Thus, the next census will bring an enumeration of all technical engineers together as one unit under the main headings of civil, mech-anical, electrical and raining; architects also will be enumerated separately. This will enable the engineering profession, the Government or any other interested organization to know exactly how many technical men there are in the United States and in each state. The enumeration will also include non-technical engineers, except that there will be no such heading and in order to get the totals of non-technical men all of the various grades of this classification would have to be sorted out and added.

AMONG the half-dozen major research search projects now being conducted at the Michigan College of Minim, and Technology under the terms of an FERA grant, an important one relates to the use of suspensions in ore dressing. The study has resulted from the constantly widening industrial use of metals and minerals. The modest demands of a few decades ago for these minerals could be easily met from richer deposits. Now, at least in some localities, the richer deposits are nearing exhaustion. Furthermore, advances in the industrial arts and the competition of other minerals and metals have changed the specifications of materials needed by the manufacturers. THE problem of making iron-manganese alloys of scientific purity is a rather difficult one. They cannot be prepared in air because of the readiness with which the metals oxidize at the temperature of melting; and they cannot be prepared in vacuum because of the, high vapor pressure-of- manganese. The very property of: manganese which permits it to be purified interferes with the utilization of the best method of making pure alloys. Accordingly, it is necessary to use a gas atmosphere which will not affect the-properties of the alloys. The gases available for the purposes are hydrogen; helium and argon. Nitrogen forms intermetallic compounds with manganese very readily. Hydrogen, while valuable as a deoxidizer and having the advantage of being comparatively cheap, is explosive over a wide range and, has a rather high thermal conductivity. Helium is reported as, costing little but is difficult to secure at a reasonable price and also has a conductivity nearly as high as hydrogen. Since argon has a sufficiently low thermal conductivity, it has been selected for use in one induction furnace for melting, under a controlled, gas atmosphere, in spite of its cost, which is so high (70 cents to $1.50 per cubic foot) that it must be stored and purified.. Such a gas atmosphere-as argon makes necessary the use of the, high-frequency induction method of heating. It should be remembered that the coefficient of expansion of concrete is nearly that of iron; therefore in constructing flues the design must take account of this important detail. The cracking of flues, mentioned by Mr. Havard as having occurred at a temperature of 100° C. and above, . were possibly caused by neglecting to appreciate the extent of the expansion and contraction of the concrete. Effect of Atmospheric Moisture.-The moisture present in the atmosphere is exceedingly injurious to flues of any material, and those made of concrete are no more susceptible than of brick. My experience with flues of the Monier construction, having walls from 1.5 to 2.5 in. thick plastered upon a net-work of iron rods, was unsatisfactory from the standpoint of dura¬bility.

A combined numerical approach is proposed for the analysis of rock-liner interact ion in tunnels under the effects of severe dynamic loads. The method is based on employing finite element formulations which describe the linear behavior and incorporating it into a finite difference code which can describe the behavior of a jointed rock medium. This method can be applied for the analysis of tunnel systems in rock, and for studying the requirements for adequate support of the tunnel.

A GENERAL decline in copper production for most American producers occurred during the past year as a result of shortage in available labor. Few noteworthy technical developments have been reported; undoubtedly, many changes and improvements have been made but have not been reported because of lack of time. During the war years through 1944 the pressure for sustained high production has been of prime importance and during 1945, with slackening of production, many operators were faced with the problem of catching up on repairs and maintenance of plants, with inadequate labor supply. In hydrometallurgy there were some important developments that undoubtedly will be reported during 1946. Several operators in the Southwest have instituted experimental leaching programs to exploit low-grade oxidized and mixed ore bodies. The Bureau of Mines is conducting pilot-plant experimental work to determine the possibility of producing a satisfactory sponge iron at an attractive cost from deposits of iron ore and coal in Arizona. The Thompson Creek Coal & Coke Corp. operates three coal mines which presently supply the United States Steel Corp. with high grade, medium volatile coking coal at a rate of 1000 tpd. Mining is done at an elevation of 8000 ft, approximately 13 miles southwest of the small town of Carbondale, Colo. The coal is cleaned mechanically by heavy media and Deister tables, after which it is trans- ported to the railhead at Carbondale. GENERAL GEOLOGY The coal beds in this area lie in the Mesa Verde formation of Cretaceous age. Three beds are now being mined, with a fourth possibility pending further exploratory work. Formation of the Rocky Mountains tilted the sedimentary strata approximately 30º and created considerable faulting throughout. These faults, which range from a few inches to 35- ft displacement, constitute serious obstacles to mining.

FLOTATION practice in Idaho is now about 13 years old. The advance has been steady during these 13 years. The operators have been alert to take advantage of the newest developments and they have themselves made a constant effort to improve their work. The metallurgical improvements are clue to the development of (1) better equipment, (2) better reagents, and (3) better understanding and control of the process. During the 8 years which the writer has been in this district, there has been continuous experimentation by several companies to improve the ore dressing by flotation methods. Gravity concentration has fought hard to hold its place, and although it is true that gravity processes have been improved during this period, nevertheless, in several of the important mills of the district the few tables that managed to hang on have finally given way. On the straight-lead ores, tables and jigs are still used; and, due to better classification, their hold on this job has been strengthened.

In uranium metallurgy, the main purpose is to obtain a product containing 80-85% U308 (yellowcake) from ores whose average grade is a mere 0.21% U30& Essentially, the task of extraction and concentration involves dissolving the ore's U308 values, followed by purification and concentration of the uranium-rich solution (using such operations as filtration, clarification, and ion-exchange), and then selectively precipitating and isolating U308. Leaching is First Step In yellowcake production mills, the first chemical change occurs by leaching the ore with either sulfuric acid-as done by Anaconda and Kerr-McGee-or with an alkaline solution of, say, sodium carbonate, as done by United Nuclear-Homestake Partners. The choice of either acid or alkaline leaching is not an arbitrary one: it depends on the chemical and physical characteristics of a particular ore. That is, on the presence of clays, organic compounds (usually of carbonaceous origin), and soluble impurities, as well as on the ore's wetness and grindability.
