Mining in Western Australia places significant economic and environmental responsibility on Government and the mining industry. Groundwater abstraction is regulated by the Department of Water. The Department has recently issued a guideline for Pilbara mines, and this paper focuses on the Pilbara for its examples and studies. The guideline is intended to form the basis for developing a statewide policy, consistent with reporting and assessment policy.With rapid expansion of the mining industry between 2005 and 2008, the groundwater resources in the Pilbara region of the State are under increasing pressure. Significant new management and regulatory issues arising recently include: cumulative impact assessment; disposal of dewatering excess by discharge, sharing or reinjection; life-of-mine approvals and closure planning; closure water quality including metals concentration in pit lakes; and in situ leaching mining methods and their impacts on regional water resources (and change of State Government Policy with respect to uranium mining).

Haymont (2012) notes that in parts of Australia significant areas of mining disturbance cannot be relinquished. In Queensland it has been estimated that by 2010, just 0.3 per cent 507 ha of mining disturbance had been rehabilitated to the regulator’s satisfaction (Short, 2015).One reason for this poor record is the presence of inappropriate, unachievable or unmeasurable rehabilitation targets (Glenn et al, 2014; Butler, Anderson and Sexton, 2015). In the authors’ experience in Queensland many mature operations have licence conditions that hinder the achievement of sustainable outcomes or prevent successful validation of rehabilitation success. This creates a lack of certainty for industry and a lack of confidence in the community that the sector can deliver good rehabilitation outcomes (Short, 2015).This extended abstract presents a framework approach that has been applied at two contrasting operations. Without the changes presented, the goal of progressive rehabilitation certification, reduction in financial assurance (FA) and a path to surrender at these sites would have been impossible. Mine planners frequently face the challenge of mitigating the impact of climatic events on mining operations, such as floods and droughts. Specific water management infrastructure can be implemented to meet operational requirements in response to these events. However, the effect of flood protection, for instance, may reduce the resilience of the site to drought. The probability and duration of unfavourable climate sequences significantly influences the net present value (NPV) of implementing specific water management infrastructure.Good life-of-mine planning will consider the incremental development of the project, and provide staged development plans. Granulation of the iron ore blend and the additives is the foremost step in the agglomeration of iron ore fines to achieve a permeable bed during sintering, which is crucial for sinter productivity. This study investigated the granulation of four types of blends to determine the impact of granulation on bed permeability. The blends were granulated in a rotating drum at various moisture contents and their JPU permeability was measured at each moisture content in a permeability pot (diameter 95 mm and height 500 mm) at various flow rates. Several independent experiments were carried out to investigate the changes in permeability when mixtures of different particle size range (-1 mm and +1 mm) were introduced into a packed bed with a larger particle size range (-6.3 mm to +4.0 mm). The results revealed that the addition of particles in the -1 mm size range had a more pronounced negative impact on permeability compared to particles in the +1 mm size range. This can be attributed to the relatively higher energy losses (mainly inertial) associated with the presence of -1 mm particles in the mixture. The findings were used to quantify the granulation process based on the -1 mm particle size fraction in the granulated mix and their utilisation (denoted by UI-1 mm). For achieving optimal permeability in a specific blend, it was found that a UI-1 mm (utility index of -1 mm particle size) ranging from 0.82 to 0.92 was required. However, exceeding a UI-1 mm value of 0.95 resulted in weaker granules prone to deformation and led to decreased bed permeability. The study also showed that the UI-1 mm was highly dependent on the water addition per kg of -1 mm in dry feed and suggested adding ~80 to 110 mL of water per kg of -1 mm in dry feed to attain the best possible permeability. Additionally, the research proposed a mechanism involving the melting of granules at high temperatures and highlighted the influence of -1 mm particles on bed permeability during the sintering process.

In process simulation, more reliable prediction of industrial results and evaluation of data for design purposes and process optimisation may be attained by the combined use of: the modelling and simulation of ore characteristics, and 2. the modelling and simulation of the process. It is well known that geostatistical methods allow the defining of models of orebodies in which the variables considered are the grades of the valuable components. These models are proper for reserve estimation, geostatistical contouring, design and simulation of the exploitation method, and, in addition, for evaluating the variability of the ROM which is expected to be fed to the processing plant. However, no data are normally incorporated in the orebody model in order to evaluate the ore characteristics relevant for a reliable process simulation. The procedure for process simulation aimed at predicting plant results normally used so far consists in collecting samples from different orebody sites and building up a so-called 'representative sample'. On this sample, the ore characteristics (eg liberation, washability, grindability, etc) and the processing tests are referred to as the 'average behaviour in the orebody', assumed constant. A more reliable methodology consists in collecting samples from different orebody sites, in performing tests to characterise the samples from the point of view of the process (ore patterns), and in using synthetic parameters (process features). The values of the parameters are processed using geostatistical methods in order to develop a model for simulating the feed to the process. The estimation may thus be referred to the amount of recoverable minerals instead of to the existing minerals. Furthermore, the selection of the processes, the sizing of equipment and the design of control devices, as well as the prediction of results, become more accurate and reliable.

Resource rent tax is a form of taxation or royalty, which only become effective at such a time as a pre-determined rate of return has been achieved by an operation. The offshore petroleum industry in Australia is already subject to RRT as is the Roxby Downs (Olympic Dam) Mine in South Australia. Both the mining and petroleum taxation regimes in Papua New Guinea include a resource rent tax component called Additional Profits Tax (APT). The implications of the current form of Additional Profits Tax for shareholder cash returns are that the tax burden on the operation may suddenly increase at some stage in the life of the mine, if and when the threshold level of profitability for the tax to be triggered is exceeded. From that point in time onwards the cash return to the shareholders on the capital invested is greatly diminished. For mining companies in Papua New Guinea, the effective tax rate increases from 35% to 57.75% as a result of the onset of Additional Profits Tax. This tax rate penalty is so severe that there appears to be merit in considering the concept of managing profitability through time rather than purely maximising annual pre-tax profits as is currently the case in most mining operations. This would have the benefit of deferring or perhaps preventing altogether the onset of the tax. One possible method for the effective management of profitability is through the control of average mining grade by cutoff grade manipulation. Traditional cutoff grade theory has usually considered taxation as a direct cost at a fixed or variable percentage of annual profits. As a result of this most analyses are conducted on a pre-tax basis. If tax is included in analyses it is usually present as a time independent function of gross profit. Additional Profits Tax is both time and rate of return dependent and therefore not adequately accommodated by currently accepted cutoff grade theory. A review has been made of the effects of resource rent taxes on both the investment decision-making process as well as possible development and mining strategies which may be employed by mining companies faced with Additional Profits Tax. The review includes examples based on the structure of Additional Profits Tax which is levied in Papua New Guinea.

In the introduction to a recent paper dealing with, the relationships of magnetite and hematite in the banded iron formations or "jasper bars" of the Western Australian pre-Cambrian(17)t the author made a brief mention of these interesting rocks, of the principal series in which they occur and of a few of the rock and mineral types to be found within them.He drew attention to the essential shnilarity of these Western Australian banded iron formations to those of the pre-Cambrian of such other countries as the United States Lake Superior region, Sweden, South Russia, India, South Africa and Brazil, and gave a brief summary of his views as to the origin of the formations in Western Australia. Furthermore he stated that the banded iron formations have proved of considerable direct economic importance in the goldfields and other' regions of Western Australia, and he referred to the assistance they have provided the field geologist in geological mapping and the determination of geological structures.It is in elaboration of this last statement that the present paper has been written. In the following pages will be found some examples of the use to which the jasper bars have been put in the determination of the geological structure of critical areas in the goldfields of the State.Firstly, however, it may be as well to recapitulate the features of interest in these rocks. The true jasper bars or banded iron formations including the types jaspilite, banded hematite quartzite and banded magnetite quartzite or chert, together with their higher grade metamorphic derivatives such as banded magnetite-gruneri~ quartzites, magnetitegrunerite schists, fayalite ,and hedenbergite bearing handed magnetitegrunerite quartz rocks and' to 'a lesser extent magnetite-hypersthene grunerite quartz rocks, are abundant in the older series of the Western Australian pre-Cambrian. They are best developed in the older Greenstone or Kalgoorlie series of the goldfields districts, interbedded with metamorphosed basic lavas, tuffs and sediments. The mineralogy andpetrology of these rocks, the history of their metamorphism and their origin have been discusseq elsewhere in some detail by the author(19), (20). In one of the papers(20) it was clearly demonstrated that in the light of the true facts the old silicified shear zone theory of the origin of the jasper bars is quite untenable and that the formations undoubtedly represent sedimentary horizons as was recently pointed out by McKinstry(14).It has also been shown that banded ferruginous cherts, quartzites and cherty carbonate rocks of much lower metamorphic grade are well developed...

This paper is concerned with the influence of engineering geology on design of Wall Control Blasts. In the Introduction, the Blast Management Framework and the Blast Design Requirements classification system (previously developed by the author) is drawn upon to set the context. Blasting objective for all wall control blasts involves both profile and damage control. Four classes of approaches for blast design are outlined and briefly discussed. Five distinct wall control blasting techniques are summarised. The general relationship between geology and blast design is explored in the paper. Influence of geology on pre-split and post-split design and blasting direction is highlighted. Wall damage modelling from the closest row of blastholes is also introduced using the Analytical Damage Model (ADM). The relationship of rock properties and explosive selection and in particular the Mach wave generation is introduced to assist blast designer in this regard. Finally a Conceptual Model that relates vibration, damage and rock mass condition has been presented along with some applications that have been undertaken by the developer. Eight conclusions have been formulated based on extensive work in this area and the current study.

There is an increasing trend in the extraction and development of copper resources from complex deposits. The complex deposits pose mineral processing challenges, as they often contain low grade copper ore, relatively large quantity of clay minerals, complex texture, very fine disseminated ore, high amount of pyrite, and high level of impurity elements such as arsenic. With the amount of arsenic in concentrates increasing and with environment, occupational health and safety regulations becoming more restrict, there is a need for a processing method that results in no arsenic emissions and captures all arsenic while immobilizing it in a compound that is stable under a wide range of conditions, so it is suitable for long-term disposal. Some development work has been undertaken to examine the most effective arsenic treatment option for complex orebodies that contain arsenic, but a technically robust and economically viable option has not yet been developed. Previous research has demonstrated the possibility of separating arsenic-copper sulphides from other copper minerals by controlling the potential of the flotation pulp in the single mineral systems. The selective flotation of enargite from copper sulphides in a real complex ore system was studied by Tayebi-Khorami (2016), which is summarised in this paper. CITATION: Tayebi-Khorami, M, 2018. The Late Miocene gold-silver bearing epithermal system at Waihi has some close similarities in its paleo-thermal and -geochemical structure with modern, volcanic-hosted geothermal systems such as Ohaaki-Broadlands. At Waihi an extensive braided quartz vein system is enveloped by hydrothermally altered andesites with minor tuff breccias and tuffs. A main stage of vein filling consists of multiple phases of chalcedonic quartz and fine to medium grained quartz, which are accompanied by pyrite, sphalerite, galena, chalcopyrite and acanthite below the base of oxidation. Platy calcite is present locally. Fluid inclusion studies indicate that the main stage quartz was deposited at temperatures of 189¦-273¦C from dilute (T¦ of -0.1 to -1.0¦C) fluids that were locally boiling. Homogenisation temperature Th versus T. data points lie within the field enveloped by dilution and boiling/gas loss paths determined for the Ohaaki geothermal field, and indicates that the parent hydrothermal fluid for the Waihi epithermal system had a similar composition to that at Ohaaki, ie 0.2 wt% equiv NaCI and 3.3 wt% equiv CO2. The hydrothermal alteration mineralogy and the isotopic composition of vein calcite indicate that the hydrothermal fluid contained relatively high concentrations of CO 2' as at Ohaaki. Oxygen isotope analyses of main stage quartz range from 6.1 to 11.6 %o and of vein calcite from 2.29 to 9.4% . Calculated d8Ow.½ values for the hydrothermal fluid that deposited the main stage quartz range from - 2.0 to -5.7%c , with a trend to less negative values with depth. They are similar to those in the deep chloride fluid in active geothermal systems with a substantial fluid throughput. A high fluid throughput at Waihi system is also evident from the extensive high intensity hydrothermal alteration and large volume of quartz deposited in the vein system.

Heap leach pads are composed of mined ore, usually crushed, disposed on liners to be processed with leach solutions, and the tail of the process is called “spent ore” which are then transported by conveyor belts to be disposed into dumps. It is often to observe stability problems in these dumps, that could affect the equipment working on it and the continuity of the whole mine process. These problems are related to an excess of water content at the spent ore, therefore the operational efforts are focused onto control this geotechnical parameter.This work presents the results of different geotechnical laboratory testing, using samples of spent ore of a mining operation in the north of Chile. In the last 10 years, 3 campaigns have been made to get samples. Valuable information was obtained to identify how specific operational/metallurgical factors could affect the geotechnical behaviour of the spent ore. Special attention is given to the decision to change the metallurgical process adding salt to the heap leach process and its impact to its hydraulic conductivity.Historically, the process has been based on the leaching of oxides and sulphides materials, in separate campaigns, in which it is possible to observe different geotechnical response in the spent ore generated. Recently, it was implemented a new process in which the materials are blended and salt is added, to improve metallurgical performance in terms of recovery. This change generate impacts in the dump, since the geotechnical parameters are affected; decreasing hydraulic conductivity in about one order of magnitude (explained by the salt added).Changes are shown in the geotechnical parameters of the spent ore, considering that the mining source is the same, and how the operational process and dump design are affected.CITATION:Rimmelin, R and Vergara, C, 2018. Sampling of grain for mycotoxins is challenging in that some mycotoxins, such as Ochratoxin A (OTA), have very low permitted levels and the kernels carrying the mycotoxin may be highly localised within the bulk of the grain as ‘hot spots’. Sampling for genetically modified organisms (GMOs) can be fraught with similar problems, especially if the contamination is adventitious and random. Incremental sampling under these circumstances can be shown to lead to a high variance in the sampling result.A new design of sampler for grain and other free-flowing particulates has been developed that is effective in practically eliminating the sampling variance due to distributional heterogeneity (DH).This paper introduces the design and argues that the sampler should be free of sampling variance due to DH.CITATION:Lyman, G J, 2017. The need to continue the development of the Ensham mine has led to blast up to 75 m to the Eastern side of a water dam in the vicinity of Ramp 23. The water dam wall is exposed to blasting over a distance of approximately 500 m. The first decision was to determine that the existing rock pillar between the Eastern side of the water dam and the blasting operations may not be less than 75 m in order to minimise the damage that the blast could generate to the dam wall. It was also necessary to define blasting practices to minimising the blast damage to the rock properties of the dam wall and to avoid adverse effects from vibration and gases generated by the detonation on structures.For this purpose analytical designs and test blasts were conducted to assess the ground vibration attenuation within the rock pillar. From this analysis, it was concluded that the best practice to reduce the rock damage was to create a zone of fractured rock adjacent to the side of each production blast. This fractured zone would create an effective filter both for vibration and for gases generated by the blast. This zone of fractured rock was created by firing two buffer rows. In terms of pattern size and powder factor the two buffer rows were designed just to generate a fractured rock zone. To date approximately 500 m have been excavated along the eastern wall of the water dam where each production blast was preceded by a Trim blast. This practice has given good results with regard to minimising the damage generated by production blasting.

In 2015, Ernst and Young (EY) ranked socio-political license to operate (SPLTO) as the fifth greatest challenge to the mining sector (EY, 2015). The EY report asserts that SPLTO will continue to present a risk to the mining sector in the context of ‘increased activism, digitally connected stakeholders and politicians who need to respond to general consensus’. While there is no consensus on a definition, SPLTO is commonly regarded as the ongoing acceptance or approval of an operation by affected stakeholders (Moffat and Zhang, 2014; Thomson and Joyce, 2008) as well as those stakeholders that can affect the operation (Graafland, 2002). Warhurst (2001) relates the process of stakeholders granting SPLTO to the establishment of meaningful partnerships between operations, communities and government based on a variety of factors that build trust between stakeholders.From these accounts, we can see that understanding stakeholder attitudes about company performance and impacts on stakeholders directly affected by an operation are important in any attempts to measure SPLTO. Understanding the level of acceptance of an operation within these stakeholders provides a good proxy or outcome measure of SPLTO. Moreover, trust seems to be a central variable in the translation of these experiences of an operation into acceptance. What the mine or company does, its behaviour, degrades or builds trust with stakeholders, and this then affects acceptance (Moffat and Zhang, 2014).In addition, a strong emphasis is placed on the nature of the relationship between companies and stakeholders as influenced by inter-group interactions. It is not just what companies do well or poorly with respect to environmental impacts, for example, that will determine trust and acceptance, but how the company relates to its stakeholders at personal and group levels.These relationships between communities of stakeholders and extractive companies are dynamic. Brown and Fraser (2006) recognised the importance of industry being able to respond to the changing nature of societal approval and acceptance, arguing that ‘business must have regard for evolving social attitudes and expectations if it is to maintain its ‘social licence’’.This paper will describe a series of five pilot projects conducted by CSIRO with Anglo American in Australia and South Africa to generate a real-time understanding of SPLTO to guide more reflexive and effective social performance strategies.CITATION:Moffat, K, Boughen, N, Brooks, L and Zhang, A, 2016. Physical separation features in almost every mineral processing circuit. The category encompasses a broad range of techniques and technologies including hydrocyclones, gravity concentration methods (including jigs, spirals, centrifugal concentrators, tables, heavy media separators) and thickeners, all of which make use of the inherent density differences between two mediums. It is also possible to include flotation, magnetic separation, and ore sorting in the physical separation category.However, opportunities for enhanced physical separation performance can now go beyond the common practice of optimising unit operations. Improved options exist for feed preparation ahead of the physical separation stage, enabling higher performance and lower cost outcomes for physical separation flow sheets and technologies.The use of new applications in breakage technologies combined with mineral liberation analysis to optimise liberation prior to the physical separation stage provides options for preconcentration and gangue rejection as well as better separation efficiency. The use of low cost gangue rejection and preconcentration can be an intermediate step between mining and processing that allows processing of lower cut-off grades from the mine whilst delivering higher grades to the mill.Optimising flow sheets and technology performance requires detailed understanding of particle size and shape distributions as well as liberation characteristics to suit the particular separation unit, combined with knowledge of the available technologies, their capabilities and the economic impact across the whole mine cycle.CITATION:Gray, A, 2017. Batterham and Algie began their paper on: `The role of technology in the minerals industry' (1995) by noting that while: it is often stated that innovation is central to the economic survival of mining and minerals processing in the face of global competition, .. . technology is often far from a core strategy in our industry. This point is correct. Throughout the world, as a broad generalisation, mining companies do not value technology development as a principal means of gaining competitive advantage. It is important to understand why this is the case. Batterham and Algie address this question by making distinctions between innovation, technology and research. They note that while: all successful (mining) companies are good at innovation . . . that innovation can proceed without any research and development and that it is innovation that generates the competitive advantage, not research and development per se. In this paper we accept these arguments. However, our focus is somewhat different. Whereas Batterham and Algie took a mining company's perspective on the technologies of mining and processing, we take a broader view of the opportunities for technology development for company Australia but, in order to focus the argument, we restrict our discussion to the area of mining (rather than processing); we focus particularly on mining systems and mining equipment. We begin by looking at the motivation of companies operating in any industrial sector to invest in research and development. Figure 1 recognises four levels of industrial maturity. For companies in the embryonic and growth stages R&D often is essential to initiating and developing the business. Mining, on the other hand, is a mature industry. In mature industries the conventional roles for R&D are to reduce costs, to extend product differentiation, or to develop new technology with the aim of rejuvenating the business. Next we ask whether these general-industry arguments apply to the mining industry. If they do then the mining industry should value R&D more highly; after all cost reductions and business rejuvenation are goals that are worth achieving. On the other hand if, for whatever reason, these general arguments do not apply to mining then this may lead the mining industry to invest only modestly, or not at all, in R&D. In this event, while this may be a rational decision for the mining industry, it may not be in the best interest of a nation like Australia where revenues from the sale of mineral products represent an important part of the country's economy.

Nickel ores from three different mines, Digger Rocks, Cosmic Boy and Flying Fox, are treated at the Forrestania concentration plant. The ore types vary from oxidised supergene ores to primary pyrrhotite+pentlandite ores. Mineralogical investigations on the ore and process samples have been carried out in different stages of process development. One of the studies was done with the samples collected from the flotation circuit in 19 June 1994 when the Cosmic Boy ore was processed. The process products were screened, and the size fractions were analysed for the main elements by appropriate analytical methods. Mineralogy of the products was studied microscopically and composition of the sulphides was analysed with an electron microprobe. Liberation of the main sulphides in the flotation feed was determined with the point-counting method, and weight percentages of the minerals were calculated using chemical and mineralogical data. The typical sulphide assemblage of the Cosmic Boy ore is violarite, pentlandite, pyrite, pyrrhotite and chalcopyrite. Violarite dominates over pentlandite (ratio being 70 per cent to 30 per cent), and pyrrhotite is strongly replaced with pyrite and magnetite. One of the most common mineralogical features of this ore type is secondary magnetite, which occurs as narrow rims in porous violarite or in association with secondary pyrite. Serpentine, talc and chlorite are the main gangue minerals. In the milled feed (76 per cent -74 ¦m) locked particles between nickel and iron sulphides are common. About 41 per cent of total pentlandite occurs as pure liberated particles, and 33 per cent as locked grains with violarite. Liberation degree of violarite is 55 per cent, and the most common type of locked particles is violarite+magnetite, carrying about 20 per cent of total violarite. To achieve a recovery of 80 per cent for pentlandite, all the particles containing at least 50 vol-% pentlandite should be floated into the nickel concentrate. Correspondingly recovery of 80 per cent can be reached for violarite if all the particles containing at least 65 vol-% violarite are floated.

Inadequate goaf gas control may lead to gas exceedances in the ventilation return air, which will trip power in longwalls and cause production stoppage. To effectively control gas emissions, Australian mines heavily rely on drilling vertical goaf holes to capture coalmine methane before it migrates to mine openings. The wide application of goaf gas drainage may change the goaf pressure distribution, lead to more ventilation air leakage, and consequently increase gas explosion and spontaneous combustion risks. This paper focuses on analysing goaf gas drainage production data from a case study longwall mine in Australia. The correlation between suction pressure, total flow rate, gas flow rate and air leakage rate were analysed in detail as the face-to-hole distance changes. Suction pressure is found to be positively correlated with total flow rate, and their correlation also varies at different goaf locations due to various goaf compaction and flow resistance. This paper also proposed a theoretical method to calculate the goaf resistance of ventilation air leakage pathways. Based on several basic assumptions and different goaf drainage scenarios, the leakage airflow pathway resistance in the goaf at different face-to-hole distances can be calculated. The model results suggested that the resistance of air leakage pathways from the working face to individual goaf holes increased with the face-to-hole distance. The resistance results can also be used to calculate the corresponding permeability at the same position, which can be used as input data for CFD or Ventsim models.

This is a welcome opportunity to exchange ideas about educating for a profession in mining and metallurgy, and I shall use it to highlight the ways in which educators, the industry, and the profession can help one another make that educa- tion better. This is home ground for me in more ways than one. As the executive head of a uni- versity perhaps I may speak as an educator; and there is still, I hope, enough of the metallurgist in me to allow me to speak of what we metal- lurgists and mining engineers can do to help the educators. Another interest should be declared, too. Among the educating agencies I shall focus on universities; among universities I shall further focus on my own, the University of New South Wales. I know it best; and, more to the point, we are one of the minority that offer a full profes- sional training in mining and metallurgy. Further, we are as a university very much concerned- more than most-with specifically professional education, and especially with education in the professions based on science and technology. Mining and metallurgy have of course played a central role, from earliest times onwards, in the history and development of science and tech- nology. In that role they have been both pro- ducers and consumers of new knowledge. Indeed the whole new attitude to knowledge that began to spread in 16th and 17th century Europe owed a great deal to the interests and traditions of the miner and the metallurgist. The first modern text- book of mining and metallurgy, George Agricola's De Re Metallica, is very much more than a spec- ialist handbook; it is a major landmark in intel- lectual and cultural history.

I feel a little like the Parson delivering his Sunday Sermon, chastizing his parishioners for not coming to Church. Those who need to hear me are absent.Nevertheless, I hope that if you agree with what I am about to say you will go forth and spread the word.We often hear of the impact mining has on the community. I prefer tonight to deal with the impact some community attitudes have on mining, and I want to point out that the results of these attitudes rebound to the detriment of our society. I want to deal particularly with regulation, taxation, and proflts.In a civilization whose standard of living is essentially dependent on an adequate and reliable supply of cheap metals and fuels, it should be evident to Blind Freddie that mining must be encouraged.I must express concern at the constraints inflicted on the mining industry by our community. We tend to blame Government for our difficulties, but we must recognize that Government acts merely as agent for the community. It is fair to say that in a free society, if Government actions do not reflect the demands of the electorate, then it doesn't stay the Government. It is important though for Government, in framing its policies, to ensure that it is not unduly influenced by the loud voices of minority groups.The people of our nation have every right to demand that our industry meet certain criteria to be allowed to operate. We all wish to live in a healthy and congenial environment, and to have our individual comforts protected. It is essential, however, that the community realizes that its demands on the mining industry are affecting Australia's prosperity.Each new regulation and each new tax or impost has its effect on investment, employment, and national revenue. Restraints result in an increase in costs which in turn raises the minimum value of a mineral deposit which is economically mineable. It results in minerals, which could be mined under more favourable circumstances, remaining in the ground, perhaps lost for ever.
