New ZealandÆs share of global greenhouse gas emissions, at about one fifth of one per cent, is very small. But the profile of those emissions is unique among OECD countries; more than half come from methane and nitrous oxide associated with livestock agriculture. Consequently, fulfilling its obligations under the Kyoto Protocol is potentially quite onerous for New Zealand.In this paper we use a single region, static general equilibrium model to assess the implications for New Zealand of various climate change policy options. The energy and agriculture sectors are modeled in a detailed manner to enable realistic simulations to be carried out.Choosing an optimal set of policies is made more difficult by the fact that New Zealand relies heavily on emission intensive sectors for much of its export earnings. For example, one emission intensive sector alone, dairy, accounts for over 20 per cent of all merchandise exports. Avoiding carbon leakage is therefore an important consideration in selecting appropriate greenhouse policies.Our analysis shows the degree of sectoral adjustment required is substantial. In addition, the total costs depend on the uncertain level of variables such as the global carbon price and the level of afforestation activities in New Zealand, ie the rate of new forest planting.

Avoca Resources LimitedÆs Higginsville Gold Project has a resource base of over 1 300 000 oz of gold. The Trident underground mine, which forms the basis of the project development, has a resource base of 927 000 oz of gold. Avoca is building the Higginsville Gold Project based on a minimum ten year vision, producing over 150 000 oz per annum. The project development has taken less than three years from the Trident discovery hole in October 2004 to the first ore production in June 2007. This paper discusses the background work associated with the development of the Trident underground mine in a difficult period for new project development in Western Australia. The resources boom, led by the iron ore industry in the Western Australian Pilbara region, is creating cost pressures and, combined with a lack of people and equipment, is placing cost and timing stress on a small developing project. Avoca Resources has developed a project execution management strategy aimed at mitigating cost blow outs and schedule delays.

It has been thought in the past that New Zealand had ample coal reserves, able to provide fossil fuel supplies well into the future. Such is not the case and every effort must be made to achieve the highest possible extraction rate in all new coal mining ventures. While the relative cost and availability of completion or fuels has been largely responsible for the slow growth of coal production in the past, a world shortage of fuels has given coal a new importance and required better utilisation of coal reserves. New mining ventures in thick-seam coal deposits cannot be planned and designed without geotechnical investigations designed to provide information required by the mining engineer and analyst. Finite element analysis of mine workings may provide essential information on the optimisation of mining techniques and the design of underground support and roadway shapes.

"Recognising that the mining industry is wedded to the break-even cut-off grade rather than a cut-off grade that optimises value, the author examines some perils and pitfalls in the use of break-even grades that lead to what the author calls ‘negatively geared ore reserves’.Negatively geared ore reserves occur when a portion of the ore reserves actually has a negative value and is effectively being subsidised by the more profitable portion of the ore reserves. This situation is generally difficult to detect with the level of information available to the public investor. The ore reserves can still be quite profitable in total, but now possess a level of risk that may not be appreciated.The risk profile (financial risk) of a negatively geared ore reserve is far greater than for a non-negatively geared ore reserve. Like a negatively geared investment property in a falling property market (for readers familiar with the Australian tax minimisation investment strategy), when the price of a commodity falls, a company that possesses a negatively geared ore reserve loses value at a magnified rate relative to a company that has a neutral or positively geared ore reserve. In the extreme case of a major commodity price reduction, as happened with the gold price in mid-2013, the negatively geared ore reserve can easily become negative value in total, not just in part.The negatively geared ore reserve is sometimes intentional – for instance in order to increase published ore reserve tonnages and meet the CEO’s key performance indicators – but is also often unintentional, resulting from various errors in the break-even calculation. Common errors in calculating a break-even grade include using fixed metallurgical recoveries, not including allowances for ideal laboratory versus real plant results, ignoring available operational data and using modal rather than mean parameter values in cost and performance calculations.This paper examines a common value distribution profile in many ore reserves and the effect of common break-even grade errors on this profile.CITATION:Poniewierski, J, 2016. Globalisation and consolidation is resulting in the mining industry coming to be dominated by a small number of very large companies seeking to lever assets and knowledge to create wealth. As an important service provider to the mining industry, the minerals tertiary education sector needs to understand these global drivers and respond to them. However, it is under-resourced and its sustainability is under challenge in all Western countries. Through the establishment and funding of the Minerals Tertiary Education Council (MTEC), the Minerals Council of Australia (MCA) has provided a unique opportunity to build a national, world-class minerals tertiary education environment in Australia that can be sustained in the long-term. This paper reviews how the global changes occurring in the mining industry provide the model for what needs to occur in the minerals education sector and how MTEC is the logical vehicle to facilitate these changes. It concludes by suggesting that the time has come to integrate the minerals tertiary education providers into one business. Furthermore, the vision should be for a global mining education academy based around a virtual university capable of servicing the cultural diversity and continuing education needs of the global minerals industry.

The Ngakuru zeolites are located about 20 km south of Rotorua and comprise a number of deposits dispersed along several fault lines. Relatively recent volcanic activity (250,000 years ago) resulted in ash depositions that vary in depth and mineralogy. Subsequent variable thermal alteration intensities generated predominantly clinoptilolite and mordenite zeolites with a range of physical characteristics. Typically the zeolites have low density (650 kg/m3), have high liquid (60% of dry weight) and odour absorption characteristics, and a high affinity for soluble cations (CEC =: 100 meq/100 g). Traditional kitty litter and oil absorbency markets are being expanded. New opportunities in waste and potable water treatment, organic and synthetic slow release fertilisers, use as a light weight aggregate for speciality concretes, and pozzalome activity are currently being researched.

The necessity of effective dust suppression measures during excavation work is just as uncontroversial in tunnelling as it is in mining. In many respects, in fact, the applied technology is comparable. Notwith- standing, given more careful appraisal, it becomes evident that very different starting conditions exist in both these fields: In mining, there are for instance, well organised firms, which in many cases have been active for several decades, carrying out the required drivage and winning operations - and although there are also experienced firms in tunnelling, these generally speaking form a joint venture in order to accomplish a certain project. These "tunnelling firms" which are formed for a short term, normally only exist for a period of two-to three years. They con- stantly reorganise themselves: from the site supervising engineers by way of the foremen and shift overseers to the gangs working on site. The "firm's headquarters" are also re- located when a new project is started up. Then of course, there is often pronounced fluctua- tion among the crews of a single tunnelling project. Seen from this point of view, a safety expert in tunnelling has a far more difficult task than one in mining. He has not the advantage of knowing every corner of the mine for years if not decades on end, of being familiar with the overall organisation of the enterprise let alone knowing many of the men at the face. This ideal prerequisite for effec- tive decisions pertaining to suitable measures for industrial safety and accident prevention taking all weaknesses into consideration given the interplay of the most varied system com- ponents, can practically only be arrived at in mining.

Bowen Basin coalmines suffer from hot and humid ambient conditions during the summer period. The ambient conditions combined with high VRTs, increasing depth of working and significant equipment heat loads results in heat issues underground. Coalmines operate under heat stress management plans as required by legislation with associated trigger action response plans (TARPs). Some mines also employ refrigeration as part of their heat management strategy.A recent case study was conducted on a mine producing about 4.5 Mt/a from their longwall and experiences summer surface ambient temperatures of about 23.5ºCwb. The expected virgin rock temperature is 46ºC at 300 m depth. The mine currently introduces a modest amount of surface cooling at the portal using ‘off-the-shelf’ air conditioning units. This system does not effectively manage face temperature primarily due to positional inefficiency.Underground conditions remain hot in summer and work is typically undertaken in accordance with the Heat TARP. This has a direct impact on the productivity of crews, worker comfort and also negatively impacts the workforce morale. The mine commissioned a study to determine a refrigeration strategy aimed at maintaining underground conditions below TARP levels 90 per cent of the time.The ventilation network model was calibrated against actual temperature data to simulate the heat loads including longwall, conveyor system, strata and auxiliary diesel fleet. This model was then used to determine the cooling requirements for bulk surface cooling, bulk underground cooling, surface district cooling and underground district cooling strategies.These estimates were used to undertake a total owning cost trade-off for the different strategies. The study concluded that a chilled air shaft has the lowest technical risk but the highest total owning cost due to shaft development needs. Introducing chilled water to an underground cooler via boreholes offered the lowest total owning cost and was therefore recommended.CITATION:van den Berg, L and Olsen, M, 2017. The outstanding environmental management initiatives undertaken by Novacoal at its Western Main Site near Lithgow in New South Wales over the past five years are detailed in this paper. These initiatives have been based on a combination of proven and innovative investigation and implementation techniques, close consultation with regulatory authorities and full support by colliery management. The results of these initiatives have enabled the colliery to exceed its pollution control obligations from a base well below industry standards. The initial poor condition of the mine was the result of over 50 years of traditional mining which paid little regard to environmental management. The transformation of the colliery within such a short period, with limited capital, is considered a model for the N.S.W. coal industry.

Andesites are a major source of aggregate for much of the North Island of New Zealand. There are regional differences with respect to some important properties of the andesites. Some are reactive with cement and are designated as potentially deleterious or deleterious by the concrete industry. Other andesites, particularly those that are slightly altered or weathered, have rather high Plasticity or Clay Indices and perform poorly in road construction.   The performance of the andesites has been investigated and can be shown to be determined by: +        the chemistry of the rock which in turn determines the chemistry of the glass in the rock; +        the presence of large amounts of groundmass glass in the rock; and +        the nature of the superimposed alteration processes. Environment of extrusion and how rapidly the rock has been cooled or chilled are also important as they determine the fabric of the rock and how much glass will be present in the rock.   There are three main types of alteration that affect the quality of the aggregate: 1.   hydrothermal alteration, 2.   late magmatic alteration associated with the devitrification of glass, and 3.   weathering.   Each of these alteration types produces different alteration minerals. In fresh andesites the devitrification of glass has an important affect on the rockÆs properties. The Taranaki andesites are shown to have unusually (in comparison with other North Island andesites) high Na2O contents, held in the groundmass glass, which is the fundamental reason for the high alkali û silica reactivity of these andesites.

The role of government and the community has changed significantly over the last two decades in relation to environment protection, particularly in the mining sector. Increased community expectations have moved well ahead of regulatory requirements, and there is now a much greater appreciation generally of the concepts of ecologically sustainable development and intergenerational equity, and the gap between current practice and practices which would be in harmony with these concepts. Besides providing a `safety net' through regulations to ensure that basic environmental performance standards are met, government is now working proactively with the mining industry to encourage higher levels of environmental performance. This paper describes some initiatives between the Commonwealth government and the industry designed to achieve these higher levels of environmental performance, through programs aimed at the paradigms of best practice environmental management and continual improvement.

During a mineral exploration program in an environmentally sensitive area nearMount Painter in South Australia, a helicopter was used to position, construct and service drilling rigs in order to avoid the need to create new access tracks. The drilling program was designed to optimise the advantages of natural landforms in order to minimise the environmental impact of site construction and drilling activities. This minimisation of land disturbance reduced the required amount of rehabilitation measures to the extent where all impacts of the helicopter-supported programme had disappeared within 12 months of completion of work.

Amorphous silica deposits have been identified at Tikitere and Taheke near Rotorua. Two areas at Tikitere have been surface sampled and drilled to establish a resource of amorphous silica in excess of one million tonnes. A pilot plant was established to develop a process to manufacture a high quality super pozzolanic material. This development process took two years before a commercial product was introduced to the construction industry in 1996. The amorphous silica product, marketed as Microsilica 600, is used as a pozzolanic material to produce high quality strong and durable concrete, sprayed tunnel linings, mortars and grouts. Microsilica 600 has been used locally and exported to 11 countries.

Truck fires in a tunnel can create heat release rates (HRR) significantly higher than 100 MW. Because of a fast spread of smoke and heat the self-rescuing period is shortened significantly. Furthermore, it was experienced that firefighters are not able to approach the fire because of enormous heat and radiation. As consequence, the fire may spread to adjacent vehicles, which is reported for distances of more than 50 m. Tunnels can be damaged severely by fires and the repair works causes long closing time of tunnels. In addition to direct costs for the refurbishment of the tunnel, further economic losses will occur due to the closure time. Conventional deluge systems in Japanese and Australian road tunnels have been known since the 1960s. During the last years the research work was concentrated in the development of more effective and cost-effective solutions based on water mist technology. Orientating fire tests as well as specifications of minimum requirements were carried out within the European research project UPTUN. This basic work was extended by the safety of life in tunnels (SOLIT) research project, funded by the German government. The scope of SOLIT was not only to study the effects of water mist fire suppression systems in tunnels, but also the interactions with other safety systems, such as fire detection, passive fire protection or ventilation. Furthermore, the integration of active fire suppression systems into a holistic tunnel safety system was part of the work program. Within this research project a large-scale fire test program with more than 50 fire tests, including 25 truck fires with a potential HRR of almost 200 MW, was carried out in the test tunnel of San Pedro des Anes (Spain). Furthermore, a two-week testing and training period with the Madrid Fire Brigade was carried out after the SOLIT program. Two fundamental results were achieved during the fire tests:Primarily, water mist systems are able to control the HRR of fires in tunnels, so the atmosphere will be improved significantly. Hazardous effects of toxic smoke on people will be reduced and due to the reduction of temperatures and radiation, a firefighterÆs approach is improved significantly. Furthermore, the fire spread will be hampered and the thermal load on the building structure also be reduced. Secondarily, due to positive interactions with the ventilation system, the effectiveness of a tunnel ventilation system, longitudinal as well as semi-transversal, is increased significantly. Based on the results of the SOLIT research project, a water mist system was applied into several parts of the M30 tunnels in Madrid. As a basic principle the technical equipment and the methodology of implementation comply with the UPTUN 251 guidance, recommending minimum standards for water-based fire suppression systems in tunnels.

Also the changing way we do business and what are the skills needed to manage that change and diversity. How are Associations and Institutes responding to this ever changing environment? More specifically, what is my Vision for the Institute to assist professionals to achieve greater and continuing professional excellence in their chosen professions?

A geologic, petrographic and geochemical study has been performed on the pyroclastic flow deposits in the coastal area of East Zhejiang Province, Southeast China. This study leads to classification of the pyroclastic flow deposits into three associations: the extrusive type, the surge type and the ash flow type welded tuff associations. Through detailed investigation and comparison of the characteristics of these lithologic associations, with emphasis on the welded tuffs, a comprehensive model has been proposed to demonstrate the petrogenesis of the pyroclastic flow deposits.

A novel approach to validate size distributions obtained from bubble sizing techniques is introduced. The experimental rationale consists in verifying whether the output features the anticipated bi-modality when two uni-modal populations (ca. 0.5 and 5 mm) are mixed in a bubble column. The degree of deviation is quantified by comparing the calculated and real proportions on a volumetric basis. A sampling-followed-by-imaging technique was used to proof the concept. The results showed the anticipated bi-modality in which the real and calculated proportions corresponded with a deviation of less than 15 per cent, considered good given the severity of the test. However, the deviation was correlated to the superficial gas velocity (Jg) in the column and was consistently against smaller bubbles. Possible sources of bias are suggested.
