Ensuring the success of a major resource development project, whether in the Gippsland Basin or elsewhere, is typically both a complex and costly process. It is therefore imperative from the point of view of the proponents of such a project - and in particular the financiers - that everything possible be done to minimise administrative confusion and delay in the establishment phase of the project, and to put systems in place which enable the project to run smoothly and efficiently in the later stages of its development and operation. An essential element in this process is ensuring that the project management is able to come to terms with and deal effectively with the relevant planning and environmental laws.

Since early-2001, Kalgoorlie Consolidated Gold Mines (KCGM) has successfully operated an ultra fine grinding (UFG) circuit to supplement its roaster capacity for the treatment of the refractory gold flotation concentrate. A second UFG mill was installed in 2002 taking the total UFG capacity to over 20 tph while grinding to 11 to 12 microns and achieving over 90 per cent gold recovery. A development program in 2002/3 involving plant trials, pilot plants and laboratory testwork resulted in process improvements and a better understanding of the milling and gold leach processes that assisted in narrowing the gap between UFG and roasting. This paper details the operation of the ultra fine grinding process at KCGM as a non oxidative treatment for the extraction of gold from a refractory ores.

Research in the field of cut-off grade optimisation has shown a relationship between cut-off grade, project life and net present value (NPV). Lane’s theory demonstrates that cut-off grades can be optimised in order to maximise project profitability. Although the theory forms the basis for many open pit mining projects, application of the theory in underground mining remains limited to-date. The main reason for this is the complex interaction between all processes in underground mine planning, which makes it difficult to apply Lane’s mathematical optimisation approach.Recently a new stope optimiser product was released. The AMS Stope Optimiser automates the design of underground stopes at user-defined cut-off grades and allows for rapid evaluation of mine designs at different cut-off grades. Using this software, an optimisation approach was developed and validated on an underground gold deposit in northern Sweden. Potential project NPV increased by approximately 30 per cent when using this new approach.Spatial grade uncertainty in mineral resources was identified to be a major risk in underground stope design. The optimisation approach was further extended to account for grade risk using estimated and stochastic simulated resource models. Certain copper ores from the Nchanga Copper Mine in the northern Zambia Copperbelt are refractory with respect to conventional beneficiation techniques. This paper reviews recent study of those ores to determine their mineralogy, textures and nature of copper occurrence. Two suites of refractory ores were selected for study: 1.  samples of stockpiled ores from an open pit, and 2.  drill core samples from copper ores. Both sample suites are from the upper orebody at Nchanga and contain about 0.3 - 1.4 per cent copper as determined by atomic absorption, but they represent separate stratigraphic, mineralogical and beneficiation problems. Ore microscopic examination showed that fine-grained copper sulfides are totally lacking from both suites of refractory ores. Petrographic study found malachite in the refractory ores from the open pit, but that malachite probably is post-mine. The opaque mineralogy of the open pit refractory ores is dominated by goethite that occurs mostly as pseudomorphic grains after pyritohedral pyrite crystals that average 200 - 250 ¦m across. Haematite occurs as bands within or as outer shells of the goethite grains. Additional goethite occurs locally as finer-grained areas of exotic goethite. The opaque minerals in the drill core refractory ores are dominated by euhedral ilmenite crystals about 50 - 175 ¦m long. Anatase is the dominant opaque mineral in some drill core samples where it is largely pseudomorphic after ilmenite crystals. Goethite accompanies malachite in unusual drill core refractory ores that have experienced intense hydrothermal alteration. Thus, ore microscopy and petrography showed that fine-grained chalcopyrite and bornite and pre-mine malachite were not the causes of the refractory nature of the ores studied. Electron microprobe revealed that most of the copper occurred in solid solution within micas. Application of automated SEM techniques has provided a detailed understanding of the distribution of copper in these refractory ores.

This paper reflects on the author’s experience working in site-based technical and management roles over a 29 year period, and the past 12 years in internal and external consulting roles. It discusses the author’s experiences and observations of operations management, and the significant value of the technical specialist’s role in providing management with information on what to base tactical decisions, which may or may not be part of a defined strategy.The landscape of mine management changes with the cyclical nature of commodity prices driving operating and capital prudence, as operations change their focus from expansion and growth to staying in the game. The role of the mine manager and management team in navigating through these changing times, attitudes and stages of the project life can influence the success or otherwise of many projects.Technical knowledge is one of the key drivers in realising or destroying the value of a project or operation. As managers focus on people management, management systems and processes, recognising and understanding value in underlying technical knowledge, and getting back to the fundamentals/basics, can be overlooked. In reaction to the fluctuating commodity cycle, managers implement changes through optimisation, fast tracking or parallel streaming, expansion projects and changes in the application of technology. These responses occur against the background of changes in the appetite for risk, acceptance of project uncertainty and changes in personnel which result in a loss of knowledge and experience – often at critical times.This paper shares the author’s experiences and lessons learnt in dealing with and observing these issues. Bacterial leaching of low grade quartz felspar porphyry copper ore was studied in large-scale laboratory percolation leaching columns.Limitations in the release of soluble copper showed up before fifty per cent recovery, due to occluding precipitates of iron oxides and hydroxides. Precipitates were removed by increasing the acidity of irrigation feed four-fold with respect to sulphuric acid. However, irrigation at low pH (pH 1.5) inhibited copper leaching. Resumption of bacterial leaching at pH2 was achieved by introducing a period of non-irrigation. The results suggest a 'direct' attack by bacteria on the chalcopyrite substrate rather than an 'indirect' ferric-leach mechanism.

Details on how Mount Isa Mines has achieved approximately 30 per cent cost reduction in backfill operations through innovations are given. The development of a rocky paste fill is explained.

IN this paper an attempt is made to describe the sluicing operations on the tin fields of north-eastern Tasmania. No claim is made to completeness, for much of the ground has already been covered, and nothing is to be gained by needless repetition. Since its inception in 1990, improved metallurgical processing technologies, coupled with mine planning enhancements and improved geological knowledge, have sequentially enabled better efficiencies and economies of scale at the Macraes Gold Project. Over a period of 11 years, processing enhancements have been achieved by: +        increasing mill throughput, from one million tonnes per year, to current throughput of 3.9 million tonnes per year; +        improving recovery rates, from 70 % to approx 84 %; and +        performance enhancement through innovation, eg the use of kerosene to combat ClL pregrobbing. Future processing improvements have been identified in optimising the ore feed and processing flowsheet. The introduction of the autoclave has transformed the process flow form a traditional 'mill headgrade and tonnes milled' operation, to a 'sulphur/gold ratio and sulphur tonnes oxidised' operation.

Ammonium nitrate-fuel oil (ANFO) explosives are unstable in hot, reactive sulphide-rich ground at Mount Isa. Under certain conditions associated with background heat, moisture, and chemical impurities from natural oxidation, ANFO composites in contact with hot ground disproportionate and the ammonium nitrate can undergo rapid exothermic reactions with sulphide.Reactions can occur in confined charges from prolonged contact with reactive sulphides, or by contamination with sulphide in loading. Partial interaction can result in misfires or premature detonation. Spilt, scattered and unpropagated explosive will undergo further reaction in sulphide-rich environments. ANFO-sulphide interaction is invariably exothermic and causes an irreversible chemical transformation of the ore.The heat generated during reaction may be dissipated, heating the environment, or rapidly accumulated to yield hot spots or areas in excess of 400°C. These can result in forced ignition of bulk sulphide and sustained combustion.Thermal analysis was used to define the critical conditions for ANFO-sulphide interaction and sulphide combustion.The occurrence of incandescent ore is attributed to the thermal interaction between exothermic hydrolysis oxidation, ANFO-sulphide, and combustion processes.Chemical agents and control methods have been developed to prevent ANFO-induced oxidation and combustion.

Many different approaches have been used in the past to characterise iron ore sinter mineralogy to predict sinter quality and elucidate the impacts of iron ore characteristics and process variables on the mechanisms of sintering. Characterisation techniques include optical image analysis and point counting, X-ray diffraction and scanning electron microscopy. Each technique has its advantages and disadvantages depending on the objectives of the measurement. It is generally acknowledged that silicoferrite of calcium and aluminium (SFCA) is very important to the quality of the sinter produced; however, strict definitions of the phases and textures of SFCA are not generally agreed. This paper summarises the state-of-the-art in sinter characterisation applied in Australia by both academics and industrial researchers. Two types of low-sulphidation epithermal mineralisation may be recognised in volcanic terranes. Chalcedonic Silica- Adularia-Illite type mineralisation is most common in rhyolitic terranes, whereas Crystalline Quartz-Illite-(Adularia- Kaolinite) type mineralisation is more typically formed in andesitic terranes. A third type of epithermal mineralisation, the high sulphidation or Vuggy Silica-Alunite- Kaolinite-Illite type, is also common in andesitic terranes. Episodic violent boiling, accompanying hydraulic fracturing and hydrothermal eruptions, characteristic of geothermal systems in rhyolitic terranes, is stressed for the formation of Chalcedonic Silica mineralisation. Such boiling of deeply circulating meteoric groundwater, with some magmatic fluid contribution, provides chalcedonic veining, episodic banding and brecciation textures, adularia stability, bladed calcite, and extreme loss of H2S from the fluid to cause major gold deposition. Crystalline Quartz mineralisation is probably caused by the mixing of shallow acidic groundwater with ascending deep geothermal fluids beneath andesitic strato- volcanoes. The cooling effect, oxidation, and increased acidity, overcomes the dilution effect, and results in quartz deposition, illite (and locally kaolinite) alteration, and precipitation of metals. Extensive formation of base-metal sulphides further enhances gold deposition. Violent boiling is restricted to local structural dilation sites, potentially producing high grade "bonanza" gold mineralisation.

Optimal drill and blast design is a process often neglected by many underground hard rock mines. This is even more important to the new mine where ring designs need to be implemented and refined in a short period of time. In today's environment where more and more mining is being carried out by contract specialists it is the co-operation between a principal and contractor, who are working towards a common goal, that achieves the highest quality end result. The development of drill and blast designs that cause minimal damage to the mine infrastructure is particularly important to Northparke's E26 Block Cave Mine, as it consists of a single extraction level which must survive intact for the life of the mine. The advanced undercut mining method implemented at Northparkes is fired in a sequence which protects the mine development from potentially damaging abutment stress. This paper details how blast designs will be optimised and sequenced to satisfy the conflicting objectives of maximum rock breakage inside the drill pattern and minimum rock damage outside the pattern.

Leading Article from "British Medical Journal," London, 4th, November, 1944.Assuming that silica exerts its injurious effect upon animal tissue through a slow transformation into silicic acid, Denny, Robson, and Irwin thought that if the solubility of siliceous material retained in the lungs could be suffciently reduced the usual fibrotic response could be diminished or prevented. They discovered that aluminum powder rendered siliceous material insoluble in vitro by coating the silica particle with a thin film of gelatinous hydrated alumina, which on drying formed crystalline alpha aluminum monohydrate. The presence of this adsorbed layer on the surface of the quartz was shown by staining it with aurin. That metallic aluminum dust produced no fibrosis in the lungs was demonstrated by dust-inhalation experiments on eight rabbits. Attempts were therefore made to prevent silicosis by mixing quartz with metallic aluminum dust.Animals exposed to quartz dust developed typical silicosis in about five months, but the addition of 1 per cent. aluminum powder prevented this even after exposure had been lengthened up to 22 months, provided the aluminum powder was of a particle size below 5. This year Crombie, Blaisdell and MacPherson have reported the treatment of 34 silicotic miners by the daily inhalation of fine aluminum powder freshly ground from small aluminum pellets in a specially constructed mill. Daily treatment began with five-minute inhalations, which were gradually increased to 30 minutes. Some of the men received 300 treatments, but the majority only 200. Out of the 34 cases thus treated clinical improvement was manifested by lessening or disappearance of shortness of breath, of cough, of pain in the chest, and of fatigue. In 15 cases the condition became stationary and remained so in spite of continuous employment in silica dust throughout the treatment. The progress of the disease was assessed by means of tests for respiratory function repeated at three-monthly intervals. Obviously this treatment cannot be regarded as a cure for silicosis, since it cannot restore lung tissue which has undergone fibrotic change; but Crombie and his colleagues believe that the inhalation of finely particulate aluminum powder offers every prospect of preventing the development of human silicosis.In view of these findings, it is surprising that repeated papers by Goralewski from Germany describe various types of lung disease attributed to aluminum dust, and press for them to be scheduled under the Workmen's Compensation Act in that country. Seven hundred workers were investigated. They were making, probably by a stamping process, aluminium powder containing about four milliards of particles of dust per grain, and are reported as complaining of dry cough with pain on breathing, shortness of breath, poor appetite, and gnawing abdominal pain. Namakwa Sands, a heavy minerals beneficiation business situated along the west coast of South Africa, is a major producer of titanium slag, pig iron, ceramics quality zircon and rutile concentrate to the international export market. The bulk of the economic mineralisation, which includes zircon, rutile, ilmenite and leucoxene is hosted by a late Cainozoic aeolian succession overlying remnant palaeo-strandline sediments. Relatively younger duricrust layers that cement a significant part of the generally unconsolidated ore compounds the challenging processing character of the primary mineralogy. The complex nature and hardness of the duricrust ore influence their mineability negatively, and can potentially destabilise downstream ore preparation processes. Effectively, up to ten per cent of the entire mineral resource is sterilised as the present infrastructure is not geared to treat the hard-mineralised ore. The metallurgical performance of the primary processing stage, which entails wet density separation, is strongly a function of the quality of the heavy mineral assemblage, liberation state of the economic minerals and slimes content. Elevated concentrations of garnet, a gangue contaminant exhibiting similar physical characteristics as the economic minerals, subtract substantially from the recovery performance of the secondary concentration process, which comprises mainly wet magnetic separation. By contrast, the intrinsic mineral purity of the economic fraction governs its successful recovery to saleable products as stringent product quality specifications apply. Improved mine planning through geometallurgical enhancement of the existing mineral resource model is envisaged to benefit the entire Namakwa SandsÆ mineral beneficiation chain, ultimately aiming to optimise mineral resource utilisation.

ON mineral lease 38 of the Sulphide Corporation Limited, Broken Hill, a shaft was sunk in the early days Ior prospecting purposes and at the present time it is accessible as far as the 1000-ft. level where a connexion exists with the main workings of the Corporation's Central Mine, mineral lease 9. About the year 1895· a crosscut was driven east from this shaft at the 1330-ft. level cutting the Central Ore-body in mineral lease 9 and the shaft is supposed to extend a further depth of 25 ft; but no records of any of this work are in existence, the whole of the evidence being based on hearsay and memory:Fig. 1 shows the position of the Extended shaft in relation to the main workings. THE method depends upon:--1. The position of the mill.2. The space available for stacking the residue.3. The nature of the residue as discharged from the mill.4. The requirement of the residue for underground filling.Originally the conditions in this district varied mainly in the position of the mill, some mills having an elevated site with plenty of dumping space for the time being, whilst others had a flat site, and very little dumping space near at hand; but in most cases the residue discharged was in the form of filter-press cakes, suitable for conveying on belts, or in trucks, and stacking in a high clump; and, while a portion of the residue was used for underground filling, the dump was regarded as a valuable asset, to be re-treated later. Under these conditions, conveyor belts, electric trams, aerial trams, and hose trucks, all gave satisfactory results, and the following figures, taken from "'West Australian Metallurgical Practice," will show how these methods compared as regards costs...

OZ Minerals Limited owns and operates the Prominent Hill Copper-Gold Mine, located 140 km southeast of Coober Pedy in far north South Australia. The Prominent Hill mine comprises an open cut mine with an initial 10 year mine-life and an 8 Mtpa conventional grinding and flotation plant to produce high quality copper-gold-silver concentrates, which are exported by road to local customers and by rail to the port of Darwin for shipment on to Southeast Asian smelters. Mine and process operations at Prominent Hill are licensed to abstract a water supply of up to 26 ML/d, sourced from a borefield located 40 km and extending to 80 km east of the mine. The arid climate of the broader Prominent Hill region means that groundwater is important for sustaining community and pastoral industries in the region, and security of water rights for third party users is a critically important water management issue posing a significant challenge to the development of Prominent Hill. Depth to water table and the typically high salinity of groundwater in the region means there is little environmental dependence on groundwater within the immediate Project area (mine lease and wellfields). The Prominent Hill mine and associated infrastructure lies within the South Australian Far North Prescribed Wells Area (FNPWA), which was principally defined to ensure the ongoing security of the ecologically, socially and culturally significant GAB springs, of which the closest are found around 150 km northeast of Prominent Hill, and only 50 km northeast of the water supply borefield. Prescribing of the FNPWA meant that OZ Minerals was required to demonstrate to both State and Federal Government agencies that the mine's water supply is independent of that which supports GAB springs and other third party water users in the region. Recognising these potential obstacles, OZ Minerals successfully defined and developed a previously unknown industrial quality groundwater resource, separate from other important groundwater resources in the region that supply community, pastoral and environmental users, ensuring third party water user sustainability.

"Fluidised-bed flotation has been demonstrated over the last 16 years as an effective method for improving the flotation recovery of coarse particles. This technology has been successfully deployed into the industrial mineral sector with multiple installations within phosphate beneficiation plants and potash mills. Due to the minimal mineral surface expression required when utilising this technology, more recent studies have centred on the applicability of using this HydroFloat™ technology for the recovery of coarse sulfides and base metals. Multiple approaches have been investigated to determine the best means for implementing this novel coarse particle flotation system into both existing and new plant circuitry. These include the treatment of tailings to recover values that have been lost using conventional technologies and also the direct treatment of a coarse feed, either within the grinding circuit or by use of a separate split-feed flotation approach. Recent applications of the technology will be presented along with data generated from several test campaigns and ongoing research investigations.
