INTRODUCTION A GREAT DEAL of attention has recently been given to the metallurgy of zinc, and much of that which has been said and written on this subject has been in the nature of a criticism. For instance, we are quite accustomed to hearing it said that the metallurgy of zinc has stood still, that it is antiquated, out of date, etc. We are, however, inclined to agree With George C. Stone1 When he says that, although there have been no such spectacular and radical changes as Were worked in the metallurgy of copper and iron by the introduction of converters, there has nevertheless been a decided and marked progress in the metallurgy of zinc, and especially during recent years. However, it must be admitted that, due to the fact that the chemistry of zinc is so different from that of the other metals, the retort process is the only process by which zinc is produced commercially; and, moreover, that losses which occur in the zinc industry-that is, in the mining, milling, and smelting of zinc ore-are very great, for it is stated' that probably less than 50 per cent. of the zinc mined, even

IT SHOULD be clearly understood that my remarks on economic conditions in Russia are entirely personal, and not official as an officer of the Ameri-can Relief Administration. The American Relief Administration is concerned exclusively in relief operations. The American Relief Administration has played a large part in the conditions as they exist in Russia today and it does not seem to be out of order to give you the high lights of the work accomplished. SIXTY MILLION DOLLARS FOR RUSSIAN RELIEF The Riga Agreement, by which we were enabled to carry on our operations, was signed in Riga on Aug. 20 of last year. On Sept. 8, we opened our first relief station in Petrograd. On Sept. 18, our first food was handed out in Samara on the Volga River, in the center of the so-called famine district. Altogether over 775,000 tons of food have been sent from the Atlantic Coast into Russia and we have moved this entire quantity of food over a dilapidated and wornout system of railways; and we estimate that our loss will be less than one-half of one per cent. in shortages and thefts. We have had available for this Russian work approximately $60,000,000. The bulk of this money was derived from a Congressional grant of $20,000,000 for food stuffs, a further Congressional grant of Army medical surplus supplies of $4,000,000, a grant by the Soviet Government of $11,400,000. This Soviet grant is a rather interesting phase of our operations. In all of Mr. Hoover's relief work abroad he has demanded of the country receiving relief that the people them-selves do something concrete for their own good before he would undertake to collect large sums of money in America. Secondly, before he was willing to go before Congress and ask for funds from our government he desired that the Soviet Government show their good will.

ON Oct. 27, 1941, the Sanitary Water Board of the Commonwealth of Pennsylvania called a meeting of the representatives of the coal operators in the Schuylkill River Basin, and frankly suggested to the operators that they "clean up their house" before someone else came in and did it for them; that they should not emulate the railroads with their "public be damned" policy and its fateful results. It had been four years since the passage of the antipollution law of 1937, a law which exempted silt from collieries until such time as a practical method existed for the removal of their water polluting properties. It had been fifteen long years since Sisler, Frazer and Ashmead concluded that 900 million tons of culm and silt had been deposited in Pennsylvania's streams in the process of preparing five and a half billion tons of anthracite for the world's consumers. Fine coal was being "mined" in the streams by "washeries" and river dredges downstream from the collieries, and silt banks no longer held back the endless black stream entering the Schuylkill at the rate of 350,000 tons per month. The coal operators were apparently working on the outmoded assumption that each ton of fine coal prepared displaced a ton of larger sized, more profitable coal. The meeting between the Sanitary Water Board and the coal operators signaled the beginning of the end of Pennsylvania's pollution problems. As a result a committee was formed at that meeting by the operators to find out what conditions were at each colliery. The Bureau assisted in the indication of methods of measurement and sampling and in the development of forms for reporting the needed data. One large producer had its chief engineer supervise the gathering of the information concerning the quantity of waste waters, the amount and sieve analyses of the waste solids, and the existing means for retaining

ROCK-DRILL steel has an important bearing on costs in many mining operations, both directly and indirectly. Direct factors include such items as shop expense, steel consumed per ton of ore produced, cost of distribution and the dust hazard. The latter, although no specific amount may be assigned to it, is an ever-present problem, and is receiving increased attention as the science of mining progresses. Indirectly drill-steel performance affects consumption of compressed air, mainte-nance of drills and drilling speed. The latter, in turn, increases or retards the tempo of mining and development. These factors, while not all inclusive, are preponderant in their importance. Thus it is evident that in an extensive operation drill-steel expense may run to many thousands of dollars and that thoughtful research leading toward more efficient practice is warranted.

Austenite is often defined as a solid solution of carbon or carbide in a nonmagnetic form of iron. Conversely, magnetic measurements are often used by investigators for the purpose of detecting the degree of austenite decomposition after an iron alloy has been subjected to certain thermal or mechanical treatments. Association of the magnetic state with the gamma-phase decomposition is often extended to the alloys of iron with elements other than carbon. Definition of austenite as a nonmagnetic solid solution cannot be accepted in the light of available information without certain reservations. The relation of magnetic transformations with the gamma-phase decomposition in the complex alloys of iron has never been rigorously proved. The present investigation deals primarily with the magnetic transformation that occurs in carbon steels during the quenching process. The work was further limited to a study of magnetic transformation in carbon steels quenched at such rates as are necessary to retain the product of austenite decomposition in a martensitic state. Peevious Work Considerable information has accumulated in the literature with respect to the magnetic transformation in alloys of iron, but nearly all of it relates to transformations under the conditions of equilibrium between the phases of the alloy. Undoubtedly other members have given their lives in the Service of the United States and the Allies during the past four years, but the following biographical notices are all that have reached us as yet. Lewis Newton Bailey Lewis Newton Bailey died of pneumonia at Camp Merritt, N. J., Apr. 30, 1918, at the age of 34 years. He was Master Engineer, Senior Grade, in the Fourth Regiment, U. S. Engineers, and although he was offered a commission as First Lieutenant shortly after enlisting, he preferred not to accept it until he had reached France. By those who knew him well, this lack of eagerness for promotion will be recognized as consistent with his whole character. Mr. Bailey was born at San Diego, Cal., May 28,1884, and graduated from the University of California, College of Mines, in 1906. He joined the American Institute of Mining Engineers in 1916. During 1904 he was employed at the cyanide plant of the Buckeye mines, Forest Hills, Cal. In the autumn of 1909 he went to the Coeur d'Alene District, Idaho, and was first employed on construction work of the Bunker Hill & Sullivan Mining & Concentrating Co'., with a short intermission at the Hercules mill, after which. he was sampler and assayer for the Bunker Hill & Sullivan Co. until May, 1910, when he was obliged to return to California to attend to family interests. Returning to the Coeur d'Alene district in November, 1911, he was given charge of remodelling and operating the mill of the Coeur d'Alene Development Co., treating the output of the Ontario mine; this work he performed with credit and complete success. In December, 1914, he returned to the Bunker Hill & Sullivan Co., as assistant metallurgist and mill superintendent, his work consisting mainly in the testing and improvement of concentrator practice, which he continued with great credit until August, 1915, when family considerations required that he again return to the home of his parents at San Diego. Mr. Bailey was characterized by energy, both physical and mental, by devotion to his friends, associates and employer. He was particularly successful in his relations with the men under him and, in fact, was thoroughly well likcd by everybody with whom he came in contact.

Mount Isa Mines Limited (Isamine) has process control computers in the major surface plants -- lead smelter, copper smelter, lead/zinc concentrator, and copper concentrator. HP computers are used to implement the more complex stabilizing control loops and control schemes aimed at optimizing plant performance. The choice of control strategies is discussed with particular reference to long-term performance in metallurgical plants. These control schemes must be understood by the process metallurgists who are responsible for the performance and initial fault finding. Major emphasis has been placed on the ability of the control systems to handle most of the common plant upset conditions as well as providing improved performance under normal operating conditions. To illustrate the approaches adopted, the lead/zinc concentrator crushing system and the process bag- house control system for lead smelter off-gas handling are reviewed in detail. The improvements in both of these areas resulting from control systems implementation are discussed.

During World War II the Pocos de Caldas bauxite deposits of Minas Gerais in Brazil yielded some 60,000 tons. Since then they have maintained a small but almost continuous production. Known for many years, the deposits have been reconnoitered by a number of geologists,1-4 but no dimensional study has been possible because there have not been enough exposures to show clearly the depth, bedrock, and habit of occurrence. The deposits are somewhat unorthodox in their occurrence mainly on steep slopes of mountainous terrain. Although the parent rocks are a sequence of alkalic intrusions that bauxitize readily under the proper conditions, bauxitization has not been the dominant weathering process in the area. It is limited to certain localities where important volumes of bauxite have formed by laterization of several rock types, each yielding a distinctive type of bauxite. Bauxitization may be observed in several stages and in both direct and indirect cycles of formation. The deposits are unique in being of demonstrably recent age, so that the conditions under which the bauxite formed are essentially those of the present time. The bauxitization sequence is postulated in Fig. 1.

The design of a longwall entry system is discussed in this Bureau of Mines paper. This is done primarily through the results of an in-mine case study made of two sets of longwall entries utilizing the stiff- yield pillar design concept. The rock mechanics instrumentation plan used in this case study is shown, including a description of the instrumentation layout and the types of instruments used. The analysis of the stress changes in the abutment and yield pillars is presented in detail as the longwall panels were mined. Conclusions concerning when the pillar first started to experience significant stress, pillar stress history as the longwall face approached and moved past the pillars, stress distribution within the pillars and relative stress changes between yield and abutment pillars are discussed. The paper concludes with a discussion of the redistribution of stress in the vicinity of the long- wall panel.

THE term "coal-mine mechanization" is definable in several ways. In its general application it can mean the use of machines instead of manpower in each of the various mining activities necessary for the produc¬tion of coal-so that under this definition a mine that uses mechanical coal cutters could be classed as a mechanized mine. Common usage, however, insists that a mechanized mine is one in which machines are used for the entire process of mining or extraction and transportation of the coal. For the purpose of this paper, then, the second definition of "coal-mine mecha¬nization" will be used, and practices employed in mines where the greater part of the production is obtained through the use of mechanical loaders and conveyors will form the basis for this discussion. PHYSICAL CONTACT HAZARDS If we were to group all the hazards that accompany the use of mechanized equipment in a mine, the predominant class would be that which, for want of a better name, might be termed the "physical contact" hazards; that is, all the sources of danger that lead to accidents through physical contact of workmen with ma¬chines. A survey of accidents in a group of mechanized mines indicated that this class of hazards may be responsible for more than half the number of accidents in mechanized mining. For example, of 21 mining-machine accidents at one mine, 14 were of the physical contact type of 14 loading-machine accidents at the same mine, 8 were the result of physical contact. Certain of these hazards an controllable through the use of guards-¬a guard over the cutting-machine bits whet the machine is being trammed from place to place, or a chain or some similar locking device around the cutter chain, so that an accidental blow or push against the bit control will not cause the cutter chair to move. Other hazards, such as the possibility of. a loader operator having hi foot crushed by a crawler tread, or , brakeman being hit by a loader boon swung too far to one side while a car is being loaded, might be subject to control through the use of guard devices, but the reduction or elimination of all physical contact hazards by such methods doe: not appear feasible. Every accident of the physical contact type should be investigated to discover whether guards could have prevented it, but often the only way in which to combat these hazards will be through the awakened consciousness of each workman as to the danger that exists if he indulges in unsafe practices. A good approach to control of accident: in any mine is the establishment of a set o: safety rules or operating rules. The intent of such rules is to provide guides for the workmen to follow in the operation of equipment. Frequently the workmen have no regard for such rules, and observance is obtained only through compulsion or the part of management. The fluid level maintained in wells pumped for oil is an important factor in deter-mining their productivity but one that has received little attention in the literature relating to petroleum-production technology. In the present paper the writer undertakes to show how and to what extent fluid level influences productivity and suggests the use of a fluid level indicator as an aid to the oil producer in maintaining the fluid surface within the well at the proper position. IT is realized that the depth of fluid maintained in a pumping well is sometimes influenced by other considerations than the quantity of fluid that will enter the well: the prevention of sand incursion, prevention of waste of natural gas, and the maintenance of a suitable submergence for the pump, for example. These latter factors have an important influence on the productivity of the well, so that otherwise unwarranted fluid levels must sometimes be maintained to offset them; but where the handling of unconsolidated sands is not a problem of consequence and where water has been properly excluded, the principles developed here and the practices recommended, should apply. The principal objective of the producer should be to produce the maximum quantity of oil in the shortest possible time. Any method or equipment that will increase the rate of production during the early years of the life of the well, when gas pressure is high, will greatly augment the .ultimate production. The maintenance of a proper fluid level in the well at all times will go far toward accomplishing this desired result. For a given set of conditions surrounding the flow of oil into a particular well, in which the viscosity of the oil, the porosity and grain size, of the sand, and the diameter of the well appear as constants, two variables determine the quantity of oil that will flow from the sand into the well. These are: the effective pressure behind or within the oil in the reservoir sand, and the fluid level maintained within the well.. The former is the expulsive force that causes movement of oil from the sand into the well, while the latter determines the magnitude of a resisting force opposing such movement. The first of these factors is largely beyond the control of the oil producer, but it is in his interest to reduce the opposing force to the lowest economic limit.

The strategic importance of the metallic minerals in our industrial economy, and the declining rates of discovery have focused attention on means of exploration for new mineral deposits. A consideration of exploration techniques leads to an attempt to evaluate the effectiveness of geophysics as a tool for mining exploration. One means of evaluation will be to compare the use of geophysics in petroleum exploration with its possible uses in mining. Geophysics in Petroleum Exploration During the past twenty years, the petroleum industry has established an effective exploration technique. Geology is the basic tool in those areas where reliable predictions can be made from surface conditions. In the other areas, where the geological studies are inadequate, they must be supplemented with geophysics or direct exploration, such as drilling. Since geophysical work is far less costly than any form of direct explbration, it is used almost exclusively as the means for obtaining the desired subsurface information. The geological and geophysical techniques are credited with locating sites which yielded one producer for three dry holes during the year 1947.' For the wells located without geology or geophysics, there is a ratio of one producing well to sixteen dry holes. From these figures it is seen that the geological and geophysical techniques are more than four times as successful as the nontechnical exploration. It will be in order to consider further this ratio of one producer to three dry holes. The geophysical methods in use today† do not pretend to locate oil directly; their function is to locate anomalies or structures favorable for the accumulation of oil. For a producing oil well we must have not only structure, but also other favorable conditions, namely: petroliferous source beds, the required porosity and permeability in the reservoir rocks, an impermeable cap rock over the reser- voir, and the necessary water or gravity drive to force the oil into the bore hole. Since the geophysical work can only detect and sometimes delimit the anomaly, these other necessary conditions can be determined only by direct exploration. The success of modern geophysical work in locating and limiting the structure itself is remarkably high, probably over 95 pct accurate. Geophysical work renders an important service in the delineation of the structurally unfavorable areas and their elimination from the drilling phase of the exploration program. When attempting to locate any material of scarce occurrence in the earth, it is of paramount importance to know where not to dig. This elimination of barren areas is the least appreciated but is of great economic importance. For illustration, the difference between one producer to three dry holes, and one producer to sixteen dry holes, represents a saving of thirteen drilled wells, which would require an expenditure many times the cost of the geophysical work that might have revealed the nonfavorable structural conditions. A well-organized laboratory system reduces operating costs and increases sales if the operating and sales companies make full use of information it supplies. During the year 1939, Mexican production totaled 42,479,000 bbl.; a daily average of 116,381 bbl. or a little over 2 per cent of the estimated world production. The Mexican Government operates 100 per cent of the refining branch of the industry, 100 per cent of the domestic distribution, 96 per cent of the crude production and 92 per cent of the total exports. No discussion of the Mexican petroleum industry in 1939 is adequate without reference to the "expropriation" of the foreign-owned oil properties in Mexico by executive fiat on March 18, 1938. The forcible seizing of the properties culminated a long series of efforts on the part of the Mexican Government to obtain control of the oil properties developed through foreign initiative and with foreign capital in Mexico. The heart of the issue is whether the Mexican nation or any nation may with impunity confiscate the legally acquired properties of American citizens. The Department of State of our Government has in its communications to Mexico emphasized the fact that its "expropriation" of American properties was confiscatory because Mexico had failed to make "adequate, effective and prompt compensation"; that the taking was no less confiscatory "because there may be an expressed intent to pay at some time in the future," and that, consequently, "Mexico has assumed and continues to assume to exercise a right without compliance with the condition necessary to give such exercise a recognizable status of legality." Mexico has professed its willingness to pay for the oil properties but at the same time through its Supreme Court it has declared that the owners or lessees do not have the exclusive right to extract and dispose of the oil in the subsoil. This is a reversal of the Mexican position with respect to oil as set forth in the Mexican mining laws, affirmed by Mexican Supreme Court decisions, and as clarified in the Warren-Paync and the Morrow-Calles agreements, as well as in diplomatic correspondence. A field procedure for determining graphite in drilling mud is presented which is sensitive to 0.25 lbs/bbl and accurate to 20 per cent. The method, utilizing oil flotation principles, is suitable for use in all oil-free water base muds except those containing ligno-sulfonates, lignites, or surface active agents. INTRODUCTION Graphite was proposed as a drilling lubricant as early as 1940, but has not been used extensively until recently.' Graphite has been substituted for oil in certain instances to avoid oil contamination of core samples since it has been found that graphite does not interfere with routine core analysis. A major difficulty in using graphite is the lack of a satisfactory field test for determining the concentration of graphite in mud. DISCUSSION OF METHOD Several possible methods of analysis were investigated, including chemical separation, density fractionation, radioactive tracers, and oil flotation.', ' The investigation indicated that a satisfactory method for field use could be devised using an oil flotation method. It was found that toluene shaken with a highly diluted mud sample would recover sufficient graphite to be apparent in the oil phase. Refinement and standardization of technique made it possible to detect as little as 0.25 lb/bbl graphite and to estimate graphite content to within 20 per cent by using a visual comparison method. The test is limited to oil-free water base muds. Quebracho, phosphates, or barytes in the mud do not interfere with the test but surface active agents, lignosulfonates' and lignites evidently render !he graphite water-wet so that none may be recovered by oil-flotation. PROCEDURE Instructions for determining graphite in mud: 1. Collect representative one gallon sample.- from mud stream. Transfer immediately 350 ml portions of this Sample into four mixing cans labeled A, B, C, and D. Measure out graphite (same as is used to treat mud) for addition to cans as indicated below, using either a specially designed scoop or a balance. Clean and rinse well with water four 250 ml volumetric flasks labeled I, 11, 111, and IV. With each year that passes hydrometallurgical processes are being more widely used to recover base metals from ores and concentrates. Generally these processes involve liquid-solid separation of metal-bearing liquors from barren residues. This may be done by countercurrent decantation, thickening and filtration, or filtration or centrifuging only. Choice of method is governed by chemical and physical characteristics of the pulps; cost of labor, power, materials, and waste disposal; and even by the amount of capital available when building plans are under way. Since all these controlling factors change with time and location and with technological advances, the separation method must be re-evaluated when new plants or expansion programs are contemplated. At the Sherritt Gordon refinery in Fort Saskatchewan, Alberta, an ammonia pressure leaching process recovers nickel, copper, and cobalt from the nickel concentrate produced at Lynn Lake, Manitoba.' Pregnant liquors are separated from the barren leach residues in a thickener-filter liquid-solids circuit. The decision to use this type of separation was based on a summation of economic factors during the pilot plant and design stages. Although countercurrent decantation was not incorporated in the refinery flowsheet, the problems solved in thickening the leach residues and the experience gained in operating the commercial plant are pertinent to countercurrent decantation, particularly where it is applied to slow-settling leach slurries or slurries having a relatively high vapor pressure of a valuable, obnoxious, or poisonous vapor.

During the year 1941, there was another increase in the production of oil in Argentina, to which the fields in the Comodoro Rivadavia zone in the Territory of Chubut and those of the Provinces of Salta and Mendoza all contributed. The total production for this period reached 22,013,472 bbl., which represents an increase of 6.8 per cent over that of 20,609,538 bbl. in the preceding year. This result is again attributable to the Government oil company, the Yacimientos Petroliferos Fiscales, which had a total production of 14,006,559 bbl. representing an increase of 1,531,904 bbl., or 12.3 per cent over that of the 12,474,655 bbl. of the year before.
