Pacific Coal Pty Limited (a wholly owned subsidiary of CRA Limited) managed the interests of six members of a joint venture formed to mine and export eight million tonnes of export quality steaming coal from a mine developed at Blair Athol in the Bowen Basin of the Central Queensland coal fields. The mine is now operated by Blair Athol Coal Pty Ltd. Crooks Michell Peacock Stewart Pty Limited (CMPS) was awarded a project management and engineering contract for the total mine portion. Following a feasibility study, CMPS carried out an Optimisation Study which produced changes to the design of the project, thus resulting in the project budget being reduced by some A$13 million. In spite of a number of late additions to the scope of work, the project was completed at a final cost of A$148 million, many millions below the reduced project budget. The project was also completed several months ahead of schedule. Total services were provided to take the project from feasibility stage through to the establishment of an operational facility and included project management, planning and control, accounting and financial control, as well as the organisation of engineering, procurement, construction, industrial plant commissioning, and technical training matters.

The evaluation of risk is becoming more important in the siting of mining operations in the United States as well as the rest of the world. The determination of environmental, economic, as well as health and safety risks is an important step in the planning of any mining operation. Hydrogeology plays an important role in pre-mine planning and in the determination of these risks. The mine operators must determine if ground water would inhibit mining in any way. Factors which are important to consider include mine dewatering economics, slope stability, and other adverse hydrologic impacts. This paper presents methodologies for the characterization of hydrogeological risks for a mining operation. First of all, the term risk analysis is defined and its utility is addressed. Then, stepwise methods for performing a typical risk analysis are presented. Finally, the application of risk analysis to hydrogeology in mining is given. With slight modification, it is believed that these methodologies can be used to evaluate the hydrogeological risks for any mining operation.

The Holocene Minninup shoreline is a coastal barrier system stretching from Bunbury to Busselton, in southwestern Australia. It has developed in a microtidal swell wave environment, under the influence of the post- glacial marine transgression and Holocene sea level variation. Barrier sediments thin rapidly across a shallow shelf, and consist of quartzo-felds- pathic sands with a minor skeletal carbonate component. Holocene shelf deposits are laterally extensive sheets overlying Pleisto- cene limestone. Modern carbonate production is small. Development of the Minninup barrier system has been controlled largely by low rates of sediment input from terrigenous and carbonate sources, late Holocene sea level fluctuati,.,s, and pre-existent coastal landforms composed of Pleistocene limestone. Modern controls on sedimentation are the refracted, shoaling swell wave regime, and onshore winds, which combine to promote nett northward longshore drift. Holocene barrier systems of the southern Swan Coastal Plain are of several different types. These include prograded sequences of beach ridges overlying shoreface sediments, such as is found at Rockingham and parts of Geographe Bay, and complex polygenetic systems typified by the Leschenault Peninsula. Pre- liminary investigations of the barrier stratigraphy of the Minninup shoreline indicate that both progradational and polygenetic sequences are present. The processes involved in shoreline development and heavy mineral accumulation are being studied using aerial photograph inter- pretation, beach profile monitoring, sampling, and granulometric analysis. This will lead to an enhanced understanding of the mechanisms of heavy mineral accumulation, and assist in the development of genetic models as aids for Exploration.

Surface wave formation induced by a high-strength submerged jet in a bottom blown metallurgical vessels has been studied experimentally by using one-seventh water model of CLU (Creusot-Loire Uddeholm) reactor with two different tuyere configurations. Experimental results have been discussed in terms of the wave period, wave frequency and wave amplitude with respect to air injection rate and tuyere configuration at a 0.23 m bath height. The results from high speed photography observations displayed the formation of rotating surface waves which circulates within the water model. It was found that the frequency and the amplitude increased with gas injection rate. The wave period for off-centre nozzle orientation was found to be lower than those of the centre configuration. The experimental results also showed that the frequency of a rotating wave increases when the tuyere orientation becomes off-centred . The predicted amplitudes were in very good agreement with the experimental values over a range of gas flowrates between 0.00599m 3/s to 0.01081 m 3/s.

Brazilian amethyst production is mostly obtained from underground mines in the southernmost part of the country, involving approximately 6000 miners and generating an income of US$ 20 million per year. Amethyst-bearing geodes are hosted by Cretaceous continental flood basalts of the Serra Geral Formation. The economic zone occurs in the massive (colonnade) intermediary section of the Sao Gabriel Basalto. The tunnels and stopes follow the occurrence of geodes leading to an erratic and complex layout. A ground control survey revealed excessive roof convergence. Topographic results show excessive roof deformation and some roof falls have already been reported. To understand the ground conditions, prevent roof falls and better define the pillar dimensions detailed geomechanical mapping was carried out using the scanline method. Uniaxial compressive strength tests provided complementary information for rock mass classification. Results of the geomechanical classification were used to modify the mining layout taking into account the roof and pillar geomechanical characteristics. Retreat pillar mining minimised ground instability.

The ocean floor, often called the last frontier, is increasingly discussed in terms of its resource potential û from near shore building aggregate and placer deposits to massive sulfide orebodies in the deeper ocean. Consequently there is an increasing incentive to mine the seafloor. But, do we have the social license to explore and mine the seafloor? Does this nascent industry have support amongst the wider community? If not, why not? And what should be done? To answer some of these questions, the Wealth from Oceans National Research Flagship has explored the social viability of an expanded seafloor exploration and mining (SEM) industry inAustralia. The results show that there are significant geological and environmental data gaps and that, in the absence of sufficient information, stakeholder reaction to the prospect of an SEM industry expansion may be reactionary and negative. This uncertainty means that the perception of risk from the industry is variable and often dependent on individual values. The acceptability of an expansion to the SEM industry is currently precarious, in particular due to the high levels of uncertainty regarding the environmental impacts of seafloor activity. While there are existing federal regulatory frameworks and government processes for the licensing of seafloor mineral exploration and extraction, there is little precedent in the application and implementation of these regulations. The future viability of the industry will be highly dependant on AustraliaÆs ability to improve the knowledge-base underpinning its regulatory regime and also to generate open and transparent communication channels between stakeholders. It will also be dependent on the SEM industryÆs ability to communicate an acceptable value proposition to society. This proposition will need to include the relative impacts of terrestrial and marine mining, the alternative potential uses of the ocean and the multi-use conflict that SEM might engender. High resolution airborne magnetic and radiometric data have been shown to optimize exploration for epithermal gold deposits in the vicinity of Charters Towers, northeastern Queensland. The radiometric data allow extrapolation of poorly outcropping geology to provide a cost-effective mapping technique, even at exploration scales (eg. 1:25,000). At a regional scale (eg. 1:100,000) the magnetic data reflect the regional tectonics and divide the area into domains for the application of different genetic models. For example: 1. the Ravenswood Batholith is characterized by multiple intrusions dating from Ordovician to Permian age. The polarity of the magnetic anomalies implies an age for the intrusions and indicates a deposit style for exploration. 2. extensional and wrench tectonics along the northern margin of the Drummond Basin are interpreted from the magnetic data and indicate favourable blocks for detailed exploration. Genetic exploration models may be tested in favourable environments by the recognition of geophysical signatures. These signatures reflect structural, lithological and alteration patterns arising from controls on ore deposits and can be applied at regional or detailed scales.

The trend worldwide is for increasingly stringent control of sulphur dioxide emissions to the environment. It is therefore likely that Australian industry will be placed under increased pressure to restrict such emissions, and this will have implications for Australian smelters of mineral sulphide ores. Traditional outlets for sulphur dioxide emissions have been in sulphuric acid manufacture, but Australian demand for sulphuric acid has declined markedly in recent years. This paper examines the balance of supply and demand for sulphur and related products in Australia, the shifts occurring in that balance and the underlying causes of those trends.

A quarter of the North Island, New Zealand is covered by weathered volcanic tephras of mainly andesitic and rhyolitic compositions. Rapid weathering of basic volcanic glass and slower weathering of acidic glass have produced short-range order alumino-silicate clays such as allophane. Although amorphous to x-rays they have a high degree of local structure. Allophane comprises hollo spheres of approximately 40 diameter and 7 X wall thickness. This small particle size and morphology gives a very high surface area (up to 800 m2/g). Ferrihydrite is another short-range order clay of similar small size and high surface area; it has ò formed from the rapid oxidation of water containing ferrous iron derived from volcanic rocks. The quantity of allophane present in tephra depends upon the climate, the nature of the volcanic glass and the time it has weathered. In New Zealand highest amounts (-50%) occur in beds of andesitic ash deposited on old ignimbrite surfaces with mean annual rainfalls >1600 mm. Both allophane and ferrihydrite will react with oxyanions, such as phosphate, arsenate or borate, and remove them from solution. Other anions such as fluoride also react with aluminium sites on the mineral surface. At NZ Soil Bureau, Department of Scientific and Industrial Research (DSIR), New Zealand, techniques have been developed for granulating allophane to enable it to be used to remove pollutants from solution without dispersion into the liquid phase. This granulated allophane can be used to remove phosphate from sewage effluent or fluoride from tap water without having a sedimentation stage to remove the clay.

Social licence to operate is developed and kept through managing both operational impacts and the relationship between local community and company. However, CSIRO research has demonstrated that in determining how accepting community members are of a mining operation, relational factors, such as procedural fairness and trust, are much more important than operational impacts, such as impacts on employment and the environment (Moffat and Zhang, 2015). Companies seek to develop relational factors through their engagement with local community; such engagement has many aspects, including, initially identifying stakeholders and positioning the company as part of the local community (Lacey et al, in prep; Thomson and Boutlier, 2011). These relational factors involve the social identities of people living in the community. Social identities are a part of people that shape their beliefs, based on their connections with various groups in their lives (Hogg et al, 2004).An engagement process, intentionally or not, inevitably interacts with the social identities of stakeholders (Crane and Ruebottom, 2011). For example, traditionally, at the very beginning of engagement processes, community members are assigned to categories using conventional stakeholder mapping and categorisation methods, often based on assumptions about stakeholders’ interests, which equates to assumptions about stakeholders’ social identities (Colvin, Witt and Lacey, 2016; International Council on Mining and Metals, 2012). Yet, there has been limited empirical inquiry into whether such categories reflect the social identities of stakeholders and if there is a bearing on relational factors, including, the perceived fairness of consultations and trust in mining companies (Crane and Ruebottom, 2011). Also at this time, companies commonly seek to create a presence in communities, for example, joining Chambers of Commerce and participating alongside community members. Again, there has been limited empirical inquiry into whether community members and companies identifying with the same overarching group and thus sharing aspects of social identity, influences relational factors (Crane and Ruebottom, 2011). In this study, we examined the effects of changing aspects of social identity by changing how stakeholders were identified and companies were positioned, on how stakeholders’ perceived a new mining operation, specifically how they perceived the procedural fairness of the proposed consultation process and trusted the company, two factors that underlie a company’s social licence to operate.CITATION:Carr-Cornish, S and Moffat, K, 2016. Mount Isa mine is the largest underground mine in Australia and is located 2,000 kilometres north-west of Brisbane. This mine has been in continuous operation since 1931 and in 1986/87 the silver/lead/zinc stream achieved the peak annual mining rate of 4.7 million tonnes. At present about fifteen different steeply dipping stratiform orebodies are being mined to maintain an annual production rate of around 3.0 million tonnes. Out of these, only two orebodies (2 & 5) are amenable to sub level open stoping (SLOS) type bulk mining methods. This year only 150,000 tonnes are scheduled from pillars and remnant areas but in future, more sources will be required to meet the budget production targets.

Preventing injuries and fatalities related to conveyor system use in the mining industry is important and increases uptime while decreasing lost time. The research presented here is funded by the National Institute for Occupational Safety and Health (NIOSH), and intended to accomplish this prevention by the use virtual environments (VEs) to improve training and help miners better understand the hazards of working around conveyor systems. Two conveyor system VEs designed to teach miners about hazards and to safely complete tasks around conveyor systems were developed for this project. The first conveyor system VE, called the instructional tour, gives the miner a semi-automated tour of a conveyor system and teaches the miner about possible hazards (eg, missing guarding) and how to safely fix conveyor problems (eg, a stuck idler) using lock-out, tag-out procedures. The second, called the virtual shift, allows the miner to freely navigate around a conveyor system to detect and avoid hazards. The miner is presented with equipment failures that need to be safely repaired during the virtual shift. If the miner fails to identify and avoid a hazard or fix a failure in a safe manner, an animation of the consequences is shown to the miner, who must start the virtual shift over. The models for the conveyor system VEs were created using 3DS Max. Desktop versions of the VEs were then created using Deep CreatorÖ, an authoring application for creating interactive 3D environments. Later, more realistic versions of the VEs were created for CAVEÖ, a room-sized visualisation system, using DIVERSE, an application programming interface. In initial evaluations of the conveyor system VEs, mining colleagues have indicated great interest in such training tools. According to their feedback, these and similar VEs would provide excellent alternatives to normal classroom training and serve as positive precursors to hands-on experience. These VEs provide new miners a chance to experience hazards associated with working around conveyor systems without being in possible danger.

The ability of the Australian minerals industry to successfully manage the changes and challenges that face it in the 21st century depends ultimately on the quality of its human resources. Mining engineers have a vital role in this regard. The education and training that universities are currently giving to mining engineers is under challenge and needs to be reassessed in the light of industry directions for the 21st century. At one extreme is a push for a `finished product' graduate, up and running in `the flavour of the month' issues. At the other extreme are moves to reduce face-to-face university teaching hours and return to the time honoured university concept of `reading' for a degree. The lessons of Mourn make it apparent that neither approach is appropriate to the industry's future needs (Windridge, 1996). Basic knowledge gets rusty with time and new skills need to be learned. In order to conduct mining operations safely, productively and competitively, mining engineers must now accept the need to be prepared for continuing professional development as a career imperative. The concept of being professionally or statutorily qualified for life is no longer valid. This calls into question the purpose, content, structure and mode of delivery of university courses, all of which need to engender the principle and facilitate the cause of continuing professional development. This paper presents a model which aims to deliver a quality assured university education for mining engineers for the 21st century at undergraduate, postgraduate and professional level. The model extends beyond traditional university boundaries to match industry requirements to international best practice. It is based on collaborative alliances and innovative presentation modes which will provide industry access to undergraduate and postgraduate course elements presented by a broad range of national and international academic and industry authorities. It offers the prospect for preserving the best of university ideals in higher education, for developing and maintaining programs of direct relevance to industry needs and for a structured involvement in the continuing professional development of mining engineers.

Structure is an important control in the localisation of gold mineralisation in epithermal systems. There has been, however, only limited investigation of the structural elements involved; such a study is currently directed at the gold deposits of the Coromandel Volcanic Zone (CVZ). Here, mineralised veining and brecciation ranges up to tens of metres in thickness. Dips of veins are mostly steep, but not vertical, and there is a significant number of low angle veins. The structural control of epithermal deposits may be considered on four scales. At the mega-tectonic scale, pre-volcanism fault patterns mostly relate to separation of the New Zealand micro-continent from Gondwana. The major structural controls on mineralisation at this scale, however, are associated with the volcanic arc processes responsible for the CVZ. Post-mineralisation faulting are linked to the Hauraki Rift and the Colville Ridge-Havre Trough system. Regional scale faults controlling the distribution of gold deposits are the product of these tectonic events; much of the faulting may relate to rifting and calderas, but further work is required to demonstrate this. Detailed study is also needed on vein systems at the prospect scale to validate models of brittle deformation responsible for such systems. Evidence that a variety of structural mechanisms dominated in different deposits is found at the vein scale, with Coromandel gold deposits being classified according to their different styles of vein-fill texture.

Comparisons between individual SW Pacific Rim gold deposits have facilit-ated proposal of a new classification of porphyry-related mesothermal gold deposit types. Carbonate base-metal gold systems form at relatively high crustal levels, peripheral to porphyry intrusions. There is a spatial assoc-iation with major structures which focus fluids from degassing porphyries at depth. Milled matrix intrusive breccias and extrusive maar volcano/ diatreme breccias form as a result of pre-mineralisation phreatomagmatic eruptions. These focus degassing magmatic fluids by the provision of fracture ground preparation, typically within competent host rocks, adjacent to the breccia bodies. Local dilational structures control the form of individual deposits which may contain bonanza gold grades at sites of fluid quenching and/or repeated mineral deposition.Early quartz veining and porphyry-related alteration is common and later gold mineralisation typically occurs in association with carbonate veining and Fe and base metal sulphides as Zn > Pb > Cu. The progressive cooling by mixing of the upwelling mineralised magmatic fluid with descending bicarbonate waters, produces characteristic zonations in carbonate compositions. These vary with distance from the porphyry source, from Ca through Mg, Mn and distal Fe types. Gold mineralisation is preferentially distributed within the Mn/Mg carbon-ates.

The instruments are described which measure rock mass displacements, permeability changes and alterations to hydrology. Methods of installation are detailed and the applicability of instruments discussed. Reduction and interpretation of results are detailed.

In the economic evaluation of any Australian mining project, changes in taxation can significantly affect viability. Australian tax laws, particularly in the period since early 1973, have undergone many changes which have led to shifts in the profitability of mining companies. This paper examines the sensitivity of a selected, broadly based sample of Australian mining companies to the changes that have occurred, or are reasonably likely to occur, in taxation legislation. In the past, tax systems have been altered for a variety of reasons, such as 1. reduction'in the impact of inflation 2. neutralization of incidence between different sections of the economy 3. as an incentive to encourage expansion and growth in a particular industry or area, and 4. increase in the real "take" of government. In this paper, conventional rate of return analyses are applied in a study of how profitability is affected under various taxation systems.
