The provision of professional engineering services in Queensland is regulated through the Professional Engineers Act 2002. The Act requires that anyone providing professional engineering services must be registered and is subject to continuing professional development requirements. The engineering profession is actively requesting the Queensland Government to expand registration to include associate and technologist engineering practitioners. In view of the strong moves at the Federal level towards national registration of professional groups the lessons of the Queensland experience are very relevant across Australia. This paper describes the rationale behind the Act and outlines its operation. It discusses some misconceptions regarding the applicability of the Act to various engineering activities. There is much that the Act has to offer individual engineers and industry generally in establishing, articulating and maintaining standards for professional engineering work. The paper considers legal actions taken to date under the provisions of the Act and discusses the way in which this parallels industry moves towards quality assurance of work force capability.

Mining companies are increasingly faced with the challenge of reducing operating costs while maximising throughput and profitability. At the same time, the grade and quality of treated ores are becoming poorer and more variable, resulting in suboptimal process performance.It is now widely accepted that strategies to drive operational goals must revolve around improving plant availability, reliability and process efficiency. In particular, progress in plant automation and control systems has seen a trend towards unified frameworks for control and optimisation of mineral processing plants. These frameworks seek to seamlessly integrate different roles and tasks involved in process operations - IT, automation, plant maintenance and operations. An integrated solution framework for reducing process variability, increasing process efficiencies and maximising plant availability and reliability is discussed within the context of a typical milling circuit. The framework exploits a real-time analysis ægapÆ evident in production operations that prevents timeous identification of equipment and process failures. This is achieved by leveraging predictive analytics for equipment health monitoring, control loop monitoring and advanced regulatory control solutions towards enhanced process performance, improved asset management and regulatory compliance. The framework provides for early and actionable warnings on equipment and process degradation using real-time operational data.Resolving these problems can potentially avoid unplanned downtimes, process instabilities and other operational surprises, thus ensuring optimal plant throughput and optimal process behaviour for improved recoveries. Integrating control systems and plant automation with advanced analytics to analyse and optimise processes enables operations to achieve reductions in the variability of key process parameters. In addition, early detection of equipment malfunction or suboptimal process conditions leads to improved equipment availability and reliability. Ultimately, these operational gains reflect in profitability because of plant throughput and recovery gains. The selection of the best comminution circuit for the preparation of concentration feed is a compromise based on economics, energy efficiency, labour costs, steel consumption, availability and other factors specific to each case. It is postulated that the selection must be a choice of one of the eight basic comminution circuits which can be divided into two basic groups, (1) autogenous or semi-autogenous primary mills with or without a secondary grinding stage and (2) fine crushing usually in cone crushers followed by a rod mill-ball mill circuit or a single stage ball mill circuit. The accuracy of selection may be improved by pilot plant and laboratory tests which are described in this paper. For (1) above, testing includes media competency tests with standard impact crushing, grindability and abrasion tests followed by pilot plant tests. For (2) above, bench scale crushability, grindability and abrasion testing is available. It is suggested that, through these tests, it should be possible to eliminate all but one in each group of basic comminution circuits. Then engineering and economic studies should lead to the best comminution circuit for the specific requirement.

The importance of reducing the moisture content of fine coal, the nature of the retained water, and the means of its removal are discussed. A statistical technique, using a balanced block design, was used to isolate the significant factors determining water content of a coal filter cake. The most significant factor was particle size distribution. A simplex evolutionary operation (evop) was used to determine the optimal quantities of additives required to produce the lowest moisture content for a selected coal size. For this optimum condition (18·6 Ib H20 per lOO Ib dry coal), additions of 0·045 Ib magnesium ion, 0·0026 lb Separan AP30, and 0·098 Ib Aerosol OT, per lOO Ib dry coal were required. The work illustrated the uses of a statistical evop technique for the determination of optimal conditions in industrial research projects.

The recent paper by Bain (1981) contains an unfortunate, and potentially misleading typographic error. On page 9, second paragraph, Bain states that, "some samples of drill core from the (Candlow) Formation ... contain up to 90 ppm gold and 2 000 ppm arsenic". The gold value should read 90 ppb. In fact, in the original version of the paper (Bain, 1980), the gold value quoted was actually 60 ppb.Bain also refers briefly to some geochemical data which is attributed to me, and which I feel require some clarification.In addition, the paper contains some factual errors relating to the occurrence of carbonate and potential host rocks to Carlin-type gold deposits in the Candlow Formation.

Permian coal seams from the Tomago Coal Measures in the Northern Coalfield, New South Wales, were analysed petrographically and reflectance measurements made for each. Vitrite contents were moderate to high for most of the coals but for two they were very low.The mineral-matter contents were low to moderate by Australian standards. Different profiles of a particular seam could be correlated by petrographic methods.Standard seam profiles were drawn up and from these an idealized Tomago seam sequence was compiled. All the coals were of high-volatile bituminous rank. Their carbon contents, but not thcir reflectances, varied significantly with the quantity of vitrinite present.

A process for the recovery of cobalt from a speiss produced at Sulphide Corporation is presented. The speiss is leached in oxygenated sulphuric acid to dissolve the metallic iron at a pH of around 4. The resultant iron (11) is subsequently oxidized in the leaching vessel and precipitates as goethite. Acid is regenerated in the precipitation allowing dissolution of further speiss. Subsequent to the conversion of most of the iron in the speiss to goethite, conditions become sufficiently oxidizing to dissolve cobalt. Cobalt is not co-precipitated under the leaching conditions, yielding a pregnant solution containing the cobalt and some iron (11). The principal advantage of such a process is the significantly lower acid consumption over that obtained by complete dissolution followed by selective precipitation. An impure product of cobalt hydroxide can be obtained from the pregnant solution by neutralization.

The information age has definitely arrived and in fact has only begun to affect our business processes. Traditionally mining companies have been innovators and leaders with technology, but applying information technology systems to machines directly working on the mining extraction process poses challenges to those introducing the technology. Caterpillar is now presenting machine guidance and information systems for dozers, graders, blast hole drills, shovels, excavators, wheel loaders and trucks. These systems simply increase the flow of real information in real time and deliver it to the end users who can make informed decisions that effect real productivity gains and at the same time eliminate the role of the middle manager who used to monitor and control these activities. Technology also offers cultural changes that appear intangible, but offer significant gains to those that implement technology. Critics state that these intangible benefits are still available to traditional processes, however these intangible elements are never identified nor managed without the introduction of technology enhanced processes. The benefits of these technologies are real and dramatic, existing users offer impressive testimonials, but still the technology can be disproportionate in the time it takes to introduce to an operation. Caterpillar finds that senior to executive management needs to be a part of the technology introduction, to coordinate all departments and set technology strategies.

Australian rutile and zircon concentrates are refined raw materials and not manufactured products. The composition and properties of the grains are therefore fixed by nature. Specifications and assay certificates should take this into account by eliminating unnecessary provisions which only increase the time and cost of analysis.INTRODUCTIONThe raw material from which Australian rutile and zircon concentrates are isolated is beach sand on the coast of New South Wales and Southern Queensland. The principal current operations are in an area between Sydney and Brisbane.The sands consist principally of quartz particles, but they contain from 1 per cent to 50 per cent of a mixture of heavy minerals, including zircon, rutile, ilmenite, monazite, leucoxenic grains, chrome spinel, chromite, garnets, corundum, topaz, brown spinel, olivine, epidote, clinozoisite, tourmaline, magnetite, hematite, and cassiterite. The major components are zircon (25 to 60 per cent), rutile (25 to 50 per cent), and ilmenite (5 to 50 per cent).The so-called leucoxenic grains are not a definite mineral species but an alteration product of which the major components are titanium oxides and silica in varying proportions.Primary concentration is by gravity, using spirals or various forms of pinched sluice (Pullar, 1962), the resulting concentrates being redressed on wet tables. Platiniferous horizons such as the Merensky Reef that are mined chiefly for their PGE contents constitute one end member of a continuum of Ni-Cu-PGE sulfide deposits; Ni-(Cu) sulfide deposits in which the PGE may or may not be by-products represent the other end of this continuum. Although it has long been thought that PGE-rich sulfides can only be developed by magma mixing in large magma chambers, new PGE data for the Bushveld Complex suggests an alternate model to account for origin of mineralization in the worldÆs most important Pt producer. Briefly, this model suggests that PGE-rich sulfides were initially deposited at depth below the Bushveld Complex as a result of interaction of a S-undersaturated mantle magma with S-rich crustal rocks. These PGE-rich sulfides were subsequently re-dissolved by a second magma, which introduced the PGE into the Bushveld Complex magma chamber, where the PGE-rich reefs were formed due to cooling of these magmas. If this model is correct, it means that large layered mafic/ultramafic intrusions are not a prerequisite for the formation of economic PGE-rich deposits. Exploration for Merensky Reef-type PGE deposits can be greatly facilitated by documenting variations in the background PGE contents of non-mineralized rocks collected on traverses across mafic/ultramafic intrusions; the mineralized horizons occur at cross-overs in ratios such as Pd/Cu, Pd/Se and Pd/S.

The completion of the 3rd expansion at Queensland Alumina added 725,000 t.p.y. capacity to what was already the world's largest alumina refinery. Rated design capacity is now 2.0 million t.p.y. The expansion was achieved by adding a separate liquor circuit, interconnected with the old at strategic points. This effectively linked a new facility to the existing plant. The resultant problems in controlling plant flow highlighted problems which required considerable operator retraining. The process control problems caused by an inexperienced work force are discussed as are some of the solutions now under study at Q.A.L.

The BHP Billiton Cannington Mine uses paste as the principal method of backfill. The paste consists of mine tailings and cement. The pastefill process at Cannington includes a surface plant where the thickened total tailings stream is filtered using two vacuum disc filters operating in parallel. The filter cake is mixed with Portland cement in a spiral mixer to produce a paste at a specified yield stress and cement content. The initial system design only required paste to be delivered under gravity. In July 2001, Cannington Mine expanded to 1.8 million tonnes per annum. In order to achieve this, production commenced on five new levels underground, 350 metres horizontally from the paste plant. Due to the high viscosity of paste, this distance was too far to transport by gravity. Traditionally, paste has been transported only short distances (50 m) using positive displacement pumps, with very limited success. At Cannington, a conveyor was installed which was designed to achieve zero spillage into the environment. This paper discusses the innovative design strategies used to attain zero harm on the environment whilst conveying a material, which is difficult to transport.

Management of information systems for data collection is essential to maintain data integrity and continuity, and manage loss control on a large world-class mine such as Telfer Gold Mine. This paper aims to describe the individual systems and protocols of geological data capture at Telfer, then focus on Quality Assurance Quality Control data as an example of loss control in practice. Loss control systems are required to provide capacity, flexibility, structure and management tools to enhance data interrogation. The data that have been collected can then provide geological, financial, environmental, and contractual information to optimise management of business best practice. Telfer Gold Mine is a wholly owned and operated subsidiary of Newcrest Mining Limited. The mine is located in a remote area of NW Western Australia, and has been operating for 20 years. Geological data have been collected at Telfer since 1973. The data include drilling, assay, geological, survey, structural and geophysical data. Data management has evolved through many systems with data stored on many different hardware and software platforms. Commencing in 1995, collation, standardisation and validation of the historic data was completed. This has resulted in the first Access based drill hole database incorporating all available drilling data. This drill hole database, now hosted in SQL Server, is the hub for all geology related data management systems. The Telfer Gold Mine Geology Department has developed a series of inter-related database systems in order to manage the core geology business issues. Databases relating to drill hole planning, drill contract management, geological logging, accounting (standard costing, forecasting, invoice reconciliation), quality control (QAQC), and environment rehabilitation have all been developed to manage loss control. Management effort to provide adequate data systems and protocols has driven the system from concept to utilisation. The improved productivity, data integrity and data analysis capabilities provided by the new database systems at Telfer have allowed for greater confidence in decision making. Systems such as the drill hole and QAQC databases, when utilised in the proper manner provide up-to-date data analysis for resource audits and contract negotiations. The loss control systems are essential to maintain confidence in data integrity and hence directly effect the future of mining at Telfer.

That electricity is an important and valuable agent, the limit of whose capacity for utilisation is as yet unknown, is a truism; although enormous advances have been made, the possible developments are yet greater. Mining, along with other industries, shares already to a large extent in the practical utilisation of this agent. Electrical engineers have been employed for several years past in developing and applying electricity to all classes of machinery, and for every purpose where power is required and in no instance, that the writer is aware of, has its use been curtailed in favour of any other agency now known, while extensions are continually made. The first modern electric motor was shown at the Vienna Exhibition of 1873, and it was used to work a pump through a mile length of cable but it was not before 1878, that an electric motor was put into daily commercial use by Messrs. Chretian and Felix to work a beet sugar hoist. This early plant effected a saving of 40 % as compared with hand work.In 1879, the first Electric Railway was constructed for the Berlin Exhibition, and in the same year, Mr. T. A. Edison was running an experimental line at Menlo Park. The first electric line opened for the public, was constructed by Siemens and Halske, in 1881, at Lichtenfelde, and was 11 miles in length.

Alluvial gold deposits in the area studied are preserved on the valley floor and elevated terraces due to a sequence of glacial/interglacial events during Pleistocene and Recent times. Continued regional uplift has overprinted these events. Prospecting by drilling and bulk sampling has demonstrated a complex alluvial gold resource which is now being mined.

The upper amphibolite-grade mctasediments of thc rinaroo area, North Queensland, form part of a regional aurcole to the large Tinaroo Batholith and are the stratigraphic equivalents of the Hodgkinson Formation of gencrally low metamorphic grade. There is no evidence of any lithological unconformity.The higher grade metasediments have a more complex deformation history than is typical for thc surrounding region and this may bc due to one or a combination of two factors; an additional strain componcnt associated wilh the intrusion of Ihe Tinaroo Batholith, or a more marked finite strain response to the overall regional stress field within hotter. more ductile rocks.Four deformational events can be characterized within Ihc Tinaroo Area. Close to Ihe Tinaroo Batholith D1 and D2, arc so strongly developed that they disrupl the continuily of Ihe original Iithological layering. In the aureole region, D1 is strongly overprinted and its original fabric intensity is obscured, but both D2 and D3 display a mappable decrease in intensity away from the granite margin. These three deformations occurred during Carboniferous or early Permian time. D4 is later and only patchily developed.The broad, moderate pressure metamorphic aureole surrounding the Tinaroo Batholith is a typical of the CairnsCooktown group of Permo-Carboniferous granitoids. which usually develop narrow, lower pressure contact aureoles. Two periods of metamorphism are distinguishable. The first reached peak temperatures somewhat greater than 520°C, the second temperatures around 620-630° C immediately adjacent to the granite contact.Several cale-silicate lenses containing scattered scheelite mineralization occur within the area. Scheelite appears to have crystallized at the same time as the cale-silicate minerals, its appearance coinciding with the intrusion of the Tinaroo Batholith. Unlike many "skarn-type" scheelite deposits, the scheelite-bearing cale-silicates are Fe-poor, with no positive correlation between total Fe and W.

Mining ventures are essentially risky businesses. Explorers and project developers (plus their investors and financiers) attempt to minimise the risks involved or at least manage them. Core considerations are the obvious technical and commercial risks, but the socio-political system and regulatory environment in which the project will operate can be more important. Successful mineral investments in a country depend upon obtaining realistic and reliable technical results in a country that provides certainty, to gain and maintain investor confidence in a project. Brief commentary is provided on the usefulness of professional accreditation and ethics plus other specific reporting codes (eg JORC/VALMIN Codes) in reducing risks by reinforcing high technical competence and reputable individual professional behaviour (particularly in the context of currently perceived high corruption levels in so many countries). These various risk components are reviewed, especially in a global context, to showcase New ZealandÆs current position. Successful projects are those which provide investors with credible and reliable optimal results in less volatile environments because investors/lenders hate uncertainty and surprises even more.

Highwall stability is a major consideration in optimising opencast mine geometry. It involves assessing the risk of those slope failures that are large enough to have significant cost, safety and/or operational implications. These risks are then balanced against the value of the resource to arrive at an acceptable slope design. Load-deformation models (commonly referred to as ænumericalÆ models) of slopes provide a powerful tool in this decision-making process since they can be verified well before slope failure occurs. This gives the slope designer increased confidence in reviewing designs during excavation, potentially allowing early revision of pit geometry to either increase or decrease safety margins as appropriate. However, these models are not always adopted as they depend heavily on an appropriate choice of constitutive model and material parameters.   A preliminary load-deformation model of a 170m highwall in Solid Energy North (SEN) OperationsÆ Awaroa 4 opencast coal mine in the Rotowaro Coalfield has been prepared. This uses a strain-dependent constitutive model based on laboratory test results, strength parameters developed by SEN and excavation monitoring data. The laboratory testing has included triaxial compression tests on large-diameter fractured samples to characterise the stress-strain response of the closely-jointed soft rock masses that exist in many parts of the mine. Data from the monitoring of a 25m cut made during excavation of a haul road has been used to refine and verify the constitutive model. The resulting highwall model has predicted highwall crest movements corresponding to the excavation of each bench, for comparison with monitored values. Key model outputs are total horizontal movements of about 0.5m near the highwall crest and shear strains of 0.5-0.7% at the locations of potential bedding-parallel shear planes underlying the highwall. Most of the movement is expected to occur as creep rather than as an immediate response to excavation.
